When the world thinks of Dallas, one of two things most likely come to mind: America’s Team – the Dallas Cowboys – or President John F. Kennedy’s assassination there in 1963. Ft. Worth is the other half of the largest metropolitan area in the South, and is better known as Cowtown because it was a center for trade and cattle along the Old Chisholm Trail.

 

But longtime citizens of the Dallas-Ft. Worth Metroplex also know that the area is home to the world-class Kimbell Art Museum and Dallas Museum of Art, the Ft. Worth Zoo – one of the top 10 zoos in the United States – The Cotton Bowl, North Park Center, and expansive White Rock Lake.

 

Despite it being such a bustling Metroplex, the crime rate in Dallas-Ft. Worth is actually relatively low. The rate has been on a steady decline for the past 12 years, reducing the number of crimes by over half.

 

The Washington Post reported in January of last year that Dallas’s 2014 murder rate was the lowest since 1930.

 

Post columnist Radley Balko said the Dallas Police Department, led by Chief David Brown, has a policy of openness, is First Amendment friendly to street protests, maintains a community-oriented style of policing, and is transparent when the department uses excessive or lethal force.

 

But a Dallas Morning News editorial in March 2015 expressed concern about startling increases in crime in several of the 10 highest crime hot spots identified by Chief Brown. The newspaper said increased patrols, surveillance cameras, and high-tech gadgetry has failed to decrease serious and violent crime in those areas. The editors pointed out that the area around the city’s Love Field, exhibited the highest crime increase with a 55 percent jump during the first three months of 2015.

 

The editorial ended with the observation that the “city should be unified around higher-quality-of-life factors that emphasize safer communities everywhere.”

 

These numbers should not be startling. Dallas has a history of high crime and vigorous criminal prosecutions.

Federal Prosecutions

 

Dallas/Fort Worth are in the Northern District of Texas. The District’s Criminal Division focuses its prosecution on a wide array of crimes: violent crime, organized crime, financial crimes, drug and human trafficking crimes, and an assortment of special prosecutions. More than 80 Assistant U.S. Attorneys stand ready in the district to handle these prosecutions. They are all skilled and resourceful prosecutors.

 

In 2014, the U.S. Attorneys involved in the massive 2009 City Hall corruption case were acknowledged with the Director’s Award presented by the Executive Office for U.S. Attorneys Director Monty Wilkinson. All sixteen of the city officials, including former Mayor Pro Tem Don Hill, indicted in the case either pleaded guilty or were convicted following jury trials.

 

The U.S. Attorney’s Office works closely with local law enforcement to bring cases against child pornography defendants under Project Safe Childhood, a nationwide initiative launched in 2006 by the U. S. Justice Department, to combat child sexual exploitation and abuse.

 

For example, in December 2015, a defendant was sentenced to 20 years by U.S. District Judge John  McBryde following a guilty plea to just one count of transportation of child pornography.

 

In addition, the U.S. Attorney’s Office places emphasis on the prosecution of terrorism and cybercrime cases.

 

State Prosecutions

 

Susan Hawk is the Dallas County District Attorney and has personally tried more than 150 cases, seven of which were capital murder cases in which she received guilty verdicts in all of them. During her ten-year tenure as a criminal court judge, Hawk presided over more than 35,000 cases that earned her a reputation as being tough of violent crime defendants.

 

Sharon Wilson became Tarrant County District Attorney in January 2015. She immediately began to clean house of the employees of former District Attorney Joe Shannon. One of her first casualties was a 14-year veteran investigator who suffers from muscular dystrophy and whose mother died the same week he was terminated by Wilson.

 

Also a former judge, Wilson had campaigned on a platform to trim the budget with staff cuts, streamline operations, and pursue more efficient prosecutions. She got rid of 46 full or part-time employees, including 26 full-time prosecutors.

 

Wilson began her tenure by notifying area criminal defense attorneys throughout North Texas about her discovery of 22 binders containing handwritten notes made by former prosecutors questioning the credibility of police testimony. The 6,000 handwritten notes dated back to 1993.

 

Earlier this year DA Hawk saw a lawsuit challenging her mental competency to be district attorney dismissed by Judge David Peeples. The lawsuit had been filed by former Dallas County prosecutor Cindy Stormer who had sought to have Hawk removed from office.

 

The lawsuit was filed shortly after Hawk became district attorney and was hospitalized in a psychiatric facility for depression. Her hospitalization was brought about after a series of bizarre behaviors in the district attorney’s office and the firing of employees for controversial reasons.

 

Clearly, the offices of both district attorneys have serious problems, and these problems have a direct bearing on criminal cases prosecuted by them.

Laredo is a city in the state of Texas in the United States on the border with Mexico, the capital of Webb County. Population 231,470 (2006, within the city’s administrative boundaries). Forms a single urban agglomeration with the Mexican city of Nuevo Laredo located on the other side of the Rio Grande; the number of agglomerations with suburbs on both sides of the border is 1.17 million people. History

In 1755, Thomas Sanchez founded a new New Spain settlement on the Rio Grande, calling it Villa de San Agustin de Laredo in honor of Blessed Augustine and the Cantabrian city of Laredo. The original etymology of the Spanish Laredo has not been clarified: it is traced back to both Latin and Basque sources.

January 17, 1840 Laredo became the capital of the Republic of the Rio Grande, founded by rebels against the regime of Antonio Santa Anna. At the same time, the territory of the rebellious republic itself remained the subject of a dispute between Mexico and the Republic of Texas. The constitutional assembly held in Laredo transferred the capital to Guerrero; in March 1840 Mexican troops defeated the rebels at Morales, and in November 1840 the Republic of the Rio Grande finally fell.

In 1846, at the beginning of the American-Mexican War, the city was occupied by the Texas Rangers, and under the terms of the peace treaty of 1848, the entire left bank of the Rio Grande passed to the United States (the Republic of Texas became part of the United States in 1846). In 1852, Laredo received a Texas city charter.

So Laredo became the city of seven flags . Six flags – the official symbol of Texas – the flags of the states that owned the lands of the state (Spain, France, Mexico, the Republic of Texas, the USA, the Confederate States of America). The seventh is the flag of the Republic of the Rio Grande.

At the same time, 86.6% of the population identify themselves as white, 0.5% as black, and 0.3% as Native American.

In total, 32% of employees are employed in servicing international trade; in construction and mining – only 5%, in factory production – 2%. At 1996-2007 the number of jobs grew at a rate of 2.5% to 6.5% per year; Unemployment during this period fell from 10% to 4%.

BROOKLYN, NY — Six Brooklyn schools have been named one of the best private schools in the New York City area.

The six schools landed in the top 100 of Niche.com’s ranking of the area’s best private schools for 2022, which was released on Monday.

“Our 2022 rankings come at a time when so many parents are curious about the different options for their children’s education, including some they may never have considered before,” Niche CEO Luke Skurman said. “No matter where they are in their search process, we strive to be a reliable guide and resource. It is truly an honor to know our users trust us to play a key role in such a big life decision.”

The title is not new for many of the schools on the list, including those in Brooklyn. All six of the Brooklyn schools that made it on the 2022 list were ranked in the top 100 last year as well.

Two Brooklyn schools, Xaverian High School and Yeshiva of Flatbush, were knocked out of the top 100 in this year’s ranking. They were ranked 89th and 91st in the state last year.

The Best Private High Schools ranking is “based on rigorous analysis of key statistics and millions of reviews from students and parents,” including SAT and ACT scores, the quality of colleges that students consider, student-teacher ratio, private school ratings and more.

The data is sourced from the U.S. Department of Education, Niche users, and the schools directly.
The top school in the New York City area for this year’s ranking was Trinity School in Manhattan.
In Brooklyn, Saint Ann’s in Brooklyn Heights got the top ranking, coming in at number 19 for the New York City area.

Best Gifted and Talented Schools in Brooklyn

New York City’s Gifted and Talented program is an excellent option for students who will thrive in an accelerated, specialized learning environment with similarly gifted peers. Most of the city’s districts have at least one such program, and today we’ll explore the best gifted and talented schools in Brooklyn.

