Early Childhood Intervention (ECI) Advisory Committee

Harris County parents can soon apply to receive free child care
A Harris County free child care program is set to start, and advocates say it’s needed because child care centers across the state are in crisis.
HOUSTON, Texas (KTRK) — A Harris County free child care program is set to start in days, and advocates say it couldn’t come at a better time because the child care centers across the state are in crisis.
Sending your kid to child care is too much for some parents.
“If you want to go to a better place and a better area, it’s going to be $300 and up per child,” Paola Diaz explained.
Diaz said child care costs are why she’s at home spending summer days at the library instead of work.
“It keeps you from trying to work, or do other stuff around,” Diaz said. “It is hard.”
Harris County is looking to help. This month, an Early REACH program starts. The county is using $26 million in federal funds to cover child care costs. If you live in the county, have a kid under age four, and meet the income requirements, you could receive free child care.
“There are so many child care deserts around Harris County and we want to provide not only free child care, but high quality child care,” BakerRipley spokesperson Frederick Goodall said.
Advocates said this is a statewide problem. Texas Care for Children said a family of four spends nearly $20,000 a year in child care.
During the pandemic, the state spent millions on this issue. It’s funding that has dried up.
During this past session, advocates lawmakers didn’t do enough to fund child care.
“That funding would’ve supported the continuation of stabilization grants that the state launched during the pandemic that were critical to keeping programs open,” Texas Care for Children early learning policy director David Feigen said.
Advocates said it’s not only the cost of child care, but workers’ pay. On average, they make $11 an hour.
Without assistance, it could cause facilities to close. It’s a problem they say has already caused child care deserts, mainly in low-income communities.
“It means they have to find alternative arrangements for their kids and for some kids that means arrangements that are not high quality or children are stuck in front of a television screen rather than getting read to be a teacher and engaging with other kids,” Feigen explained.
Without work, parents aren’t spending money. The U.S. Chamber of Commerce said Texas loses $9 billion a year in revenue because of parents not working. That’s money that could go to infrastructure, teachers, and other state projects, which is why advocates say programs like the one the county will launch this month are important for us all.

This is a nice clean facility.
There are very nice teachers/daycare workers that treat kids like they are their own.
They plan fun activities and have fun little field trips. (Zoo, parks, pumpkin patch,etc.)
Cons:
-I wish there were not TV’s in every room and that the TV was not on all the time, I believe state regulations are 5 hours or less a week now and it seems to be on more than that.
-It would be nice to get a paper or some sort of update at the end of each day so I know what my children are doing. Did my children nap, what are they learning about, did they eat their meals, use the bathroom/how many diaper changes, etc. I know it may take some time to track but a few other facilities do this and it is a nice touch. I always try to ask these things but sometimes it is hard to get all the answers, especially with morning vs afternoon teachers and it is hard to keep the teacher from the kids at pickup to talk and get all the information.
I would recommend this place for sure as it seems like a nice and safe environment but there are just a few areas for improvement….

Cognitive development is about how well a child can think through problems or situations so they can solve them on their own without assistance from an adult or peer. Cognitive skills are not innate; instead, these skills develop gradually as kids grow up, become more aware of themselves and then explore different ways to interact with the world around them.
Some cognitive milestones reached before the age of three include: counting past ten or twenty items for example; sequencing steps to complete tasks like drawing pictures; and following simple directions given by adults such as “put your clothes away.
Cognitive skills affect how children think about their world through the lens of knowledge they have gained from observations and experiences. Children who are engaged in early cognitive development will be better able to understand abstract concepts such as time (past/present), size (big/little) or order (first/last). Cognitive milestones at age three include: understanding that pictures can represent people, asking “why” questions when something occurs out of place within their environment, beginning to sort objects into categories based on similarities and differences between them, using verbal prompts for self-directed tasks like getting dressed independently with help (“Put your shirt over your head.”), pointing to named body parts.
Another we teach cognitive skills is by doing puzzles at center time or group time with other children. There are many different types of puzzles that help stimulate learning such as visual discrimination, problem solving, spatial awareness and organizational skills.

Motor Skills
In early childhood, motor skill development is crucial for helping children succeed physically as well as socially with others their age. Motor tasks like throwing a ball can be difficult at first because it’s hard for kids to coordinate all the different muscles involved in doing so (i.e., arm strength & coordination). However, through repetition and practice, the motor skills required for throwing a ball will become easier and more natural.
By the age of three, motor milestones include: rolling over, sitting up unsupported, cruising/walking with furniture support and balancing on one foot. Children should also be able to complete many independent daily living skills such as feeding themselves, washing their hands, and some basic dressing skills. Children should also be able to throw/kick a ball, catch a ball , pedaling a tricycle, engage in jumping games such as playing hopscotch, and blow bubbles.
At Head Heart Hands, children are engaged daily in active activities that will allow them to develop motor skills naturally.
Language & Literacy Development
One of your goals as parents should be helping your child develop strong literacy and verbal abilities so he or she may succeed academically later on in life. We know you want them to be able to read books for fun when it’s time for school! At Head Heart Hands Preschool, circle time is an important part of our daily routines.

Overview
It’s a joy to witness the seemingly miraculous transformation of a helpless newborn into an active, curious child and, ultimately, a capable and independent adult. No two children develop in exactly the same way, but the phases of child development are, for a healthy child, logical and predictable.
There is plenty that parents can do to support their child’s optimal development, but there’s no advantage to rushing it, says Joseph Woolston, MD, a Yale Medicine Child Study Center psychiatrist.
What are the different domains of child development?
