Earners in the top 10% reported annual incomes of more than $95,000. The educational consultant job description does not specify that candidates must hold professional memberships. The home care aide certification application contains an attestation. This is a legal attestation. The attestation must be completed by the person applying for certification. It is not legal for this to be completed by anyone else. It may be a reportable felony offense. We may take action against people for making false statements.

If you aren’t eligible for the DSHS benefit, also known as state pay, you’ll need to pay the application and examination fees. You may use a debit card, credit card, or electronic bank withdrawal. Applicants eligible for state pay won’t be asked to pay online. Please make sure your address on the payment screen matches the address your bank has for you. This fee is not refundable. There is a convenience fee to apply online.

Online application instructions are on our website. Online applications are accessed through SecureAccess Washington (SAW) security portal. You’ll need to add the Department of Health Online Application Portal service to access the online applications. The first time you add the service, you’ll be prompted to answer several questions to verify your identity. The questions will match the name and address you provide with the existing public record information. Because the questions come from public record, you need to provide a complete address and your full legal name as it appears on your driver’s license or birth certificate. You may find you have to enter a former address, especially if your address has changed recently (within the past one or two years) to get the right questions that pertain to your identity. If don’t have sufficient information in the public record to verify your identity and aren’t currently credentialed by the Department of Health, then you’ll need to submit a paper application, as you won’t be able to access the Online Application Portal.

Once you have completed the process you will receive an email with your pending credential number, or you may look on Provider Credential Search. Refer to this credential number any time you contact Department of Health or submit paperwork.

Certification Requirements

Education and examination

Long-term care workers must complete 75 hours of training through a program approved by the Department of Social and Health Services, and must successfully pass the home care aide certification examination.

State license verification

Applicants must list all states where they do or did hold credentials. This list must also include when the applicant has applied for a credential, even if a credential was not granted. The jurisdiction where the applicant is or was credentialed must complete and submit the verification form (PDF). The jurisdiction must send the completed form directly to the department.

Personal data questions

Each applicant must answer the personal data questions. If there is a positive answer, the applicant must send an explanation, and for any conviction or legal proceeding, must also include copies of the original complaint, and the settlement or final disposition. If a case is pending, applicant must indicate status.

Background check

An applicant who is already working as a long-term care giver must have a fingerprint background check done through Department of Social and Health Services (DSHS). DSHS will provide results directly to the Department of Health.

Process for approving/denying applications

We finish final review for approval after a credentialing specialist verifies that the application is fully complete, and complies with requirements in chapter 18.88b RCW and chapter 246-980 WAC. We complete background checks and make sure applicants have submitted required fees. Credentialing supervisors and lead workers have the authority to approve routine applications. The disciplining authority may conduct further review if the credentialing supervisor can’t verify the applicant meets all requirements. We’ll formally notify applicants of a denial. Those applicants may request a hearing to appeal the decision.

Renewal requirements

Home care aides must renew their license every year. Credentials expire on the credential holder’s birthday and may be renewed within 90 days of the expiration date.

Continuing education requirements

Twelve hours of continuing education approved by the Department of Social and Health Services is due each year with renewal of the certification. The home care aide must certify that he or she has completed the required continuing education with their renewal. The Department of Health randomly audits home care aides. If you are chosen for the continuing education audit, the department will contact you and request documentation that you completed the required continuing education during the required timeframe.

Legislative Changes to the Home Care Aide Profession

Due to recent legislation, the following changes take place on July 23, 2023:

  • If a home care aide credential is expired less than five years, no continuing education is required to renew the credential. You will simply complete the required forms and pay the fee. If a credential is expired for more than five years, retraining and examination is required.
  • If a caregiver in training changes employers or returns to employment with a former employer, they may now start over with a new date of hire. This starts over the 200 days they have to receive their credential. To restart the 200 days: 
    • If you are obtaining an initial credential, speak with your credentialing specialist by email or phone.
    • If you are renewing an expired credential, submit an updated Employment Verification Form online.
  • You will be able to provide care to the following individuals without obtaining or maintaining a home care aide credential:
  • Biological, step, or adoptive child or parents.
  • Siblings, aunts, uncles, cousins, nieces, nephews, grandparents, and grandchildren (including by marriage or domestic partnership).
  • If you care for one of the above individuals, work with the Consumer Direct Care Network Washington to be classified as an exempt family caregiver.
  • You will be required to obtain and maintain a home care aide credential when caring for a spouse or registered domestic partner, unless you qualify for the US Dept of Veteran Affairs home and community-based programs.

