Licensing vs Acreditation – Center for Child Care and Family Resources

Licensing

• Licensing standards vary from state to state. The Utah licensing entity is the Department
  of Health, Bureau of Child Development.
• The goal is to ensure the safety and well-being of children. Minimum standards are
  set by government regulatory agencies, with input from professionals and community.
• Licensing rules are established to determine the least that can be provided to assure
  safe, healthy, nurturing environment for children’s care and development.
• Accountable to report major changes.
• All providers must pass a criminal background check and attain the minimal hours of
  required training.
• License expires & providers must renew license at set times established by the licensor.
• Inspections are done both announced and unannounced biannually.

Types of Licensing

• Residential Certificate – Child care provided in a private home for up to eight children.
  This can include up to (but not more than) two children under the age of two.
• Family Child Care – Child care provided in a private home for up to eight children.
  This can include up to (but not more than) two children under the age of two Family
  Group Child Care
• Family Group Child Care – Child care provided in a private home and operated by two
  providers who care for up to 16 children (including their own).
• Child Care Center – Child care provided in a non-residential setting on a regular
  schedule. The number of children allowed will be determined by the facility’s total
  square footage.
• Hourly Center – Child care provided in a non-residential setting, not on a regular
  schedule.

National Accreditation Commission For Early Child Care Education

Overview:

The National Accreditation Commission for Early Care and Education Programs (NAC) is a national accreditation program that provides early childhood leaders the chance to show and document quality performance by using evidence-based practices and research-based criteria. The accreditation was created for early care and education programs that are used to promote both professionalism and quality in Child Care.

Accreditation Process

The process involves a self-study component and a validation visit and review by the National Accreditation Commission for the definitive accreditation decision.

Eligibility Requirements

NAC provides accreditation to Child Care Centers.  Stand-alone School-Age programs and Family Child Care programs do not qualify for the NAC accreditation. For early Child Care and education programs that are applying for accreditation must be in compliance with state and local regulatory agencies. They also must meet the following guidelines:

• Programs must be in operation for at twelve continuous months at the time of the validation visit
• Programs are required to have a licensed capacity of at least 15 children and operate on a half or full-day basis
• The director of the program must hold this position for at least six months before submitting a request for an on-site visit

For the program to apply for accreditation each position must have the following educational requirements:

• A Director: The on-site administrator has a bachelor’s degree or higher in Early Childhood Education/Child Development or a related field with 12 college credits in early childhood education/child development. Also, six college credit hours in program management/business administration or nine continuing education unites in business and at least one-year experience in administration of a Child Care program, and a minimum of two years of experience in teaching in an early Child Care and education class.
• On-site Supervisor: An on-site supervisor could be an assistant director, a program coordinator, and any other staff that has supervisory/ and or mentor responsibilities.  The Onsite Supervisory Staff is required to have an associate degree or higher in childhood development/childhood educator or a related field with 12 college credits in childhood development/childhood educator.  In addition to a minimum of two years of experience in an early childhood education and care classroom.
• Lead Teachers: Most lead teachers will possess an associate degree or higher with 12 college credits in early childhood education/child development and at least two years of experience in teaching in an early childhood education and care classroom.
• Assistant Teacher: Most of the assistant teachers/teacher aides at a Child Care center have a CDA credential.

How The Accreditation Process Works

It’s a must that programs spend a minimum of six months in the self-study process. Self-study is a detailed self-assessment of every aspect of the program, which includes an administration review, classroom observation, staff and family surveys, and professional progress plans.

What is school accreditation

Accreditation is a confirmation of compliance with federal state educational standards.

Before issuing accreditation, the quality and degree of students’ mastering of curricula, the organization of the educational process, the proposed disciplines are assessed, classrooms are examined, finances and documentation of the educational organization are studied. In addition, open lessons and sections of knowledge are held.

As part of the accreditation of an educational institution, schools undergo such checks every 12 years. However, if an educational organization has not received accreditation, this does not mean that it cannot teach children. The right to study is granted by a license to carry out educational activities. A school without accreditation cannot provide educational services for the main educational program, including attesting students.

What accreditation of an educational institution gives

This is why school accreditation is so important for homeschoolers. According to the law “On Education in the Russian Federation”, intermediate or final certification in family education is possible only in accredited schools.

How to find an accredited school

When choosing an accredited school, use the register of the Federal Service for Supervision of Education and Science. After choosing a few schools that are convenient for you, take a look at their official websites. A certificate of state accreditation of the educational institution should be posted there, indicating the period of its validity. You can also visit the school in person and ask the administration to show a certificate.