According to Dr. Woolston, child development is “a complex unfolding of a series of skills and adaptations, with very predictable stages, that occur in multiple dimensions at approximately the same time and in approximately the same order.” To assess whether an infant or child is developing at a healthy and normal pace, pediatricians and child development experts look at four domains (or aspects) of development:
Motor skills, including large (or gross) motor skills, such as rolling over, crawling and learning to walk and run, and fine motor skills, such as the ability to pick up and eat small pieces of food or hold a pencil and draw or write
Sensory skills, including how a child uses the senses (taste, smell, touch, sound and sight) to learn about the environment
Social skills, including how an infant interacts with parents and caregivers, and then with others, including siblings, extended family and strangers
Cognitive skills, including how a child’s attention, memory, and thinking and learning skills develop and grow
Dr. Woolston says there is logic in how the developmental process unfolds. The visual recognition of parents’ faces, for example, starts social development, such as smiling, and cognitive development, in that the infant develops memory of parents as trusted caregivers. He points out that all this serves specific needs. “It’s no accident that stranger anxiety typically begins to occur as a child learns to walk and run,” he says. “Now that the child has the ability to move away from his mother, it makes sense from an evolutionary perspective that he needs to have anxiety triggered by a person who is not his mother.”
What are the stages of young child development?
Child development begins in the womb. Here is an overview of the developmental phases that a typical, healthy child moves through in the first five years of life.
Gestation, from conception through birth: The health of a growing fetus is shaped by genetics and environmental factors, including nutrition and exposure to toxins and infection. This period is important psychologically to parents who are adjusting to a new identity and set of responsibilities, Dr. Woolston says.
Neonatal, during the first few months of life: “Some people call this the fourth trimester,” Dr. Woolston says, noting that development during this period is focused on attunement, to the baby’s body (feeding, sleeping, elimination of waste) and to the primary caregiver. “This is when babies begin to show both visual and facial expression reciprocity,” he says.
4 to 18 months: Social (babbling, laughing) and sensory (taste, sight, sound) skills become more complex. Babies begin to control their limbs and bodies, learning how to use their hands and wave their feet—precursors to being able to walk. Cognitive skills, such as memory, sharpen. “This is the phase when the baby and primary caretaker should be developing a very robust attachment,” Dr. Woolston says. “Toward the end of this phase, the baby understands that just because someone or something is out of sight doesn’t mean it is ‘gone’ forever. ”
Toddlerhood: Learning to walk (or “toddle,” as it used to be said) gives a child increasing autonomy, Dr. Woolston says, noting that the newfound ability to say “no” is a way to test limits and establish boundaries.
Preschool: Ages 3 to 5 are a “wonderfully exuberant time of life,” Dr. Woolston says. Mastery of more complex social skills allows children to make friends, engage in creative play and understand humorous concepts such as irony and upside-down.
Each phase includes what Dr. Woolston describes as “a suite of skills clustered together to form a stage of competency—motoric, sensory, cognitive and, most important of all, social. Humans are social primates. Human development is all about our progressive capacity for more and more complex social development.”
How can you tell if a child is developing normally?
Proud parents naturally share information about what their children are doing. Many feel proud when a child masters a particular skill (such as putting together a sentence) on the early end of a developmental phase and/or worried if another milestone (such as walking) happens on the later side. But neither is all that meaningful. What matters is that these milestones occur within the normal range.
Pediatricians evaluate basic developmental progress in the routine well-child visits. It’s not always linear: Many kids regress a bit, here and there, before moving on to new accomplishments. A healthy child may be late to walk, for example, but if all else is well, there’s little reason for concern.
How are developmental delays diagnosed?
On the other hand, if a child shows a pattern of delayed development, there may be a problem and an assessment may be in order.
“Children are motivated to move forward in their development and master their world,” says Ann L. Close, PhD, associate director of the Child Study Center’s Infancy & Early Childhood Program and a specialist in the assessment and treatment of children under 5. “We worry when there’s no drive toward progressive development. There can be a number of reasons for this, but we want to know what they are so we can help the child get back on track.”
At the Child Study Center, a developmental assessment includes a thorough examination of a child’s medical and developmental history, starting with information about the mother’s pregnancy. Evidence-based diagnostic tests (such as the Bayley Scales of Infant and Toddler Development and the Mullen Scales of Early Learning) are used to determine whether there is a meaningful delay, identify it, and measure its extent. Specialists from other disciplines, such as speech and language, may be called in to evaluate, and school or childcare visits may be part of the process, too. Data on a child’s mastery of language, motor skills and cognitive, social and emotional development are used to arrive at a diagnosis and a treatment strategy, which are shared with the parents at a feedback session.
How are developmental delays treated?
Treatment for developmental delays will vary according to the age of the child and the diagnosis. For example, for very young children, treatments may consist of state-financed home visits as part of the Birth to Three program and therapeutic interventions, such as speech and language, occupational or physical therapy. School-age children will require the development of a special education plan designed to address the specific needs of the child.
What makes Yale Medicine’s approach to diagnosing and treating developmental delay in children unique?
The Yale Medicine Child Study Center has played an important role in the field of child mental health, contributing groundbreaking research and innovative ideas that have changed and continue to shape national policy, says Linda Mayes, MD, director of the center. “Deep policy considerations that relate to the health and wellbeing of children, such as universal preschool, are part of our history here,” she says.
The Child Study Center is committed to looking at child development in the context of the “whole child,” Dr. Mayes says. “If a child comes to us with a speech and language delay, we are not necessarily trying to hone down to one diagnosis,” she says. “Speech services might be an outcome that we’d arrive at, but we’d also be looking at the family. We’d bring together speech and language specialists, developmental pediatricians, and others. When we obligate ourselves to help a family, we are there with them for as long as they want us.”