The following changes will take place on September 1, 2023:

  • From September 1, 2023, through July 1, 2025, if your credential has been expired for more than six months but less than two years, your credential will be automatically renewed with no fee, forms to complete, or CE requirements.

Policies – City Kitty Sitter

Client Consultation

Let’s get acquainted in your home! An in-home  meet and greet with your furry family is the purrfect opportunity to get to know each other and go over your pet’s routine.  During this time, your primary sitter/technician looks forward to explaining how the service works, collecting two key copies, and answering any questions you may have. Meet and greets are preferably conducted weekday evenings after 6pm, for convenience to you and your sitter. A $50 deposit will be charged for the meeting, in which $25 will be applied to your next service schedule, if two weeks advance notice is provided, and a holiday is not requested within the service schedule. The meeting fee is non-refundable if service is cancelled. Catsultations with veterinary staff or a behavior consultant start at $40 for 30 minutes.

Short notice meeting requests without two weeks prior arrangement will be charged a one-time non-refundable fee of $40.  We require a minimum of $100 in services scheduled for all new client requests. Additional visits or extended visit times may be added to meet the minimum requirement. 

Client consultations are performed as a screening process to ensure every client’s needs are matched with the service we provide. We reserve the right to deny service to individuals who we feel may benefit from using another alternative.

Key Policy

Please have 2 spare keys ready during our initial consultation. Keys and key fobs are kept in our key safe for ease of future pet visits.  If a copy cannot be made, key fobs or Do Not Duplicate keys may be kept in a lock box at your residence. Concierge pick-ups, Virtual Keys, QR Codes, & email links are NOT accepted forms of entry. 

Leasing Agents must be informed that City Kitty Sitter will be entering your home prior to departure, to ensure access may be granted in the event of an emergency. 

Key Picks after the initial Meet & Greet are charged $20 and must be scheduled in advance. If you are locked out of your home and require a key retrieval, a one-time $50 fee applies to all lock outs.  However, we cannot guarantee assistance for afterhours lock outs. A charge of $10 applies to all keys copied by CKS, when not provided by client.  *For your security, CKS utilizes GPS tracking technology for keys when checked out to your pet care provider.

Privacy Policy

Your privacy is very important to us. Your personal information is stored in our secure online database, which is accessible to you and your sitter at any time, simply by logging in from any computer or wireless device. Our interactive software, Time to Pet, allows you to add pet photos, update instructions, request service, or modify an existing schedule with a few clicks. Your credit card information is never seen by anyone other than you and is safeguarded and processed through Time To Pet Payment powered by Stripe using advanced security solutions.

We love to share our experiences and photos on our social media sites. If you would like to opt out of photo sharing, please notify us. We will never share your personal information for your protection.

Scheduling

City Kitty Sitter uses digital technology for all business purposes. Please note that after meeting with a CKS team member, it is the prospective client’s responsibility to schedule services with us using our online software. We cannot conduct business without digital consent by the Owner. Verbal consent is not an accepted form of scheduling or modifying visits. Sitters cannot accept requests via email, phone, or text.  Schedule requests and profile changes are submitted by the client and approved by City Kitty Sitter office staff during business hours. Our easy-to-use pet sit portal allows our clients the ability to set up recurring visit schedules, modify services, and make special requests based on their fur family’s needs. Profiles, pet care instructions, and home protocols are kept in an organized fashion and records are safely stored for future ease of use by utilizing our secure online pet sit software. You will receive confirmation via email or push notifications if you have downloaded the Time to Pet app, once your service schedule or profile change has been approved. If you do not receive confirmation from us, your schedule has NOT been accepted.

