I’ve really enjoyed participating in Four Corners with students (rather just than facilitating the game) during recess, so it’s a great option when you really need a fun break for yourself. Forgot how to play? Here’s a step-by-step guide to jog your memory.
Balloon or foam ball games
If you don’t mind a little (or a lot!) of movement and noise, then give the kids play balloon badminton or balloon volleyball. Paper plates make great paddles if you need them! There are tons of other ways a single balloon can entertain a group of kids–check out this great collection of group balloon games.
The Hot/Cold game
This group game is easy to teach and requires zero preparation. Find a fair way to select the “it” student and have this student go out into the hallway while you hide the object he or she has to search for. When the student comes back in, the class will yell hot, warmer,orcold, depending on how close he or she is to the missing object.
GoNoodle
This is my favorite choice for indoor recess because it’s effortless for the teacher and totally engaging for the kids. GoNoodle is a free website with interactive videos and games. The resources are well-categorized so you can choose videos that help kids focus, get energized, release excess energy, calm down, and so on. Since each video is just a few minutes long, you can choose several during your indoor recess period, starting with the most active option and ending with a focusing, calming video. To make this easier for teachers, GoNoodle created several Indoor Recess Mega Mixes which are mash-ups of some of their most popular videos–just select one with the length of time you want, and hit play.
Hand tricks
Many kids have never been taught traditional hand tricks such as cat’s cradle and hand jives. These are great activities for developing fine motor skills and concentration: get step-by-step instructions here and here. I’ve also found a good Pinterest board with lots of hand clapping games and routines to choose from.
Charades
Both younger and older students will enjoy this indoor recess activity. Have kids guess animals, characters from books you’ve read together, and other concepts you have discussed in class. You can also have kids create charade cards: each child takes a couple of index cards and writes a charades action on it. Mix up the cards and pass them out for kids to use when playing the game. After a few whole class sessions to make sure kids understand the rules, you can have them play in small groups so that each student gets more opportunities to participate.
Chair-less musical chairs
Who says you can’t use this party staple during indoor recess? Minimize the chance of small accidents and the disruption to your desk arrangement by playing a chair-less version of the game. Give each child a carpet square or small piece of construction paper to lay on the floor: these will be the spots that kids try to sit on when the music stops. I like to divide the class in half and run two simultaneous games of chair-less musical chairs. This allows me to separate certain students if needed, speeds up the time it takes to complete the game, and decreases the time any one student spends “out.”
Yoga and stretching
I know dozens of teachers who swear that classroom yoga has been a huge hit with students and increased their energy and focus. The most engaging and simplest method I know of is GoNoodle’s Maximo videos. Each one is about 3-4 minutes in length, so you can either let the kids vote on several Maximo videos to complete, or choose one to end your indoor recess time and get the kids ready to transition back into learning.
Start or end with a Freeze Dance Party
Most kids love to dance or just be silly with their friends, so this is a great way to get kids moving indoors. Play a CD or stream music on a computer that’s hooked up to an LCD projector with decent sound, and let the kids shake it off. I’ve found this option is best for short periods of time, generally no more than 5-7 minutes: any longer and things start to get a little crazy! So, I like to start or end the indoor recess period with a freeze dance to make sure the kids get a chance to move around a bit before (or after) a calmer activity, like small group choices.
Small Group Indoor Recess Ideas
I love this approach, because I think choice is a really important element for kids and I want them to have some control over how they spend their break. I like to have the indoor recess choices written on chart strips with magnets on the back. The strips also indicate how many kids can choose the center at one time, so a strip might say “Legos: 4 people. ”
When recess begins, I display all of that day’s available choices for kids by putting the chart strips on our board. I try to only pick one or two noisy/messy options for each indoor recess day, so I don’t make all the activities available every time.
I then call kids up to use a dry erase marker to write their names next to the choice they want, with a maximum of 3-6 names (depending on the activity) for each choice. After everyone’s had a chance to choose, I let the kids look at the board to see where everyone in the class is going and raise their hand if they want to switch. It usually takes less than 30 seconds to have a handful of kids erase their names and re-write them in a different spot, and prevents kids from asking to switch later on due to personality conflicts in the group. I then release the kids to go play, one center at time (“Play Dough group, go ahead…Board Game group, go ahead…”).
When it’s clean up time, I ask the groups who are working with lots of materials to start putting things away a few minutes earlier than the rest of the groups. When there’s one minute until indoor recess is over, I set a timer, and everyone’s back in their seats 60 seconds later.
Here are some of my favorite small group activities for indoor recess:
Legos or other building materials
What kid doesn’t love Legos? Ask parents for donations or check thrift stores for various building and construction toys. If kids are reluctant to take their creations apart when it’s time to clean up, let them use a class iPad or other mobile device to take a photograph of it. In a future indoor recess time, they can use an iPad app like Voicethread to create and narrate a slideshow of everything they’ve built!
Computer and app games
On your classroom computers or tablets, create a folder called Indoor Recess Games and fill it with the sites or apps that are okay for use during indoor recess. Students can then choose whichever game site or app they’d like from the folder without having to constantly ask you, “Can I go on this site? Are we allowed to do this?”
Board games
Look into your own childhood and dig up fun games you’ve enjoyed indoors as a child. Teach your class classic board games such as Sorry!, Clue, or even Chinese Checkers! Card games and puzzles are also good alternatives.
Play dough or clay
I know what you’re thinking: My kids are too old for this! It’s too messy! It takes too long to clean up! I used Play Dough as an indoor recess option with my third graders and it was always the most popular choice. Playing with clay is a great unstructured, relaxing activity that gives children a chance to be creative. The key is to teach clearly defined rules and routines around play dough use when introducing it to your class: no mixing colors, put the lids on tightly, and so on. I recommend brainstorming the list of rules together. I also suggest having play dough mats (either plastic place mats, or large, laminated sheets of construction paper) and teaching kids to keep all their play dough on the mat.
Art, crafts, and coloring
Make your scrap paper available to students along with crayons, scissors, and glue. Every now and then, you can add in some stickers, pom-poms, pipe cleaners, or other dollar store-type items to inspire fresh creativity. I also let kids use leftover worksheet copies, which students use to play school with or transform into their own activity (there are always a handful of kids who LOVE this.) When you don’t feel like dragging out a million art supplies, good old colorings books can do a pretty fantastic job of entertaining and calming kids for the entire indoor recess time.
Bring-your-own materials
My students used to anxiously watch the weather forecasts for thunderstorm days, because they knew that meant they could bring toys to school! At the beginning of the indoor recess period, I’d ask if anyone brought something to share, and let the kids show their games and toys. I’d then write those options on the board so the rest of the class could sign up to play if they’d like.

Fanta is a fun game for kids of all ages and adults. This game is always fun to play: in a mixed company, outdoors and indoors, at a party, in any team.
Game Rules Fanta
At the beginning of the game Fanta chooses the leader . All players, including the leader, place 1 personal item in one place as a deposit. It is better to take an opaque bag or hat.
When the facilitator turns away, one of the players pulls out an object and asks: “What should this phantom do?” The leader voices the action, and when the player performs it, he gets his thing back.
The rules of the Fanta game are very variable and allow many changes at the request of the players.

