Staff Announcement: New HRPP Education and Communication Specialist: Institutional Review Board (IRB) Office

Dear Northwestern Research Community,

It is with great pleasure to announce that, effective Monday, April 11th, 2022, Nazneen Ali will assume the role of HRPP (Human Research Protection Program) Education and Communication Specialist, a new position within Northwestern University’s IRB Office. 

Nazneen, a valued member of the IRB Office, started her career at Northwestern University in 2019 as a Senior IRB Analyst. In this role, Nazneen coordinated panel meetings, expertly engaged with the research community, and, in addition to other duties, contributed to the development of IRB staff and member training initiatives. Before joining Northwestern, Nazneen held several positions at higher learning institutions. In 2010, Nazneen served as a Teaching Assistant and later transitioned to Instructor within the Teacher Development Program within the Department of Learning, Teaching & Curriculum in the College of Education at the University of Missouri. In 2011, she took on the additional role of Programming and Publicity Coordinator for the University of Missouri, where she overhauled the organization’s image and designed and directed professional, service, and social student programming. Nazneen transitioned to research in 2016, where she held dual roles within the Office of Research at the University of Missouri. As a Compliance Specialist within the Conflict-of-Interest Office, Nazneen coordinated the campus and hospital system employees’ Outside Interest Disclosures and developed educational guidance on the COI processes. As a representative of the Institutional Review Board office, she provided support to two departments. From 2016-to 2019, Nazneen held the position of IRB Analyst within the Office of Research Support & Compliance at the University of Texas before joining Northwestern.

As the HRPP Education and Communication Specialist, Nazneen will collaborate with the IRB Office leadership team to identify educational and process improvement needs related to the IRB educational programs. She will be responsible for designing and implementing educational programming, developing educational tools, and managing the IRB Office’s internal and external communication efforts.  

In addition to her extensive education and human research experience, Nazneen has a Bachelor of Science in Mass Communication in Public Relations, a Master of Public Affairs in Organizational Change, and a Philosophy Doctorate in Educational Leadership & Policy Analysis in Educational Administration. She also further solidified her professional expertise by maintaining her Certified IRB Professional credential since 2019.

We are excited to have Nazneen as the new HRPP Education and Communication Specialist. Please join me in congratulating her!

Abstract


Purpose:

Research in palliative care demonstrates improvements in overall survival, quality of life, symptom management, and reductions in the cost of care. Despite the American Society of Clinical Oncology recommendation for early concurrent palliative care in patients with advanced cancer and high symptom burden, integrating palliative services is challenging. Our aims were to quantitatively describe the palliative referral rates and symptom burden in a South Texas cancer center and establish a palliative referral system by implementing the Edmonton Symptom Assessment Scale (ESAS).


Methods:

As part of our Plan-Do-Study-Act process, all staff received an educational overview of the ESAS tool and consultation ordering process. The ESAS form was then implemented across five ambulatory oncology clinics to assess symptom burden and changes therein longitudinally. Referral rates and symptom assessment scores were tracked as metrics for quality improvement.


Results:

On average, one patient per month was referred before implementation of the intervention compared with 10 patients per month after implementation across all clinics. In five sample clinics, 607 patients completed the initial assessment, and 430 follow-up forms were collected over 5 months, resulting in a total of 1,037 scores collected in REDCap. The mean ESAS score for initial patient visits was 20.0 (standard deviation, 18.1), and referred patients had an initial mean score of 39. 0 (standard deviation, 19.0).


Conclusion:

This project highlights the low palliative care consultation rate, high symptom burden of oncology patients, and underuse of services by oncologists despite improvements with the introduction of a symptom assessment form and referral system.

Brick Lane is the debut novel by Monica Ali, an English writer of Bangladeshi origin (born in Dhaka).

Nazneen, born in a Bangladeshi village, is married off to a man twice her age and taken to England. In London, she does what is expected of her: runs the household and raises children, constantly balancing between her husband’s conviction in the correctness of the traditional Muslim way of life and the desire of her daughters for modern European life. This delicate balance is broken by Karim, a young activist of the radical Bengal Tigers movement. Karim makes Naznin think about the justice of the social order and the correctness of marital status, but the traditional conflict of duty and passion is resolved in a way that is completely unexpected for both of them.

Shortlisted for the 2003 Booker Prize.

Rapban crouched on a low stool with three legs. Near the kitchen hut, she was plucking a chicken for a feast in honor of the arrival of Hamid’s cousins ​​from Jessur.

Hamid recognized her voice. Only she squeals so that the windows burst.

Rapban was in the bedroom. The bed was made, but she did not lie down – she stood, squeezing Mamtaz’s shoulder with one hand, and the half-plucked chicken with the other.

Mamtaz waved Hamid away:

– Go call Banesa. What do you want, a rickshaw to serve? Come on, come on, walk.

Banesa lifted Naznin by her ankle and puffed out her cheeks with disdain, exhaled on a tiny bluish body:

– She can’t even breathe. If people count every taka, why call a midwife?