Short Notice Requests

New client requests with less than fourteen days’ notice may be accommodated, however, extra charges will be assessed for the initial consultation. and services. Short notice meetings must be paid in full, at the time scheduled. Overnight stays cannot be guaranteed without 90 days advance notice. Established clients may be accommodated with only 24 hours’ notice, at an additional charge. Emergency pet visits with less than 24 hours’ notice are $50 and are subject to approval by management. A one-time surcharge will be applied to all pet visits with less than two weeks’ notice, regardless of circumstance. Holiday weeks are subject to additional fees based on capacity and availability. 
 
Cancellations

Please notify City Kitty Sitter of cancellations or early returns asap. If less than 72 hours’ notice, charges for that visit will still be assessed. Cancelled trips without 14 days’ notice prior to first scheduled visit are billed twenty percent of the entire booking, Short Notice Cancellations with less than 7 days’ notice are fifty percent, Same day cancellations with less than 24 hours’ notice are nonrefundable and are billed 100% of invoice.  If Owner does not cancel services through Time to Pet during normal business hours, full price will be charged for the services previously scheduled. 

Holiday Deposit / Cancellations

In order to guarantee service, City Kitty Sitter requires a 50% non-refundable deposit on all service schedules that fall within the months of November and December.  City Kitty Sitter is limited in the amount pet sitting and vet tech services that can be scheduled during holiday months. Cancellations within three weeks will receive a 50% refund, if invoice is prepaid in full. There will be a no refund if services are cancelled within three weeks of the start of service schedule, and full payment of entire booking is required.  For early returns, no refunds or credits will be issued.

For all other holidays observed by City Kitty Sitter, including New Years, MLK Day, President’s Day, Memorial Day, Labor Day, Easter, Fourth of July, Mother’s Day, Father’s Day, Halloween, 50% of booking fee will apply to all service schedules cancelled without two weeks’ notice. No refunds on actual holidays will be refunded/credited without two weeks’ notice.

Delayed Flights

Your pet is our priority while you are away. If your travel itinerary changes, please let us know right away, so we can ensure your pet is cared for until you return. Extra fees will apply to prolonged visits or emergency pet care with less than 24 hours advance notice.

Payment

Payment is due in full, at the time of service. A valid credit card must be provided to schedule services. Gratuity is customary and may be left in your home for your sitter to pick up, added to your service schedule, or charged to your invoice.

Communication

We absolutely love open communication and thrive to keep our clients updated on behavioral changes while your pets are in our professional care. We are happy to schedule daily updates, in advance, at an additional cost of $1 each. However, please limit communication, including calls and emails during holidays, weekends, and peak care hours, unless it’s an emergency, so we may provide your animals with 100% undivided TLC.   All correspondence is handled through the TTP software app, or email during business hours, so please allow us time to return your request. Email is our preferred method of communication. Our business line, 720.320.3902, does NOT receive texts, and ask that your refrain from calling/texting your sitters privately. Our sitters work on a contractual basis, many have other professional careers, in which they cannot be disturbed while at their full-time jobs. Sitter engagements via the TTP app, are GPS tracked for your peace of mind.

The home care aide certification application contains an attestation. This is a legal attestation. The attestation must be completed by the person applying for certification. It is not legal for this to be completed by anyone else. It may be a reportable felony offense. We may take action against people for making false statements.

If you aren’t eligible for the DSHS benefit, also known as state pay, you’ll need to pay the application and examination fees. You may use a debit card, credit card, or electronic bank withdrawal. Applicants eligible for state pay won’t be asked to pay online. Please make sure your address on the payment screen matches the address your bank has for you. This fee is not refundable. There is a convenience fee to apply online.

After reviewing your application, we may contact you with additional questions. Check for any follow-up emails, including checking your spam and junk mail folder.

Online application instructions are on our website. Online applications are accessed through SecureAccess Washington (SAW) security portal. You’ll need to add the Department of Health Online Application Portal service to access the online applications. The first time you add the service, you’ll be prompted to answer several questions to verify your identity. The questions will match the name and address you provide with the existing public record information. Because the questions come from public record, you need to provide a complete address and your full legal name as it appears on your driver’s license or birth certificate. You may find you have to enter a former address, especially if your address has changed recently (within the past one or two years) to get the right questions that pertain to your identity. If don’t have sufficient information in the public record to verify your identity and aren’t currently credentialed by the Department of Health, then you’ll need to submit a paper application, as you won’t be able to access the Online Application Portal.

