Note on Deficiencies
Deficiencies are listed in broad categories and are available online for 36 months. We encourage you to contact your region office for an explanation of any of the deficiencies, or for additional information about this facility’s compliance. Resolved “On Site” means that a violation was resolved during the Licensing Specialist’s inspection.
Severity Levels
High:
These are the most serious violations of child care regulations and could pose a risk to the health and safety of children. If you would like an explanation of any of the deficiencies, or would like additional information about this facility’s compliance, please contact your regional office.
Medium:
These are significant violations of child care regulations and could negatively impact the health and safety of children. If you would like an explanation of any of the deficiencies, or would like additional information about this facility’s compliance, please contact your regional office.
Low:
These violations are the least likely to impact health and safety, but they still show that a facility is out of compliance with some child care regulations. If you would like an explanation of any of the deficiencies, or would like additional information about this facility’s compliance, please contact your regional office.
Note on Frequency of Inspections
Centers, Group Homes, and Licensed Family Homes::
In 2014, legislation was passed that changed the number of unannounced visits from two per year to one per year in Child Care Centers, Group Child Care Homes, and Licensed Family Child Care Homes. As a result of this new law, you may see a decrease in the number of deficiencies listed on this website for these types of providers. Unannounced visits are still made in response to a complaint, and visits are scheduled with the facility during the re-licensing process, which occurs every two years.
Registered Family Homes:
Most family homes are registered, not licensed. In 2014, legislation was passed that allows Child Care Licensing to make one unannounced visit to these homes each year. As a result of this new law, you may see an increase in the number of deficiencies listed on this website for Registered Family Child Care Homes. Unannounced visits are still made in response to a complaint. Click here for an overview of each facility and the requirements they must meet according to state law.

Siskin Early Learning Centers | Siskin Children’s Institute
The Siskin Early Learning Center has been serving the Chattanooga community for over 50 years. We serve children with special needs and developmental disabilities as well as typically developing children.
Quality early childcare is low child-teacher ratios, using developmentally appropriate practices, sparking their curiosity through intentional learning as well as being play-based. The Early Learning Centers use assessments all year long, so we are measuring their progress all year long. We offer many resources for our families and offer our staff specialized training in strategies, implementation, etc.
Inclusion benefits all children both typically developing and children with special needs. The benefits of inclusion for children with special needs is peer modeling, so the children will learn from others. The training is specialized, so that will benefit all children. The typically developing children will learn about respect, empathy, and differences. At Siskin Early Learning Center, we develop meaningful relationships between all of the children.
The Engagement Classroom Model that we implement is three things: 1. Increasing a child’s engagement 2. Increasing a child’s independence 3. Increasing the child’s social interactions These three things allows a child to be successful now and later in life. We use the terms incidental or intentional teaching, so even though we are play-based, learning is very intentional and we are taking those teachable moments and the teachers are expanding on it. The teachers utilize zone-defense that allows the classroom to stay organized and learning is taking place. The Engagement Classroom Model also decreases those transition/wait times. So, for example when you line up to go to the playground, there can be a lot of wait time, but with this engagement model, our staff has strategies to decrease that wait time making transitions easier for the children. We also implement integrated therapy, which allows the therapists to go inside the classroom and work with the staff members, so the staff members are imbedding interventions all day within all the routines. So, they are getting interventions 8x greater than if they were receiving specialized services only 2x a week.
We also provide a Reggio Emilia Model which is an approach founded in Italy that allows the environment to play a large part in learning for children. The environment is the third teacher, so our teachers have brought in a lot of natural components and open-ended materials that encourage the children to use their imaginations and helps with problem-solving skills. We also implement the Project Approach that focuses on the interests of the children. For example, a child might find a spider out of the playground, so the teacher could bring that spider inside and allow the class to research about spiders, study the spider, what is a spider’s habitat, etc. The teacher can use this approach and expand on it, so it’s more meaningful and more interactive that works on critical thinking skills and problem-solving skills.
Siskin Children’s Institute to close East Brainerd learning center
Johnathan Castro, 2, uses a touch screen to help him understand emotions in the ESCALATE Class at Siskin Children’s Institute. His teacher, Molly Sloan, watches his actions as the screen changes faces.