Banesa shook her bald, wrinkled head. She claimed to be one hundred and twenty years old; for ten years now she has been repeating this especially insistently. In the village, no one remembers the day she was born, Banesa herself is drier than an old coconut, and it never occurs to anyone to doubt her age. She claimed to have adopted a thousand children, of which only three were disabled, two mutants (one hermaphrodite and one hunchback), one stillborn, and another sin-against-god-hybrid-monkey-lizard-who-was-buried-far-out-in-the-forest -a-mother-sent-away-we-know-where. Nazneen was not included in the list of these failures, because she was born a couple of minutes before Banesa dragged herself into the hut.

“Your daughter,” said Banesa Rapban. – See how good it is. All she needed was help on her way to this world.

Banesa looked at Tsypa near the unfortunate mother, drew in her cheeks, and her eyes, buried under wrinkles, widened with hunger. Because of two young girls who also decided to become midwives (it was necessary to strangle them at birth), she has not had a piece of meat in her mouth for many months now.

– Let me wash her and dress her for the funeral, – said Banesa. – For free. Except perhaps this chicken for worrying. She’s so old and skinny.

Banesa puffed and wiped saliva from her chin with the edge of her yellowed sari.

All three women bent over the baby. Naznin waved her hands frantically, as if horrified at the sight. The blueness began to fade, giving way to brown and purple.

– The Lord brought her back to earth, – Banesa said with disgust.

Mamtaz, doubting Banesa’s initial diagnosis, answered:

– He himself sent her here five minutes ago. What do you think, does he change his mind every three seconds?

Banesa muttered something unintelligible. She put her hand on Nazneen’s chest, her hooked fingers like the roots of an old tree crawling out.

– The baby is alive, but very weak. You have two options, – she said, referring only to Rapban, – take him to the city to the hospital. There he will be given all sorts of tubes and medicines. This is a very expensive way out. You will have to sell the jewels. The second way out is to wait for the decision of Fate itself.

Banesa barely perceptibly turned to Mumtaz, addressing her last remark to her, then turned to Rapban again:

– Fate will decide in the end, no matter what you choose.

“We’ll take the baby to the city,” Mumtaz said, and red spots appeared on her cheeks from the desire to resist.

But Rapban, still crying, pressed her baby to her chest and shook her head.

– No, she said, you can’t resist Fate. I will accept whatever happens. I won’t let my girl waste her energy fighting Fate. She still needs them.

– Well, then it’s decided, – said Banesa.

Banesa stomped – from hunger it is just right to eat a child, but under the gaze of Mamtaz shuffled into her shack.

Hamid came and looked at Naznin. Wrapped in rough gauze, she lay on an old jute bag placed over a rolled-up mattress. Her eyes were closed and swollen, as if they had been hit hard.

“A girl,” said Rapban.

– I know. Nothing, – answered Hamid, – what could you do.

And went out again.

Mamtaz returned with rice, dal and chicken curry on a tin tray.

– She won’t eat, Rapban said, she doesn’t know what to do with her breasts. Maybe she was destined to starve to death.

Mamtaz rolled her eyes:

– Will eat in the morning. As long as you eat. Otherwise, too, at the behest of Fate, you will die of malnutrition.

And Mamtaz smiled, looking at her sister-in-law, at her sad face, full of grief both about what had already happened and about what would be.

She has been with KinderCare for eighteen years, and before that she was an assistant director. Outside of work, Andrea enjoys spending time with her family. Infant Programs (6 weeks–1 year)

Leaving your baby in someone else’s care is a big step. Everyone at our
centers—most importantly, our naturally gifted infant teachers—will work with
you to make sure the transition goes smoothly. When you step into our infant
classroom, you’ll see how much we want your infant to feel safe, loved, and
ready to explore their world.

Toddler Programs (1–2 Years)

Everything in our toddler classroom is designed for little explorers. That’s
because a lot is going on at this age. When your child is wandering all over the
place, that means they’re learning and discovering new things every day. We’ll
help them explore their interests (and find new ones!) as they play and learn.

Discovery Preschool Programs (2–3 Years)

This age is filled with so much wonder and curiosity. That’s why we offer a ton
of books and toys and bring artwork down to kids eye level. Children in
discovery preschool also begin to learn how we all work together in a
classroom. Simple math and science, pretend play, and group play help them
get used to a more structured school setting.

Preschool Programs (3–4 Years)

This age is all about expression, when kids really start to form their own ideas
about what they want to play and how they want to create. Every day in our
preschool classroom, your child will explore science experiments, create
artwork, and play pretend—all the skills needed for their big next step:
kindergarten!

Prekindergarten Programs (4–5 Years)

When you walk into one of our pre-K classrooms, you’ll see artwork and
writing displayed around the room. Labels are everywhere to help kids connect
letters with words. You’ll also see pictures on the walls that reflect the families
in our community.  Your child will also deepen their knowledge in language,
math, science, Spanish, and social skills.

Before- and After-School Programs (5–12 Years)

You can count on us to provide reliable care for your school-ager while you’re
at work, with safe transportation from our center to your child’s school and
back! Whether your child wants to start a drama club, build a volcano, or
create a comic book, they will have a place to follow their dreams. Your child
will start and end the day with a whole lot of fun!

School Break Programs (preschool, prekindergarten, and school-age)

Winter break, spring break, summer break—when school’s out (but you still need to work), you
can count on KinderCare to provide a safe and supportive learning environment that’s focused
on fun. We welcome children ages 5–12 during school break times and make sure they have a
sensational, screen-free experience they won’t forget.