First, it’s helpful to understand the difference between citywide and district-wide G&T programs. At the 100 district-wide programs, students share a school with non-G&T students as well. Classes like gym and art may have mixed ability students, but Gifted and Talented students take academic classes with other students enrolled in the same program. These schools offer an “enriched” curriculum, which can vary according to school and teacher.

The five citywide programs are the most selective, and these schools are exclusively for Gifted and Talented students. Instead of an enriched curriculum, the citywide schools have an accelerated curriculum, meaning students study a curriculum that is advanced by one year. These schools accept the best students from all boroughs.

To qualify for admission to a district-wide program, students need to score in the 90th percentile on the Gifted and Talented entrance exam. A score in the 97th percentile is required for admission to a citywide program. However, these numbers can be misleading: Due to a limited amount of seats, many of the best district programs require a score in the 99th percentile, and so do most of the citywide programs. In some cases, even students with these high scores do not win one of the coveted citywide seats. A lottery is used to determine which qualifying students are awarded a seat.

One of the most picturesque gorges of the Elbrus region is the valley of the Irik-Chat river. It seems that nature has collected all its beauties here: unique sand castles and narzan springs, mountain rivers and springs, a waterfall and snow-white peaks of Elbrus. MOUNTAIN WALK WITH THE SPIRIT OF FREEDOM

Once in this region of the Elbrus region, you can hear two versions of the origin of the name of the gorge. Irik is translated from the Balkar language as “ram-valukh”. This is a special sheep that is grown in these places for cooking delicious, tender shish kebab . Proponents of this version claim that local rams are distinguished by this kind of meat.

ONE DAY AND 1001 EXPERIENCE

One of the three roads in the Irik-chat gorge starts in the village of Elbrus and goes along the left bank of the Irik river. Further, after a slight ascent, three paths converge into one to lead the tourist along the most beautiful gorge in the Elbrus region.
The gorge stretches on the spur of Elbrus, in the valley of the stormy Irik River. The river itself flows out from under the Irik glacier. Before joining the left tributary of the Baksan River, the seething stream of Irik passes through a deep canyon with slopes covered with pine forest.
The path, gradually gaining height, leaves the village of Elbrus below and opens up a unique view of the Main Caucasian Range. First you will see the peaks of Shkhelda and Ushba, and continuing along the gorge, the peak of Bzhedukh, Free Spain and Ullu-Kara will open.
Having risen literally 200 m up, you can make a stop near narzan springs. They shoot cold mineral water geysers right out of the ground. To drink or collect refreshing narzan for the journey, you need to go down a little, which is not difficult.

NATURAL PALACES OF SAND

After a short stop in a clearing near the springs, the ascent continues towards an unusual natural attraction. It’s impossible to get past her! It’s Irik-Chat sand castles made of yellow sandstone, which nature gave a bizarre mushroom shape. Wind and water, sun and snow “worked” on their creation in order to create an interesting architectural object from the rock.
After the sand castles of Irik, steep screes end, and the road continues along the slopes with pine forests. In the warm season, the forest is very rich in mushrooms, blueberries and lingonberries. But even dense pines cannot hide the dazzling beauty of the snow-white peak of Elbrus, which appears ahead.

MOUNTAIN HORSES IN THE GORGE

Gradually the road descends to the river, the gentle bank of which is chosen not only by tourists and climbers for their camps, but also by mountain horses. Walking a little further, where Irik flows into Irik-Chat, you will come close to mountain waterfall, where you can relax after an active walk. Under jets of cold water, you can refresh yourself with pleasure, as well as take unforgettable photos.

The salaries of public sector specialists in the new regions of Russia will be increased to the requirements of the May decrees of the President of the Russian Federation, Deputy Prime Minister Tatyana Golikova said on Wednesday at a meeting of Russian President Vladimir Putin with members of the government.

“At your instruction, a decision was made to increase wage funds by 20% from January 1, 2023. Now the regions must recalculate everything and pay everything to people during the first half of the year. And from January 1, 2024, there will also be an increase in the wage fund of state employees in order to bring wages up to the level of the May 2012 presidential decrees, as is done in other regions of the Russian Federation,” the Deputy Prime Minister said.

Russian President Vladimir Putin on November 24, 2021 called for ensuring a decent level of salaries for state employees in the Russian regions, as planned in the May 2012 decree. Putin instructed the government to mobilize additional funding and help the regions raise the salaries of public sector workers to meet the goals of the May decree – “those who work in healthcare, education, science, culture, the social sphere, social protection.” “We need to do everything necessary, everything possible to ensure a decent level of wages for people here,” Putin said then at a meeting with the government.

According to the May decree, salaries of state employees should reach 100% or 200% of the average regional labor income, depending on the category.

May 2012 Decree targets partially met, but inflation needs to be taken into account. “All these are indeed positive moments, and this is all very good, with the exception of inflation growth. This means that without the allocation of additional resources, a situation is possible when the level of wages in the public sector may lag behind the requirements of the May 2012 decrees. under no circumstances,” Putin said.

He demanded not to take into account additional payments to teachers and doctors when raising the salaries of state employees to the goals of the May decree.

May decrees approved by the President of the Russian Federation in 2012 increased salaries in the public sector by 1.8 times over 7 years. Most of all, salaries increased in education – 2 times, and for healthcare workers, social services – 2. 1 times. But in half of the regions, the salaries of state employees are much lower, follows from the report of the auditors of the Accounts Chamber on the increase in wages for 12 categories of state employees in 2020. The rates for the same positions in different regions differ significantly. This happened due to different systems for calculating and paying salaries at the federal and regional levels.

Priority to wages

The experts positively assessed the proposed changes to prioritize the payment of wages to employees over the requirements of the state, noting that such an initiative would help reduce social tension.

The deputy of the State Duma proposed changes to Part 2 of Art. 855 of the Civil Code of the Russian Federation, regulating the sequence of debiting funds, including from a blocked account of a budgetary organization. In particular, the draft law proposes to execute orders for the payment of taxes and fees after the payment of wages to employees of organizations. Thus, wages will take precedence over mandatory payments related to the requirements of the state and the social security system.

In recent years in Russia, cases of blocking the accounts of organizations in the public sector are not uncommon due to their violation of the deadlines for executive documents. In such cases, the tax authority decides on the collection of taxes, fees, insurance premiums, penalties and fines. The blocking of accounts leads to the fact that, among other things, funds are not written off for wages to employees, even if there are funds for this.

The reason for this is the peculiarities of the budgetary legislation, according to which the execution of the state task by a budgetary institution is financed in the form of a subsidy with a strict purpose, therefore these funds are not subject to collection under other executive documents. As a result, funds for wages are transferred not by payment orders, but on the basis of court decisions.

Under the current law, payments to the state and the social security system are in the third line, along with wage requirements, which makes it difficult for employees to receive a salary without having to go to court and receive enforcement documents to get into the second line.

At the same time, the explanatory note states that even under writ of execution, wages to employees of debtor organizations are paid with a delay. Such situations are an acute problem of subsidized subjects of the Russian Federation. This leads to a situation where the rights to timely wages continue to be violated, despite the protests of citizens, which ultimately leads to an increase in social tension.

The author of the draft law suggested that in case of insufficient funds in the account to satisfy all the requirements presented to the organization, pay wages in the third place, and only after that satisfy the requirements of the state and the social security system. The document emphasizes that wages take precedence over other obligatory payments, therefore, changing the order of satisfying the claims of claimants and writing off funds is the most important way to solve the increasingly emerging problem of protecting the right of employees to pay the full amount of their wages within the time limits specified by law.

Vladimir Starinsky, managing partner of Starinsky, Korchago and Partners, confirmed that now employees of organizations with a blocked account are forced to apply to the court for a writ of execution, on the basis of which wages will be paid. “As a rule, this is a long process, and payments are made with a delay,” the expert stated.

“Salary has priority over other mandatory payments, such as social contributions and taxes, so the satisfaction of claimants needs to be changed. In practice, this can solve the issue of delayed wage payments, which will really lead to a decrease in social tension in the part that the authors of the project are talking about,” Vladimir Starinsky concluded.