Most recently, in a group I’m a member of, a mother shared that her child was at an in-home daycare where the daycare owner would often work in her bathrobe! Some experiences are scarier — with stories about abuse, inadequate conditions and more. My heart breaks when I read about those stories. I’ve been fortunate to have my children at a wonderful provider in San Marcos (shoutout to Center for Children and Families!), but I sympathize with other parents.  I reached out to Alessandra Lezama, CEO of TOOTRiS, a San Diego-based company that vets child care providers then connects parents to them, who offered plenty of great tips on what to look for in providers, questions you should be asking and how to spot the red flags. “Finding the right child care program is the most important thing a parent can do for their child,” Lezama said. “Take your time, compare and contrast, and then make the right decision.” Your Child Care Providers Checklist Here’s what Lezama said you should consider when looking for a provider: Availability – Do they have any? What are their hours and days of operation? Are they on a fixed schedule or do they allow for drop-in coverage? Type of provider – Are they a commercial child care program, or an in-home family child care program?  Cost – Do they accept subsidies for those who qualify? Do they accept child care employee benefits programs?  State licensing information and background – check for prior violations and what they are for.   What kind of program or curriculum do they have? – Montessori? Play-Based?  What are their COVID-19 practices? Do they suggest children/parents/teachers be vaccinated? Do parents need to pack diapers and or meals, or does the provider offer them? If so, what are they? Questions to Ask Directors or Owners In today’s digital landscape, we are finding more and more parents are interested in using apps that allow child care providers to send text messages and pictures throughout the day. Does the child care provider you are considering have a communication app?  What is the staff to child ratio? What is the late pickup policy? Some providers charge by the minute for late pickups. How do they discipline children? Do you provide pickup and drop off for before or after care? (for older children) Do you work with local school districts for bussing? Do you have a daily routine? What does it look like? How often can I expect communication with you and how? How do you discipline? What is your teaching philosophy? What do you do to get to the heart of a child and earn their trust?  What makes your program special and unique, why would enrolling my child in your program be the best decision I could make? Each child reaches milestones at a different pace. How do you measure developmental progress? The Red Flags First, Lezama said parents should consider getting referrals from other parents they know and trust. Parents should also engage their children by asking them about their school days.  “Keep an eye on diaper rashes to make sure diaper changes are occurring on a frequent basis, and if you spot bruising or cuts, make sure the provider communicates with you how it happened and why,” Lezama said. “You shouldn’t have to ask.”  At my children’s daycare/preschool, we receive a written report if the child is injured or injures another child (gotta love the toddler hitting). There have been times where my child had a serious fall and I received a call right away followed up with a report at pick-up time.  Other red flags you may see are connected to the state licensing group. In California, the Department of Social Services is responsible for licensing and publicly shares any reports or citations a licensed provider receives.   Lezama said it’s important to understand the difference in citations. “When looking at a program’s state licensing information, there may be Type A, or Type B citations,” she said. “Type A are serious violations with immediate risk to health, which include ‘lack of supervision, access to dangerous chemicals, access to open bodies of water, etc,’ whereas Type B are usually more clerical and less serious. Examples of a Type B citation would include faulty medical record keeping, or lack of adequate staff training. Type B violations are usually easy to remedy.” How TOOTRiS Can Help Your Child Care Search TOOTRiS has helped many parents (and I personally love that it’s in San Diego) find legitimate child care providers. For starters, the TOOTRiS platform posts a link to each provider’s license directly from its TOOTRiS profile for parents to easily see citations and if they’ve corrected those problems since the initial report. It’s also easy to search for reputable child care providers near you. Parents can type in their city and see all the licensed providers in their area, and how many openings each program currently has without needing to pick up a phone to call.  You can choose among 100 filters such as languages spoken, dietary needs, religious preference, etc.  Finally, Lezama recommends beginning your search for a child care provider at least six months in advance.  Final Words As a mother of two and a former investigative journalist, I highly recommend that you thoroughly research each employee who works with your child at the business. I also recommend that you ask a lot of questions during pickup and to communicate any concerns with the provider at that moment. View more stories here. Some classes at Honey Bear Preschool and Daycare in Point Loma are so full right now there’s a waitlist. When we asked Rebeca Garcia, the administrator, how long it would take for someone to get a spot, she laughed.   “No idea,” she said. “It’s going to be a really long time.”  From North County to South, families are struggling to find and pay for childcare. The crisis – and it has become one – is two-sided. It’s not just about cost, but access, too. Even if you can afford good childcare, booking a spot has become a brutal experience. And for the tens of thousands of San Diego families who can’t afford full-time daycare, things are getting tense.    For an infant and toddler, full-time care can cost an average of between $16,000 and $20,000 per year.   At Bright Horizons Family Center in Del Mar, there are spots available but for a 2-year-old, a family needs to pay $2,310 a month or almost $28,000 per year. At Dino Daycare in National City, parents can pay $300 a week. Government subsidies provide up to $1,200 per month so Dino can make ends meet, keeping the program relatively affordable.   But there are no spots open at Dino Daycare.   The patchwork that was San Diego’s childcare infrastructure before COVID-19 already was full of holes. Childcare centers were barely making ends meet. Workers were unsatisfied with poverty wages and families struggled to find care. The Workforce Partnership tried to raise the alarm about how bad the system had gotten and the impacts it would have on workforce readiness and the health and prosperity of the region. Advocacy on the topic got more organized.   San Diego for Every Child, a coalition of groups that got together to address childhood poverty, became increasingly vocal on the lack of access to professional childcare.  Then COVID-19 broke that already teetering system.   Before the pandemic hit the United States, San Diego only had enough licensed care to serve about 40 percent of families with two working parents or a single parent who works. We lost 10 percent of those since then, according to the YMCA of San Diego County. The YMCA San Diego serves as the region’s resource and referral system for childcare. That could mean another 2,236 slots lost for parents seeking childcare even while the need increases with increased employment.   It’s causing major problems.   “We’re seeing intense burnout for moms, for families who are struggling with stress every day,” said Kim McDougal, the executive director of the YMCA Childcare Resource Service. “That kind of chronic stress can lead to negative outcomes for mental and emotional wellbeing. That kind of stress can impact children their whole lives.”  Of all the parts of San Diego’s cost of living crisis, the access to, and affordability of, childcare, seems like the one we could most easily address. Unlike housing, it doesn’t require massive construction, difficult land-use decisions or unfathomable adjustments to our economy. Unlike fuel prices or car prices, it’s not subject to geopolitical turbulence, global supply chains or scarce natural resources. Unlike water and power, it doesn’t require massive infrastructure.   But so far, policy solutions are falling way short and some of them may make the situation worse.    The most prominent state action is the governor and Legislature’s push to expand access to transitional kindergarten – giving all 4-year-olds access to essentially free care and school. Before, the program was limited to kids who had been born between September and December and were in something of a middle stage: not quite old enough for kindergarten but close.   Show more View the number of licensed child care programs in San Diego in another tab. Ironically, though, the measure could shatter the fragile economics of the existing system. That’s because 4-year-olds are the cheapest group for whom to provide care – a teacher can oversee more of them than infants or toddlers. Essentially, the economics of a childcare facility depend on the parents of 4-year-olds subsidizing the care of younger children.    If 4-year-olds leave, so does that subsidy.   “It could be really devastating for our childcare community. We anticipate a large number of additional closures unless something changes,” McDougal said.   And it may not even help parents much. Many of the transitional kindergarten programs are only caring for kids for three hours in the morning or afternoon. Parents can’t function without additional care.   “Working families need a nine-hour day,” McDougal said. In February, state Sen. Connie Leyva introduced Senate Bill 976 to provide for a universal preschool benefit throughout the state. If passed, parents would get vouchers to use with any licensed provider. The YMCA of San Diego is explicitly supporting it.   Neither that, though, nor the massive investment in childcare envisioned in the Build Back Better spending bill Congress considered is close to reality. Meanwhile the situation is getting worse.   