Participating Child Care Aware Center

KinderCare partners with Child Care Aware® of America to offer fee assistance for
Active Duty military families and flexible support to fit their needs when care at a Child
Development Center on the installation is not available.

Learning Adventures – Enrichment Program

Cooking Academy™ (3 – 12 Years)

In Cooking Academy, kids learn new recipes from cultures around the world and
develop a healthy relationship with food. They’ll whip up everything from Southwest
rainbow lettuce wraps to pumpkin muffins, building their skills in STEM, communication,
and more along the way. And yes—little chefs get to eat their culinary creations!

Music Explorers™ (2 – 4 Years)

KinderCare families are already giving a standing ovation to our newest Learning
Adventures program: Music Explorers! Kids will learn to sing, move, listen, play
instruments, and even create their own tunes. Our original curriculum blends math,
science, social studies, literacy, and mindfulness (think yoga!) for a uniquely KinderCare
way of learning the foundations of music.

Phonics Adventures® (2 – 4 Years)

Learning how to read is a whole lot of fun at KinderCare! We help kids grow to love
books and words (and get ready for kindergarten) in our Phonics Adventures program.
From discovering the basics of vowels to practicing poetry, kids learn all about letters
and sounds in small-group lessons made just for their age group. (Bonus: Kids who
attend our phonics program are more prepared than their peers for school—and we
have the data to prove it.)

Spanish

Spanish Adventures provides young learners with a foundation for later success with
the Spanish language. Music, games, children’s Spanish literature, and other tools give
children multiple opportunities to hear, practice, and see Spanish language to develop
vocabulary and conversation skills. Curriculum includes lessons on greetings, numbers,
colors, animals, family, body parts, and pets, as well as how to engage conversationally
during common scenarios at home, a restaurant, or at the zoo.

Do you support alternative diets?

We strive to be as inclusive as possible. To that point, we provide a vegetarian option at mealtime, take care to not serve common allergens and can adapt menus based on your child’s food sensitivities. If your child has additional needs, we’ll work with you to figure out a plan.

Are meals included in tuition? Can I choose to send my child with lunch?

We provide nutritious meals and snacks developed by a registered dietician to meet the needs of rapidly growing bodies and minds. If your child has special dietary requirements and you would prefer to bring in their lunch, please make arrangements with the center director.

Does my child need to be potty-trained?

Every child begins toilet learning at a different age. Until your child shows an interest in toilet learning, we’ll provide diaper changes on an as-needed basis. When your child shows an interest, we’ll discuss how to work together to encourage toilet learning.

Meet Kimberly Robinson! She is the Center Director at Northwoods KinderCare in Colorado Springs, Colorado. Kimberly attended Pike Peak Community College, where she earned Director Qualifications as well as Pyramid Plus Approach certifications. She is currently earning a degree in Psychology from Walden University. She joined the KinderCare team in 2021, and before that she was an assistant director. Physical Health Maintenance & Hygiene for Kids

Compositive Model

Physical health and maintenance include hygiene, nutrition, physical activity, regular check-ups, and sleep. Parents and caregivers can exert major influence over their children’s health maintenance, even into adolescence.

Hygiene behaviors

Both hand and oral hygiene are important aspects of health. 

  • Research has found that hand hygiene decreases across childhood. But inexpensive interventions can counteract this trend effectively. 
  • Children from poor families have higher levels of tooth decay than their advantaged counterparts, according to the U.S. Department of Health and Human Services. 
  • Both oral hygiene knowledge and behaviors can be improved through interventions, but the improvements in behaviors generally fade after the intervention.
  • According to the Surgeon General’s Report on Oral Health, more than 51 million school hours are lost every year because of dental-related illnesses. Untreated dental diseases can ultimately lead to other problems such as difficulties in eating, speaking, and paying attention during learning activities.
Regular check-ups

Regular vision and hearing screenings are important for children’s healthy development; yet, many children do not receive such care.

  • Early screening for hearing problems is especially important for children who are deaf and hard-of-hearing. One study found that the earlier children were enrolled in early intervention the better their vocabulary and verbal reasoning skills at age five, no matter the severity of their impairment.
  • As many as four out of five children do not get eye exams. Reasons range from economic (e.g., low-income, no-insurance), social (e.g., language barriers), and political (e.g., underfunded preventive medicine) barriers.
Nutrition

Many children and adolescents do not meet the suggested nutritional guidelines, failing to eat healthy foods often enough and frequently consuming unhealthy food and drink.

  • In a sample of high-risk adolescents, more than half of the sample reported drinking sugar-laden soda at least five to six times a week, and half of the sample reported consuming food or drink from a fast-food restaurant at least three to four times a week.
  • Nearly 1 in 5 early adolescents reported that they usually skipped breakfast and about 1 in 3 reported that they did not eat a vegetable on the previous day.
  • Regularly eating dinner with family has many benefits for children and adolescents (e.g., less likely to be overweight, more fruit consumption, and fewer risky behaviors). 
Physical activity

Physical activity significantly decreases as children grow older, and more affluent kids get more exercise than the less affluent. The positive impacts of exercise on physical and psychological health are well documented.

