GURNEE, Ill. (CBS) – Gurnee police issued an unusual warning after a bear was seen near a daycare center on Wednesday morning.
A parent at the Hunt Club Kindercare shot a video that appears to show a black bear running in the area of Hunt Club Road and Route 132 on Wednesday morning. The center is right across from the busy Gurnee Mills Mall.
CBS 2’s Marissa Perlman had the story on the search for the animal and warning from authorities.
Police received the call around 8:45 a.m. When officers arrived, a bear was nowhere to be found.
It’s not clear why the animal made its way into such a populated area.
Parents who spoke with CBS 2 said they got an email from the daycare saying everyone inside was OK.
“I think it was a little scary to have a bear so near like that and then there’s kids,” said parent Jessica Francoeur. “Thank God they were inside and the play yard is gated. That’s good too.”

There were no reports of anyone being hurt. The police department is working with wildlife officials to respond to the area if the animal is spotted.
“When I got the text message from the school, I was like, bear?” said another parent. “And then I saw the video and I’m like my God, not what I thought I’d be worried about today!”
Once common, black bears don’t have a resident population in the area, but the Department of Natural Resources said individual bears may travel to Illinois from Missouri and Wisconsin. The IDNR has reported just five spottings in the past five years.
If residents come across the bear, they’re asked not to run or surprise the animal.

Cost of child care shuts out many who need it most, leaves workers behind
Two Oregon proposals to invest public money in early learning would change the trajectory of children living in poverty and increase earning potential of child care workers and parents
Few investments in the lives of low-income and at-risk children have the proven ability to brighten young futures as much as quality preschool.
As Street Roots examines what it will take to prevent today’s youths from becoming the next generation of people living in extreme poverty, access to early learning opportunities stands out as crucial to achieving this goal.
While it’s no secret early childhood learning opportunities could set today’s most vulnerable youths on a better trajectory, preschool remains out of reach for most 3- and 4-year-old Oregonians. Now, as state and federal investments in early learning continue to fall short, backers of two separate initiatives promising universal preschool are hashing out a plan to put before Multnomah County voters in November.
Privately run early education in Oregon, as well as in many other parts of the country, has become a luxury that only the most affluent can comfortably afford.
Meanwhile, earnings of workers in the industry are at or near minimum wage.
Growing Seeds Learning Community preschools in Portland illustrate this trend well.
Tuition for five days a week among the company’s three centers ranges from $1,310 to $1,705 a month, depending on age. Workers at Growing Seeds, who teach children ages 6 weeks to 6 years a curriculum often focused on social justice, earn about $14 to $18 an hour and are offered health insurance that workers told Street Roots many cannot afford.
“At least half the employees pick up babysitting gigs on the side and make more after putting the kids to sleep and watching TV than they do in the classroom,” Growing Seeds employee Nat Glitsch said.
These conditions prompted unionizing efforts among staff, including Glitsch, who sits on the union organizing committee, but the gap between worker pay and tuition at Growing Seeds is far from unique in the Portland metro area.
Oregon is the fourth-least-affordable state for preschool in the nation, according to a Multnomah County task force report released in September, with the average preschool tuition costing substantially more than the annual tuition at the state’s public universities.
Meanwhile, the median preschool teacher is making less than $14 an hour and many early learning educators can’t afford pre-K classroom exposure for their own children.
And it’s not just preschool. Child care for a toddler at a center (as opposed to in-home child care) in the Portland metro area would take, on average, 65% of a full-time minimum-wage worker’s annual income in 2018, according to research from Oregon State University.
The high cost of child care and the housing crisis have combined into a perfect storm that’s pushing working-class Oregonians over a financial cliff.
“What we hear from families is that it’s housing or child care right now. It’s one or the other, but they can’t afford both,” Miriam Calderon, the Early Learning Systems director at Oregon Department of Education, told Street Roots.
And even when parents can afford the high cost of care — or are low-income enough to apply for subsidized care — it’s scarce. There are three or more preschool-age children for every available slot in 25 of Oregon’s 36 counties, according to a report from OSU’s Oregon Child Care Research Partnership. The report’s author, Megan Pratt, told Street Roots, “Providers can charge higher prices because there is such a demand, that there is somebody out there who will pay it.”
She said some providers ask for cash only, because they can in the current high-demand environment, but cash-only “is really a disadvantage for our most vulnerable populations who are relying on the child care subsidy.”