Funny contests for small rooms Childhood is the most carefree time! And although younger students are already loaded with studies and all kinds of circles, nevertheless they love games, contests, and various competitions.
However, parents believe that it is rather difficult to conduct them at home, since there is not enough space in the apartment for outdoor activities. But experts say: do you want to spend an unforgettable holiday? Be sure to arrange outdoor games and fun contests for children. How to organize children’s competitions at home?
Tips for having fun home competitions:
Fun competitions for children are most interesting if everyone knows each other. Organize a simple acquaintance game before the competition, for example, “Jumping, jumping sparrow.” Help the participants to liberate themselves!
It’s easier, more fun to organize fun games for children of about the same age.
Prepare more props. Children love to dress up, becoming fairy-tale characters. They love to receive small gifts. Prepare the necessary equipment: costumes, masks, incentive awards, prizes.
Consider age. For younger children, arrange simple contests, offer clear, understandable tasks. For older children, complicate the rules, let them show ingenuity and intelligence.
Do not make tasks too difficult, excessive difficulties discourage interest in further entertainment.
Eliminate embarrassing competitions. You can not use competitions, losing which, the participants will feel stupid, inept.
Run multiple contests with no clear winner. Let each participant be awarded prizes. The advice is especially relevant when organizing competitions for young children.
Write a scenario. List games, contests, give them a brief description. Then you can easily navigate during the event.
Consider room dimensions. You should not hold active outdoor games and competitions in a small room at home. During competitions, it is better to move the disturbing furniture, take out fragile items, and remove flower pots.
Fun competitions for younger students (7-8 years old)
In small rooms it is easy to organize funny competitions with balls, familiar toys, music that will interest younger participants. Entertain them with children of seven or eight years of age.
Balloon fight
Two teams participate. Players receive the same number of balloons (team balloons are of different colors). The room is divided in half. Team members occupy their territories. Music sounds, the children begin to throw the balls to the side of the opponent. The task is not easy, because the opponents are trying to hit the balls back! After the end of the music, the game stops, the results are summed up. The team with the most balls wins.
Polar bears
The room becomes the “sea”, the participants become “bear cubs”. A pair of “polar bears” is selected. The players, holding hands, run to catch the “bears”. Having caught up with someone, the “polar bears” join hands, the “bear cub” is between their hands. The participant who was caught is waiting for another captured “bear cub”. They form a new pair of “polar bears”. The game continues until all children are caught.
Desired color
Children dance to the music. The music stops, the host shouts out: “Find the red color!” The players must find something red, touch this object. Who did not make it, is out. The facilitator should name different colors. The attentive ones win.
Builders
Children’s blocks of the same size will be needed. Multiple teams can play. Opponents line up in columns one after another. In turn, the participants carefully place their cubes one on top of the other. The team with the highest tower wins.
Guess
2 people participate. Blindfolded, by taste and smell, they try to guess the products. Prepare the players with sets of identical products (jam, orange, banana, carrot, cabbage, cottage cheese). The winner is the one who guessed the most smells and tastes.
Everyone is dancing!
Children pair up. Couples dance to the music, holding the balloon with those parts of the body that the leader calls (back, knees, priests, shoulders, heads, legs). If the ball falls, the pair is out.
Rope walkers
Two teams participate. 2 ropes or long ribbons – “ropes” are placed on the floor. Players try to walk on the “rope” while holding a children’s umbrella (complicate the competition: invite participants to walk while holding a book on their heads or stuffing a tennis ball with a racket). The smartest team wins.
Be sure to reward participants. Children get upset when they lose. Try to avoid negative emotions, mark with gifts all the guys present.
Interesting games for younger schoolchildren (9-10 years old)
For older children, it is good to choose funny contests in which there are elements of competition. For small rooms, you can take the following games for children of nine to ten years of age.
Greedy
Balloons are scattered around the room, without strings. To the music, children collect balloons, trying to keep them. The child with the most balloons wins.
Do the opposite
The host shows various movements. The task of the participants is to repeat them in reverse. For example, the leader raises his hands, so the children lower their hands. Whoever makes a mistake is out. The most attentive wins.
Loaders
Teams line up in front of the start line. Teams receive three balls. They must be carried to the end of the room, then returned back. It is difficult to hold three balls at once, you need to move carefully, very carefully. The fastest team wins.
Swamp
Each participating team will need 5 sheets of cardboard. Imagine we are in an impenetrable swamp. You can cross it only by shifting sheets of cardboard and stepping on them. After passing the distance, the player takes the sheets and runs back to pass them to the next participant. A stumbled child is considered drowned. The team that crosses the “swamp” with the least losses wins.
Drag the opponent
Two teams are playing. The room is divided in half, the teams occupy different halves. The task of the players is to pull the members of the opposing team towards themselves. A dragged child, fighting for the team in whose territory he ended up. Soon the children form a large group on the right or left side.
Artists
Teams are offered a creative task. Imagine yourself as an artist. Try to draw candy wrappers for the candy factory. Use the names: “Fabulous”, “Unusual”, “Kids”, “Rainbow”. Limit the task to a time frame.
Funny outdoor games
Children of all ages love outdoor games. They are, of course, difficult to arrange in small spaces. But if you make rules with humor, calculated more on the ability to make the right decision, the games will become simply unforgettably interesting. Play some fun games with the kids.
Birds in the nest!
At the bottom, the nests of bird participants are indicated by circles. Use hoops, ropes, draw circles with chalk. “Nests” should be less than “birds”. The music plays, the “birds” scatter. When the music stops, the participants run home. The player who is late to take the “nest” is out. The fastest participant wins. Remember that there are fewer circles than the number of children.
Try it, pierce it!
A balloon is tied to the feet of the player. The task of the players is to puncture other people’s balls in any way, to protect their own. It is desirable to play unshoeed. The player who keeps the ball is declared the winner.
A wolf and seven kids
In the middle of the room it is necessary to designate a “pit” – the wolf’s house. Among the players, a wolf is selected (counting, lot). The rest of the participants are goats. The kids are on one side of the room. Having heard the signal, you need to run across to the opposite side and jump over the “pit”. The wolf will try to catch the kids without going beyond the boundaries of the “pit”. Caught children are out of the game.
Cockfighting
Participants are divided into pairs. A wide ribbon is attached to the child’s clothes at the back (can be replaced with a long scarf). Now that the “cockerels” have tails, competitions are arranged. On command, a participant in a pair tries to rip off the “tail” of the opponent. The game is played until the last player. He is declared the winner.
Thrifty squirrels
Several groups of players participate. Children are assigned numbers. The host has a bag of fruit. He takes out any fruit, calls the number. For example, he says: “An apple for the third squirrel.” Children who received the number “3” should run up to the leader and grab the apple. The guys who collect the most fruits win.
Walking the dog
Two couples take part. One member of the team – the “owner”, takes the second player – the “dog” by the legs. They simultaneously go for a walk along a given distance. Halfway through the path, “dog” and “owner” change places. The team that finishes before the other wins.
Calm entertaining tasks
It is advisable to alternate active competitions with calm competitions that require attention, ingenuity, resourcefulness. They are easy to carry out in small spaces. For children to enjoy playing with them, they must be fun, include funny tasks.
Topsy-turvy
Leader pronounces the words. Children rearrange the letters in reverse order, write down the resulting word. For example, when a child hears “case”, the child writes “lanep”, the word table – “lots”. Use different words according to the age of the players.
A new fairy tale
Children are invited to turn into good wizards to help a sad fairy tale. Choose any fairy tale with a sad ending, and then invite the children to come up with a happy ending. Prepare props, act out a fictional story.
Speak without hesitation
Participants receive patter sheets. The winner is the child who read it the fastest without hesitation.
Blind drawing
Two teams participate. Players have to blindly draw a car. The children are blindfolded in turn, offering to draw one detail of the car.
Whoever looks more like the real one wins.
Guess the song
The competition is held with groups of children. Teams are given cards depicting various objects, animals, plants, things from famous songs. Balloon paintings

Patterns on milk
Drawing on milk is worth practicing at least once – for the unusual patterns that result.
You will only have to donate 100-150 ml of precious liquid – it is much cheaper than some paints. The process of such drawing is quite simple. Pour the milk into a small flat dish. Brushes (or toothpicks, or cotton swabs) first dip into the paint, and then into the milk so that a colored spot forms on its surface. In the center of the stain, drop a little dishwashing detergent, liquid soap or shower gel – that is, any degreasing agent. The result will be very interesting stains and curls that can be transferred to a sheet of watercolor paper by placing it on the surface of the milk.
Frost and colors
Winter is not always conducive to long walks, but they can be made exciting. This will help drawing in the snow.