“There is no such thing as ‘standard of care’ here,” Dr. Mayes says. “We have no hard standard of ‘normal’ that we expect all kids to adhere to. We’re really about the full context of a child and what is holding back or of concern to his or her family and their definition of success and health.”
The emphasis at the Child Study Center is, she says, “the best interest of the child.”
“We take an adaptive point of view,” she says. “We want to know what serves this particular child’s best interests in keeping development on track. We don’t lose sight of the child or the parents. Our goal is to help them have stability in their lives.”

We have seen our son grow so much in the year he has been at TopHat, particularly in his language and social skills. His teachers are warm and experienced and clearly take great joy in the progress our son has made. We have also been very grateful for the responsiveness and flexibility of the School Director. It is a great team.
My son joined TopHat at 4 months old. As a first time parent, I was nervous about it, but we were able to meet the Infant room teacher, Ms. Hiru and we felt more at ease. Over the year of our son being in the Infant room, Ms. Hiru has been absolutely incredible. She is always communicative with parents, works with the infants on their mobile and mental development, and maybe most importantly to me – she truly loves my son and makes him feel safe and cared for (sometimes he doesn’t want to leave!). We just love her!! Our son also spends some afternoons with Ms. Estella and she is fantastic too!
We appreciate all the teachers and admin at TopHat – it’s so nice to see other teachers and students know who our son is and enjoy interacting with him. In the front office, Patty is always quick to respond to emails and calls. If we ever have an issue, she is quick to sort it out and take action. There is also a monthly PTA meeting so parents know what’s happening at TopHat and an app so we can see photos and track our sons eating/napping progress throughout the day. We appreciate the community TopHat has built!

My son truly enjoyed coming here but this place is anything but a Montessori. In fact it is a business and if your child is anything but normal according to their standards they will abruptly end caring for them.
Jessica Xu was an amazing director and a true advocate for children. She always saw the innocence in our son and knew that every child learns in his/her own way. Ever since she left we lost our son’s biggest advocate.
Out of the blue my wife was called to a meeting where the owner and acting director decided that our son was not a good fit for their environment. They suspected that our son has some form of ADD and was hindering the other children from learning. On their website under about us it clearly says “we work with children who have been diagnosed with ADHD.”
We decided to get our son an evaluation and even contacted our speech therapist for help. The speech therapist offered to give the school pointers on how to help our son focus. They agreed to give it a try and reevaluate after three weeks.
During the last week the acting director emailed my wife offering us an extension for another month. This gave us a glimmer of hope that maybe our son had improved in their eyes. We had been scrambling looking for a new place to no success so the month extension was a relief.
Less than 48 hours later my wife received another email from the acting director. They had rescinded the previous offer saying one of the teachers will be out for the next month and that his last day will be the end of the week. The least they could have done was contact us by phone. This felt like the equivalent to “break-up over text.”
Now we are left with no childcare after this weekend. If anyone out there has any recommendations please help us.

Researchers say that most modern grandparents do not update their knowledge of how to properly care for children during their lives. Guided solely by personal experience, the older generation often gives young parents recommendations that have long been recognized as outdated. And many of them are not safe.
At ADME , we have studied parenting forums and articles by practicing pediatricians to understand what irrelevant advice and statements most often hear moms and dads of newborns.
It used to be that it was necessary to swaddle newborns, because it helps to keep the baby’s legs in a straight position. Allegedly, without this, the bones will not be straight and the child will grow up with a clubfoot.
But pediatricians insist: swaddling not only does not straighten the legs, but also threatens with violations in the development of the hips. Wrapping children in cloth is only to calm them down. Most of all, such measures are necessary for restless babies, children with neurological disorders or severe colic. However, if the baby sleeps well and does not feel restless without a diaper, it is not necessary to wrap him up.
2. In a house where there is a baby, it should be as warm as possible
Actually not. Overheating is just as dangerous for a baby as hypothermia. Patronage nurses recommend keeping the temperature in the children’s room at 16–20 °C.
Seeing this figure, your baby’s grandmother will probably throw up her hands with the verdict: “They will freeze the child.” But, according to doctors, at this temperature, the child’s sleep improves. The foods listed are highly allergenic, and you never know how a newborn’s body will react to these additives. In addition, if the child has already started teething, sugar can cause tooth decay. And honey can also cause botulism.
Well, of course, in principle, giving a baby a pacifier has its pros and cons, so in this matter it is advisable not to deviate from the recommendations of pediatricians.
In the past, most mothers approached organizing a bed for a child in the same way as if they were creating a small copy of their bed. The wooden crib always had a miniature pillow and a tiny blanket.
However, pediatricians remind again and again: there should be nothing in the baby’s crib except a mattress and sheets – no pillows, no blankets, no toys, as all this increases the possibility of accidental asphyxia. If the room is too cold, it is better to dress the baby in warm pajamas, but do not cover him with a blanket.
At first glance, the advice seems quite logical: put the baby on his stomach so that he does not choke when he burps. But doctors have established that sleeping on the stomach is even more dangerous for babies than on the back, because:
this position can cause airway obstruction;
sleeping on the stomach causes dangerous pressure on the stomach and diaphragm;
this posture can lead to overheating.
Therefore, it is better to put the child on his back. But the head can be turned to the side.
6. The child should fall asleep in absolute silence
It can be quite difficult for an adult to fall asleep if some noise interferes: water drips from a tap or someone is talking in the room. But for newborns, noise sometimes even helps to sleep. There is only one condition: it must be uniform and not increase from the moment the baby falls asleep.