The scarcity of available slots Ren Johns faced when trying to find care for her infant daughter five years ago prompted Johns and her husband to create the PDX Waitlist website (pdxwaitlist. com) to help parents navigate Portland’s competitive child care market. In addition to operating the site, Johns, who is also a high school math teacher, offers a premium service of locating child care or preschool slots for parents who don’t have the time and know-how to do it on their own. With all her prowess, she said it still takes her about a month or two to locate a market-rate, five-day-a-week infant care slot, which is about $1,250 a month, on short notice.
“But most of what I find is more in the $1,500 to $1,800 range,” she said, adding that if Portland parents want to pay less than $1,250 a month, they will likely have to find a small, unlicensed in-home provider.
“It’s really clear to me that we have problems at every level,” Johns said. “We don’t have enough supply, the majority of the supply we have is unaffordable, it’s hard for most people to find it, it’s incredibly opaque as to whether something is quality or not, and in general, we have mediocre quality across the board. We have some incredible providers, and we have some really unsafe ones. For an average parent, to put in the time to figure all that out is quite daunting.”
It’s substantially more difficult for parents of children with special needs such as autism or insulin requirements. There are very few providers who will serve those children, she said.

OVER THE PAST TWO DECADES, a large body of research has emerged showing early-education programs like Head Start can reduce a child’s likeliness of incarceration and unemployment in adulthood while increasing the likelihood of high school graduation, college enrollment and better health outcomes. And now, some of the newest research shows preschool can actually disrupt the intergenerational cycle of poverty.
James Heckman, Nobel laureate and economics professor and researcher at the University of Chicago, revisited the at-risk preschool subjects of his earlier research — which greatly influenced early childhood education today — as older adults. What he discovered was that not only were gains made in their personal outcomes, such as marriage stability, but also in the outcomes of their children.
In a paper released in May, Heckman and his co-author found a substantial decrease in high school suspensions, criminal involvement and substance use disorder among the children of those original preschoolers when compared with a control group living in similar low-income neighborhoods. They were also more likely to be gainfully employed.
Heckman’s earlier work produced what’s known as the Heckman Equation, which found investing in a child’s preschool education yields a return on investment of 7% to 10%. More recently, he discovered investment in quality education starting even earlier — at birth — and up to age 5, bumps the societal return on investment up to 13%, emphasizing the importance of early education throughout a child’s first 2,000 days of life.
But most regional governments in the U.S. aren’t funding early education the way they fund K-12, and while subsidized slots are available, many vulnerable kids first experience a classroom setting in kindergarten.
Those kids often have a harder time adjusting to kindergarten and can exhibit behavioral problems that negatively affect the entire classroom, said Suzanne Cohen, president of the Portland Association of Teachers.
“Nationally and statewide, and certainly in Portland, we’ve seen high incidents of disrupted learning,” Cohen said. “It can be throwing, kicking, punching, biting, and this takes place in the younger grades. And very often, it can be a child that didn’t have a preschool opportunity.”
She pointed to a report from Oregon Education Association released last year, titled “A Crisis of Disrupted Learning.”
Among other factors, the study noted that educators reported students who had access to high-quality preschool and early education programs entered kindergarten more prepared in regard to their social and emotional health and their academics.
Hearing about the possibility of universal preschool in Multnomah County brought tears to the eyes of some kindergarten and first-grade teachers working for Portland Public Schools, Cohen said.
EARLY-LEARNING EXPERTS Street Roots interviewed for this story agreed: It’s impossible for quality preschool to be affordable for all families without public funding — especially if preschool teachers and their support staff are paid living wages.
“The economics don’t work out,” Calderon said. “If there isn’t a financing strategy, far too many families will be pushed into lower-quality environments or have to make really, really difficult choices for their families, in order to work.”
