Soon 2B3 Program Children 2 ½ – 3 years old have their first positive experiences in a preschool classroom and become comfortable separating from parents for a regular period of time. Development of social skills, large and small motor skills, and basic curriculum concepts are a part of your childs day. Diapers and pull-ups are acceptable to begin with, but children should be on his or her way to taking care of their own toileting needs. This class runs 2 days per week.

4 Year Old Program In this program, 4 year olds strengthen relationships with friends and teachers and begin to understand responsibility as they become more self-sufficient. Opening of a branch of classes for children of migrants in Strogino
On March 3, 2019, charity classes started at the new branch of the Near Home Help Center. Pay Cuts: Working for Less — When It’s OK to Take a Pay Cut
Salaries, like the stock market, are taking a beating in the current economy, and that has people puzzling over changes in pay. Workers who’ve been laid off worry their salary history will eliminate them from job opportunities in this new budget-conscious business environment. Those who still have their jobs are sometimes asked to take a cut in salary, with or without a cut in responsibility.
As the economy changes, so do the rules about salary. “In the boom times, taking a pay cut was looked at askance—that you did something wrong in terms of career development,” says Michael Zwell, PhD, CEO of organizational development consultancy Zwell International in Glenview, Illinois, and author of Six-Figure Salary Negotiation: Industry Insiders Get You the Money You Deserve. “Now, you have a strong case to make if your company made significant cutbacks and you took a job that, given the market, was the best available job to support your family. ”
Recruiters agree. “Given the economic climate and white-collar and blue-collar job loss, it’s going to become more acceptable for people to take pay cuts and it won’t have the negative stigma that it would if we were in a growth period of the economy,” says Brendan Courtney, senior vice president for recruiter The Mergis Group in Fort Lauderdale.
Sometimes taking a salary cut is definitely the right career move. Here are five situations where that is the case.
1. You just need work
If you’re out of work and you need money to pay the bills, it’s better to take a lower-paying job than to have no job at all. “There are fewer jobs out there and you may not only have to take less money, you may end up having to take less job,” Courtney says.
2. You move into a new industry
When a job change forces you to take your expertise to a new industry, you may have to accept a lower salary. The same applies when you take your industry knowledge to a different company area.
For example, if you sold software to human resources departments and you take a new position selling software to medical offices, you’ll lose your industry expertise but keep your functional expertise. If you move from sales to operations, you’ll lose functional expertise, but keep your industry expertise.
3. You change careers
Some laid-off workers will find their next job in a completely new field. “If you do that, you’re going to have to take a pay cut because you typically aren’t worth as much in your new career path as you were in your old career,” Courtney says.
4. The new job makes you happy
Having a job that satisfies you is far more important than how much you earn, says Maggie Romance, director of organizational development for Pima Community College in Tucson. She found happiness by trading a six-figure job putting out HR fires for a hospitality corporation for her current, lower-paying position doing staff professional development. “If you find the right match, the money doesn’t matter as much,” she says. “It’s about the happiness.”
5. To keep your current job
Forced to choose between taking a pay cut or losing your job? Take the pay cut and start a job search. Employers typically prefer hiring someone who’s employed to someone who’s not.
Perform well despite your lower pay, and you’ll build a case that supports giving you a raise when the economy recovers. “It may take two jobs and a recovered economy to get all the way back to that higher salary, but you can at least make a significant leap toward it if you perform outstandingly,” Zwell says.
Moving on
Once you’ve agreed to work for a lower salary, issues will arise. If you have to do the same job for less, your first challenge may be emotional. Accepting a lower salary can be difficult if you hang your self-worth on the size of your paycheck.
Instead of thinking about salary as a measure of your worth, think of it as what the market is willing to pay for your skills, knowledge and experience at this point in time, Zwell recommends.
And remember that time heals at least some paycheck wounds. “In prior recessions, there are a couple years where salaries become depressed, then they get back up to the norm within a year or two after the recession ends,” Courtney says. “While you may not make up the whole gap between what you were making and what you are now making, you will end up closer to where you were than where you are now.”
Should you take a salary lower than expected for your first job?
Sorry to break it to you, but you may have to take a pay cut for your first job.
Research by PricewaterhouseCoopers found 72% of millennials say they’ve made compromises to enter the workforce, with one-third taking a salary lower than what they expected. Unless your degree and skills are in extremely high demand, you may find yourself among the underpaid.
Even small docks in pay can sting in the long term, says Seattle-based job interview coach Lewis Lin. “The difference between a $40,000 and $45,000 salary might seem inconsequential, but it can substantially impact what you make over the course of your career,” says Lin, author of Five Minutes to a Higher Salary: Over 60 Brilliant Salary Negotiation Scripts for Getting More.
But there are some cases where it makes sense to start out making less. Ask yourself these questions to determine whether taking a lower-paying first job is the right move for you.
“What’s my bottom line?”
Take a close look at your finances. Calculate your monthly expenses to determine what’s the lowest possible salary you can earn and still be able to support yourself so you don’t waste time applying to jobs that aren’t financially feasible.
“What am I truly worth?”
Robin Pinkley, co-author of Get Paid What You’re Worth: The Expert Negotiators’ Guide to Salary and Compensation, says many people—millennials in particular—falsely estimate their market value. Get a realistic idea of what you should be earning by taking the average of what calculators on Salary.com, PayScale.com, and SalaryExpert.com say you’re worth.
Additionally, get first-person insight on what your starting salary should be, says Los Angeles-based millennial career coach Crystal Marsh. “Talk to someone who has taken the career path you’re hoping to take,” says Marsh. Lin recommends reaching out to headhunters in your industry since they have firsthand knowledge of what employers are offering.
“Will the location lower my living expenses?”
It may make sense geographically to take a lower-paying job if you’re moving to an area where the cost of living is cheaper. “A job in Alabama isn’t going to pay as much as one in New York City, but it’s all relative,” says Beth Carroll of the Society for Human Resource Management.
“Am I in a position to negotiate?”
The short answer: Absolutely. And, as long as you negotiate professionally, there should be no harm in asking for more money. “Employers aren’t going to rescind the offer if you’re reasonable with your request,” says Carroll, so be realistic. “If you walk in asking for $65,000, and the job posting says the range caps at $55,000, that can be off-putting to a hiring manager. ”
A good indicator that there’s more money in the budget is if the advertised salary range is higher than what you’re being offered. Granted, you’ll still need to be an effective negotiator if you want the hiring manager to bump up the offer. The wrong move: Focusing on your personal financial needs. “Don’t say, ‘I can’t live on that size salary,’” advises Carroll. “It’s not the hiring manager’s job to manage your personal budget.”
“Is salary most important to me?”
Evaluate your priorities before you start job searching. Recent research by Ernst & Young found that millennials are the most likely generation to say they would take a pay cut to have work flexibility. Thus, determine what matters most to you. If working from home is what makes you happy, you may need to take a slightly lower-paying job that offers telecommuting options, says Lin.
“Will this company open the door to earning more later?”
Some companies carry more clout than others. Depending on your industry, starting at a big-name employer that pays less could make your resume stand out when seeking future job opportunities. “Contrary to common belief, many larger firms can get away with paying below market value because they have a well-respected brand name,” says Carroll.
“Am I just in it for the job title?”
Choosing to start your career at a smaller firm—one that pays less—simply because you get a fancy job title won’t don’t you any favors. “If you’re a 21-year-old vice president of sales, recruiters are going to see through that,” says Lin. Focus on what matters most: Developing the skills and expertise that will increase your market value to future employers.
“What else is on the table?”
No wiggle room in the salary department? Ask for other financial perks, such as a signing bonus, reimbursement for relocation expenses, or transportation stipend; in those areas, there’s often more room for flexibility, says Lin.

