A young eight-year-old stood in front of Palazzolo Raquel Daycare in Culver City, Calif. like she had never left. She stood on her toes and stretched her neck to look through the daycare’s glass window before ringing the doorbell.
The daycare owner and her daughter, Noemi Palazzolo and Beatriz Morales, held babies in each hand and sat in the living room of their daycare. They turned to the door and scrunched their faces as they tried to identify the curious little face outside staring back at them.
The little girl’s name was Lilou, and after moving from her first home in Southern California to the South of France, she was back for a visit.
“Right when her family returned [to Los Angeles], Lilou cried, ‘Daddy let’s go visit Noemi!’” Noemi Palazzolo, the owner of Palazzolo Raquel Daycare, said.
And according to Palazzolo, it was not the first time that a familiar face returned to pay a friendly visit.
“It makes me feel like I do a good job,” Palazzolo said. “To raise these babies and love them so much that they want to come back…that is how I define my success.”
Palazzolo Raquel Daycare is located on Irving Place, a side street off the busy Culver Boulevard in the Culver City Art District. Palazzolo said she prides herself in running a daycare out of the comfort of her own home.
“Running a home-style daycare means I am opening the doors of my private home to the public each and every morning.” Palazzolo said. “That is not always easy to do, but it is so rewarding to support these kids and watch them grow.”
Palazzolo runs the business with the help of her husband, Javier Morales, and their daughter, Beatriz. The owners described their home-style care as friendly and intimate.
Noemi Palazzolo said she never felt the need to create a professional website for her business, since most of her customers find the company through word of mouth.
“New parents just pop in all the time with big smiles,” Palazzolo said. “When I ask where they found me, they say I come up in conversation around the neighborhood. I guess my little place stands out.”
Javier Morales said the majority of parents who use their services are either single mothers or married couples who both work. Morales said that when times are hard and parents cannot afford their prices, they are accommodating for loyal customers.
“As a father, I know it is not easy supporting the kids,” Morales said. “If they need help, we are very flexible.”
Mogo Loera, a single mother from Culver City, Calif., leaves her three-year-old son, Fernando, in Palazzolo’s care five times a week when she goes to work.
Loera said she especially appreciates Palazzolo’s generosity and understanding. She had to budget for a surgery in 2012 and could not afford Palazzolo’s regular pricing of $250 a week.
“What was I supposed to do? I still had to keep my Fernando in good care, but it was too much,” Loera said. “Miss Noemi lowered my price that year. I have been working hard ever since, so I can eventually pay her back.”
Beatriz Morales, Noemi and Javier’s 22-year-old daughter and a recent graduate of the Art Institute of California Los Angeles, said families come to her parents’ daycare because they can tell that her mother and father genuinely love taking care of kids.
Beatriz is an only child, but said growing up with so many children around her made her feel like their big sister. She has loved taking care of the newborns since she was in high school, because she feels a special connection with each child.
“The kids who come have always felt like my own little siblings to me,” Morales said. “We give them a lot of love each day, and I think that’s what sets us apart from other places.”
Noemi Palazzolo’s mother used to run the daycare, and she feels blessed to have been able to keep her mother’s legacy running for over 30 years. Palazzolo said someday she plans to pass the daycare onto her own daughter to keep their family tradition alive through three generations.
“We are a family business that tries our very best to treat customers like family, too,” Palazzolo said. “I like to think of myself as a mother who keeps on giving.”

