Lydia is dead. But they don’t know yet. 3 May 1977 years old, half past seven in the morning, no one knows anything except for the most harmless fact: Lydia is late for breakfast. By her bowl of cereal, Lydia’s mother, as always, put a sharpened pencil and physics homework – six problems are marked with checkmarks. Lydia’s father is in the car on the way to work, turning the knob on the radio, fumbling for WXKP (Northwest Ohio’s top news provider) and getting angry at the wheezing of static. Lydia’s brother yawns on the stairs, still wrapped in the tail of a night dream. And on a chair in the corner of the kitchen sits Lydia’s sister, goggling, hunching over, sucking cereal one at a time, waiting for Lydia. Sister something in the end and says:

– Lydia is taking a long time today.

Upstairs, Marilyn opens the door to her daughter’s bedroom and sees that no one has gone to bed: the corners of the sheets are in neat hospital folds, the pillow is fluffy and swollen. Everything seems to be in place. Lumped on the floor were mustard corduroy pants, a striped rainbow sock. On the wall in a row – award ribbons from school science exhibitions, a postcard with Einstein. There was a bag in the closet. The green school backpack slumped against the desk. On the chest of drawers is a bottle of Baby Soft perfume – the dusty sweetness of a beloved child is still in the air. But Lydia is gone.

Marilyn closes her eyes. Maybe when she opens it, Lydia will be in the bedroom – as usual, buried with her head, strands sticking out. A grouchy lump under the covers – maybe Marilyn overlooked it. I was in the bathroom, mom. Went downstairs for a drink. Yes, I’m lying here, what are you doing? Marilyn looks on and, of course, nothing has changed. The drawn curtains glow like a blank TV screen.

Marilyn stops at the kitchen door, rests her hands on the door frame. Her silence is eloquent.

“I’ll look outside,” she says after a pause. – Maybe for some reason …

As she walks to the front door, she looks down at the floor, as if Lydia has stamped footprints into the hallway.

Nat says to Hannah:

– I was at my place in the evening. I heard the radio. Half past eleven. – And he stops, remembering that he did not wish good night.

— Can they kidnap you if you are sixteen? Hannah asks.

Nat pokes at the cereal with a spoon. They wither and drown in the milk turbidity.

Mother returns, and Nat breathes a blissful sigh: here is Lydia, safe and sound. Not for the first time: she and her mother are so alike, you see one out of the corner of your eye and mistake it for another – the same elven chin, and high cheekbones, and the dimple on the left cheek, the same narrow shoulders. Only her hair is different: Lydia’s is inky black, her mother’s is honey-blonde. Nat and Hannah took after their father. Some woman once asked at the grocery store: “Chinese?” – and when they said “yes”, deciding not to go into details – completely, half, – she nodded thoughtfully: “I knew it. You can see it in the eyes.” And she pulled the corners of her eyes with her fingers. However, genetics is not a decree for Lydia – she inherited her mother’s blue eyes, and Nat and Hannah know that this is why Lydia is her mother’s favorite. And papa. And not only for this reason.

Lydia puts her hand to her forehead and turns back to her mother.

“The car is here,” says the mother, but Nat had no doubts. Lydia can’t drive, she doesn’t even have a student’s license. That week, she surprised everyone by failing the exam, and without a license, her father would not even let her sit behind the wheel. Nat stirs the sludge of the soaked flakes in the bottom of the bowl. The clock in the hallway is ticking, striking half past seven. Nobody raises an eyebrow.

— Do we still have to go to school? Hannah asks.

Marilyn hesitates. He takes the bag, rummages through it with feigned efficiency, fishes out the keys.

Both of you missed the bus. Nat, take my car, give Hanna a lift. And then: Don’t worry. We’ll find out. She doesn’t look at children. The children don’t look at her.

As they leave, Marilyn, holding back her trembling hands, takes a mug from the cupboard. Long ago, when Lydia was a baby, Marilyn once left her in the living room on a blanket and went into the kitchen for tea. Lydia was barely eleven months old. Marilyn removed the kettle from the stove, turned around and saw Lydia standing in the doorway. Marilyn put her hand on the hot burner in surprise. A burn blossomed in a red spiral on the palm of her hand, and Marilyn, looking at her daughter through tears, pressed it to her lips. And the daughter stood and looked wary, looked around, as if she had seen this kitchen for the first time. Marilyn then did not even think that she had missed her daughter’s first steps, that her daughter had grown so much. Not “How did I overlook everything?” But “What else are you hiding?” Flashed through my brain. Nath struggled and staggered and fell and hobbled in front of his mother, but she didn’t remember Lydia ever trying to get up. And yet, it seemed, she stood firmly with her bare feet, her fingers barely peeking out of her frilled sleeve. Marilyn often turned away – opened the refrigerator, fiddled with the laundry. Maybe while Marilyn was looking into the pots, Lydia had been walking for more than a week.

Marilyn picked up her daughter in her arms, smoothed her hair, said how smart Lidia is, when dad comes back – he will be so proud. And all the same – as if she had found a locked door in a familiar room: it turns out that Lydia, who can still be cradled in her arms, has secrets. Marilyn feeds her, bathes her, packs her in pajama pants, but Lydia’s life is already kind of curtained. Marilyn kissed her daughter on the cheek, pressed her to her, tried to warm herself with her little body.

And now he drinks tea and remembers his astonishment.

On the corkboard by the refrigerator is the school secretary’s phone number; Marilyn unhooks the card, dials a number, and wraps the wire around her finger, listening to the beeps.

