There’s a new future of work emerging in America. Remote work is the new norm for some, while others are back to full-time in the office or a hybrid model. Employee benefits, too, are shifting.
Despite a competitive hiring environment, some employers are implementing policies that undermine recruitment and retention. As a result, some of the most popular employee benefits bolstered during the pandemic are being rolled back—and it’s hitting working parents hardest.
Cutbacks don’t meet parent needs
According to new data from the Society for Human Resource Management’s 2022 Employee Benefits Survey, fewer employers are offering dependent care flexible spending accounts, subsidized child care centers, and child care referral services as compared to 2021.
At the same time, there are clues that child care needs will continue to drive the future of work. According to KinderCare’s 2022 Parent Confidence Report, 74% of parents have switched jobs or would change jobs (pdf) to be more available for their child. More astoundingly, 55% of working parents say they would take a pay cut to work for a company employer that offered quality child care. Child care has become a key directive in working parents’ careers—and company leaders should take note.
Benefits that matter
Given record-high inflation and near-record-low unemployment, employers seek opportunities to offset rising costs and improve quality of life. For working parents, few benefits address these two needs better than those related to child care.
Fifty million U.S. workers (pdf)—one-third of the country’s workforce—are parents with a child under 14 at home. Whether accessing or affording child care, these benefits make a difference. 60% of parents would stay at their job (pdf) if it offered a child care benefit, reducing the long list of reasons today’s employees quit.
So, what can leaders do? For many leaders, adding a child care benefit may seem daunting. But here are scaled options companies can consider to address the child care needs of their workforce.
Start here:
Take the time to listen to your employees. Every workforce is different, and family needs may vary based on location and work environment (hybrid, fully remote, or entirely in the office). Listening can build trust, provide valuable information, and help employers right-size their response.
Accelerate child care access. In partnership with employers, many early child care providers offer ways to facilitate or guarantee employees a spot at a care center or ways to skip the lengthy waitlist.
Make progress:
Subsidize child care tuition. Employers can provide child care tuition benefits, subsidizing some of the costs employees pay at their local community-based center. This option offers flexibility for employers on the subsidy rate and for employees on where their children can go and the time of day they need care.
Backup care support. Giving working parents backup care takes family support even further. If regular care falls through—school closes, the sitter cancels, etc.—parents won’t have to panic and take a sick day because they’ll have a guaranteed, last-minute option they know they can trust and depend on.
Borrow from the best:
Build an on-site child care center. The boldest approach would be building a custom on-site child care center at, or near, your workplace.
Examples include Whirlpool’s The Eddy and AriensCo’s early learning center, both built in child care deserts and were designed to attract and retain talent by offering employees subsidized child care at work.
It’s time to bring new creativity and additional investment into attracting and retaining working parents. We know when employers support their people with child care solutions, those employees have confidence (pdf) in their professional and personal decisions creating a more engaged, loyal, and productive workforce.
The maximum amount of the monthly allowance for caring for a child has been increased for female servicemen serving under contract and employees of other law enforcement agencies

The federal law also provides for an increase
up to 15,355.62 rubles of the maximum amount of the specified allowance provided
mothers or fathers, other relatives, guardians, actually carrying out
caring for a child dismissed during parental leave, mothers,
dismissed during maternity leave due to liquidation
organizations, termination by individuals of activities as
individual entrepreneurs.
In addition, the Federal Law aims to implement
Resolutions of the Constitutional Court of the Russian Federation dated December 14, 2021
No. 52-P.
In particular, the Federal Law in the Federal Law “On the Status
military personnel” are amended to establish that the size of the total
living space provided to family members of the deceased (deceased)
serviceman (citizen, retired from military service), is determined taking into account the birth of a child (children) in the family of the specified serviceman (citizen, retired
from military service) after his death (death), if in relation to this child
(children) paternity has been established.
The federal law also introduces a provision according to which monetary
funds for the purchase or construction of residential premises or residential premises
are provided to family members of servicemen who died (deceased) during the period
military service, regardless of the total duration of military
services in the event that the grounds for recognizing such family members as in need of housing arose as a result of the birth of children in these families after the death
(death) of the specified military personnel and in relation to these children

The Ministry of Labor proposed to double the maximum amount of the monthly allowance for child care paid to employees of law enforcement agencies. The relevant draft law has been published on the Single portal for posting draft legal acts.
The document contains amendments to article 15 of the law on state benefits for citizens with children (from 1905.05.1995 No. 81-FZ), which propose to establish for employees of law enforcement agencies the maximum monthly allowance for child care in the amount of 27,984.66 rubles.
We are talking about mothers doing military service under a contract, mothers or fathers serving as members of the rank and file and commanding staff of the internal affairs bodies, the National Guard troops, the State Fire Service, employees of institutions and bodies of the penitentiary system, enforcement agencies , customs authorities and those on parental leave.
It is assumed that the new norm will come into force on January 1, 2021
Recall that, according to the current norms, the maximum monthly allowance for child care for the above employees is 13,504 rubles.

We provide age-appropriate educational tools and activities to foster each child’s learning.
Extra-curricular Activities:
In addition to our regular curriculum, we also engage children in fun extracurricular-activities such as Yoga (once a week on Wednesdays) and Music that is incorporated into the daily classroom activities. We also teach French and Spanish in class; this is a rare opportunity for your little one to become bilingual at a very young age! We have switched daycares after coming here for 7 months. We are so glad that we switched daycares. Some of the issues include limited nutritious food options, and my child coming home with diaper rashes constantly due to the diaper area not being cleaned well. This preschool is a hidden gem. The facility is super clean and stacked with new furniture and plenty of toys. My daughter has learned so much over the last 6 months. Students are always engaged and learning new things on a daily basis. I love the fact that the owners are always present and involved in your child’s education. The center is also great at communicating special events through their app and email.

