Licensed child care providers are licensed by the Mississippi Department of Health (MSDH). These providers must adhere to health and safety regulations. Unlicensed providers are monitored annually by the MSDH but are not licensed by MSDH.

Finding an early care and learning environment that is right for your child is an important decision. Learn more below about different child care services available in Mississippi and what to look for when selecting an early care and education environment for your child.
CCPP-Approved Child Care Provider
A CCPP-approved child care provider refers to any private child care provider that is eligible to serve children and families participating in the Child Care Payment Program (CCPP) of the Mississippi Department of Human Services (MDHS). CCPP-approved providers must complete an application and approval process with MDHS in order to begin receiving reimbursement for the provision of services to CCPP-participating families. CCPP-approved providers must reapply for approval each year. If you have been approved to receive child care assistance through CCPP, you must choose a CCPP-approved provider in order to receive the benefit.
Additional Provider Requirements
In addition to the requirements above, all providers, regardless of setting must complete an application to be designated a Standard Center. To be classified as a standard center, a child care center must be licensed and meet minimum federal and state standards.
Standard centers will operate above licensure expectations in two ways:
- All staff must go through mandatory training as required by the Child Care and Development Block Grant (CCDBG) Act of 2014.
- All staff must have 15 hours of continuing professional development each year as prescribed by the act. The professional-development areas include:
- health and safety;
- educational standards and best practices;
- recognizing signs, symptoms, or behaviors of child abuse and neglect;
- professional development that addresses social-emotional and behavioral development, mental health, expulsion, and exclusionary discipline practices in child care settings; and
- developmental and behavioral screenings.
The curriculum implemented in these centers must align with the state early learning guidelines for infants and toddlers and the state early learning standards for three- and four-year-olds. These centers must also engage in an annual self-assessment process. This self-assessment helps providers identify the strengths of their program. In addition, the self-assessment process allows providers to locate opportunities for growth within their program. Child care programs with the Standard Designation are involved in continuous efforts to review their programs and access resources to provide the highest level of quality possible.

Early Learning Collaboratives
The Early Learning Collaborative Act of 2013 (PDF) authorized and directed Mississippi Department of Education (MDE) to implement a unique prekindergarten program in Mississippi. Colloquially known as “Collaboratives,” funding is disbursed each year from MDE to a lead partner (a public school district or nonprofit entity), which serves as a fiscal and administrative agent for a group of public and private care providers in Mississippi who are dedicated to delivering high-quality care.
There are currently 11 state-funded early learning collaboratives comprised of a school district, Head Start agencies (if available), child care centers, and private nonprofit organizations. Learn more about early learning collaboratives from MDE.
Head Start & Early Head Start
Eligible children may attend prekindergarten at Head Start and Early Head Start (HS/EHS) centers.
Head Start currently serves 21 counties in Mississippi; Early Head Start serves 63 counties across the state.
Eligibility
Eligibility for HS/EHS is determined by household income and the child’s exposure to other social and environmental risk factors. HS/EHS emphasize a comprehensive approach to promoting each child’s health and development. Enrollment eligibility is dependent on the parent’s or guardian’s compliance with home visits and other supplemental experiences outside of the classroom.
Head Start/Early Head Start Standards
HS/EHS centers must meet national performance standards set by the Office of Head Start. These standards are high and considered a benchmark for delivering high-quality care nationwide. HS/EHS grantees receive funds directly from the Office of Head Start in the United States Administration for Children and Families (ACF) and must comply with the administrative requirements, auditing requirements, and operational procedures set forth by ACF.