Looking for a Teen Babysitter? Looking to be a Teen Babysitter? CYS offers training following the 4-H babysitter curriculum in becoming a certified Teen Babysitter. Teen military family members in grades 7 and up who wish to to expand and market themselves for babysitting jobs can be placed on the babysitter’s referral list with parent permission.
Military parents needing babysitters must complete a request form located at Parent Central Services. Once parents complete the required form, they will receive a list of babysitter information based on specified requirements (location, availability, etc). After receiving a list of babysitters, parents can make arrangements directly with the babysitter. All arrangements and fees for care are between the parent and babysitter.
CYS offers Babysitting Referral Services for registered families. Babysitters on the referral list are 13 years or older, have certification in First Aid and CPR, and are trained in:

CYS will provide quality child care providers to watch children ages 6 weeks through 12 years on site. Your unit pays for this service through Parent Central Services. Volunteer Child Care in a Unit Setting (VCCUS) – CYS can help units to train volunteers to provide child care for unit functions
Volunteer Child Care in Unit Settings (VCCUS) VCCUS is a volunteer-based childcare program that allows for on-site care during meetings and events organized by military units, Army Community Service (ACS) groups or Family and Morale, Welfare and Recreation. Through VCCUS, Parent & Outreach Services will provide training to volunteers from the military unit or organization. The program is designed to allow the exchange of free and temporary childcare services during unit sessions when the demand is high or when child development center services are not available. Parents and guardians of children in VCCUS must be attending the same function and must remain at the site while their child is under volunteer care.