The same pressures employers are facing across the country are being felt in childcare settings where pay is notoriously very poor. They could often not afford the same care they are providing. Preschool teachers are leaving those jobs – they can make more money at Walmart or In-N-Out.   “Finding qualified teachers has been very, very challenging,” said Garcia, of Honey Bear. “It’s been difficult with the prices of everything increasing because then we have to increase our prices. It’s a vicious cycle.”  All that has left families scrambling. Some are leaving the workforce, mostly women. Some are staggering hours or cobbling together low-cost or family options that have less reliability. That leads to workforce challenges.   It’s not gone unnoticed by policymakers, many of whom have kids of their own and are struggling to figure it out. San Diego City Councilman Chris Cate, who now has three kids, pushed the city to consider it during the pandemic. Now, along with Councilman Raul Campillo, he has spurred the city of San Diego began a study of all its buildings to see which ones could possibly house childcare services.    They have identified several dozen. But there’s a catch: City law prohibits city buildings from being used for education. They may have to put up a ballot measure up to change that.   It’s a facilities challenge. It’s a labor challenge. It’s an affordability and financial challenge. And as you start to consider its complexity, the hope that this could be the one area in the cost-of-living crisis where you could make a difference quickly starts to wane.   “I think, until we see substantial state, federal and local investment, it’s going to get worse. Not kind of worse, exponentially worse,” Erin Hogeboom, director of policy and strategy at San Diego for Every Child.   Alisha Wadhwa contributed to this story. Our had just graduated from SDSU with a degree in child and family development and went looking for her first job. She was hired immediately by a local preschool. This Speaker 3: (00:31) Is the first and only job I applied to and it ended up working out. But Speaker 2: (00:35) Her college education did little to prepare her for what she ended up walking into. Speaker 3: (00:41) Technically I would have a co-teacher and we would split up the children six and six, but with where I’m at right now, I am keeping all 12 kids Speaker 2: (00:50) Together, six months into the job, Allie and her classroom of toddlers are left with a rotating cast of substitute teachers. Allie doesn’t wanna reveal her full name or the name of her. Cool to protect her job. Speaker 3: (01:03) We put, um, name tags on the children so that we can help the subs, identify them. And they can actually refer, refer to them by Speaker 2: (01:10) Their name. Plus sometimes the subs themselves call in sick or just Speaker 3: (01:15) Don’t show up. I’ve noticed how attached they are to me. And when other subs come in, that was a good job. Yeah. It’s kind of like stranger danger, Speaker 2: (01:27) Preschools and childcare centers everywhere are dealing with a massive staffing shortage on job search websites. There are more than 200 local childcare openings. Some even offering signing bonuses, providers told K PBS, they can’t find qualified people to hire. The problem is much worse than the general labor shortage trend childcare providers have to compete with retailers and restaurants for workers, but those other sectors can raise starting wages. Plus people are still worried about catching COVID UN vaccinated toddlers. Speaker 4: (02:05) We’re asking so much for, you know, $12 an hour when you could be making more at Speaker 2: (02:11) McDonald’s Caitlyn. McClean is with the center for the study of childcare employment at UC Berkeley. If Speaker 4: (02:17) We want to make sure that families have access to these services, we have to make sure that this is a good job that people want to do. And we have not been Speaker 2: (02:27) Doing that on average, California preschool teachers make less than half of what kindergarten teachers make. And more than a third of childcare workers live below the federal poverty line. Raising pay for these workers might seem like an easy solution, but there’s a domino of first off state regulations require childcare centers to have one teacher for every four infants and one for every six toddlers, which means a lot of staff. So if they pay more, they’d have no choice, but to raise rates for parents, which many can’t afford Speaker 5: (03:01) There, there’s no way that I can, um, continue to ask parents to pay out of pocket, um, at a higher weekly rate than I already do. It’s just Speaker 5: (03:16) Running a fine line between parents choosing to not even go back to work because their childcare expenses are so exorbitant Speaker 6: (03:24) People of course are gonna apply to jobs where you aren’t being recognized Speaker 2: (03:29) Like Ali, Brianna Mendoza also recently graduated from SDSU with an early childhood education degree, but she has no interest in where working at a preschool. She instead is looking at jobs where she would work one on one with children in crisis, which would pay 21 to $22 an hour. Speaker 6: (03:48) I mean, you are constantly like running. I’m telling you like I would be sweating in the classrooms. Like whether I was changing diapers, carrying babies, feeding them sweeping, like it wasn’t as childcare in there. It was like sweeping like housework. Speaker 2: (04:03) Meanwhile, Allie who is solo teaching at a local preschool is trying to hold on, but isn’t sure how long she wants to continue considering Speaker 3: (04:12) I’m doing the job of two teachers right now at minimum wage. It’s really discouraging. Speaker 1: (04:21) Joining me is K PBS, investigative reporter, Claire Trieger and Claire. Welcome. Speaker 2: (04:26) Thank you. Speaker 1: (04:27) Now the impact of the staffing shortages is apparently making preschool work much more difficult, but what is it doing to the preschools themselves? I mean, are the schools turning away? New kids are some closing up entirely. Speaker 2: (04:42) Yes. Uh, definitely to both. Um, you know, there’s been a number of schools that have had to close during the pandemic and then something that I’m hearing a lot now is that they would like to expand. They’d like to be able to have more classrooms and help more kids, uh, take in more kids. And they just can’t because they can’t hire enough staff to fill those classrooms. So definitely a problem of, uh, lack of access for more kids who are wanting to go back to preschools right now, Speaker 1: (05:13) It sounds like even before the pandemic, the entire preschool sector existed by underpaying teachers and now that’s just an not working anymore. Is that one way to look at it? Speaker 2: (05:25) Um, sort of, I mean, I think that yes, preschool teachers have always been underpaid and under undervalued. Um, you know, it’s a position that doesn’t have as much respect necessarily from general society as, as maybe like elementary school teachers. And, you know, there’s just a, a massive labor shortage going on everywhere right now. And so it’s kind of really built up the problem where if you’re looking at maybe a retail job that can increase its pay for, for employees and someone’s looking to turn back, return back to work, they might go and, and be more interested in, in one of those jobs that pays more than, uh, a childcare job, even if you know their passion or what they really enjoy is, is childcare. Speaker 1: (06:15) And what kind of an education background do childcare staff need? Speaker 2: (06:20) Well, it varies to do a family home based childcare. You don’t need any educational background. You do need a number of, uh, trainings and certificates like CPR training, things like that. Um, and then for, uh, for more state funded programs, you might actually need a bachelor’s degree. Some private preschools just prefer that in, in applicants. And then, um, most preschool teachers need 12 college credits. So you do need at least some level of, um, of college classes to be able to teach at a preschool. Speaker 1: (06:55) Can you give us a little more background on, on why childcare facilities feel they can’t raise staff salaries to a living wage? Speaker 2: (07:05) Right? So childcare facilities, they have a lot of government, uh, oversight and, and restrictions, which makes sense. You know, you don’t want people to be able to do whatever they want when you’re dealing with, with babies and toddlers. And so one of the big ones is the ratio. So for babies, you need, um, one teacher for every four babies. And then for slightly older kids, you need, uh, one teacher for every say, six toddlers. And that means you just need to have way more staff than you would in akin garden, where you might have one teacher with 20 kids or something like that. And those staff, they cost a lot because they have benefits and, um, pay. And so even if the pay is, is lower, it’s still very expensive for schools to have all of the staff. And so they operate on really thin profit margins. Speaker 2: (07:58) And so if they need to increase the pay of their staff, they’re going to then need to increase the cost to families. But as you know, most families would tell you daycare or preschools childcare are already, you know, barely affordable. And so even if you raise their cost by say a hundred dollars a month, that might make it make a difference for, for families where they’re gonna say, you know what? I can’t even afford to send my kid to, to preschool. I’m going to stay home and take care of them anyways, or I’m gonna, you know, find another solution or whatever it is. So the center’s risk losing customers if they raise their price even just a little bit. Speaker 1: (08:41) And when we speak about staff, isn’t it mostly women who are underpaid in these childcare jobs. Speaker 2: (08:49) Yes, it’s 94% of the industry, uh, are women. And a lot of them are women of color. Speaker 1: (08:57) Now what could be the ramifications on the workforce if childcare costs go Speaker 2: (09:02) Up? Right? So, I mean, I touched on this a little bit, but it, it could mean that there are far more, especially, you know, unfortunately women who stay home to, to take care of kids because they say, you know, we just can’t afford this. And especially if you have maybe more than one kid, you’re gonna say, I’m just gonna quit my job. I’m gonna stay home because the childcare cost is more expensive than what I’m actually getting paid. Um, and so it would really, you know, continue to remove when from the workforce Speaker 1: (09:37) Now, Claire, this is the first of a two part report that you’re doing on childcare staffing. What do you cover in tomorrow’s report? Speaker 2: (09:45) Well, yeah, today kind of laid out what seems like a really impossible problem. Um, and tomorrow I’m going to look at some potential solutions. Unfortunately the biggest one seems to depend on Congress doing something at the federal level, which, um, may be difficult. Um, but then also looking at, uh, there’s talk of a local ballot measure that might address the problem and some state, uh, state solutions as well. What is Head Start? Head Start is a federally-funded child development program designed to help break the cycle of poverty by providing preschool children of low-income families with a comprehensive program to meet their emotional, social, health, nutritional and psychological needs. Head Start’s approach is that the parent is the child’s primary educator and that the entire family, as well as the community, must be involved in guiding and nurturing the child. Over the past four decades, Head Start has touched the lives of more than 250,000 low-income preschool children and families at more than 140 locations in San Diego County. 