Newborns can sleep quite peacefully if their mother is talking on the phone nearby or if water is making noise behind the wall. Sometimes children even turn on “white noise” on purpose, because, firstly, they fall asleep faster under this monotonous buzz, and secondly, falling asleep at the noise, they will not wake up if you suddenly decide to vacuum in the hallway or wash the dishes in the kitchen.
7. You need to feed your baby according to the schedule
Not only grandmothers, but also some doctors recommend feeding newborns strictly according to the schedule. However, in reality, this approach to feeding exhausts the nerves of both mother and child. In addition, pediatricians do not see anything wrong with feeding the baby not by the clock, but on demand – not a single doctor will advise keeping the child hungry.
However, this does not apply to milk formulas, which are released immediately with the feeding schedule.
8. Complementary foods should be introduced as early as possible
Breastfed babies should definitely not be introduced to complementary foods at such an early age. According to WHO recommendations, the baby’s menu should be changed no earlier than he reaches the age of 6 months.
It seems that every family has a story about how a young mother once ran out of breast milk and a young father rushed to the village at a distance lands to buy fresh milk from an old woman who kept her cow or goat. Moreover, this is usually presented as a feat: after all, parents saved their children in this way from feeding on milk formula, which supposedly contains only chemistry.
But doctors see this not as a feat in the name of salvation, but simply another way to endanger the health of the newborn. After all, a balanced milk formula is great for feeding children who are not breastfed.
But animal milk is dangerous for several reasons:

Basic Tips for Caring for a Newborn “Persona Childhood”
Specially for our readers, a pediatric neonatologist of the highest category, deputy chief physician for pediatrics at the Persona clinic, S. I. Kapustina, told several important rules for caring for newborns.
When caring for a newborn child, one must remember that his skin is very delicate, and various inflammations easily occur on it, and even slight friction can injure the skin.
A baby’s day should start with a morning toilet. First, it is recommended to drip into both nasal passages any preparation of sterile sea water, 1 drop or 1 injection. As you treat the eyes and skin, the contents of the nose will soften and be easier to remove. Eyes are treated with boiled water or freshly brewed tea using a cotton pad. Each eye is wiped with a separate disk from the outer corner to the inner. Face is washed with boiled water. Ears are cleaned with a Q-tip dipped in oil (Vaseline, Peach or Baby) from the outside only. A stick cannot be inserted into the ear canal, and it does not require cleaning. Nose is cleaned with cotton turundas, which are screwed into the nasal passage and then removed from there. In this case, the head must be held with the free hand, placing it under the back of the head.
After washing the face , all the folds of the body , knee and elbow bends, hands are processed with a cotton pad soaked in oil. Special attention should be paid to the treatment of the external genital organs. In boys, the foreskin is not retracted, and the skin around its opening is treated with oil. In girls, it is necessary to carefully process the fold between the large and small labia. This is also done with a cotton pad with oil.
During the day it is necessary to wash the baby after each stool with running water at a temperature of 37-38 degrees. Before placing your baby under running water, always check the temperature with your hand to prevent burns. For washing, use baby liquid soap. After washing, blot the skin with a diaper or soft towel and apply diaper cream, it will protect the baby’s skin from the irritating effects of urine and feces. You can use wet baby wipes between washes.
Bathing in the evening. Bathe the baby daily before feeding. The water in the bath should be 37-38 degrees (checked with a special thermometer). In the first 2 weeks of life, bathing is carried out in boiled water with the addition of a solution (by no means crystals) of potassium permanganate to a pale pink color of the water. 2-3 times a week when bathing, soap or bathing agent is used and the baby’s head is washed.
The child is immersed slowly in water and the skin and all the folds are washed with a hand or a soft mitt, after which shampoo is taken (no more than 1 tsp) and foamed on the head, then the soap is washed off the head from the jug, water is poured on the forehead (try not to get it on the face, it can scare the baby). In conclusion, the child is raised above the bath and doused from a jug. Gradually, the temperature of the water for pouring can become lower than the water in the bath. After bathing, the umbilical wound is treated with solutions of 3% hydrogen peroxide and an alcohol solution of brilliant green using cotton swabs. Next, skin folds and the nasal cavity are processed as described above.

One of the poems of the great Scottish poet Robert Burns tells how the farmer Tam O Shanter from the outskirts of the town of Eyre, after having a spree in the pub, returned home and on the way looked into the ruined church in the village of Alloway. There he saw a coven of evil spirits. Coffins were flung open, and skeletons with jingling shackles on their hands and feet came out of them. These were the corpses of executed robbers and parricides. Enticed by the beauty of the young witch, Tam called out to her. It shouldn’t have been done. The evil spirit followed him. The witch clung to the tail of his old mare Meg and was already approaching the rider. He was saved by the bridge over the Dun River, which he managed to cross, leaving the tail of a horse in the witch’s hand. Witches are known to be unable to cross flowing water.
The subject of this Burns poem is beautifully displayed in the Burns Museum in Alloway in the form of stone carved miniatures. I was there with a group of writers, philologists, translators, museum and library workers who gathered in the Scottish town of Moffat for a conference dedicated to L.N. Tolstoy – “Tolstoy’s Universe”. It is dedicated to the Year of Literature in Russia and is part of the program to promote the Russian language and literature.
The conference discusses the role of English and American literature in Tolstoy’s life, issues of ethics and aesthetics, the metaphor of space in his work, the writer’s “departure” from Yasnaya Polyana, the reasons for the worldwide popularity of the novel “Anna Karenina”, which was written exactly 140 years ago , the topic “Tolstoy and pacifism” and other issues.