How to send a child to kindergarten in Tallinn

Parents whose children will go to the capital’s kindergartens this year are already starting to receive letters from the Tallinn Education Department. How long does it take for a confirmation response? Will it be difficult for a child to get into the garden in connection with the arrival of military refugees from Ukraine? The Tallinn Department of Education commented that this year the selection of groups will be the same as before.
“Kindergarten groups are completed between May 1 and August 15. However, if there are places available, children are admitted to the kindergarten throughout the year,” says Pirgit Pedaya, spokesman for the Tallinn Education Department. – “The availability of places is reflected here. But please note that the information will appear there starting from September 2, when the collection of statistics on the completion of groups will be completed. An offer for enrollment in kindergarten can be received by parents during the entire recruitment period, that is, up to 15 August”.
Now there are 125 municipal kindergartens in the capital. Children from one and a half to seven years of age are admitted to Tallinn municipal institutions if the city of Tallinn is indicated as the place of residence of the child and his parents in the Estonian Population Register.
Will the child go to kindergarten?
Many parents express concern that with a large number of refugees from Ukraine, it will be more difficult to get into kindergarten. The Tallinn Department of Education comments that the availability of education for our residents has not decreased due to the arrival of military refugees from Ukraine. “All parents who have enrolled their children in the queue for a place in kindergarten will be provided with these places,” Pirgit Pedaya notes. “Children of military refugees from Ukraine are offered free places – that is, if there is a free place in the group and there are no applicants for it from among those on the waiting list of the corresponding age.”
The department also says that during the group recruitment period, families are offered places vacated after children who have moved on to the next level of education – to school. Children who go to school this year have the right to attend kindergarten until 31 August.
If parents don’t get a response, what should I do?
The department replied that after August 15, the availability of places in kindergartens is clarified. All parents who do not receive an invitation to kindergarten during this period will be sent a link with information about free places in other kindergartens.
What if the parent wants to send the child to another kindergarten?
If parents wish to choose another kindergarten, they can check the list of available places in other kindergartens or contact the director of the desired kindergarten. Information about available places will appear on the website of the Tallinn Education Department after 2 September.
Is it possible to choose a garden not near the house?
When choosing a kindergarten in the department, it is recommended to take into account the location of the kindergarten, as well as the methods of education and training used in it and the working language. This means that residents can choose for their child any kindergarten that has free places.
Can a child who lives outside the capital be sent to the Tallinn Kindergarten?
In accordance with the decree of the Tallinn City Government, children living outside the administrative territory of the city of Tallinn are admitted to the children’s institution, subject to availability, on the basis of agreement concluded between the rural municipality or city government of the child’s place of residence and the Ministry of Education.

An unknown person reported about the mining of a kindergarten in the Central District of Tolyatti . We are talking about the preschool institution “Filippok” on Mira Street. According to eyewitnesses, the children were quickly taken out, rescuers were on duty nearby, who provided a roomy bus as a heating point.
The sappers walked around the kindergarten, and soon the results of the check were made public.
— At 12:48 on February 10, the inspection of the kindergarten building was completed. There is no threat. Information about a possible mining operation was not confirmed, the Togliatti administration reported.