The morning sun, juicy as a lemon biscuit, fills the house — it floods the insides of cupboards and empty closets, clean bare floorboards. Marilyn examines her hands – they are also empty, almost glowing in the sun. Marilyn picks up the phone and calls her husband.

It’s still an ordinary Tuesday in James’s office; James clicks his fountain pen against his teeth. Slightly uphill creeps dirty typescript: “Serbia was one of the most powerful Baltic powers.” He crosses out “Baltic”, corrects for “Balkan”, turns the page.

Medical Center – Each ship in the MSC Cruises fleet has a well-equipped modern medical center on board. It is staffed by qualified staff and enjoys 24/7 specialized pediatric telemedicine support. Over-the-counter medicines can be purchased on board.

Little children get their clothes dirty so often! But MSC solves this problem easily and simply. In our new laundry room for children from 0 to 6 years old, children’s clothes are washed in a separate washing machine using safe detergents at temperatures up to 30°C.

      Our History

      We started Jeanne’s Doggie Daycare and Pet Hotel in 2003 because we felt there was no place to take our pets when we were out of town.
      At the time we were raising small dogs and after visiting a number of area kennels, we were shocked and thought, we would never put our dogs in such a high stressed and scary place.
      After doing a lot of research, two years later we opened Jeanne’s Doggie Daycare and Pet Hotel.

      We eventually decided not to raise puppies because there are plenty in this world for adoption and finding the perfect parents for them was difficult. I think we were too strict with the new parents’ qualifications and found ourselves growing too attached to all the puppies.

      Meet Kortney Campbell! Kortney is the Center Director of WhiteMarsh KinderCare in Perry Hall, Maryland. Kortney attended Notre Dame Maryland University, where she earned her Bachelor’s Degree in Early Childhood and Elementary Education. She has been with KinderCare since 2011. Kortney’s favorite quote is, “Every child can learn, just not on the same day, or in the same way.” -George Evans. This quote portrays how every child learns at their own pace. When she is not working, Kortney likes to spend time with her family and play cards.

      Infant Programs (6 weeks–1 year)

      Leaving your baby in someone else’s care is a big step. Everyone at our
      centers—most importantly, our naturally gifted infant teachers—will work with
      you to make sure the transition goes smoothly. When you step into our infant
      classroom, you’ll see how much we want your infant to feel safe, loved, and
      ready to explore their world.

      Toddler Programs (1–2 Years)

      Everything in our toddler classroom is designed for little explorers. That’s
      because a lot is going on at this age. When your child is wandering all over the
      place, that means they’re learning and discovering new things every day. We’ll
      help them explore their interests (and find new ones!) as they play and learn.

      Discovery Preschool Programs (2–3 Years)

      This age is filled with so much wonder and curiosity. That’s why we offer a ton
      of books and toys and bring artwork down to kids eye level. Children in
      discovery preschool also begin to learn how we all work together in a
      classroom. Simple math and science, pretend play, and group play help them
      get used to a more structured school setting.

      Preschool Programs (3–4 Years)

      This age is all about expression, when kids really start to form their own ideas
      about what they want to play and how they want to create. Every day in our
      preschool classroom, your child will explore science experiments, create
      artwork, and play pretend—all the skills needed for their big next step:
      kindergarten!

      Prekindergarten Programs (4–5 Years)

      When you walk into one of our pre-K classrooms, you’ll see artwork and
      writing displayed around the room. Labels are everywhere to help kids connect
      letters with words. You’ll also see pictures on the walls that reflect the families
      in our community. Your child will also deepen their knowledge in language,
      math, science, Spanish, and social skills.

      Before- and After-School Programs (5–12 Years)

      You can count on us to provide reliable care for your school-ager while you’re
      at work, with safe transportation from our center to your child’s school and
      back! Whether your child wants to start a drama club, build a volcano, or
      create a comic book, they will have a place to follow their dreams. Your child
      will start and end the day with a whole lot of fun!

      School Break Programs (preschool, prekindergarten, and school-age)

      Winter break, spring break, summer break—when school’s out (but you still need to work), you
      can count on KinderCare to provide a safe and supportive learning environment that’s focused
      on fun. We welcome children ages 5–12 during school break times and make sure they have a
      sensational, screen-free experience they won’t forget.

      Participating Child Care Aware Center

      KinderCare partners with Child Care Aware® of America to offer fee assistance for
      Active Duty military families and flexible support to fit their needs when care at a Child
      Development Center on the installation is not available.

      Learning Adventures – Enrichment Program

      Cooking Academy™ (3 – 12 Years)

      In Cooking Academy, kids learn new recipes from cultures around the world and
      develop a healthy relationship with food. They’ll whip up everything from Southwest
      rainbow lettuce wraps to pumpkin muffins, building their skills in STEM, communication,
      and more along the way. And yes—little chefs get to eat their culinary creations!

      Music Explorers™ (2 – 4 Years)

      KinderCare families are already giving a standing ovation to our newest Learning
      Adventures program: Music Explorers! Kids will learn to sing, move, listen, play
      instruments, and even create their own tunes. Our original curriculum blends math,
      science, social studies, literacy, and mindfulness (think yoga!) for a uniquely KinderCare
      way of learning the foundations of music.