Great facility and great teachers. My child has flourished both academically and with dexterity and looks forward to attending each day. The staging of the performance is dedicated to the 75th anniversary of the Victory in the Great Patriotic War, it became possible thanks to the federal program “Culture of the Small Motherland”, as part of the “Theaters for Children” project. The performance became the first in the repertoire of the Samara Puppet Theater that touches on the theme of the Great Patriotic War. The action of the plot takes place during the Great Patriotic War, but the story does not tell about the war as such, it is only a circumstance, a test in which human qualities are manifested – kindness, compassion, love, friendship. The little city girl Valentinka experienced a terrible grief: the war made her an orphan, a refugee who has neither a roof over her head nor warm clothes. But she was lucky and took pity on her and was sheltered by a simple village woman, mother of three children Daria Shalihina. At first, the girl shunned everyone, and Daria’s children did not accept her, but over time everything got better and the girl became a native in a new family. At the end, Valentinka pronounces the main word – mother, which she could not pronounce in any way, worrying and doubting whether she could call Daria that. Whereas the woman herself immediately determined the place of her daughter for her.

Tiny First Temple find could be first evidence of biblical King Josiah’s dignitary – Lechaim
Givati Parking Lot in the City of David greatly expand our understanding of ancient Jerusalem in the late 7th century BC.
Two biblical Hebrew inscriptions were found separately from each other in a large building from the First Temple period by permanent members of the archeological team Ayala Rodan and Sveti Pnik. One of them is a bluish agate seal “(belonging to) Ikkar son of Matanyahu.” The other is an impression on clay of the seal “(belonging to) Nathan-Melech, the servant of the king. ” Nathan-Melech is mentioned in the Second Book of Kings as an official at the court of King Josiah. This imprint on baked clay is the first archaeological evidence of the reality of the biblical name Nathan-Melekh.
The inscriptions are “not just another discovery,” said archaeologist Dr. Ifta Shalev of the Israel Antiquities Authority. Rather, they “paint a much larger picture of that era in Jerusalem.” Although both discoveries are of great scientific value as inscriptions, their primary value is their archaeological context, Shalev said. “It is important not only that they were found in Jerusalem, but that they were found in their true archaeological context,” Shalev told The Times of Israel. Many other seals and seal impressions have been sold in the antiquities market without any knowledge of their provenance. This on-site find, according to Shalev, serves as “a link between the artifact and the real place where it was discovered” – a large two-story building from the First Temple era, which archaeologists believe is the administrative center.
“It’s not a coincidence that a seal and an impression of a seal were found here,” said Shalev. According to archaeologist Professor Yuval Gadot of Tel Aviv University, in the 8th century BC, this area of the City of David became the administrative center of Jerusalem. A newly discovered two-story public building built of beautifully hewn stones illustrates the beginning of the westward movement of the administrative district in a large sprawling city. According to an IAA press release, the multi-roomed grand building shows clear signs of destruction in the sixth century BC, which likely corresponds to the destruction of Jerusalem by the Babylonians in 586 BC. The destruction is visible due to large fragments of stones, burnt wooden beams and numerous charred pottery shards, “all indicating that they survived a great fire.”
According to Shalev, a large administrative center is located lower down the slope of the city of David than the place where, according to some archaeologists, the city wall passed during the First Temple period. Through this evidence of a major administrative center, scholars are beginning to understand that Jerusalem began to expand westward during the Iron Age, a process that continued into subsequent historical epochs, including the Persian and Hellenistic periods. “These artifacts testify to the highly developed system of government in the kingdom of Judah and add significant information to our understanding of the economic status of Jerusalem and its administrative system during the First Temple period, as well as personal information about the king’s closest officials and administrators who lived and worked in the city,” – Gadot and Shalev said in an IAA press release.
For linguists, a couple of centimeter inscriptions also open up new scientific horizons. Based on the handwriting, Dr. Anat Mendel-Geberovich of the Hebrew University of Jerusalem and the Center for the Study of Ancient Jerusalem dates them to the mid-7th to early 6th century BC. On the blue stone seal, it says “(belonging to) Ikkar son of Matanyahu”. According to the IAA, private seals were used to sign documents and denote the identity, origin, and status of their holders. According to the Hebrew Language Academy, the word “ikkar”, meaning “peasant”, is found in the Bible and other Semitic languages. However, it is only used as a position designation and not as a personal name.
According to the linguist Chaim Rabin, the word “ikkar” came to Hebrew through the Akkadian language, from the Sumerian language, which is not a Semitic language. Mendel-Geberovich believes that “Ikkar” refers to a personal name, and not to a profession. If so, this is the first evidence of the existence of such a name. Other parts of the inscription are more familiar to Biblical Hebrew linguists: “Matanyahu’s name appears both in the Bible and on other seals and bulls that have already been found,” Mendel-Geberovich said.
What will be of general interest is the imprint of a seal on a piece of baked clay, on which are the words: “(belonging to) Nathan-Melech, the servant of the king. ” The fact that his first name was written without a surname indicates that his fame was on the same level as contemporary celebrities such as singers Madonna or Adele. The name Nathan-Melech appears only once in the Bible, in verse 11 of chapter 23 of the Second Book of Kings. The official at the court of King Josiah, the biblical Nathan-Melech, is mentioned when describing the religious reform: “and he abolished the horses that the kings of Judah set for the sun in front of the entrance to the house of the Lord near the chambers of Nathan-Melech, and burned the official of the chariot of the sun with fire.” While a different title is used in the biblical account than the one imprinted on the baked clay, the title “King’s Servant” often appears in the Bible to describe a high-ranking official close to the king.
According to the IAA, the name appears on other seals and seal impressions that have been found in the past. In ancient times, seal impressions, or bullae, were small pieces of clay that were imprinted with personal seals (such as the Ikkara seal) in place of a signature.