2. Head Start History Head Start was launched in 1965 as an eight-week summer program by the Office of Economic Opportunity. A blueprint for Project Head Start came from a panel of child development experts who were asked to develop a program to help communities overcome the challenges that economically disadvantaged preschool children and their families face. In 1965 Head Start was transferred to the Office of Child Development in the US Department of Health, Education and Welfare and is now a program within the Administration on Children and Families in the Department of Health and Human Services, and is administered by the Office of Head Start (OHS). Today, Head Start programs are operated by over 1,500 community-based organizations in all 50 states and US territories, including Guam, Puerto Rico and the Virgin Islands. 3. Head Start Eligibility The Head Start program is available to: Income-eligible children birth to five years of age Foster children, homeless families and families receiving TANF, SSI, or SNAP (CalFresh) are considered categorically-eligible for Head Start Children with disabilities (on an individualized basis). Children with disabilities are fully-included into the program. Services for children with disabilities and their families are provided in coordination with local early intervention and education agencies, community organization, and school districts. Head Start staff work closely with families to advocate in securing necessary services and resources for their children. Proof of citizenship is not a requirement for enrollment in Head Start. 4. About Early Head Start Began in 1994, Early Head Start focuses on children six weeks to three years of age, as well as pregnant and post-partum, low-income women. Comprehensive services include parenting classes, individualized plans for children and transition services for children moving onto preschool. NHA Early Head Start program options include: Services to Pregnant Women – comprehensive services including weekly prenatal classes for pregnant women and their families as well as individualized postpartum home visits Home–Base: comprehensive services for children from birth to 3 years of age including weekly family home visits and two monthly group socializations for families Center-Base: comprehensive services for children 18 months to 3 years of age in a center based setting, full day and five days per week. The full day option is available to families that meet requirement for employment and/or enrollment in a vocational/training program Children enrolled in the Early Head Start program receive the same compliment of comprehensive services as Head Start. Both Head Start and Early Head Start programs are governed by the same funding requirements. 5. About Head Start NHA Head Start preschool programs provide comprehensive services to children ages 3 – 5 years of age. The preschool curriculum is research-based, developmentally appropriate and is designed to develop Kindergarten readiness skills. Additional services include: Child health, mental health, nutrition and family social services Training and workshops for parents Head Start service options are designed to meet the needs of families, and are: Home-Base: comprehensive services for children from 3 to 5 years of age that includes individualized weekly home visits and two monthly group socializations for families Center -Base: comprehensive services for children ages 3 to 5 years of age. Early Childhood Education Each child receives an individualized educational program based on his/her strengths and needs. Children are provided with the opportunity to participate in math, science, art, language, drama and cultural activities in large and small groups. Children leave Head Start prepared for Kindergarten, excited about learning, confident in their abilities and ready to succeed. Children are assessed three times a year to make sure they are “Kinder-ready” when they leave the program. The Head Start curriculum is specifically designed to develop the child’s: Language and literacy skills Problem-solving skills Math and science exploration Socialization and interaction skill 7. School Readiness NHA implements its governance, management systems and program services in a manner to support higher school readiness outcomes in children. NHA’s school readiness goals serve as a basis for its organized systems approach. The NHA School Readiness Goals are clearly articulated and aligned with the Head Start Child Development and Early Learning Framework, State of California Learning Foundations, Desired Results Development Profile (DRDP) 2010 measures and the Creative Curriculum. 8. Health, Nutrition, and Mental Health Services Head Start provides children with: One-third of their daily nutritional requirements. All meals are served family style. Screenings that assess cognitive development, speech/language development, hearing, vision social-emotional development, as well as a nutritional assessment Each family is assured linkage to an ongoing preventative health-care system Experiences that promote positive mental health, improved self-esteem, stress management and personal growth Daily tooth brushing and collaboration with dentists to provide oral exams and screenings “No Shots, No School” All children need to be fully immunized to participate in Head Start. The program provides referral assistance for immunization. 9. Family Engagement Head Start partners with parents to support the child’s development as well as empower the parents to become healthy, well-adjusted productive adults. Head Start encourages parents to: Be their child’s first teacher Participate in their child’s educational program Get involved with NHA opportunities to join policy-making assemblies to build skills in decision-making, group participation and leadership Develop and enhance life skills necessary for family self-sufficiency 10. Head Start Successes NHA Head Start prides itself on the fact that Head Start children do leave the program “Kinder-ready!” This is verified in the many testimonials heard from parents and from Kindergarten teachers and shown in the program’s DRDP Trend Data. 11. Head Start Teachers One of the many variables that support the success of NHA’s Head Start and Early Head Start programs are the teachers. A national educational standard for all Head Start teachers has been set mandating that at least 50% of the program teachers have a minimum of a Bachelor’s Degree in Early Childhood Education, or a related degree. Educational degrees for NHA teachers exceed this mandate. At a minimum, all Head Start teachers are required to have an appropriate Child Development Teacher Permit issued by the California Commission on Teacher Credentialing. 12. We stayed in the 2 bedroom and found it to be very roomy for four adults and two children. The kitchen was adequately stocked with everything you need. I would recommend bringing a set of measuring cups and spoons if you are planning on cooking/baking during your stay. We felt that our room had been cleaned prior to our arrival, but we were unhappy to see sticky candy added to the bedspread on one of the beds. We called the front desk and we had a brand new set of sheets within 20 minutes. The housekeeping staff were very helpful, attentive and pleasant when we asked for things like extra towels or extra bags, dishwasher. If you’re used to big, fluffy, soft towels, you might want to consider bringing your own. Although these are the roughest and smallest bath towels I have ever had in a hotel, it was not unpleasant and did not put a dampener on our stay. The water parks, indoor and outdoor, had a good variety of slides for all ages. The air in the indoor water park was making my eyes very dry, but I’ve never been to an indoor water park before, so I don’t know if that’s ok. The resort is conveniently located in the “strip” and we enjoyed the short drive each day and were very pleased that we didn’t have to drive far for any attractions. Wade A. 08/19/2018 Reply 5 stars strictly for Wisconsin Dells get away, For all I would have to say it is 4.25, service could be better but this is the best place to go to Dells. We stayed in a 2 bedroom condo and it was more than enough space for 3 adults two teenagers in one child. It had a full kitchen, jacuzzi hot tub, living room and 2 bathrooms. The indoor water park was great but the water slides on the outside were amazing. This place is about 2 and 1/2 miles from all the activities in the dells but allows you to lay back in serenity from all the hustle and bustle. We were at 95% of the top water parks in Wisconsin are Dells and I must say between hotel food and water parks this is the best. I could say more great things about this place but I want to keep it short, if you have a question then please ask. Sami S. 07/30/2018 Reply We were in Chula Vista recently for an event with quite a large group of people. It was probably one of the worst hotels I have ever stayed in. At first, the condominium rooms were booked next to each other, however when we checked in, we were at two opposite ends of the hallway. We also got a small room for one room and not enough room for everyone, however we still charged the price of a larger suite. The hotel staff did not return to us. When we asked for a baby