“Children’s Space Station” is the name of a new kindergarten that opened in Nizhny Novgorod on Gagarin Avenue under the Demography national project. Dozens of young families from the new residential complex “Gagarin Heights” were waiting for this kindergarten. Spacious music and sports halls, a swimming pool, a video surveillance system – there is everything that is necessary for the full development and safety of children. “It is symbolic that this kindergarten is decorated in a space style,” Governor Gleb Nikitin said. “A year ago we opened the same school here. I hope that this motivates the guys to be interested in the topic of space. Under the Demography national project, we are introducing a large number of objects with an emphasis on nursery groups in order to completely eliminate the queue for children from one and a half to three years old. There are 280 places here, 80 of them are just a nursery group.”

In the summer, a new kindergarten for 140 children, built in the village of Kamenki, Bogorodsk municipal district, will also receive pupils. His pupils will be children living in the neighborhood. According to Anna Kashirina, head of the kindergarten, the most modern equipment has already been purchased under the Demography national project – there will be a design center with different types of constructors, a center for the development of gaming activities, and a cultural heritage center.

“And in the center of early career guidance, children will be able to try themselves in different professions – a cook, a doctor, a traffic policeman,” says Anna Kashirina. – Several zones are equipped for this – a mini-doctor’s office with a couch and a table, you can change into a doctor’s gown. There is a shop with a counter with vegetables and fruits. Each age group has its own training program at the center.

Now the groups are filled with equipment, a team is being formed.

Kindergarten from 7 months old

60 new places appeared in Kindergarten No. 13 “Delfinchik” in the town of Bor – a year ago an annex was built here for the youngest pupils from 6 months to 3 years old. There are three groups: from 6 months to a year, from a year to 2 years and from 2 to 3 years. According to the head Tatyana Serova, 9 children under one year go to the kindergarten, their number is constantly growing.

“The annex has music and sports halls, interactive panels,” the manager Olga Goryachkina told us. “We are planning to open a psychologist’s office and a group for children with disabilities.”

At the end of 2021 – beginning of 2022, six kindergartens were put into operation in the Nizhny Novgorod region. These include a kindergarten on Verkhovaya Street for 320 children, which will eliminate the queue for preschool institutions in the microdistrict, a kindergarten in Balakhna for 80 children; a kindergarten on Gagarin Avenue next to the Nizhny Novgorod Agricultural Academy for 280 children. Total number of preschool places – 980.

“In no case will we stop construction. This is both an important social task and a tool to support the economy and the construction industry,” said Governor Gleb Nikitin.

According to the Ministry of Education of the region, by the end of 2022, another 14 kindergartens will be put into operation.

The social sphere in Ukraine remains the domain of the state, and the market of preschool educational institutions is no exception. According to the State Statistics Service, in 2015 there were 14.8 thousand kindergartens in the country (1.9 thousand less than in 2013). The main reason why their number has drastically decreased is the annexation of Crimea and the conflict in Donbass. Compared to 2014, the pace of closing kindergartens last year was within the pre-crisis levels, when an average of 100-500 kindergartens were closed per year. So, last year, about 200 kindergartens were closed throughout Ukraine, mainly due to the unsuitability of the premises.

Public kindergartens are attended by 1.29 million children, which, according to official statistics, covers only 55% of the need for preschool institutions. It would seem that with the impossibility of maintaining and repairing Soviet-era buildings and such a shortage of public kindergartens, it would be advisable to open the market for private ones, but this does not happen, writes the TOP-100. In 2015, 14,813 kindergartens operated in Ukraine, of which 14,567 were communal, 69 were state-owned, and 177 were private.

Why are there so few private kindergartens? It’s all about the huge amount of permits that need to be collected by those who wish to engage in preschoolers. To obtain a work permit for a private preschool educational institution, it is necessary to obtain a license for educational services, obtain a permit from the “firefighters”, the so-called certificate of labor protection, and finally obtain a work permit from the city authorities. And the most important (and difficult) – the building in which the kindergarten will be located, must comply with strict sanitary regulations. Compliance with sanitary standards for kindergartens is critical, because children should sleep there, spend their free time from school, and also eat. So the most difficult thing for a private kindergarten is to get a conclusion from the sanitary and epidemiological station. The fact is that the norms of sanitary regulations are morally outdated. For example, there is a rule that requires the kindergarten to be in a separate building with its own kitchen and laundry, as well as a special area for walking.