  • A survey of physical activity during adolescence found that, on average, the mean change in physical activity per year was approximately a 7 percent decrease.
  • Children from advantaged homes (e.g., higher income and levels of maternal education) are more likely to participate in physical activity than their lower-income counterparts.
  • Psychological variables are related to physical activity: self-efficacy is positively associated with physical activity both in childhood and adolescence. Motivation is positively associated with physical activity during adolescence as well.
  • Exercise also decreases the incidence and likelihood of depression.
Sleep

As children grow older and enter adolescence, they sleep less, even though their sleep needs don’t decrease proportionally.

  • Parents have a significant influence on children’s sleep, as positive relationships with parents and parent-set bedtimes are associated with better sleep outcomes.
  • Children who sleep more report better academic performance.
  • Meanwhile, the same study says, less total sleep was related to increased depressive mood, and increased levels of sleepiness.
  • Adolescents with greater levels of weekday sleep and total sleep were less likely to use cigarettes and marijuana two years later; higher levels of weekend sleep were linked to a decreased probability of later cigarette use.

Introduction to the Self-Care Series

This is an uncertain, stressful time for a lot of people. During this year we’ve experienced an ongoing pandemic, an economic downturn, intense political polarization, and most recently, devastating fires across Oregon that have resulted in immense loss. In the midst of these life-altering events, it can be difficult to fully prioritize our mental wellbeing.

You’ve likely heard the term “self-care” a lot. The stereotypical idea of self-care is sometimes portrayed as splurging on skin-care products or other gifts for oneself. While that could be part of someone’s self-care, it’s actually a lot more simple, yet multifaceted than that. Self-care is a deliberate activity done in order to take care of our mental, emotional, and physical health. The act of self-care itself isn’t selfish; it’s necessary for our wellbeing and it takes on many different forms.

We acknowledge that no amount of self-care can completely mitigate the struggles that may arise from these trying times. If you are experiencing symptoms of trauma, grief or loss, or heightened depression or anxiety, it’s best to seek professional help. This Self-Care Series is meant to provide supplemental guidance and touch on the different types of self-care that people can implement into their lives.

Physical Self-Care

Physical Self-Care is the most basic and important form of self-care that you can practice. It can be as simple as brushing your teeth in the morning or taking a warm shower. Once you’re able to practice good physical self-care, you’ll then be able to adopt other forms of self-care into your routine as well.

Get Enough Rest

Prioritizing your sleep is part of your self-care. As an adult, try to get between 7-9 hours of sleep each night. It’s also important to get enough rest during the day. This might mean taking several short breaks each day, so that you can return to your work with more energy and a clearer mind.

Eat Well and Stay Hydrated

Eating healthy is all about balance. Food that makes you feel nourished and taken care of is important, but so is treating yourself from time to time. Along with full, balanced meals, it’s good to drink a lot of water throughout the day. Taking care of these basic needs may seem obvious, but they are incredibly important. We can all make these small decisions throughout the day on what we put into our bodies to make us feel good.

Move Your Body

Physical activity is healthy for our bodies and our minds. It’s a form of self-care that can boost your mood and clear your head. Even a short 15-30 minute walk around your neighborhood is a great way to take care of your body daily. You can also try out new kinds of exercises, like yoga or hiking. We know that right now we can’t really do walks or any activities outside because we still need the smoke to clear. In the meantime, stay safe and indoors.

At the most basic level of self-care, maintaining your physical self-care is the most important. Taking care of your body in these ways can make a significant difference in your overall mental health.

When parents are inaccessible, the center council notifies alternate contacts from the child’s files. If no one can be attained, the center calls the child’s physician to determine what strategy should be taken. If the emergency needs immediate medical attention, the center calls EMS to transfer the child to Dell Children’s Hospital.

    Under opinions issued by the Attorney General of Texas, state agencies cannot asset insurance coverage unless they solidify liability by common law or the Texas Tort Claim Act. Following this ruling, The University of Texas at Austin Child Development Center cannot asset any insurance coverage for children accompanying the center. Parents need to furnish insurance for their children.

    If the centers need to evacuate out of the region, the Comal Center will begin with the Alamo Recreation Center at 2100 Alamo Street or the San Jacinto Center depending on the region of campus we need to evacuate from. The San Jacinto Center will proceed to Clark Field or the Comal Center depending on the region of campus we need to evacuate from. The Capitol Complex region will evacuate to the Stephen F. Austin building. Communication will be sustained by e-mail and cell phones. Each Center has a crisis evacuation book with parent contact data.

    The program has policies and protocols for emergencies, such as fires, storms, etc. Each staff member is aware of these protocols to ensure the children’s safety. Drills are directed regularly. Evacuation protocols are posted in each room. There is always a faculty member present with CPR and first aid training.

    Texas Department of Family and Protective Services Child Care Licensing forbids firearms or other weapons to be on the beliefs unless being carried by law enforcement officers who are trained and authorized to carry a firearm on duty.

    3 billion proposal could improve Texas child care options

    So many dreams are on hold for Delia Vazquez’s young family. Home ownership. A second child. Financial stability.