ABOUT SISKIN CHILDREN’S INSTITUTE• Founded: 1950• Mission: To support quality of life for children of all abilities through education, research, health care and advocacy• Website: www.siskin.org• Contact: 423-648-1700Source: Siskin Children’s Institute
Site of Siskin’s East Brainerd Early Learning Center in Chattanooga.
Chattanooga’s Siskin Children’s Institute is shuttering one of its two early learning centers, citing dwindling numbers of special-needs children at the center and a shifting tide in early education for children with disabilities.
The East Brainerd Early Learning Center on Gunbarrel Road will close on May 30, Siskin Children’s Institute president and CEO John Farrimond said. Almost 120 children between the ages of six weeks and five years attend the center, which employs 39 people.
Siskin will make room for as many of the East Brainerd children as possible at its downtown Carter Street location, which is already close to capacity, said Linda McReynolds, director of development and communications. First priority will be given to the handful of children with special needs, she added.
“It is very difficult for them to find placement, so we are going to be able to accommodate them,” she said. “And we’re working to see what other spaces we have for typically developing children, as well.”
Of the 116 children who attend the East Brainerd center, just 12 have been diagnosed with special needs — that’s strikingly different from Siskin Children’s Institute’s downtown location, where about 40 percent of the center’s 140 children have special needs.
At East Brainerd, the 12 special-needs children would have dropped to 9 next year — nowhere near the desirable 40-60 ratio, which helps create the inclusive environment that Siskin strives for, McReynolds said.
“As we looked at our service population, we only had nine,” she said. “And not that those nine aren’t important, they are. And the other children’s experiences are equally important. But we just don’t have the demand for the services for the special-needs children out here. “
That decreasing demand is driven in part by a shift in the Tennessee Early Intervention System. The state-sponsored program helps pay for care for special-needs children before age two. In past years, the program often paid for as much as five-day-a-week placements at providers such as Siskin Children’s Institute, but that has been cut to just five hours a week, McReynolds said.
At the same time, the Hamilton County Schools system, which contracts with Siskin to provide care for special needs kids ages three and above, started to provide services in-house instead of sending kids to community-based providers like Siskin, Farrimond said.
“Programatically, the environment has changed,” he said. “With [the early intervention program] making a move to home-based instead of center-based, and the public schools referring less kids with special needs to organizations like ours, that’s a programmatic change that has to be looked at.”
Closing the center is the best way to ensure Siskin Children’s Institute can continue to serve East Brainerd, Farrimond said. The money previously spent on the center will be reallocated to new community-based programs, he said.
Siskin Children’s Institute spent about $4.8 million on both of its early learning centers in 2011 while only earning $1.8 million in revenue from the centers, according to the latest nonprofit disclosures filed with the IRS. Farrimond declined to say how much money the organization will free up by closing the East Brainerd center, but said the amount is well into six figures.
The end numbers will depend on several factors, he added, including whether Siskin sells the East Brainerd building, what new programs it launches and how many of the center’s 39 staffers stay with Siskin. All of that is still in flux, Farrimond said, although he hopes to keep as many employees on the payroll as possible by transitioning them to roles downtown.
The closing was recommended by a task force of board members who worked for more than two months on the decision, Farrimond said. It was announced three months early to give parents ample time to find new arrangements for their kids, McReynolds said.

Grant Program (Ages 3-5)
The Early Childhood Education Grant Program is intended to support the development of children in the 3 to 5 age range through the provision of comprehensive center- based programs. In most cases the projects expand and/or combine existing pre-kindergarten programs funded through district, federal, or parent fees, including Head Start. Each project receives funding for up to one-half of the total operating budget of the project per year on a continuing basis, subject to availability of the funds. A public school or an educational service unit is the fiscal agent.
Funded projects are required to operate in compliance with Rule 11: Regulations for the Approval of Prekindergarten Programs established by School Boards or Educational Service Units and for the Issuance of Early Childhood Education Grants. Rule 11 reflects research-based elements of quality early childhood education programs intended to produce strong outcomes for children.