      Phonics Adventures® (2 – 4 Years)

      Learning how to read is a whole lot of fun at KinderCare! We help kids grow to love
      books and words (and get ready for kindergarten) in our Phonics Adventures program.
      From discovering the basics of vowels to practicing poetry, kids learn all about letters
      and sounds in small-group lessons made just for their age group. (Bonus: Kids who
      attend our phonics program are more prepared than their peers for school—and we
      have the data to prove it.)

      Spanish

      Spanish Adventures provides young learners with a foundation for later success with
      the Spanish language. Music, games, children’s Spanish literature, and other tools give
      children multiple opportunities to hear, practice, and see Spanish language to develop
      vocabulary and conversation skills. Curriculum includes lessons on greetings, numbers,
      colors, animals, family, body parts, and pets, as well as how to engage conversationally
      during common scenarios at home, a restaurant, or at the zoo.

      How does naptime work at WhiteMarsh KinderCare?

      Do you support alternative diets?

      We strive to be as inclusive as possible. To that point, we provide a vegetarian option at mealtime, take care to not serve common allergens and can adapt menus based on your child’s food sensitivities. If your child has additional needs, we’ll work with you to figure out a plan.

      Are meals included in tuition? Can I choose to send my child with lunch?

      We provide nutritious meals and snacks developed by a registered dietician to meet the needs of rapidly growing bodies and minds. If your child has special dietary requirements and you would prefer to bring in their lunch, please make arrangements with the center director.

      Does my child need to be potty-trained?

      Every child begins toilet learning at a different age. Until your child shows an interest in toilet learning, we’ll provide diaper changes on an as-needed basis. When your child shows an interest, we’ll discuss how to work together to encourage toilet learning.

      The emergence of family conferences can be seen in the light of several international trends in the 1980s and 90s in social policy and social work in general, and in child welfare in particular.

      The first trend is to increase attention to the problems of children who are subjected to violence in the family and by adults who do not fulfill parental responsibilities. The second is a growing realization that the interventions available for disadvantaged children often fall short of expectations and sometimes even make things worse for some children. The third trend is the understanding that it is very important for children and their parents to participate in making decisions concerning them by state bodies that affect their lives. nine0005

      In addition to general social trends, the historical emergence of Family Conferences was influenced by the specific political and cultural situation in the 1980s in New Zealand. New Zealand’s indigenous Maori have criticized administrative structures that the government’s approach to solving social problems using European methods (i.e., an expert approach to conflict resolution) does not fit the traditional Maori way of resolving conflicts. In the Maori community, caring for and raising children is the responsibility of the entire family: family members, friends and other significant people in a child’s life. New Zealand passed a new law at 1989: Law on children, adolescents and their families. Under this law, Family Group Conferences (FCCs) were made mandatory in most child welfare cases and in cases involving serious juvenile crimes. Currently, SGCs are used in many countries, but in different versions and with different levels of their implementation.

      The general idea behind Family Group Conferences is to include family gatherings in decision-making about the life of a child or adolescent who is facing difficult situations. nine0005

      Relatives should be given more freedom to interact with the family and more responsibility to help the family find the right solutions to problems, which is usually not the case when child welfare centers are in charge of the decision-making process. The idea of ​​this process is to understand that the family has more resources available than we think to ensure the protection of the child and his health, his social well-being, prosperity and development in the short and long term.       Different countries have their own organizations that implement the Family Conference method, and sometimes there are several within one country. Some of these organizations are united in associations that conduct monitoring and research on practice, but in general, the data in the world is scattered. Various versions of the methods before 2003-2004 were tested and implemented in at least 17 countries on all continents: Europe (9 countries), North America (2 countries), South America (1 country), Africa (1 country) and Asia ( 2), Oceania (2 countries). At 19The 1990s saw a slight increase in the number of new organizations using Family Conferences, and from 1998 to 2003, the practice of Family Group Conferences experienced a boom in programs around the world. According to the European Family Conference Network, by 2014, 22 out of 35 European countries had Family Conference programs. The method has been implemented in such countries as Belgium, Bulgaria, Bosnia and Herzegovina, Denmark, Finland, France, Ireland, Israel, Spain, Italy, the Netherlands, Norway, Northern Ireland, Russia, Poland, Serbia, Slovakia, Great Britain, Sweden, Germany, Hungary, Austria and 30 other countries around the world. Family conferences are legal in several countries: New Zealand, Ireland, Canada, parts of Australia, and the United States. nine0005

      However, despite being relatively widespread, in most cases Family Conferences are used as an exception rather than as a common practice in the public sector. For example, US survey data from 2009 shows that family conferences are used only 10% of the time. A 2007 UK study found similar data.

      A review of world practice shows that there is no universal method or model for conducting FGC in the world. Different countries use different methods, which have evolved into many variants with local adaptations. The biggest difference exists between the New Zealand models and the entrenched “Family Group Decisions” or “Family Team Meeting” (FSC) model in Europe. The WSC differs from the FGC in particular in that the mediator/coordinator is present throughout the entire meeting, i.e. there is no “personal discussion in the family” stage. The WSC meeting begins with a discussion of what resources may exist in the group and all participants are invited to present some of the positive aspects and resources for conflict resolution that exist in the family. nine0005

      Another factor that has influenced the development of the FCS is restorative justice. The Restorative Justice Conference resembles a Family Group Conference that brings together the parties involved in a conflict (perpetrator, victim, community representatives) to create a “restorative process” and an agreement that can be accepted by all parties. Also, some restorative justice programs have begun to include elements of Family Group Conferences. Restorative Justice conferences are held in New Zealand, the United States, Ireland and other countries. nine0005

      Here is a brief summary of some studies of the practice of Family Conferences conducted in different countries.

