Putin’s rating in Tatarstan has approached absolute over the year

If people were asked to evaluate the activities of the Lord God, he would most likely receive much more modest ratings than the President of Russia

Despite the most difficult year, the first persons of Russia and Tatarstan updated historical records: 94.2% of Kazan citizens and 90% of Chelny residents highly appreciate the activities of the country’s president, and Minnikhanov’s rating was 88.6% for Kazan and 81.7% for Chelny residents. These are the results of a study conducted in July by the CAIR on the order of BUSINESS Online. In addition, the survey showed where United Russia is heading, how Chelny is “redder” than Kazan, and how differently their residents assess the situation in their cities.

ON CRISIS YEAST

Recent events once again proved the poet’s rightness: “You can’t understand Russia with the mind, you can’t measure it with a common yardstick…” others. Western experts talk about political anomalies: “Putin does not obey the laws of gravity.” But the “Putin anomaly” seems to be becoming the norm: studies show that support for the president is growing. The wave of patriotic upsurge that swept over last year does not even think of subsiding. Putin’s rating is, in fact, a rating of hope.

This applies to Russia in general and Tatarstan in particular. For the fourth year in a row, the Center for Analytical Research and Development (CAIR), commissioned by BUSINESS Online, has been conducting public opinion polls in Kazan, measuring, among other things, the ratings of politicians. This time we interviewed 1100 people in the two largest cities of Tatarstan. The survey was conducted quite recently – in July, and its results are especially interesting on the eve of the forthcoming presidential elections in September in Tatarstan, combined with elections to local councils. For the first time in the last 14 years, the head of the republic will be elected by the population – and on an alternative basis.

Interestingly, in response to the question “Have your attitude towards Vladimir Putin changed over the past year?” more than half of the residents of Kazan and 44.3% of the residents of Naberezhnye Chelny answered: “It has changed for the better.” That is, the degree of sympathy for the president of the country has obviously increased during the year of the crisis. It can be assumed that the components of this success are the annexation of Crimea, Putin’s image as the architect of the revival of Russia’s greatness, and a consistent policy of maintaining social stability. Even the December shock associated with the unprecedented growth of the currency turned out to be powerless to change the general trend: people appreciated the government’s swift actions to curb the crisis and rallied even more around the head of state.

However, if a friend is known in trouble, then, paraphrasing folk wisdom, we can say that the president is tested in times of crisis. The more complex the challenges and the less time for reflection, the more it depends on one person – his intellect, his beliefs, his competence. “It’s amazing to have a real crisis on your hands after half your life has been spent on all sorts of boring things like conservation!” By the way, this is not Putin said, this is Margaret Thatcher.

What catches the eye: the attitude towards Putin in Kazan is traditionally warmer than in the country as a whole. In Russia, according to the Levada Center, the president’s rating has now reached its historical maximum – 89%. In Kazan, last year, against the backdrop of the Ukrainian events, it immediately jumped by 11.1% and amounted to 91.4%. Then it seemed like an off-scale result – it was very difficult to imagine a higher figure. Nevertheless, this year the president’s rating has grown again, adding 2.8% in Kazan, and reached 94.2%. In Chelny, the level of support is slightly more modest – 90.9%.

In general, 77.4% (+7.3 percentage points compared to last year’s survey) of Kazan citizens and almost the same number – 78% – of Chelny residents have confidence in Putin.

KNOW, APPROVE, TRUST

A similar mainstream is also observed inside Tatarstan. In Kazan, the crisis did not affect public consciousness in any way. The level of publicity of political figures that are significant for the region, if it has changed, then, with rare exceptions, has increased. The fact that all ratings were headed by Rustam Minnikhanov and Mintimer Shaimiev was no surprise to anyone. But it is interesting that now they go nostril to nostril. 88.6% (+2.3 percentage points compared to the results of the survey in 2014) of Kazan respondents and 81.7% of trade workers assess Minnikhanov’s activities as “generally positive”, 67% (+7.9%) of Kazan and 59.2% of Chelny residents. Shaimiev’s rating is 86% (+3.9 percentage points) in Kazan and 77.2% in Naberezhnye Chelny. Trust in him is traditionally high: 67.3% (+6.5 p.p.) in Kazan and 63.6% in Chelny.

The higher level of approval and trust in the leaders of the republic in Kazan is explained, first of all, by the stable social situation and the high quality of life in the city. Some skepticism of Chelny residents is obviously due to the fact that due to the dependence of the city on KAMAZ, they have already felt the cold breath of the crisis, which slightly “froze” the level of trust in the first persons of the republic.

