Note on Frequency of Inspections
Centers, Group Homes, and Licensed Family Homes::
In 2014, legislation was passed that changed the number of unannounced visits from two per year to one per year in Child Care Centers, Group Child Care Homes, and Licensed Family Child Care Homes. As a result of this new law, you may see a decrease in the number of deficiencies listed on this website for these types of providers. Unannounced visits are still made in response to a complaint, and visits are scheduled with the facility during the re-licensing process, which occurs every two years.
Registered Family Homes:
Most family homes are registered, not licensed. In 2014, legislation was passed that allows Child Care Licensing to make one unannounced visit to these homes each year. As a result of this new law, you may see an increase in the number of deficiencies listed on this website for Registered Family Child Care Homes. Unannounced visits are still made in response to a complaint. Click here for an overview of each facility and the requirements they must meet according to state law.

The first class appeared in a Volgograd school, where only the teacher speaks Russian. It was decided to define the flow of children of migrants – immigrants from the CIS into a separate group and teach according to a special program. Boys and girls barely understand Russian speech and writing, but they try to keep up with their peers. Some parents took this decision with a bang, others were categorically against it. We spoke with parents of students, educators and experts about the specifics of this approach to learning and its possible consequences.
This year, at the end of August, a surprise awaited the school in the Aeroport village – almost two dozen first-graders barely speak and understand Russian. In the course of communication with families, it turned out that the majority of parents of student candidates have the same problems.
— This year we have an unusual set. In the second building of secondary school No. 33, a huge number of first-graders were recruited – 35 applications, – says Elena Elizarova, deputy director of secondary school No. 33. – We found out about this at the end of August, since the 25th we have been thinking about what to do. I am sure that the right decision was made – to form two classes: the 1st “E” and the 1st “F”. Both are based on the second building of the school in the village of Aeroport. One of the classes is the children of migrants from neighboring countries, they speak little Russian, the so-called foreigners. Parents also do not all speak Russian. I had to help them individually, someone came with translators. They provided the entire package of documents, everything was in order there. We accepted all children.
This is how the 1st “F” class appeared, in which 14 people study. All of them are children of migrants from Tajikistan and Azerbaijan. Someone was born already in Volgograd, and someone just recently moved here with his family. The level of the Russian language is different for everyone, but in general it is extremely low.

Elena Elizarova said. — This is a program that helps children learn Russian. The peculiarity is that parents are closely involved in the classes. We hope that this program will help us. First, children are tested, which shows their level of knowledge. Classes are also built there, films and cartoons in Russian are shown. A very multifaceted program that allows children in all areas of life to participate and speak Russian.
In addition to the special program, the school plans to put a lot of emphasis on extracurricular activities, including with parallel classes, so that migrant children communicate not only with each other, but also with Russian-speaking peers.
“You can already see from the appearance of the children that parents are interested in learning: all schoolchildren are neat, in uniform, with school supplies,” the deputy director of the school notes. – Extracurricular activities are provided in each class. There will be such a feature here: we will hold joint events for the 1st “E” and 1st “F” class, so that they meet, communicate and interact with each other, which will also help them master the Russian language. This is the first such experience for our school, I hope it will be successful.
The class teacher admits: it is more difficult to work with children from migrant families

The main burden of work fell on the class teacher, who during her career managed to graduate only one class from primary school. At the same time, she does not look exhausted, on the contrary, judging by the way the young teacher talks about her students, she approaches the matter with cold-blooded confidence and with full awareness of the situation.
“Working in such a class is very difficult, because not knowing the Russian language affects the fact that every time we pronounce the same thing, memorize it, memorize it, go through the same thing several times to make it easier for children to memorize,” admits the class teacher of the 1st “F” class Irina Plotnikova. – From ignorance of the Russian language, they sometimes simply do not understand what I want from them. You need to approach everyone, show what color, open the page, show where to draw the line, and so on. For example, we had a task with birds – we had to draw a chip next to each bird. And some children did not even know that these were drawn birds. You need to explain everything from scratch every time. It’s hard.
The teacher says that the children are very hardworking and try their best in their studies. Often they do not understand things that seem elementary to a Russian-speaking first grader. Irina Plotnikova suggests that, perhaps, it is from ignorance of the basics in children that there is an increased interest in knowledge.

