School Enrollment, Attendance and Eligibility

The Purpose of Elementary and Secondary School Enrollment and Operations is laid out in Maine statute, in M.R.S.A. Title 20-A, Section 5001-A: “Compulsory education is essential to the preservation of the rights and liberties of the people and the continued prosperity of our society and our nation.” The Maine Department of Education is committed to ensuring the rights of all Maine learners to access educational opportunities, including appropriate alternatives to regular day-school curricula.

The resources on this School Enrollment and Operations page links individuals to relevant school enrollment opportunities, resources, and processes, including information about Maine public schools, private schools and home instruction. State oversight of the activities of public and private elementary and secondary schools primarily focuses on public and private school approval/recognition, home instruction reporting coordination, and Superintendent Transfer denial appeals.

Maine Law & School Options

Generally, Maine students attending public school enroll in the district where their parents live. However, State law lays out the following exceptions, which are generally handled at the local district level:

  • Paying tuition to attend school in another administrative unit. A student can attend public school in any school administrative unit (SAU) as long as the student secures the consent of the receiving unit’s school board. Under this arrangement, the student’s parents must pay the cost of tuition and transportation.

  • Transferring as a result of a superintendents’ agreement. Two superintendents can approve the transfer of a student from one SAU to another if the superintendents agree the transfer is in the student’s best interest, and if the student’s parent approves. Under this arrangement, no tuition is exchanged among school units. Instead, the transferred student is considered a resident of the receiving school district for purposes of calculating state subsidy.

  • Attending school at home. Parents can choose to educate their children at home. They must file a Notice of Intent with the local superintendent of schools and offer assurances that they’ll provide their children an adequate education. 

  • Attending school when the home school district doesn’t operate its own. A student whose parents live in a school unit that doesn’t operate or contract with a school for the student’s grade level can choose to attend any public or private school that will accept him or her. The home school district pays the cost of transportation and tuition, up to the State-determined, average per-student cost.

  • Attending school in a nearby unit due to distance. A student whose parents live far from the normally designated, local public school can seek the consent of the local school board to attend school in an adjoining SAU whose facilities might be closer. For this arrangement to take effect, the adjoining SAU must agree to accept tuition students. The sending SAU pays the cost of tuition and transportation.

  • Living within an SAU of 10 or fewer students. A student whose parents live in a school unit of 10 or fewer students are eligible to attend school in a nearby district if the school boards of both units agree. The home school district pays the cost of tuition and transportation.

  • Attending school in another district for academic reasons. If a student’s home high school doesn’t offer two approved foreign language courses, the student may attend a course in another secondary school that accepts him or her as long as the student notifies the home school of his or her intentions by April 1 of the preceding school year.

  • Attending the Maine School of Science and Mathematics or the Maine Ocean School. Students from Maine may attend a magnet school free of tuition charges, however the student or the student’s parent or guardian must pay the cost of room and board for the school year.  

  • Attending a public charter school. Maine’s first public charter schools opened in the 2012-13 school year. A student may attend any charter school that serves his or her grade level as long as the school has sufficient space. Learn more about charter schools at the Maine Charter School Commission website.

Our hearts, thoughts, and prayers are with the victims and families of the recent NYC train shootings, the Buffalo, NY shooting in a supermarket, the Geneva Presbyterian Church shooting in Laguna Woods, CA, and yesterday’s attack on the elementary school in Uvalde, TX. These are unimaginable occurrences and are rocking us all at our collective core.

As an organization focused on the safety and well-being of children and the adults who care for them, our hearts are broken – which, we know, is not enough. We know that we can’t afford to lose one more precious life. The families and communities that we serve need real action to prevent future gun violence.  We will continue to work to make our learning environments and communities safe spaces and places for all people – from our babies to our elders – to live, learn, grow, and thrive.

Supporting New York City’s Unsung Heroes: How the Next Mayor Can Prime the Early Childhood Workforce for Success

NYC Pre-K and 3-K daycare providers close to closing, need funds: 7 On Your Side

NEW YORK CITY (WABC) — Daycare owners from Brooklyn to the Bronx claim they are still jumping through hoops to get money for Pre-K and 3-K from the city.

Last fall, the Department of Education entered into an agreement with the City Council to resolve delayed reimbursements, yet some providers are saying the crucial funds are still stuck and they may have to close.

The 3-year-olds come marching into their free Pre-K. They have snacks and warm naps, oblivious to the struggle just to keep the doors open.

“We don’t know when we’re going to get paid,” Let’s Play and Learn daycare Co-Director Olena Knyzhnyk said.

The Park Slope daycare says it’s owed $54,433.08 in start-up expenses and is waiting for the city’s payment on some invoices from last year. To make rent and payroll for five employees, they say they took out a loan.

“We are taking our savings, we had to take a credit line to cover our expenses,” Let’s Play and Learn daycare Co-Director Yuliya Pavlotskaya said.

The women joined other non-profit childcare providers complaining about the NYC DOE’s delays in funding to provide universal 3-K, an initiative announced as a way to help all families access free childcare.

“The mayor and the deputy chancellor, they have press conferences and they talk about expanding Pre-K and 3-K and providing these services for families and their children, but how are we supposed to do that without funding,” said Joanna Vogel of Queens Days Care Provider.

Vogel is fearful that she will have to shutter her Elmhurst daycare center if they can’t collect funds from the city.

“If we have to close, that’s 33 children and families that will have to be out of school and would have to stay home,” she said.

The DOE claims both Pre-Ks didn’t upload invoices properly in the system. The teachers admit their own errors caused delays as well.

A spokesperson for Mayor Eric Adams said the following in a statement:

“Our administration’s efforts to stabilize the finances of our early childhood program are working – we have paid over $110 million in outstanding invoices from last year and over $500 million in invoices this year. The staff at the DOE work around the clock to process payments and provide support to programs. We are encouraging organizations with issues with processing their payments to contact us to expedite their processing, and we will continue to support our providers. It is incredibly disappointing that organizations expected to help service childcare providers are choosing to disregard that vital work and instead spread misinformation within the sector.”

The Mayor’s Office of Contract Services testified at a City Council hearing Monday, that they are working to outsource a way for billions in funds to be streamlined to vendors.

“We provided an update of where we on now on the backlog – which is $5.4 million cleared of the initial $6.4 billion that was identified,” said Lisa Flores, Director of the Mayor’s Office of Contract Service.

The joint oversight hearing heard from dozens of non-profits running services for the homeless, seniors, and children without public funds they counted on in city contracts.

“We told them there was a crisis in early education where childcare providers were not being paid on time,” said Greg Brender, Chief of Policy and Innovation at Day Care Council of New York.

“We are seeing a very big mess of something that we very badly need to fix,” said Councilmember Julie Won, the City Council Contracts Committee chair. “The first thing we need to get are all the daycare centers that had students fairly registered correctly with regulations, they need to be paid on time.”

But less than 24 hours after 7 On Your Side told the DOE about the daycare centers, three payments were approved for a total of $151,840.67. The city says the payments were already in the pipeline before 7 On Your Side advocated.

The United States sent a third aircraft carrier to the Middle East region. The shooting occurred while Zwerner was teaching a first grade lesson in Richneck. Authorities said there was no warning or struggle before the boy pointed the gun at Zwerner. The bullet pierced her arm and hit her in the chest, police said. A 25-year-old teacher led her students out of the classroom, after which she was rushed to the hospital.

Drew, chief of police, called the shooting “deliberate.” The judge will decide what to do next with the child.

Superintendent of Schools Newport News reported last week that Richneck administrators learned the child may have had a gun before the shooting.

The oldest material on Earth.

Scientists have recently identified the oldest material on Earth: 7 billion year old stardust hidden in a massive rocky meteorite that hit our planet half a century ago.

Stars have life cycles. They are born when particles of dust and gas floating in space find each other, shrink and heat up. They burn for millions or billions of years and then die. When they die, they eject particles of matter into space, and these pieces of stardust eventually form new stars, as well as new planets, moons, and meteorites. In a meteorite that fell fifty years ago in Australia, scientists have found star dust that formed 5 to 7 billion years ago, currently the oldest solid material ever found on Earth.