II . Procedure for recruitment, transfer and dismissal of employees
2.1. Employment procedure:
2.1.1. Employees exercise their right to work by concluding an employment contract.
2.1.2. The employment contract is concluded for an indefinite period.
The conclusion of a fixed-term employment contract is allowed when labor relations cannot be established for an indefinite period, taking into account the nature of the work to be done or the conditions for its implementation on the grounds provided for in Part 1 of Art. 59TK RF. In the cases provided for by Part 2 of Art. 59 of the Labor Code of the Russian Federation, a fixed-term employment contract may be concluded by agreement of the parties to the employment contract without taking into account the nature of the work to be done and the conditions for its implementation.
2.1.3. When concluding an employment contract, by agreement of the parties, it may provide for a condition on testing the employee in order to verify his compliance with the assigned work (Article 70 of the Labor Code of the Russian Federation).
Employment test not established for:
90,002 pregnant women and women with children under the age of one and a half;
90,002 persons under the age of eighteen;
90,002 persons who graduated from educational institutions of primary, secondary and higher vocational education, having state accreditation and for the first time entering work in their specialty within one year from the date of graduation from the educational institution;
90,002 persons elected to elective office for paid work;
90,002 persons invited to work in the order of transfer from another employer as agreed between employers;
90,002 persons entering into an employment contract for up to two months;
other persons in cases stipulated by the Labor Code of the Russian Federation, other federal laws, a collective agreement.
2.1.4. The trial period cannot exceed three months, and for the head of the institution, his deputies, the chief accountant and his deputy, the head of the structural unit – no more than six months.
2.1.5. The employment contract is drawn up in writing and signed by the parties in two copies, one of which is kept in the educational institution, the other – with the employee.
2.1.6. Employment of teaching staff is carried out taking into account the requirements provided for in Art. 331 of the Labor Code of the Russian Federation and Art. 46 of the federal law “On Education in the Russian Federation” (dated December 29, 2012 N 273-FZ) .
2.1.7. When concluding an employment contract, a person entering a job presents the employer in accordance with Art. 65 of the Labor Code of the Russian Federation:
– passport or other identity document ;
– work book , except when the employment contract is concluded for the first time or the employee goes to work on a part-time basis;
– insurance certificate of state pension insurance ;
– military registration documents – for persons liable for military service and persons subject to conscription for military service;
– document on education , on qualifications or the availability of special knowledge – when applying for a job that requires special knowledge or special training.
– certificate on the presence (absence) of a criminal record and (or) the fact of criminal prosecution on rehabilitating grounds, issued in the manner and in the form established by the federal executive body that performs the functions of developing and implementing state policy and legal regulation in in the field of internal affairs – when applying for a job related to activities to which, in accordance with the Labor Code of the Russian Federation, other federal law, persons who have or had a criminal record, are subject to or have been subjected to criminal prosecution (hereinafter referred to as a certificate of a criminal nature) are not allowed.
Persons applying for work in an educational institution are also required to provide a personal medical book containing information about the absence of contraindications for health reasons to work in an educational institution (part 1 of article 213 of the Labor Code of the Russian Federation).
2. 1.8. It is forbidden to demand from a person applying for a job documents other than those provided for by the Labor Code of the Russian Federation, other federal laws, decrees of the President of the Russian Federation and resolutions of the Government of the Russian Federation (part 3 of article 65 of the Labor Code of the Russian Federation).
2.1.9. When concluding an employment contract for the first time, a work book and an insurance certificate of state pension insurance are drawn up by the employer (part 4 of article 65 of the Labor Code of the Russian Federation).
2.1.10. Employees have the right to work on the terms of internal and external part-time work in the manner prescribed by the Labor Code of the Russian Federation.
2.1.11. Employment is formalized by the order of the employer, issued on the basis of the concluded employment contract. The content of the employer’s order must comply with the terms of the concluded employment contract.
The employer’s order on hiring is announced to the employee against signature within three days from the date of the actual start of work. At the request of the employee, the employer is obliged to issue him a duly certified copy of the said order.
2.1.12. An employment contract that is not executed in writing is considered concluded if the employee has started work with the knowledge or on behalf of the employer or his representative. When an employee is actually admitted to work, the employer is obliged to draw up an employment contract with him in writing no later than three working days from the date the employee is actually admitted to work (Article 67 of the Labor Code of the Russian Federation).
2.1.13. In accordance with Art. 66 of the Labor Code of the Russian Federation, the employer maintains work books for each employee who has worked for him for more than five days, in the case when the work for this employer is the main one for the employee.
The form, procedure for maintaining and storing work books, as well as the procedure for preparing blank work books and providing them to employers are established by regulatory legal acts of the Russian Federation.
2.1.14. Labor books of employees are kept in the institution. Forms of work books and inserts to them are stored as documents of strict accountability.
2.1.15. With each entry made on the basis of an order in the work book about the work performed, transfer to another permanent job and dismissal, the employer is obliged to familiarize its owner against signature in a personal card in which the entry made in the work book is repeated.
The names of positions, professions or specialties and the qualification requirements for them must comply with the names and requirements specified in the qualification reference books approved in the prescribed manner, if, in accordance with the Labor Code of the Russian Federation, other federal laws, the provision of compensations and benefits or the presence of restrictions (part 2 of article 57 of the Labor Code of the Russian Federation).
2.1.16. When hiring, the employer is obliged to familiarize the employee against signature with the internal labor regulations, other local regulations directly related to the employee’s labor activity, the collective agreement (part 3 of article 68 of the Labor Code of the Russian Federation).
2.2. Job security:
2.2.1. An unreasonable refusal to conclude an employment contract is prohibited (Article 64 of the Labor Code of the Russian Federation).
2.2.2. Any direct or indirect restriction of rights or the establishment of direct or indirect advantages when concluding an employment contract depending on gender, race, skin color, nationality, language, origin, property, social and official status, age, place of residence (including including the presence or absence of registration at the place of residence or stay), as well as other circumstances not related to the business qualities of employees, is not allowed, except for cases provided for by federal law.
2.2.3. It is forbidden to refuse to conclude an employment contract for women for reasons related to pregnancy or the presence of children.
It is forbidden to refuse to conclude an employment contract for employees invited in writing to work by transfer from another employer within one month from the date of dismissal from their previous job.
2.2.4. At the request of the person who was refused to conclude an employment contract, the employer is obliged to inform the reason for the refusal in writing.
2.2.5. Refusal to conclude an employment contract may be appealed in court.
2.3. Changing the terms of the employment contract and transfer to another job:
2.3.1. Changing the terms of the employment contract determined by the parties, including transfer to another job, is allowed only by agreement of the parties to the employment contract, with the exception of cases provided for by the Labor Code of the Russian Federation (Article 74 of the Labor Code of the Russian Federation). An agreement to change the terms of an employment contract determined by the parties is concluded in writing and is formalized as an additional agreement to the employment contract (Article 72 of the Labor Code of the Russian Federation).
Changing the terms (content) of an employment contract is possible on the following grounds:
a) changing the terms of the employment contract determined by the parties for reasons related to changes in organizational or technological working conditions;
b) transfer to another job (permanent or temporary change in the labor function of an employee or the structural unit in which he works).
2.3.2. In the event that, for reasons related to a change in organizational or technological working conditions, the terms of the employment contract determined by the parties cannot be saved, they can be changed at the initiative of the employer, with the exception of changing the labor function of the employee (Article 74 of the Labor Code of the Russian Federation).
Such reasons may include:
reorganization of an institution (merger, accession, division, separation, transformation), as well as internal reorganization in an institution;