For modeling, you will need ordinary plasticine and disposable syringes without needles. Roll up small plasticine sausages and put them in a syringe. Close the plunger and immerse the syringe in hot water.
Depending on the composition of the plasticine, you will need 5-30 seconds before you can freely press the plunger of the syringe and squeeze out a long, thin pasta. It is better to do this experiment first without a child in order to understand how long it takes to soften your plasticine and what water temperature will be optimal so that the pasta is easily squeezed out.
The smallest will be enough to play with plasticine pasta, while older children can already be entrusted with a more difficult task: putting plasticine into a syringe and squeezing out long thin sausages.
Homemade cars

How to keep children’s curiosity?
We all know perfectly well that a child can be helped to develop qualities that are not inherent in him from birth: we teach children self-control, be considerate of others, and even solve math problems. A simple law works here – nothing will develop by itself, the more attention you pay to this side of development, the better the result will be.
Curiosity is a unique quality that does not need to be developed, since the baby is already born with it. However, for many reasons, the curiosity of a small person can fade away, the most dangerous stage here is preschool and school age. How to keep children’s curiosity and craving for the unknown? Give children detailed answers

They continue to be interested in things outside the school curriculum and do not lose interest in the world. However, it should be remembered that the personality of teachers and their ability to use different approaches in teaching are of great importance in maintaining the cognitive motivation of the child. It is foolish to expect an interest in learning from a student if the teacher just reads the textbook aloud for the whole lesson. But if the teacher supports the students’ interest in the world around them, then everything will be fine with the educational motivation of the children.

When you have a missing image on your site you may see a box on your page with with a red X where the image is missing. Right click on the X and choose Properties. The properties will tell you the path and file name that cannot be found.
This varies by browser, if you do not see a box on your page with a red X try right clicking on the page, then select View Page Info, and goto the Media Tab.

404 Errors After Clicking WordPress Links
When working with WordPress, 404 Page Not Found errors can often occur when a new theme has been activated or when the rewrite rules in the .htaccess file have been altered.
When you encounter a 404 error in WordPress, you have two options for correcting it.

Log in to WordPress.

The easiest way to edit a .htaccess file for most people is through the File Manager in cPanel.
How to Edit .htaccess files in cPanel’s File Manager
Before you do anything, it is suggested that you backup your website so that you can revert back to a previous version if something goes wrong.
Open the File Manager
Log into cPanel.
In the Files section, click on the File Manager icon.
Check the box for Document Root for and select the domain name you wish to access from the drop-down menu.
Make sure Show Hidden Files (dotfiles)” is checked.
Click Go. The File Manager will open in a new tab or window.
Look for the .htaccess file in the list of files. You may need to scroll to find it.
To Edit the .htaccess File
Right click on the .htaccess file and click Code Edit from the menu. Alternatively, you can click on the icon for the .htaccess file and then click on the Code Editor icon at the top of the page.
A dialogue box may appear asking you about encoding. Just click Edit to continue. The editor will open in a new window.
Edit the file as needed.
Click Save Changes in the upper right hand corner when done. The changes will be saved.
Test your website to make sure your changes were successfully saved. If not, correct the error or revert back to the previous version until your site works again.
Once complete, you can click Close to close the File Manager window.
Parents question daycare after son’s assault, employee arrested
HUNTERSVILLE, N.C. (WBTV) – When Kari and DJ Barrentine found bruises on their 3-year-old son one day during a bath, they knew the black-and-blue spots were more than just the result of a rambunctious little boy.
The bruises were around his rib cage and armpits. Some in the distinct patters of an adult’s hand.
The worried parents checked the video from inside their son’s preschool room at Kids R Kids of Lake Norman and found video of a staff member handling their son roughly; in one instance, appearing to throw him on the ground.
After watching the video, the Barrentines called the daycare and went in for a meeting the next morning. That’s when staff showed them more video from another area of the school that showed their son being assaulted worse than what’s on the video.
“For one of the first times in my life, I had no words,” DJ Barrentine told WBTV in an interview.
“I was appalled, incredibly sad for my son, angry beyond all recognition. It was one of the worst things I’ve seen.”
An inspection report from the North Carolina Department of Health and Human Services, which regulates daycares, found multiple violations related to the incident.
“On June 11, 2020, a staff member handled a three-year-old child roughly by picking up the child (sic) arm by the arms, poking, and pinching the child, which resulted in bruising to the child’s arms and underarm area,” the report read.
State investigators found the Barrentine’s son had been maltreated and that the incident happened in front of other young children.
The staff at Kids R Kids of Lake Norman also called the Huntersville Police, who charged the staff member, Ticaydiyah Young, with one count of misdemeanor assault on a child under 12. That charge is pending.
Young has also been disqualified from caring for children by DHHS. The daycare was given a written warning, records show.
DJ Barrentine said he and his wife were pleased to see the charges and other administrative action but wondered why nothing else was done to discipline other staff members at the facility. They also wonder how their child could have been abused in the first place.
Kids R Kids of Lake Norman is licensed by the state as a five-star facility. There are cameras in each room that parents can go back and watch on demand until the end of each day.
“It’s five-star rated. It was pretty much the most expensive in the area at the time and it had cameras,” Barrentine explained. “We were like ‘OK, well, paying the higher price, getting that better care, we can see what’s happening. Nothing can go wrong.’”
But, when asked how a child could be assaulted by a staff member at their daycare, the owners of the facility, Stephen and Laura Patton, could not offer an explanation.
“Well, first of all, like we want to thank you for coming and letting us talk about this. Child Safety is our number one priority,” Stephen Patton said when first asked how a child could be assaulted at the daycare.
“It’s our number one concern and as parents ourselves of three kids, three daughters, they all did child care as well, so we understand that trust that has to be involved when you’re dropping off your most precious thing and we worked on stop to maintain that trust.”
“But none of that answers the question: how could this have happened in your facility in the first place? If you had all these measures in place?” a reporter asked.
“How was it that a staff member that you hired and allowed to supervise these children could treat a child this way?”
“You know, again, we found it completely unacceptable,” Patton said. “And, yes, the former employee’s actions were – we would never stand for that.”
The Pattons pointed to steps they took after learning about the abuse from the Barrentines, including immediately firing the employee, calling police and self-reporting the incident to state regulators.
But they could not explain why none of the other employees at their daycare reported the incident after it happened.
“You know, we were… Again, we were notified by the parent – which, and we were so grateful that she did – so we could address this,” Stephen Patton said.
“None of the other staff members at your facility reported it,” a reporter asked. “Does that concern you?”
“Again, we take this with the utmost seriousness. We dealt with it immediately. We addressed that with our staff,” Patton said.
The Barrentine’s returned to Kids R Kids of Lake Norman briefly before ultimately leaving. DJ Barrentine said his son is now in counseling regarding the abuse.
“He goes through therapy every week to help with his behavior because this has definitely changed him,” he said.
The Barrentines said they called WBTV in hopes of warning other parents about what happened, even at a highly-rated facility.
“That just shows and proves no matter how much money you spend, no matter where you are and no matter what false sense of security those cameras give you, this stuff happens everywhere,” DJ Barrentine said.

Parents proposed to change the principle of work of educators and, instead of one person working from morning to evening, to divide the day into two shifts. According to the mothers, in this case, the kindergarten could work longer, at least for an hour for everyone without exception.
— Why not extend the working day of kindergartens for everyone? Make shift work schedules. One is open from 7:00 to 15:00, the other is from 15:00 to 19:00.. Why not? suggested reader Ekaterina. – In other regions, kindergartens without extensions work from 7 to 19 hours, and in our country until 18 for some reason, when most parents also work until 18!