Once you have completed the process you will receive an email with your pending credential number, or you may look on Provider Credential Search. Refer to this credential number any time you contact Department of Health or submit paperwork.

Fees submitted with applications for initial credentialing, examinations, renewal, and other fees associated with the licensing and regulation of the profession, are non-refundable.

Education and examination

Long-term care workers must complete 75 hours of training through a program approved by the Department of Social and Health Services, and must successfully pass the home care aide certification examination.

State license verification

Applicants must list all states where they do or did hold credentials. This list must also include when the applicant has applied for a credential, even if a credential was not granted. The jurisdiction where the applicant is or was credentialed must complete and submit the verification form (PDF). The jurisdiction must send the completed form directly to the department.

Personal data questions

Each applicant must answer the personal data questions. If there is a positive answer, the applicant must send an explanation, and for any conviction or legal proceeding, must also include copies of the original complaint, and the settlement or final disposition. If a case is pending, applicant must indicate status.

Background check

An applicant who is already working as a long-term care giver must have a fingerprint background check done through Department of Social and Health Services (DSHS). DSHS will provide results directly to the Department of Health.

Process for approving/denying applications

We finish final review for approval after a credentialing specialist verifies that the application is fully complete, and complies with requirements in chapter 18.88b RCW and chapter 246-980 WAC. We complete background checks and make sure applicants have submitted required fees. Credentialing supervisors and lead workers have the authority to approve routine applications. The disciplining authority may conduct further review if the credentialing supervisor can’t verify the applicant meets all requirements. We’ll formally notify applicants of a denial. Those applicants may request a hearing to appeal the decision.

Renewal requirements

Home care aides must renew their license every year. Credentials expire on the credential holder’s birthday and may be renewed within 90 days of the expiration date.

Continuing education requirements

Twelve hours of continuing education approved by the Department of Social and Health Services is due each year with renewal of the certification. The home care aide must certify that he or she has completed the required continuing education with their renewal. The Department of Health randomly audits home care aides. If you are chosen for the continuing education audit, the department will contact you and request documentation that you completed the required continuing education during the required timeframe.

Legislative Changes to the Home Care Aide Profession

Due to recent legislation, the following changes take place on July 23, 2023:

  • If a home care aide credential is expired less than five years, no continuing education is required to renew the credential. You will simply complete the required forms and pay the fee. If a credential is expired for more than five years, retraining and examination is required.
  • If a caregiver in training changes employers or returns to employment with a former employer, they may now start over with a new date of hire. This starts over the 200 days they have to receive their credential. To restart the 200 days: 
    • If you are obtaining an initial credential, speak with your credentialing specialist by email or phone.
    • If you are renewing an expired credential, submit an updated Employment Verification Form online.
  • You will be able to provide care to the following individuals without obtaining or maintaining a home care aide credential:
  • Biological, step, or adoptive child or parents.
  • Siblings, aunts, uncles, cousins, nieces, nephews, grandparents, and grandchildren (including by marriage or domestic partnership).
  • If you care for one of the above individuals, work with the Consumer Direct Care Network Washington to be classified as an exempt family caregiver.
  • You will be required to obtain and maintain a home care aide credential when caring for a spouse or registered domestic partner, unless you qualify for the US Dept of Veteran Affairs home and community-based programs.

The following changes will take place on September 1, 2023:

  • From September 1, 2023, through July 1, 2025, if your credential has been expired for more than six months but less than two years, your credential will be automatically renewed with no fee, forms to complete, or CE requirements.

2. Pass Written Exam

  • The pass rate is 70 to 80 percent, depending on the state.

3. Practical Skills Exam

After the Home Health Assistants complete the written exam, they take the Practical Skills Exam. Here are five details about the practical skills exam:

  • It tests three to six skills randomly selected by exam moderators.

  • The exam tests skills such as checking vital signs and bathing patients.

  • It takes 25 to 30 minutes to complete.

  • You can pass between 70 and 80 percent, depending on the state.

  • There are some critical skills that require adequate work to pass.