— The same difficulties with parents — language. For example, I ask them to prepare something for the lesson at home. Some children come unprepared, because parents may not understand what I asked, – said the class teacher. – With the last release, it was much easier for me, of course. There was a parallel of Russian-speaking children. Now I’m thinking ahead about how to make each lesson clearer for children. Preparing for them is much more difficult.
The parents of students from the “special class” reacted differently to the allocation of their children to a separate group.
“We came from the Republic of Tajikistan for permanent residence,” said the mother of a student of the 1st “F” grade Akhmina. — We live in the village of Airport. Our daughter was admitted to first grade. We came, they told us what documents to provide, my daughter passed the interview and we were accepted. We are happy about this, we will strive, study, go to after-school so that everything is fine with us. My daughter does not speak Russian very well, but she is learning. At first it was a little disappointing that the children were separated, but the teacher explained that they did not yet speak Russian very well. So I’m okay with that.
There are also parents who spoke out against the separation of their children from ordinary first graders.

— I am from Tajikistan. I gave birth to all three children in Volgograd, I live here all the time, – said the mother of a student of the 1st “F” class Gulkhon Khasanova. We bought a house behind the school. We want our children to study here, in the village. The children were divided into two classes. The first shift is Russians, the second shift is Tajiks and Uzbeks. We want our children to be mixed. So that my child learns Russian and then speaks without an accent. It is clear that he will chat with Tajiks in Tajik.
According to Gulkhon Khasanova, at home they speak both Russian and Tajik with their children so as not to forget their native language. Her son graduated from the first grade in Tajikistan, but after moving to Russia, she basically sent him to the first grade of the Volgograd school so that the child would start learning Russian from scratch.
Like all other schoolchildren, migrant children will have to sing the Russian anthem on the lines every Monday

— We study at home, we want to give the child for after-school and hire a tutor so that he can keep up with everyone, — added the mother of the first grader. – We passed the entrance exam, everything passed, it was not hard there. The child answered everything. I don’t like the separation, not because the children are on the second shift, but because the class is all Uzbeks and Tajiks. Russians are not there. And I want the child to communicate with Russians.
The main question that worries children, parents, and teachers is how the experiment with placing migrant children in a separate class will end. No one will most likely give a clear answer to this question. But you can refer to existing practices. Volgograd Medical University has extensive experience in working with foreign students. Of course, it is difficult to compare the situation at school and university – the approach to education depends on the age of the students. However, according to Natalya Alshuk, vice-rector for work with foreign students and international relations of the Volgograd State Medical University, the flow of Russian speakers and students from foreign countries is divided in a similar way at the university.
All children’s textbooks are in Russian
Photo: Alexey Volkhonsky
Share
— Of course, it is worth noting that we are talking about different age groups. We have the opportunity for foreign citizens to study either in Russian or in English, this is their choice,” said Natalia Alshuk. – If students from India, according to the laws of their country, must receive a foreign education in English for six years (in order to return and work in their homeland), then, for example, students from Jordan, according to their laws, must study in the language of the country of study. We also have a Russian student who can study in English if he/she wishes. If a foreign student wants to study together with Russian students and his knowledge of the language is enough not to feel left behind, then you are welcome.
At the same time, as the Vice-Rector of the VolgGMU notes, in this situation we are talking about adults who came for a specific education and pay money for it. As for schoolchildren, according to Natalia Alshuk, the standard general education program may not be enough to achieve the goals.
The class teacher notes the great diligence of first-graders

Share
— I would recommend the school to invite an autonomous non-profit organization to conduct additional classes. Teachers and teachers are already busy, and it’s physically very difficult to work for free even at night, ”said the Vice-Rector of the VolgGMU. — This ANO could submit an interesting application for a presidential grant. The application would include the payment of specialists who would deal with children, taking into account their territorial location and age. We also need trips to museums, a puppet theater, so that children can visit interesting exhibitions and performances in Russian. Then the children would feel the need to communicate in Russian. It is clear that if we are talking about the division of streams into children who study the general program, and children who place an additional emphasis on the Russian language, the latter will still lag behind. I would mix classes in the second year. And there will also be a backlog, but not so heavy.
But what if we look at this “special class” through the prism of adulthood? Very often, families of migrants, including adult immigrants from the CIS, live in Russia, but practically do not communicate with Russians, but coexist in their improvised province. There are many examples – from “Chinatowns” to entire villages of Muslims or gypsies. Professional stereotypes have even stuck to foreigners: if a builder or a seller in the market is, in most cases, a migrant.
According to experts, motivation plays an important role in teaching the Russian language