In-Home Care
An in-home caregiver is someone who comes to, or lives in, your home. The caregiver can be a relative, friend, or someone you pay to come to your home.
Why In-Home Care
Reasons you may want in-home care:
- In-home care may be less expensive than other kinds of care if you have three or more children needing care.
- If your child needs special care because of a physical, mental, or emotional problem.
- Your infant or toddler needs care at night.
- You need only after-school care.
In-home care can be costly, especially if you have only one or two children and are paying someone for full-time care. In-home care providers are not regulated by any state agency. Some in-home care providers belong to professional organizations or have completed certification or degree programs.
Interviewing In-Home Caregivers
In interviewing in-home caregivers, you will want to find out about their training and experience, their attitude toward children, and their ability to meet any unique needs of your child. At the very least, parents should be sure any caretaker they accept into their home has completed basic CPR and first-aid training and can pass a background check. Licensed Child Care Center
A licensed child care center refers to a private facility that provides care to children while parents are working or unavailable to care for their children.
Child care centers typically group children of similar ages and offer some type of programming throughout the day. Some centers provide age-appropriate educational services, although this is not required in order for the facility to operate. These facilities are licensed by MSDH and must adhere to regulations regarding child care. Health and safety of the children in these settings is a priority.
Licensed Child Care Home
A licensed child care home is when an independent owner/operator provides care to children in their own home while parents are working or unavailable to care for their children. These providers may care for 12 or fewer children who are not related to the provider within the third degree and who are younger than 13 years old.
Typically some type of programming is provided throughout the day. Some providers in this setting provide age-appropriate educational services, though this is not required in order for the home to operate. These facilities are licensed by the Mississippi State Department of Health and must adhere to regulations regarding child care. Health and safety of the children in these settings is a priority.
Private Child Care
Private Child Care is provided by the individual owner(s) and/or operator(s) of a small- or medium-sized business.
There are around 1,900 private child care providers in Mississippi. Services are provided in the owner’s or operator’s home or at a facility. Most private child care providers (around 1,600) are regulated by the Division of Child Care Facilities Licensure at the Mississippi State Department of Health (MSDH) to provide a minimum standard of health and safety in the care environment. Staff working in a licensed private child care setting and all individuals living in a licensed child care home must pass a comprehensive background check.
Additionally, all child care staff working in a licensed setting must complete orientation training regarding basic health and safety issues in child care. MSDH and the Mississippi Department of Human Services offer a number of professional development and technical assistance opportunities to private child care providers to support their role in the care and education of Mississippi children.
Public Prekindergarten
Public prekindergarten services are offered in 72 school districts in Mississippi. These classrooms are regulated by the Mississippi Department of Education (MDE) and are funded through a combination of state and federal funds. Seats in these classrooms are limited but are available at no cost to parents of children who live in the school district. Registered Family Child Care Home
A registered family child care home refers to a private child care setting in which an individual is paid by parents to care for their children while they are working or unavailable. This setting occurs in the child care provider’s home and provides small-group (five or fewer children) care in a home-like environment.
These homes are not licensed, monitored, or otherwise regulated by the Mississippi State Department of Health. Minimal information is maintained about these programs by the Mississippi Department of Human Services to assist in emergency preparedness only. All family child care home providers who are approved to accept Child Care Payment Program recipients are registered.
Unregistered Family Child Care Provider or Unlicensed Child Care Facility
An unregistered family child care provider or unlicensed child care facility refers to a private child care setting in which an individual or organization is paid by parents to care for their children while they are working or unavailable. Unregistered care providers are not monitored or regulated by the Mississippi State Department of Health or the Mississippi Department of Human Services. Unlicensed providers are monitored annually by the MSDH but are not licensed by MSDH.
NOTE: It is unlawful for any person to provide care-for-pay for more than five children at one time who are not related to the adult within the third degree.
The best child care environment for your child is the environment that best responds to your child’s needs. Cost and location are important factors, as are the qualifications of staff, the activities offered, and the ability of the provider to meet the unique needs of each child. Child care settings should offer a variety of activities for your child, both alone and with other children. Activity settings must be designed for safety.

The following are the types of day care providers:
Licensed Providers
Day Care Centers
Day Care Centers are licensed providers who provide care for more than six children at one time in a facility that has been approved by the State of New York.
Group Family Day Care Providers
Group Family Day Care Providers care for up to 12 children at a time in a residence and may add one to two school-age children. A provider must use an assistant when more than six children are present. They are licensed by the State of New York.
Registered Providers
Family Day Care Providers
Family Day Care Providers care for up to six children at a time in a residence. They may add one to two school-age children (maximum allowable number depends on children’s ages). They are registered by the NYS Office of Children and Family Services. Registered providers may provide overnight care as long as they are in compliance with New York State Regulation 417.3(c), 417.7 (a) and 417.8 (a).
School-Age Child Care
School-age child care facilities care for more than six children. They, generally, serve school-age children from kindergarten through age 12 and care for children during non-school hours. They also may provide care during school vacation periods and holidays.

Legally-Exempt Child Care Providers
Legally Exempt Child Care Providers are required to enroll with Child Care Resource Network at 1000 Hertel Ave. , Buffalo, NY 14216. Child Care Resource Network is a resource for providers throughout Erie County. It is the primary child care referral source in the county. Child Care Resource Network also administers the USDA Food Program, provides mini-grants to help providers, and holds training and meetings to benefit child care providers.
Legally-Exempt Group Child Care is provided by caregivers meeting State requirements but are not required to be licensed or required with New York State. Caregivers of Legally-Exempt Group Child Care include:
- Pre-kindergarten or nursery school program for children three years of age or older, or a program for school-age children conducted during non-school hours, operated by a public school district or by a private school or academy which is providing elementary or secondary education – or both – in accordance with the compulsory education requirements of the Education law, provided that such pre-kindergarten, nursery school or school-age program is located on the premises or campus where the elementary or secondary education is provided.
- A nursery school or program for for preschool-age children operated by a nonprofit agency or organization or a private proprietary agency whch provides services for three or less hours per day.
- A summer school day camp for children under 13 years or age operated by a nonprofit agency or organization or a private propietary agency in accordance with Subpart 7-2 of the State Sanitary Code.
- A day care center, family day care home or other child care program located on federal property and operated in compliance with federal laws and regulations for such child care services.
Legally-Exempt Family or In-Home Child Care Providers must meet the standard of legal care as set forth by the State of New York including but not limited to the folllowing:
- Must be 18 years old or meet the minimum requirements of employment for minors.
- If she or he is providing child care as a relative, she or he may be eligible to be paid unless she or he is legally responsible for the child in care. If she or he is not a relative, and she or he is caring for a child outside the child’s home, she or he cannot provide care for more than two children for more than 3 hours per day (in addition to his/her own children). She or he may provide care for more than 2 children if it is less than 3 hours per day.
- Must meet Health and Safety guidelines as set by the State of New York.
- Legally-exempt family child care providers are required to submit criminal and medical attestations for themselves and all household members 18 years of age and older. The medical attestation determines if the provider/household members are physically and mentally fit to provide care. The criminal attestation requests information on any prior convictions and general health/safety questions relating to children in their care.
- The provider and parent must jointly complete a Home Safety Checklist. The provider must meet all of the requirements and agree to abide by all the health and safety conditions before she or he can be enrolled. The provider must also agree to a home safety on-site inspection by the CCRN.
- A criminal background check is conducted on all legally-exempt family child care providers and household members 18 years of age and older, per local district policy.