DUTIES AND RESPONSIBILITIES:
May include
but are not limited to the following:
Responsible for the Care, Health, Safety, and Supervision of clients, this is the number one priority
Shifts on floor of 6 to 8 hours daily.
Must have a willingness to move programs as directed by supervisor as needed and/or without notice.
In charge of keeping facility in compliance.
Responsible for maintaining a clean, safe, stimulating living environment. Perform normal household cleaning, including vacuuming, sweeping, mopping, dusting, scrubbing, washing dishes, laundry and keeping closets/drawers organized and neat.
Assist residents with all household chores. Maintain the house neat and clean at all times. Responsible for the overall cleanliness of the home.
Monitor or provide assistance and/or instruction to individual with dressing, grooming, bathing, toileting, eating and sleeping habits as needed.
Assist with wheelchair use, including pushing, folding/unfolding, and loading into autos.
Support Supervisors in creating menus, shopping, and safe food storage for client.
Prepare, provide instruction and/or assist in preparing nutritious meal that reflect individual preferences.
Will follow the direction of the Supervisor to implement the program plan.
Review documentation and discuss items with staff.
Will assist in keeping accurate data on the residents’ progress towards their individual goals.
Engage the residents on all tasks, training and community integration activities.
Report all incidents and occurrences to Supervisor including all incidents of possible abuse or neglect.
Report to Supervisor any resident’s needs that implies to be requested to the agencies.
Will always present yourself appropriately, and as a role model for clients and other Direct Care Staff at home and in the community. Follow dress code.
Will attend any meeting and training per Supervisor request.
Will dispense or supervise dispensing of medication to clients.
Support Supervisors by coordinating staff for medical appointments and activities.
Assist Supervisors in the creation of the Activity Calendar with the staff and clients’ input.
Follow activities scheduled, keep residents active and always give them a choice.
Provide transportation to clients.
Follow established formal behavior support plans and guidelines for positive behavior support programs as outlined.
Assist in developing positive behavior supports by providing feedback about clients’ preferences.
Support client’s participation in cultural, recreational, and educational activities both at home and in the community.
Follow established emergency plan and procedures.
Will document all occurrences and observations on their proper forms every shift.
Provides leadership by displaying positive conduct and demonstrates initiative to enhance program.
Resolves routine problems that arise and contact Supervisor if serious problems arise (behavioral crisis, medical crisis, etc.)
Ensures proper maintenance and care of existing supplies, furnishings and equipment.
Receive receipts and documents for client finances.

Social-Emotional Development is the ability to interact, self-soothe, associate and actively engage with others.
Speech/Language Development–
Speech and language development is the ability to understand and use language.
Physical Development–
Fine Motor Development is the ability to use smaller muscles, like hands and fingers.
Gross Motor Development is the ability to use large muscles, including a wide range of leg and arm motions, sitting up, pulling up, etc.
All domains of child development and learning are connected! We will take a look at each domain up close, how they are naturally expressed through behaviors and how caretakers can encourage these behaviors with specific feedback. This series, created and written by Lauren Olivas, a CSUSB Masters in Child Development student, will look at stages within the first three years. Stay tuned as we cover skills to watch for and how to identify opportunities to engage.
We’ll begin with cognitive development in early childhood, which again is the ability to learn, think, and problem solve. How do these skills begin to present themselves in infants and toddlers and what activities and opportunities can we create to support them?
Cognitive Development for Infants and Babies
At 2-months-old, learning and problem-solving skills are being developed. There are a wide range of cognitive development milestones babies should be working on in the early years of their lives. These include:
Paying attention to faces
Following objects with their eyes
Recognizing people at a distance
Putting things in their mouth
Passing toys from one hand to another
Looking for things to hide and engaging in a peek-a-boo
Responding to affection and recognizing familiar people from a distance
Cognitive Development Activities for Babies:
Talk, read, sing and play together every day-feeding, dressing, and bath times are great for this.
Look at pictures and picture books together.
Hold a toy or rattle above their head and encourage them to reach for it.
Pay attention to their differing cries to learn what your baby wants.
Play peek-a-boo.
Play hide and seek with toys and age appropriate objects.
Allow your baby to safely reach for toys, kick their feet and explore their surroundings.
Point to and talk about your surroundings.
When your baby drops something on the floor, pick it up and give it back to them to explore cause and effect.
Establish routines and maintain them consistently.
Describe the behaviors you want instead of those you don’t. For example, tell baby, “feet on the floor” instead of “do not climb.”
Cognitive Development in Toddlers
Once your baby transitions to toddlerhood (after one year of age), they should be able to engage in more complex problem-solving and cognitive tasks such as:
Scribbling on their own
Participating in caregiving activities for a doll or a stuffed animal
Engaging in simple pretend play
Naming items in a picture book (“dog” or “baby”)
Finding objects hidden under multiple layers
Completing sentences or rhymes in familiar books
Cognitive Development Activities for Toddlers:
Talk to your child about your daily routines and what you’re doing.
Work on puzzles together.
Encourage your child to help with simple household chores.
Ask lots of simple questions.
Praise and encourage behaviors you want more of rather than scolding or punishing for the behaviors that you do not.
Play with blocks and sort shapes.
Practice identification, ask your child to name parts of their body or what they see out the car window.
Encourage pretend play.
Play hide and seek with objects around your home.