    What’s holding them back is the extraordinary price of child care for their five-month-old son — at more than $1,300 per month, it’s equal to the rent at their Manor residence.

    Vazquez, 30, teaches fourth grade in Austin while her husband works as an audiovisual technician. Together, the couple make too much to qualify for state and federal financial assistance.

    To help out, relatives have flown in from Vermont, staying a month at a time, to help look after their baby until Vazquez’s school goes on summer break. But the fall looms with no sustainable solution.

    “If we can’t find something by then, I don’t know what we’re going to do,” Vazquez said. “It’s very difficult.”

    Vazquez’s situation is far from unique and is made tougher with fewer day care choices now than before the COVID-19 pandemic ravaged the struggling industry in 2020. Child care providers and advocates say child care in Texas can’t recover without help from the state.

    There’s an attempt to do that this legislative session: a $2.3 billion proposal to help revive the already fragile industry as federal aid mobilized by the pandemic expires later this year.

    The budget request, tucked inside the 2024-25 spending plan currently being negotiated by House and Senate lawmakers, comes from state Rep. Armando Walle, D-Houston, and would provide a direct-to-provider payment of about $1,000 per child per year, based on the number of children a day care facility is licensed to serve.

    The funding would go to the state’s more than 13,000 licensed child care centers and family child care homes — run by about 6,600 licensees across the state — and is intended to support operational costs, recruitment and retention efforts. Providers say they hope to use it to help raise the average wage of staff and educators from $12 per hour to at least $15 per hour.

    If approved, the state money would replace federal funding that the facilities had been getting. Since 2020, more than $4 billion in COVID-19 relief funds went directly to 10,790 Texas child care providers in 85% of Texas counties to help cover costs for an estimated 836,000 children, according to the federal Administration for Children and Families’ Office of Child Care.

    Whether the new state funding will wind up in the next two-year state budget, expected to total more than $300 billion when it passes later this month, remains to be seen.

    Legislative budget negotiators are navigating several potentially explosive disagreements on other issues between the House and Senate proposals while juggling nearly $200 billion in requests for general revenue — far more than the law allows them to spend. A budget compromise is expected to be presented to both chambers for a vote later this month.

    So far, the request has been relegated to an unfunded “wish list” section of the budget, open to negotiation but not included, so far, in the bottom line of either budget proposal.

    Walle, a member of the House Appropriations Committee, knows that the competition is stiff, even as the state enjoys a historic budget surplus.

    “I’m going to make the case,” he said. “There’s a reason why we have a surplus. Part of this surplus is due to high inflation, and because our economy is based on consumption, sales tax is a primary driver of our budget. What we’re trying to do is allocate those dollars to the folks most in need, the people that need the help.”

    When the pandemic began three years ago, the state ordered day cares to drop to 50% capacity, and half of providers’ income evaporated, said Tim Kaminski, director of operations for Gingerbread Kids Academy and Gingerbread After School Programs, which has seven Texas locations in Fort Bend County.

    By the time federal day care funding expires this November, more than $6 billion will have come to Texas for day care facilities and state funding programs. Child care centers each received an average of $303,500 over that time, and child care family homes received an average of $24,900, according to the federal Administration for Children and Families’ Office of Child Care.

    The Texas Workforce Commission, which administers both state and federal child care dollars, has spent $850 million of that money for child care financial assistance for parents, $234 million to support child care expansion initiatives and $155 million for various projects to improve the quality of child care, including the development of new registered apprenticeship programs for child care work and expanding professional development scholarship for child care workers.

    When providers were allowed to return to full capacity, they had fewer customers and staff, said Kaminski, a member of a statewide group of child care community stakeholders who are working to find solutions to the child care crisis in Texas.

    The relief funds were a lifesaver, Kaminski noted, adding “but we’re not past the COVID impact.

    “There is no other way for the Texas Workforce Commission to financially help stabilize the child care industry over the next two-year period,” Kaminski, a Republican, wrote in an April letter to Republican state leaders last month urging them to support the allocation of state dollars. “We will continue to lose more child care programs which will have a negative impact on the Texas workforce and the Texas economy.”

    The lack of access to child care already disproportionately affects women and people of color, who compose the majority of child-care facility owners and staff in Texas, Kaminski said.

    Women also made up the majority of essential and front-line workers during the pandemic, many of whom could not do their jobs remotely and who needed child care more critically than those who could work from home — another reason the closure of more programs would disproportionately affect them, he said.

    The problem is not unique to Texas, as providers in states across the country face the same expiration date on their federal funding. On Monday, some 700 child care providers nationally, including dozens in Texas, shut their doors for a “National Day Without Child Care” demonstration to drive home the depth of the crisis.

    The rally comes as Congress considers cuts to child care funding and lowering the number of children from low-income families who can get subsidized child care. In April, President Joe Biden signed an executive order with more than 50 directives designed to make child care cheaper — but with no additional funding attached.

    In Austin on Monday, providers and families rallied on the steps of the Texas Capitol, pleading for lawmakers to step in with state dollars.

    “We need our lawmakers to stand up for our children,” said BriTanya Brown, owner of Our Loving Village Child Care and Doula in Stamford, a rural community about halfway between Fort Worth and Lubbock. “America, we are watching as you fail our families.”