But with prices in excess of $1,000 a month per child, where does all the money go?
“Child care businesses run on very small margins,” said Pratt, who studies child care costs and pricing at Oregon State University. She said most of the revenue goes “straight to their employees, who are not making a lot.”
About 70% of revenue pays for labor, and in Oregon, labor can cost more than other states due to laws requiring a lower ratio of children to caregivers: one adult for every four infants and toddlers or for every 10 preschoolers.
“It’s really a conundrum,” Pratt said. “It takes a lot of human labor.”
Add insurance costs, high rents, licensing fees and in many cases thousands of dollars for conditional-use permits in residential zones, the cost of supplies and other business expenses like employee benefits and janitorial services, and there isn’t a whole lot left over.
Pratt said expenses mirror those of grade school; the only difference is it isn’t receiving the same level of state and federal support.
The low supply versus the high demand in Oregon then drives prices even higher. Meanwhile, wages haven’t kept pace with child care rates, which have more than doubled for most ages and types of care over the past two decades.
“It’s an issue that’s affecting our most vulnerable populations, absolutely, but it doesn’t stop there. It affects nearly everyone,” Pratt said. “ I know personally, I work and my husband stays home, because financially that makes the most sense.”
But has child care always been this expensive? Pratt said one theory on cost increases could be related to the shift of attention to regulated, center-based care, and due to the cultural shift to more dual-earning parents and single parents.
“This is an industry that women have subsidized with their low wages,” said Calderon, of Oregon’s Early Learning Division. She also noted that those women have been “primarily low-income women and women of color and immigrant women.”
AS DIRE AS Oregon’s child care landscape is, momentum to expand preschool and quality care for infants and toddlers is building.
Increased federal funding in the form of block grants has recently helped Oregon and other states expand access to include additional low-income families. And in 2019, the Oregon Legislature made an investment of $200 million per year that will go toward funding more than 1,000 slots for infants and toddlers in Early Head Start and support additional slots for preschoolers, including culturally specific opportunities, and to ensure services for kids in the state’s Early Childhood Special Education programs with the Student Success Act.
Additionally, Oregon’s Early Learning Council, which the Legislature created in 2011 and is charged with coordinating a unified and accessible system of early learning, has created a strategic plan for expanding birth-to-5 opportunities across Oregon.
Calderon credits Oregon’s past and present governors, John Kitzhaber and Kate Brown, for making early learning a priority.
But, she said, even with these combined investments and existing programs, “we still fall short of meeting the eligible families that would qualify.”
She’s referring to families across Oregon who earn 200% of the federal poverty level or less. Her department estimates Oregon will fall short roughly 20,000 slots for preschool children in these low-income families, “who still won’t have access,” she said.
For access to be fully available, Calderon said, it will take a combination of federal, state and local funding efforts. And she should know — she played a key role in implementing universal preschool in Washington, D.C., before coming to Oregon. Now, she said, 80% of 3-year-olds and 90% of 4-year-olds in the District of Columbia are enrolled in publicly funded preschool. She said this has led to better outcomes in K-12, narrowed disparities in achievement and an increase in women’s participation in the workforce, which benefits entire families.
“I believe that this is possible. It is possible to do this,” she said.
IN MULTNOMAH COUNTY, two separate initiatives for universal preschool are underway. Both seek to increase workforce wages drastically, expand access to all 3- and 4-year-olds in the county by investing in new and existing providers, and pay for it by taxing the rich.
The Universal Preschool NOW! campaign is aligned with Portland DSA (Democratic Socialists of America), and Portland Association of Teachers President Suzanne Cohen is one of the chief petitioners. Its plan aims for 80% participation after a 5-year roll-out beginning with high-need neighborhoods and paid for with a 3.9% tax on the county’s top 5% of earners — individuals making $200,000 or more and couples making $225,000 or more.