Head Start
Head Start is a comprehensive preschool program for low-income children that provides professional services in education & early childhood development, medical, dental & mental health, nutrition and parent involvement.
Head Start is for children aged 3 to 4 from low income families, including children with special needs, who live within each agency’s area. In order to qualify:
- A family must meet federal income guidelines which are established by reference to the official poverty line and adjusted annually in accordance with changes in the Consumer Price Index. These guidelines may be waived for families with special circumstances who might benefit from placement in Head Start.
- A child must not be eligible for kindergarten at the time of enrollment.
- A child who will be four on or before September 1st will receive priority.
- A child with a disability will receive priority points.
- Regardless of any changes in family income, once a child is determined eligible and enrolled in the program, he or she will remain eligible for the program throughout the current year and for a second year, as long as he or she still meets the age requirements.
Early Head-Start
Early Head Start provides services to children ages 8 weeks to 3 years. This includes education, health, nutrition, mental health and developmentally appropriate activities for infants and toddlers, including children with special needs. Families must meet eligibility guidelines established by Head Start.
State Preschool (CSSP)
State Preschool (CSSP) programs offer part time and full time hours for children who are 3 or 4 years old by September 1st. Families access this program by meeting specific income guidelines and other requirements and may be assessed a fee. Those with the greatest need will be served first. Families may remain in the state programs as long as they continue to meet the need and eligibility criteria of the program and follow the program rules and regulations. State preschool provides activities for children.
Full time classes meet at least 6 hours per day; part time classes meet 3 hours per day. All classes meet Monday through Friday and follow the school year calendar. The focus is on literacy, number skills, social development, health and safety. Parents are encouraged to participate in the classrooms as volunteers and are eligible to serve on the program-wide Parent Advisory Committee. CSPP provides children with a daily snack and helps families to access community resources.
Children’s Centers (CCTR)
Children’s Center School Age Programs are funded for eligible children. Families access this program by meeting the following criteria: attending school or working. Each family has a contract that identifies the days/times when childcare will be provided. Fees are based on a sliding scale depending on the family income and child care hours for Children’s Centers. The contract must be periodically recertified (every four months to a year) or whenever there are changes in the family situation.
Cal-Safe
The California School Age Families Education (Cal-SAFE) Program is a comprehensive, integrated, community-linked school-based program that serves expectant and parenting students and their children. The Cal-SAFE Program is designed to improve the educational experience of enrolled students, increase availability of support services for those students, and provide child care and development services for their children.
Los Angeles Universal PreSchool (LAUP)
LAUP Classes meet for three and one half hours a day, Monday through Friday, and follow the school year calendar. LAUP will meet each child’s individual needs and help them to grow cognitively, socially, emotionally and physically by building on individual cultural and linguistic strengths. LAUP includes children with disabilities and other special needs. LAUP emphasizes parent engagement through advisory groups, parent surveys, classroom volunteering and special events.
Families access this program by meeting the following eligibility requirements:
- Child(ren) must be four years of age on or before September 1st of the current year
- Four-year old children are eligible to attend LAUP preschool for one year only
- Proof of age eligibility is based on original birth certificate, passport, and official documents from another country
- Proof of children’s residence in Los Angeles County is required (i.e. current utility bill).
Alternative Payment (CAPP)
Helps pay for child care services for parents who are employed, participating in a vocational goal or job training, or engaged in other approved activities. As CAPP funding becomes available, the most eligible families receive services first through our internal ranking system. Families may remain in the CAPP program as long as they continue to meet the need and eligibility criteria of the program and follow the program rules and regulations.
Parents are eligible for the program if they:
- Meet state income guidelines
- Have children up through age 12, (13-21 years old if child has special needs)
- Use child care in our service area, and
- Need child care because they are employed, seeking employment, in a vocational training, seeking permanent housing, and/or incapacitated
CalWORKS Stage 2 Child Care (C2AP)
Families have access to this program if they have previously received public cash assistance (welfare) or a diversion payment through the Department of Public Social Services. Families may be eligible for this program for up to 24 months after discontinuing cash assistance as long as they continue to meet the need and eligibility criteria of the program and follow the program rules and regulations.
Must also meet the following:

- Have children up through age 12 (13-21 years old if child has special needs)
- Use child care in our service area, and

CalWORKS Stage 3 Child Care (C3AP)
This program is available to families who continue to need child care services after their 24 months of eligibility expires in C2AP. Families may access this program only if they transfer directly from a C2AP program with no break in services. Families may remain on the C3AP program as long as they continue to meet the need and eligibility criteria of the program and follow the program rules and regulations.
Parents must also meet the following:

Kid Space : Sony’s New Day-Care Center Is Embracing and Child-Friendly
When architects design buildings for children they often create the architectural equivalent of the patronizing, cutesy tone adults assume when talking down to kids.
This is seen in nursery schools crowded with huge toy animal figures, with doorways shaped like the entry to a rabbit hutch and windows shaped like giant vegetables.
Or they conjure up fantasies of an idealized, over-stimulated atmosphere haunted by an air of phoniness. This kind of design is found in kindergartens plagued with crude primary colors and stark geometric shapes.
The best buildings for children are sheltering and friendly without condescension, and their architecture allows the kids the mental and physical space to generate their own imaginative realms.
The new child-care center opened by Sony Pictures in Culver City for the company’s staff is a superb example of the best kind of child-oriented architecture. Simple and strong in its design theme, the center is at the same time discreetly colorful with just the right touch of sophisticated playfulness.
“In our concept for the child-care center we decided that the kids should be the stars, not the architecture,” said Ken Williams, Sony’s senior vice president for corporate operations. “The last thing we wanted was a hyperactive visual environment of the kind you often see in such places.”
Designed by Santa Monica-based architect Steven Ehrlich, the 9,000-square-foot center accommodates up to 100 preschool children, ranging in age from 6 weeks to 5 years.
“Sony wanted a space that was generous yet serviceable, and that emphasized simplicity,” Ehrlich said.
The simplicity of Ehrlich’s design is evident from the street. Behind a boundary wall topped by playful wrought-iron railing created by artist John Okulick, one sees a soaring roof that curves up at the ends, like a smile.
The roof is the center’s main design motif. Supported on a series of deep, laminated timber beams, it is concave on the street frontage and convex on the rear side facing the playground. This form, known technically as a hyperbolic paraboloid, creates complex volumes under its sweeping, twisted surface.
From the exterior the dramatic roof seems to offer a welcoming embrace. Inside the building it floats over the entire space like a giant, protective wing.
“With the roof shape I tried to create the sense of being cradled by a mother’s arms,” Ehrlich explained. “The kids might not make the connection directly, but I hope they feel its embrace unconsciously.”
The center’s curved front wall is built of colored brick laid in a woven pattern of beige, red and blue-black. The back wall, overlooking the playground, is a continuous screen of windows and sliding glazed doors framed in warm, natural Douglas fir. The doors open onto a continuous, curving veranda punctuated by a row of steel columns supporting the roof and painted a rainbow of colors.
The interior is divided into five main classrooms. A wide corridor that runs the length of the building separates the classrooms from the staff offices and other support areas lining the front wall.
The south end of the building contains the infant area, where babies lie in cots or crawl around on comforters spread on the cork linoleum floor. An adjoining room is provided for mothers to breast-feed their children in a homey environment.
The infants’ section shares a playground with the next-door toddlers’ room, which accommodates children up to 2 years old. The infants’ and toddlers’ outdoor area is separated from the main space used by the older children, to protect the younger ones from play that might be too rough for them.
The main lobby divides the infants and toddlers from the 3- to 5-year-olds’ area on the northern end of the center. The three large classrooms for the older kids can be opened up into one area with interconnecting doors.
The three classrooms share washrooms equipped with child-size toilets and sinks set low to the floor. The children seem completely at ease in this Lilliputian environment, in which every detail, from the electrically operated touch-sensitive faucets to the handy toilet-paper holders is designed to their diminutive scale.
Each room in the center is an amiable chaos of scattered paint boxes, paint-splattered rolls of paper, stuffed animals, small chairs and tables and impromptu bedding on the floor. Every classroom has low sinks for the children to use and regular ones for the staff.
Since none of the interior partitions reach to the ceiling, the classrooms all seem to be linked in one large family.
The interior color palette is subdued. The walls are painted a calming neutral cream that sets off the richness of the wood in the ceiling and the front glass wall.
The high ceilings, wide windows and corridor skylights allow mostly natural ventilation, backed up by an auxiliary air-conditioning system.
The center, open from 7:30 a.m. to 7:30 p.m. five days a week, is operated under contract by Bright Horizons, a national child-care service that runs 87 centers in the United States.
The center employs a staff of 40 adults to serve the children, and parents are encouraged to help in the classrooms and to participate in the running of the center. The children’s parents come from every rank of Sony’s staff, from executives to mail-room workers.
“We have a totally classless, ethnically diverse small society here,” said director Margaret Wood. “And whatever happens to the children when they’re older, they will have had this kind of experience to remember.”

What is Family Place?
A Family Place Library is a center for early childhood information, parent education, emergent literacy, socialization, and family support. Family Place builds on the knowledge that good health, early learning, parent involvement, and supportive communities play a critical role in young children’s growth and development. Each Family Place Library features the following core elements:
- A bright, colorful, and welcoming space for young children and their parents.
- A collection of books, toys, videos, music, and other materials for babies, toddlers, parents, and service providers
- Access to resources that emphasize emergent literacy, reading readiness, and parent education.
- Developmentally appropriate programming, such as baby and toddler storytimes for younger children and their parents.
- Outreach to new and underserved populations.
- The Parent-Child Workshop is a five-week workshop featuring local professionals, such as nutritionists, speech and language therapists, and child development experts, who serve as resources for parents.
The first three years of a child’s life lay the foundation for learning. Get the tools and resources you need to give your child the best possible start.
Citizenship-in-a-Bag contains:
- Settlement information for new immigrants to the United States
- Information on the U.S. naturalization process;
- Study materials for the naturalization test
- Reference materials on the rights and responsibilities of U.S. citizenship

About the Collection
The Californiana Collection consists of over 24,000 books and over 200 magazine and newspaper titles in paper and on microfilm as well as a collection of state documents including state and county budgets. The goal of this collection is to present a complete picture of the history, culture, environment and artistic expression of the people of California and to some extent, the western United States.