cot they wouldn’t give us one. People had to sleep on the floor. Completely unacceptable. Second, we went to a restaurant. We had a large group and when booking they do not disclose that they offer a limited menu when you have a group of over 15. It also took an hour to get our drinks. We paid for drinks and left, we didn’t even eat dinner there as the service was poor and took too long. The waitress was not friendly. It took an hour and a half to get there by elevator! There were people waiting forever on every floor just trying to get out. I wouldn’t mind taking the stairs, but it’s tricky with suitcases… I was blown away by how much it took to get into the elevator! Again, completely unacceptable. There were beer cans lying around in the hallway. And people at the end of the hour – to drink and hang out. Lastly, we had to park on an uneven, grass field, as there was not enough parking on the paved lot. This is a relaxing place. There is an indoor park as well as an outdoor section. There is a wave pool next to the Mexican restaurant where you can have a drink and relax. There are many things to do for kids. Travel fun! The condos are quite big with a jacuzzi by the window which was great! I definitely recommend this place! Taryn M. 6/26/2018 Reply I recently stayed at Chula Vista Resort and loved it. Our rooms were good and I appreciated the jacuzzi when buying a suite. The kitchen was fully functional and great for eating at home. There was a TV in every room and everything was easily located and clean. Well, everything but the yellow stain on the side of our sheets. Service was very good here at Chula Vista. We constantly got new room keys and they are politely obliged. When more towels were requested they were received. One of the problems we had was the elevator in our building. Initially there were two. But after the first day, there was only one in use, as both lifts broke down in turn. It made traveling VERY slow and took ages to climb down. The watermarks included were very good. I just visited the open one and was glad to see the variety of slides. Cool drops, tube rides, mat racing, and spinning tunnel slides were just part of the mix. Although it was a little cold to be outdoors, the indoor section was heated and warm. Overall this was a good resort to stay in with lots of activities for the kids. Kristin L. 06/08/2018 Reply While our trip was enjoyable for most of the time, there were some issues. The room was not clean. There were bugs on the floor and it had a bad smell to it. The back patio door mysteriously continued to unlock itself. We checked the door many times and it closed and locked correctly. Someone had to enter the room and kept opening the door. We felt very uncomfortable after that and almost left the resort early. However, we had one more night and I was able to convince my party to stay. Also, there were a decent amount of slides that weren’t even on while we were there. The lifeguards are all on different pages and policies as well. My daughter is right at 42 inches, one lifeguard will let her walk and another won’t. There was no consistency in their decisions and it distressed my daughter that one time she could go for a walk and the next she couldn’t. They had a good map of the resort area but I felt like they might have had a map or at least a listing of the different slides they have at the water park and a brief description of each. We couldn’t figure out what each slide was about. We ended up going to the Jungle Adventure Ride… This would have been the last thing we would have chosen if we knew what we were getting into. It was like a giant toilet bowl, after walking around and around in circles forever, we seemed to get stuck in it… Finally, we got “flashed” out of it. I was so sick after the trip. The indoor water park was enjoyable and the outdoors had some fun rides but was a delight overall. Much better indoors! The restaurants were generally mediocre and the steakhouse was very good. Luis P. 05/30/2018 Reply My wife and I decided to plan a getaway for memorial weekend, we booked as the size seems adequate for small children, we are currently staying in one of their villas, we ordered 5-28-18 to 5-30-18. We arrived a little early on Monday and our room was available even before 4:00 pm which is good, after settling in we decided to go and check out the water park, we were informed that the open one would close at dawn even though it closed way before that we then decided to go and try the Indoor which it’s perfect for kids as its not too big. This morning 5-29-18, we decided to go to the outdoor water park as the kids are enjoying their time out, however, we were informed that the outdoor part was closed and they tried to open as soon as possible although this didn’t happen until 1:00 PM and even then, it only partially opened and closes at 4:00 pm today, after asking why half of the open was closed some staff said it wasn’t busy enough to open the whole open air… well if we knew that we would choose to stay somewhere else after calling reception they only said it was due to service again if they let people know we could do more educated solution. Now, the guards are very friendly and courteous, which is a plus, especially when you have two children. There was mold in the bathroom, a hole in the bathroom door, the linens were worn out so there were towels. The pillows were lumpy and uncomfortable to sleep on. The furnishings looked like they were picked up in a garage sale twenty years ago, along with a heater/AC (it was very noisy!). We arrived late and couldn’t get food because everything closed at 9evenings. At the resort! We were not even offered water upon our arrival. In the morning I was told that I could not bring food from the restaurant to my room. The menu looked expensive and not good so it’s ok but really funny. The coffee in the room was non-potable. Is there really a soap dispenser on the wall? The reason we stayed at this hotel was because of the volleyball tournament which was running late on the last day so I asked if I could do a late check out. $25 for half an hour I was told! This would be in addition to $253/night. Incredible! I have to say the manager suggested a price adjustment, as much as $30. My mistake booking it without checking the reviews but I assumed for the money the hotel would be excellent. It was off-season too, early March. When I complained to the manager they told me it was a fair price for a very nice hotel. I would like to suggest that the management of the Vista Resort come out of the Wisconsin Dells and travel around the country to stay at various hotels. Expected good beds and pillows for the money. Checked for errors, found none. Decided to see if the pull out bed was better and literally worn out with springs protruding and disgusting stains on it. If it hadn’t been so late, I would have been going somewhere else. I don’t have a big budget and I’m very disappointed that it’s a good night for my son and I’m a disaster. Every time the kids jump upstairs, our whole room shakes. And why is the floor so lumpy? Photos and videos I have, will not do this justice dump, how bad. The motel is 5 stars in comparison. Too bad I didn’t have to rate it at all. UPDATE: I spoke to management and they blew me up with a 50.00 refund. Really people don’t stay here. If you want to sleep, have fun trying to find it, all night long if you are on the first or second floor, you will hear children running up and down the halls and stomping. So you should probably stay on the third floor if you want to sleep. If you hear a noise coming from the floor below you and its loud, just stomp to silence them. If you hear a noise from upstairs, either go up there and tell them to shut up or stay in yours and if you’re high enough, bang or hit the ceiling. When I first got there the room was disgusting. So yeah, just don’t stop there. Take my advice if you stay there, I hope you get killed by bed bugs and spiders. Was there for meetings. These are the seams to go down a bit. Slightly longer in the tooth. It’s Dell so everything is overpriced, but these people are pushing the envelope. The sports bar actually has decent food and the bartenders are great. Some of the waiters in the restaurant area are quite mechanical. The water park also needs cleaning and maintenance. And there was no justice yet. The staff also said that there are no cameras in the area so they couldn’t even track down the people who jumped them. I highly recommend not to go to this hotel. Talippia sucked overdone and hard will never order that again! One good deal that’s not on the menu at all, the all you can eat salad bar, it was fresh and good and they don’t mention it either. The high price of food for what you pay is not worth it otherwise. Breakfast bar closes too early, never got to try it! One old lifeguard seemed to be looking for kids and adults to reprimand, just whistling and barking out calls constantly to that pool and then to the jacuzzi and back. Wait times were reasonable for a busy weekend getaway. The facility was fairly clean, but there was a very strong chlorine smell that burned our eyes after a few hours in the area. We enjoyed him as well and thought he had a lot of great options to run in between. However, the experience could be better. There were many things that were not made for children or those who were disabled. The sinks in our room and the main entrance bathrooms were not adapted for those children in wheelchairs. I had to pick up my very tall son to wash my hands and I had to reach for soap for him in our room as well as this bathroom. Handicap parking by tower numbers was right next to the stairs. There was a ground level entrance, but it wasn’t exactly close. The bed had two different day spots and was quite hard although once exhausted enough from the water park we fell right to sleep. Our stay was good until the fire alarm went off at 930 with 2 toddlers, we were told by others it was a false alarm after we received everything in the kit. The second fire alarm went off after midnight. Everything is included again. Smoke on the ground floor, come to find out drunk guest got hold of a fire extinguisher. (This happens, outside of control resorts someone makes a bad decision). Waiting in the lobby while the alarms keep going off, the front desk has yet to tell anyone what’s going on 15 minutes in… No cops, no fire trucks anywhere. The gentleman next to us finally calls 911 and they said they didn’t hear anything! The