4. Register with the HHA Registry

After home health aides pass their exams, they go to the registry to register their certification. This registry is overseen by the US Department of Health and Human Services. Once you apply to this department, you can legally use your certification on resumes and job applications.

Personal Care Assistants – NY State PCA Certified is a person who provides nutritional support, personal care assistance, and maintains the environment a person needs to stay in their home.

Registered Nurses – A New York State (NY) licensed physician responsible for providing direct skilled nursing care to patients. Provides shift and private nursing services. Responsible for planning, coordinating, delivering and evaluating direct medical services to patients and their families in accordance with the professional practice law and agency policy.

Physiotherapists – Licensed by the State of New York (NY) responsible for providing physical therapy services to individuals who demonstrate functional limitations. Speech Therapists – ST is licensed by the State of New York and must be certified in clinical practice in speech by the American Speech and Hearing Association. ST services are provided to individuals who have speech and language problems, including language difficulties or delays. Speech and language problems can be both expressive and receptive. In addition, ST services are also beneficial for patients suffering from dysphagia. ST works with patients to improve their ability to self-administer ADLs related to their communication or swallowing, such as when talking on the phone, eating, or managing oral secretions.

If you’ve ever lived with cats, you probably know how much fun they can have with a paper bag. Here is a list of some of the other common household items that make excellent cat toys.

•   Plastic Eggs– Fill them with unpopped popcorn kernels, peppercorns, dry beans, grains of dry rice or coins. These are great for visually impaired cats, and all cats love the sounds.
•   Empty Cardboard Rolls– Pull treats or toys through the opening or place them inside the roll. Your cat will have fun chasing the rolls or swatting at the toys inside. 
•   Crinkled Tin Foil– Crumple up a sheet of tin foil to provide an interesting change in texture and sound from a cat’s usual ball toys.
•   Rope/Cable/Tubing– To make string-like toys that are safe for unattended play, use materials that are thick and short, such as mountain climbing rope, bicycle break cables (with caps on the ends) and flexible plastic tubing.  
•   Drinking Straws– Look for straws in colors that contrast your flooring. Brightly colored straws are very popular with kittens!
•   Driftwood/Firewood– Both are excellent, natural scratcher options that can last for decades. 
•   Corks– Corks are loads of fun to chase, and they also absorb scents. Store them in a bag of catnip for a few weeks to make them an even more enticing toy.
•   Tissue Boxes– Place toys or treats in side to make these recyclable options irresistible to curious cats. Most pet supply stores carry studier, ready-made holey boxes.
•   Finger Puppets– These toys are especially fun when filled with catnip and sewn shut. Be sure the puppets don’t have loosely attached beads, buttons or other baubles. Also, painted features should only contain non-toxic paint or fabric dye.
•   Wrist Watches– Offer your cat your old, broken watch before throwing it out. Cats love them because your scent is on the band.
•   Pom-Pom Balls– It is important to select balls that are too large to be a choking hazard. You can store pom-pom balls in catnip for an extra treat.

Some of the duties you perform as after you obtain your caregiver certification include monitoring the condition of clients, residents, or family members who may have disabilities or chronic illnesses. More specifically, you will help them with what is referred to as ‘activities of daily living’, or ADLs. The essential purpose of your job as a home health aide is to improve the quality of life for your clients, residents or loved ones. Likewise, your job is to help people recover or live in a safe, happy, healthy environment.

It is common after the acquisition of HHA certification for many home health aides to work with the same person for many years. When home health aides work with people who are recovering from an illness, injury, or surgery the amount of time that the home health aide spends working with one patient is sometimes shorter in duration, typically only a few weeks. One of the reasons that home health aides are often called in to help with a patient who needs short-term care is that family is not always able to meet the patient’s needs during the at-home recovery process. Where Do You Work After You Obtain HHA Certification?

One you obtain home health aide certification, or HHA certification, you may work in a number of different settings to include the homes of your clients, assisted living facilities, group homes, and adult day care centers.