The other preschool initiative, Preschool for All, is the result of a county task force that’s been studying the issue since 2017. Leading the effort, County Commissioner Jessica Vega Pederson said the main difference between her initiative and the one brought forth by Universal Preschool Now! is the deep community-based work and engagement that went into creating her proposal.

Vega Pederson said the task force’s conclusions take into consideration work force, infrastructure, finance and administrative needs and draw from the perspectives of not only parents, but also people with housing, health care, business and philanthropy expertise.
“And that’s a huge difference. That there’s been a lot of thought put into what it would take to make a preschool program in Multnomah County that reflects the needs of families.”
Vega Pederson’s Preschool for All campaign’s polling suggests voters would be most favorable toward a tax of 1% on household incomes above $500,000 per year, but she has not committed to a specific tax rate just yet.
Preschool for All would also roll out at a slower, undisclosed pace.
“In the first five years, eight years, you can’t get to 100% just because of the pipeline: the workforce needs and the provider needs,” she said. Her task force estimates an additional 2,300 preschool workers would be needed.
“So ultimately, we want to get to it, but we want to grow out the program in a smart and realistic way.”
She said coming back to voters with a larger ask once the program has been proved is the best way to get there.
Backers behind the two initiatives are involved in ongoing discussions as they attempt to merge their proposals into a single measure to put before voters this fall. Neither side wants to see two competing universal preschool measures on the same ballot.
“We’ve had some really good conversations,” Vega Pederson said. “We have lot of things that are shared in common.”
The Preschool for All task force estimated an additional 260 classrooms would be needed for all of the county’s approximately 19,000 preschool-age children to attend preschool.
Teachers with Preschool for All students in their classrooms would need to be paid on par with kindergarten teachers, and support staff would have to be paid a minimum of $18 an hour. These pay floors were also set by the Universal Preschool Now! campaign.
Cohen worries that the county’s plan of subsidizing classroom slots for low-income kids but not others would inadvertently segregate students based on class.
“I think we’d definitely want to provide opportunities for the kids who don’t have access to preschool right now, to have that access,” Vega Pederson said, “but that doesn’t mean that they’re going to have separate classrooms. It’s actually providing additional capacity at existing providers so that they can be a part of the existing classrooms.”
Research examining Head Start programs has shown children in poverty and who are otherwise at risk gain the most from attending preschool. While it can benefit all children, it can have a life-altering impact on at-risk kids who begin kindergarten vulnerable to disciplinary and academic barriers due to racial and class inequities.
In Multnomah County, there are a lot of kids who fall into this category, according to the Preschool for All task force’s findings.
Nineteen percent of preschool-age children in Multnomah County are living in families with incomes under the federal poverty level. That’s $25,100 for a family of four. Access to preschool could also be potentially life changing for the 66% of the region’s preschool-age children in families that are Hispanic/Latino, African American, Native Hawaiian or Pacific Islander, American Native or Alaska Native, Asian and Slavic that are living below 200% of the federal poverty level.
But only 15% of preschoolers in Multnomah County are receiving a subsidized preschool education, leaving most parents with few affordable options.
UNTIL SIGNIFICANT PUBLIC FUNDING is used to subsidize child care, parents can expect continued high-price child care and preschool tuitions across the board — prices that force even financially secure families into making difficult decisions.
For Lee Ann Moyer, who was working as a speech pathologist at a local hospital, child care was at one point costing her family close to $2,500 a month, with two of her kids attending Growing Seeds and one in elementary school with before- and after-school care.
“We actually just looked at our numbers and said this doesn’t make any sense,” she said. “So I pulled my kids out and had them in there a couple days a week, left my full-time job and took a different path so that I could be home with them more and not have everything I made be sent to some version of child care.” Now, Moyer is the owner of Portland Moms Blog and runs an event space in North Portland.
Another local mom who spoke with Street Roots on condition of anonymity said she left a higher-paying profession to work in child care just so she could get the discount for her own children. Now, she works at Kindercare, which charges non-employees close to $1,800 a month for full-time toddler care, and earns about $2 more than minimum wage. She said she often purchases needed classroom supplies out of her own pocket, although she is not required to do so. And while the career change has come at a cost savings to her family, she believes it has put her career ambitions and long-term earning potential in jeopardy.
ON WEDNESDAY, MARCH 11, Growing Seeds employees across the company’s three locations voted in favor of joining Portland’s International Longshore and Warehouse Union Local 5. The results showed 90% to 100% of staff at each location voted in favor of unionizing, despite ramped-up discouragement from ownership just 36 hours before the vote.
Despite fears that higher wages could result in increased tuition, many parents had been supportive of their efforts, organizers told Street Roots. Some even sent their children to preschool wearing little pro-union buttons on their shirts.
“Kids are full humans that deserve respect and good treatment,” said Kate Stubblefield, Growing Seeds employee and union organizer, “and the people that care for those children and are responsible for those children deserve that also. ”

RI Child Care Costs More Than Rent, In-State Tuition: Report

About a fifth of a median family income in Rhode Island goes to child care, the Economic Policy Institute said.

Child care isn’t cheap in Rhode Island, and it’s a problem compounded by relatively low earning power in the Ocean State. A new report from the Economic Policy Institute said infant care costs about a fifth of the median family income.
The EPI said it costs $13,696 a year – or $1,141 a month – to get infant care in Rhode Island. That makes it the 13th most expensive state in the country; Massachusetts is the most expensive at $20,913 and Washington D.C. is $24,243.
Child care for two children – an infant and a 4-year-old – costs $24,383 in Rhode Island, the EPI said.