resort couldn’t even call the fire brigade as there were hundreds of people out of their rooms and alarms going off. We finally got to our rooms after the fire department arrived, the first floor was still filled with the remnants of a fire extinguisher. Management did nothing to try and make things right with their guests after that. Very disappointing. We will return to the Kalahari and the Great Wolf in the future. Sara K. 10/08/2017 Reply Go somewhere else. In order to qualify for the resort, I was very disappointed. When I called to reserve a room for a wedding, I asked for one king. The reps replied “so I’ll put you in a junior suit”. I asked what it was and informed him that there was too much space for us. Again he replied with you will be in a junior suit. Good. We got to the room and the beds were sagging in the middle, there was hair all over the floor in the bathroom and the check out time was “before 10:30”. The walls were paper thin and we could hear everything. Also, we had a very suffocating soapy situation next to the sink and microwave. Not worth the price. I checked in at 9pm. The kids only have an hour of time in the pool left and they had to walk in the dark across the pool because the phones in my room didn’t work, I couldn’t use the minibus. The staff driving the golf cart were speeding and nearly hit my daughter. I told the staff that immediately about the phone issue. They sent someone and the guy couldn’t fix it, told us someone would come the next morning. The next morning still no service. Waited an hour for clean towels. I called again, the staff said somon will come to the room in 15 minutes. We end up waiting 3 hours for them to get towels and phone fixed. No one came, so we went to the water park. Not that it’s a long walk, but the free shuttle was advertised and we couldn’t get it. Bottom line – we stayed 3 nights and they didn’t resolve the issue. Absolutely no wifi. Tried many times. So don’t rely on Wi-Fi. The food was ok. We paid for an unlimited salad bar and they saw me let my daughter try so they charged me twice. Yes I filled my plate twice, but of course it was my meal only. Tell me I’m already on the markup so I know how much I’m spending. Dont wait until you give me my bill and pay extra. The waitress didn’t know if I had extra money. In the restaurant the waitresses are very busy and rushed to us and forgot to write down most of my order. Loved our stay with our 3 boys 12, 12, & 10. I loved how beautiful all the grounds were. With so many different places to go and explore. The wave pool was 1/2 hour price which was nice to order some drinks, wings and nachos. The indoor and outdoor water park had plenty to keep all 5 of us happy. Liked walking on the path behind the hotel and liked the underground way of walking from the water park. I am going to plan another trip next year for my 2 brothers n laws to bring our kids together. They said they only accept credit cards in the bar and I should just pick it up after the round is over. When I went to close the tab I found out that they had given my credit card to another person. They said they were very busy and when they showed the other person a handful of credit cards to see if any of them were his, he picked up his suitcases and they gave it to him. The funny thing is that when they were in the process of trying to find my card, they actually did the same for me. Showed me a handful of credit cards like a deck of cards. I could choose anyone I wanted, just like the other guy did. After all this, they said that another person was on site and they were going to get a card from him and they would bring it to me at the resort I was staying at. That night at 9I haven’t heard myself name the course yet. Who I spoke to said he would look into it and call me back. Again, I never heard from this person. After all, I never ended up getting any call from the golf course and had to cancel my credit card. I was shocked and the staff said I really didn’t care (because they weren’t the ones in the water with it) disgusting. Sandals should be an absolute requirement in bathrooms! There have been people walking in and out of the bathroom barefoot and straight into the water where the kids are playing and most likely getting water in their mouths. I knew Dels was famous for them, but all the water parks I’ve been to have been just that, water parks. No hotels, motels or resorts are tied to them. We booked a hotel in Dells for a week’s holiday and a free Chula Vista pass was included in the room so we had to try it out. Pulling up I thought well it doesn’t look amazing, but let’s see how the day goes. I was happily proven wrong, and literally in a short time was very impressed with the whole experience. It was bigger than it looked from the trip, lines went fast, wait staff were friendly and I was soon to find another water park experience inside the resort! We spent all day there and what was done inside the park was great, you could avoid sunburn. Spend an hour outside, then head inside for hours. Not only do we spend 3 days there the rest of the days of our stay we would love to come back and spend a few hours swimming and enjoying the slides and the lazy river. Yes we used our pool too but Chula Vista was a free bonus and we made sure to use it. When the apartments were built a few years ago this place was a big help it was nice the rooms were clean but now the beds look like someone has slept in them because they are so worn. Tables at Kilborn Grill are sticky and need to be polished. The buffet is good but a little pricey considering it doesn’t include $13 drinks. The wait staff although friendly is not as attentive as I would have liked, forgetting to bring drinks on 2 out of 3 visits, but also charging for them. Water park is ok. The best part of Chula Vista is the location if you don’t want to be next to the highway like some other water parks. I went two weeks away from my knee surgery so I didn’t go to the water park but the rest of my group enjoyed it. I used a wheelchair, there were chula and I was very happy that they provided us, but noticed that many of the porches did not seem to have wheelchair guests. Kaelee M. 01/26/2015 Reply My family and I went in January winter and we would have this place more like 3.5. It was a very nice water park and hotel. Everything was really clean and organized. I really liked our villa, plenty of space for 7 of us. There was a lot of fun for a family of adults. The oldest was 50 and the youngest was 17. We all had a good time together. Our villa, though, was off the watermark itself. It would have been nice to be able to go to the water park in just a suit and barefoot, but we had to go. There was a shuttle, but then we would have to leave their schedule. The point, being on vacation, is to minimize your schedule. There was a huge outdoor hot tub with a seating area and a real wood burning fireplace. The hot tub was really hard to find and completely on the opposite side of the water park. If it was closer, we’d have it bigger. The bar at the water park was unique, but the poor bartender was alone and waiting for the slides (and there were as many adults as there were children). Waiting for the slides was expected and one could quickly find out when the slow times were, but there were few tubes for the slides. There really shouldn’t be a huge pipe line here, which took up a lot of space in the living room and locker area. All around, it was a good weekend, a good hotel, an amusement park – just doesn’t fit. I am planning to visit Dells again, whether with future kiddos, or with another couple – family maybe, but I will be looking at another water park to try first. M E V. 01/21/2015 Reply Recently visited the water park and the water and air temperature was very unpleasant. We (2 small children and 2 large adults) were cold the whole time we spent at the water park. The children were cold and had to take breaks to warm up and dry off. It was not what we expected for our water park getaway. Our 4 year old was playing hard and constantly moving and still getting cold. The food inside the water park was not very good. Be sure to bring beach towels as towels are about the size of hand towels and are not available inside the water park. Our 2 year old couldn’t ride any of the big rides which was a bummer. Resorts like the Kalahari have family tube rides that anyone can drop in on. The Mayan temple was a lot of fun, but spraying water constantly in the cool air was almost unbearable for the little ones. The water in the children’s area was very cool, which must have been very warm for the little ones. The staff was not helpful with our general questions about where to eat, explaining rides/slides to us and they were all a bit odd. I think going for a week in January to the water park is not a great idea since many all-dells were closed. My first impression was “I hate the place and I want to leave.” My first contact with them was along the way – I called to make sure I was on the right track (I thought they were right on the strip but they were like and 20 minutes away from other water parks, restaurants and shops) they gave me a different address for the “reception” which was literally a football arena in a completely different area. When I put in the correct address again – the one on the site – I found it just fine. When I got to check in I told the front desk girl someone directed me to the wrong address, she just said “hmm weird” not sorry or anything. The staff kept unimpress the whole trip. I’m sure if you stay in a condo the rooms are fine, but if you stay in a hotel room it’s basically a “super 8”. I actually stayed in super 8s which were nicer. The water park was much smaller than I expected, in fact we have more than one we live in mn-was expecting more space in wi dells! The workers seemed genuinely unhappy to be there – at the front desk in the Life Guards there was airy about everything they weren’t happy with being there. In the face I saw only 1 lifeguard the whole time that I was there, I saw a smile. Your child has imperceptibly grown up and is ready for a new important stage in his life – admission to kindergarten. The baby will enter a new environment. If earlier he contacted mainly with parents and close relatives, now his social circle will expand at the expense of educators and other children. Mom and dad need at this time to provide the baby with comprehensive support, to facilitate its adaptation to completely new conditions.

