The mission of the Early Stars program is to increase the quality of child care in Fresno County. Early Stars uses an easy-to-understand star rating system. The emergence of family conferences can be seen in the light of several international trends in the 1980s and 90s in social policy and social work in general, and in child welfare in particular.
The first trend is to increase attention to the problems of children who are subjected to violence in the family and by adults who do not fulfill parental responsibilities. The second is a growing realization that the interventions available for disadvantaged children often fall short of expectations and sometimes even make things worse for some children. The third trend is the understanding that it is very important for children and their parents to participate in making decisions concerning them by state bodies that affect their lives. nine0005
In addition to general social trends, the historical emergence of Family Conferences was influenced by the specific political and cultural situation in the 1980s in New Zealand. New Zealand’s indigenous Maori have criticized administrative structures that the government’s approach to solving social problems using European methods (i.e., an expert approach to conflict resolution) does not fit the traditional Maori way of resolving conflicts. In the Maori community, caring for and raising children is the responsibility of the entire family: family members, friends and other significant people in a child’s life. New Zealand passed a new law at 1989: Law on children, adolescents and their families. Under this law, Family Group Conferences (FCCs) were made mandatory in most child welfare cases and in cases involving serious juvenile crimes. Currently, SGCs are used in many countries, but in different versions and with different levels of their implementation.
The general idea behind Family Group Conferences is to include family gatherings in decision-making about the life of a child or adolescent who is facing difficult situations. nine0005
Relatives should be given more freedom to interact with the family and more responsibility to help the family find the right solutions to problems, which is usually not the case when child welfare centers are in charge of the decision-making process. The idea of this process is to understand that the family has more resources available than we think to ensure the protection of the child and his health, his social well-being, prosperity and development in the short and long term. In other words, only the FGC can trigger the use of family resources and assistance from within the family itself. nine0005
Different countries have their own organizations that implement the Family Conference method, and sometimes there are several within one country. Some of these organizations are united in associations that conduct monitoring and research on practice, but in general, the data in the world is scattered. Various versions of the methods before 2003-2004 were tested and implemented in at least 17 countries on all continents: Europe (9 countries), North America (2 countries), South America (1 country), Africa (1 country) and Asia ( 2), Oceania (2 countries). At 19The 1990s saw a slight increase in the number of new organizations using Family Conferences, and from 1998 to 2003, the practice of Family Group Conferences experienced a boom in programs around the world. According to the European Family Conference Network, by 2014, 22 out of 35 European countries had Family Conference programs. The method has been implemented in such countries as Belgium, Bulgaria, Bosnia and Herzegovina, Denmark, Finland, France, Ireland, Israel, Spain, Italy, the Netherlands, Norway, Northern Ireland, Russia, Poland, Serbia, Slovakia, Great Britain, Sweden, Germany, Hungary, Austria and 30 other countries around the world. Family conferences are legal in several countries: New Zealand, Ireland, Canada, parts of Australia, and the United States. nine0005
However, despite being relatively widespread, in most cases Family Conferences are used as an exception rather than as a common practice in the public sector. For example, US survey data from 2009 shows that family conferences are used only 10% of the time. A 2007 UK study found similar data.
A review of world practice shows that there is no universal method or model for conducting FGC in the world. Different countries use different methods, which have evolved into many variants with local adaptations. The biggest difference exists between the New Zealand models and the entrenched “Family Group Decisions” or “Family Team Meeting” (FSC) model in Europe. The WSC differs from the FGC in particular in that the mediator/coordinator is present throughout the entire meeting, i.e. there is no “personal discussion in the family” stage. The WSC meeting begins with a discussion of what resources may exist in the group and all participants are invited to present some of the positive aspects and resources for conflict resolution that exist in the family. nine0005
Another factor that has influenced the development of the FCS is restorative justice. The Restorative Justice Conference resembles a Family Group Conference that brings together the parties involved in a conflict (perpetrator, victim, community representatives) to create a “restorative process” and an agreement that can be accepted by all parties. Also, some restorative justice programs have begun to include elements of Family Group Conferences. Restorative Justice conferences are held in New Zealand, the United States, Ireland and other countries. nine0005
Here is a brief summary of some studies of the practice of Family Conferences conducted in different countries.