changes in the implementation of the educational process in the institution (reduction in the number of groups).
The employer is obliged to notify the employee in writing of no later than two months in advance of changes in the terms of the employment contract determined by the parties, as well as the reasons that necessitated such changes.
2.3.3. Transfer to another job – a permanent or temporary change in the labor function of an employee and (or) the structural unit in which the employee works (if the structural unit was indicated in the employment contract), while continuing to work for the same employer, as well as transfer to work in another locality along with the employer. Transfer to another job is allowed only with the written consent of the employee (Articles 72.1, 72.2 of the Labor Code of the Russian Federation).
2.3.4. Transfer to another permanent job within the same educational institution is issued by the order of the employer, on the basis of which an entry is made in the work book of the employee.
2.3.5. By agreement of the parties to an employment contract concluded in writing, an employee may be temporarily transferred to another job for a period of up to one year, and in the case when such a transfer is carried out to replace a temporarily absent employee who retains his job, until the employee leaves to work.
If, at the end of the transfer period, the employee is not provided with the previous job, and he did not demand its provision and continues to work, then the condition of the agreement on the temporary nature of the transfer becomes invalid and the transfer is considered permanent.
2.3.6. Transfer to work not stipulated by the employment contract without the consent of the employee is possible only in exceptional cases, provided for in Art. 72.2 of the Labor Code of the Russian Federation.
At the same time, transfer to work requiring lower qualifications is allowed only with the written consent of the employee.
2.3.7. The performance by an employee of the duties of a temporarily absent employee (vacation, illness, advanced training, etc.) is possible only with the consent of the employee to whom the employer entrusts this work, and on the conditions provided for in Art. Art. 60.2, 72.2, 151 of the Labor Code of the Russian Federation – without exemption from the main job or by temporary transfer to another job.
2.3.8. The transfer of an employee to another job in accordance with a medical report is carried out in the manner prescribed by Art. Art. 73, 182, 254 of the Labor Code of the Russian Federation.
2.3.9. The employer is obliged in accordance with Art. 76 of the Labor Code of the Russian Federation to suspend (not allow to work) an employee:
who appeared at work in a state of alcoholic, narcotic or other toxic intoxication;
who did not undergo training and testing of knowledge and skills in the field of labor protection in the prescribed manner;
who has not passed the mandatory medical examination (examination) in accordance with the established procedure, as well as the mandatory psychiatric examination in cases provided for by federal laws and other regulatory legal acts of the Russian Federation;
if, in accordance with a medical certificate issued in accordance with the procedure established by federal laws and other regulatory legal acts of the Russian Federation, contraindications are found for the employee to perform work stipulated by an employment contract;
at the request of bodies or officials authorized by federal laws and other regulatory legal acts of the Russian Federation;
in other cases provided for by federal laws and other regulatory legal acts of the Russian Federation.
2.4. Termination of an employment contract:
2.4.1. Termination of an employment contract may take place only on the grounds provided for by labor legislation.
2.4.2. An employment contract can be terminated at any time by agreement of the parties to the employment contract (Article 78 of the Labor Code of the Russian Federation).
2.4.3. A fixed-term employment contract terminates with the expiration of its validity period (Article 79 of the Labor Code of the Russian Federation).
An employee must be notified in writing of the termination of an employment contract due to its expiration at least three calendar days before dismissal, except in cases where a fixed-term employment contract concluded for the duration of the duties of an absent employee expires.
An employment contract concluded for the duration of a specific job terminates upon completion of that job.
An employment contract concluded for the duration of the performance of duties of an absent employee is terminated when this employee returns to work.
2.4.4. The employee has the right to terminate the employment contract by notifying the employer in writing no later than two weeks (14 calendar days), unless another period is established by the Labor Code of the Russian Federation or other federal law. The specified period begins the next day after the employer receives the employee’s application for dismissal.
2.4.5. By agreement between the employee and the employer, the employment contract can be terminated even before the expiration of the term for the notice of dismissal (Article 80 of the Labor Code of the Russian Federation).
In cases where the employee’s application for dismissal on his initiative (of his own free will) is due to the impossibility of continuing his work (enrollment in an educational institution, retirement and other cases), the employer is obliged to terminate the employment contract within the period specified in the employee’s application.
2.4.6. Prior to the expiration of the notice of dismissal, the employee has the right to withdraw his application at any time. Dismissal in this case is not carried out if another employee is not invited to his place in writing, who, in accordance with the Labor Code of the Russian Federation and other federal laws, cannot be refused to conclude an employment contract.
After the expiration of the termination notice, the employee has the right to stop working.
If the employment contract has not been terminated after the expiration of the termination notice and the employee does not insist on dismissal, the employment contract continues.
2.4.7. An employee who has concluded a contract with a probationary period has the right to terminate the employment contract during the probationary period by notifying the employer in writing three days in advance (part 4 of article 71 of the Labor Code of the Russian Federation).
2.4.8. Dismissal based on the results of attestation of employees, as well as in cases of reduction in the number or staff of employees of the institution is allowed if it is impossible to transfer the employee with his consent to another job.
The reasons for the dismissal of employees, including teachers, under paragraph 2 of part 1 of Art. 81 of the Labor Code of the Russian Federation, may be:
– reorganization of an institution;
– exclusion from the staff list of some positions;
– reduction in the number of employees;
– decrease in the number of groups;
2.4.9. The liquidation or reorganization of an educational institution, which may lead to the dismissal of employees due to a reduction in the number or staff of employees, is carried out, as a rule, at the end of the academic year.
2.4.10. In accordance with paragraph 8 of part 1 of Art. 81 of the Labor Code of the Russian Federation, an employment contract may be terminated for the commission by an employee performing educational functions of an immoral offense incompatible with the continuation of this work.
An immoral offense is a guilty action or inaction that violates the basic moral norms of society and contradicts the content of the labor function of a pedagogical worker (for example, behavior that degrades human dignity, being in a state of alcohol or drug intoxication, etc. ).
It is allowed to dismiss only those employees who are engaged in educational activities, and regardless of where the immoral offense was committed (at the place of work or at home).
If an immoral offense is committed by an employee at the place of work and in connection with the performance of his labor duties, then such an employee may be dismissed from work, subject to the procedure for applying disciplinary sanctions established by Art. 193 of the Labor Code of the Russian Federation.
If an immoral offense is committed by an employee outside the place of work or at the place of work, but not in connection with the performance of his labor duties, then the dismissal of the employee is not allowed later than one year from the date the employer discovered the misconduct (part 5 of article 81 of the Labor Code of the Russian Federation).
2.4.11. In addition to the grounds provided for in Art. 81 of the Labor Code of the Russian Federation and other federal laws, additional grounds for termination of an employment contract with a teacher in accordance with Art. 336 of the Labor Code of the Russian Federation are:
– repeated within one year gross violation of the charter of an educational institution;
– application, including a single one, of methods of education associated with physical and (or) mental violence against the personality of a student, pupil.
2.4.12. An employment contract with an employee of an educational institution is subject to termination due to circumstances beyond the control of the parties (Article 83 of the Labor Code of the Russian Federation – Clause 10 of Article 77 of the Labor Code of the Russian Federation ), namely occurrence established by the Labor Code of the Russian Federation, other federal law and excluding the possibility of execution by the employee obligations under an employment contract restrictions on engaging in certain types of labor activity.
An employment contract with an employee of an educational institution is terminated due to violation of the established Labor Code of the Russian Federation (ab. 6, part 1, art. 84 of the Labor Code of the Russian Federation – paragraph 11 of art. 77 of the Labor Code of the Russian Federation ), namely of the rules for his conclusion in violation of the restrictions established by the Labor Code of the Russian Federation, other federal laws on engaging in certain types of labor activity.