Due to the fact that kindergartens are open until 18:00 and the child can be left until 19:00 in the after-school group, many parents cannot work normally.
— I had to leave a good job, because for some reason kindergartens are open until 18:00, as well as the majority of enterprises. And how, pray tell, can you teleport from work to kindergarten at 18:00? Responsibility for students after school – at school
The school is responsible for students after the end of the school day: while children are on the territory of an educational institution, teachers are required to supervise them, notes the Supreme Court of the Russian Federation.
He points out that the legislation proceeds from the presumption of guilt of an educational, medical, sports or cultural and leisure institution in causing harm to minors while it is under the supervision of this organization.
The essence of the case
The highest instance tried the case on compensation for moral damage from the parents of a schoolboy who fell on a classmate, causing him serious bodily harm. The incident took place in the school yard.

The mother of the child demanded in court to recover moral compensation from the parents of the student who caused injury to her son, and they made counterclaims, in particular, to recover damages from the educational institution.
The couple considered that since the accident occurred on school grounds, the educational institution should be held responsible for the harm caused to the child. They pointed out that the incident became possible due to the lack of control over the children by the school administration, which means that it is the proper defendant.
The District Court denied these claims, obliging the parents to pay damages to the injured student, the appellate instance upheld this decision.
Position of the Supreme Court
“According to claims for compensation for harm filed in accordance with Article 1073 of the Civil Code of the Russian Federation by the parents of a minor, the court is obliged to involve in the case as a co-respondent an educational institution, within the walls or on the territory of which the minor was at the time of causing harm to him “, says VS.
If a child or teenager caused harm during the time when he was under the supervision of an educational, medical or other organization, then it is this institution that is responsible for the harm caused, unless it proves that the damage occurred through no fault of theirs (paragraph 3 of Article 1073 of the Civil Code of the Russian Federation ), resembles the Sun.

In a special resolution of the Plenum, the Supreme Court also explained that in case of harm to a minor – including himself – during his temporary stay in a kindergarten, school, gymnasium or lyceum, these organizations are obliged to compensate for the harm caused by the child, if they do not prove that it arose through no fault of theirs when exercising supervision (paragraph 3, clause 14 of the Resolution of the Plenum of the Supreme Court of the Russian Federation dated January 26, 2010 No. 1).
At the same time, paragraph 16 of this resolution states that parents, guardians or trustees are responsible for the harm caused by a child or adolescent, if there was an irresponsible attitude to raising children on their part: connivance or encouragement of mischief, hooligan and other illegal actions, lack of attention to him, etc.
Educational organizations are responsible only for the failure to properly supervise the minor at the time of harm, explains the Sun.
“Courts must take into account that the limits of liability of parents (adoptive parents), guardians, custodians, as well as educational, medical and other organizations or a person exercising supervision over a minor, are different.
It follows from the above regulations and clarifications of the Plenum that the educational organization where the minor was temporarily staying is responsible for the harm caused to the minor if it did not exercise proper supervision over him at the time of the harm. The duty of proper supervision of minors should be carried out by an educational organization not only during the stay of a minor within the walls of an educational institution, but also on its territory assigned to this institution in the prescribed manner, ”emphasizes the Armed Forces.
So in this case, the school must prove that it was not guilty of causing harm to a student who was on its territory immediately after the end of classes (no later than 20 minutes).
However, the courts of the first and appellate instances misinterpreted and applied the substantive law to the disputed relations, as a result of which they came to the erroneous conclusion that the children were out of control of the educational institution, and therefore the school cannot bear civil liability for student actions.
The courts proceeded from the fact that the student was injured after the end of the lessons, while no school events were held on the territory of the educational institution.

As you know covid- 19 pandemic worse affected the global, many lost their loved ones, and struggled to provide for their families. In spite of all the odds, CFKI India has been able to continue mission efforts to the poorest communities in deep unreached remote mountain areas, due to your love and support alone. Because of your generosity and prayers, we have been able to build a better community.

Urgent Needs:
There have been many instances of persecution and oppression this year. The villages of Sikapai, Tabjaguda, Kafamjhola, and Pami have all experienced horrific religious persecution this year, including physical torture, burning of the humble shelters that did exist, blocking relief supplies, stealing, and contamination of drinking water. We have provided relief to these villagers, who had to flee and live in the forest in order to be safe.
We are praying that God will provide during this holiday season for our estimated budget of $5000 which will include food, clothes, gifts for 30 villages people will attend at 4 different celebrations to learn about Christmas and the hope Jesus brings.

*One mission van is urgently needed and has been on our prayer list for nearly two years. This van would allow for the transport of supplies, which are currently being delivered on foot or by rickshaw, to villages that require days of travel without a motor vehicle.

Current Mission: We are blessed to partner with Care for Kids India as our primary ministry. Located in Odisha, India, Care for Kids India provides food, clean water, shelter, medical care, education, church services, vacation Bible school, holiday celebrations, and agricultural training to 15 tribal villages in the remote areas of Odisha. Care for Kids has also taken on the burden of assisting the children who were previously sponsored by Compassion International, before they had to pull their program from India.
Pastor Tejoban Lima and his team of 10 missionaries volunteer their time to share God’s love. They take a bus 18-35 miles to the main junction, and then walk on foot anywhere from 3-12 miles to reach the villages. Team members are often carrying supplies and face the threat of tigers, snakes, and bears.

Things needed for discharge of a child from the maternity hospital
Two thin diapers, one flannel, diapers, two undershirts (thin cotton and flannel), a flannelette blanket and additionally, according to the season, a warm hat, a woolen or wadded blanket with a duvet cover, corner and ribbon.
Toiletries necessary for a newborn baby
Bath, thermometer for measuring water temperature, cotton wool, vaseline oil, soap (preferably “Baby”), hair comb, two or three mittens made of very soft fabric (for bathing), solution potassium permanganate, powder, scissors for hair and nails, two terry towels or bathing diapers.
All organs and systems in newborns are imperfect, so proper care is important for them.
Umbilical wound
Most maternity hospitals now discharge children with a fallen umbilical residue, in place of which an umbilical wound forms. As a rule, it epithelializes by the 18-20th day of life. Special and careful care is important for her: a 3% solution of hydrogen peroxide should be instilled into the umbilical fossa, gently wiped with a sterile cloth and treated with brilliant green (1% solution) 2-3 times a day. The wound is treated daily until it is epithelized. If there are changes – bleeding or purulent discharge from the wound – immediately inform the doctor.
Hygiene
Pampers should be changed at least every 4 hours. When changing a diaper, wash the baby under running water with baby soap, blot dry with a towel and grease with cream (Vaseline) or powder with powder.
Girls need to be washed after three urinations, and after each it is enough to gently blot the external genitalia with a napkin. After emptying the intestines, wash the baby with warm running water. Hold it upside down so the water gets in from the front. Try to use less soap, it is convenient to replace it with wet wipes, but you should not get carried away with them, as many children develop allergic reactions to wipes.
Boys are washed with their backs up. If you notice any redness of the skin of the foreskin and glans penis or redness of the vulva in girls, anxiety after each urination, consult a doctor.
Wash your hands thoroughly before taking your child to the toilet in the morning. Place your baby on a changing table covered with a clean diaper. Every morning it is necessary to wipe the baby’s face with boiled water, starting with the eyes. For each eye – a separate cotton swab, washed from the inner corner of the eye to the outer, in the first days you can use a solution of furacilin. Then wipe the forehead, cheeks and mouth. If the eyes fester, then you can wash them with fresh strong tea leaves from black tea.
Treat all natural creases with a small amount of baby cream (behind the ears, neck, underarms, elbows, inguinal, popliteal). You can clean the nasal passages with cotton flagella soaked in sterile vaseline oil, or with cotton swabs with restraints. You can use tools such as Salin, Aquamaris and the like. When carrying out the toilet of the nose and ears, do not use sticks, matches and other items. When processing the ears, it is possible to use cotton buds with a limiter. Do not treat the oral mucosa of a healthy newborn, it is very dry and easily vulnerable.
Nail trimming
Be prepared for your child’s nails to grow very quickly and need to be trimmed regularly. Use small scissors for this, it is better if they are with blunt rounded ends. It is very convenient to cut nails when the child is sleeping. In order not to touch his skin, wring out the pads of your fingers. If you still cut the child, grease the cut with brilliant green.
Bathing
The baby should be bathed daily. For bathing, prepare a water thermometer, a sponge or bathing mitt, liquid baby soap, powder or baby cream, a towel, a diaper, clothes.
Before the navel heals, bathe the baby in boiled water, where potassium permanganate (pale pink) is added.
Water temperature should be 38°C, then gradually lower by 1-2°C.