Typically, once you have acquired HHA certification, you will work full time. There are also many over-night positions, and you may work part-time as well. There are, in fact any number of job settings that you might find yourself in after you obtain HHA certification. The average salary for a home health aide is around $27,000 annually. One of the best things about getting home health aide certification is that fact that the employment outlook is very good. In fact, the home health aide field is expected to grow well over 30 percent from 2020 to 2030. This is a much greater pace than most other professions/occupations. The Home Health Aide Role

One thing we want to point out is the fact that home health aides are not intended to take over the responsibilities of nurses or doctors, although sometimes there is a tendency to rely heavily on the home health aide because they spend so much time with their clients, patients, or family member. Likewise, once you acquire HHA certification and are on the job, the services that you provide are always according to doctors’ orders and the patients, client’s or family member’s service plan. Bottom Line Once You Obtain HHA Certification

While there are a lot of different names, titles, and designations for caregivers such as the aforementioned HHA Certification, Home health Aide Certification, or simply caregiver certified, the bottom line is not the title. Legislative Changes to the Home Care Aide Profession

Due to recent legislation, the following changes take place on July 23, 2023:

  • If a home care aide credential is expired less than five years, no continuing education is required to renew the credential. You will simply complete the required forms and pay the fee. If a credential is expired for more than five years, retraining and examination is required.
  • If a caregiver in training changes employers or returns to employment with a former employer, they may now start over with a new date of hire. This starts over the 200 days they have to receive their credential. To restart the 200 days: 
    • If you are obtaining an initial credential, speak with your credentialing specialist by email or phone.
    • If you are renewing an expired credential, submit an updated Employment Verification Form online.
  • You will be able to provide care to the following individuals without obtaining or maintaining a home care aide credential:
  • Biological, step, or adoptive child or parents.
  • Siblings, aunts, uncles, cousins, nieces, nephews, grandparents, and grandchildren (including by marriage or domestic partnership).
  • If you care for one of the above individuals, work with the Consumer Direct Care Network Washington to be classified as an exempt family caregiver.
  • You will be required to obtain and maintain a home care aide credential when caring for a spouse or registered domestic partner, unless you qualify for the US Dept of Veteran Affairs home and community-based programs.

The following changes will take place on September 1, 2023:

  • From September 1, 2023, through July 1, 2025, if your credential has been expired for more than six months but less than two years, your credential will be automatically renewed with no fee, forms to complete, or CE requirements.

  • Includes 60 to 70 questions.

  • The pass rate is 70 to 80 percent, depending on the state.

3. Practical Skills Exam

After the Home Health Assistants complete the written exam, they take the Practical Skills Exam. Here are five details about the practical skills exam:

  • It tests three to six skills randomly selected by exam moderators.

  • The exam tests skills such as checking vital signs and bathing patients.

  • It takes 25 to 30 minutes to complete.

  • You can pass between 70 and 80 percent, depending on the state.

  • There are some critical skills that require adequate work to pass.

4. Register with the HHA Registry

After home health aides pass their exams, they go to the registry to register their certification. This registry is overseen by the US Department of Health and Human Services. Once you apply to this department, you can legally use your certification on resumes and job applications.

What to Know About the Growing Popularity of Employer-Sponsored Child Care

The last several years have served as one prolonged watershed moment for the early care and education sector.

The pandemic and its many aftershocks — including a hit to labor force participation among women and a severe early childhood staffing shortage — helped many Americans unacquainted with these issues begin to understand the integral role that early care and education play in economic and social stability.

Many employers became more aware of the challenges of raising children in the United States, where child care and early childhood education are not guaranteed and, in many places and for many families, are prohibitively expensive and inaccessible.

The national annual average price of child care in 2022 was $10,853. In some parts of the country, it can cost more than double that. A federal solution to this widespread and well-documented scourge has not emerged, though Congress came close to passing transformative legislation around child care in 2021. While other efforts have been proposed — and some have even passed — at the state and local levels, many working families are still left in the lurch.

As a result, some employers have stepped in, offering a range of child care benefits in hopes of attracting and retaining qualified workers in a tight labor market — the idea being that, if employees are happy with their child care arrangements, they will show up to work more focused and satisfied.

In a recent Care.com survey administered to leaders from 500 companies, 46 percent said they are prioritizing child care benefits in 2023. That probably has something to do with the fact that nearly 80 percent said they’ve found that child care benefits boost their company’s productivity, recruitment and retention.