Termination of an employment contract is formalized by order of the employer (Article 84.1 of the Labor Code of the Russian Federation).
The employee must be familiarized with the employer’s order to terminate the employment contract against signature. At the request of the employee, the employer is obliged to issue him a duly certified copy of the said order.
2.4.13. The day of termination of the employment contract in all cases is the last day of the employee’s work, except for cases when the employee did not actually work, but in accordance with the Labor Code of the Russian Federation or other federal law, the place of work (position) was retained.

How to Make a Simple Website in One Hour / Sudo Null IT News
One of my friends has been saying for a couple of months that he will make a website during spring break. Now the holidays are ending, but he still hasn’t started. Tomorrow is his birthday, and I decided, as a asshole good friend, to give him a gift: write a step-by-step and as simple as possible instruction.
In reality, it only takes one hour to make a website. I know this because I timed myself doing the following steps myself, and the whole process took a little under an hour (I even registered a new domain and created a new Github account for the sake of experimentation). The code for this site can also be viewed on Github.
1. Go to namecheap.com and register a domain. This step is only if you need your own domain name.
2. Create a Github account and download Git if you haven’t already.
3. Create a directory to host the website and move there with the command cd : these are the commands mkdir my-site && cd my-site . All future commands assume that you are inside the working directory.
4. Making a new Github repository for the site called yourusername. github.io. For example, I’m registered as smilli, so my repository is called smilli.github.io.
5. In the working directory, run git init and git remote add origin github.com/username/username.github.io.git , where instead of ‘username’ we specify our username.
6. Create a file ‘index.html’ in the folder with the site with the HTML code of the main page. It is not necessary to spend a lot of time here, it can be very concise.