FAQs for our Before and After School Programs –
FAQs for our Daycare Program
School-Year FAQ
Do we pay less during months that include vacation weeks or are otherwise less than 4 weeks long either by accident or design? No. Before and after school costs include 10 equal monthly payments that are not pro-rated for any reasons.
Do buses bring children to your location after school? Yes. District buses will transport your children to our location, and parents are responsible for pick-up. In those locations where we are servicing the schools in-house, the kids will simply come down to us after school.
Do you provide a snack during your after-school program? Though each site frequently does snack activities, we do not offer a formal snack daily. Children are allowed to bring their own snacks and eat them at their convenience. In select locations, Cohoes, Lansingburgh, snacks are provided by the school.
What is your after-school program like? TSL employs an open play and age-integrated environment that mixes organized clubs and activities with lots of free play options. Recreational activities include indoor and outdoor play as well as gym play in locations where a gym is available. Be mindful that it is our culture at each site location that sets us apart from other programs.
What ages of children attend the after-school program? Children in kindergarten through grade 6 participate in the TSL after-school programs. Some sites have students in grades 7 and 8 registered as well. And other sites service children from 3-5 years old. Check with us to see what your specific location offers.
What are your after-school hours? We are open from drop-off until 5:30 p.m. daily at most locations. Some locations are open until 6 p.m.
Do you have homework time? Yes. Each site location has its own homework time, which is a supervised time where children can sit and complete their homework under the direction of, and with the assistance of, an adult.
Are the kids separated by ages? We do not separate children by age. Our philosophies are rooted in age-integrated and cooperative play. We foster a holistic community that is all-inclusive. Older children assist younger children, while younger children benefit from the modeling and assistance of older children.
Can I drop my kids in for a full day of care if I need last-minute care? No. Children must be enrolled previously on our website to attend a full day of care or vacation week.
Are the staff members all screened for the safety of the kids? Yes. All staff members submit multiple clearances as required by New York State Office of Children and Family Services or the Department of Health. Many of our staff members are year-round employees of TSL in our after-school programs.
How many instructors or staff members do you have at a site? What’s the ratio? Our ratio is 1:10. Depending on the number of enrollees at each site, our staffing numbers vary.
How do you handle injuries or emergencies if a child gets hurt? For cuts, bumps and scrapes, we use soap and water, ice packs, Band-Aids and TLC. Parents or 911 are called in the event of serious injury or sickness.
Do you accept DSS and WDI? Yes, we work with local counties in their provision of government subsidies for families in need.

Daycare FAQ
How do I enroll? Parents typically start with a phone call or by completing our tour request form on the website. Once a decision is made to enroll, parents will do so on the website using the daycare page (code protected). The two week deposit will be added to your account once a registration is filed.
Do we pay our weekly fee if we take a vacation? Yes, you must pay each week, regardless of whether the child is in the program.
When do transitions occur? Children are placed in Infant Room 1 for about 12 months and then move into Infant Room 2 for roughly 12 to 18 months. They spend roughly eight months in the early toddler room and then eight months in the older toddler room. They complete their journey in the pre-school room from ages 3 to 5.
Is there a nap time? Yes. Each classroom has its own nap schedule.
Are children potty-trained? Yes, each classroom has a bathroom, and potty training is encouraged and assisted.
Are the staff members all screened for the safety of the kids? Yes. All staff submit multiple clearances as required by the New York State Office of Children and Family Services.
How many instructors or staff members do you have at a site? What’s the ratio? Ratios vary per class. In this daycare group it is 1:4 for infants, 1:5 for toddlers and 1:7 for pre-school.
Do you have part-time-care options? In some cases. Please inquire within.

Last night in Milan, Turin, Bologna the air temperature was about 10-15 degrees below zero. nine0003
At dawn on Friday, snow fell on the northern outskirts of Rome, although it lasted only a few hours. However, according to weather forecasts, this rare weather event for the Eternal City will happen again on Saturday night, when snowfall may cover the entire capital.