There are also exhibitions “Tolstoy in the work of contemporary Russian artists: “War and Peace” by Alexander Melikhov. Graphics”; “Anna Karenina” by Yuri Kosagovsky. Painting” and “The Immortal Attractiveness of the Novel Anna Karenina”.
A cultural and educational program “Literary Landscapes of Scotland” has been prepared for the conference, which includes acquaintance with the work of famous literary museums and libraries: the National Museum and the National Library of Scotland, the Edinburgh Poetry Library, the Robert Burns House Museum, the Walter Scott House Museum . Forum organizers – All-Russian State Library for Foreign Literature named after M. I. Rudomino, Institute of Translation, L.N. Tolstoy “Yasnaya Polyana”, Scottish charitable organization Moffat Book Events, Consulate General of the Russian Federation in Edinburgh and the British Council.
Last year, a similar conference in Moffat was dedicated to the 200th anniversary of M.Yu. Lermontov. Perhaps (this was discussed today), next year the Russians and the Scots will discuss the problems of the life and work of F.M. Dostoevsky. There is a reason: it will be 150 years since the release of his novel Crime and Punishment.
There is always a good reason for a good deed. There would be its initiators and organizers. On the Russian side, the initiator and inspirer of the conferences in Moffat was the director of the VGBIL named after. M.I. Rudomino Ekaterina Yurievna Genieva. She passed away this summer. And, of course, she is constantly remembered at the conference, her presence here is almost physically palpable. From the Scottish side, the initiator of the Russian-Scottish meetings is Elizabeth Roberts, and the organizer is the current chairman of Moffat Book Events, Katherine Clemmens.
In general, it is an amazing thing when scientists and writers, museum workers and artists gather every year in a small Scottish town of two thousand inhabitants, surrounded by farms; when exhibits from Yasnaya Polyana and the works of illustrators of Anna Karenina are brought here, to this “woolen” paradise of Scotland. Why do the Scots need it? This is an empty question. They need it. They love Tolstoy. We love Burns, who, thanks to Marshak, became our second Yesenin.
But, having visited two cities associated with Burns, Alloway, where he was born, and Dumfries, where he died, I suddenly realized that it was worth comparing him not with Yesenin, but rather with Pushkin. Just as Pushkin created our literary language, so Burns created literary Scots. And he died three years before the birth of Pushkin, also leaving a large family, alas, in debt. Poetry can earn worldwide fame, but money – never.
But the fates of the brilliant Scottish novelist Walter Scott and the greatest novelist Tolstoy were absolutely opposite. Tolstoy, thanks to his worldwide popularity, could become very rich. And he had a beautiful estate, from which he left at the end of his life. Scott became, probably, the first millionaire writer in the whole world, earning this money on his historical novels. And he tried to create something similar to Yasnaya Polyana in the Abbotsford estate – a castle that would fully meet his literary and historical tastes. It is impossible to look at this miracle of architectural and park art without admiration, and it is generally impossible to imagine what a fairy tale it looked like at the beginning of the 19th century in the midst of the poor life of Scottish villages. But this tale ruined the writer, and he died, like Burns, also in debt, but, of course, of a different scale. Tolstoy was born four years before Scott’s death. Perhaps he learned Scott’s lesson.
But, of course, I’m talking about something else. I mean that the language of culture, it seems, will be the last language that humanity can agree on. It is clear, it is interesting, it is real. But most importantly, witch cultures do not fly through the living water. And bridges across it are always reliable and saving.
If someone else believes that we can agree on the language of the world economy, let him dream. We did not agree on the language of religion. Or I’m wrong?

Since 1965 he has been working at the Preobrazhensky Palace of Creativity for Children and Youth (House of Pioneers and Schoolchildren of the Kuibyshevsky District of Moscow).
– Efim Borisovich, when did out-of-school education first appear in your life? What were you fond of in childhood, what did you dream about?
– Even in kindergarten, I felt that the children in my group and teachers laughed together when I tried to portray or mimic someone. I especially managed to pronounce the word “nightmare” in different ways for any reason, and everyone laughed too. I was singled out during the performance of poems for the holidays. Educators often said “shut your mouth” when I watched animated films with extraordinary penetration. He loved to draw, sculpt from plasticine, looked at flowers for the longest time in any weather.
And in elementary school, the chemistry laboratory assistant who ran the theater and occupied children with drawing and modeling noticed me and called me to her place. Apparently, I was good at all this, and my mother or older sister, I don’t remember, took me to the House of Pioneers in an out circle. At school, the senior pioneer leader led the choir, and we often rehearsed with other choirs under the guidance of the outstanding children’s choirmaster of the 60s Anatoly Nikolaevich Chmyrev in the same House of Pioneers in the Sokolniki (later Kuibyshev) district. In high school, we often went to the House of Pioneers to participate in various competitions of the theater, readers, we were there on pioneer and Komsomol affairs. So, slowly, this old cozy and kind house became a place of attraction for me.
We, the kids of that time, spent almost all our free time either at the Shakhtar and Lokomotiv stadiums, playing table tennis and skating, then at the central station of young naturalists in Rostokino, where we had a familiar old raven, then in the nursery in the town of Sokolniki Park, watching the young in the small zoo, then in the children’s Cherkizovsky Park, where there was a fountain, a stage, artists for children performed. And everywhere we were received joyfully, kindly and completely free of charge.
— What was the theater for you in your youth: a simple hobby or the main goal of life?
