BAKU, Dec 21 – Sputnik. The Ministry of Education of Azerbaijan will introduce a system of electronic admission of children and a centralized recruitment of teachers in kindergartens. This was stated by Minister Emin Amrullaev during a briefing on the latest orders of the head of state Ilham Aliyev, Sputnik Azerbaijan reports. By another document, Ilham Aliyev approved the amendments to the law of the Republic of Azerbaijan “On preschool education” dated April 14, 2017. The “Regulations of local executive authorities” dated June 6, 2012 have also been changed. As a result of innovations, henceforth the powers of the Ministry of Education include attestation of the teaching staff of kindergartens, food supply issues, the development of curricula for preschool educational institutions, as well as their content. state pre-school educational institutions (with the exception of orphanages) that are subordinate to local executive authorities (in the city of Baku – the Executive Authority of the City of Baku, in the city of Ganja – the Executive Authority of the City of Ganja) were transferred. Three orphanages in the capital, as before, remained subordinate Executive power of Baku city. Education from the first days of life The first thousand days of a child’s life is very important from the point of view of his further cognitive development. In this regard, preschool education is necessary for obtaining a long-term result in education. On the other hand, pre-school education has been proven to be the foundation of lifelong learning, the minister said. According to him, in recent years, the ministry has done a lot to expand the coverage of pre-school education. Today, 85% of five-year-old children go to kindergartens. The reforms will make it possible to further increase this indicator. There are 1,825 preschool educational institutions in Azerbaijan, of which 1692 – state. 126,509 children are educated and brought up in them. As of the end of this year, there are 133 private kindergartens in the republic, where 5124 children are brought up. Thus, pre-school educational institutions cover 17,000 children across the country, the minister specified. Centralized admission to kindergartens Kindergarten reforms will take place in two directions, Amrullaev warned. This will be a centralized admission of teachers to kindergartens and the introduction of electronic admission of children. And in order to start working in this direction, you need to create a certain database, collect all the information, determine the list of available vacancies, establish an electronic reception of kindergarten directors. “Yes, children will be admitted online, but first you need to understand what we are working with, to form a system of preschool admission. It is not as easy as pressing a button on the remote control. On the other hand, there is legislation that regulates the work of teachers and these laws must be observed. As for the infrastructure, I do not have complete information in one day on the state of kindergartens in the country,” the minister said. At the first stage, the Ministry of Education intends to conduct a diagnostic assessment of teachers to find out what kind of staff will have to work further, how to divide teaching hours, especially since this model of competency testing has justified itself in the general education system . Note that teachers with specialized secondary education work in kindergartens. Long-term prospects Meanwhile, Amrullaev announced plans to expand the number of private kindergartens and create alternative preschool educational institutions in the regions. “The sooner children start going to educational institutions, the better it will reflect on their future. But in no case should it be taken in such a way that children will go to the first grade ahead of schedule,” the minister said, noting that when it comes to educational institutions, it is very important to adhere to the principle of management from a single center. kindergartens were in the hands of separate executive authorities of the districts, there was a certain fragmentation in this area.0003

BAKU, Dec 21 – Sputnik. The Ministry of Education of Azerbaijan will introduce a system of electronic admission of children and a centralized recruitment of teachers in kindergartens. This, according to Sputnik Azerbaijan, was stated by Minister Emin Amrullaev during a briefing on the latest orders of the head of state Ilham Aliyev.
The day before, the President of Azerbaijan made changes to the “Regulations on the Ministry of Education of the Republic of Azerbaijan”, approved in 2005. By another document, Ilham Aliyev approved the amendments to the law of the Republic of Azerbaijan “On preschool education” dated April 14, 2017. The “Regulations of local executive authorities” dated June 6, 2012 have also been changed.
As a result of innovations, the authority of the Ministry of Education now includes attestation of the teaching staff of kindergartens, issues of food supply, development of curricula for preschool educational institutions, as well as their content.
State pre-school educational institutions (with the exception of orphanages) subordinated to local executive authorities (for the city of Baku – the Executive Authority of the City of Baku, for the city of Ganja – the Executive Authority of the City of Ganja) were transferred to the subordination of the Ministry.
Three orphanages in the capital, as before, remained under the control of the Baku City Executive Power.
Education from the first days of life
The first thousand days of a child’s life is very important from the point of view of his further cognitive development. In this regard, preschool education is necessary for obtaining a long-term result in education. On the other hand, it has been proven that pre-school education is the foundation of knowledge acquired throughout life, the minister said.
According to him, in recent years the ministry has done a lot to expand the coverage of pre-school education. Today, 85% of five-year-old children go to kindergartens. The reforms will further increase this figure.
There are 1825 pre-school educational institutions in Azerbaijan, 1692 of which are state-owned. 126,509 children are educated and brought up in them. As of the end of this year, there are 133 private kindergartens in the republic, where 5124 children are brought up. Thus, preschool educational institutions cover 17,000 children across the country, the minister specified.
Centralized enrollment in kindergartens
Kindergarten reforms will take place in two directions, Amrullaev warned. This will be a centralized admission of teachers to kindergartens and the introduction of electronic admission of children. And in order to start working in this direction, it is necessary to form a certain database, collect all the information, determine the list of available vacancies, and establish an electronic reception of kindergarten directors.
“Yes, the admission of children will take place online, but first we need to understand what we are working with, to form a preschool admission system. It is not as easy as pressing a remote control button. On the other hand, there is legislation regulating the work of teachers and these laws must be observed. As for infrastructure, in one day I do not have complete information about the state of kindergartens in the country,” the minister said.