Everyday play is vital to cognitive development in toddlers as well as their social, emotional, and physical well-being. Science suggests that children, especially toddlers, learn best through play.Specifically, their natural playful behavior seems to affect their ability to learn, especially when the activity interests them.
In fact, play is a valuable method of learning for toddlers.So, let’s look at play and cognitive development in early childhood.
What Is Cognitive Development?
Cognitive development in children focuses on the advancement of processing information pertaining to perceptual skills, language abilities, attention, memory, decision-making, and learning.
As a core component of cognitive development in toddlers, brain development requires a lot of exploring, thinking, and figuring out how things work as they relate to their environment.
Toddlers sing songs, plays with blocks, and listen to their parents talk or read; those interactions increase their cognitive skills.
What Are Cognitive Skills?
In early childhood, your toddler’s ability to learn is rapidly developing. Accordingly, cognitive abilities or skills are the tools and behaviors your toddler’s brain uses to process information, both incoming and outgoing. Additionally, cognitive development skills include progressive skill-building and determine how your toddler learns.
Cognitive skills in toddlers enable them to take in information and store it in the brain until it is needed. Later, when required, their cognitive abilities help retrieve and use the information to focus, think, read, analyze, evaluate, make comparisons, problem-solve, and grasp cause and effect.
How To Support Cognitive Play And Development
As a parent, your support and ability to foster cognitive development is vital. The first thing to remember is to create an environment and attitude that gives toddlers choices. Secondly, encourage their problem-solving and decision-making by allowing them time to figure things out.
Gently guide and support them to try different solutions, for example, “Is there another spot the puzzle piece might fit?” Or “What about turning the puzzle piece in a different direction?” Most important, be patient and let them solve the problem. Then celebrate their successes to further support trying new things.
Spending quality time engaging and playing with your toddler is critical to their development. Furthermore, this time builds your relationship and sends a powerful message, “That You Matter To Me!” Positive relationships lay the groundwork for your toddler’s cognitive development, but none are as essential as the loving one you have with your child.
Children who feel confident and important are free to explore and learn. They learn about the world, discover who they are and how they fit into it all.
So, engage with your child, whether playing with blocks, doing puzzles, creating with arts and crafts, reading, or immersed in outside activities; most importantly, let them lead the play!
Cognitive Activities For Cognitive Development In Toddlers
Add fun items to bath time for pouring, scooping, and measuring. Experiment to see if things float or sink.
Develop their social skills by inviting your toddler to play with other children.
Answer your toddlers, “Why?” questions. Find the answers together whenever possible.
Assemble puzzles, encourage trial and error to fit the pieces together.
Create an art box with paper, crayons, paint, colored chalk, fabric scraps, and other materials. Then let them create, using their imagination and creativity.
Build and expand on your toddler’s interests. For instance, if they have a love for sea animals. Plan a trip to the aquarium to further their learning.
Encourage and participate in imaginative play together.
Expose your child to cognitive development toys, games, and activities such as wooden blocks for toddlers.
Play simple games like “Simon Says” or “Follow The Leader.”
Invite exploratory play by encouraging them to discover through their senses.
Provide materials such as colored pegs, building blocks for toddlers, or shapes for matching, sorting, and counting games.
Enjoy outside activities at a park or in your backyard. Support exploration with a nature walk.
Model and teach appropriate ways to show emotions like anger and frustration.
Read books daily. Ask them to name items in the book or fill in the blanks. For instance, stop reading one of their favorite books and ask your toddler, “What happens next?”
Engage in language activities, such as storytelling.
Recite classic rhyming songs like “Row, Row, Row Your Boat.”
Sing silly or action songs such as “I’m A Little Teapot” Or “Head And Shoulders.”
Talk, have conversations about what you are doing and where you are going. For example, “We are going to get dressed after breakfast.” “After we get dressed, we are going to the park.”
Teach your toddler finger-play songs like “Itsy Bitsy Spider.”