      Canada, 1990 .

      One of the first studies published internationally to investigate whether Family Group Conference (FGC) can reduce or stop violence against children or adult family members. FQS conducted for 91 children under 18 years of age were considered, with a total of 472 participants considered, of which the majority were extended family members. A checklist of 31 possible indicators of violence against children or adults was compiled for the study. The same procedure was carried out in 31 families that did not participate in family group conferences (comparison group). The results of the checklists, completed one year after the conference, showed that for the families participating in the Conferences, the number of abuses and violence was reduced by an average of half, while the same rates for families in the comparison group increased significantly. This is one of the first studies to prove the effectiveness of Family Conferences. nine0005

      Norway, 2006.

      Information was collected on 111 conferences attended by 170 children. One year after the end of the conferences, 68 children from 44 conferences were included in the study. The comparison group included 68 cases with children, as well as children from the same departments who were not included in the SGC procedures (control group). Most of the families participating in the FGC were found to have been cooperating with child welfare services for a long time, and for very few the conflict flared up again. There were positive changes in the control group, but this change was significantly less than in the group undergoing GCS. nine0005

      This study shows improved communication and understanding between families and social service professionals as a result of family conferences. We believe that this is possible with the included participation of both families and professionals.

      California, USA 2008.

      The study evaluated two different Family Conference models with different target groups. The Fresno County model consisted of 164 children under the age of 18 living at home who were assessed as moderate to high risk of reoffending and marital distress. There were 103 minors in the family conference group and 61 children in the control group. The Fresno model combined both “Family Team Meetings” (included a session to identify family strengths during the first part of the meeting) and “private family time” from the original Family Group Conference model. nine0005

      The Riverside County model consisted of 163 children under the age of 12 who were placed in foster care and who were at risk of being transferred elsewhere; 105 children participating in family conferences and 58 children in the control group. Riverside County used the same dual model, which included a family resources session and a planning meeting, but the exit plan for their situation was prepared by all participants together (without their own family time). That is, an attempt was made to combine the classical model of the SGC with modern forms of teamwork (because in any case the participants were not blood relatives). nine0005

      In general, compared with the control groups, the groups with conducted Family Conferences (including in the dual model) were more successful, but the difference was not significant.       4 steps to managing taxes and payroll for your household employee

      If you pay your nanny or child care provider at least $2,600 in the 2023 calendar year, the IRS expects you to pay what’s known as the “nanny tax.” This year-round process is completed in four basic steps, and while many families choose to have HomePay do everything for them, it’s possible to do these items yourself. 

      • Complete the required setup paperwork
      • Calculate payroll each pay period
      • Send taxes to the IRS and state throughout the year
      • Prepare year-end tax documents
         

      Before you dive in, it’s a good idea to understand all these steps, so here’s a general idea of what you can expect to do if you choose to pay nanny taxes yourself:

      1. Complete some initial paperwork

      You can’t begin calculating payroll for your nanny without knowing how much in taxes to withhold. To do this, you’ll need your nanny to fill out Form W-4 and a state withholding form (if your state collects income taxes).

      Because you are, technically, the employer of your nanny, you’ll also need to apply for a Federal Employer Identification Number (FEIN) with the IRS, as well as state tax identification numbers with the agencies that handle collection of state taxes. These tax IDs identify you as a household employer and are required for sending in tax returns. You should apply for you tax IDs once you’ve made the decision to hire a nanny.

      2. Accurately calculate payroll each pay period

      You’ll need to keep track of the hours your nanny works, apply their hourly rate and add any overtime pay to get to the gross (before taxes) amount. From there, you’ll need to withhold the correct amount of Social Security & Medicare taxes, income taxes, and any other state or local taxes that may apply. After these deductions, you’ll know how much your nanny’s net, or take-home, pay will be.

      You’ll also need to calculate how much in Social Security & Medicare taxes, unemployment insurance taxes and any other miscellaneous state taxes you have accumulated as a household employer. These household employment taxes will generally be about 10% of the gross wages paid to your nanny, but can vary depending on where you live.

      3. Send tax payments and returns to the IRS and the state

      Your state requires you to send in tax returns—generally on a quarterly basis—for unemployment insurance taxes and income taxes. You’ll need to keep track of when these returns are due and send the appropriate amount of taxes to the correct agency. Some states have a different filing schedule so check your state’s requirements for more details.

      Additionally, it’s recommended to send in estimated tax payments to the IRS four times per year to account for the Social Security & Medicare taxes you’re withholding from your nanny and accumulating for yourself. Waiting until you file your personal income tax return in April can result in underpayment penalties.

      4. Prepare your year-end tax documents

      After the year ends, you’ll need to prepare several documents to wrap up your annual nanny tax requirements:

      • Form W-2 for your nanny, so they can file their personal income tax return.

      • W-2 Copy A and Form W-3 to be filed with the Social Security Administration.

      • A state Annual Reconciliation Form if your state requires it.

      • Schedule H for you to attach to your personal income tax return.

      One of the most common concerns families have when they hire a nanny is how much in taxes they’ll be responsible for paying. The good news is that families can qualify for at least one – if not two – tax breaks that can make paying their nanny on the books less expensive than paying under the table.

      What tax breaks are available when I pay my nanny legally?