When stars die, they throw particles of matter into space, and these pieces of stardust eventually form new stars, as well as new planets, moons and meteorites.

“This is one of the most exciting studies I’ve worked on,” says Philip Heck, professor at the University of Chicago and lead author of the paper describing the results in Proceedings of the National Academy of Sciences. “These are the oldest solid materials found on Earth, and they tell us about how stars formed in our galaxy.”

The materials that Heck and his colleagues studied are called presolar mineral grains that formed before the birth of the Sun. These are solid samples of stars, real stardust, pieces of stardust trapped in meteorites where they remained unchanged for billions of years, making them time capsules before our solar system.

But presolar seeds are hard to find. They are found in only five percent of meteorites that have fallen to Earth, and they are tiny, one hundred of the largest of them would fit on the dot at the end of this sentence.

“It all starts with crushing meteorite fragments into powder,” explains Jennika Greer, a graduate student at the Field Museum and the University of Chicago and co-author of the study. “Once all the pieces are separated, it’s a kind of paste, and it has a special characteristic – it smells like rotten peanut butter.”

This “rotten peanut butter and meteorite paste” is dissolved with acid until only presolar grains remain, like burning a haystack to find a needle.

After the presolar grains have been isolated, the researchers find out what types of stars they came from and how old they were.

The researchers learned that some of the presolar grains in their sample were the oldest ever discovered – based on how much cosmic rays they absorbed, most grains must have been between 4.6 and 4.9 billion years old, and some the grains were even older than 5.5 billion years.

For example, our Sun is 4.6 billion years old and the Earth is 4.5 billion years old.

But the age of the presolar grains was not yet the end of the discovery. Because presolar grains form when a star dies, they can tell the story of stars. And 7 billion years ago, apparently, an unprecedented crop of new stars formed, a kind of stellar baby boom.

It all starts with crushing meteorite fragments into powder. Once all the pieces are separated, it is a kind of paste, and it has a special characteristic – it smells like rotten peanut butter. This “rotten peanut butter and meteorite paste” is dissolved with acid until only presolar grains remain.

“We have more young beans than we expected,” Heck says. “Our hypothesis is that most of these grains, which are 4.9 to 4.6 billion years old, were formed as a result of enhanced star formation. There was a time before the beginning of the solar system, when a huge number of stars were formed.

This conclusion is the main argument in the dispute between scientists about whether new stars form at a constant rate or whether there are maxima and minima in the number of new stars over time. Some people think that the rate of star formation in the galaxy is constant, but thanks to these grains, we now have direct evidence of a period of enhanced star formation in our galaxy seven billion years ago with meteorite samples. This is one of the key findings of this study.

Heck notes that this is not the only unexpected thing his team found. As an almost side note to the main research questions, while studying the way minerals in grains interact with cosmic rays, the researchers also learned that presolar grains often float through space, stuck together in large clusters, “like granola,” says Heck. “No one thought it was possible on such a scale.

Heck and his colleagues are looking forward to all these discoveries that will expand our knowledge of our galaxy. “With this study, we directly determined the lifetime of stardust. We hope this will be picked up and studied so that people can use it as input for models of the entire galactic life cycle,” he says.

Heck notes that there are many questions to be answered about presolar grains and the early solar system. “I wish more people were working on this to learn more about our home galaxy, the Milky Way,” he says.

Researchers from the Field Museum, University of Chicago, Lawrence Livermore National Laboratory, University of Washington, Harvard Medical School, ETH Zurich and the Australian National University contributed to this study. Funding was provided by NASA, the TAVANI Foundation, the National Science Foundation, the Department of Energy, the Swiss National Science Foundation, the Brazilian National Council for Scientific and Technological Development, and the Field Museum Science and Scholarship Funding Committee.

Important vocabulary related to notice periods

Before we jump into the legal aspects of notice periods, I’ve listed some business English words and phrases you can get familiar with to ensure you understand the process:

  • Notice period: the length of time either you or your employer are required to give notice about the termination of your employment contract
  • Dismiss: when an employer ends an employment contract
  • Resign: when an employee decides to leave a job or position
  • Terminate: to end (a contract)
  • COBRA: health care that is offered during the gap of leaving one job to find another
  • At-will employment: an employer can dismiss an employee, just like an employee can leave a job position at any time for any reason (aside from illegal reasons) without any negative consequences.

Phrases to use to resign from your job

Is there a law that stipulates notice periods?

The Department of Labor in the US protects employees in the areas of wages, workplace safety, employee benefits security, workers’ compensation, and others, but it does not stipulate that notice periods are legally required for employment contracts.

Nonetheless, it’s cordial in the US to allow employees at least two weeks after their resignation in advance as a notice period to allow them time to fill the position and delegate tasks. For example, when my colleague quit her 3rd-grade teaching position, she gave her boss a year’s notice, because that’s how much time she needed to make a transition to becoming a digital nomad and entrepreneur. With that said, that doesn’t mean that’s a suitable notice period for every particular job, but make sure to consider all angles and remain professional when making your decision to resign.

How to determine if you have a notice period

Although it’s uncommon that notice periods are required for work contracts in the US, there can be some circumstances where they are still applied if they have been agreed upon in advance.

Check your contract

You most likely signed a contract at the beginning of your employment period. Dust it off, and use it as a guide moving forward to help you with your specific situation. It’s also helpful to contact your human resources department if you would like further clarification about the process outlined in your contract. Furthermore, please note that if you work under the conditions of “at-will employment”, no notice period applies for both the employer and employee.

Consider your seniority in the company

The other element to consider for notice periods is your seniority. In general, the longer you’ve been at a job, the longer notice you should provide. Think about it like this: the more expertise you have, the harder it is to replace you, so to be considerate of your boss (especially if you know the hiring process is long) and think about giving at least 2 weeks notice.

What happens when a contract is terminated due to employee misconduct?

An employer has the right to dismiss an employee due to misconduct, but the dismissal shouldn’t happen without proof. An employer should refrain from dismissing anyone on the spot, as that’s most likely an act of anger and can result in legal issues. 

If a dismissal situation gets ugly and either party conducts themselves in a manner that does not abide by the contract, this could end up in court.

In this case, double-check your contract to ensure if and which agreed-upon statements were broken, and that both parties signed the contract. If worse comes to worst, seek legal counsel if you feel you’ve been taken advantage of in the situation.

In most cases, typical employee notice periods work just fine. But in others, you’ll need to think more carefully about your organisation’s needs and obligations — and those of the departing employee. Here’s what you need to know.

Employee notice periods are determined by the contract of employment and the law.

Organisations typically ask employees who have been in their jobs for more than two years to work one month’s notice, via the employment contract. A notice period of a month gives you a reasonable amount of breathing space to recruit a replacement employee.

For employees who have been with you less than two years, a notice period of one week is common.

The law on notice periods

Under the Employment Rights Act 1996, both the employer and the employee are legally entitled to a minimum period of notice when the employee leaves. Your contracts should be compliant with these laws.

The minimum notice period is:

  • One week for employees who have been with your organisation for more than a month, but less than two years
  • Two weeks for employees who have been with your organisation over two years

Notice periods then increase by one week for each year worked, up to a maximum of 12 weeks. These rules don’t apply to retiring employees older than retirement age.

Terminating an employee without giving the contractual or legally-required notice period could lead to a wrongful dismissal claim.

Agreeing payment in lieu of notice

There might be cases where you and the employee agree it would be better for the employee to leave straight away, without working the notice period.

The Employment Rights Act 1996 does not prevent you and the employee waiving your right to notice. However, in such cases, you will still need to pay the employee for the duration of their notice period.

What if the termination is related to conduct?

In some cases — for example, when an employee has been found guilty of a serious crime or gross misconduct — you may wish to terminate employment immediately.

The Employment Rights Act 1996 does not affect your right — or the employee’s right — to terminate the contract for reasons related to the other party’s conduct.