As a result, only those preschool institutions that are located in separate premises, often built from scratch under sanitary standards, can legally afford to operate. For the most part, rented premises cannot pass sanitary control, and not everyone can afford to build a new building for a kindergarten. And not all parents can afford to pay for such a kindergarten, because education in institutions of this type starts from UAH 10,000 and can reach $1,000. . per month.

As a rule, private kindergartens located in the buildings of former communal kindergartens receive permission from sanitary and epidemiological stations. “Only large private kindergartens that were built according to sanitary regulations and meet all standards, albeit outdated, receive a license,” says Nelya Podgornaya, founder of the Japanese Garden kindergarten.

As market participants explain, in the early 1990s, the city authorities leased the empty buildings of former kindergartens to private owners for a symbolic hryvnia, on the condition that they continue their work. By the way, this law is still in force, only there are fewer and fewer buildings that could be taken under guardianship, and it is becoming more and more difficult to issue documents.

In addition, such a kindergarten requires considerable investment. It is necessary to invest at least UAH 100,000 in repairs, purchase of new furniture and equipment, and parents will have to pay from UAH 7,000 to 10,000 monthly for such a kindergarten.

Prices for their services range from 2.5 thousand to 5 thousand UAH per month. Opening a home-type kindergarten is not so expensive, if we compare the level of investment with the construction of a separate kindergarten: the minimum threshold for entering the market is UAH 60,000.

In order to legalize the work of home-type kindergartens, in May 2016, the Ministry of Education and Science, together with the Ministry of Health, adopted the long-awaited amendments to the sanitary regulations. First of all, the new regulation allows to equip a kindergarten in ordinary apartments, private houses and office centers. The amended norms of the sanitary regulations make it possible to outsource cooking and laundry (previously these norms were the main obstacle to the legalization of home-type kindergartens).

“The new amendments to the regulations allowed us to get out of the shadows. If we talk about our kindergarten, it is quite large, besides, we have a separate area for walking. The only obstacle was the lack of a catering facility. Now we can collect all the necessary documents,” says founder of the kindergarten DomReggio Daria Kaminskaya

At the same time, the owner of a small garden “Japanese Garden”, located in the private sector of Kyiv, complains that she cannot get permission from the sanitary and epidemiological station due to the lack of a separate fenced area for children to walk. “It is this norm that is now an obstacle for us. I note that we received a license for educational activities from the Ministry of Education and Science, but this is not the most important thing,” says Nelya Podgornaya. We add that almost all kindergartens that operate outside the sanitary regulations are registered as private enterprises. Some of them function as public organizations.

Another standard that will make life easier for kindergartens of any form of ownership is the new procedure for admitting children after illness. Now the parents of a child who has spent three working days at home do not have to bring a certificate from the pediatrician to the kindergarten.

In general, according to the Ministry of Education and Science, the new sanitary regulation should “help develop networks of both communal and private kindergartens, and thereby increase the percentage of enrollment of preschool children attending kindergartens.” But it is still too early to say that this has really moved things off the ground. The regulation does not last long, and market participants have just begun to work on it. And most importantly, although the new regulation will allow part of the kindergartens to come out of the shadows, it is still very far from the legalization of 100% of preschool institutions, because the market players themselves say that the rules for the operation of kindergartens should be further simplified.

Sozvezdiye Kindergarten opened in Cherepovets

Back in February, this place was a wasteland, and today a new, bright kindergarten flaunts . He appeared in the Zasheksninsky district of the city, where preschool institutions are sorely lacking.

The garden has playgrounds for all-round physical development of children – a place for ball games and skiing, a jogging track. Kindergarten built ahead of schedule Stroygroup company .