    Without funding to replace the federal relief dollars, up to 44% of child care centers in Texas could close their doors, according to a survey this year by the Texas Association for the Education of Young Children.

    “It’s the reality,” said Stace Jones, CEO of Christian Preschool Centers, which has 12 locations in Lubbock and Amarillo, and president of the Texas Licensed Child Care Association. “What we’re asking for is two years to continue helping us stabilize while we come up with better, longer-term solutions. Something’s got to give. We have to come up with something.”

    Dropping enrollment, rising costs

    Child care facilities are struggling to meet rising costs — such as an average 37% increase in payroll — as families strapped by inflation are unable to pay higher tuition to meet those needs, owners and advocates say.

    An inability to pay staff adequately makes it impossible to keep a full staff of workers to meet mandatory staff-to-child ratios, so about 79% of Texas child care providers aren’t running at full capacity right now, the survey said.

    Meanwhile, more schools are offering free preschool programs for children as young as 3 years old, pulling those children out of paid or subsidized child care.

    “Financially, you can’t support a child care program just with infants and toddlers,” Kaminski said.

    In 2020, the property value of one Gingerbread location in Fort Bend County increased by about half a million dollars in a single year, Kaminski said. In 2022, the valuation increased another $400,000, he said. The tax bill for last year for that single facility was $50,000, he said.

    “This year, it’s projected to go up another 20%,” he said. “Small businesses like ours can’t absorb that kind of increased operating cost when we can’t raise our tuition rates.”

    Some 60% of Texas day care centers were closed in the first few months of the pandemic; three years later, about 27% of the state’s providers are still closed, according to a statewide work group report completed in December.

    The rest are struggling mainly due to rising costs, including staffing costs, higher property taxes, increased rent and building costs, and a 30% increase in the cost of goods and supplies due to inflation and other factors, association officials said.

    While Kaminski was testifying before Texas lawmakers in a committee hearing last month on a bill that would offer some property tax relief to facilities like Gingerbread Kids, he got a message on his cellphone. He checked it in the committee room.

    “Another day care down the street from us was closing, and it had been open for the past three years,” he said. In Fort Bend, some 144 day care programs have shut down since the pandemic began, Kaminski said.

    Walle’s funding request, listed as “Child Care Bedrock Funding,” is in a proposed budget rider for the Texas Workforce Commission’s budget. It’s a key recommendation to come from a work group created by state lawmakers during the 2021 legislative session.

    At the time, the workforce agency was directed to strategize how to improve the quality of the child care workforce in Texas. That report was turned in to state legislative leaders last December.

    The work group, which included child care owners and directors, advocacy groups and state agency and education officials, recommended in the report that the Texas Legislature “increase funding for child care to stabilize the market and ensure access to high-quality care” with retention bonuses, increased subsidy reimbursement rates and more subsidized slots for families to decrease wait times.

    “This crisis affects more than just Texas families,” the report says. “Early childhood educators are the workforce behind the workforce, and child care is part of the infrastructure of the Texas economy that allows businesses to operate. Child care is a critical industry for the Texas economy, for families who need to work, and for healthy child development.”

    According to the commission, 41,330 children were on waitlists for child care across Texas in December 2021. A year later, that number was over 60,000. Some 54% of Texas child care facilities have been forced to put families on waitlists because they don’t have the staff to operate at full capacity, surveys found. Vazquez, the Manor mom, said her options have been limited. She’s been on a two-year waitlist for a child care facility that they can afford. In the meantime, the cheapest she can find is about $1,300 per month — and that’s still too much. It’s an expense they’ll have to use their savings to pay for when their family is no longer able to help, and that puts on hold all kinds of plans.

    “The cost would be like an additional rent payment,” she said. “It’s not just emotionally stressful, but also financially stressful because we’d like to be able to save to buy a house. But with it costing so much, I don’t know if we’ll be able to do that as soon as we’d like. We’d like to have more children, but I don’t know if we’ll be able to do that as soon as we’d like, either, because I don’t think we’ll be able to pay for both in child care at the same time.”

    On average, a Texas family of four spends $18,000 per year on child care costs, according to a study by the Center for American Progress.

    The child care budget proposal has the support of business groups, including the Texas Restaurant Association, which views the lack of affordable child care to be a critical workforce issue.

    “Child care is particularly challenging for restaurant employees who often cannot work from home and need child care beyond the 9-to-5 window,” said Kelsey Erickson Streufert, the association’s spokesperson. “We cannot operate successful restaurants without successful employees, and so we need to help our employees access affordable, quality child care that works for their family.”

    In February, 196 Texas business leaders asked state leaders, including Republican Gov. Greg Abbott, to invest in child care to keep the economy healthy — and to follow the recommendations of the work group, including Walle’s funding request.

    “The U.S. Chamber of Commerce estimated in 2022 that the lack of affordable childcare costs Texas employers up to $7.59 billion per year in terms of increased turnover, increased hiring costs, and lost productivity due to their employees missing work to care for children,” reads a letter addressed to Texas leaders and signed by the businesses, which included venture capitalists, real estate agencies and banks. “The Chamber report clearly demonstrates that one of the best ways to ensure our continued momentum and economic strength is to invest in quality, affordable childcare.