Block Play And Toddler Cognitive Development
Your block center is the ideal place for cognitive development in play. Block activities foster exploring, thinking, and problem-solving. Whether your toddler is sorting, stacking, or designing the next Eiffel Tower, they are building their cognitive skills.
The benefits of building with blocks are numerous; in addition to developing your toddler’s cognitive abilities, playing with blocks increases skills in the following areas, social-emotional, language, creativity, physical, and motor. The more your toddler builds, the more cognitive growth occurs.
Building with blocks is easy to include in your daily routines. When you engage in block play with your toddler, it supports exploring and discovering new concepts.
Cognitive Development Examples In Block Play:
Block play provides the opportunities to understand one to one correspondence.
Blocks allow toddlers to understand 1 block versus 2 blocks.
Building with blocks brings understanding to taller, shorter, longer, same, different, heavier, and more.
Experimentingwith cause and effect, your toddler discovers how a block reacts when added to the top of another one. Why did the tower come crashing down?
Physical interaction with the blocks reinforces what it means to “add” blocks to make the tower taller or “subtract” blocks so the roads are the same length.
Through trial and error, your toddler begins to understand how to balance the blocks and defeat gravity.

Cognitive Development In Toddlers
Studies show, and many experts agree that free play is crucial for your toddler’s brain development! And what do toddlers love to do? They love to play and explore! At play, they are thinking, learning, experimenting, exploring, and problem-solving all the time. Consequently, your toddler wants to test and try everything. Even if things do not seem appropriate for their age. Bound only by their abilities, they are determined to discover how everything works.
At this stage, toddlers are rapidly building independence, confidence, and self-expression, which can often be difficult for parents. We’re sure you have heard of the “terrible twos.” Maybe you are experiencing them right now!
Your 2-year old not only understands approximately 100-150 words but also grows their vocabulary by 10 new words a day. They know the words and concepts of “thank you” and “please.” Toddlers are starting to grasp their emotions and better understand fear, anger, and love. Their behavior is more appropriate, and they comprehend discipline and inappropriate behavior.
Pretend play becomes a focus of your toddler’s daily activities. They enjoy creating imaginative scenarios and playing with other children. Through play, your child can act out everyday activities like shopping, cooking, and cleaning, helping them better understand their surroundings.

Cognitive Development Milestones
Cognitive skills such as following directions, engaging in imaginative play, and sorting shapes are part of toddler cognitive development. Furthermore, these tasks or behaviors that most children complete by a certain age are referred to as developmental milestones. These achievements or milestones are usually divided into five major domains: physical growth, social-emotional development, motor development, and cognitive and language development.
During this tremendous growth stage, your toddler’s physical, social-emotional, motor development (both fine and gross), cognitive development and language will grow leaps and bounds. It can be an exciting time to watch them experience the world and their surroundings.
Toddler Cognitive Development Milestones (Learning, Thinking, Reasoning, Problem -Solving)
We will be looking specifically at the cognitive milestones for toddlers. Typically children progress through developmental milestones in sequence. Therefore, by the age of three, they will know or complete most of the below tasks.
However, all children develop at their own pace, so use these for informational guidelines only. Please contact your pediatrician if you have any concerns about your toddler’s development.

Begins to sort or match some colors, pictures, or shapes.

Knows full name, gender, and age.
Labels body parts.
Likes looking at books, listening to stories, and storytelling. May make appropriate comments, complete the rhymes or sentences in familiar books.
Loves repetition, be prepared to read the same book or sing the same song repeatedly.
Names at least one color and possibly more.
Names items in a picture book.
Recalls parts of a story or past experiences.
Recognizes familiar objects and can match them with their use.
Starts to understand time like the future (tomorrow or soon.)
Understands “same” and “different.”
Understands counting and can count 2-3 objects.
A relationship with a loving, caring, and trusting adult is an essential component of cognitive development in toddlers. The time you spend together playing sends an important message, “You are important to me, and you are loved!” So grab a set of wooden toy blocks and enjoy some quality block play!