Duration of bathing – no more than five minutes in the evening. Gradually, the duration of water procedures will increase to 15 minutes.
It is also good to use a decoction of herbs for bathing, for example, string and chamomile. Soap can be used no more than twice a week. The water level should not cover the upper part of the chest. The area of the heart should be above the water. Cover your baby’s head with your hand while rinsing.
Wash your hair twice a week with baby soap or shampoo. Crusts on the head must be lubricated with vaseline oil 2 hours before bathing, then carefully removed with a comb with blunt teeth.
Starch water is used to prevent diaper rash, it is prepared as follows: one tablespoon of starch per liter of warm boiled water. After bathing, the child is wrapped in a pre-prepared sheet or towel, his body is wiped dry, the skin folds and the anus are smeared with a drying or oily cream (depending on the characteristics of the child’s skin). The rest of the body is powdered with powder (except for the face). It is necessary to ensure that the child cannot inhale the powder during powdering.
Underwear should be changed every day. After bathing, comb the baby with a baby brush, this stimulates the sebaceous glands. Talk to your doctor about when you can start bathing. Most children enjoy swimming. Warm water soothes them and helps them fall asleep. It is better to bathe the baby in the evening before meals. Sleep

Walking
In summer, the baby can be taken outside for the first time at the age of one week. In the cold season, the child begins to be accustomed to fresh air gradually, at the fifth week of life. The time spent outdoors gradually increases to two to three hours a day.
In windy weather, fog, you should not walk with your child. You should not walk with a baby at an ambient temperature of -12 degrees and below, as well as with a sharp temperature drop. To make sure your baby is warm, feel the baby’s neck or shoulders (they should be warm). Clothes
Care must be taken to ensure that the infant has the ability to move appropriately for his age. The newborn performs only uncoordinated movements. At this time, it is impossible to forcibly give the child’s body a different position, just as it is impossible later to forcibly accelerate any stage in the development of the child’s motor abilities (the ability to sit, walk, etc.).
Care must be taken that from the age of 3-4 months the child has enough space to meet the need for movement (playpen) and that clothing does not constrain him. Keeping a child swaddled in an “envelope” should only be in the first days of life, later you need to make sure that his clothes are not too narrow or, conversely, wide so that they do not interfere with movement.
You should not dress your child too warmly, although such a mistake is very common.
Putting the baby on the stomach
Starting to put the baby on the stomach from 3 weeks of age, preferably before each feeding. First for 2-3 minutes, then gradually increase the duration to 10 minutes.
Children
The human rights treaty defines a child as anyone under the age of 18. In 2005, UNICEF estimated the total number of children in the world at 2.2 billion. In Europe, children probably make up a tenth of the population – about 200 million.
Children are people, that is, they have exactly the same human rights as adults. However, children have been recognized as being in particular need of care and assistance, and therefore they also have their own human rights treaty, the Convention on the Rights of the Child (CRC). The CRC was adopted by the United Nations in 1989 and entered into force on 2 September 1990. The CRC applies to all children under the age of 18 in countries that have adopted it – and almost every country in the world has already done so. Only the United States of America and Somalia have not ratified this Convention.
Why is CRC so important?
The CRC is the most widely ratified human rights instrument in the world. It marks a milestone in the history of children’s rights because it is the first legally binding international instrument adopted specifically to protect children’s rights.
The CRC does not grant children any additional rights over other people, but this Convention recognizes that additional safeguards may be needed to ensure that children have access to the human rights that all human beings enjoy. Among international treaties, this Convention is distinguished by the fact that it contains a full range of human rights: civil, political, social, economic and cultural rights.
The CRC has brought about a shift in attitudes towards children, as the CRC views children as human beings with rights and responsibilities that reflect their evolving abilities. In addition, the CRC has created a specific framework for ensuring children’s rights.
If every child, regardless of their sex, ethnicity, social status, language, age, nationality or religion, has these rights, then children must also respect each other on the basis of humanity. While children have the right to be protected from conflict, abuse, exploitation and abandonment, they also have the duty not to harass or harm each other. If children have the right to a clean environment, then they are also responsible for taking care of their environment. 1

How does CRC work?
Every five years, countries that have signed the CRC must submit a report to the Committee on the Rights of the Child on what they have done to ensure the rights set forth in the Convention. Other organizations are also invited to submit their reports, and NGOs often point to possible violations of the Convention that were not mentioned in the official government report. The committee is made up of independent experts and after it has considered all the submitted reports – governmental as well as from NGOs – a session is held in Geneva to interview government representatives and then adopt a series of Concluding Observations. They are recommendations that countries should follow in order to correct or improve those areas where, in the opinion of the Committee, the Convention is not properly implemented. The next time the government submits its report, the experts check whether the previous commitments have been fulfilled.

Optional Protocols to the CRC
There are two optional protocols to the CRC, both of which were adopted in May 2000 and are also monitored by the Committee on the Rights of the Child. The first of these is the Optional Protocol on the involvement of children in armed conflict; the second is the Optional Protocol on the sale of children, child prostitution and child pornography. In June 2011, the UN Human Rights Council adopted a draft third Optional Protocol on a procedure for reporting violations of children’s rights. This new protocol will allow the Committee on the Rights of the Child to consider communications from children and their representatives about alleged violations of their rights.
Main features of the CRC
The CRC contains 54 articles that cover a full and wide range of rights – civil, political, cultural, social and economic – all of which are the basis for protecting the rights of people under the age of 18. The CRC is based on three categories of rights and is guided by four principles.
Three categories of rights
Articles of the CRC protecting principles can be grouped into three categories – participation, protection and provision (in English – participation, protection and provision – often called “three Ps”).
Participation was (and still is) a very innovative approach and reflects the Convention’s treatment of children as subjects rather than objects of law. Many adults, and many societies in general, tend to treat children as if they were incapable of thinking for themselves, or as if their preferences or feelings mattered little – at least with regard to decisions that concern their well-being. . The Convention also promotes the idea of children as people whose wishes must be taken into account. The Convention states that children have the right to be respected and treated with dignity simply because they are human beings, regardless of their age. Part of this “treatment with dignity” is that they should be allowed to be autonomous human beings, to express their wishes and opinions as soon as they are able to do so, and to have their wishes and opinions considered as an important factor in making decisions that affect them.
In addition to recognizing children’s right to participation, the Convention also recognizes that children may need special protection, for example against harassment, abuse, exploitation and abuse. The third category of rights is security, which covers all the rights that are necessary for the life support and full development of the child, such as the right to adequate food, clean water, housing, formal education and health care.

Finnish Children’s Parliament
A virtual parliament building was built online for the Finnish Children’s Parliament. This building provides representatives with a space, regardless of the time of day and place of residence, to interact and develop their activities. The council and committees of the Children’s Parliament meet weekly in the chat rooms to discuss issues of interest and prepare future plenary sessions. Members of the Children’s Parliament discuss issues online in their own discussion forums, respond to research findings presented by political leaders, and hold a bi-weekly online plenary session. Four principles
The entire Convention is based on four guiding principles or general requirements for all rights contained in this treaty. These principles are also reflected in various articles of this document. When the UN Committee on the Rights of the Child prepared the guidelines for reporting under the Convention, these principles were set out as separate topics for the preparation of reports.
Principle 1: Prohibition of Discrimination (Article 2)
The Prohibition of Discrimination Article is open-ended: it prohibits discrimination on the grounds listed, but also does not permit other forms not specifically mentioned here. Girls need to be given the same opportunities as boys. Disabled children have the same opportunities as healthy children, Muslims have the same opportunities as Hindus or Christians, the poor have the same opportunities as the rich, and so on.
Principle 2: The best interests of the child (art. 3)
This principle relates to the fact that children are fully human beings whose interests are important. In doing so, he goes even further: he not only simply provides that the needs of children are significant; it implies that these needs should be considered first when making decisions about the child. This does not necessarily mean doing exactly what the child wants at any given moment, as sometimes an outside observer may be better able to serve the child’s best interests, especially in the long run.