science and higher education Oleg Smolin.
“When the Soviet Union was destroyed 30 years ago, no one guessed that by doing so we would bring the population of our republics to the Russian Federation, including large cities and the capital of our homeland,” recalls Oleg Smolin. – We got what was generated by the destruction of the USSR. To introduce visas for the population of Central Asia, from my point of view, is wrong. We have a rather acute shortage of workers, including in construction and agriculture. Another thing is that it was necessary to strive to ensure that those people who come to us learn the Russian language and become familiar with Russian culture while still in their republics. For this, it is necessary, among other things, to open special courses in schools and vocational schools in Uzbekistan and Tajikistan in particular.
The school authorities do not rule out that the 1st “F” grade may merge with another in the future

education in the Russian school.
— The correct way to resolve the issue would be the following: take children who do not speak Russian to a preparatory class, study Russian with them for a year, and then transfer them to a general class, — the parliamentarian believes. – Since this has not been done, it may be necessary to do something else: to devote the first class mainly to the study of the Russian language, and then place the children in inclusive conditions. It is clear that communication will contribute to the development of the Russian language, but only when there is at least some kind of base. Otherwise, teachers will not be able to understand who they should focus on in the first grade – those who know Russian, or those who do not know it at all. The right path, as experience shows, is prepared inclusion. For some time to teach separately specifically the language, and then placed in inclusive conditions.
How UnikUm is changing the lives of schoolchildren in Kuzbass • 10/07/2022 • Pulp Fiction • Sibdepo
The coming autumn is special for many Kemerovo children and adults. The Center for Children’s Scientific and Engineering Creativity at KuzGTU “UnikUm” celebrates its first anniversary. It was created with the support of Andrey Melnichenko’s Fund as part of the Program for Supporting Gifted Schoolchildren in the regions where EUROCHEM, SUEK and SGK operate.
A rich program of events is dedicated to this event. It is attended by the Minister of Science and Higher Education of Kuzbass Irina Ganieva , Executive Director of the Foundation Andrei Melnichenko Alexander Cherternik , rector of KuzSTU Aleksey Yakovlev , Deputy General Director – Director of the Kuzbass branch of SGK , Director of the CDT MEMSTA as well as other experts.
Everything is just beginning
UnikUm educational center opened its doors in November 2017. The Center helps talented schoolchildren to develop, attracts them to research projects and inventive activities.
More than 500 schoolchildren study at UnikUm. At free classes, students in grades 5-11 undergo in-depth training in eight areas of training. The center focuses on deep knowledge in the field of chemistry, physics, mathematics, artificial intelligence, robotics, intelligent electromechanics and more.
The educational process takes place in classrooms and laboratories equipped with the most modern equipment. In May of this year, UnikUm got even more opportunities – advanced laboratories of chemistry and physics were opened. But that’s not all.
“Five years is a new milestone for us, which we overcome and, of course, move on. On the one hand, this is not so much, but on the other hand, so many events have happened during this time. And how many of them are ahead! We have big plans, including scientific ones. This year we intend to open the largest prototyping laboratory in the region. The guys will work on reengineering and technological innovations for our partner companies,” Tatyana Mamzina, director of the Center for Children’s Scientific and Engineering Creativity at KuzGTU UnikUm, told Sibdepo.
UnikUm employs 52 teachers. And all of them, as noted Tatiana Mamzina , are completely different. Among them are school teachers, university teachers, employees of enterprises and partner companies – all the conditions for the comprehensive development of future geniuses.
Inventions of students of “UnikUm” will save people’s lives
Schoolchildren study at the Center for Children’s Scientific and Engineering Creativity at KuzGTU “UnikUm”, but the guys do not part with it and become students. A large number of eminent graduates came to the first anniversary, who continue to cooperate with the center, even after the last school bell. They presented unique projects to the guests of the holiday.
UnikUm graduates Mikhail Luzin and Egor Peters are practically ready to save people’s lives. And these are not just nice words. The guys have developed a temperature sensor-timer for medical hemostatic tourniquets.
In terms of use, the item is as simple as possible. There is a button-clip on the sensor for attaching to the harness. The timer is based on a unique model that allows you to calculate the safe time for applying a hemostatic device both at a constant ambient temperature and during sudden changes. When the time has elapsed, the timer will beep.