When should you put an employee on garden leave?

When an employee leaves to work with a competitor, they might have a conflict of interests — so you might not want them in your workplace during their notice period. For example, you might not want a salesperson who now works for a rival company talking to your customers.

A typical solution is to put the employee on garden leave. Employees on garden leave stay on your payroll for their notice period, but are asked to stay away from the workplace.

    Parent’s guide to finding the right school

    Finding the right school for your child can be a daunting task. One family may want small class sizes and strong test scores while another places a high priority on arts and science programs. Others may prefer bilingual — or even trilingual — schools to gain a linguistic advantage or simply so their kids can talk to abuela or po po.

    Four families throughout California shared the lessons learned from their journeys in search of the right public school for their children. Sometimes they had to let go of their top choice. Sometimes they had to endure several rounds of enrollment. Other times, they were surprised to find that the best fit turned out to be their neighborhood school.

    There are lots of popular online school comparison tools to check out like GreatSchools.org. And California public schools produce report cards each year showing how many teachers are credentialed, average staff salaries, student achievement scores, suspension rates and the general condition of the school’s facilities. But there’s nothing like visiting a school, talking to teachers and other parents to find out if it’s an environment that will foster your child’s love of learning.

    While parents keep searching, school comparisons will soon be changing in California. This year, the state will redesign its system for evaluating public school performance to include more than just test scores. Gone is the three-digit Academic Performance Index based solely on math and English test results crafted during the No Child Left Behind era. The State Board of Education is looking at graduation rates, how fast English learners gain proficiency and other indicators to comply with a new federal law.

     

    What that new system will look like (one mockup uses a color spectrum of red to blue to indicate improvement) and whether schools will even be ranked remains fuzzy and politically charged. Teacher unions are concerned that evaluating a school based on test scores will lead to a slippery slope for teacher evaluations. And civil justice groups want to include measures of school climate in an effort to drive down suspension and expulsion rates that have been linked to the school-to-prison pipeline.

    Ultimately, Fresno Unified School District Superintendent Mike Hanson says even if parents don’t get one number, they are sophisticated enough to find the things that are important to them. Fresno is among a group of urban school districts known as CORE districts pushing the envelope on measuring social-emotional growth, which can include how students handle conflict and manage their emotions.

    “Every kid is different. Parents know that very very well. And they look for different things in different schools for different kids,” Hanson said. “We all have a great deal of choice in our districts because parents want to have it.”

     

    Neighborhood schools can be wonderful 

    Mahasin Abuwi Aleem and E. Harith Aleem of Oakland

    Priorities: Diversity, test scores, curriculum and veteran teachers

    Experience: Despite tirelessly researching and enrolling what she thought were the best schools to fit her sons’ personalities, Aleem found structure and support just blocks away in her neighborhood school.

    Advice: Use online search tools, ask friends and acquaintances, and consider the family’s budget.

    “We’re priced out of Oakland,” Aleem said. “Potentially it would just make more sense to go somewhere a little bit cheaper where the incomes aren’t significantly less, which we think is the Sacramento area.”

    Mahasin Abuwi Aleem, a graduate student, and her husband, a parks and recreation supervisor, conducted extensive research in Oakland for their sons, 9-year-old Aadam now in third grade and 6-year-old Isa in first grade. They also have a 14-month-old girl Aasiya.

    Instead of settling for their neighborhood school, she sent Aadam to a Waldorf-inspired charter school for creative learning and Isa to a Spanish dual-immersion program to foster his quick grasp of language. But the charter school was brand new and Isa’s teachers sent him home with a note for chewing pencils rather than finding out if he was intimidated or bored.

    Both ended up at Cleveland Elementary School, their neighborhood school, where they are thriving.

    “We enrolled in our neighborhood public school and it was wonderful,” Aleem said. “It’s like four blocks from where we live, it’s really diverse, the kids for the most part are well behaved, veteran teachers and the parent population is very kind.”

    The bilingual edge

    Jen and Joe Ward of Los Angeles

    School: Aldama Elementary School

    Hometown: Los Angeles, Highland Park

    Priorities: Community, bilingual education, parent engagement

    Experience: The Wards let go of their top choice school and followed their instincts for a bilingual school with an inviting community feel.

    Advice: Visit schools and do your research but follow your gut and don’t overthink.

    “I got overwhelmed with excitement and got carried away,” said Jen Ward.

    In Southern California, high test scores weren’t as important to Jen Ward as following her instinct for an inviting community and a desire for her oldest daughter, Audrey, to learn Spanish. The family in the Los Angeles neighborhood of Highland Park toured a mix of charter and neighborhood schools and was placed on a waitlist for their top pick. When school started, Ward started Audrey at a school with strong test scores but quickly realized it lacked warmth.

    During the first week, Ward received a call from Aldama Elementary School notifying her of an opening. She learned how the students spend half the day in English and half in Spanish. She was especially pleased to see how teachers went after grants for cognitive math instruction for their students.

    “I went down the street. It was just love. I pulled Audrey out immediately,” Ward, 41, said. “Two weeks later I got the call that I had gotten into the school I wanted and I turned it down.”

    Audrey’s younger sister, Olivia, is now at Aldama too.

    Higher expectations for Latinos and African-Americans

    Luis Sanchez and Maria Brenes of Los Angeles

    Children: Emiliano, 5; Alegria, 3

    School: Arroyo Seco Museum Science Magnet School

    Hometown: Los Angeles, El Sereno

    Priorities: Elementary and middle school, culture of higher expectations for African Americans and Latinos, positive discipline and school climate

    Experience: A social equity advocate, Sanchez wanted a place where his son would be instilled with an expectation to attend college. After touring charter, magnet and traditional schools, they went with a K-8 program so Emiliano wouldn’t have to change schools in middle school.

    Advice: Get recommendations from friends and coworkers, visit schools.

    “The belief system you put out there and the belief system teachers have are critical to building the confidence of young people at a young age,” said Sanchez.

    But Aldama was cut from Luis Sanchez’s list when he and his wife, Maria, scouted schools for their 5-year-old son Emilino. Even though the dual language program was attractive, they felt the neighborhood had been gentrifying and wasn’t sure their son’s needs would be a priority.

    Sanchez, 41, a social equity advocate who works with the Alliance for Boys and Men of Color, applied and enrolled Emilino in kindergarten at Arroyo Seco Museum Science Magnet School in the Los Angeles neighborhood of Highland Park. The magnet school with 92 percent Latino students and 82 percent qualifying for free or reduced priced meals was on their short list because the K-8 school will allow Emilino to stay in one school longer.

    “It was more of a seamless transition that didn’t require us to figure out a middle school option. In my view, it’s truly hard to find a middle school in LAUSD,” said Sanchez, who drives five miles from their home in El Sereno to drop off Emilino.

    They knew friends and colleagues who sent their children to Arroyo Seco. They felt it had a strong school culture that would teach their son about conflict resolution as a young Latino. The school was ranked 9 out of 10 under the Academic Performance Index in 2013. Under the first year of the California Assessment of Student Performance and Progress test using Common Core learning, 40 percent of students met math proficiency and 50 percent met English proficiency.

    Sanchez said it’s imperative that schools instill a higher expectation of learning from African American and Latino students.

    “School culture and school climate is critical to me,” Sanchez said. “Part of it is how schools navigate kids of color … in terms of how they treat conflict and handle the energy (of students). It’s interesting because my life is reflective of the work I’m advocating on.”

    Persistence pays off

    Heather Barrett and Johan Almqvist of San Francisco

    Hometown: San Francisco, Richmond District

    School: George Peabody Elementary

    Priorities: Skilled teachers, supportive community, test scores, late school start time

    Experience: Barrett and Almqvist rolled the dice on San Francisco’s angst-inducing enrollment process and have come to praise their daughter’s teachers for helping Olivia to excel academically.

    Advice: Get recommendations from friends and acquaintances, stay determined through the enrollment process and trust teachers.

    “Teachers are incredibly smart,” said Barrett. “Not that they weren’t when I was growing up but I feel they’re teaching at a higher level. Their game is stronger now and our kid has benefited enormously.”