Principle 3: The right to life, survival and development (Article 6)
This principle is much broader than it might seem: it imposes obligations on CRC signatories to take into account not only the physical development of children, but also their mental, spiritual, moral, psychological and social development. Governments are supposed to “create the environment” that is best suited to prepare every child for independent life in a free society.
Principle 4: Respect for the views of the child (art. 12)
This principle has already been partly discussed above in the analysis of the concept of “participation”. When State Parties report to the Committee on the Rights of the Child, they are expected to report on the opportunities for children to express their views in the family, school, childcare and other forms of care, as well as in asylum procedures.
The State of Children: Facts and Figures
The establishment of the Committee on the Rights of the Child was a giant step at the very beginning of the process of formalizing the obligations of states and providing some form of accountability. However, this was only the beginning of this process. In all countries of the world, there is still a long way to go in the field of children’s rights before it meets the standards enshrined in the Convention.
The world’s children
Of the world’s 2.2 billion children, 600 million live in extreme poverty. This means that every fourth child lives on less than 1 euro per day. 2
Every year, nearly 9 million children under the age of five die from curable diseases. Although 20 years ago this number was much higher, and it continues to decline. 3
Every day 17,000 children die of starvation. 4
The UN estimates that around 250,000 children, boys and girls aged 18, are associated with armed groups or armed forces. 5
More than 100 million children of primary school age are out of school, with more girls than boys. 6
Children in Europe
Children in Europe face many challenges and the statistics below are just a small selection. Other sections of these chapters provide further details on specific issues.
Children’s rights in Europe
– Many children in Europe suffer from domestic, community, institutional and other violence. In Central and Eastern Europe, 35% of schoolchildren surveyed said they had been bullied in the two months prior to an interview, with percentages ranging from 15% to 64%. 7
– 19% of children in the EU are at risk of poverty. 8
– More than 626,000 children live in institutions in 22 countries of Central and Eastern Europe and the Commonwealth of Independent States, CEE/CIS. 9
– Certain groups of children suffer discrimination, often on multiple grounds. For example, Roma children often face exclusion from education and limited access to health services. Many children with disabilities regularly experience prejudice or a lack of understanding of their situation and are usually excluded from participating in decisions that affect them.
– Despite the fact that the European Union is one of the richest regions in the world, children in the EU still live in poverty. 9% of children under the age of 14 live in households where no adult has a paid job. Child poverty and social exclusion have risen substantially in some countries over the past 20 years, with the youngest children facing the risk of relative poverty more than any other group. 10
Street children
UNICEF has identified three types of street children: street children who have run away from their families and live alone on the streets; children working on the streets, who spend most of their time there earning their own living; and children from families living on the streets who live there with their families. A report prepared by the UK Children’s Society found that 11 :
The number of Moroccan minors entering Spain has risen steadily since the Spanish Interior Ministry registered them for the first time in 1998. From 811 that year, the number more than quadrupled to 3,500 in 2002.
The number of working street children in St. Petersburg, Russia, is estimated at between 10,000 and 16,000: 20% of those children are involved in prostitution.
Some orphanages in Ukraine say that 97% of children leaving their institutions become homeless.
About 2,500 children in Georgia have turned to the street to earn money, either by begging or prostituting themselves.
100,000 young people run away in the UK each year: 6.7% of the runaways had both birth parents, 13% had only a single birth parent, 18% had a step family, and 30.8% had “other family form”.

Human trafficking
Almost all experts believe that human trafficking is a problem that is only getting worse, but one of the difficulties is that there is no consensus on how many people are affected by this phenomenon. The US government estimates that 600,000 to 800,000 people are trafficked across international borders each year. According to the UN Bureau on Drugs and Crime, more than 20% of victims of human trafficking, both within countries and across state borders, are children. 13
Council of Europe Convention against Trafficking in Human Beings
The Council of Europe Convention against Trafficking in Human Beings entered into force on 1 February 2008. This treaty is based on the recognition of the principle that trafficking in human beings is a violation of human rights and harms the dignity and integrity of the human person. The purpose of this comprehensive treaty is to: – Prevent trafficking in persons – Protect the human rights of victims of trafficking – Pursue human traffickers.
The Convention applies to all forms of trafficking in human beings, regardless of who is the victim and regardless of the form of exploitation.
Violence against children
Corporal punishment
Human rights law recognizes that children have the right to be protected from all forms of violence, including corporal punishment, at home, at school and in any other setting. However, society around the world, including in many European countries, still tolerates and even approves some forms of violence against children, in particular those used in the home. At 19In 1998, the European Court of Human Rights delivered a landmark judgment in its case law (A. v. the United Kingdom), namely the first judgment on corporal punishment by parents. Child “A” – a boy from England – was beaten with a stick by his adoptive father, and this left severe bruises. The European Court ruled that the boy’s right to be protected from degrading punishment had been violated in this case. As of June 2011, corporal punishment was made illegal in schools in 117 states, although only 29of these, children are protected from cruel punishments anywhere, including at home. The 22 member states of the Council of Europe have banned violence at home, in schools, in prisons and in childcare facilities. 15

Cyber-bullying and depiction of sexual violence
Children are exposed to many risks when they use the Internet, such as when they view inappropriate material, or are bullied and harassed online, or when they are abused and exploited, such as in the form of child abuse. People who regularly work with children can take steps to protect them from these dangers:
By taking individual action, such as reporting, complaining, or surveying, if they become aware that a child has been exposed to such risks, or if they discover illegal or dangerous material on the Internet.
Protecting children by sharing information with them and talking to them about these issues.
Educating parents to understand the dangers of using the Internet and how to control the websites their children visit.
The Council of Europe has developed an interactive game for children called Wild Internet Forest, which helps children identify virtual dangers and avoid them by browsing the Internet in a safe environment.
Sexual abuse
Available data suggest that one in five children in Europe is the victim of some form of sexual abuse. It is believed that in 70%-85% of cases the abuser is a person whom the child knows and trusts. Sexual abuse of children can take many forms: domestic sexual abuse, child pornography and prostitution, corruption, dealing with “dirty” offers over the Internet, and sexual abuse by peers. Sexual violence against children exists in all countries in Europe, but there are many barriers to getting a clear picture of its scope, depth and nature. Many cases are simply not reported or the facts are revealed after many years, reliable statistics are difficult to obtain and there is no standardized, coordinated data collection method. The Council of Europe Convention for the Protection of Children against Sexual Exploitation and Abuse (Lanzarote Convention) contains all the measures necessary to prevent sexual violence, protect children and prosecute those who commit such acts. This is the first international treaty to deal with all forms of sexual violence against children. Its approaches are based on four principles: preventing violence, protecting child victims, prosecuting those who commit acts of violence, and promoting partnerships and participatory policies. The Lanzarote Convention calls for, inter alia, screening and training for professionals in contact with children, sex education and awareness raising, and programs for potential offenders.
EVERY FIVE
Combating sexual violence against children through specific legal instruments and comprehensive advocacy are two strategic objectives of the Council of Europe’s Building a Europe for and with Children programme. In November 2010, the Council of Europe’s ONE in FIVE campaign was launched to stop sexual abuse of children. The objective of the ONE in FIVE campaign is to further sign, ratify and comply with the Council of Europe Convention on the Protection of Children against Sexual Exploitation and Abuse and to provide children, their families/carers and communities at large with the knowledge and tools to prevent and inform about sexual violence against children, thereby raising awareness of the magnitude of this phenomenon. European initiatives
Council of Europe
The Council of Europe and its member states have adopted a series of legal instruments, programs and recommendations to address some of the challenges children face in Europe today. Some Council of Europe treaties specific to children include: • European Convention on the Exercise of Children’s Rights (2000), • Convention for the Protection of Children against Sexual Exploitation and Abuse (2007), the first international legal treaty to criminalize links to sexual abuse of children, • European Convention on the Adoption of Children (revised 2008).
Of course, all human rights treaties apply to children as well.
Building a Europe for and with children
This program was developed as a result of the Third Summit of Heads of State and Government of the Council of Europe (Warsaw, 2005). It consists of two closely related areas: promoting children’s rights and protecting children from violence. The main goal of the program is to assist all leaders and participants in the development and implementation of national strategies for the protection of children’s rights and the prevention of violence against children.
The Council of Europe also emphasizes awareness-raising and campaigning on the most pressing human rights issues, including children’s rights.
In 2007, the youth sector of the Council of Europe published Compasito, a manual on human rights education for children. This manual has been developed in response to all the many requests from professionals interested in providing human rights education to a younger age group. The subsequent spread of Compasito throughout Europe proved that human rights education is highly effective with children from a very young age onwards.
The Democratic Citizenship Education Program sets out guidelines for implementing educational activities that will enable children to be citizens and understand how democracy works.
European Network of Ombudsmen for Children
The word ‘ombudsman’ comes from the Scandinavian word ‘ombud’, which means representative or delegate or delegate. It has now come to mean a person who handles and/or investigates complaints, represents and defends the interests/rights of a particular group, speaks on behalf of that group, and seeks to improve the conditions of individuals and the group as a whole. There are now separate children’s ombudsmen in many countries, and in 19In 1997, the European Network of Ombudsmen for Children (ENOC) was created. The role of such ombudsmen is to ensure full implementation of the CRC while maintaining full independence from the state and public authorities. The Children’s Ombudsman usually advocates and promotes the interests/rights of children in relations with public and private bodies and analyzes the developmental environment in which children grow up. As of 2011, this network includes 39 authorities from 30 countries. The mandate of the network is to help promote and protect the rights of children.