Canada, 1990 .
One of the first studies published internationally to investigate whether Family Group Conference (FGC) can reduce or stop violence against children or adult family members. FQS conducted for 91 children under 18 years of age were considered, with a total of 472 participants considered, of which the majority were extended family members. A checklist of 31 possible indicators of violence against children or adults was compiled for the study. The same procedure was carried out in 31 families that did not participate in family group conferences (comparison group). The results of the checklists, completed one year after the conference, showed that for the families participating in the Conferences, the number of abuses and violence was reduced by an average of half, while the same rates for families in the comparison group increased significantly. This is one of the first studies to prove the effectiveness of Family Conferences. nine0005
Norway, 2006.
Information was collected on 111 conferences attended by 170 children. One year after the end of the conferences, 68 children from 44 conferences were included in the study. The comparison group included 68 cases with children, as well as children from the same departments who were not included in the SGC procedures (control group). Most of the families participating in the FGC were found to have been cooperating with child welfare services for a long time, and for very few the conflict flared up again. There were positive changes in the control group, but this change was significantly less than in the group undergoing GCS. nine0005
This study shows improved communication and understanding between families and social service professionals as a result of family conferences. We believe that this is possible with the included participation of both families and professionals.
California, USA 2008.
The study evaluated two different Family Conference models with different target groups. The Fresno County model consisted of 164 children under the age of 18 living at home who were assessed as moderate to high risk of reoffending and marital distress. There were 103 minors in the family conference group and 61 children in the control group. The Fresno model combined both “Family Team Meetings” (included a session to identify family strengths during the first part of the meeting) and “private family time” from the original Family Group Conference model. nine0005
The Riverside County model consisted of 163 children under the age of 12 who were placed in foster care and who were at risk of being transferred elsewhere; 105 children participating in family conferences and 58 children in the control group. Riverside County used the same dual model, which included a family resources session and a planning meeting, but the exit plan for their situation was prepared by all participants together (without their own family time). That is, an attempt was made to combine the classical model of the SGC with modern forms of teamwork (because in any case the participants were not blood relatives). nine0005
In general, compared with the control groups, the groups with conducted Family Conferences (including in the dual model) were more successful, but the difference was not significant. The authors of the study settled on the question of whether the family conference should be expected to have any long-term consequences? Perhaps such Family Conferences should be seen as the beginning of a process aimed at improving cooperation between the family and the community, as well as better interaction in the family? As a result, the researchers emphasized that even if the Family Conference does not show positive effects, it certainly does not have any negative effects. nine0005
USA, 2010.
The study involved 1598 African American and 2240 Caucasian children. The main finding of the study was that there were no important differences between Caucasian and African American children who participated in family conferences.
We have mentioned this study to highlight the similarity of results across cultures. Of course, in Russia it is necessary to conduct our own research on the practice of Family Conferences, taking into account Russian conditions and culture, which will show their features, but the general trends, we believe, will be similar. nine0005
Resume
- The Family Conference model is evolving. It makes no sense to try to directly transfer community practice to urban conditions; it is necessary to build models of work in the conditions of modern society and taking into account psychology, law, sociology, pedagogy and other areas of knowledge. But while transferring and transforming, it is important to preserve the principles and values embedded in the very idea of community forms of conflict resolution.
- It is important to continue studying world experience, but not to copy samples, but at least not to repeat the mistakes on the path already traveled, as well as to use elements that have proven their effectiveness in developing our own practice in Russia. The development of the Russian model of family conferences can be an important contribution to the global movement for restorative justice. nine0066
- The practice of Family Conferences is in development, so it is important to conduct research that will help to abandon the wrong premises, find new ones and more accurately record the results to understand the most effective forms of work.