Cognitive science is one of the fastest growing segments of modern interdisciplinary research devoted to the study of the functions of consciousness and the mechanisms of the brain that implement these functions. One of the most important results of the development of cognitive science in recent years has been the emergence of a number of new disciplines (cognitive ergonomics and neuroergonomics, neuroeconomics, neuromarketing) and a whole class of technological applications in medicine and related fields of science. In our country, these works are carried out within the framework of the Interregional Association for Cognitive Research (MAKI) and on the basis of the National Research Center “Kurchatov Institute”. The authors of this article are employees of the National Research Center “Kurchatov Institute”, heads of the MAKI: Corresponding Member of the Russian Academy of Sciences B.M. Velichkovsky – founder and first President of MAKI (2006–2010) and V.L. Ushakov is the current President since 2018.
The article provides an overview of current neurocognitive research that combines fundamental questions with practical applications. The results of the ongoing work at the National Research Center “Kurchatov Institute” aimed at creating new types of human-machine interfaces, which are designed to replace in the near future the traditional graphical user interfaces created at an early stage of cognitive science, are described. These works are largely related to the study of the features of visual attention and voluntary oculomotor behavior in humans. Methods and results of studying the macroscale mechanisms of the brain are presented. Modern methods, such as ultrafast functional magnetic resonance imaging and dynamic causal modeling, allow in a completely non-invasive mode to restore the picture of cause-and-effect interactions of human brain structures when solving various problems and in the state of waking rest, basic for human consciousness. With the help of these methods, it was possible for the first time to study the interactions of brain mechanisms related to different evolutionary levels of its organization, namely, the most ancient, ancient, new and recent cortex. An example of the former is the hippocampus, and the latter is the frontopolar regions of the frontal lobes. As a result, new data on the asymmetry of the human brain in normal and pathological conditions were obtained, indicating the importance of interhemispheric asymmetry with the right hemisphere dominance of effective (causal) connections at rest with the normal functioning of the brain and human consciousness. The authors emphasize that the features of the macroscale organization can and should be correlated with the molecular mechanisms of the corresponding neural networks of the human brain.
The results of studying the features of the expression of protein-coding genes in the frontopolar regions of the frontal cortex are presented. These studies also revealed right-sided dominance, but this time in terms of the number of genes expressed, which were found to be associated with schizophrenia risk. However, no association was found with major neurodegenerative diseases.
The diagnosis of consciousness has always played a crucial role in medicine. To this day, communicative contact with the patient remains the main test of the preservation of consciousness. At the same time, the importance of objective methods is growing. Arguments are given that indicate that the modeling of consciousness and the corresponding implementation are the most important condition for the further development of work in the field of cognitive technologies and machine “intelligence”.