— Mom alone raised and brought up my sister and me on her small disabled pension. Of course, relatives, school teachers helped… I was a thin and weak post-war teenager. It didn’t go well with sports. But acting, and then acting, brought me joy and great success since childhood. School teachers came to our performances, fabulous performances, concerts, often to look at me. (So my physical education teacher told me).
In the 7th grade (1961) I took a risk and entered an adult, very famous in Moscow, theater studio at the Rusakov House of Culture, which was headed by Vasily Nikolayevich Nazarov, one of the leaders of the Moscow Theater for Young Spectators. My teachers were outstanding artists. The skill of the actor – V.N. Nazarov, beloved pupil of V.E. Meyerhold L.V. Kurilovich-New, famous Lithuanian director Jonas Kurashas. The speech technique was taught by Doctor of Philology, Professor of the Moscow Art Theater School A.N. Petrov. Grim – chief make-up artist of the Moscow Art Theater N.M. Maksimov. The history of the theater, arts, vocals, choreography – famous teachers of Moscow theater schools. Well-known actors conducted master classes for us: E. Vesnik, E. Urbansky, I. Makarova. At meetings with outstanding masters of artistic reading E. Kaminka, D. Zhuravlev, M. Astangov, we learned the art of expressive reading.
Here I learned the joy of teamwork and the beauty of creative communication between people of different ages. It was in the studio that I learned to value time, to work in the evenings and nights when the stage was set, to assemble the most complex scenery together with everyone, to install lighting and supervise it during performances, to make up my colleagues in the performance. Ten years in the studio is a huge life school for me.
– In your autobiography, posted on the website of the Nadezhda detachment, you write that at 9In the 11th grade, teachers paid great attention not to grades, but to the moral and civic growth of students, to their professional self-determination. Is there a difference between career guidance in the 1960s and career guidance today? Or the task of “Find yourself” and “Help a child find a place in life” has always been and will be relevant?
– You ask me such personal questions that I tend to answer based on personal experience. I was lucky with teachers in all three schools. As subject teachers, they were excellent professionals who taught us to achieve results by any means. At that time, we already used reference materials not only in lessons, but also in tests. We did not block each other with blotting papers and textbooks, we rushed to help those who had failures in the program, teachers sat with us until late at extra classes. One day, summing up the results of a test in mathematics, the teacher told everyone: “Yefim’s answer is wrong, and I see he didn’t learn the theorem, but I give him excellent marks because he went his own way in solving! He was looking for him!!!”
Any achievement of high school students outside of school was made available to everyone by any means. Any initiative of the pioneers and Komsomol members was actively supported: whether it was the making of a monument to Oleg Koshevoy in the school yard, the pioneer squad was named after him, or the restructuring of the school lobby as a gift from graduates, or the filming of the film “Conduit and Swambrania” and a trip to Lev Kassil’s home to clarify the film script . For the sake of guys like me, our beloved school director Ekaterina Alekseevna Rukavishnikova invited Igor Vladimirovich Ilyinsky to the school with a concert, and after his performance, the three of us sat in her office, drank tea, he listened to my reading, as I was preparing to enter a theater university, and we talked a lot about the theater, about art. And I felt like a completely grown-up person.
After each big event at the school, its organizers gathered at the school director’s house, and Ekaterina Alekseevna, together with the teachers who helped us, over a cup of tea, taught us a critical analysis of what happened. Thanks to our teachers, most of us thought not about where to go, but about what we want to do in life in order to be useful. We learned to think, act, speak, make business and emotional contacts with people on whom the success of our joint affairs depended.
— When did you realize that working with children was your calling? What skills and competencies do you want to transfer to them, what to teach?
— All my childhood and early youth passed among very kind and caring people. My mother was chronically ill and could not work. But for many years she conducted public work in the children’s room of the police and at the Kuibyshev District Council of People’s Deputies. She did not give offense to lost children and teenagers. She inspected the city hospital, made sure that the treatment of elderly people under treatment was worthy. How a lioness protected me from offenders. On the other hand, my mother and older sister taught me to protect my own dignity on my own, not hiding under the skirts of relatives and friends.
Together with the school choir and the choir of the House of Pioneers, we went to orphanages, brought gifts to orphans, which we ourselves made, played sports games with them. Teachers often took me away from classes so that I could read a poem or a fable in the lower grades of the program. I liked it.
I worked a lot with the lagging behind guys in subjects, I was an arbitrator in disputes at school and in the yard. One loser, who often offended me, he defended in front of teachers. And it so happened that when I was working as an orderly in the admission department at the 54th city hospital, the ambulance brought this particular Yurka, a trolley at the plant collapsed on him. I accepted him, changed his clothes, and we remembered our childhood for a long time. And he asked not to leave him, that he didn’t have much left, so that I would definitely go up to his department … I promised, quickly got out and ran to him, but he was already … I sobbed.
I really dislike the word “competence” when applied to children. Like the word “project”. To become a competent person, you need to live enough and learn a lot! It has always been applied to adults when they said “a competent person.” This is the highest mark of a specialist. A project is a conceived and not yet implemented business, the result of which may be an event, a film, a competition, etc.
And all these years the thought “I WANT TO BE USEFUL TO CHILDREN!” I dreamed of becoming, if a doctor, then a children’s one, if an actor, then in a children’s theater, and if a teacher, then UNIVERSAL! The teachers directed me along this path.
And in the end, I realized that I do not want to work with children, but, like all my mentors, I want to live with them the most difficult period in their life, during which character, value orientation, an idea of society and how one can live among people with maximum benefit for others and oneself.