After you’ve finished coding and organizing the files that make up your website, you need to put it all on the Internet so people can find your site. This article describes how to post a simple example of your code with minimal effort.
Publishing a website is not an easy topic, mainly because there are many different ways to do it. In this article, we do not aim to document every possible method. Rather, we’ll discuss the pros and cons of three broad strategies from a beginner’s point of view, and then you’ll walk through one method that will work for the time being.
Getting hosting and a domain name
To have more control over the content and appearance of a website, most people choose to buy web hosting and a domain name:
Hosting – leased file space on a web server of a hosting company. You host your website files in this space and the web server serves up the content for web users who request it.
A domain name is a unique address where people can find your website, such as http://www.mozilla.org or http://www.bbc.co.uk . You can rent a domain name for as many years as you want (minimum 1 year) from domain registrar .
Many professional websites are located on the Internet in this way.
In addition, you will need a File Transfer Protocol (FTP) client (see How Much Does It Cost: Software for details) to transfer the website files to the server. There are many FTP clients, but generally you need to login to the web server using the details provided by your hosting company (for example: username (login), password, hostname). The FTP client will then display the files on your computer in one half of the window and the files on the hosting server in the other half, so you can drag and drop to copy files from your computer to the server and back.
Hosting & Domain Search Tips
We are not promoting any specific hosting companies here. To find a hosting and domain name registrar, simply search for “web hosting” and “domain names”. All of these services have a feature that allows you to check if a domain name is available or if someone else has already registered it.
Your home or business ISP may host small websites. The set of possibilities in this case may be limited, but, nevertheless, it can be great for your first experiments – contact them and find out!
There are also several free services such as Neocities, Blogspot, and WordPress. Again, you get what you pay for, but they are perfect for your initial experiments. The free services don’t require FTP clients for the most part – you can drag and drop your files directly into the web interface.
Sometimes companies offer both hosting and domain at the same time.
Using online tools such as GitHub or Google App Engine
Some services allow you to publish a site:
GitHub is a “social network for programmers”. With it, you can upload repositories with your developments for storage in Git – version control system. By default, all developments are kept open source, which means that your code will be available to anyone – participants can learn from it or offer their own improvements. You can also team up with other coders! It’s a very large and helpful community to join, and Git/GitHub is a very popular version control system – most companies now use it for work. GitHub has a very useful GitHub pages feature that allows you to publish your code (your site) to the web.
Google App Engine is a powerful platform that allows you to build and run applications on Google’s infrastructure – whether you need to build a multi-tier web application from scratch or host a static website. See How to Host Your Website on Google App Engine for more information.
Unlike other hosts, these services are usually free, but you get a limited set of tools in return.
Using cloud IDEs such as CodePen
There are a number of web applications that emulate a web development environment that allow you to enter HTML, CSS, and JavaScript and then display the result of that code as a website, all in a single browser tab. Generally speaking, these tools are quite simple, great for learning, good for sharing code (for example, if you want to share a technique with a colleague or ask colleagues from another office for debugging help), and free (basic features). They host your rendered page at a unique web address. However, the basic functionality is quite limited and applications usually don’t provide hosting space for files like images etc.

Now, let’s look at how to publish your site on GitHub Pages. We do not want to say that this method is the only and most true, but it is free, quite simple, and also affects certain skills that will definitely be useful for your further learning.
Basic setup
First of all, install Git on your computer. This is the main version of the version control system that supports GitHub.
Next, create a GitHub account. It’s simple and easy.
After you have registered, log in to github.com using your username and password.
Next, you need to create a new repository for your files. Click the Plus (+) in the top right corner of the GitHub home page, then select New repository .
On this page, in the Repository name field, enter username .github.io, where username is your username. So, for example, our friend valerii15298 would enter valerii15298.github.io .
Click Create repository and you will be on the following page:
Uploading your files to GitHub
Here we will use the command line to push our repository to GitHub. The command line is a window where you enter commands to quickly do things like create a file or run a program without using the user interface. The command line looks something like this:
Note: You can also use the Git graphical user interface for the same purpose if you are not comfortable using the command line.
All operating systems have a command line:
Windows : Command line. To open it, press the Windows key, then type Command Prompt in the search field, and select it from the list that appears. Note that Windows has its own command conventions, different from Linux and OS X, so the commands below may differ on your computer.
OS X : Terminal can be found in Applications > Utilities .
Linux : You can usually bring up a terminal with Ctrl+Alt+T. If that doesn’t work, look for Terminal in the app drawer or menu.
It might seem a bit scary at first, but don’t worry – you’ll get the basics down in no time. You tell the computer to do something in the terminal by typing a command and pressing Enter.
Specify directory 9 on the command line0017 test-site (or another name for the directory containing your site). To do this, use the command cd (i.e. “change directory”). Here’s what you’d get if you placed your website in a directory called test-site on your desktop:
cd Desktop/test-site
When the command prompt points inside your website directory, enter the following command, which tells the git tool to turn the directory into a git repository:
git init
Let’s go back to the GitHub site. On the current page, you are interested in the “…or push an existing repository from the command line” section. You should see two lines of code in this section. Copy the entire first line, paste it into the command line, and press Enter. The command should look something like this:
Next, enter the following two commands, pressing Enter after each. This will prepare the code for uploading to GitHub, and tell Git to manage those files.
git add --all
git commit -m 'adding my files to my repository'
Finally, upload the code to GitHub – go back to the GitHub web page you were on and enter the command in the terminal:
git push -u origin master
Now when you go to the web address generated in GitHub in a new browser window ( username.github.io ) you will see your site online! Send the link to your friends, let them appreciate your skill.

Exploring GitHub further
If you want to make more changes to your test site and upload them to GitHub, you just need to make changes to your files as before. You then need to type the following commands (pressing Enter after each) to push these changes to GitHub:

In fact, a blind dog can actually adjust quite quickly to life in the dark. Especially, if you tap into their most dominant sense – smell, followed closely by hearing; and begin the training as soon as they begin to lose or have lost their vision.
By following the tips below, a blind dog can be fully adjusted in up to 3 months, particularly if you do start early before they have lost it completely.
1. SAFETY
Get down to their level & dog proof your yard
Get down on all fours and crawl around your home looking for hazards.
Put corner protectors on sharp furniture and baby gates at the tops of stairs until your dog can safely manoeuvre them.
Check for any low branches or other obstacles in the back yard, placing bark a foot around trees, bushes or large objects to help signal an obstacle.
Fence off the pool or any hazardous areas.
Stairs & slippery floors
If you have slippery areas, cover with rugs and if any stairs are slippery (see Tip 3)
Use strips on the stair treads as they learn to navigate.
As your dog makes progress, you may want to use treats to help guide him or her to navigate the stairs.
Place a treat on each stair and stand in front of your dog, do not pull them, allowing the treat to be the incentive to find their way as they make their way up and down.
Keep floors clear
Keep the floor clean of toys, shoes, clothes etc. as they become tripping hazards, particularly the areas they most frequent.