BRAND NEW FACILITY

Dogtopia of Eau Claire is a brand new 7,000-square foot facility that boasts four separate, spacious playrooms, including an outdoor play area. Each pup is separated into our supervised playrooms according to their size, temperament and playstyle to ensure a safe and comfortable play environment for all our beloved doggie guests.

Our state-of-the-art facility was designed to keep your dog comfortable and happy. All our indoor playrooms are fully equipped with their own climate-controlled HVAC unit to maintain a regular temperature to keep your pup comfortable. Our anti-microbial, fresh-air filtration system constantly draws in outside air to provide our canine guests with fresh air all day long. The safety and health of your pup is our top priority, which is why we deep clean our indoor playrooms at least twice per day with pet-safe cleaning products, as well as use a biologically safe, pet-friendly spot cleaner throughout the day. Our playrooms also feature rubberized flooring that is designed to be gentle on your pup’s hips, joints, paws and nails.

Dogtopia of Eau Claire has earned certification status as a Heroes for Healthy PetsTM facility. The Heroes for Healthy PetsTM Certification  Program in Infectious Disease Management provides training for preventative care, including strategic vaccination, and cleaning and disinfection protocols to help maintain disease-free facilities and keep pets healthy.

The program is co-sponsored by the International Boarding and Pet Services Association, National Association of Veterinary Technicians in America, Pet Sitters International, VETgirl, and Barkleigh Productions.

      Consulting in Russia – the rise and rebirth of one of the rare professions where you can earn more IT people / Sudo Null IT News These are investment banking (about it another time) and top management consulting

      . Consulting firms successfully increased the volume of sold projects and expanded offices. But not all of them will survive this year in Russia. We understand what Russian consulting was like before 2022, and what it will be like now.

      What this article is about

      The Russian “strategic and operational consulting” (a.k.a. “consulting”) industry has been on the rise for the last couple of decades. There was more than enough work for consultants. If you want, dig into the guts of oil and gas holdings and Siberian mines, if you want, come up with ecosystem strategies for state-owned banks, or if you want, help a product vertical of some kind of marketplace enter the markets of Southeast Asia.

      This is White Square. It is here that a significant part of Russian “ordinary consultants” lives (not in the church).

      The most talented young people lined up for a trainee position, just to start a career in a prestigious company with a worldwide reputation. The consulting community even has its own phenomenon – case clubs. In them, students and graduates trained for days to solve cases in order to overtake competitors in pursuit of the coveted offer. Often there were unique situations when a person could not pass the selection for years, but still stubbornly continued to solve cases and prepare.

      Business case is an obligatory stage of selection for any consulting company. The interviewer gives you a problem with very vague conditions (for example, “The steel plant has lost profits, what to do?”), And you have to find a solution using leading questions and your remarkable mind.

      Popular case – “How many ping-pong balls will fit in a Boeing?”. Sorry, couldn’t resist. In fact, this problem is a fierce button accordion. If you were asked to do it in an interview, stand up politely, explain to the interviewer that you won’t get along, and run.

      Covid became the first black swan. At first, the market was in a knockdown, clients massively canceled projects: you can’t optimize the Petrovichs in the shop via Skype (although this happened too – process optimization at factories was done literally using Zoom).

      “Nothing lasts forever” – savvy consultants scratched their heads, and started selling projects on anti-crisis management, adapting org. telecommuting structures and the development of last mile delivery services. I had to tighten up, but the consulting industry survived and introduced new practices en masse. Some firms have even grown great on the covid hustle and bustle.

      These are imported consultants from the series House of Lies. Ours are the same (well, almost), but a little less joyful – after all, they still have to draw processes at a Siberian mine all winter.

      However, the Russian consulting industry was not destined to survive 2022. Or rather, it was not destined to be experienced in the form in which we have known it in recent years.

      And in what form Russian consulting will survive the current events – we will now try to find out.

      Small disclaimer. Who am I and why am I writing this

      I got into consulting right after university. Already in the first year, I managed to make a strategy for a large food company, file a business model for a startup in the art market, and even show my incredibly valuable presentation to the vice-governor of one of the distant Russian regions (since I’m still alive, it means that he didn’t peer much to slides). In short, expectations were justified by 146%. Unless I really liked sleeping 10 hours a week (I do not recommend it).

      So far I have worked for three very different consulting firms. During this time, I managed to get a picture of this distinctive industry. I hope this article helps you too.

      To make this picture as complete as possible, I called Anna Sahakyan for help. Anna is the founder of the Costa Case Club, the largest Russian-speaking community for preparing for case interviews in consulting, and concurrently, the main attraction for the consulting community in our country.

      Consulting in Russia – brief dossier

      I’ll make a reservation right away. The article will focus only on business consulting. I will not touch on many related professional services. For example, this article does not cover legal advice or transaction support services of investment banks. It’s a completely different story.

      To begin with, let’s try to clearly delineate the Russian consulting market. Or, as the consultants themselves like to say, “We structure according to MECE” .

      MECE (Mutually Exclusive, Collectively Exhaustive) is the cornerstone of consultants’ approach to structuring their work. True consultants work, think, and even see dreams according to MECE (or, as they say, “Missionally”).

      Typical use case: “Your presentation structure isn’t the target, redo it now,” any Friday night consulting project manager.

      So. Until 2022, Russian consulting could be presented as a cake. The cake had several layers. Or, as they usually say, “echelons” or “tiers”.

      Next, we will go through each “echelon”. I counted exactly six of them. Each has its own characteristics, distinctive features and signs that a company must meet in order to get into it.

      Let’s analyze the differences between the tiers, as well as how the individual companies within each of them differ. What you need to know about some of the most curious companies (heading “amazing nearby”). And also what will happen to each of these firms after 2022.

      Approximately such a picture was shown to students in Russian universities when they talked about consulting firms. Help Dasha the traveler to find a company that will not disappear from the Russian market after 2022.

      Tier-1 – The Big Three

      The most fashionable and prestigious consulting firms. They have the most expensive projects, the most juicy clients, and the rumored highest concentration of value per 100 grams of printed slides.

      Value is the secret ingredient consultants fill their slides with straight from the Holy Grail. For the sake of value, consultants are hired (but this is not accurate).

      Value can be different – in the form of a really valuable recommendation, in the form of a reputable brand against an already made decision by top management, or in the form of stories in high offices a la “there are a hundred projects we bought from McKinsey this year.

      Rumor has it that the most valuable value is created by consultants the night before the morning meeting with the client.

      Value is #3 consulting meme.

      The Big Three are the largest pure consulting firms (I’ll explain below what is meant by the word “pure” here – see the Big Four section) . Graduates of top business universities primarily bring their resumes to them. It is these companies that respond with the most sonorous and heavy refusals to unlucky applicants. Which is not surprising, because working in these companies is the easiest way to “hack” your career and grow into a top manager in a few (extremely difficult) years. And it is here that salaries are paid, about which it is better not to tell people working in “regular” jobs.

      BIG3 companies have strong practices in all (or almost all) industries, product segments, corporate functions and task types. While one of the many project teams optimizes the repair and maintenance process of a shop in a steel mill, another comes up with a strategy for bringing a new brand of marshmallows in chocolate to the market.

      The “Big Three” consists of the following triumvirate:

      • McKinsey&Company (“Poppies”, “Firm”) . The most famous, largest, cited and recognizable consulting empire. I wanted to write “the oldest”, but no (more on that later) . As of February 2022, the Moscow office of McKinsey had about 700 consultants of various grades. In Russia, they made projects in all industries – from mines and the oil industry to banks, retail and pharmaceuticals. In addition to direct consulting, the Macs had a separate McKinsey Digital division (which included the Advanced Analytics division), where data scientists and other technical guys who could code worked, as well as a benchmark agency for the banking industry Finalta, which the Macs acquired in 2011 (and in Russia launched a couple of years ago).

      • Boston Consulting Group (BCG) . The second coolest firm in Russia, which periodically challenged McKinsey in certain practices. In Russia, BCG had powerful industrial (mines, factories, steamships) and banking practices, as well as good positions in the public sector, retail and engineering. Most other industries also had their piece of the pie. Like McKinsey, it had its own digital division – BCG Gamma.