The basis of the cognitive development of children with severe multiple developmental disorders is the kinetic and kinesthetic development of the child
First, let’s understand what is meant by the term “cognitive development”. Cognitive development (from the English. Cognitive development) – the formation of all aspects of thought processes, such as: memory, perception, problem solving, concept formation, logic and imagination. The doctrine of cognitive development was developed by the Swiss philosopher and psychologist Jean Piaget. His epistemological doctrine determined the diversity of basic concepts in the field of developmental psychology, and also explores the level of intelligence, which, according to Piaget, means the ability to more accurately reflect the external environment and implement regular operations on the types of concepts formed in cooperation with the external environment. The doctrine interprets the origin and structure of schemas—schemes for perceiving the universe—during the “developmental stage,” a time when babies are learning the latest techniques for understanding information in the brain. The doctrine is “constructivist”, the idea being that, unlike nativist doctrines (which describe cognitive change as a gradual acquisition of knowledge through skill), it argues that we individually construct our cognitive capabilities through our activities in the world around us.
Studying the work of the human brain structure, physiologists discovered the following fact: for the cognitive development of babies, bright information is required, that is, such information that comes from the sense organs together with movement and personal-emotional experiences.
The ingenious Russian physiologist IP Pavlov, the developer of the science of the highest nervous activity, believed that every idea ends with a movement. He explained this by the fact that as a result of movement during mental work, neural networks are created that allow one to assimilate new knowledge. During this process, special substances are released that contribute to a change in the nervous network.
Another scientist, a doctor of neurophysiological sciences and a professional in the field of education, K. Hannaford, wrote in the book “Movement Wise”: “The wrong notion that the mind and body are separate manifestations is seriously rooted in our society and, therefore, movements are not connected at all. with the intellect … This is due to the philistine view of the body: bodily functions, feelings and impressions that accompany life are considered more low, less human than the intellect … As if the significance of the body should be in order to “transfer” the brain from one place to another and in this way to guarantee his weighty work… But not all thinking and teaching is concentrated only in the head. Thus, it is the motor disorders in a child with TMND that are the basic part of the main defect and are formed by the same mechanisms as the main defect.
Currently, the most urgent problem of specialists working with this contingent is the organization and implementation of correctional and developmental work to change the kinetic and kinesthetic feelings and perceptions of children with TMND.
The kinetic and kinesthetic development of children with TMND is as important as the development of vision and hearing. However, we can only speculate what limit a child with SMDD can achieve in each of these areas. Semenov believed that the “muscular feeling” proper is considered not only a vector of the direction of movement, but also a psychological factor in spatial thinking, understanding of time, subject judgments and conclusions, which most emphasizes the significance of kinesthetic feelings in the psychological work of people.
The kinesthetic sense is required for the child to determine information about the movement and position of his personal body in space. It appears with irritation of proprioceptors (peripheral components of sensory organs) located in tendons, muscles, ligaments and joints. The formation and change of kinesthetic and kinetic feelings compensates for impaired vision or hearing in children with TMND. It depends on the fact that this type of feeling, according to the definition of I.M. Sechenov, acts in the form of a “muscular feeling” and has the ability to drastically intensify with special training, during which a conscious body movement is formed characteristic of speed, rhythm and strength.
The main goal of teachers working with children of this category is the process of the greatest initiative and independence of children with SMDD during the day, as well as the development of the ability to communicate with people around them by the method of non-traditional communication based on preserved functions. As a result, correctional classes with children on the development of kinesthetic and kinetic perception are focused on the conscious performance of body movements by children, on the development of their methods of control and self-control over their movements.
When selecting and conducting corrective and developmental activities, one must take into account, in fact, that kinesthetic feelings are closely related to the work of the peripheral sections of the analyzers and receptors located on the skin of the body, which perceive irritations from the environment. This is very clearly expressed in touch, which combines kinesthetic and skin sensations, in which vestibular, auditory, visual and other analyzers play an important function.
In comparison with normally developing peers, the formation of the accuracy of body movements, the mastery of the abilities of control and self-control in children with TMND are carried out in a longer period of time, during long sessions with numerous repetitions. For the formation of the motor ability of special children, special exercises are required. And the main way of working with these guys is the method of stimulation: tactile-motor, visual-motor, motor-auditory, etc.
At the same time, at the beginning of work, it is purposeful to apply the method of passive stimulation, and only then the method of active stimulation; which will contribute to the child’s habituation in this place and his greater confidence in the study of the external environment, as well as an increase in his dynamic and static endurance, performance. His body movements in this case will work as a working tool in understanding objects, their qualities and phenomena of the external environment. The suture on the uterus and aponeurosis is treated using argon plasma coagulation (APC). A feature of the APC is that the active electrode is blown with argon, ionized, and a torch is formed between the electrode and the tissue. In an environment of inert argon gas at a temperature of 120°C, tissue coagulation occurs to a depth of no more than 3 mm. In this case, there is no effect of carbonization-charring, since there is no direct combustion of the tissue, and there is also a direct thermal effect on the microbial agent. Due to APC, the healing processes are activated – as a result of deep tissue heating: myometrium in the suture area (to a depth of 10-15 mm) and reduction of collagen fibers due to tissue heat treatment. The use of APC for caesarean section can reduce blood loss during surgery, improve the quality of life in the postoperative period by reducing pain and reducing the length of stay in the hospital. Direct antibacterial action makes it possible to refuse preventive course antibiotic therapy, promotes the healing of the surgical wound, and reduces the risk of purulent-inflammatory diseases in the postoperative period. In addition, the consistency of the scar on the uterus is achieved, which allows you to increase the percentage of subsequent spontaneous births.
The combination of several well-known techniques and the elimination of a number of optional steps make it possible to speak of Stark caesarean section as a new modification that has a number of advantages over conventional methods. These include rapid retrieval; a significant reduction in the duration of the operation; reduction of blood loss; reducing the need for postoperative use of painkillers; reduction in the incidence of intestinal paresis and other postoperative complications; earlier discharge for 3-4 days after birth. The duration of a traditional surgical intervention is on average 40 minutes, and in the Stark modification – 22 minutes. Due to these advantages, as well as the simplicity of the method itself, this operation is quickly gaining popularity. Babies removed after a cesarean section according to Stark have a more stable adaptation, which allows them to be breastfed during the first minutes of life.