But as far as solutions to child care go, is employer involvement a good one? Not everyone thinks so.

The growing popularity of this approach — and the controversy surrounding it — was the subject of a recent in-depth story that EdSurge co-published with USA Today, following interviews with a dozen early care and education providers, policy experts, advocators and employers, as well as a visit to an on-site employer-sponsored child care program.

Here are the key takeaways from that reporting:

1. Employer participation in child care is gaining steam.

KinderCare, a large for-profit operator of early care and education programs across the country, has seen its employer-sponsored child care program grow from 400 employer clients in 2019 to 600 today — representing a 50 percent increase. Those clients include companies such as Cisco, Google and Walgreens. Meanwhile, WeeCare, a network of mostly in-home child care providers, launched a concierge-style child care benefit service in late 2021, that now has more than 100 corporate clients.

Even the federal government is warming to the idea of employer-sponsored child care: In February, the Biden administration announced a plan that makes federal subsidies for semiconductor manufacturers contingent on companies’ commitment to providing child care assistance to employees.

2. Child care benefits come in many shapes and sizes.

On-site child care centers are a popular and visible approach to employer-sponsored child care, in which employers typically partner with a third-party operator such as KinderCare or Bright Horizons to build and manage a child care program in or near the facility where employees are centrally located. However, this is one of many models. Employers can also partner with established child care programs in their communities to reserve “slots” for employees. They can offer “back-up care” for employees when child care needs arise unexpectedly. And they can provide financial assistance to employees, via pre-tax benefits such as dependent care flexible savings accounts or monthly stipends to offset the cost of child care for families.

3. Families want maximum flexibility.

“On-site child care used to be THE thing,” said Dan Figurski, president of the KinderCare division that helps employers build out child care benefits. “Now, people want more flexible arrangements.” Today, many of the employees who once reported in person every day to company offices are now working remotely some or all of the time. As a result, on-site child care has lost some of its convenience and appeal. KinderCare’s Tuition Benefit program, which allows families to use their workplace benefits at any of the 1,500 KinderCare centers across the country, has seen a 40 percent increase in participation since the pandemic began. Financial benefits such as stipends toward the cost of child care seem more likely to prosper in this new era.

4. Workers have unequal access to child care benefits.

One of the arguments against employer-provided child care is that, like other job-linked benefits such as health care, it is typically available to some — not all — employees. A part-time worker likely wouldn’t get to take advantage of their employer’s child care benefits. People who work nontraditional hours — say a construction or health care worker on the night shift — are also less likely to be offered child care that meets their needs. Historically, job-linked child care benefits have been available to white-collar employees, not shift workers.

Some people — employers and child care operators among them — would argue this is changing. The Dollywood Company, which runs a theme park and resort in eastern Tennessee with 3,800 employees, offers monthly financial assistance for child care in lieu of an on-site center so that the benefit could be available to all workers, from the ride operators to accountants, regardless of their hours.

Still, data from the U.S. Bureau of Labor Statistics shows employer-provided child care benefits remain rare among low earners.

5. This approach is not embraced by all.

Employer-sponsored child care is an idea that has split the early care and education sector in recent months. One faction of the field believes that it is an acceptable solution in the absence of a perfect one, and that it will suffice while they wait for the large public investment that many have been advocating for for years. The other feels that employer involvement could distract and detract from the push for a new, better system.

Elliot Haspel, author of “Crawling Behind: America’s Childcare Crisis and How to Fix It,” put it this way in a recent essay in the Atlantic: “As America learned with health care, if we get used to a service being tied to employment, that idea can become entrenched and very hard to change. Today’s stopgap measures become tomorrow’s status quo. Marching down such a path will make it even harder to gain the momentum needed to build and fund a child-care system that works for everyone.”