    Tabbatha Compton, an Austin mom of two who used to work at a day care herself, said her family doesn’t use child care right now because it’s too expensive and because she can’t find a quality facility that she can both afford and trust.

    If they could afford child care for their sons, ages 3 and 6, Compton, 37, said she could find work more easily — or better yet, utilize her yoga teaching certificate and start her own business.

    “I could afford my own car, and not be a one-car family,” she said. “Maybe even pay off debt and not have to choose between groceries and enrichment. … I could stop being so burnt out. This kind of invisible strain puts pressure on parents.”

    Jones, the West Texas and Panhandle child care CEO, expressed frustration that the time and effort put into the work at the Texas Legislature’s request is not being regarded more seriously.

    “The work group spent over a year and thousands of hours and thousands of dollars doing that,” Jones said. “Why is it not in the budget? Now they’re not funding any of the solutions the work group came up with.”

    Lawmakers are already adding $35 million in new child care money to the next budget cycle at the request of the state workforce commission — a required state match in order to draw down an additional $52 million in federal money. That money does not support the child care workforce directly but is spent on financial aid for families to afford child care.

    If Walle’s proposal gets included in the budget, the work group can come up with a long-term plan to help the facilities stay open and return to pre-pandemic attendance and provider levels without needing the same level of funding from the state every cycle, said Kaminski, a member of the state work group.

    Meanwhile, though, the fiscal cliff is imminent, providers say.

    Most of the federal funds sent to providers over the last three years have been used for classroom and program supplies, wage increases and bonuses, and professional development for staff, the survey by the Texas Association for the Education of Young Children found earlier this year. According to the association’s survey, some 75% of providers said they’ll have to raise tuition, 55% said they’ll have to cut wages and 42% said they’d likely lose staff when the funding ends.

    “We’re all worried,” Jones said. “Absolutely. I’ve talked to providers across the state, and they’re all concerned.”

      We love Apple Kids and appreciate how flexible they are. The staff are all so friendly and loving. The reason I chose Apple Kids 10 years ago was they said you’re welcome to stop in anytime, they have a large outdoor area, a gym, and live stream cameras in the baby and toddler rooms. All of these reasons made them stand out from other daycare providers. They also have a fun summer program for the school age kids.

The daycare space is the lower unit of a duplex that is exclusively used for the kids’ care and thoughtfully oriented to teaching kids of different ages. Amber, the owner, is a college-educated andhardworking woman who is devoted to teaching and caring for children. The modest premises is easy to look past when you see the thoughtful layout and thorough lesson plans she employs daily as well as her exceedingly reasonable rates. The back yard features a garden with various plants and activities for kids who are outside almost every day (inclement weather excepted). In addition, Amber takes the kids on field trips to museums, the zoo, the domes and other points of interest regularly. She is fully licensed by the state. I recommend this facility wholeheartedly and have seen my kids blossom while in her care….

    My yard is fenced in for your child’s safety and hours of outside enjoyment (weather permitting). My in-home daycare is located near Dineen Park. So, in addition to the outside play we can take daily walks to the park to increase the development of their large motor skills. Parents are provided with daily updates via an app.

    As today is my daughter’s last day in Tonya’s Tiny Tot’s due to age, I felt compelled to write this review in hopes that it would help potential parents decide on their child’s future care provider. For thelast three years, my daughter has attended this daycare because of the love, care, and patience of Tonya. In the time spent at this daycare, my daughter has learned her full name, date of birth, counting, spelling, and many other things. As a father, I believe that my child is the smartest kid ever to walk the earth, but unfortunately, that is not true. Tonya has helped my daughter live up to this unreal expectation that I unknowingly placed on her, and I am forever grateful to her for that.
    Tonya’s creativity, selflessness, and understanding has helped me to build a strong foundation for my daughter’s learning. If my daughter could attend Tiny Tots until it was time to go to college, I would gladly do so!
    Lastly, I want to thank you, Tonya, for being understanding and having patience with me as well. At times, I didn’t understand simple things such as how to work the Brightwell app, which I now enjoy so much as it keeps me updated; you set time aside to get me up to speed and helped me maintain it.     Asa certified child-care teacher and having a 4-year degree in education, I believe strongly in helping our future generations to achieve their maximum potential as they grow and develop socially, emotionally, physically and intellectually. I love taking the children out on field trips whenever possible, otherwise our day is scheduled with times for free-play, outside time (weather permitting, twice a day), group time (which includes various activities), art time and more. For older children (about 2 and up) I work on getting the kids ready for Kindergarten.     Hello,
    The summer camp will run from June 17th to July 26th (Monday through Friday). From 9 a.m. to 12 p.m. students will receive academics, this includes Math, Reading and science provided by MPS teachers. From 12 p.m. to 4 p.m. students will engage in recreational activities including but not limited to art classes, cooking classes, gym class, field trips, outdoor activities, boys and girl scouts and Kohl’s design it lab. Students will receive breakfast, lunch and snack. Each class will go on about 3 field trips a week.
    The cost of the program is $80. This includes a registration fee, all field trips, and meals. We do have the option of before care which starts at 6am and after care until 6 a.m. at an additional $2 for working parents. The camp is for boys and girls ages 5 to 13 years old. We offer both monolingual and bilingual (Spanish) classes. We are only accepting the first 110 students.
    It is important to pick your child up from camp at 4 p.m. if they are not staying for after care. Parents are more than welcome to chaperon on field trips or volunteer throughout the day (background check will be performed first!).