European Union
In 2006, the European Commission published Towards an EU Strategy on the Rights of the Child, which put children’s rights on the agenda of the European Union, and includes a number of tasks, concerning the activities of the Commission, and criteria for the EU agenda for 2011. In 2010, the Commission also developed an action plan in support of unaccompanied minors and is implementing through the DAPHNE program activities to combat violence against children, young people and women. 16 The EU Child Rights Agenda aims to reaffirm the EU’s full commitment, as set out in the Treaty of Lisbon and the Charter of Fundamental Rights, to promote the protection and observance of the rights of the child in all relevant EU policies and activities. This agenda includes 11 specific areas of action where the EU can make an effective contribution to the well-being and safety of children. 17
Non-governmental organizations
Non-governmental organizations not only have a voice in the monitoring of the CRC, but also contribute to the realization of children’s rights through their daily work and practice. Children-led organizations also play an important role. NGO work includes a wide variety of advocacy activities, from human rights education with children to research, child protection initiatives, partnerships with governments on child-friendly policies, alternative reporting on children’s rights, and more. d. Here are some examples of organizations that work for children’s rights in various ways: Child Protection International is an international NGO with a presence in 40 countries, focusing in particular on juvenile justice through direct action and lobbying, monitoring and training. ECPAT is an international network with a presence in over 70 countries working to end child prostitution, child pornography and the sale of children for sexual purposes. The NGO Group for the Convention on the Rights of the Child is a network of over 70 national and international NGOs dedicated to promoting, implementing and monitoring the CRC. The European Youth Forum is a youth-led platform representing 98 national youth councils and international youth organizations across Europe working on youth participation by representing and supporting their needs and interests and their organizations in relation to European institutions, the Council of Europe and the UN. The European Youth Club Confederation (ECYC) is a network of youth work organizations and youth clubs that implement and promote open youth work and non-formal education through a network of 28 member organizations in 27 European countries.
Save the Children is a leading organization in 120 countries that promotes and protects children’s rights and helps children in need. Through a wide range of initiatives – from direct action to advocacy and lobbying – the organization strives to create a world in which every child has the right to survive, protect, develop and participate.
Falcons Movement International – Socialist Movement for Education International (IFM-SEI) – an international movement for education that works to empower children and youth and fight for their rights through seminars and training courses, international camps, conferences and campaigns related to education, advocacy and direct work with vulnerable children.