Until the age of twelve, he was brought up at home, then he graduated from the three-year German school of St. Anna (Annenschule), after which he studied at the gymnasium for three years. In the penultimate class of the gymnasium, he took advantage of the opportunity and passed the entrance exams to the university, along with those who received home education, without completing the gymnasium course. Anatoly Koni became a student of the Faculty of Physics and Mathematics. He decided to refuse the help of his parents and earned a living by studying with students. Moreover, he gave lessons in a variety of disciplines: from literature and history to botany and zoology. When St. Petersburg University was closed in the winter of 1861 due to student unrest, Koni transferred to Moscow University, but already to the Faculty of Law. He prepared a dissertation for the degree of candidate “On the right of necessary defense.” In June 1865, Koni graduated from the university course with a degree in law, and in December of the same year, his dissertation was published as an appendix to the Moscow University Gazette.

    During all the years of studying at the Faculty of Law, Anatoly Koni had only one B out of 69 examination grades – in the history of Roman law.

    The rector of the university offered Koni to start reading a course in criminal law, but he refused, as he considered himself insufficiently prepared. The trip of the young scientist to a foreign internship accepted at that time could not take place, since after the assassination attempt on Alexander II in April 1866, the government stopped this practice.

    Anatoly Koni joined the civil service, becoming a lawyer in the Military Ministry. The beginning of his work coincided with a serious reform of the Russian court (“Basic Provisions” 1862, “Judicial Charters” 1864). For the first time in the country, a public court appeared with debates of the parties before a panel of elected jurors, and the independence of the courts from the administration was proclaimed. Anatoly Koni enthusiastically accepted the reform and decided to go to work in the judiciary. He began working in the St. Petersburg Court of Justice as an assistant secretary, in 1867 he became the secretary of the prosecutor of the Moscow Court of Justice. In the same year, he was appointed deputy prosecutor, first of the Sumy, then the Kharkov district court. In 1869was transferred to the same position in the St. Petersburg District Court. Participated in the implementation of judicial reform in the Kazan district, as a district court prosecutor. In 1871 he was appointed prosecutor of the St. Petersburg District Court, four years later he was appointed vice director of the department of the Ministry of Justice.

    Anatoly Koni became famous as a court speaker. A large audience gathered to listen to his speeches. Koni was the chairman of the court in the case of Vera Zasulich. Anatoly Koni also participated in other high-profile lawsuits. He was the accuser in the case of Abbess Mitrofania of the Serpukhov Monastery, guilty of fraud and forgery of bills. In 1881, at the request of the new Minister of Justice, Dmitry Nabokov, the father of the famous writer V.D. Nabokov, Koni took over as chairman of the department of the St. Petersburg Court of Justice for civil cases. In 1888, he was the head of the investigation into the crash of the royal train at Borki station. At 1892 year Koni became a senator. In 1907 he was a member of the State Council, and in 1910 he received the rank of real privy councillor. After the revolution of 1917, Koni’s main occupation was teaching. He lectured at St. Petersburg Universities, at the Cooperative Institute, at the Living Word Institute, as well as at various cultural and educational organizations. His studies concern not only criminal proceedings and the history of the Russian court, but also Russian literature, theory and history of oratory.

    Anatoly Koni is also known as a writer and publicist. In 1881 he wrote his first literary work, Dostoevsky as a Criminologist. In addition to court speeches, four volumes of his memoirs “On the Path of Life”, stories about old Petersburg, essays about Pushkin, Lermontov, Nekrasov, Tolstoy, Korolenko, Turgenev, Chekhov were published. On January 8, 1900, Anatoly Koni was elected an honorary academician of the Academy of Sciences in the category of fine literature. Anatoly Koni was personally acquainted with Leo Tolstoy and corresponded with him for many years. He told the writer, in particular, about two cases from his legal practice. In the first, in order to escape from an unloved wife, the husband faked suicide. In the second, a prostitute was tried on charges of poisoning a merchant who visited a brothel, and the man who had once seduced this girl was included in the jury. From these stories, the plots of Tolstoy’s works “The Living Corpse” and “Resurrection” were born. The novel “Resurrection” Tolstoy even called in his letters “Konev’s story”.

    On January 10, 1918, he was elected professor of the department of criminal law at Petrograd University. From 1917 to 1920 he delivered over a thousand lectures. September 17, 1927 Anatoly Fedorovich Koni died in Leningrad.

    The highest departmental medal of the Ministry of Justice of the Russian Federation was named after Anatoly Koni.