      1. Dependent Care Account. A type of Flexible Spending Account (FSA), this tax break is available through the benefits package offered by most companies. You can use an FSA to pay for up to $5,000 of child care-related expenses – such as your nanny’s pay – using pre-tax dollars. Depending on your marginal tax rate, using an FSA can save around $2,000 in 2023. For enrollment details, check with your HR or Accounting Department.

      2. Child or Dependent Care Tax Credit. To take this tax break, use IRS Form 2441 to itemize care-related expenses on your federal income tax return. A majority of families will receive a 20% tax credit on up to $3,000 of care-related expenses if you have one child, or $6,000 of care-related expenses if you have two or more children. This means your tax credit is up to $600 for one child and $1,200 for two or more children.

      How can I maximize my savings using child care tax breaks?

      If you have one child, your best option is the FSA. Setting aside the full $5,000 will save about $2,000, depending on your marginal tax rate. If you don’t have access to an FSA (or cannot enroll at the moment), use the Child or Dependent Care Tax Credit.

      If you have two or more children, you may be able to take advantage of both tax breaks. Use your FSA for the full $5,000 and if you have leftover child care expenses, you can apply another $1,000 toward the Child or Dependent Care Tax Credit. This combination saves you an additional $200 per year, which brings your total savings to about $2,200 for 2023.

      How do I qualify for a nanny tax deduction?

      “The most important thing to remember is that you can’t qualify for a tax break on your child care expenses if you aren’t paying your nanny legally,” says Tom Breedlove, Sr. Director of Care.com HomePay. 

      Assuming this is not an issue, these tax breaks are available to you if your children are under the age of 13 and you have care-related expenses because both you and your spouse work, are looking for work or are full-time students. Child care expenses can be your nanny’s wages, the wages paid to a backup child care provider, the taxes your incur on your nanny’s wages and even the money paid to a placement agency.

      90,000 individual entrepreneurs without income: how much to pay taxes?

      It often happens that a person registers an individual entrepreneur, but the business never starts. The main thing you need to know is that even a non-working entrepreneur accumulates debt on annual insurance premiums. Other debts on an inactive individual entrepreneur are not always there. But we will be paranoid and tell you how to check all possible ones.

      To stop the accumulation of debt, it is necessary to close the IP. Since the end of 2020, the tax office has been doing it itself. But with this outcome, a person will be banned from being an entrepreneur for three years.

      Now about everything in order.

      A non-working individual entrepreneur always accumulates a debt on insurance premiums

      An individual entrepreneur without employees pays insurance premiums for himself to receive an old-age pension and medical assistance under the policy. Contributions go to the Social Fund of Russia. But they pay them in one window – to the tax office.

      The amount of contributions for individual entrepreneurs without employees consists of two parts. Fixed – its state establishes for each year. And additional – it is paid in the amount of 1% of income exceeding 300,000 rubles. A non-working individual entrepreneur has exactly a fixed part of the contributions for each year. But the tax authority can collect debt only for the last three years – this is a restriction from Art. 113 of the Tax Code of the Russian Federation.

      The fixed part of contributions for 2023 is 45,842 rubles. You can see the contributions for previous years here. You can calculate the amount for all the years of the existence of an individual entrepreneur in the calculator on the tax website. If the IP was not opened at the beginning of the year, the amount of contributions is reduced in proportion to calendar days. If it is closed before the end of the year – the same. This follows from Art. 430 of the Tax Code of the Russian Federation.

      The due dates for payment of fees are as follows. The fixed part is paid every year until December 31st. Additional part – until July 1 of the next year. When an individual entrepreneur is closed, debts are paid within 15 days after deregistration with the tax office. It says so in Art. 432 of the Tax Code of the Russian Federation.

      For violation of the deadlines for paying contributions, the tax authority charges penalties. The size is 1/300 of the key rate. But more than the body of the debt, penalties cannot be calculated – Art. 75 of the Tax Code of the Russian Federation.

      If an individual entrepreneur did not sell anything, did not open an account and did not hire employees, he still pays insurance premiums. Entrepreneurs asked if it was legal in the Constitutional Court. They said so. A person opens an IP voluntarily. This means that he has the necessary money, education and skills to work and fulfill tax obligations – Definition No. 164-O.

      However, there are still periods for which insurance premiums may not be paid. They are spelled out in paragraph 7 of Art. 430 of the Tax Code of the Russian Federation:

      – service in the army;

      – care for a child up to 1.5 years old, but not more than 6 years old for all children;

      – caring for a disabled person of group I, a disabled child or an elderly person over 80 years old;

      – the period of residence with a spouse in a military unit or abroad in a diplomatic mission. but within 5 years.

      In order for the tax authorities to cancel the contributions, you must bring documents that confirm these circumstances. Automatic accrual will not be canceled.

      Other life circumstances are unlikely to get rid of the debt. For example, the court refused to cancel contributions to an entrepreneur who had been in prison for 6 years and did not work. The refusal was explained by the fact that even from places of deprivation of liberty it is possible to close an individual entrepreneur through a representative, and not accumulate debt – case No. A34-10340/2019.

      If there was no income, it is necessary to submit a zero declaration

      Usually, when registering, an entrepreneur chooses a special taxation regime – the simplified tax system or a patent. They do this because special regimes pay less taxes. But if the application does not reach the hands, the individual entrepreneur remains on the general taxation system and pays personal income tax, VAT and property tax.

      The only way to find out your tax regime is to call or go to the tax office.