The cost is exacerbated by Rhode Island residents’ earning power. The median family income is $66,928, so 20.5 percent of that goes to infant care, one of the highest marks in the nation. Conversely, it costs a comparable $12,791 in New Hampshire for child care, but that’s just 15.3 percent of the median family income.
By U.S. Department of Health and Human Service standards, infant care is only affordable for 6.6 percent of Rhode Island families. Those families likely don’t include a minimum-wage worker: the EPI said a minimum-wage worker would need to work 33 full-time weeks straight just to pay for infant care.

Annual infant care costs in Rhode Island costs more than a year’s rent ($11,764) and a year’s in-state tuition at a four-year public college ($12,239.) Rhode Island is one of 33 states where child care costs more than a year at such a college.
Sen. Elizabeth Warren in February announced a universal child care plan early in her presidential campaign. Warren’s plan would cap child care costs at 7 percent of a family’s income until a child reaches school age. Families with incomes more than 200 percent below the poverty line wouldn’t have to pay for child care at all.
“In the wealthiest country on the planet, access to affordable and high-quality child care and early education should be a right, not a privilege reserved for the rich,” Warren said in February.
EPI said if that percentage was capped at 7 percent for families, it would save them $8,685 per year. That would free up more than 5,000 parents to work, expanding the Rhode Island economy by more than $500 million, according to the report.

Kids thrive from having a parent or other adult in their life who loves them unconditionally.
Begin bonding by cradling and gently stroking your baby in different patterns. Another good technique is skin-to-skin contact (also called kangaroo care), where you hold your newborn against your own chest. This helps calm and soothe babies and regulate their heartbeat. It’s a good practice for moms or dads to do.
Here’s how to do skin-to-skin contact with your baby:
- Avoid using scented perfumes or lotions and stay away from cigarette smoke beforehand.
- Find a comfortable seat in a dimly-lit room. Wear a shirt that opens in the front. Lay your baby in just a diaper on your bare chest.
- Sit quietly, talk softly, hum, sing, or read aloud. Your baby may sleep during this time.
How Can Soothe My Baby?
Helping babies relax can help them feel happier and more comfortable. Here are some tips on soothing your baby.
Massage: Infant massage may help babies, especially those who were born early or have medical problems. Some types of massage may enhance bonding and help babies grow and develop. Many books and videos cover infant massage — ask your doctor for recommendations. Be careful, though — babies aren’t as strong as adults, so massage your baby gently.
Sounds: Babies usually love vocal sounds, such as talking, babbling, singing, and cooing. Your baby will probably enjoy listening to soft music. Baby rattles and musical mobiles are other good ways to stimulate your infant’s hearing. If your little one is fussy, try singing, reciting poetry and nursery rhymes, or reading aloud as you sway or rock your baby gently in a chair.
Some babies can be unusually sensitive to touch, light, or sound. They might startle and cry easily, sleep less than expected, or turn their faces away when someone speaks or sings to them. If that’s the case with your baby, keep noise and light levels low to medium.
Swaddling: Another soothing technique is swaddling, which works well for some babies during their first few weeks. Proper swaddling keeps a baby’s arms close to the body while allowing their legs to move a bit. It keeps a baby warm, and it seems to give most newborns a sense of security and comfort. Swaddling also may help limit the startle reflex, which can wake a baby.
Here’s how to swaddle your baby:
- Spread out a baby blanket with one corner folded over slightly.
- Lay the baby face-up on the blanket with their head above the folded corner.
- Wrap the left corner over the baby’s body and tuck it beneath the back, going under the right arm.
- Bring the bottom corner up over the baby’s feet and pull it toward their head, folding the fabric down if it gets close to your baby’s face. Don’t wrap too tightly around the hips. The hips and knees should be slightly bent and turned out. Wrapping your baby too tightly may increase their risk for hip dysplasia (dis-PLAY-zhuh).