      Do you like to drink tea with a marshmallow of this brand? Did you know that this brand originated from one of the Big Three companies?

      • Bain&Company The third-greatest firm of the Big Three, which nevertheless has its own strong centers of excellence. In Russia, Bain had the strongest aviation practice, which, they say, fed the lion’s share of the office (apparently, it was especially hard for Bein in covid). There were also good practices in other transport modalities, banks, oil industry, energy, retail and luxury segment. Generally speaking, Bain is comparable to Macs and BCG in terms of cost and quality of projects, but the variability of his industrial kaleidoscope in Russia is slightly lower. Bain was founded by people from BCG, and this generally shows a clear trend – new strong consulting firms usually arise as a result of the breakaway of part of the partners of an existing firm.

      In March 2022, McKinsey announced it was leaving Russia and relocating employees to other locations. BCG and Bain did the same. However, in May it became known that several Russian partners of McKinsey would remain in Russia, buy out the Russian legal entity and continue the business as a separate company. Of course, the backbone of the office will consist of BIG3 consultants who did not want to leave Russia. As part of the newly formed company, the partners from Macs will be joined by some of the leaders of other Troika companies remaining in Russia.

      In June, the managing partner of the new company, Yakov Sergienko (previously head of Russia’s McKinsey), announced that the company was facing many large-scale projects and tasks, and not only in Russia. And also that the name has not yet been chosen – RUBiCon (Russian Management Business Consulting) was proposed as one of the working versions.

      Probably, as projects grow, the newly created company will gradually “vacuum” the strongest consultants remaining in Russia. So, apparently, it is she who will take the top of the Olympus of the new consulting industry in Russia (it will become the Russian tier-1).

      International second tier (Tier-2)

      Here everything is less clear and much more “blurred”. Usually, the “second tier” includes global firms, which are also old, cool and prestigious, but slightly fall short of the “Troika” in terms of the size of practices and the cost of projects.

      Although often there may be no difference in the cost of projects (and, accordingly, in the salaries of employees) with Troika. This is explained by the fact that second-tier companies almost always have a specialization – either in a specific industry or in a separate corporate function / type of project. Most often it happens that some type of tasks is especially in demand in a certain industry. And vice versa – specializing in the industry, the company is ordered projects of a certain direction. Therefore, there is often a specialization in both industry and function.

      A vivid example is a typical representative of tier-2 Oliver Wyman. Wyman has a strong risk practice, and banks are most interested in risk. Therefore, Wyman did most of the projects in Russia in the banking sector. And Wyman does these very risks for banks, perhaps better than anyone else on the market, for which he takes a well-deserved high rate.

      Moreover, there are a couple of unique companies that conditionally belong to tier-2, but can cost even more than Troika. The secret is that their competencies in their fields are pumped to the maximum.

      Let’s talk in more detail about the key representatives of the “second tier” of global consulting who worked in Russia:

      • The already mentioned Oliver Wyman (OW, Wymans) . Specializes in projects for the financial industry, especially strong in risk projects and other data-driven solutions for banks. For example, the Wymans ate a dog on writing various big data models that help banks speed up a borrower or, for example, evaluate his transactional preferences. In Russia, in addition to banks, there were also projects in retail and the oil industry. Oliver Wyman belongs to an even larger corporation – the American Marsh McLennan (provides the services of an insurance broker and risk consultant, was not directly represented in Russia). After the February events, the Vaymans announced their complete withdrawal from Russia.

      • Kearney . A couple of years ago it was called A.T. Kearney, but recently decided to remove the first two letters. It was founded in the 1930s by splitting from McKinsey of its Chicago office, headed, in fact, by Andrew Thomas Carney. Kearney specializes in procurement and supply chain, in this area they are considered the best. Carney’s consultants also sat in a lamp-filled brick loft. The company has not yet formally left (did not close the Russian legal entity), but the employees have moved to other offices and are doing projects there.

      • Roland Berger. Quadraktish-practical-gut consulting from Germany. One of the two non-American companies on our list (draw your own conclusion). Globally strong in engineering, automotive, transport and other industrial and manufacturing sectors (but not only). It seems that in Russia the focus was the same. Left the country.

      • Arthur D. Little (ADL) . The oldest consulting company founded in the Paleolithic era by American chemist Arthur Dehon Little. Throughout its history, ADL has had a strong focus on projects and solutions related to technological innovation. In 2001, the French consulting and engineering conglomerate Altran bought the company, and in 2011 the partners bought the company back. As you can guess, as a result of these pertrubations, little is left of that “old” ADL. Nevertheless, ADL still likes to screw into their presentations the thesis that they are the oldest (even McKinsey is much younger) and in general, “consulting began with them.” And formally they are right. After February 2022, the global ADL curtailed business in Russia, but some of the partners remained and will develop their company.

      This is Arthur Dehon Little. While Marvin Bauer (the CEO of McKinsey in the 1950s) is often credited as the founder of management consulting in its modern form, Mr. Little is the de facto founder of the industry.

      • Strategy&. Formed by the purchase of consulting firm PWC by Booz Allen Hamilton. After the takeover, they rebranded. As a result, a curious structure turned out – PWC already had its own consulting, and Strategy & was affiliated, but a little aside (and was considered, as it were, “more elite” – they paid more there than in consulting PWC itself). In Russia, the company had an interesting specialization – the development of corporate innovations. For example, projects to form an internal startup ecosystem of some bank or venture fund of an oil and gas holding. And although the Russian business of BIG4, including PWC, remained in Russia (more on that below) , Strategy& no longer works in the country.

      • Accenture A large global firm operating at the intersection of consulting and IT. He makes projects of different directions, but he is especially good at integrating technological solutions, including IT systems and all kinds of ERP. There is no clear clarity with Accenture – sometimes it is ranked as a tier-2, and sometimes it is singled out separately. By the way, Aksy was formed from the consulting and technology business of the accounting firm Arthur Andersen (see the Big Four section) . This spring, Accenture separated its Russian business.

      • Partners in Performance (PiP) . Another extremely curious beast. Operational consultants from sunny Australia, in Russia mainly specializing in tinkering with production processes in mines and factories. Although they are often ranked as tier-2, in their specialization they were quoted no worse than the Troika, and even higher. Even for junior positions, they hired only specialists with experience. Fresh graduates, unlike other firms, were not taken. They paid even higher than in Troika – they probably have the highest salaries among all consultants on the market. I once spoke with a consultant from PiP, he said that they have a well-developed methodology for almost any production process or industrial equipment, even the slightest bit common. No wonder that Russian business decided to separate and continue to work independently under the new Partners in Efficiency (PiEff) brand. The demand for their services is now high.

      • Alvarez & Marsal . Top consultants in the field of financial recovery and restructuring. We helped Russian companies get rid of toxic assets and optimize financial flows. In short, crisis management. The company left Russia and is now actively helping global brands wind down (or sell) Russian businesses.

      An important nuance. There are also consulting firms that work purely within the boundaries of a particular industry (more on them below – see the last section) . Tier-2s differ from such “mono-industries” in greater flexibility – although “second-tier” companies usually have a focus, they can easily go beyond its contour.

      Russian tier-2 (strong Russian players)

      It is often not separated from the international “second tier”. But I decided to separate, because this category will soon be replenished by several Russian companies that have separated from their international tier-2 brands. Also, in the near future, strong Russian firms have a chance to get here, which now barely fall short of tier-2 (we will conditionally call them “tier-2.5”).

      Right now, there is exactly one Russian company that definitely falls under the criteria of the “second tier” – Strategy Partners.

      Strategy Partners (SP, formerly SPG) . The company was founded in 1994 on the basis of the innovation center of one of the Russian institutes. In the 2000s, she won the unofficial title of the main Russian consulting company, which she retained until current events. The only consulting company where there is (more precisely, there was until recently) a president, and not just partners .

      Partner is the highest stage of a consulting career. At some point, smart senior employees of a consulting firm are offered to buy out a stake in the company in exchange for a share in the profits. This is how partners become.

      Partners are responsible for developing the company’s business, in large firms – usually within one or more industrial or functional practices. Partners sell projects, attract new clients and are the “face” of the company at various events. They also love to add very valuable comments (usually really valuable) to the project presentation, which the project team implements at night and on weekends.