    In Northern California, San Francisco’s enrollment process has instilled terror in many parents — so much so that wealthy families have been known to move or send their children to private school.

    Heather Barrett, a strategy director in the advertising industry, and her husband Johan Almqvist, an international sales director in the publishing industry, credit persistence and determination for getting their 7-year-old daughter, Olivia, into George Peabody Elementary in San Francisco’s Inner Richmond neighborhood.

    The district has a goal of integrating students of different race and socioeconomic backgrounds, but Barrett says it does so without considering the families. Parents identify their preferred schools but the district also factors in demographic information such as the mother’s educational attainment in assigning a school. A student could be assigned to a school miles away from home or to one that is underperforming. In Olivia’s case, Barrett and her husband went through three rounds of the application process just for kindergarten.

    “There is something going on that is incredibly opaque where the system appears to force school choices without thought about commute,” Barrett said. “So there’s an incredible amount of angst when your child turns 5.”

    Still, Barrett said she has been impressed with her daughter’s teachers and appreciates being in a community with resources to support teachers. In turn, the teachers have helped Olivia surpass her parents’ expectations, particularly as California schools adapt to new Common Core curriculum that emphasizes getting students ready for four-year college programs or ready for the workforce by the time they graduate high school.

    “The quality of the teaching is so strong, it defied my mental concept of what was possible,” Barrett said.

    Parents’ school reviews correlated with test scores and demographics, not school effectiveness

    A first-of-its-kind analysis of parents’ reviews of U.S. public K-12 schools, posted primarily from 2009 to 2019 on the popular school information site GreatSchools. org, found that most reviews were written by parents at schools in affluent neighborhoods and provided information that correlated strongly with test scores, a measure that closely tracks race and family income. Language associated with school effectiveness, which measures how much students improve in their test scores over time and is less correlated with demographics, was much less used. The research was published today in AERA Open, a peer-reviewed, open access journal of the American Educational Research Association.

    “Our results reveal the large weight that parents in this timeframe placed on test scores as a measure of quality,” said study coauthor Nabeel Gillani, a doctoral student at the Massachusetts Institute of Technology. “Parents seemed to value schools based on current students’ performance, not growth over time, which perhaps reflects the longstanding focus of education policies on test scores as a primary marker of school quality.

    “School rating websites have come under scrutiny for ratings systems that overemphasize test scores,” said Gillani. “Now we’ve found that subjective online parent reviews can do the same.”

    “Further research is needed to understand whether reviews reflecting school demographics have the potential to exacerbate neighborhood segregation or other conditions that impact access to high-quality education,” Gillani said.

    For their study, Gillani and his coauthors, Eric Chu, Doug Beeferman, and Deb Roy, also at MIT, and Rebecca Eynon, at the University of Oxford, applied recent advances in natural language processing to analyze about 830,000 reviews of more than 110,000 schools that were posted by self-identified parents primarily from 2009 to 2019 on GreatSchools.org. Their analyses identified and measured the prevalence of words and phrases that correlated with different measures of school quality—namely, test scores and student learning progress measures—along with school demographics like race and family income, drawn from the Stanford Education Data Archive.

    Schools in urban areas and those serving affluent families were found to be more likely to receive parent reviews, and there were clear differences in the review language used by parents of children at majority-White vs. minority-White, and high-income vs. low-income schools.

    The authors found that many of the words and phrases that were statistically associated with test scores also conveyed information about the racial and income makeup of schools. For example, words like “PTA” and “emails” were more often used in descriptions of schools with smaller percentages of students receiving free or reduced-price lunch and those serving a smaller percentage of non-White students, as were reviews using the terms “small school,” “special needs,” and “IEP” (Individualized Education Plan).

    “Overall, parents’ reviews tended to focus on topics that are associated with race and income in school systems,” said Roy, who directs MIT’s Center for Constructive Communication. “Wording such as ‘the PTA,’ ’emails,’ ‘private school,’ ‘we,’ and ‘us’ are predictive of test scores, reflecting the tendency of more affluent, non-minority parents to have dual-parent households, digital connectivity, more schooling options, and more time to be involved and communicate regularly with teachers.”

    “These results reveal the subtle and sometimes hidden patterns in the words we use, sending signals and encoding biases that pervade our social realities,” Roy said. “New techniques from machine learning applied to large data sets describing human behavior can help make those patterns visible.”

    The findings offer evidence that parents from lower-income, minority schools may have fewer voices to learn from.

    “Unfortunately, many of these parents are not always tapped into social networks where they can readily receive guidance that helps them identify and select the best schools for their children,” said Gillani.

    According to the authors, rating sites should encourage parents and stakeholders to value growth as a measure of school quality. They should also adopt strategies to capture a more inclusive cross-section of parents’ perspectives about schools and prompt insights that reflect how well schools help children learn and grow.

    The analysis does not explore how parent reviews may have changed as a result of GreatSchools’ methodological changes in recent years. GreatSchools updated its rating system in 2017 to include new measures of school quality and again in September 2020, after the study was conducted, to emphasize educational equity and give more weight to student growth. GreatSchools and MIT are pursuing a data and research partnership to continue examining how its site is being used and to explore modifications to mitigate potential inequity issues.

    “It is critical to uplift the voices of all parents, especially those in traditionally underserved communities, to highlight their experiences within a school community,” said GreatSchools CEO Jon Deane. “As we continue to evolve measures of school quality, including prioritizing academic growth over test scores, we value working alongside researchers to find new ways to more equitably serve all parents.

    The authors suggest that parents and the public be mindful of how much weight to place on subjective assessments offered by other parents about any given school—and to be mindful of how ratings sites may factor these subjective assessments into their overall scores for schools. (GreatSchools does not factor subjective assessments into its overall ratings.) The authors also recommend that school administrators foster a culture where all parents’ voices are valued and parents are encouraged to share their holistic views about the quality of education their children receive.

    “One of the goals of school rating sites is to use available data to democratize access to information about school quality,” said Gillani. “However, the school choice market is only as good as the information available to consumers. We need more representative voices talking about a more holistic set of topics if we want to maximize opportunities and outcomes for all students, especially those from less privileged backgrounds.

As Nadezhda K., a Muscovite, told Gazeta.Ru, she constantly logs into her electronic diary, especially if the child has tests that day. “I keep track of my progress, and I always get upset because of bad grades.     Not only children, but also teachers get bad grades: they have to communicate with their parents almost every day because of “unfair” grades.

    “I had one student whose mother took screenshots with grades that seemed unfair to her and sent them to the head teacher of the school. I had to explain myself for each mark of the child, ”says Tatyana Loshmanova, Master of Pedagogy, elementary school teacher.

    According to the teacher, today there are very strict standards for grading, and the teacher, with all the desire, cannot give a high score if there are errors, shortcomings or blots in the work. “For example, in elementary school there is the concept of “formulating a task”. And if the student missed one of the mandatory items, the grade will be lowered.” But parents do not understand this, and teachers often have to explain why the child has a “4” and not an “5,” she explains.

    At the same time, the student may use a trick to show his parents that he was treated with prejudice.

    According to the teacher, today almost all primary school students write with erasable ink pens, and in her practice there are often cases when a child “erases” mistakes and shows parents the corrected work.

    “But the grade has already been given, and it’s not a five. As a result, parents think that the teacher is biased,” says Tatiana Loshmanova.

    Children go for such tricks because of the pressure of their parents, the teacher believes. She notes that she always tries to convey to children that they study for the sake of knowledge, and not for the sake of grades.     Moscow school teacher Anastasia Shalaeva believes that pressure on children due to academic performance can cause serious harm to the child’s psyche. “It turns out that the child is attacked from two sides. On the one hand, there is a school where he comes and they tell him – study, on the other – his parents, who scold and criticize instead of support. The child suffers, feels bad, and no one seems to love him,” she explains.