      Entrepreneurs on the simplified tax system and the general system once a year or quarter submit a declaration to the tax office, even if they did not earn. So before the inspectors they confirm that there was no income and no tax should be paid. A declaration without income is called zero. For each failure to file a tax return, the tax authority fines 1,000 rubles under Art. 119 of the Tax Code of the Russian Federation. But you can fine only for the last three years.

      The penalty for non-delivered zero declarations is added to the debt for unpaid insurance premiums and penalties to them.

      🧮 It turns out that the tax debt of a non-working individual entrepreneur is the sum of insurance premiums for the last three years + penalties for late payment + fines for declarations.

      How to find out about all the debts of an individual entrepreneur to the tax office

      You can find out the full and exact amount of the debt through Internet services or by going personally to the tax office at the place of residence.

      You can see the address of your tax office and make an appointment here. At the reception, it is worth asking the inspector for a Statement of the status of settlements and an extract of operations on settlements with the budget. These documents show the total amount of the debt and due to what payments and fines it appeared.

      You can find out about debts without leaving your home and immediately pay them off on the Internet:

      – In the Tax Debt section through your personal account on Public Services;

      – In the personal account of the individual entrepreneur on the website of the Federal Tax Service. You can enter the account through an account from the State Services or using an EDS, if any.

      Tax debts do not just hang out in the personal account of an individual entrepreneur. First, the tax office sends a demand for payment, and then tries to write off money from all known accounts and personal cards of the entrepreneur. Inspectors can do this – art. 76 of the Tax Code of the Russian Federation.

      If the inspectors do not find money in the accounts, the debt is transferred to the bailiffs. They can come home and take the property. You can find your business in the data bank of enforcement proceedings.

      Litigation involving individual entrepreneurs

      Sometimes the situation with a business develops like this. They opened an individual entrepreneur, did a little work, but the business didn’t work, and everyone was abandoned.

      Even if an entrepreneur did not sell goods or rent premises for a very short time, he could still have debts to clients and contractors. The pre-trial claims they sent in the mail are easy to miss. And perhaps the entrepreneur has already been sued.

      You can find out about court cases with suppliers, contractors and landlords in the file of arbitration cases. This is the basis of all litigation between entrepreneurs.

      If there is a danger that claims from individual clients remain against individual entrepreneurs, it is worth checking the database of courts of general jurisdiction in the GAS Justice service.

      If you find out that you are a participant in a court case, you should immediately connect. Go to court, photograph the statement of claim and evidence in the materials. Then go to court sessions, argue or try to go to the world.

      How to deal with an unnecessary IP

      An idle IP should be closed. This will stop the accumulation of debts on contributions. But the debts themselves are not going anywhere. Debts will remain hanging on individuals, and sooner or later they will have to be paid off.

      It is impossible to sell or re-register an individual entrepreneur to another person.

      Non-working individual entrepreneurs are closed by the tax authorities themselves, but this is not always good

      From the end of 2020, the tax authorities will close non-performing individual entrepreneurs Speaking in legal terms, it excludes an entrepreneur from the unified state register under Art. 22.4 of Law No. 129-FZ.

      Individual entrepreneurs are considered non-working if two conditions are met:

      – they have not submitted calculations and declarations for more than 15 months or have not renewed the patent,

      – there is an outstanding debt for taxes or contributions.

      Before exclusion, the tax office is trying to find creditors for individual entrepreneurs. To do this, a message is published in the journal “Bulletin of State Registration” about the upcoming closure of the IP. If within a month none of the suppliers, customers or former employees make their claims, the IP will be liquidated.

      Exclusion from the unified state register stops the accumulation of debts. But, as in the case of voluntary closure, all accrued taxes and contributions are transferred to an individual.

      Leaving an individual entrepreneur and waiting for the tax authorities to deal with it is not beneficial for everyone and not always. Over the next three years, a person whose IP was closed by the tax office will not be able to open a new one. And also – it is not known when the inspectors will get specifically to your individual entrepreneur. And all this time, the amount of debt will grow like a snowball.

      The Federal Tax Service of Russia has revised its approach to additional charges due to tax evasion. Each paragraph of the letter on the practice of applying Article 54.1 of the Tax Code summarizes the practice of arbitration courts in resolving disputes on the most pressing tax risks.

      The letter reflects positions and approaches that have either been developed by the highest courts or have been tested by thousands of tax disputes. Along with clarifications on the criteria and methods for analyzing transactions, the recipients of which are mostly territorial tax authorities, business interests are also taken into account. A separate place is occupied by tax reconstruction – a mechanism in demand and expected by the market for determining the real size of the tax liability. There are subtleties in its application: if the company admits that it has received the performance of the obligation not from the party specified in the contract, but the transaction is real, expenses and deductions will be determined according to the documents from the actual contractor. The taxpayer himself must collect and submit them.

      An unrealistic transaction – if the goods have never been delivered or work has not been performed – in any case cannot be accepted in tax accounting and reconstructed. The problem of reconstruction is also revealed in connection with the opposition to the fragmentation of business through special tax regimes. The amounts of taxes paid, which were often not deducted by the tax authorities from the final amount of additional assessments, should reduce the tax liability.

      Particular attention is paid to the prudence of taxpayers. The FTS assumes that the commercial prudence that companies exercise to assess the solvency of partners and the risk of default is identical to the prudence for tax purposes.

      Innovations take into account the interests of business

      Separately, the Federal Tax Service explained how it is possible to assess the availability of resources for the counterparty to fulfill obligations and determine whether it falls under the definition of a technical company.