      “Spherical partners in a vacuum” from the series Suits (Force Majeure). True, there was a law firm there, but the essence is the same. Guess which of them actually sold the project, and who just came to meet with the client?

      Strategy Partners undertakes a wide range of strategic, operational and transformational projects in various industries. Being one of the few Russian top firms, it had exclusive access to projects in the public sector and the defense industry (at one time these industries accounted for the lion’s share of the company’s revenue).

      In 2010, Sberbank bought 75% of the company.

      In 2018, a split occurred among the partners of SP (then still SPG), and a significant part of them left to open the Russian office of Arthur D. Little. Or rather, to reopen, because ADL was re-entering the Russian market after a long absence.

      After that, SP significantly shook up its business – hired new partners, launched new practices, and also created partnerships with several IT integrators and digital services (as a result, they strengthened their digital transformation offer).

      About a year ago, the company was finally bought out by Sberbank. It’s strange that the name was not changed to SberConsulting, but it’s not over yet…

      Among the strong Russian firms that conditionally fall into the “tier-2. 5″, we can mention SBS Consulting , Neman Group , NEO Center , S+ Consulting , O2 Consulting , One Story Consulting and a few more names. They are smaller than Strategy Partners, and we will not dwell on them in detail.

      degree of suitability. You can either find quite worthy performers with an adequate price-quality ratio and good subject expertise, or Horns and Hooves LLC, which is better off continuing to “live at the bottom of the ocean”.

      “Our company is tier-2, I answer. An office in a garage is temporary while White Square is being renovated” — partner of some consulting firm of the 3rd or 4th echelon.

      BIG4 – “Big Four”

      I’ll start a little from afar. Through multiple mergers and acquisitions that took place in the past and even the century before last, 5 leading audit companies emerged on the world stage:

      PriceWaterhouseCoopers (PWC) 0003 Ernst & Young (EY) , Deloitte (they didn’t fit a fashionable abbreviation) and Arthur Andersen. I specifically do not highlight the last company in bold, I will explain why later.

      This merry company is called the “Big Five” of audit companies.

      These firms audited various major corporations, and at some point they realized that if they found a jamb in their reporting, then they could not only point it out, but also help fix it. How exactly? Of course, by selling a consulting project. This is how each of these companies got its own management consulting. They also have tax consulting, financial and budgetary support and other near-consulting areas, but they are not very interesting to us.

      In 2001, the “Enron Affair” happened, which forced Arthur Andersen to close. It was probably the biggest scandal in the professional business services industry.

      Enron is an American energy company that in the late nineties was engaged in a major falsification of reporting, spinning offshore schemes and misleading investors. Arthur Andersen helped her in this nefarious deed. Perhaps it helped unintentionally, but it is hard to believe in it.

      When everything was revealed, both companies ended their existence. Many participants in the machinations were imprisoned, and Vice President Enron completely killed himself.

      As a result, Accenture emerged from the wreckage of part of Arthur Andersen’s consulting business, and the audit Big Five became the Big Four.

      They say the auditors scare the kids with the “Enron case” instead of the babaika.

      All the Four companies launched Russian offices in the very beginning of the 90s. Their consulting services were significantly cheaper than those of Troika and Tier-2, but they charged in quantity. Often, the “Four” was taken not even for consulting, but for outright outsourcing (but, as you know, there is no smell of value).

      As a result of current events, the Russian business of the Four (all audit, consulting, etc.) has spun off from global brands and will now continue to operate as separate companies.

      Their new naming is already known:

      • PWC has become Trust Technologies.

      • E&Y became known as “B1”.

      • KPMG became “KEPT” (Knowledge – Excellence – Professionalism – Technology).

      • Deloitte – “DRiT” (Business solutions and technologies).

      What do you think of the names? Taste, of course, but as for me, could be better.

      Mono-industries and mono-functionalists

      Firms that do a wide range of tasks, but only in one industry or function. Often these are players at the intersection of consulting, industry technology and research centers or engineering companies. It also quite logically includes consulting divisions that exist in parallel with other “core” business of companies – for example, Mastercard Advisors in retail banking and payments or IQVIA in pharma. Let’s look at a few examples:

      • Mastercard Advisors. Consulting business of a well-known payment system. The guys realized that banks can not only issue payment cards, but also sell projects. Moreover, unlike conventional firms, well-implemented projects will ultimately benefit Mastercard itself (after all, the company’s profit is a derivative of the results of banks). Until 2020, the Russian office hardly had 10 people, but over the past two years it has grown to 50. The result is one of the strongest teams in retail banking on the market. In April, Mastercard announced its withdrawal from Russia, and the consulting business was no exception. By the way, Visa has a similar consulting unit, but in Russia it is quite small (until February, they just planned to expand, but no luck).

      • IQVIA Consulting. Consulting division of IQVIA Corporation. IQVIA is engaged in contract research in pharmaceuticals and commercialization of pharmaceuticals. They do consulting, of course, also in pharma. Given the specifics of this industry, much attention is paid to R&D strategies (in Russian “R & D”), as well as various aspects of bringing all kinds of drugs to the market.

      • IBM Interactive Experience (IBM iX). IBM Consulting. As you may have guessed, helps clients solve digital enhancement challenges. IT strategies, digital transformations (of the whole company or a separate function), the introduction of individual digital tools and all that.

      • VYGON Consulting. Russian company operating in the resource and energy industry (FEC). Inside the fuel and energy complex, they do everything from corporate strategies and analytical support of authorities to the creation of industry-specific intellectual capital (say, market research for a particular hydrocarbon) and holding specialized events.

      • Ecopsy. Also a Russian company that solves any tasks related to improving the HR function (i.e. Ecopsy – “mono-functionalists”). They increase the efficiency of personnel management processes, implement HR automation systems, develop a turnkey corporate culture (even this happens) and personnel training and development programs.

      I’ve highlighted a few notable examples, but there are actually quite a few such companies – at least as many as there are industries in Russia (and probably even more). Many of these companies may not be very popular in the general consulting community, but they are well known and respected within their industries.


      So, we have sorted out all six echelons of Russian management consulting (as it was before February 2022). I hope you have a clear picture. If you have any questions, I will be happy to explain and detail in the comments.

    Here’s What Employers Look for When They Run a Background Check

    What do employers look for in a background check?

    When it comes to the pre-employment vetting processes, every employer will approach things differently, depending on their size and resources, their industry, and the job or jobs they need to fill. There are many types of background reporting services an employer can order, all of which provide different data types from various sources. Generally speaking, a pre-hire investigation will check for a criminal record, verify resume information, such as past employment, educational credentials, and professional licenses or certifications. Perhaps assess other types of information, such as a driving record or credit history.

    Read on to learn more about what shows up on an employment background check.

    The Employment Background Check

     Employers run history checks on their candidates for various reasons. For instance, by reviewing a person’s criminal past, a hiring manager can assess the level of risk that a candidate might pose if given the job at hand. In some cases, a person’s criminal past may even preclude them from working a specific type of job, such as a registered sex offender interviewing for a teaching position. On the other hand, verification checks of employment, education, and credentials are an essential step for helping employers determine whether their candidates are qualified for the job at hand.

    What Employers Can and Will Look At

     Below, we have recapped the most common types of employee background verification, as well as the kind of information each of those checks will typically return. Do note that, while employers are typically allowed to consider the information highlighted below as part of the pre-employment process, that privilege is not absolute. Employers must follow the tenets of the Fair Credit Reporting Act (FCRA) when conducting searches, which include very detailed steps for obtaining a subject’s permission before looking into their past.

    Besides, the specific laws and regulations surrounding the information in each category may vary depending on state or local jurisdiction. We have highlighted checks that tend to be more regulated and, therefore, limited.

    Work history

    Work history is one of the top items that hiring managers consider when assessing candidates for a vacancy. The thought is that someone’s employment experience can offer a good sense of how qualified they are for a particular job. Some jobs call for candidates to have a specified number of years’ experience working in a specific industry or type of position. In other cases, employers will not be nearly as particular about work history. However, they will still consider employment history to determine what skills or hands-on experience applicants may bring to the job.