Extreme cold and heavy snowfall caused serious problems in the Tuscany region, where several thousand people were left without electricity last night. Currently, specialists from the Italian Civil Defense Service and employees of the national electricity company Enel are hastily engaged in the elimination of accidents and the restoration of power supply in a number of Tuscan provinces. nine0003
The situation in the region of Emilia-Romagna has somewhat improved, on the roads of which on Thursday night about 60 trucks and vans were blocked due to snowfalls. In the same place, due to icing of the rails and snowfalls, two fast trains stood motionless almost all night, which caused panic among many passengers.
In general, the Italian railways are now in a critical situation, despite the fact that two days ago there was an operational plan to counter the bad weather. The national railway company Trenitalia introduced a second level of danger on Thursday, and 330 trains have already been canceled in the northern Italian region of Piedmont alone. At the same time, the prosecutor’s office of another northern region – Liguria opened a case on numerous violations in the work of local railways. nine0003
On the other hand, the situation in air transport has clearly improved over the past 24 hours. According to the National Civil Aviation Service, currently all airports in Italy, with the exception of the airport in Forli, are operating as usual, and flight delays have returned to normal levels.
Schools and kindergartens are still closed due to bad weather in many provinces of Italy, and even some universities, especially in the north of the country, have announced a temporary suspension of classes.
Abnormal cold also affected the schedule of the national football championship. Several matches have been canceled in recent days, and many matches scheduled for the upcoming weekend are now being rescheduled for daylight hours, most often at 3 pm.

My name is Kristy Abramowski and my family and I have been a part of Sonrise since 2003. My husband, Doug, and I moved to Fort Wayne from Chicago to be closer to Doug’s family. We met in graduate school where we both became licensed clinical social workers and have now been married for 26 years. In Chicago, I was a therapist for teenaged girls while Doug worked with a variety of ages and then became a child abuse investigator. In Fort Wayne, I stayed home with our children and then taught preschool for 5 years before joining the team at Sonrise while Doug started his own company. Our oldest daughter, Karina, is a software engineer in Minneapolis. Our youngest daughter, Kayla, just graduated from Purdue. As a family, we love to read, travel, play games, dominate escape rooms, and go to Broadway shows.
I have been the Preschool Director for Sonrise Christian Preschool since 2008. My job gets better every year. I learn something new from each child and family. I love to see “a-ha” moments with children and to hear their stories and ideas. My newsletter each month includes quotes from the children that add a wonderful laugh to all readers. Here’s one of my favorite quotes: A pre-k class talked about Martin Luther King, Jr. and later they played Bingo with M & Ms. One boy commented, “Martin Luther King Jr. would like M & Ms because they are all colors on the outside but the same on the inside.” I look forward to building relationships with families and children, growing together as babies are born and as we face some challenging situations with families, and just the investment of time and commitment to growth and change. Even in the midst of a pandemic, God is still God, and children still need each other, need to be loved by adults, and need to learn about the world. I know this will be the best year yet!
Sonrise Christian Preschool serves children ages one to five. Our mission is to provide young children and their families with a quality preschool education in a safe, creative, positive, fun, developmentally-appropriate, and nurturing Christian environment.
The staff and ministry team of Sonrise Christian Preschool believe that we provide a place for each child to learn about the love of Christ and the example that He set for our lives.

FAQs
AMERICA’S MOST ACCREDITED
We’re so proud!
Nationally only 10% of daycares are accredited – nearly 100% of our learning centers are. That’s a big difference,
and that means KinderCare kids are getting the very best. Here’s why.
SCHOOL-READY
What Learning Looks Like
Our talented early-childhood teachers set kids down the path toward becoming lifelong learners in a positive, safe, and nurturing environment.
Fairless Hills KinderCare Programs
Infant Programs (6 weeks–1 year)
Leaving your baby in someone else’s care is a big step. Everyone at our
centers—most importantly, our naturally gifted infant teachers—will work with
you to make sure the transition goes smoothly. When you step into our infant
classroom, you’ll see how much we want your infant to feel safe, loved, and
ready to explore their world.
Toddler Programs (1–2 Years)
Everything in our toddler classroom is designed for little explorers. That’s
because a lot is going on at this age. When your child is wandering all over the
place, that means they’re learning and discovering new things every day. We’ll
help them explore their interests (and find new ones!) as they play and learn.