Make a safe zone
Have a comfortable, safe spot for your pet to be.

2. USE THEIR SENSE OF SMELL
Use Essentials Oils to mark locations
Use different dog safe pure essential oils in different rooms to help guide them, but not too many that overwhelms them, ie: 2-3 drops of pure Vanilla in the kitchen, Lavender in the bedroom, Jasmine in the lounge room etc. Make sure you know what essential oils may be harmful to dogs, cats or any other pets in your home before selecting.
Scent the spot in these rooms that will help them distinguish important areas and items they will need to find such as their dog bed or sleeping area, next to the door that leads to the backyard, the water bowl etc.
Reapply every couple of weeks.
Scented pot plants & directional smells
Use scented flower-pots in the backyard, placed in strategic locations ie: near patio, doggy door, or back door. Again, make sure you know what plants are toxic to different pets.
Make sure you go back to basic toilet training to help direct them to where you want them to go if you have had to change it for any reason due to hazards getting in the way.
3. MAPPING / GUIDING
Use textured rugs / Location Cues to map out the house
Use a carpet runner on well-travelled parts of the home. They can feel the floor and use it to correct their course if they got lost.
Place rugs or floor mats of different textures near the outside doors and at the top and bottom of the steps. This will help your dog learn these locations.
Walk Him Through The House
Leashing the dog and walking him around will help him familiarise and navigate through the house.
Use a body harness and tight lead and keep him next to you so you can control and direct his movements.
Don’t Change The Floor Plan
Once you have arranged the furniture in a way so your dog can easily pass through a room, try not to move it around again.
Keeping everything in place will help prevent disorientation and injury.
Push chairs back in after getting up.
Food and water bowls
Always keep food and water bowls in the same spot or try a drinking fountain-style dog bowl that constantly circulates water and bubbles so they can hear it.
4. SOUND
Locating the back door
Placing a wind chime or bell near the entrance to the back door of the house will help your dog with orientation.
Talk to Your Dog
As dogs normally watch our every move, talk to your dog more than ever and ensure you have his attention before touching him so you don’t scare or startle him.
Introduce New Commands
Teach your dog important safety words like “step up (use high pitch),” “step down (low pitch),” “left,” “right,” “danger” or “stop” to help him safely navigate the inside and outside world.
Notify your dog as he or she heads towards a wall, using words like “watch, stop, careful.”
Use Bells
You can attach small bells to your shoes, around your wrist or other pets that can act as a guide to help your dog and so they can hear you moving about the house, at least until he is more familiar with listening to the sounds of footsteps and vibrations from movement.
When leaving your dog alone
When leaving your dog unattended, a limited space may initially work best.
Keeping ambient noise like a TV or radio on while you’re gone not only orients your dog to different rooms of the house, but also reduces feelings of loneliness.
5. PLAY
Toys with noise and scent
It’s important to still engage in active play with your dog. Again use smell and sound to help them.
Rub a dog treat or put a small drop of essential oil on a dog toy before throwing it to help your pooch find it and choose an open, safe area for him to play in.
Toys that give treats, squeak, talk or make noise are especially rewarding to blind dogs. They can still work the food out of them. Get the right size for your dog.
6. OUT WALKING
Keep a Routine
Having a daily routine is very helpful.
Go to the same parks and on the same walking routes.
Let Others Know
Get a shirt, bandana or vest for your dog that reads “I’m blind” and tell people about your dog’s condition so they approach slowly and let the dog sniff them first.
Also, get a tag for your dog’s collar that says “I’m blind” in case she ever gets lost.
7. OTHER TIPS
Signal to your dog when other people or dogs are approaching with a verbal cue, “dog coming” or “person coming” calm and relaxed tone and keep practising and repeating it so they can learn.
They should be highly supervised around children so they aren’t startled or feel threatened and bite.
The key to all dog training is to be clear, consistent and concise which is even more important than ever when helping a blind dog adjust.