    At the same time, grades are far from always an indicator of the level of a child’s knowledge, Shalaeva is sure – she knows in practice that there are children who consistently write dictations poorly, but at the same time they do certain exercises well, so in a five-point system, the score is no more than than a convention.

    “It is very difficult to show with grades whether a student has become better at understanding a subject or not. Maybe he always wrote dictations and made 20 mistakes. And he wrote another dictation with 10 mistakes. It’s still a deuce, but these are completely different deuces, ”explains Shalaeva.

    In such a situation, she advises to talk to the child and praise him for his efforts. “Yes, he still has a bad grade, but there are much fewer mistakes, and this is already a success. It is a pity that parents do not notice the improvement, but only see a deuce, ”complains Anastasia Shalaeva.

    She advises parents to stop tugging at their children because of grades, then the child will not be nervous, and probably will become better at school. “When he gets nervous and thinks about a mark, his thoughts are not on the topic that he should answer, but on the fact that he should get a good mark for his mother,” she explains.

    What do psychologists advise?

    “Pressure due to grades from parents creates hatred for school in children and discourages the desire to study in the future,” says Natalia Derbeneva, a practicing psychologist and co-founder of the Infant School kindergarten. “It turns out that parents have been communicating with the child through the prism of evaluations for ten years, and this communication is often negative,” she explains.

    In addition, the child may stop believing in his parents. “If you are scolded so much because of the grade, then all the beautiful words that “we learn not for grades, but for knowledge” are worth nothing,” she concludes.

    According to psychotherapist Artem Tolokonin, the “struggle” for good grades often hides the desire of adults to be the parents of an exceptional, outstanding and successful child. He is sure that by their neurosis, parents develop neurosis in their children, driving them into the framework of ideal learning and behavior.

    “The super-valuable idea that “the child should be the best of all” is put at the forefront. Often, at any cost. And the bargaining chip, as a rule, is the happiness of the child. I often have “excellent students” at receptions, who in childhood were physically punished for “fours”. This has sad consequences for the psyche, which already affect the life of an adult, ”says the doctor.

    The psychotherapist explains: when scolding for poor grades in exact subjects, parents do not think about the individual characteristics of the child at all. It implies that a child may have completely different inclinations and character traits.

    “To demand good academic performance in exact subjects from a creative and humanistically inclined child means to increase the risk of his unfulfillment in the future.     Natalia Derbeneva recommends especially nervous parents to seek professional help from a psychologist and set rules for themselves on how to communicate with their child about grades.

    “You can never pass judgment on a situation yourself. It is necessary to give the child the opportunity to build a causal relationship with the help of questions: how do you score, why is the score low, what do you plan to do? And, thus, shift the focus from their perception to how the child evaluates each assessment received, ”she explains.

    The psychologist is sure that when it comes to education, parents should be “managers” who connect the necessary resources in time and keep track of who should do what. “This is both talk and a plan of action. Not always children can cope on their own, sometimes the help of tutors is needed, ”she explains.

    Education is an independent process that parents should help and encourage. But not by hypercontrol, but by assistance, help and suggestion that, regardless of the assessments, the child is loved and supported, Artem Tolokonin is sure. “The main thing in childhood is a feeling of happiness, and it has nothing to do with marks,” he concludes.

    In the Kaluga region, parents opposed the introduction of a new grading system – the weighted average. Unlike the usual arithmetic mean system, this approach takes into account not only the assessment itself, but also the so-called weight of a particular type of work. What is such a system, which, however, has been introduced in other Russian schools for several years, as well as how parents can influence the criteria for evaluating their children – in the Izvestia material.

    Parents against innovations

    In the Kaluga region, a dispute broke out over the introduction of a new grading system in one of the schools in the city of Maloyaroslavets. Members of the public organization “Parental movement. Kaluga Region”, namely the parents of students of the Maloyaroslavets School No. 1, advocated the abolition of the weighted average grading system. They created a petition saying that “this system is not optimal for an objective assessment of the knowledge gained, but is just another stress factor for the fragile psyche of school-age children.

    According to the parent community, the usual arithmetic mean method is more universal and objective than the weighted average.

    – With the weighted average system, the computer puts out the assessment, and each assessment has its own “weight category”. For example, a test score is three points, independent work is two points, homework or the answer at the blackboard is one point. Thus, if a student wrote a test for a triple or a deuce at the end of a quarter, he will no longer have time and opportunity to correct this assessment, because it will be necessary to correct not one triple, but as many as three triples or deuces, – indicated in the text.

    According to the petition, the decision to change the system of knowledge assessment was made without the consent of parents and students and “the decision was made without any reasoned justification for the expediency of this methodology.”

    However, according to parents, Article 2 of the Federal Law “On Education in the Russian Federation” states that students and parents are the most important participants in educational relations (paragraph 31). Article 3, paragraph 10 guarantees “the democratic nature of education management, ensuring the rights of teachers, students, parents (legal representatives) of minor students to participate in the management of educational organizations.”

    Introduced in other regions as well

    As Izvestia was informed by the Ministry of Education of the Kaluga Region, the introduction of this assessment system was initiated not by the department itself, but by the school administration. “They have decided to switch to a weighted average system. Some group of parents suggested not to switch to it, opposed, recorded a video. We saw all this and asked the school management to once again enter into a dialogue with parents, ”the ministry noted.

What is the point: depending on the complexity of the work, coefficients are set – 1, 2, 3, 4 … For example, a student received a five, and this five is multiplied by this coefficient. For example, he received the following mark for an oral answer, for example, a four. But the oral answer has a lower coefficient – 3. The scores are multiplied by the coefficients, added up and then divided by the sum of these coefficients – an average score is obtained. This is just one of the options for how this can take place, – told Izvestia in the department. – In some schools, the electronic journal calculates grades automatically, it has this gradation.

    Izvestiya was informed at Maloyaroslavets School No. 1 itself that the school only planned to switch to this system from the beginning of the school year. According to the regulation adopted at the school back in August on the procedure for current monitoring of progress and intermediate certification of students, it was planned to make the calculation of the weighted average grade automatic in the electronic diary. However, now the implementation of this plan has been suspended after the appeal of disgruntled parents.

We will work on it, and there is a possibility that maybe we will return to it next year if it gets proper recognition.

    Decided locally

    From a mathematical point of view, the weighted average grading system is more objective than the traditional one, because the grades, for example, for a test paper or the final annual exam theoretically have different weights, considers a member of the Council for General Education and Additional Education of Children of the Committee on Education and science of the State Duma Konstantin Derevyanko.

    Nevertheless, the key question is how to determine the weight of a particular learning activity. Today this is regulated by local acts, that is, at the level of regions or individual schools. There are no unified approaches to this issue yet. The system is mobile, developing and requires more clarifications and improvements, – he said in a conversation with Izvestia. “However, in order for it to become objective and be able to prevent any conflicts that arise due to the fact that, for example, parents are dissatisfied with the final grades due to disagreement with the system for distributing these coefficients, it is necessary to conduct a comprehensive analysis and develop common standards.

    The Liberty Bell is in Philadelphia, Pennsylvania. It’s called the State House Bell or Old State House Bell and is recognized as a symbol of American independence. Earlier, the Bell was hanging on the Pennsylvania State House’s steeple. Now, it is across the street at the Liberty Bell Center. The Pennsylvania Provincial Assembly purchased it from the London firm Lester and Pack in 1751. 

    In October 2003, the Liberty Bell Center was opened. The Bell is always visible from the street when viewed from the southern end. Descendants of Declaration signatories ring the Liberty Bell on the 4th of July at 2 in the afternoon each year. It rings 13 times in remembrance of the founding fathers of the original 13 states. 

    Some believe the Bell fractured when it was rung after it arrived in Philadelphia. This necessitated two redos by local craftsmen John Pass and John Stow, whose last names are on the Bell. That could but be either true or false. Bell’s original purpose was to call parliamentarians to legislative sessions. It was also used to inform the public of gatherings and proclamations.

    The Abolitionist society inspired the name of the Bell.