Discovery Preschool Programs (2–3 Years)
This age is filled with so much wonder and curiosity. That’s why we offer a ton
of books and toys and bring artwork down to kids eye level. Children in
discovery preschool also begin to learn how we all work together in a
classroom. Simple math and science, pretend play, and group play help them
get used to a more structured school setting.
Preschool Programs (3–4 Years)
This age is all about expression, when kids really start to form their own ideas
about what they want to play and how they want to create. Every day in our
preschool classroom, your child will explore science experiments, create
artwork, and play pretend—all the skills needed for their big next step:
kindergarten!
Prekindergarten Programs (4–5 Years)
When you walk into one of our pre-K classrooms, you’ll see artwork and
writing displayed around the room. Labels are everywhere to help kids connect
letters with words. You’ll also see pictures on the walls that reflect the families
in our community. Your child will also deepen their knowledge in language,
math, science, Spanish, and social skills.
Before- and After-School Programs (5–12 Years)
You can count on us to provide reliable care for your school-ager while you’re
at work, with safe transportation from our center to your child’s school and
back! Whether your child wants to start a drama club, build a volcano, or
create a comic book, they will have a place to follow their dreams. Your child
will start and end the day with a whole lot of fun!
School Break Programs (preschool, prekindergarten, and school-age)
Winter break, spring break, summer break—when school’s out (but you still need to work), you
can count on KinderCare to provide a safe and supportive learning environment that’s focused
on fun. We welcome children ages 5–12 during school break times and make sure they have a
sensational, screen-free experience they won’t forget.
Learning Adventures – Enrichment Program
Cooking Academy™ (3 – 12 Years)
In Cooking Academy, kids learn new recipes from cultures around the world and
develop a healthy relationship with food. They’ll whip up everything from Southwest
rainbow lettuce wraps to pumpkin muffins, building their skills in STEM, communication,
and more along the way. And yes—little chefs get to eat their culinary creations!
Music Explorers™ (2 – 4 Years)
KinderCare families are already giving a standing ovation to our newest Learning
Adventures program: Music Explorers! Kids will learn to sing, move, listen, play
instruments, and even create their own tunes. Our original curriculum blends math,
science, social studies, literacy, and mindfulness (think yoga!) for a uniquely KinderCare
way of learning the foundations of music.
Phonics Adventures® (2 – 4 Years)
Learning how to read is a whole lot of fun at KinderCare! We help kids grow to love
books and words (and get ready for kindergarten) in our Phonics Adventures program.
From discovering the basics of vowels to practicing poetry, kids learn all about letters
and sounds in small-group lessons made just for their age group. (Bonus: Kids who
attend our phonics program are more prepared than their peers for school—and we
have the data to prove it.)
Spanish
Spanish Adventures provides young learners with a foundation for later success with
the Spanish language. Music, games, children’s Spanish literature, and other tools give
children multiple opportunities to hear, practice, and see Spanish language to develop
vocabulary and conversation skills. Curriculum includes lessons on greetings, numbers,
colors, animals, family, body parts, and pets, as well as how to engage conversationally
during common scenarios at home, a restaurant, or at the zoo.

A KINDERCARE TEACHER WITH
An Artist’s Heart
“My classroom is full of art!” says Mary Annthipie-Bane, an award-winning early childhood educator at KinderCare. Art and creative expression, she says, help children discover who they really are.
We put our best-in-class teachers in a best-in-class workplace. We’re so proud to have been named one of Gallup’s 37 winners of the Great Workplace Award.
When you put great teachers in an engaging center, your children will experience
an amazing place to learn and grow.
Family Stories
Don’t take our word for it. Hear what our families have to say about our amazing center!
“
As a parent, there is nothing more important than knowing your children are happy and safe while you are working. My children love this daycare. They are learning so much information each day, and they are always eager to tell me about what they have when I pick them up. The staff are also very friendly. They treat the children as if they were their own children. Also, I love that the center even has parent-teacher conferences to inform you on how your children are doing. I would definitely recommend this center to any parent that is looking for an organized learning program for their children.