- Wrap the right corner around your baby, and tuck it under their back on the left side, leaving only the neck and head exposed. To make sure your baby isn’t wrapped too tightly, make sure you can slip a hand between the blanket and your baby’s chest. This will allow comfortable breathing. But make sure that the blanket isn’t so loose that it could come undone.
- Stop swaddling when your baby shows signs of starting to roll over. That’s usually around 2 months. At this age, some babies can roll over while swaddled, which puts them at risk for sudden infant death syndrome (SIDS).
How Do I Diaper My Baby?
Whether you use cloth or disposable diapers, your little one will dirty them about 10 times a day, which is about 70 times a week. When diapering your baby:
- Have all the supplies you need within reach.
- Wipe your baby front to back gently using water, cotton balls, and a washcloth or wipes.
- Apply diaper cream if needed to treat diaper rash.
- Wash your hands after changing the diaper.
When Should I Bathe My Baby?
For the first few weeks, babies get sponge baths. Then, after the umbilical cord stump falls off and the circumcision heals (if your baby was circumcised), babies can have baths in a sink or small plastic infant tub.
When your baby is ready for tub baths, the first ones should be gentle and brief. If your baby gets upset, go back to sponge baths for a week or two, then try the tub bath again. A bath two or three times a week in the first year is fine. More frequent bathing may be drying to the baby’s skin.
How Do I Care for the Umbilical Cord and Circumcision Area?
- Umbilical cord care: Clean around the cord stump with plain water and blot dry until the stump dries up and falls off, usually in 10 days to 3 weeks. Don’t let the belly button area soak in water until the stump falls off and the area heals. Before the cord stump falls off, it will change color from yellow to brown or black — this is normal. Call your doctor if the area looks red, has a bad odor, or has discharge.
- Circumcision care: After a circumcision, doctors usually put petroleum jelly on the tip of the baby’s penis and cover it with gauze to keep the wound from sticking to the diaper. At each diaper change, gently wipe the tip clean with warm water (not a baby wipe), then apply petroleum jelly and gauze. Penis redness or irritation should heal within a few days to a week. But call your baby’s doctor right away if it gets worse or if pus-filled blisters form. These can be signs of an infection.
How Often Should I Feed My Baby?
Whether feeding your newborn by breast or a bottle, you may wonder how often to do so. Generally, it’s recommended that babies be fed on demand — that is, whenever they seem hungry. Your baby may show you they’re hungry by crying, putting fingers in their mouth, or making sucking noises. A newborn baby needs to be fed every 2–3 hours.
Breastfed babies are probably getting enough to eat if they:
- seem satisfied
- have about 6 wet diapers and several poops a day
- sleep well
- gain weight regularly
Another good way to tell if a breastfed baby is getting milk is to notice if your breasts feel full before feeding your baby and less full after feeding. If you’re formula-feeding, you can easily see if your baby is getting enough to eat. Talk with your doctor if you have concerns about your baby’s growth or feeding schedule.
Babies often swallow air during feedings, which can make them fussy. To help prevent this, burp your baby often.
What Should I Know About My Baby’s Sleep?
You may be surprised to learn that newborns sleep about 16 hours or more. They typically sleep for periods of 2–4 hours. Many babies sleep through the night (between 6–8 hours) at 3 months of age, but if yours doesn’t, it’s not a cause for concern. Like adults, babies develop their own sleep patterns and cycles.
Always place babies on their back to sleep to lower their risk of SIDS. Other safe sleeping practices include:
- not using blankets, quilts, sheepskins, bumpers, stuffed animals, or pillows in the crib or bassinet because they can suffocate a baby
- parents sharing a bedroom (but not a bed) with the baby for the first 6 months to 1 year
Change the position of your baby’s head from night to night (first right, then left, and so on). This helps prevent a flat spot from developing on one side of the head.