Value education, following the outstanding humanist psychologists (J. Dewey, M. Buber, C. Rogers, A. Maslow, L. Kohlberg, E. Erickson), I understand, not as a direct transfer of universal human value experience to pupils , but as the formation in a teenager of the ability to choose moral values, the creation of criteria based on humanistic ideals.
– Philosophical question. What do you think the ideal child should be? What should I know, what should I be able to do, what should I strive for?
– I’m sorry, but I never put such a question to myself and my colleagues and do not answer it, because it makes no sense. Although, Mahatma Gandhi spoke about this: “The value of the ideal is that it moves away as we approach it.” But this applies to art, and not to living people, especially children. The personality is formed in the environment with which he interacts in the process of life. And as soon as we begin to formalize the image, we are doomed to failure, to the distrust of the child and his resistance to our influence. Interactions with children cannot be subject to any standardization.
– You have led the Hope squad since 1965. At that moment, did you realize that this was a matter of a lifetime, or did you set other goals for yourself?
– I graduated from high school. I tried to enter the Institute of Theater Arts – it didn’t work out, to the Medical Institute – I didn’t get one point. I was invited to work as a detachment leader in the camp where I had already been a senior pioneer leader a year ago. I replaced a colleague who did not succeed with the guys, and he was forced to leave the camp. This change was decisive for me. I helped the guys become the best squad, and they believed in me, and I realized that I was very good among them.
I entered the workers’ faculty in preparation for entering a pedagogical university, worked as a senior pioneer leader and projectionist in my native school, read a lot, and the next summer entered the faculty of Russian language and literature. And in September, the district committee of the Komsomol persuaded me to come to work as the head of the regional pioneer headquarters in the House of Pioneers.
No, of course, I did not think then that this would become the cherished place of my life. I decided to try. According to the results of the first three months, the guys persuaded me to leave, they said that nothing would work out for me, that I was too businesslike. My ego was hurt. I gathered the entire children’s team, invited former pupils. A very serious conversation took place: I told about myself, about the difficulties of communicating with them, about my grandiose plans for developing our relations, and most importantly, improving the lives of all the pioneers of the region, about our possible role in this. He offered interesting cases, unusual for the pioneers. And the guys thought… The elders supported…
My efforts were noticed in the city committee of the Komsomol and in the Palace of Pioneers on the Lenin Hills. I was sent as a delegate to the All-Russian Scientific Conference in Kostroma, where I, a young boy, became close to excellent teachers and out-of-school scientists: B.E. Shirvindt, S.M. Mitzengendler, L.I. Umansky, M.B. Koval, Z.A. Khodorovskaya and others, with whom he collaborated all the subsequent time.
And the main school for me was our House of Pioneers, the new building of which we built with our own will, nerves, heart and hands. Athletes, tourists, eminent artists, artists, musicians lived in it in close community and cooperation. Out-of-school teachers Kamenkovich I.B., Prostova V.V., Tubelsky A.N., Durov Yu.V. I learned from them, then we learned from each other. Then my grown-up children began to come as colleagues – my favorite students: Roganova O.A., Sidorova N.A., Belkin A.A., Kominova E.B., Kominov A.P., Kalinina T.T. and many others. And so it became the work of a lifetime.
– The “Nadezhda” detachment was created in October 1960 and for 30 years acted as a pioneer headquarters for the Kuibyshev district of Moscow. When did it get a new name and why “Hope”? “Hope” for what?
– The name “Hope” first appeared at the district school of the pioneer activists in the late 70s. It regularly trained about 500 members of the councils of squads throughout the year. We taught the guys true leadership qualities: how to create, unite a group, get interested in useful work; what means can be used to create a favorable emotional environment; what elements the organization of any business can consist of; how to find a common language in business; where to start, how to continue and how to finish each useful deed and many other things that could be useful not only in the team, but also in the next life.
In the early 80s, this was the name given to the district camp of the pioneer activists, which we have always considered as a psychological and pedagogical training for an intensively lived life.
Camp “Hope” is a dream come true for many children in the district. Requests to get into the camp come from many regions of the country and from abroad. In the camp, adults and children live as one friendly, self-governing family, gaining experience in actively participating in activities to improve the lives of the people around them. In the camp program:
Work to provide the necessary assistance to residents of the surrounding villages and villages.
Mastering the skills of home improvement and self-service.
Campaigns, expeditions, defense and sports relay races and games.
A variety of discussions, discussions, disputes in order to improve the communicative qualities of everyone and the culture of communication.
Theatrical and circus performances, forest fairy tales, evenings of music, poetry, humor, songs and meaningful conversations around the evening and night fire.
A variety of “Apprenticeship Hours” to expand areas of interest for all, organized by adults and children.
And in the early 90s, when the pioneer organization began to disintegrate, its local management became impersonal, we retained our team as a children’s organization – the Nadezhda detachment of different ages.
In this name: the hope that the main motto, under which the actions of our children were committed in childhood and adolescence, will become a way of life for everyone; the hope that neither parents born and raised in the old days and shocked by the new circumstances of life, nor teachers driven into the framework of overloaded unformed programs, nor friends living in another spiritual dimension, will break this way of life; the hope that the time spent in the detachment will be perceived by our grown-up guys not as a child’s play, an unrealizable fairy tale, but as a good school of life.
“Good” and “Joy” are two concepts that, in our opinion, fill our life with special meaning. Emotionally brightly color our entire existence, make communication between people desirable, expected. In everyday life, it gives strength for creative and productive activities for the benefit of others. Bringing these virtues into the lives of others is the high mission of people who gather in communities. Therefore, more than forty years ago, we formulated our main idea, expressed in the motto of the “Hope” detachment – TO BRING GOOD AND JOY TO PEOPLE!