What do kids do in kindergarten, and what is the benefit of visiting a preschool educational institution for their further development?

Why does a child need to attend kindergarten?

It is in the kindergarten that the child develops the first communication skills that contribute to his further socialization. Already at the age of two, children are actively making contact with both adults and peers. The baby may have the first friends, he learns to interact with the team, find a way out of conflict situations.

The preschool program is focused on the all-round development of the child’s personality. To do this, educators conduct numerous classes of various directions. Much attention is paid to physical culture, because the health of the future generation depends on it. The guys do morning exercises, attend sports classes. Kindergarten creates favorable conditions for the development of creative abilities. Kids are engaged in singing, dancing, drawing, modeling, making crafts. Children of the middle and older groups take part in solemn matinees, put on interesting numbers, play skits. Also, educators conduct classes aimed at instilling in children a sense of patriotism, love for their native land, etc.

In the process of training, such psychological processes as memory, thinking, and imagination develop. The child learns to listen carefully to the teacher, trains the concentration of attention and perseverance necessary for further schooling. Toddlers participate in discussions, learn to express their thoughts, defend their position and listen to the opinions of others. Children work with concepts such as color and shape, learn to classify objects according to external features. Communication with peers and the teacher contributes to the accelerated development of speech, the vocabulary of the child expands.

Kindergartens have a whole staff of specialists. If deviations in the mental or physical development of the child are detected, the educator can involve a psychologist, defectologist, speech therapist in the correctional work.

Should I send my child to kindergarten?

Recently, more and more parents refuse to attend kindergarten for their children. The baby is looked after either by a housewife mother or a specially hired nanny. On the one hand, this is good: the child is protected from injury, illness and other dangers. However, studies conducted by teachers and psychologists indicate that children who attend kindergarten become more disciplined, observe the daily routine, and learn to manage their time. In adulthood, they can motivate themselves to take certain actions, occupy leadership positions more often and achieve success.

Alana is a graduate of Minnesota State University–Mankato in Elementary Education. She joined the Y in 2003, most recently as the Family Engagement Program Director at the Eagan Y. 

Alana’s favorite thing about Lakeville ECLC is seeing happy faces coming through the front door every morning. She loves hearing the daily stories being shared between family members.

It’s easy to make a referral. Pass on the referred parent’s name, along with some basic information about the family to your program director.

• Complete the parent referral form and give it to your program director.
• After the new family has enrolled at any of our Early Childhood Learning Center locations and stayed for at least four weeks, you’ll receive a week’s free tuition for your oldest child.

  We use play forms🧩, attractive aids and visual material in our early development classes. This contributes to the formation of interest in learning and obtaining new knowledge👨‍🎓. We apply modern methods, an integrated approach, use TRIZ technologies, which helps to systematize knowledge, summarize the experience gained and independently find answers to many questions , as well as workbooks and textbooks📚, where knowledge and skills are strung together according to the thematic plan, common for all clubs and programs. We give out all methodological materials monthly completely free of charge👍.

In August 2008, Black, a psychotherapist and owner of Roosevelt House, a private orphanage in Hardin County, Texas, was sent by the state to inspect the family of Michael and Penny Deckert, who have an adult son of their own and three adopted children from Russia – the boy Zachary and the girls Kelly and Chloe (their Russian names are Alexey, Anastasia and Svetlana Klimov). A married couple took them from an orphanage in Krasnokamsk in 2003.

What he saw amazed the social worker. Dirty, hungry and ragged children appeared before her, obviously afraid of their adoptive parents. The children did not go to school. Earlier, Alexei-Zakari was expelled from it for stealing food and money. He did not deny that he took someone else’s: according to him, other children themselves sometimes gave him money out of pity. And the adoptive father lamented along the way that “no one wants to formally file charges” against the child, who at that time was 12 years old.

Michael Deckert made no secret of the fact that he would gladly get rid of the boy, leaving only “more obedient” girls in the family. Then Black, with the consent of her father, took Alexei to her shelter, but he soon came for him, as the local sheriff explained to him that he could be held accountable for failure to fulfill parental duties and even collect alimony.

Even more than their father, the children were afraid of their adoptive mother. According to them, she beat Alexei whenever he caught her eye, using a mop handle or a long electric cable for this. She put me in a corner – with my bare knees on the scattered rice – locked me in a cramped closet with a bucket for sewage. In this stinking closet, he, according to him, often spent whole days, freeing himself only to do some housework. Later, the eldest of the sisters began to join him there.

In her audit report, Black concluded that children were subjected to “malicious abuse” and that continued exposure to such conditions was fraught with danger to their health. She was sure that the adopted children would be taken away from the Deckerts. But that did not happen.

The woman tried to help Aleksei-Zakari and his sisters: she bought the boy clothes, arranged for local dentists to repair for free the front teeth broken by his mother (namely, by his mother: this was reflected in the medical record and later confirmed at court hearings). To all complaints to the relevant authorities, Diana Black received an answer that, they say, they would grow up and leave the family themselves.

Alexei did not wait for this. Actually, Black was sent with an inspection to the Deckerts after he, according to his adoptive father, “ran away for the eighth time.” And then he constantly ran away from home. At first, he survived for two or three days, feeding himself in the forest and with compassionate neighbors. And in June last year, he left completely, promising to return after coming of age and release the sisters.

In the spring of 2009 they all ran away together. First we hid with the neighbors, then asked for help from Black. She, taking a friend as a witness, went to the capital of Texas, the city of Austin. I asked for an appointment with the head of the relevant department of the state government. She suggested meeting at a restaurant with the children. Black was later detained by the police.