These simple tips will help you take care of your baby and help you understand some aspects of a newborn’s life.
UMBILICAL CORD:
The umbilical cord falls off approximately 5-15 days of the baby’s life. To avoid infection and inflammation, it is recommended to treat the umbilical cord with 70-degree alcohol two to three times a day. Alcohol is applied to a gauze sterile napkin, the base is wiped, as well as the umbilical cord itself. Do not use powder, talcum powder and slimming belt. Change the sterile pad at every diaper change. If there is an unpleasant odor or discharge from the umbilical cord, it is urgent to consult a pediatrician. Once the umbilical cord falls off, continue working until the surface is dry and clean.
BATHING:
Bathing should be done daily. It is necessary to choose a favorable moment for both the baby and the parents. It is more convenient to carry out this procedure before the evening sleep of the child. Make sure that the temperature in the room is pleasant, there are no drafts and noises. Do not fill the bath more than 10-15 cm, the water should be warm, but not burning your elbow (about 37°C). Provide the child with the pleasure of bathing, talk to him; holding the child with one hand, wash it with the other. Taking a bath is a good opportunity for close contact with the father.
When taking a bath, wash your baby’s face first, then the baby’s body and limbs.

NAIL CARE:

Trim your nails with clean scissors with rounded edges. The nails on the handles are trimmed in a rounded shape, and on the legs in a straight shape.
CLOTHING:
Your baby’s clothes should be clean and free from restrictions. Avoid laces and products with pile.
The bed linen of the crib should be light and not impede the movement of the baby. Do not overwrap your child.
ROOM:
The child’s room should have a calm environment and good daylight. The room should be well ventilated, make sure that pets do not enter it. It is recommended to maintain a constant comfortable temperature, approximately 20 degrees. Do not allow a large number of people in the room. Smoking is not allowed in the room.
The baby should sleep in his own crib, not in his parents’ bed. If possible, the child should sleep in his own room.
Maintain humidity levels if the room is air-conditioned or centrally heated.
WALK AND STAY IN THE SUN:
Start walking at the end of the first week of life, if climatic conditions allow. Walks should be daily. The duration of the walk depends on the time of year and the age of the child. During the hot season, avoid walks in the middle of the day and the exposure of the child to the open sun.
SOAK:
If using a pacifier, make sure it is one piece. Try to use it only at night when the baby falls asleep, slowly removing it from the mouth while the baby is sleeping. Boil it at least once a day for a few minutes, do not hang it around your neck.
Adults must not place a baby’s pacifier in their mouth.
Never dip it in sugar, condensed milk, honey or other products.
BOWL EMPTY:
During the first 24-48 hours, the stool may be thick black (meconium). Then the stool becomes green-yellowish in color (transitional stool). The following days are yellow. The number of bowel movements per day varies. Emptying can occur at every meal, as well as once a day or every three days. It is normal when the baby empties the intestines while eating with yellow semi-liquid stools.
Diarrhea (increased bowel movements) refers to very loose stools, and more often than usual. Mucus and blood may be present, often accompanied by other symptoms such as irritability, refusal to eat, or fever.
CONSTIPATION:
Reduced bowel movements. Appears when the baby does not empty within 48-72 hours or the stool becomes hard and bowel movement is accompanied by discomfort and difficulty. It is not recommended at this age to give any laxative without a doctor’s prescription.
RETURNING:
It is normal for milk to spit up after feeding, which coincides with the belching of air. Usually this is a small amount without any special effort.
sneezing/hiccups:
sneezing and hiccups are normal in a newborn and do not require medical treatment.
DRY SKIN:
Most common in the first week of a baby’s life. It is recommended to use moisturizing milk.
BABY SLEEPING POSITION:

A hotshot firefighter goes to such places where equipment cannot. The name “Hotshot” is derived from always being in the hottest areas of the fire. They are the elite team of 20 members specially trained to use chainsaws and shovels to clear the bushes, dig lines and cut down trees to suppress fire in the wild.
Their job is certainly not an easy task. They work 24 hours a day during fire season for about 6 months a year. Hotshot firefighters work in remote and steep terrains, where they get exposed to dry weather, wind, and other poisonous plants. Their work demands to stay away from home most of the time. They also go through rigorous physical training before they get hired. Since the job requires a high level of physical endurance, most of the hotshot firefighters tend to be young, in their twenties or thirties.
How to Become a Hotshot Firefighter?
Being a hotshot firefighter is not everyone’s cup of tea. The job of a hotshot crew is similar to that of the military. It requires a unique breed of people who love working long hours in the outdoors and accepts the physical endurance that the job demands. Following is a general guide with the step by step method on how to become a hotshot firefighter.
Step 1: Know the basic job requirements
The first and foremost step is to know whether you meet the basic job requirements, i.e., educational and physical needs as well as the skills mentioned above. There are different criteria for different countries. Check the specifications required in your country. Secondly, brush up your skills if required. Take out your shoes and go for a hike, assemble a tent, take a variety of courses offered and improve your chances of selection. The cash payments currently received by military personnel consist of two parts: a monthly allowance and an additional monetary remuneration established during martial law.
This was announced by Defense Minister Alexei Reznikov, commenting on the payment system for military personnel.
“The first part (payments – ed.) is the monthly monetary allowance that the military receives in accordance with their position, rank, length of service, etc. The second part is an additional monetary reward established at the initiative of the President of Ukraine Volodymyr Zelensky for the period of martial law,” the minister said.