    Employment verification checks work differently than many other types of background checks. No database tracks where people have worked over the years. While candidates self-provide this information on their resumes and/or job applications, verification checks are an opportunity for employers to vet that information for inaccuracies or falsehood—an important step given the commonality of dishonesty on resumes.

    Credit check

     Some employers consider a candidate’s credit history as part of the pre-employment check process. These types of checks are prevalent in finance-related jobs, such as banking or stock trading, to assess a candidate’s financial habits. Some employers believe that, by evaluating how a person handles money in their personal life, they will know how to grade that person’s overall financial responsibility in the professional realm. A credit check that reveals poor credit can sometimes be a sign of risk for an employer filling a role involving accounts, handling money, or other financial matters.

    Employers should tread carefully when using this type of screening, however. While financial literacy and responsibility are essential skills for some jobs, there has been some debate in recent years about how much insight a candidate’s credit record can lend to this type of position. Medical bills, unemployment, and especially student loans are factors that can affect a person’s credit detrimentally. Particularly in the wake of the COVID-19 pandemic, which caused substantial spikes in unemployment rates nationwide, disqualifying someone for bad credit may be seen as only exacerbating the problem.

    It is also worth noting that credit assessments for employment purposes are illegal in some areas. In 11 states – California, Colorado, Connecticut, Delaware, Hawaii, Illinois, Maryland, Nevada, Oregon, Vermont, and Washington – plus several other jurisdictions (including Washington, D.C., New York City, Chicago, and Philadelphia), employers are heavily restricted in their ability to use credit screenings when making hiring decisions. Employers should be aware of their local and state laws when considering this type of assessment.

    Criminal records

    Criminal searches are the cornerstone of most verification processes. These records can include “red flags” such as violent offenses, sex crimes, embezzlement convictions, DUIs, or other history that could render someone a risky hire. Employers will look for this type of information to protect their legal interests, as well as their customers, other employees, their finances, and more. For example, an employer hiring for financial accounts and sensitive personal information would want to avoid hiring a candidate with a history of embezzlement or identity theft, lest they take advantage of their position to commit similar crimes. Employers who overlook this type of relevant criminal history in filling a job may face negligent hiring lawsuits if the person they hire ends up facing further accusations for their behavior on the job.

    Though sometimes confused with employment verification checks, reference checks serve a different purpose. Employment verifications determine whether resume information is accurate, while professional references are people who can speak to a candidate’s character, job performance, skills, and overall work style. Often, employers will ask that candidates list two to three references as part of the job application. Reference checks involve contacting those individuals directly to learn more about the candidate.

    Verification Checks

    Beyond work history and references, verification checks can also check a person’s educational credentials and professional licenses. Education checks involve contacting a college or university to verify that a candidate attended, as well as dates of attendance, degrees or certificates received, and any honors attached to those degrees.

    Professional license verifications ensure that a person holds the license(s) necessary to work in a specific field in a particular state. Examples include teaching licenses, licenses to practice law, nursing licenses, or licenses to practice medicine.

    What Employers Cannot look At

    While different types of employment background checks can reveal much information about a candidate, there are certain types of information that employers are not allowed to access—even as part of checks that might seem to reveal that information. Examples include:

    School records

    While education verifications will indicate whether a candidate earned the college degree they claimed on their resume – these checks won’t show a full school record. Employers won’t know which courses the candidate took, for instance, or what grades they received. School records from further back—high school, for example—are also not accessible to employers.

    Military records

    There is no type of history checking service available to private employers to access a person’s military record. While candidates may voluntarily offer information about their military service, if applicable, employers should not plan to vet that information, check for details about a person’s military history, or look for evidence of discharges.

    Medical records

    Much of the information gleaned through an employee or candidate investigation is technically part of the public record. Medical records do not fall into this category: they are private documents, with privacy ensured by doctor-patient confidentiality. Employers should not expect to learn about medical history through background screening.

    Criminal history

    While criminal history is at the heart of many pre-employment vetting protocols, that doesn’t mean employers have free reign to access or make hiring decisions based on the full scope of a person’s criminal record?. Records that have been sealed or expunged, for instance, should not feature on a check report and cannot be used to bar a person from employment. Many states also have laws that restrict the use of arrest records in hiring, that specify a criminal history lookback period of seven years, or both. Employers should take care to learn the laws of where they do business to avoid any compliance issues in how they use criminal details in their hiring decisions.

    How to Prepare for an Employment Background Check

    Asking “What do employers look for in a background check?” is a smart strategy for job seekers wishing to prepare themselves for the employment screening process. Here are a few steps that candidates can keep in mind to avoid any surprises:

    Understand what previous employers might say about you

    Contrary to widespread assumption, most employers will stick to answering only simple point-of-fact questions when called for an employment verification check. Job titles, employment dates, the reason for leaving, eligibility for rehire: these topics are objective talking points that HR managers are willing to answer. More freeform questions, such as a past employer’s comment on character or work ethic, are challenging territory. HR managers or former supervisors will often decline to answer them to avoid legal claims of defamation from their previous employees.

    Obtain your records

    You’ve crafted a standout resume, tapped into your professional network, and delivered a winning interview. You might even already have an informal or conditional job offer. But in some cases, there’s one more step before an employer hires you: a background check.

    Not every employer runs employee background checks, and most aren’t required to. Employers use them as a tool to verify your information — like education and past employment — and check your criminal record, employment history, and more.

    It might sound intimidating, but these are a normal part of the hiring practice, and knowing what employers look for in a background check might ease your worries.

    What’s an employee background check?

    An employee background check is a formal process that verifies your personal and professional information. Employers — either through a third party or in-house — investigate your identity, work history, education, social media, criminal record, and any other relevant information.

    This can happen at any time during the hiring process.

    Employers are legally allowed to require background checks, though the Equal Employment Opportunity Commission sets restrictions and regulations.

    Companies can’t conduct a check based on race, disability, or citizenship, and they have to give potential employees a formal notice stating they might use the background check information for a hiring decision.

    They also need your written permission beforehand if they’re using a third party. If they’re conducting an in-house check, they don’t have to.

    Depending on the type of background check and whether the company needs to check information from different states or countries, it could take a few days or weeks to complete.

    If a company does a background check, are you hired?

    Not necessarily. A potential employer can conduct a background check at any time, whether that’s when you submit your application or if you’re about to get an offer. But 87% of background checks happen at the pre-employment stage, so once you’re hired, your employer likely won’t check again.

    Employers might also give you a conditional offer that depends on the result of your background check, meaning they want to double-check that your information is accurate before moving forward.

    What happens if I deny a background check?

    Although you don’t have to consent to a background check, an employer can reject your application if you say no.

    How do companies do background checks?

    Companies often conduct professional background checks with third-party organizations. Larger organizations might also conduct them internally. Here’s more about each method and how it works:

    Third-party background checks

    Third-party businesses like GoodHire, HireRight, and Universal Background Check help employers research potential employees. If an employer chooses this route, they’re legally required to notify you, in writing, so you can give written consent.

    The notification should clearly outline what information they’re looking for and why.

    In-house background checks

    An employer might have designated staff in human resources (HR) to check your background, but this isn’t as common because it’s easier to outsource the task.

    Employers might also conduct screenings, where they check your social media, education, and work history independently. This is different from a background check because it’s less formal and doesn’t include your criminal record.

    A potential employer isn’t required to notify you prior to conducting a screening unless they use a third party.

    What can employers see on a background check?

    What’s included in a background check varies depending on both the organization and job’s roles and responsibilities. Additionally, individual states and jurisdictions may have their own rules that limit information access to protect your privacy.

    Common background screenings include one or several of the following:

    1. Identity verification

    Employers can verify your name, any aliases, and address history to make sure you are who you claim to be. They can ask for your Social Security number (SSN), though you have the right not to give it to them.

    Employers shouldn’t request it during the hiring process unless it’s absolutely necessary. Once hired, you need to provide your SSN for payroll and benefits. But before you sign your contract, it’s voluntary. 