    After America won its independence, everyone forgot the Bell for some time. The abolitionist societies used the Bell as a symbol later in the 1830s and gave it the name “Liberty Bell.” But this was not its original name. The State House Bell was its last name.  The name and the words written on the Bell resonated with the anti-slavery movement. It was because it gathered strength in the 19th century.

    The Liberty Bell was not well known when it first appeared.

    Earlier, the Liberty Bell was known as another bell in a bell tower until the 1830s. The Bell allegedly rang for the first time in 1776 following the independence vote by the Continental Congress. Owned by the city of Philadelphia, it permitted the Bell to be taken for expositions and patriotic events across the nation in 1885. Massive people flocked to it, which led to further fissures. Collectors of trinkets gathered the Bell’s fragments. The city refused to allow any more bell tours in 1915. It was to avoid further harm that could render the Bell unusable.

    The Bell served as a representation of freedom.

    The National Park Service kept the Bell after World War II, but Philadelphia still owned it. During the Cold War, it served as a symbol of freedom. In the 1960s, protests frequently took place near its bell tower. In 1976, it relocated from Independence Hall to a glass pavilion at Independence Mall. Later, in 2003, it was relocated to the Liberty Bell Center. The Bell has appeared on coins and stamps and was often used by businesses.

    It rang again on the following historical events:

    • When Benjamin Franklin was dispatched to England to resolve colonial problems, and
    • When Philadelphians were summoned to consider the Sugar Act and the Stamp Act in 1764 and 1765.

    Nobody understands how the Bell sounds.

    Believe it or not, no one who heard the bell ring is still alive. As a result, nobody knows what the Bell sounds like.  In 1999, graduate students at Pennsylvania State University attempted to duplicate the sound. They developed a digital model.  This model determined the precise vibrations the Bell would experience when being struck. The Bell has been knocked lightly even though it hasn’t been rung since 1846. It was used to commemorate D-Day, V-E Day, and V-J Day.

    No one is sure how the Bell was cracked.

    No one is sure how or when the Bell’s crack first occurred. The crack has continued to be a hotly contested topic among historians. According to some historians, the Bell’s first crack occurred in 1752 when it was put to the test. It was post its arrival from London to Philadelphia.  When George Washington‘s birthday was commemorated in 1846, it was the last time the Bell rang.

    Isaac Norris, the speaker of the Pennsylvania Assembly, ordered a bell tower a year earlier. It was melted down and recast after its initial ring, which is when the crack is thought to have first surfaced. 

    The Liberty Bell Center is where the Bell is located.

    The Independence Mall is a brightly lit area where the Liberty Bell is located. It is distinctive in its glass surround and is visible from a distance. Except for Christmas, the Liberty Bell Center is open every day of the year. The Liberty Bell is open to the public for free. Bell draws millions of spectators each year to the Liberty Center.

    In America, there are many symbols that people equate with the concept of freedom. One of the most famous is the Liberty Bell in Philadelphia.

    Cast in London, England, in 1752, the Liberty Bell was made for the Pennsylvania State House. It was ordered by the Pennsylvania Assembly to commemorate the 50-year anniversary of William Penn’s 1701 Charter of Privileges.

    This charter gave Pennsylvania citizens precious freedoms such as the right to take part in making laws and choose their own religion.

    Unfortunately, a small crack appeared in the bell shortly after it arrived in America. The bell was melted down and recast twice in 1753 by two local craftsmen, John Pass and John Stow.

    Although more copper was added during each recasting, the bell eventually developed a thin crack again. By 1846, the thin crack had begun to affect the sound of the bell.

    Although the bell was repaired again in 1846 just in time for it to ring for a George Washington birthday celebration, the crack remains, and the bell has not been rung since. No one knows why the crack originally appeared.

    The Liberty Bell weighs more than a ton (approximately 2,080 pounds). It is made of 70 percent copper, 25 percent tin, and small amounts of lead, zinc, arsenic, silver, and gold.

    The Liberty Bell is a powerful symbol of the idea of freedom. It was rung at the first public reading of the Declaration of Independence in Philadelphia on July 8, 1776.

    It also features an inscription that conveys a message of liberty: “Proclaim LIBERTY throughout all the Land unto all the inhabitants thereof.” This is a passage from Leviticus in the Bible.

    Today, the Liberty Bell hangs at the Liberty Bell Pavilion on Market Street in Philadelphia. Thousands of people visit every year to see this unique American icon of freedom.

    It still hangs on what experts believe is its original yoke made from American elm.

    Philadelphia’s Top 15 Tourist Attractions

    Philadelphia has so many places to visit that there’s something for every visitor. We have compiled a list of 15 must-see attractions for you.

    Philadelphia is one of America’s most important historic cities. In Independence Hall on July 4, 1776, the Declaration of Independence was adopted, and in September 1787, the Constitution was drafted. Today, modern office towers exist alongside the narrow, cobbled streets of Independence Historic National Park, home to historic buildings and landmarks including the Liberty Bell, Franklin Palace, and Independence Hall. We will tell you about these and other places that fill the city.

    1. Liberty Bell

    The Liberty Bell has long been a symbol of freedom and independence in the United States. At the end of the 19th century, he went on a tour of the country to create a sense of freedom and overcome the divisions left by the civil war. The bell completed its journey in Philadelphia in 1915, where it remained. Today, the bell is open for free public viewing in a pavilion that houses exhibits and videos about its history.

    2. Independence Hall

An important place is the Assembly Hall, where the Second Continental Congress met behind closed doors to discuss their desire for independence from the British. Independence Hall is located across from the Liberty Bell Pavilion in Independence National Historical Park. There is no entrance fee, but tickets are timed and limited. All visitors must be prepared for a security check.

    3. Independence National Historic Park

    Independence National Historic Park, perhaps America’s most historic square mile. It is home to famous sites such as Independence Hall and the Liberty Bell, and many other important sights among the cobbled streets of this old neighborhood. Independence Hall has seen some of America’s most important historical moments and hosted some of its most famous fathers. He witnessed the adoption of the Declaration of Independence on July 4, 1776 and the creation of the US Constitution in 1787. Also located here is the Old Town Hall, which in fact was never a town hall, but was the seat of the Supreme Court from 1791 to 1800. North of Independence Hall is Independence Park, built in 1948. On its east side is the National Museum of American Jewish History. The park is also home to the Benjamin Franklin Museum.

    4. Philadelphia Museum of Art

    The Philadelphia Museum of Art contains one of the largest art collections in the United States. It is housed in a neoclassical building, at the bottom of which is a wide staircase made famous by being featured in the classic American Rocky movies. Among the best sections of the museum are the medieval galleries, which showcase paintings by Rogier van der Weyden and the van Eyck brothers. In other rooms, Renaissance and Baroque works, as well as works of art from the 18th and 19thcenturies, including paintings by Van Gogh, Renoir, Toulouse-Lautrec, Manet, Cezanne, Monet and Degas. The collection of European art of the 20th century is represented by Picasso, Chagall, Matisse, Miró, Paul Klee and other artists. There is also the American art of the Philadelphia painters Thomas Eakins, Charles Wilson Peel (“Group of Stairs”, 1795) and many others. In addition, there are excellent collections of Asian art with oriental carpets.

    5. Reading Terminal Market

    Reading Terminal Market has been a National Historic Landmark since 1995 and is a deeply rooted Philadelphia institution. It has been in operation since 1893, when the Reading Railway Company built the space under their new station to house the farmers and butchers who had used the area for their open-air markets decades earlier. The Old Market has undergone a facelift but has retained its unique atmosphere and many of the structure’s original features. Today you will find over 80 merchants, 75 of which are small independent businesses. Both locals and tourists come to buy local produce, meats, canned goods, freshly baked Amish bread, and handicrafts including clothing, jewelry, and souvenirs.

    6. Eastern State Penitentiary

    Eastern State Penitentiary was built in 1829 for the purpose of rehabilitating criminals through solitary confinement. At the time of its opening, it was considered the most expensive and high-tech prison in the world. Willie Sutton and Al Capone were among the famous “guests” of the prison. Visitors can see Capone’s sumptuous cell as it was during his stay. The prison was closed at 1971 and today it is open to the public as a museum.