If we are talking about the Armed Forces of Ukraine, the military unit submits an application to the Ministry of Defense for the payment of monetary allowance, on the basis of which the Ministry of Defense transfers money to the military unit, and part of it directly to the serviceman.
To receive cash payments, a serviceman must have an account in any Ukrainian bank.
“Money is paid to military personnel in the current month for the previous one. It is divided into two parts. In the first ten days of the month, military personnel receive monthly allowances in accordance with their position, rank and other parameters. In the second decade, additional remuneration is accrued, those 30 or 100 thousand for martial law and combat,” the minister added.
According to him, the payments are divided into two parts, since the amount of the monthly financial support is known and almost the same every month, and the amount of additional remuneration based on the results of the month should be calculated by the financial services of the units based on combat orders.
According to the Ministry of Defense, in May 2022 for April, the Ministry of Defense transferred monetary allowances and additional remuneration to the Armed Forces of Ukraine for a total of UAH 51.

CINCINNATI — A new Westwood day care is changing the landscape for child care in Cincinnati.
Play4Hours, located off of Glenway Avenue, is a drop-in day care center that opened in December.
“It’s a part-time concept, so kids can be here for up to four hours. This was kind of created out of convenience,” said director Kaeleigh Norvet.
Norvet has worked in child care for eight years and loved the concept of Play4Hours. Children can stay at the center for up to four hours a day. Since it’s a drop-in day care, parents don’t have to enroll in advance or pay a monthly bill. Parents can simply sign up online or at the door.
She said the center is also secure. They have cameras and lights located outside and several cameras inside the center.
“Know that while your kids are here, they are safe and having a good time,” Norvet said. “The parents only have access to those cameras while their child is in the building and that’s for safety and security purposes.”
Norvet said they also send parents updates on how their child is doing throughout the day.
“We use an app called ProCare, so while the kids are here the parents are getting constant updates on when they use the bathroom, when they’re doing a craft, we send three to four pictures a day,” Norvet said.
She said they do various learning activities, sensory-motor activities, gross motor activities, and crafts.
Play4Hours cares for children between the ages of 12 months and 12 years old. They divide the center into four different areas so kids are playing with other kids around their age.
Norvet said she hopes more parents take advantage of their services.
“I don’t think parents realize how much that they can utilize this center,” Norvet said. “Never feel bad needing a break. Stay-at-home moms, never feel bad for just needing a moment to yourself for self-care, to take a nap. You can only be the best for your family when you’re the best for you.”
Starting in February, they’ll be open Monday through Friday between 8 a.m. and 4 p.m. and on Saturdays from 10 a.m. to 6 p.m.
They’ll also be open 6-10 p.m. on Valentine’s Day if enough parents sign up.

Contents. During the tour, children sit around the fountain, watch the movement of water, make wishes. They recall their knowledge of water and its significance for all living things.
Bird City
Purpose: to acquaint children with a variety of birds, to teach them to distinguish between wintering and migratory birds and their significance in nature, to cultivate industriousness, a kind attitude towards birds.
Equipment. Each playground is equipped with a feeding trough. In the Bird Town there is a Bird Pillar, a drinking bowl for birds, fodder plants, bird houses and birdhouses.
Contents. In winter, children feed the birds, in spring they renew and repair birdhouses together with their parents, observe the habits of birds, hold a bird festival every year.
Spring of Health (Health Path)
Purpose: health-improving hardening measures for the prevention of flat feet, posture; acquaintance with the animal world.

Garden
Purpose: acquaintance with plant species, conducting observations and experiments, acquiring basic labor skills in caring for plants in the garden.

“Japanese garden”

Bees will be depicted on the facade of the kindergarten. A pedestrian fountain will also be built in the form of a honeycomb. It will be small – 2 by 2.5 meters, but we are sure that it will bring a lot of pleasure to future pupils, – the mayor’s office reported.
The authorities have already received a positive conclusion from the state expertise on this kindergarten. Construction is scheduled to start in 2021. The three-storey building is designed for 185 children. According to a similar project, a kindergarten was built on Rassvetnaya Street, and an institution is now being built on Marienko Street.

Jennifer attended California State University Sacramento where she earned a Bachelor’s Degree, and Concordia University where she earned a Master’s Degree in Curriculum and Instruction with a focus on Early Education. Jennifer has also earned her Teaching Credential from California State University San Francisco. She joined KinderCare this year, and before that she was a program specialist. Outside of work, Jennifer enjoys gardening, traveling, creating art, going to museums, and spending time with her family. Her favorite quote is, “Play is often talked about as if it were a relief from serious learning. But for children play is serious learning. Play is really the work of childhood.” – Mr. Rogers