    2. Work history and employment verification 

    A potential employer may inquire into your employment history by calling or emailing your professional references. They can reach out to the references from your job application or request additional contacts for previous employers to better understand your past performance and career path. 

    This type of pre-employment screening checks whether you’ve given false information about past employment, like dates of employment, job titles, and experience. It’s also an opportunity to ask questions about your character to confirm whether you fit the company culture.

    3. Education verification

    For professions that require licenses, certifications, or specialized degrees, a prospective employer might verify your education. They’ll reach out to your education provider to verify your enrollment and credentials and could ask you to send them official transcripts from your studies.

    Some employers also use third parties like National Student Clearinghouse to verify your degree.

    4. Criminal record

    The Equal Employment Opportunity Commission (EEOC) prohibits employers from discriminating against you based on race or national origin. They also can’t discriminate against you simply for having a criminal record.

    However, employers have the right not to hire you based on the severity of a past crime and the nature of the job you’re applying for. If you do have a record, you can provide proof that you’ve made efforts to change.

    Organizations check criminal backgrounds for practical purposes. If the job you’re applying for requires access to sensitive material, employers want to know they can trust you with it.

    5. Financial history 

    For finance-related fields, an employer may check your credit history to measure your financial literacy and responsibility. A poor credit report may be a red flag for financial institutions, accounting firms, or other positions that require someone to handle or make important financial decisions.

    Employers do need your written consent before conducting a credit check, and credit checks for employment decisions are restricted under some municipal and state laws. 

    Financial history is nuanced, and it doesn’t always reflect your character or skills. Poor credit can indicate past financial decisions, medical bills, and student loans that have nothing to do with your ability to perform a job.

    There are currently efforts being taken to ban employer credit checks based on financial and class discrimination.

    6. Medical history

    Medical records are confidential, and you’re generally protected from revealing your personal medical history, family medical history, or genetic information. Employers can only ask medical questions after giving you a conditional job offer.

    And they can only ask medical questions if there’s objective evidence that you can’t do your job or that you create a safety risk because of a medical affliction.

    7. Social media

    Around 67% of employers use social media to research potential hires. They may scan your profiles for potential red flags, like lying about your qualifications, making discriminatory posts or comments, or sharing information about a past employer.

    It’s generally recommended to clean up your social media or make your accounts private while searching for a job and try not to post anything you don’t want employers to see.

    8. Driving records

    Employers can contact the Department of Motor Vehicles (DMV) in your state to verify your driving record, but you need to sign a release form first.  This is most common for jobs that require you to drive or operate heavy machinery.

    An employer will check your driver’s license and driving record to make sure you don’t have any driving-related charges. The DMV is state-regulated, so the types of reports available might vary, depending on where you live or work, so verify which report employers need before signing a release.

    What are employers restricted from seeing on an employment background check?

    The Fair Credit Reporting Act (FCRA) limits what consumer reporting agencies and credit bureaus can investigate in an employment background check. Individual states, municipalities, and jurisdictions have their own sets of rules and restrictions.

    But the following information is federally protected under the FCRA, meaning an employer can’t use it during a background check:

    • Bankruptcies that are older than 10 years

    • Civil suits, judgments, and arrest records older than seven years or with an expired statute of limitations

    • Paid tax liens that are older than seven years

    • The name, address, and telephone number of any medical providers

    5 tips to prepare for a background check

    Background checks can feel stressful. While it’s okay to feel nervous about the process, there are a few ways to prepare yourself and keep the background check fair and accurate.

    Here are five tips to prepare for pre-employment screenings:

    • Inform yourself: A background check may provide potentially sensitive information, and it’s fair to ask a hiring manager what kind of background check they’re soliciting.  

    • Check your credit report: A self-check will help double-check your credit information and offer some reassurance if your employer requests this information. If you suspect your credit check is inaccurate, contact the reporting company to remedy the report before potential employers inquire.

    • Give your references a heads up: As a courtesy, always ask for consent before including someone as a reference on your resume. During the interviewing process, remind them they may get a phone call or email.

    • Know your rights: If you receive a job rejection based on your background check, the FCRA requires the employer to give you a copy of the report and your rights so you can dispute any inaccuracies or provide context.

    • Check your social media: Social media provides a public record that gives hiring managers important insights into your past employment or lifestyle. Represent yourself accurately and professionally, and if you’re unsure, make your social media accounts private.

    How do you fail a background check?

    Every organization has different standards for background checks. You might “pass” for one job and “fail” for another. The EEOC and local laws protect you from invasive or discriminatory background checks. However, if you do have a criminal record, employers have grounds not to hire you, within reason.

    Here are a few results employers might not overlook:

    • Severe felony convictions: A history of criminal convictions might be a liability or safety risk for an employer. Be proactive about an unflattering criminal background.

      Take the time to prepare a response and have references to support your ability to contribute value to a company. Prove that your convictions are part of your past and that they don’t limit your skills.

    • Dishonesty: Misleading or lying about your qualifications, work history, or relationships to a reference will leave an employer doubting your integrity in the workplace. Honesty is always the best policy.

    • Bad feedback: Negative reports from references could convince a hiring manager not to move forward. If you suspect a toxic manager or colleague will speak poorly of you, be prepared to add context about why you left the job.

    When in doubt, prepare and be honest

    An employment background check is a normal part of the screening process for many jobs. If you’ve gotten this far in the hiring process and have been honest with your potential employer, you likely don’t have to stress about what employers look for in a background check.

    However, it’s never a bad idea to be proactive and take steps to dispute inaccuracies or misunderstandings. Even if you don’t anticipate any snags, knowing what to do will give you peace of mind while you await the results.

Both of these can hurt a business if, say, a person comes to the company who was engaged in fraud at the previous place of work, generously shared classified information with competitors, or even stole. On the other hand, not all and not all companies are checked.

    In general, there are two types of organizations. The first are government. In them, the security service check is regulated by law, that is, the applicant can find out in advance what documents need to be submitted and through which circles of the security service he will have to go through. The second are private companies that independently establish verification rules in accordance with local acts. So there are stories in which applicants have to fill out questionnaires with weird questions or go through stress interviews.

    Traditionally, a lot depends on the size of the business.

    Representatives of big business are in a relatively advantageous position: they are well known, so candidates are more loyal to any checks. The situation is much more complicated for small companies, which also have a security policy. Often, they have more questions from applicants. In any case, if a person goes to get a job in a company, he must respect its principles and values. It’s about trusting each other.

    So, in large companies, you can’t do without a security check – you need to put up with this, while the procedure itself is quite standardized. Most often, applicants fill out a questionnaire, but there are also other formats – from interviews with security service representatives to a polygraph test.

    Employers themselves don’t like to share what goes on behind closed doors in the office of the security department. Audits in two organizations from the same industry, for example, in the banking sector, may differ in format from each other. The process in most companies is kept secret.

    As a rule, security specialists collect information from the previous jobs of the candidate, check the presence of a criminal record and administrative offenses, the authenticity of documents – passport, TIN, diploma and others, and can also study the financial situation – whether the potential employee has debts, fines, whether you have a self-employed status or your own business. As for the last points, a number of companies can really alert “work on the side” – this is important to consider when applying for a job.

    Another item on the checklist for inspectors is connections with competitors . This is important if the applicant wants to take a top position or a position associated with confidential data.

    Social networks also often attract the attention of security specialists, so it is better to avoid posting provocative images, photos, texts, and also any negative information about the previous employer. This will definitely not be a bonus for employment. By positions and interests, you can make a psychological portrait of the candidate. And employers often use this opportunity, especially if not only professional, but also personal qualities are important in a potential employee.

    When checking documents , it is important to consider that the employer has the right to ask the applicant to provide only the information that is limited by art. 65 Labor Code of the Russian Federation. You can verify the authenticity of documents in various ways: look at the validity of your passport on the website of the Ministry of Internal Affairs, check the TIN number through the portal of the Federal Tax Service, information about education – by making a request to an educational institution. A large amount of information about any person is stored in the public domain, which is why it is so important to carefully leave digital footprints. Obviously, the stricter the check, the more databases, including internal ones, will be involved.

