Armenia risks dropping out of the North-South transport corridor project

The construction of a railway and a highway through Meghri through the territory of Armenia depends on the position of Armenia / Andrey Gordeev / Vedomosti

The western route of the North-South International Transport Corridor (ITC) may pass through Azerbaijan and Iran instead of Armenia, if this country does not solve the issue of the transport blockade. This was stated on October 21 by Russian Deputy Prime Minister Alexei Overchuk, who oversees international cooperation, at the Made in Russia 2022 export forum.

The official stressed that the establishment of transport links between the western regions of Azerbaijan and Nakhichevan through the territory of Armenia or Iran is important for creating a “crossroad” of the main international transport corridors “North-South” and “East-West”. The implementation of these transport projects, according to Overchuk, will allow the economies of Azerbaijan, Armenia and Georgia to begin to receive “additional rent” associated with the advantage of their geographical position in Eurasia.

“The construction of a railway and a highway through Meghri (the so-called Zangezur corridor 40 km long in the Syunik region connecting Yerevan with Iran. – Vedomosti) through the territory of Armenia depends on the position of Armenia,” Overchuk emphasized. The route will connect not only the north and south (i. e. Armenia with Iran), but also the west with the east (Azerbaijan, Armenia, the isolated Nakhichevan region of Azerbaijan and Turkey).

But there is an alternative to this route: Azerbaijan and Iran have already started building bridges on the border, which will link the roads of the two countries and allow for the shortest and most convenient movement between the western regions of Azerbaijan and Nakhichevan, Overchuk said. He added that a road bypassing Armenia, which will provide access to the markets of Turkey and further Europe, is already being built through Iran and could be commissioned by 2024.

Transportation along the western route of the corridor is growing: in the first nine months of 2022, 5.3 million tons of cargo passed through the Samur-Yalama border crossing with Azerbaijan (55% more than in the same period last year), Sergey Pavlov, First Deputy Head of Russian Railways, said at Forum “Made in Russia”.

Armenia still does not participate in the North-South project, but has repeatedly declared its interest in this. In early September, at a meeting of the Armenian government, Prime Minister Nikol Pashinyan said that it was “very important for the country to establish rail links with Russia and Iran,” and also expressed his readiness to resume the peace process with Azerbaijan to resolve the Karabakh conflict. Why Armenia found itself in a transport blockade

Armenia does not take part in the creation of the North-South transport corridor, due to the fact that the railway that connected the USSR with Iran has been partially dismantled today. On the Iranian side, 15 km of the canvas are simply flooded by the reservoir of the Khudaferin hydroelectric power station. At the same time, there is nowhere to move the branch: a tunnel is needed in the Armenian Meghri region. There has been no movement along the line since 1991.
Transit to the east for Armenia is limited due to the closed borders with Turkey since 1993 against the backdrop of the first Karabakh conflict. Iran will be interested in Armenia as a significant transit point only when Tehran does not have to pay for the construction and development of infrastructure there, and establish trade and logistics chains at its own expense, adds Adlan Margoev, a researcher at the Center for Middle East and African Studies at IMI MGIMO. “If Armenia opens up to the extent that it will be possible to develop and use the existing infrastructure in case of opening the border with Turkey, and Azerbaijan, for example, finances this process, then Iran will support it in every possible way,” the expert believes.