In 1954, the UN General Assembly recommended that all countries, starting in 1956, introduce the practice of celebrating World Children’s Day (English Universal Children’s Day, Spanish Día Universal del Niño, French Journée mondiale de l’enfance) as a day of world brotherhood and mutual understanding of children. The holiday should be aimed at improving the well-being of children, as well as strengthening the work carried out by the UN on behalf of the children of the world.
In its official documents, the UN speaks of celebrating World Children’s Day on 20 November. On this day at 19In 1959, the Declaration of the Rights of the Child was adopted, and in 1989, the Convention on the Rights of the Child. However, the General Assembly invited the governments of countries to celebrate this holiday in the form and on the day that each of them recognizes as appropriate for themselves.
UN Convention on the Rights of the Child is an international legal instrument that defines the rights of children in member states. The Convention on the Rights of the Child is the first and main binding international legal instrument dealing with a wide range of children’s rights. The document consists of 54 articles detailing the individual rights of persons from birth to 18 years of age (unless the age of majority is earlier under applicable laws) to develop their full potential in conditions free from hunger and want, cruelty, exploitation and other forms of abuse. Parties to the Convention on the Rights of the Child are the Holy See and all UN member states except the United States, South Sudan and Somalia.
History of creation
Issues regarding the rights of children have arisen relatively recently. States only assumed responsibility for protecting the child from parental abuse and economic exploitation by employers as a result of democratic reform movements in the 19th century.
Children and their rights have been at the heart of the United Nations since its inception in 1945. One of the first steps taken by the UN General Assembly to protect the rights of children was education at 1946 year of the United Nations Children’s Fund (UNICEF), which is currently the main mechanism for international assistance to children.
Two years later, in 1948, the UN General Assembly adopted the Universal Declaration of Human Rights. Its provisions and those of the 1966 International Covenants relating to human rights state that children should be the object of special care and assistance.
But the first UN act concerning the rights of children was the Declaration of the Rights of the Child, adopted by the General Assembly in 1959. Its main thesis was that humanity is obliged to give the child the best of what it has. It proclaimed ten social and legal principles relating to the protection and well-being of children at the national and international levels, guiding the actions of all those responsible for the full realization of children’s rights, and which aimed to ensure them a “happy childhood”. The Declaration proclaimed that “humanity is obliged to give the child the best that it has”, to guarantee children the enjoyment of all rights and freedoms for their benefit and the benefit of society.
The Declaration called on parents, individuals, non-governmental organizations, local authorities and governments to recognize and strive for the rights and freedoms set forth in it. The Declaration also stated that children should be provided with special protection and opportunities and conditions to develop in a healthy and normal way in conditions of freedom and dignity. This document has had a significant impact on the policies and practices of governments and individuals around the world.
However, it soon became necessary to adopt a new document – a convention. International documents, including those on human rights, can conditionally be divided into two large groups: declarations and conventions, and if the declaration (from Latin – proclamation) is not binding, being a recommendation that proclaims the basic principles and program provisions, then convention (from Latin – treaty, agreement) is an agreement on a special issue that is binding on those states that have acceded to it (signed, ratified).
On the occasion of the 20th anniversary of the adoption of the Declaration of the Rights of the Child, the UN proclaimed 1979 the International Year of the Child. To mark this, a number of legal initiatives were put forward, among which was the proposal made in 1978 by Poland to consider the draft Convention on the Rights of the Child in the UN Commission on Human Rights. The author of the original project was the Polish professor of international affairs A. Lopatka. Work on the text of the draft Convention took ten years and ended in 1989, exactly thirty years after the adoption of the Declaration of the Rights of the Child.
In the 30 years since the Declaration of the Rights of the Child has existed, many ideas have changed, new concepts have emerged, so the Convention on the Rights of the Child has become broader and reflected the international community’s need to give children’s rights the force of treaty law.
The draft Convention on the Rights of Children was developed by the Commission on Human Rights, which was attended by lawyers, doctors, teachers, psychologists, sociologists, culturologists, public organizations and religious leaders from many countries of the world.
During the work on the Convention and after its adoption by the UN General Assembly, meetings were organized in which UN organizations, bodies and specialized agencies participated in order to raise awareness and disseminate information about the Convention, which is of global importance for the realization of human rights – children’s rights. The Convention was adopted by resolution 44/25 of the UN General Assembly on November 20, 1989; on January 26, 1990, the signing of the Convention began. The Convention entered into force on 2 September 1990 years after its ratification by twenty states. At the Vienna Conference on Human Rights in 1993, it was decided to ensure that by 1995 the Convention would become universal for all States.
Compared to the Declaration on the Rights of the Child of 1959, where there were 10 short, declarative provisions (they were called principles), the convention consists of articles that take into account almost all aspects related to the life and position of the child in society. The Convention on the Rights of the Child not only develops and concretizes the provisions of the Declaration of the Rights of the Child, but also goes further, arguing that states that accede to it are legally responsible for their actions in relation to children.
The Convention is of equal importance to peoples in all regions of the world. This is the result of long and fruitful negotiations between representatives of countries of different socio-economic systems, ethical and religious approaches to life in the development of a set of common values and goals that have universal application.
Although the Convention establishes general norms, it takes into account the different cultural, social, economic and political realities of individual states, which allows each state, on the basis of rights common to all, to choose its own national means to implement these norms. This gives grounds to assert that the Convention has a universal character.
Speaking about the history of the Declaration and the Convention, one cannot help but recall the name of a prominent Russian teacher, a passionate fighter for the rights of children and the free education of the individual KN Venttsel. Based on humanistic philosophical thought, back in September 1917 he developed and published the Declaration of the Rights of the Child. This kind of humanistic manifesto was one of the first in world practice, which was several decades ahead of the similar UN Declaration.
The international community has praised the Convention as the outstanding humanistic document of our time. The Executive Board of UNICEF at its annual session (June 1992 years old) invited states to celebrate World Children’s Day on November 20 (the day of the adoption of the Convention on the Rights of the Child) every year.
In 1996, at the initiative of France, the day of the adoption by the UN General Assembly of the text of the Convention, it was decided to celebrate November 20 every year as the Day of the Rights of the Child.
The Convention is a document of the highest pedagogical importance. She calls on both adults and children to build their relationships on moral and legal norms, which are based on genuine humanism and democracy, respect and respect for the personality of the child, his opinion and views. They should be the basis of pedagogy, education and decisive elimination of the authoritarian style of communication between an adult and a child, a teacher and a student. At the same time, the Convention affirms the need to form in the younger generation a conscious understanding of the laws and rights of other people, a respectful attitude towards them.
The main idea of Convection is the best interests of the child. Its position boils down to four essential requirements that must ensure the rights of children: survival, development, protection and ensuring active participation in society.
Convection establishes a number of important social legal principles, the main of which is the recognition of the child as a full-fledged and full-fledged personality. It is a recognition that children should have human rights in their own right and not as an appendage of their parents or guardians.
Article 43, paragraph 2, of the Convention was amended in 1995 and entered into force in 2002.
In 2000, two optional protocols to the convention were adopted and entered into force in 2002 – on the involvement of children in armed conflicts (158 participating countries as of November 2014) and on the sale of children, child prostitution and child pornography (169 participating countries as of November 2014).
In 2012 the Russian Federation ratified these two optional protocols to the Convention on the Rights of the Child.
In December 2011, the UN General Assembly adopted the third optional protocol, which was opened for signature in 2012 and entered into force in 2014, reaching ten participating countries. The protocol provides for the possibility for the Committee on the Rights of the Child to consider complaints of violations of the Convention against the countries participating in the protocol. For November, 2014 14 countries participate in the third protocol.
Today, 96% of the world’s children live in countries with a legal obligation to protect children’s rights.
Main provisions of the Convention on the Rights of the Child
First part
Articles 1-4 define the concept of “child”, affirm the priority of the interests of children and the obligation of state parties to take measures for the non-discriminatory enjoyment of the rights enshrined in the Convention.
Articles 5-11 define the list of rights to life, name, citizenship, the right to know one’s parents, the right to parental care and non-separation, the rights and obligations of parents towards children.
Articles 12-17 set out the rights of children to express their views, their opinions, freedom of thought, conscience and religion, association and peaceful assembly, the child’s access to the dissemination of information.
Articles 18-27 define the duty of the state to assist parents and legal guardians and to protect children from abuse by their caregivers, rights of children deprived of a family environment or adoptees, mentally or physically handicapped, refugees, children’s rights health care, social security and the standard of living necessary for their development.
Articles 28-31 establish the rights of children to education, the use of their native language and culture, the practice of their religion, rest and leisure.
Articles 32-36 establish the State’s responsibility to protect the rights of children from exploitation, illegal drug use, seduction, kidnapping and child trafficking.
Articles 37-41 prohibit the use of the death penalty and life imprisonment without the possibility of release for crimes committed before the age of 18, prohibit torture and humiliating punishment of children, define the rights of the child when accused of a criminal act or imprisonment, and the rights of children for protection during armed conflicts and wars. States undertake to take steps towards the rehabilitation and social reintegration of child victims of neglect, exploitation or abuse, and reserve the right to protect the rights of the child to a higher degree than provided by the Convention.
Second part
Articles 42-45 describe the Committee on the Rights of the Child, its structure, functions, rights and obligations, and oblige states to inform children and adults about the principles and provisions of the Convention.
Third part
Articles 46-54 indicate the solution of procedural and legal problems of compliance by states with the provisions of the Convention. Unlike many UN conventions, the Convention on the Rights of the Child is open for signature by all states, so the Holy See, which is not a member of the UN, could become a party to it.
The innovation of the Convention lies primarily in the scope of the rights defined for the child. Some of the rights were first recorded in the Convention.
On the right to education
Convention in art. 28 guarantees children free and compulsory primary education and requires UN Member States to encourage the development of various forms of secondary education, both general and vocational, to ensure its accessibility to all children and to take the necessary measures, such as the introduction of free education.
About raising children
An integral part of education is upbringing. So among the tasks of family education, the Convention (Article 18) requires that “every possible effort is made to ensure recognition of the principle of common and equal responsibility of both parents for the upbringing and development of the child. Parents, or where appropriate legal guardians, have the primary responsibility for the upbringing and development of the child. The best interests of the child are their primary concern.”
Art.20 defines the tasks of social education of children (care for them) who have lost their parents. “Such care may include, inter alia, placement in foster care, adoption or, if necessary, placement in appropriate child care institutions. In considering replacement options, due consideration must be given to the desirability of continuity in the child’s upbringing and to the child’s ethnic origin, religious and cultural affiliation, and mother tongue.”
Article 21 of the Convention defines the rights of a child upon adoption in another country: “adoption in another country may be considered as an alternative way of caring for a child if the child cannot be placed in foster care or placed in a family that could provide for his upbringing or adoption, and if it is not possible to provide any suitable care in the country of origin of the child.”

In practice, it regulates for the participating countries the priorities of the goal of public education: a) development of the personality, talents and mental and physical abilities of the child to their fullest extent; b) fostering respect for human rights and fundamental freedoms, as well as the principles proclaimed in the Charter of the United Nations; c) fostering respect for the child’s parents, his cultural identity, language and values, for the national values of the country in which the child lives, his country of origin and for civilizations other than his own; d) preparing the child for a conscious life in a free society in the spirit of understanding, peace, tolerance, equality between men and women and friendship between all peoples, ethnic, national and religious groups, as well as persons from among the indigenous population; e) fostering respect for the environment.