As a result, the woman ended up in court. And along the way, she also lost her license for professional activities. True, it was later restored, but the Roosevelt House shelter was closed.

WHAT LATINS VOTE FOR

Hispanic voters in Texas have turned their backs on the Democratic Party in the past decade. Longtime blue strongholds in South Texas have felt the effects of this phenomenon the most, according to The Texas Newsroom.

At the same time, Hispanic votes continue to grow in importance, especially in our state where Hispanics are the largest demographic group. Everyone from border security to the economy to Donald Trump has been credited with changing voting patterns, but what are the top issues on Latin American voters’ minds this election season?

Sharon Navarro, professor of political science at the University of Texas at San Antonio, analyzes the situation.

“I think Latinos are more concerned about what they have in their pockets and what they can offer for lunch for their children. For Hispanics, the most important issue is the ability to support their family. And that’s what the Republicans were able to take advantage of.”

She thinks Democrats are betting on race issues, but Latinos are more concerned about bipartisan narratives about the economy. And it works in favor of the Republicans.

“For the Hispanic electorate, the most important thing is the economy, it’s health care, it’s education, it’s gun politics, violent crime, everything that we’ve kind of witnessed as a larger community over the past few months,” says Sharon Navarro. “Immigration is an important issue, but not the most important one for Hispanics.”

ONE PILL KILLS

Governor Greg Abbott announced the launch of a coordinated Texas One Pill Kills campaign to combat the growing national fentanyl crisis engulfing Texas and the United States. The announcement comes after Gov. Abbott directed state agencies last month to step up efforts to tackle the deadly fentanyl crisis.

“Fentanyl remains the deadliest drug threat our state and country has ever faced, killing four Texans every day,” Governor Abbott said, “and Mexican drug cartels strategically manufacture and distribute the drug disguised as painkillers, stimulants, sedatives, and even candies”.

Governor Abbott also announced new laws to be considered in the upcoming legislative session that would classify fentanyl as a poisoning, allow a person to be charged with murder if they distribute fentanyl or fentanyl-laced drugs that kill someone.

Nearly 1,700 Texans died last year from fentanyl. Fentanyl is the leading cause of death for Americans aged 18 to 45. From February 2021 to February 2022, more than 75,000 Americans have died as a result of fentanyl-related overdose. In the past year alone, Texas law enforcement has seized more than 342 million lethal doses of fentanyl — enough to kill every man, woman, and child in the United States.

SERIOUS SHORTAGE PRESCHOOL INSTITUTIONS

“Great retirement”. “The Great Change”. “Great exit from work.” Whatever you want to call it, the job market has experienced profound turmoil in the era of the pandemic. While there has been a return to the new normal in many sectors, the same cannot be said for the childcare industry.

The pandemic has indeed exacerbated an already struggling childcare industry as low wages and few benefits created an unstable workforce from the start.

When the pandemic hit, many centers closed temporarily. They waited for all the federal and state funds to come in, but many centers closed permanently and many home service providers also closed permanently.

Prior to the pandemic, Texas had approximately 14,000 licensed and registered preschool care facilities. Today we have just over 13,000. This is about 850 providers less than before the pandemic. About 6% did not return.

So we are seeing shortages and services are not being delivered as they were before the pandemic. We have quite a few kindergartens, where there are many more children than before.

Thus, low wages, lack of benefits, and a backlog of federal funding are key drivers of industry-wide shortages.

TROUBLES IN THE POLLING STATIONS

With the 2022 midterm elections less than a month away, election organizers in Texas and elsewhere continue to face harassment and threats that experts say never happened before the November 2020 presidential election.

In August, all polling station staff in Gillespie County, about 80 miles west of Austin, resigned, citing threats, “dangerous misinformation” and a lack of resources. That same month, an election administrator in Bexar County, San Antonio, reported that her department was facing similar challenges.

In Texas, about a third of election organizers have quit in the past two years, according to polls conducted this year by the Secretary of State’s Office. Government officials said data through 2020 is less reliable, making it difficult to compare rates over time.

AUTUMN IN THE PARKS OF TEXAS

North and East Texas

Parks in North and East Texas are some of the best places to see gorgeous fall colors. From Dallas/Fort Worth to the eastern border of Texas, maple, oak, eucalyptus, elm, and hickory trees throughout the region lend beautiful color to the dense forests and lakeshores of the prairies and pine forests.

Texas Hill Country

These places are well known for their picturesque scenery, including the bright colors of the autumn hills. Parks from the San Angelo area to San Antonio and east to the capital city of Austin are great places to visit in the fall.

Maples, Spanish oaks and swamp cypresses along the Guadalupe River dot the horizon in vibrant reds, oranges and yellows.

Panhandle Plains and West Texas

Parks in the Panhandle Plains near Abilene and around Lubbock, and parks in West Texas boast bright yellow poplars that illuminate the mountain landscape.

The maples and dwarf chestnuts in the area are beginning to turn brilliant reds, oranges and rich bronzes.

Many parks offer Halloween fun, from food and spooky stories to pumpkin carving and mask making.

UNUSUAL CATCH AT SHARKATON

A father and son from Texas thought they caught a huge shark off the Padre Island National Shore last weekend.

However, it wasn’t a shark, on Friday, October 14, they caught a huge manta ray. They went to the beach to compete in the Sharkaton, the premier fishing tournament in the Gulf of Texas. Arisp, a native of Corpus Christi and a lifelong fisherman, used a striped jack as bait, paddled about 200 yards in a kayak, and cast a line for his son Jeremiah.

According to Arispe, after almost 30 minutes the spinning took off. Just then, his son jumped up and grabbed the line to catch what they thought was a shark. Because of how hard the fish fought, Arisp figured it was a 12-foot shark. He said his son fought the fish for 45 minutes before Arisp saw the massive fish jump out of the ocean. It was then that he realized that it was a sea devil or a manta ray.

“I remember reading that this fish is very rare, it is protected and not fishable, so I knew we needed to land it and pull the hook and then release it,” Arispe said. “So we fought for a total of two hours before we managed to get her out of the water. ”

However, as soon as they did so, Sharkaton’s master of ceremonies passed by and prevented Arispe from pulling the hook. He said they should alert biologists at the National Park Service before anyone can release the manta ray back into the water.

The tournament has a requirement that all chance catches must be registered with the National Park Service so they can report to the National Marine Fisheries Service, an affiliate of the National Oceanic and Atmospheric Administration.

NPS recording and reporting allows staff biologists to confirm, photograph, and measure a species before reporting it to the NMFS. Usually, fishermen are not required to report an accidental catch, but a manta ray must be called to the NPS.

The manta ray caught by Arispa and his son turned out to be a male 9 feet wide from wingtip to wingtip and weighing about 600 pounds. Arispe said his son was thrilled, adding that he said he didn’t know whether to be proud of him or disappointed that this was not a catch that Sharkaton could win.

“Later he realized, ‘This may never happen again,’ said Arisp. Catching a manta ray on the beach is like catching lightning in a bottle. You know, it just doesn’t happen. He was handsome and of incredible size. We were both excited and a little shocked.”

After the biologists took notes, Arisp and his son unhooked the line and released the manta. He returned to the ocean without problems.

Rules for consideration of citizens’ electronic applications