      It is recommended to request documents from potential partners and conduct their own verification both to eliminate the risk of being charged with a fine and to retain the ability to recover tax losses from a counterparty that misled the taxpayer about the fact of fulfillment of obligations to the budget.

      The economic meaning of the transaction and its business purpose are also examined. The form of the transaction must correspond to the content, and the main motive for its completion cannot be tax. At the same time, the presence of a business goal in a series of transactions does not mean that this feature is inherent in each transaction. The tax authority will investigate the underlying motive of transactions individually.

      Another block of explanations by the Federal Tax Service concerns the consequences of detecting defects in primary documentation for conscientious taxpayers. In tax disputes, the question often arose of how legitimate it is to refuse deductions and expenses if the document is signed by an unidentified person.

      It’s never too early to learn about understanding and inclusion!


      Babies begin to notice physical differences in others by three months of age. So, take this early opportunity to start small. The lessons they learn now will build on new ones as your child grows, helping them develop a foundation for empathy, compassion, and understanding. 


      • Introduce diverse experiences. Read books that show different cultures, identities, and characters than those in your own home, tune the radio to new music genres, and share little tastes of food with a wide variety of flavors from different cuisines. These small experiences build on each other, creating new thought patterns that help your child see differences as attributes.  

      • Point out “same” and “different”. Bring your baby’s attention to things they can see that are different and the same about themselves and yourself! Pointing to and naming parts of your body that are the same (i.e., your nose, my nose) or describing the qualities that are different (i.e., small hands, big hands), can help your child learn to appreciate and accept the ways we are alike and unique.  
      • Name feelings in themselves and others. When your child’s expressing big feelings, give them a name (i.e., “I see that loud noise made you feel scared”) so you can help them notice that feeling in others (i.e., “Your friend feels scared right now. Remember when you felt scared?”). When you create opportunities for empathy and understanding, you can help interrupt the development of biases before they start.



      Expand your child’s point of view (in big and small ways).


      Now that you’ve planted the seeds of acceptance with your child (check out our Babies and Toddlers tab for more info), they’re ready to practice looking at everyday moments from other points of view.  


      Exposing your child to new experiences lays the foundation for empathy and compassion. Then, you can take the learning even further by talking with your kids about these experiences and relating them to the teachable moments that arise in your daily lives.  


      • Explore activities outside your neighborhood, like music class or gymnastics practice where you’ll broaden your family’s potential for meeting new groups of people, making fresh connections, and building diverse friendships. 
      • Seek out community events that celebrate cultures, holidays, and observances that are different from yours. Look to your local library for ideas—sometimes they also have free resources and events. 
      • Point out stereotypes and biases when you hear them in stories or see them in books (for example, letting your child know they can be anything they want or have any occupation).
      • Practice being upstanders together, and role-play things you can do or say when someone isn’t being treated respectfully. 
      • Don’t forget to focus on feelings that tie back to empathy and compassion! For example, “How did you feel when you saw that your friend was sad?” 



      Involve older children in conversations about fairness and justice.


      School-age kids are all about flexing their independence and expressing their individuality. You can open your elementary-schooler’s mind by encouraging them to reflect on where they see things that are unfair or unjust to help them better understand other people, perspectives, and cultures. 


      Talking about fairness and justice is a hot topic at this age (which is why you might hear “That’s not fair” more often)! That makes these concepts easy for them to relate to.  


      • Define the difference between equality and equity. To put it simply: Equality is when everyone gets the same thing. Equity is when everyone gets what they need to be successful. Challenge your child to look for moments or places when they notice equity and equality in the world. Great places to start are handicapped parking spaces, over-sized bathroom stalls, Braille in elevators, and inclusive swings at the park.
      • Go deeper on spotting unfairness. Everyday moments present opportunities to notice and reflect on things that are unfair. For example, if you see someone who isn’t being included in playtime on the playground (or even a character in a book), take a moment to ask ‘does it feel fair that they weren’t included.’ You can even extend the conversation to help your child practice empathy by talking about how your child can help others feel included in the moment and in the future. 
      • Keep the conversation going as things come up in the news or in your community—your child’s opinions and ideas might surprise you!

      The mission of the kindergarten of our time

      The mission of the kindergarten and the task of the kindergarten.

      For a long period of time, the main and most visited page on the site was the “Education System”. It is logical, since here is almost the most important information for those who are interested in the theoretical content of the kindergarten.

      However, the education system is secondary. We understand that it grows out of the philosophy of the institution. The question is not easy, despite the fact that it is intuitive, but it is not easy to express clearly in words. Now we are ready to briefly formulate what it means for us to bring up a child in kindergarten and his development in kindergarten.

      The task of the kindergarten is to prepare the child for the future.

      Several questions arise here:

      1. What do we consider “future”? School? university? The prospect of 30-40 years?
      2. How will this “future” be in our opinion and does our vision coincide with yours?
      3. How are we going to prepare the child and what are we focusing on?
      4. What skills will be in demand in 10-20-40 years?
      5. and so on.

      Thus, there will be many questions and even more answers that are opposite in meaning and approach.

      Remembering ourselves 20-30 years ago, we see that many knowledge and skills were not in demand. Let them be useless. At the same time, many skills that were previously considered necessary are no longer relevant today. In other words, it became inappropriate to spend a lot of time on their acquisition.

      As an example: knowledge of a large number of languages.