– Guys of different ages come to your squad. How is the educational process organized? By what principle are groups formed: in accordance with their knowledge, hobbies, or still in accordance with age? What are you teaching children? What is the main purpose of the lessons?
– Our squad annually consists of 130-140 guys, mostly from 12 to 17 years old. And every year the team is updated by 25-27%. We provide an opportunity for teenagers and young people to gain the experience of a joyful meaningful living among people based on universal values and fruitful creative joint activities for the benefit of society, themselves and the people around them.
During interviews with new guys and their parents, we look at how ready the child is intellectually and physically, how obvious the motivation of the child and parents to participate in the complex multidisciplinary program of the detachment, to intense intellectual and emotional interaction with teenagers of different ages and different preparedness in the detachment.
Since the detachment is replenished with children of approximately the same age (12 years old), we and the training groups form mostly the same age, designed for training for 5 years. Classes are interesting for children, useful in everyday life: speech culture techniques, collective cohesion formation techniques, stage movement, choreography, extreme swimming, drill training.
The vast majority of the guys (and in the future everything happens in groups of different ages) work out in the gym, which they created with their own hands and are maintained in exemplary condition by different generations of pupils. Every year, a large group (70-90 people) becomes laureates and winners of various Moscow contests of reciters, dancers, winners and prize-winners of competitions in powerlifting, weightlifting, swimming, cross-country running.
The main thing is that all the acquired knowledge and skills, which turn into skills over the years, are used in the practical activities of the detachment, followed by an analysis of the reasons for success and failure. At the heart of the detachment’s activities annually:
assistance to lonely sick elderly people, disabled children, orphans; medical institutions of the district;
caring for the mass graves of the defenders of Moscow at the Transfiguration Cemetery;
organization of concerts and holidays for residents of Moscow and the Moscow region, participants in hostilities in Afghanistan and Chechnya, sailors of the Black Sea Fleet;
a comprehensive program for the moral, creative and physical development of squad members aged 12 to 17;
various creative evenings and evenings of rest, hiking trips and educational expeditions in which children and teenagers participate together with their parents and former pupils of the detachment.
Teachers of the highest qualification category, winners of the Moscow Out-of-school Teacher competitions, grown-up pupils of the detachment, including students from various universities, actors, directors, dancers, theater artists, teachers and psychologists, and entrepreneurs are engaged with children.
— How has additional education changed in 100 years? “Extracurricular” and “Additional” – do they have the same goal?
– I don’t quite understand what you are asking. I don’t remember how old the system of additional education is. And in general, it used to be a form of advanced training for adults. If you mean tutoring, then it has always been evaluated by the pedagogical and parental community as serious miscalculations in the work of schools.
But seriously, paid classes that drive many teenagers out onto the street, the focus on total mass enrollment, low wages with a large teacher workload, the predominance of educational functions over educational ones, the ideology of complementarity with school – all this leads to the degradation of extracurricular work.
Additional education within the walls of the school cannot have anything to do with the work of out-of-school institutions: the vast majority of schools do not and cannot have qualified specialists in tourism, arts and crafts, theater, choreography and many other types, since there are no conditions for their organization and development, children try to quickly leave the walls of the school, where they are treated with a stable attitude based on the degree of their success in learning, and rush to extracurricular spaces, where they are evaluated for something else.

A teacher who let a six-year-old girl with someone else’s grandfather leave the kindergarten on Krylenko Street has been disciplined. This was reported to Fontanka on July 18 in the press service of the Nevsky District Administration.
“An internal pedagogical investigation was carried out into the incident. The teacher has been disciplined. The fact that the employees of the kindergarten, working on the first day on duty, were not familiar with the parents of the child is not a mitigating circumstance, ”the administration said.
Teachers were also given additional briefing on how to comply with the safety measures for the stay of pupils in duty groups.
Incident, we recall, occurred the day before. Grandfather accidentally took home not his granddaughter. The namesake of the girl was handed over to the man, and she allegedly recognized him as her grandfather. While the man was sorting out and walking back, the parents of the first child had already managed to get scared. The kindergartener was reported missing by calling 112, and the police arrived at the scene and inspected the surroundings. After almost 2 hours, the girl was returned. Thus ended the first day of work of kindergarten No. 27 in the duty format. Nobody filed a police report.

One extra tick can actually deprive you of benefits. A teacher who let a six-year-old girl with someone else’s grandfather leave the kindergarten on Krylenko Street has been disciplined. This was reported to Fontanka on July 18 in the press service of the Nevsky District Administration.
“An internal pedagogical investigation was carried out into the incident. The teacher has been disciplined. The fact that the employees of the kindergarten, working on the first day on duty, were not familiar with the parents of the child is not a mitigating circumstance, ”the administration said.
Teachers were also given additional briefing on how to comply with the safety measures for the stay of pupils in duty groups.
Incident, we recall, occurred the day before. Grandfather accidentally took home not his granddaughter. The namesake of the girl was handed over to the man, and she allegedly recognized him as her grandfather. While the man was sorting out and walking back, the parents of the first child had already managed to get scared. The kindergartener was reported missing by calling 112, and the police arrived at the scene and inspected the surroundings. After almost 2 hours, the girl was returned. Thus ended the first day of work of kindergarten No. 27 in the duty format. Nobody filed a police report.

Milena and Timofey went to the same speech therapy group of kindergarten No. 17 in the city of Krasnogorsk. They were taught by teachers – Irina Tsekhanovskaya and Evgenia Sidorova.