Day care centers play a larger role in the US patient care industry
Home care providers are not the only ones facing business growth as a result of the health care system’s shift towards home care. Patient day centers – especially those that offer many specialty services – are also experiencing a major boom.
Due to an aging population, policymakers’ push to cut national health care costs, and other pressures faced by home care providers, the total number of adult day centers in the US has more than doubled in the last five years. There are 5,685 adult day care programs in the United States in 2019.
The benefits of adult day care
“The benefits of adult day care are enormous,” SarahCare CEO Merle Griff said last week at a conference on healthcare innovation and investment in Chicago. “We have reduced readmissions and emergency room visits, and improved physical and emotional care for patients.”
SarahCare, headquartered in Canton, Ohio, is one of the largest adult day care providers in the United States. It serves nearly 40 company-owned and franchised centers in 13 states through company-designed programs. The company’s gross income in 2018 was $16.8 million.
In general, home care providers now dominate the market for care outside of 24-hour care facilities, hospitals and emergency departments. However, this is starting to change as patients, payers and healthcare partners are beginning to recognize the importance of social factors such as social isolation and loneliness that affect patient health.
Indeed, the social aspect of SarahCare is something that home care providers will never be able to provide.
“Our patients are not in their homes with one carer, but in the community,” said Merle Griff at the Innovation + Investing in Healthcare conference. “They have fun and they have friends, so they’re happier.”
Home care providers should keep a close eye on the trend as adult day care providers can be both a competitor and a partner.
“I think that in the next five to seven years you will see that adult day care is an absolutely necessary and integral part of the long-term care system,” William Zagorsky, CEO of the Centennial Adultcare Center, said at the same conference.
Based in Nashville, Tennessee, the Centennial Adultcare Center operates three adult day centers serving 70 to 90 patients daily.
According to Genworth Financial’s latest health care cost survey, the average cost per day of adult day care in the US is about $72. In comparison, the average national spending per day for home services and home care is about $132 and $138, respectively.
The Adult Day Care Center remains the cheapest long-term care option. And because home care providers have to turn down potential patients from time to time because they lack the staff and resources to care, adult day centers take advantage of group care. Individual care is vital but increasingly costly and the long term solution is group care.
Long term care industry outlook
At the same time, adult day centers are eager to team up with home care providers. And it is not necessary to squeeze them out of business or steal customers. Many experts believe that the concept of “one-stop services” based on a community center or hub is the next step in the development of the industry.
Comprehensive services, meaning synergy between day care, home care, and even hospice care, would be attractive to long-term care organizations.
Located in Las Vegas, Nevada, Nevada Adult Day Healthcare Centers are located in four locations serving the entire Las Vegas Valley region. The company serves from 260 to 270 patients daily. Services include transportation, as the company maintains a fleet of more than two dozen vans and buses, providing more than 7,000 trips per month.
Perhaps the biggest benefit of nursing services is the ability of adult day centers and home care providers to refer patients to each other.
Funding
Adult day centers are typically funded by Medicaid, private fees, long-term care insurance, and other streams. But this combination varies greatly from center to center – even within the same company.
For example, receipts for services at one of Nevada’s adult day care centers come from 90% Medicaid and 10% from private payments and other sources. And in the neighboring center, Medicaid receipts are only 40% of the amount.
With key policy changes in Medicare & Medicaid Services over the past couple of years, Medicare Advantage (MA) is becoming more relevant to adult day care as well.
In fact, Centennial Adultcare Centre, Nevada Adult Day Healthcare Centers, and SarahCare only started working with MA plans in one form or another in 2019. The changes in the insurance system to allow MA to cover certain day care services for adult patients is the most important breakthrough for the industry for years to come.
In addition to Medicaid, private payment, and Medicare Advantage, some day care providers may also participate in Medicare through Comprehensive Care for the Elderly (PACE). This is due to differences in PACE eligibility requirements for different US states.