      Over the past 10-15 years, the breakthrough of artificial translators like something. translate has reached a level where you can easily translate online using your smartphone (of course, not perfectly) and understand (!!!) the meaning of what is stated, for example, in Hungarian . Most likely, in 10-15 years, speech recognition technologies will reach a level where everyone will have a personal simultaneous translator from any language to any in their pocket.

      At the same time, the pace of development of different industries is not the same, and their dynamics is simply incredible. In addition, new phenomena are emerging that were extremely difficult to predict 15 years ago. For example, cryptocurrency and transactions with it, or at least a spinner.

      As a result, it is clear that the mission of the kindergarten is not to guess the skills that are in demand.

      It seems like everyone understands that there is something that unites successful, holistic and established people (both in a career and in a social sense). In whatever area a person becomes happy (be it family, finances, career, politics, cooking, painting), which depends on his personal priorities, he is unlikely to be lazy or indecisive. At the same time, he can be smart (intelligent, with a high IQ) or even very smart.

      We believe that the key to success is certain character traits that are literally required to be developed. The mission of the kindergarten is to help shape these traits. These traits will prepare the child for the future, whatever it may be for him. These features will allow him to acquire or refine the skills necessary at that time.

      One question remained unanswered: “What are these traits?”

      It seems to us that this is such a generalized characteristic as willpower . Simply put, it is a willingness to do something or to refuse something. To be honest, this is the opinion of many scientists and publicists. (Well, or here). Do not think, we really studied a lot of work on this issue.

      In practice, willpower in a child can manifest itself in perseverance, self-control, the ability to set a goal, achieve a goal, give up one marshmallow now (sitting alone in a room waiting) for two marshmallows in half an hour (oh, this is one of the most cruel tests!).

      The skills we instill in children in kindergarten come through this philosophy. For example, we can teach a child to read at 4 years old. However, it is highly likely that he will hate reading in the future. And at 4 or 5 years old without this skill, he will not feel bad.

      Unfortunately, development in many kindergartens often goes in favor of such fashionable words as “speed reading”, “mental arithmetic”.

      We believe that by developing willpower and its individual features, we will most accurately understand the future and prepare the child for it. Of course, the topic is more complicated and should be discussed not only within the framework of this page.

      P.S. Of course, all of the above is very important. However, we remember: the only thing that children need is that they should be happy. 😉

      A cult boulder near the village of Kamen, Volotovsky District, Novgorod Region — a geological and geomorphological natural object of glacial origin, a granite remnant in the valley of the Shelepsky stream after the retreat of the glacier.

      This is the largest granite boulder found in the Novgorod region. It is the impressive size of the boulder that attracts attention to it. The visible part of the stone, located on the surface of the earth, is about 10 meters long, 9meters wide and 5 meters high. The dimensions of the part of the boulder hidden in the ground are unknown, but according to popular beliefs, they exceed the dimensions of the visible part of the stone.

      The boulder is a natural monument of scientific and historical significance, and is also a place for folk festivals and festivities. This is a specially protected natural area of ​​regional significance.

      We visited the stone at the beginning of May.

      Getting there

      The path to the boulder is divided into two parts, the first of which is quite simple. If you drive from Veliky Novgorod, then along the Pskov highway you need to get to Shimsk, turn left, cross the bridge over the Shelon, and then, almost immediately after the bridge, turn right to Volot. The road is good here, so there are no problems. Before reaching Volot, focusing on the brown signs for tourists, in the village of Ustitsy turn off the paved road to the left. By the way, in the navigator you should enter the village of Kamen in order to correctly build the route. This journey takes about an hour. nine0003

      Then a dirt road begins, along which you can easily get only to the village of Goritsy, that is, 4 kilometers. If you are not a master of off-road driving, then in Goritsy near the bus stop at the next brown sign-pointer to the boulder, I recommend leaving the car and continuing on foot.

      Another 3.5 kilometers of liquid clay road ahead. If you decide to continue driving, be prepared to get stuck or fly into a ditch.

      We walked along the clay road, soiling our shoes, but then we managed to wash them in the swamp, however, getting our feet wet along the way. The fact is that, having walked 3.5 kilometers to the village of Kamen, we see a new signpost to the boulder. There are still 700 meters ahead.

      Interestingly, the boulder is not visible from afar. After all, it lies in the hollow of the Shelepsky stream, which is a tributary of the Psizha River, which flows into the Ilmen near Retlyo and the Ilmensky Clint. The boulder will be visible at the last moment when you get very close to it.

      Boulder near the village Kamen

      In order to preserve a uniquely large typical boulder of glacial origin for use in scientific and educational purposes, as well as in order to preserve a valuable recreational object, a natural monument was created at the end of 2001. A granite boulder with a vegetation cover (lithophytes-lichens and mosses) is subject to protection.

      At the beginning of 2014, by a decree of the government of the Novgorod Region, the boulder was declared a natural monument of regional importance, and the territory adjacent to it received the status of a specially protected natural area. The stone got a passport, which states that the glacier brought the stone in the Quaternary period, and the crystalline rock of the boulder belongs to the rapakivi (pyterlite) granite group. nine0003

      The perimeter of the stone is more than 38 meters. The stone has an even, polished, rectangular shape: the northern side is the highest and almost straight, the southern side is rounded, the upper surface of the boulder is flat, smoothed, gently rising from south to north.

      The boulder belongs to cult stones, objects of pagan worship and has historical and cultural significance. The monument of nature is an attractive object of tourism. The territory of the monument is used as a place for mass recreation and celebrations. For example, on the night of July 6-7, festivities are held near the boulder on Ivan Kupala. nine0003