    7. Pennsylvania Academy of Art Museum

    This Fine Arts Museum exhibits a collection of American art from the 18th, 19th, and 20th centuries, including works by early American artists up to Andy Warhol . It is located in the National Historic Landmark building, designed by American architects Frank Furness and George W. Hewitt. The museum is part of the Academy of Arts, and its exhibits and archives are an important resource for the school. In addition to exhibitions of contemporary and historical art, the museum presents works by students of the academy. The academy is also known as the oldest of its kind in the United States.

    8. Barnes Foundation

    Founded by Dr. Albert Barnes, this museum is an integral part of the Philadelphia Museum District. It houses some of the world’s largest collections of French Impressionist and Post-Impressionist paintings, including the world’s largest collection of Renoir and more Cezanne works than in all of France. There are only 60 paintings by Matisse, as well as numerous works by Degas, Manet and Titian. Additional collections include early modern artists, including Picasso, as well as a large collection of African sculpture. The museum welcomes guests free of charge on the first Sunday of the month for galleries, events and family entertainment, while on the first Friday of every month, adults are invited to spend an evening exploring the collections, attending lectures and networking with like-minded fans while enjoying live music and snacks.

    9. Please Touch Museum

    The Touch Museum is every child’s dream and a place where they can “see with their hands” and not just with their eyes. This fully interactive museum encourages children of all ages to learn through play, giving them the opportunity to explore history, fantasy worlds, space and the big world around them. Exhibitions such as Children’s City include costumes that they can use to play a role while experimenting with different professions. Educational and fun, River Adventures encourages children to explore science and physics using dams, water wheels, levers, locks and other water manipulation equipment. Children even have the opportunity to explore the garden where produce for the museum café is grown. Outdoors, you’ll also find the Dentzel carousel, which is over a hundred years old. It was originally operated in nearby Woodside Park and has now been completely restored to its former glory.

    10. Philadelphia Zoo

    The Philadelphia Zoo is home to animals from all over the world and is actively involved in the conservation and rehabilitation of wildlife. One of the most remarkable habitats is Big Cat Falls, a spacious area where the world’s largest cats can roam among the plants and waterfalls, as well as explore the entire park through a system of tunnels that extend over other habitats. Another favorite among kids and adults is the African Plains habitat, where you can meet the zoo’s most impressive inhabitants, including giraffes, hippos, and white rhinos.

    Outback Outpost is home to some of Australia’s most spectacular wildlife, including red kangaroos and emus. Other habitats include Bear Country, home to bears from Asia, South America, and North America, and the Carnivore Kingdom, home to pygmy mongooses and even the (vegetarian) red panda. The zoo also has a primate sanctuary and a rare animal conservation center where you can see some of Earth’s endangered animals and learn how to help.

    11. Rodin Museum

    This museum contains about 100 works by the famous French sculptor Auguste Rodin. This is one of the most extensive collections of his work outside of France. The museum displays some of Rodin’s most famous masterpieces. In the open-air sculpture garden, visitors can see some of his most famous works, including The Thinker and Rodin’s original The Gates of Hell. Rodin’s career was distinguished by his unconventional teaching and his philosophy that sculpture should remain true to its natural form. He is also considered the father of modern sculpture.

    12 Franklin Institute Science Museum

    This creative museum is a tribute to the scientist Benjamin Franklin, complete with a huge marble statue of a seated Franklin located in one of the large halls. The Franklin Institute Science Museum, which is actually several museums under one roof, showcases many of Franklin’s own experiments. Visitors can make their own experiments in areas such as computers, information technology, space travel, astronomy and oceanography. In addition to the museum, the center also houses an IMAX theater and the Fels Planetarium.

    13. Fairmount Park

    This beautiful park along the Schuylkill River and Wissahickon Creek. It is home to the Philadelphia Zoo, the Rodin Museum, the Philadelphia Museum of Art, the Japanese House and Garden, and a host of other attractions and attractions. The park contains gardens, ball courts, swimming pools, tennis courts, walking paths, picnic areas and playgrounds. The park is a National Historic Landmark.     14. City Hall

    Philadelphia City Hall is the largest municipal building in the United States. Built on a solid granite foundation, the building supports the tower, which is the world’s tallest stone masonry without a steel frame. At the top of the tower is a 27-ton statue of William Penn, and at his feet, an observation deck provides tourists with a view of the entire city, as well as the park below with a fountain, lawns and cafes.

    15. Society Hill Historic District

    South of Walnut Street and east of Washington Square, this interesting neighborhood contains a unique mix of 18th century, restored warehouses, new houses, colonial houses and apartments. Attractions in and around this area include Washington Square, the Polish American Cultural Center and Old Virgin Mary Church, as well as Old Pine Street Presbyterian Church and the Pennsylvania Historical Society Library.

    On one very high bell tower, which together with the temple stood on the picturesque bank of the Volga River, lived a friendly family of bells. Papa is a solid forty-pound bell, and his name was Boom Boom. Mom-bell, although smaller, also weighed a lot, as much as twenty-five pounds. My mother’s name was bam bam. The eldest son was called Bom-bom, he weighed seven and a half pounds. The eldest daughter was called Bem-bem, she weighed as much as three pounds. And her younger brother is Bim-bim, and he weighed one pood, that is, sixteen kilograms. And there were quite kids, several kilograms of weight: Ding and Dilin.

    It should be noted that these kids were not superfluous for the holiday bells. But how can someone in a friendly family be superfluous? Papa Bell, of course, worked the hardest. He always started first, and for a long time his mighty bass resounded over the expanses of the Volga: “BOOM-BOOM”. Then, as if timidly, the mother-bell began to echo him: “BAM-BAM.” Older brothers and sisters picked up the ringing. And immediately the kids began a cheerful chime, which simply burst into uncontrollable sonorous and cheerful laughter: “Ding-deelin, ding-deelin! Boom-boom, boom-boom, boom-bom, boom-boom, boom-boom and the unceasing ding-ding, ding-ding. So it was great and joyful, and the whole family was happy.

    Bim-bim was the most dreamy child in the family.

    For days on end, from a high bell tower, he watched as passenger ships and tugboats were moving along the Volga, pulling huge barges loaded with coal, or bread, or timber. Bells gleaming with polished copper hung from the prows of steamers and tugboats.

    – What are these bells? he asked his father.

    – These are the ship’s bells, son. Almost like our relatives.

    – How I would like to be a rynda, Bim-bim sighed sadly, – then I would swim around different countries and see a lot of things.

    “It is a great honor to be a church bell,” said the mother bell. “After all, we call people to prayer, which means we serve God. And there is nothing on earth higher than this service.

    “I’m already bored with this service,” Bem-bem muttered, “it’s the same every time. And there, on the ships, people dance and have fun. Life is more interesting there than here, on the bell tower.

    – How is it the same thing? – the father was indignant. – The ringing is different all the time, for each case it is special. For a big holiday – raspberry chime. Great Lent – another ringing. At the wedding – also a special ring. We meet the bishop – and here there is some wisdom. And at the funeral – there is a memorial bust. Ringing is our prayer to God. If it is performed with soul and heart, then it can never get bored.

    But Bim-bim listened to his father half-heartedly and continued to dream of becoming a ship’s bell.

    There was a pier not far from the temple, and Bim-bim managed to get acquainted with one ship’s bell. Rynda boasted that he was descending the Volga all the way to Astrakhan, and even visited the Caspian Sea. And up the Volga, he even reached Tver.

    — What did you see there? Bim-bim asked with envy.

    “What I have never seen in my lifetime,” Rynda said boastfully, “you can’t retell everything.

    In fact, he was still very young and served on the ship for the first year, but he imagined himself to be a real “sea wolf”.

    Once, while swimming past the temple, Rynda shouted to Bim-bim:

    — Listen, Bim, the news. There was a revolution in the country. Freedom has come. Temples are closed and religion is abolished.

    Bim-bim was very happy about this news and even shouted:

    — Hurrah! Now I can become a rynda?