    Description: ICCD was founded in 1986 with the mission of assisting preschoolers with disabilities and their families. In September, 1994 ICCD was selected as a recipient of a New York State Education Department grant to initiate the development of a Special Class in an Integrated Setting (SCIS). Currently, ICCD is a leader in integrated programming with twenty SCIS’s operating in New York City and Nassau County. Additionally, we have self-contained classrooms in our Bayside and Rego Park facilities. ICCD was awarded the first New York City contract for Universal Pre-Kindergarten (UPK) services and have been providing UPK classrooms since the programs inception in New York City. Our innovative approach has made ICCD as leader in education. We utilize a developmentally appropriate curriculum that supports the New York State Learning Standards.     Child care is of the utmost importance to your family, and you want to be sure your child is getting the best care and early education. There are several options available to help you with the costs of tuition, and we’ve made it easy to find resources.

    The American Rescue Plan Act of 2021 enhanced the benefits of families with children and child care specifically. The details of the new benefits can be hard to understand, so we’re here to break it down.

    Under current federal law, eligible families can claim 2021 child care tax credits up to the following maximum amounts:

    • $8,000 from the federal Child and Dependent Care Tax Credit (up to $4,000 for each of your first two children). For 2021, this is a refundable credit.
    • $6,728 from the federal Earned Income Tax Credit.
    • $3,600 per child under six (as of December 31, 2021) and $3,000 for children 17 or younger (as of December 31, 2021) from the federal Child Tax Credit (these amounts were permanently enacted into the law).

    There are rules for these federal tax credits, so please speak to your tax advisor about how they apply to your family. In the meantime, this child care tax credits calculator is a quick tool for a broad estimate.

    A child’s subsidy rate is determined by total family income, type of child care program, and the number of hours the child attends in a month. Use Line 15000 from the most recent CRA Notice of Assessment to determine gross household income.


    • Subsidy for 0 to Kindergarten-age (child care during school hours)

      Under the new federal-provincial child care agreement, all parents of children 0 to kindergarten-age (in kindergarten and also attending child care during regular school hours) will pay less for child care through:

      • expanded subsidy eligibility with new rates and income thresholds, and/or
      • affordability grants provided directly to child care operators to reduce fees

      Eligible families with a combined gross income under $180,000 a year can receive subsidy to further reduce child care fees based on the income thresholds below. The combined benefits of affordability grants and subsidies should be considered when estimating your new costs.

      If you already receive child care subsidy, you do not need to reapply. If you are not currently receiving subsidy and meet the eligibility criteria, apply now.

      Kindergarten children who attended child care during regular school hours during the school year will continue to receive the same subsidy rate during the summer months unless a change is reported. The affordability grant fee reduction will also still be applied during the summer months.

      A school age child’s subsidy rate will continue to be determined by total family income, the child’s age, the child care program, and the number of hours the child attends in a month.

      Families earning under $90,000 gross annually with children in kindergarten to Grade 6 enrolled in a licensed program outside of regular school hours are eligible for child care subsidy.

      The table below shows the subsidy amounts based on income, child’s age, and program type. Children must attend the minimum number of hours to receive the maximum subsidy rate listed under the families’ income bracket.

      Kindergarten children who attended child care outside of regular school hours during the school year will continue to receive the same subsidy rate unless a change is reported.

      If your child is in kindergarten and also attending care child during regular school hours, you may qualify for a fee reduction under the new federal-provincial child care agreement. See the subsidy rates for children 0 to kindergarten age (child care during school hours) above.


    • Preschool subsidy

      Families with an annual income of less than $180,000 with children enrolled in a licensed preschool program can apply for a subsidy of $125 per month.

      Families can only receive one subsidy type. Families who have children enrolled in any other licensed program will receive the subsidy type with the highest subsidy rate.

      Families must meet the child care subsidy eligibility requirements to qualify.


    • Extended hours subsidy

      The extended hours subsidy assists families who require child care outside of the regular hours of 6 am to 6 pm or on weekends to receive, in addition to the child care subsidy, an extra $100 per month per child.

      • The licensed program must be approved to offer extended hours of care.
      • The child must require 4 or more hours of extended hours of care in a month for the family to receive the additional $100.
      • The child is not using overnight accommodation and receiving an overnight affordability grant. These families will instead see reduced savings through increased affordability grants, regardless of family income.


    • Summer subsidy

      To assist parents with the cost of full-day child care for school-age children in the summer months, subsidy rates will increase for July and August 2023.

      If you are currently receiving subsidy and will be increasing your out-of-school child care hours throughout the summer months, you will be eligible for a subsidy increase.

      The summer school-age subsidy rate change will occur automatically and will return to the regular rate in September 2023.

      For example, in June 2023, a child in Grade 2 attending an out-of-school care program received a maximum school-age subsidy rate of $366. The subsidy rate for this child will increase to $644 for July and August 2023 to support increased attendance. The subsidy rate will return to $366 in September.