At the origins of the project was a schoolboy from Kemerovo, a graduate of UnikUm Mikhail Luzin . Now he is a student at the Institute of Energy at KuzGTU. The idea of such an invention came to Mikhail after an injury received at a ski resort.
“There are many different accidents and injuries in the modern world, and this device can save people’s lives and health,” one of the authors of the project believes.
After graduating from school, Mikhail, without hesitation, applied to KuzGTU.
“This is the best choice. I want to support local science. In large cities, science and scientific activity is very developed, but in Kemerovo I don’t know of grandiose discoveries. I would like to help my hometown in this regard,” Mikhail explained.
Scientific supervisors of the project — Ivan Paskar and Denis Berezin.
“The tourniquet, despite its simplicity, is a complex device in practice. If you keep it on a limb for a long time, it can cause serious complications. If you ask people, then, probably, not many will say how long you need to keep the tourniquet to safely assist the victim. And in an emergency, people are lost, nervous and unable to adequately assess what is happening. Our project is designed to solve this problem,” explained Mikhail’s partner, a first-year student at the Russian Technological University MIREA (formerly the Moscow Institute of Radio Engineering, Electronics and Automation), a graduate of UnikUm Yegor Peters.
The importance of this project has already been appreciated at the highest level. Now “UnikUm” helps its pupils in patenting their developments.
Achievements and victories
Vadim Sannikov , a graduate of the center, now a student of St. Petersburg State University, also came to the first anniversary of UnikUm. His project is a software and hardware complex for recognizing hand movements, developed under the direction of Vladislav Nemov , and is intended for medical institutions, research laboratories and industrial enterprises.
With this unique invention, any operation can be done remotely. You can use the device wherever there is manual labor: in the operating room or in production. It is worn on the forearm, recognizes muscle activity, the signal is transmitted to the program – and the actions of the hand can be repeated anywhere in the world.
With his invention, a schoolboy from Kemerovo won the international competition of research and engineering projects for schoolchildren Regeneron International Science and Engineering Fair (ISEF) , which is also called the “Small Nobel Prize”.
It should be noted that for five years “UnikUm” brought up winners and prize-winners of All-Russian and international Olympiads and competitions. Among the achievements of UnikUm students are victories at the Asia-Pacific Talent Forum Asia-Pacific Forum for Science Talented (Taiwan) , the 14th International Competition for Research Projects of Schoolchildren Future Engineer Project (PRC, Beijing) , the International Engineering Championship Case In. School League, NTI Olympiad, etc.
The result of fruitful work at the center is not only the success of children in Russian and international project competitions and subject Olympiads, but also admission to leading domestic universities for state-funded places. At the same time, 60% of UnikUm graduates choose the Kuzbass Polytechnic University.
Projects important for the whole country are being created in Kemerovo
The UnikUm graduates’ initiative was picked up by its current students. Supporting the experience of their senior “comrades” in the center, they are also actively engaged in inventive activities. One could get acquainted with their projects at the exhibition on October 6, on the first day of celebrations on the occasion of the fifth anniversary.
Egor Vostrikov, Mark Voloshin, Matvey Cherkasov presented the development of a system for continuous monitoring of building cracks, and Vladimir Chizhikov and Vladislav Novikov presented a system for detecting forest fires from satellite images based on an artificial neural network.
Another interesting invention of UnikUm students is the project of a digital complex that will help control the condition of workers employed in hazardous industrial production. As planned Kirill Rudyakov , the use of his equipment will increase labor safety and the efficiency of the production process. A special module will be mounted in the helmet, as well as clothing, which captures and transmits data on the employee’s condition to a single center.
It should be noted that many of the inventions of Kemerovo schoolchildren are subsequently introduced at Kuzbass enterprises. At the Kedrovskiy mine, for example, a smart lighting system is used, which was made by a graduate of the center, and now a student of KuzGTU Anna Covina .
“By focusing on the boundless engineering and research fantasies of the center’s pupils, providing comprehensive mentoring support, we see that the children of Kuzbass are able to solve serious scientific and production problems and ensure Russia’s technological leadership,” summed up UnikUm’s five-year work, Tatyana Mamzina .