    — Of course, now you can become anyone. Now every honest bell must become a bell.

    “My son,” said the father bell, “it hurts me to hear such words from you. What kind of freedom do you need? Aren’t you free now?

    “What kind of freedom is this when I cannot call at the time when I myself want and how I want,” Bim-bim was indignant.

    — This, my son, is not freedom, but arbitrariness. If all the bells ring when they want and how they want, no one will need such a ringing. It will no longer be a prayer, but the possession of madmen.

    “Don’t listen to your father,” shouted Rynda, “he is a backward and ignorant bell and understands nothing about freedom.”

    Soon a lock was placed on the church and the bells stopped ringing.

    “Here you are, son, and freedom,” grumbled the father, “hang yourself in freedom, no one needs you.

    Bim-bim did not like such freedom either, but he waited with hidden hope that they would soon come for him and take him to the ship.

    Several years passed, and suddenly the bells heard the creaking of the steps on the bell tower. They were very happy, thinking that they were going to call.

    “At last they remembered God,” mama bell sighed with relief. – Yes, and it could not be otherwise, without God it is impossible to live.

    Several people climbed the bell tower at once. The bells saw that they were not church people. They did not make the sign of the cross. Two of them even smoked cigarettes, which believers would never allow themselves. People began to measure the bells. One said:

    – We will drop these largest bells directly from the bell tower.

    “They will break like that,” said the second man.

    — Well, let them fight for themselves, — said the first one, — send them to be melted down anyway.

    And then the bells realized what a terrible fate awaited them, and began to cry. People built a wooden flooring, lowered the pope bell onto it. Pope-bell silently rested, but he was still gradually moved to the edge of the bell tower. When the father bell felt that he could no longer resist, he managed to shout:

    — Farewell, my relatives, now you will hear my ringing for the last time …

    He did not have time to finish speaking and flew down from the bell tower. “BOOM” – there was a sound below from the impact of a huge bell on the ground. Both the earth and the bell tower shuddered from this mighty blow.

    “Goodbye, children,” said the mother bell, bursting into tears. “You know how much I loved you all. Maybe these monsters will spare at least you, my children. I myself want to be close to the defeated spouse. That is why I am not afraid of death.

    A few moments later there was a dull “BAM” below, and everything was silent. Children silently mourned their parents, preparing to share their fate. There was a sailor on the bell tower. He went up to Bim-bim and lightly pulled his tongue on the rope. There was a sad and sonorous – “BIM”.

    – The sound of this bell is very similar to the bell, – said the sailor, – perhaps I will take this bell on the ship, our old bell has recently cracked.

    He took off the bell and carried it down. Bim-bim’s dream came true, but he was not at all happy about it. Depressed by the death of his loved ones, he did not even understand what was happening to him. When the sailor went down, Bim-bim saw his dying father on the ground. A huge crack went through his entire body, and a weighty fragment that had fallen off him lay nearby.

    — Where are they taking you, son? – Father asked in some unrecognizable, hoarse voice.

    – They’re taking me to the ship, dad.

    — So it is God’s destiny, son. Remember me and your mother and don’t forget that you are from a church family. If you serve on a ship, serve honestly so as not to disgrace our noble family of church bells.

    Forgive me, father, and you, mother, forgive me. I was not a very obedient son, and now I bitterly regret it.

    “We forgive you, son,” said the mother in a cracked voice. “I only beg you, keep faith in God. Wherever you are, always remember your native bell tower, then you will keep your faith.

    Since then, Bim-bim has sailed on a ship along the Volga. He saw many beautiful cities and villages. But soon all this became familiar, and nothing worried his heart, except for one thing: every time he sailed past his native bell tower, everything in him shrank in anguish and sadness. It seemed to him that the ship was sailing through this place too fast. And again, with tremulous excitement, he was waiting for a meeting with his bell tower. Long before approaching the temple, he recognized his native shores, and his heart began to beat desperately. One more bend in the river bed, and you can already see the crosses and tops of the domes. Sometimes it began to seem to Bim-bim that right now his father’s “boom-boom” would be heard on the bell tower. And it will rush with a sweet, native sound over the Volga, and the mother’s “bam-bam” will begin to echo the father’s voice. But the bell tower was silent, and this silence brought such sadness into Bim-bim’s soul that if anyone offered him to hear the voices of his loved ones at least once, he was ready to perish forever in the depths of the Volga water for this happiness.

    Once, while sailing near a village, Bim-bim noticed a fire, and then it seemed to him that he heard the voice of his older brother: “Bom-bom. ” And once, when he was swimming past the school, he heard the voice of his younger sister: “Dilin, dilin, dilin.”

    Soon a hard war began. And he, along with his sailor, fought on a warship near Stalingrad. In the midst of the battle, when shells were bursting all around and bullets were whistling, Bim-bim heard that his sailor was praying to God. This made the bell very happy. The ship rocked strongly, and Bim-bim rocked along with it, but continued to listen to the prayer with rapture. And then he noticed a bullet that flew straight at his sailor. Bim-bim resolutely swung in her direction, plaintively clinking from the blow. The sailor realized that the bell protected him from death and, crossing himself, kissed his savior.

    Years have passed. War is over. The sailor was already the captain of a large passenger ship, but did not leave his bell. Bim-bim, now sailing past his bell tower, saw with chagrin that the temple was slowly collapsing: the domes were rotten, the crosses were askew, the roof had collapsed and the plaster had crumbled. Soon the captain retired, and he handed over the care of the bell to his son, the young captain. But the young captain soon grew old. And one day, approaching the bell, he said:

    — Well, that’s it, old man, our ship is being written off for scrap metal, and I am being written off to the shore. But don’t be afraid, I’ll take you with me.

    Bim-bim was sad that he would never see his bell tower again. On this last voyage, he waited with special excitement for a meeting with his temple in order to say goodbye to him forever. But what he saw, swimming up to his temple, excited him even more. Bim-bim saw that the temple was being repaired. “Since the temple is being restored, it means that they will serve there. I wonder who will call the service there? Bim-bim prayed:

    – Oh! If only once they would give me a call to the Divine service, then I am ready to accept a painful death in a smelting furnace. Only once, – and Bim-bim wept bitterly.

    The captain also noticed that the temple was being restored. Upon arrival at the port, he took the bell, loaded it into the trunk of his car and drove to that temple.

    When Bim-bim was being carried along the freshly planed steps to the bell tower, he was crying, but already from happiness. And when they began to strengthen it on the belfry, he noticed that bells were already hanging here. Bim-bim took a closer look and gasped, almost losing his senses. Next to him are his brothers and sisters! They joyfully greeted Bim-bim.

    — Well, romantic vagabond, wandered in the wild?

    — Brothers, sisters! But how are you here, I didn’t even hope to see you!

    — The firefighters took me to their place, — said the older brother Bom-bom, — and all these years I was announcing fires with the tocsin.

    — So it means that your voice did not seem to me during the fire! exclaimed Bim-bim.

    “And you, brother, could not hear me,” said the elder sister Bem-bem, “I spent time in the silence of the museum halls.

    “You couldn’t hear me either,” said Ding’s younger brother, “a believing old woman hid me in the attic. So I lay there in the dust all these years. Until her granddaughter found me and took me here to the temple.

    “But you could hear me,” little Dilin boasted, “I worked at school and heralded the beginning of lessons and changes with my ringing.

    — Yes, little sister, — Bim-bim exclaimed, — I actually once, by chance, heard you and was very surprised.

    — And now, brother, you will tell us your story. We are sure that you have something to tell.

    — Oh yes, my dear brothers and sisters, my stories will last you for years to come. But I hear the bell-ringer rising, service to God first of all, and we still have time to talk with you. In my wanderings, I firmly understood one thing: there is nothing better and more beautiful on the whole earth than serving God.

    Unfortunately, there was no father or mother bell. But instead of the father, his eldest son started the ringing and it rushed over the Volga expanses: “BOM-BOM”. And now his sister began to echo him: “Bem-bem.