    In addition to providing specific documents, the applicant may be asked to fill out a special questionnaire . It contains various questions. They concern both professional competencies and information that, at first glance, does not relate to the work that the candidate has to perform. Perhaps the most controversial point is related to filling in information about the next of kin.

    Usually parents, brothers, sisters, wives and husbands are indicated in the questionnaire. There are two sides here. On the one hand, the company is trying to protect itself. On the other hand, we all understand that there are different relationships in families. A fair question arises: why should I be responsible for my relatives if I do not maintain any connections with them?     There are companies that include very specific questions in their questionnaires. According to the stories of candidates, these are requests about who the parents worked in certain periods of life, information about deceased relatives.

    Most often, at the stage of verification in the security service, I was asked to provide copies of documents, and once I had to take a polygraph – the employer wanted to find out if I work for competitors. The most common is filling out questionnaires. In one of the companies, it was necessary to provide detailed information about relatives. I even asked the recruiter why they needed data on the dead. The answer then struck me: these relatives could break the law, then the applicant automatically lost his job. I admit that a person could hide something about himself or about his relatives. But it is very disappointing when, due to the mistakes of parents, brothers or sisters, people were not hired. It happened to me.

    An important point is that the employer does not have the right to process the candidate’s profile without taking his written consent. Otherwise, you can sue the company in accordance with Part 2 of Art. 13.11 of the Code of Administrative Offenses of the Russian Federation. According to employers, a few years ago, most job seekers did not have such a level of awareness regarding personal data. Oddly enough, people were not afraid to send copies of passports and other documents to unknown mail. Since the beginning of the pandemic, when there were many more scammers and their schemes more sophisticated, candidates began to be cautious. And this is good news.

    Another way to check is testing . Here, they do not ask to disclose personal data, and indicate too much, too, but it is better to prepare for the fact that there will be at least a hundred questions in the test and at some stage they may be repeated. All this is necessary to test all the same soft skills – the sincerity and honesty of the candidate. Inconsistency in answers can be an obstacle to employment.

    There are still stress interviews that were so popular ten years ago. If the level of responsibility is high, and the industry of the company obliges, say, we are talking about nuclear energy or the financial sector, the applicant may be deliberately driven into stress in order to test his emotional stability. History knows many examples when top managers were interviewed in extreme conditions or applicants were made nervous while waiting for an interview for two hours. It is one thing when the company is partly obliged to check the candidate’s stress resistance due to the specifics of the position, and quite another if the company’s management does this out of morbid curiosity.

    In some organizations, for example, in law enforcement agencies, it is impossible to get a job without a polygraph test. In private companies, this is rather an optional measure that employers use to identify all the same risks. However, it cannot be argued that this is a mass story. A lot depends on the same parameters: the business industry, the position of the candidate and his professional affiliation.

    In one of the banks where I used to work, top managers, getting a job, had to go to another city to take a polygraph. Personal assistants to managers also often pass such a test – they have direct access to the “body”. Be that as it may, the polygraph is still an effective method to understand the candidate’s stress tolerance and business risks. It may also be that the company does not have a polygraph, but the person is asked about their readiness to undergo such a test. If the applicant understands that there are nuances that he is not ready to talk about, he will refuse. And the company will draw a conclusion.

    As in the case of the survey, representatives of private business are free to ask potential employees whatever they want, since they also receive prior consent to conduct an audit using this method. There are no restrictions on the duration of the process – several applicants confirmed that they had to answer questions about signature forgery, denunciations of colleagues, fraud and other not very pleasant things for more than three hours.

    HR-specialists agree that neither in the questionnaire, nor during the stress interview, and even more so during the polygraph test, you should not lie. If there are controversial points in the biography, it is better to talk about them honestly, or refuse to check at all. Most of the security service specialists are former law enforcement officers, it is important for them that the statements correspond to reality.

    There are other, less common methods of verification that few candidates mention.

    The most serious test, if it can be called that, was only when I was employed in one of the largest state-owned companies in the country. The registration procedure was standard. The only thing that was not traditional was that I was asked to take a drug test. It turned out that this is a mandatory procedure when applying for a job. Then I was told that the company could randomly conduct another analysis among employees under 35 years old. Allegedly to exclude people with addictions. In general, I am fine with checking a candidate’s dossier, as long as it does not overstep the bounds and does not violate ethical standards.

On the other hand, as a representative of this area notes, even with such a simplified scheme, employers often face refusals – someone perceives the check as pressure. For all other employees of the jewelry industry, even a polygraph test is rather an inevitability.

    Considering the specifics of our field, I regard security checks as a production necessity. Still, the risks are very high. At the same time, I remember a lot of criminal stories with people who flawlessly passed all the “tests”, including the polygraph. There is such a professional proverb: we check gold for a sample, gold checks the sample for us.

    Now not only full-time employees are checked, but also those who work with the company on a freelance basis or in the status of self-employed. To get the necessary access to information or systems, you will have to provide not only documents (passport, TIN, SNILS and others), but also fill out a questionnaire and answer questions about employment, relations with competing organizations, credit history, etc. The only question is in how the verification process is built in a particular company. Of course, the applicant may not agree with the rules and ignore the security check – this is his choice. Moreover, this cannot serve as a basis for refusing employment. Otherwise, the company can be suspected of discrimination, and the law will be on the side of the candidate.

    Formally, an applicant who did not want to be checked in the security service may be refused due to inconsistency with the vacancy. That is, the employer will say that he does not have enough professional knowledge or competencies to do the job. And, of course, the company cannot be held liable for this.

    You need to understand that most often we consider several people for a vacancy, respectively, such a refusal increases the chances of applicants who agreed to go through all the procedures, including security checks.

    This applies even to those cases where the refusal of employment can be justified. For example, the applicant withheld information about a criminal record or lied about previous jobs.

    Let’s say a person is hired to work with numbers, analytics, personal data of clients.     Depending on the size of the company, security checks can take from one to five business days. Typically, the recruiter warns the candidate about how long it will take for this procedure in a particular organization. The more stages of verification, the longer it takes. And company representatives see nothing wrong with clarifying information with the hiring manager so as not to worry once again.

    It happens that the inspection period increases due to controversial issues, then the decision to hire a person remains with the immediate supervisor. For some, such a trigger may be a significant gap between the last places of work or a lie in the questionnaire, so it is very important to carefully fill in all the information and indicate the exact data. A common situation is when a candidate writes some information in the resume, others in the questionnaire, and third ones are reflected in the labor. Someone makes mistakes out of inattention, someone out of ignorance. Most often, applicants are “caught” by not indicating unofficial places of work, although this is important information for the security service. And there can be many such little things.

    In fact, passport data is enough for verification to get the necessary information about a person, and the questionnaire is more of an additional source of information: if there is a discrepancy, then this is an alarm call for the security service, they may refuse. Having a business or a stake in a company can also be an implicit ground for rejection.

Despite the polarity of assessments of the methods of this very verification, most applicants adequately perceive the requests of potential employers to fill out a questionnaire or provide documents.     You can try on the role of a security service specialist, but instead of the candidate, we will check the company. Where to start:

    1. Search for information about the organization in open sources, including the register of legal entities. View the official website, phone number, pay attention to addresses, as well as business owners.

    2. Go to the office. Is it worth providing personal data in correspondence with a company in which there is no certainty? Absolutely not! A personal meeting will help to dispel or confirm doubts. It’s one thing if it takes place in the basement without signs, and another thing in a cozy space.

    I always recommend coming for an in-person interview. So you can look at the premises, the manager, the company’s employees before handing over and signing something. If everything is in order, you can ask to print the questionnaire on the spot and fill it out right in the office. If something confuses you in the process – communication, people – listen to your inner voice and take your time. You will waste time, but your safety and work depend on it.

    3. Pay attention to feedback from employees. On the one hand, you should not completely trust the comments – in numerous reviews they are often left by disgruntled employees, but facts related to salary delays, fraudulent actions and strange behavior are, as a rule, a signal to flee from such an employer.

    There are different tools: job search services, such as hh. ru, where employers are checked, numerous reviews, no one has canceled word of mouth. A little analytics and critical thinking – and, most likely, you simply will not send your resume to a fraudulent employer.