Olga Yurievna Fedotova, a veterinarian and ophthalmologist at the Biocontrol Clinic, told about the causes of blindness in dogs, about modern possibilities of veterinary ophthalmology and how to make life easier for a blind pet.
– What are the causes of blindness in dogs?
– Causes of blindness in dogs include untreated eye injuries, severe eye burns, retinal detachment, congenital degenerative changes in the retina, cataracts and glaucoma.
— Probably the most common injury?
Yes. Being in large groups, walking unattended, in games with other dogs or cats, in fights, dogs can get serious eye injuries. Often these wounds are penetrating. Without treatment, severe wounds with bleeding and displacement of eye structures lead to blindness.
Another cause of blindness in animals is cataracts. Cataract is a disease of the lens, which is expressed in clouding of its fibers, an increase in rigidity, which results in blindness. All types of mammals and birds that have a formed organ of vision with a lens are susceptible to cataracts. In some cases, cataracts appear in young animals up to three years old. In such cases, it is possible to assume a traumatic or hereditary nature of the disease.
— What is a degenerative retinal disease?
– This is a whole group of pathologies that manifest themselves at different ages and in different breeds of dogs. These include: progressive retinal atrophy, stationary night blindness, rod and cone dystrophy. Unfortunately, when establishing such a diagnosis, one must understand that the outcome of such diseases is a significant decrease in vision or complete blindness.
– What is glaucoma?
— Glaucoma is a disease of the optic nerve, often accompanied by an increase in intraocular pressure.
— What happens to the organ of vision in glaucoma?
— Glaucoma is an eye disease characterized by increased intraocular pressure. The disease can occur with severe pain, an increase in the size of the eyeball. It is important to remember that heredity is an important factor in development. There are breeds of dogs that are susceptible to the disease due to deformation of the filtration iriocorneal angle. These breeds include Cocker Spaniel, Beagle, Dachshund, Boston Terrier, Dalmatian, Miniature Poodle, Norwegian Elkhund and Chow Chow.
Glaucoma is the destruction and death of ganglion cells in the retina and optic nerve, which play an important role in the functioning of the eye. In this case, the balance of intraocular fluid production and its outflow is often disturbed. The outflow of excess intraocular fluid through the iridocorneal angle is blocked, the pressure of the contents of the eyeball on the outer membranes of the eye increases, and the normal blood supply to the retinal tissue decreases. Prolonged compression leads to necrosis of the layers of the retina and optic nerve. Therefore, it is very important to control intraocular pressure in glaucoma. This can significantly preserve the function of vision in a patient with such a diagnosis.
— What are the signs that a dog is losing sight?
— If, when leaving the entrance, a usually social and active dog feels insecure, goes toe-to-toe with the owner, stops actively playing with toys and does not see where the thrown fetch falls, when the dog is let off the leash and the owner is removed a short distance looks confused and does not know where to go, or is heading in a completely opposite direction from the owner, then it is likely that vision is low or lost.
In some cases, blind animals may not recognize the owner. At home, you can notice caution in moving around the rooms, bumping into obstacles and the inability to jump on your favorite sofa. A dog with deteriorating or lost vision cannot catch a piece of treat, cannot see where the bowl is.
— What can be done in case of a rapid decline in visual function or blindness?
— When it comes to eye injuries, immediate medical attention can save the eye and restore visual function. The doctor examines the eye, evaluates the integrity of all its membranes, the condition of the eyelids and the mucous membrane of the conjunctiva. Assigns additional diagnostic studies, if necessary. Then medical or surgical treatment is applied.
If we see an already accomplished result of an injury at the reception: the eye is blind and does not hurt, then it is necessarily examined tactilely through the eyelid and intraocular pressure is measured using an instrumental method. In the absence of signs of inflammation, a blind eye can be left in the orbit. Otherwise, the eyeball is removed and an artificial eyeball prosthesis is placed.
— What can a veterinary ophthalmologist offer to a cataract patient?
— If the blindness is due to cataracts, there is always the question of surgery. To date, the problem can be solved with the help of a surgical operation: phacoemulsification and implantation of an artificial lens. In such cases, with timely treatment, visual function can be restored. It is important to note that this operation is done under general anesthesia. It is not uncommon for a pet to undergo a complete examination prior to surgery.
— And if with glaucoma?
— If there is no complete loss of vision, then drug therapy is prescribed. If it does not give a stable positive result, they resort to surgical treatment. Unfortunately, it is not uncommon for patients with glaucoma to turn blind already. In this case, blindness is irreversible. The doctor does everything possible to alleviate the patient’s condition.
— Is it possible to help a dog with congenital retinal pathologies?
— In congenital pathologies of the retina, the timing of diagnosis plays an important role. The diagnosis is made comprehensively, based on a full-time examination by an ophthalmologist, behavioral and genetic tests, a study of the pedigree of the animal and its compatriots, as well as using the method of electroretinography. In the early stages, treatment with stimulants, antioxidants, and lutein supplements can be done.
— How can you deal with visual impairment in dogs?
— Owner’s attention is an important factor in early detection of visual impairment. It is necessary to avoid injuries, which often lead to walks without a leash. A well-socialized animal is neutral towards its relatives and will not get into a fight. In the case of aggression of animals on a walk to each other, you should not “let your dog make friends” with another dog or get to know a cat sitting on the street, this can lead to disastrous results.
When it comes to hereditary diseases that occur in pedigree animals that lead to blindness, genetic testing, pedigree analysis and breeding of individuals with a proven congenital problem can significantly reduce the incidence of pathologies of this kind in the future.
If there are any changes in the appearance of the eye, an increase or decrease in its size, an unusual reaction of the pupil to light, clouding, severe tearing, you should consult a specialist.
— Is it possible to prevent diseases that lead to vision loss?
– Dogs older than ten years, if the problem has not manifested itself earlier, it is recommended to show an ophthalmologist once a year.
When purchasing a purebred animal, it is important to find out in advance whether it has a tendency to hereditary eye diseases. For example, Labradors, Retrievers, Dachshunds and Poodles are prone to progressive retinal atrophy. Poodles, Yorkshire Terriers, Spaniels, and English Bulldogs are prone to developing dry eye syndrome.
— How serious of a problem is vision loss for a dog?
— Blindness is not a catastrophe, much less a reason to put a dog to sleep. A blind dog may well live a full life, especially if there is an attentive and loving owner nearby. In fact, most dogs, even with normal vision, do not see very well. They rely more on hearing and smell. With a decrease in vision, these feelings are exacerbated. This allows visually impaired dogs to easily navigate areas they know.
– What should the owner of a dog that has lost its sight know?
– The rules are very simple. Do not let a blind dog off the leash in unfamiliar places to avoid injury. At home, try not to rearrange the furniture without special need, as the dog has a “map” in its memory, according to which it will orient itself in the future.
A blind dog should not be taken to a place to eat and play, let it learn to find everything on its own. When playing with a blind dog, try to stimulate the senses. Come up with games that involve the nose, let the dog learn to follow the trail.
It is very important, while the dog is in good health, to train him to perform basic commands such as “stop” and “come”. If suddenly the dog loses its sight, the unquestioning execution of these commands can save her life.