In Kazan, the position of State Council Speaker Farid Mukhametshin is stronger than in Chelny. The Prime Minister of the Republic of Tatarstan Ildar Khalikov, who worked for many years as mayor in a motor city, has the opposite situation

The positions of the speaker of the State Council are also noticeably stronger in Kazan Farid Mukhametshina : in the capital of the republic 80.8% (+5.5 p.p.) of respondents approve of his activities, in Naberezhnye Chelny – only 61.2%.

The reverse situation with the Prime Minister of Tatarstan Ildar Khalikov : in Chelny, where he worked as mayor for many years, 67.3% of respondents approve of his activities, while in Kazan his rating is 53.2% (-1.8 p.p. compared to the previous year). However, Khalikov’s positions look quite convincing, given that the prime ministers of Tatarstan are traditionally not very public figures. Eloquent confirmation of this is the survey data. Only 31.7% of Kazan respondents consider themselves aware of the activities of Khalikov (in Chelny this figure is much higher – 51. 2%). For comparison: awareness of Minnikhanov’s activities is 76.2% in Kazan and 61.8% in Chelny, and 70.9% of Shaimiev’s activities% in Kazan and 58.1% in Chelny, Mukhametshin’s figures are 51.9% and 31.9%, respectively. There is a clear correlation between awareness of the leader’s activities and his support. Those about whom they know less, people are in no hurry to bestow their sympathy.

So, 74.9% of respondents are aware of the activities of the mayor of Kazan Ilsur Metshin , his work is positively assessed 81.9% of survey participants and generally trust 49.9%.

Nail Magdeev , unlike Metshin, became mayor relatively recently, and the level of awareness of Chelny residents about his activities, of course, is weaker – 45.8%. 61.9% of residents of the second largest city of the republic positively assess its activities, the level of trust in it is 40. 3%.

GULLIVER IN THE COUNTRY OF LILIPUTS

The results of the study show that 72.4% of respondents in Kazan are aware that the presidential elections in the Republic of Tatarstan will be held on September 13th. The level of awareness of Chelny residents about the upcoming elections is slightly lower – 61.9%. Accordingly, almost 10% more Chelny residents heard about it for the first time from sociologists while filling out the questionnaire. Thus, almost every fifth inhabitant of the city has been left out of the election campaign so far.

If it were necessary to vote tomorrow, 69.1% of the residents of the capital of the republic would vote for Minnikhanov – this is an unconditional victory. Another 15.2% of respondents have not yet decided, but given the high ratings of the acting president of the Republic of Tatarstan, it is highly likely that many of them will join the majority.

In Chelny, 59.2% declared their readiness to vote for Minnikhanov. Again, the same delta of 10 percentage points between Chelny and Kazan, which was observed in the issue of awareness of the upcoming elections. And again, almost 25% of Chelny residents found it difficult to answer about their preferences…

5.8% of respondents in the capital of the republic expressed their desire to vote for the “other candidate”, and 7.2% in the motor city. Not so little. However, it is known that only three other than Minnikhanov submitted documents for registration as candidates for the post of president of the republic. The level of their electoral support is now such that Minnikhanov looks like Gulliver in the land of Lilliputians. In Kazan, Rushanii Bilgildeyeva – 0.8% of the respondents, with them she leads among the opposition candidates. Khafiz Mirgalimov – 0.6%, Ruslan Yusupov – 0.4%. In Chelny, Bilgildeyeva also overtook her opposition comrades, gaining 1% of support. So far, this is a record for a candidate who is not connected with the government. It seems that even those citizens of Kazan, who, perhaps, dream of “fresh blood”, weakly correlate these aspirations with these politicians.

As it turned out, Tatarstan residents still trust brands of opposition parties more than their regional leaders. Nevertheless, serious rivals for the party in power are not even close to expected. As it turned out, none of the opposition managed to earn significant points on the crisis, although it would seem that the situation could not be better. In Kazan, the gap between United Russia and its closest pursuer is 55.4%, in Chelny – 40.1%. At the same time, compared with last year, the party in power even added.

However, A Just Russia also added in Kazan – and noticeably, more than twice. Already 5.4% (+2.9 p.p.) are ready to vote for her. The growth rates are impressive, but the start of the party was so low that this increase is still within the size of the statistical error. In Chelny, the Righteous Russians have only 2.2%.

But for communists Chelny is not a foreign city. The level of their support – 10.4% – allows you to actively influence the decisions of the City Duma, the development of the city. In the capital of the republic, only 6.5% are ready to vote for them, but this also guarantees their presence in the local council. The second most influential opposition party in the autocity is the LDPR, which has 5.4% here (4.7% in Kazan).

The number of supporters of other parties in the largest cities of Tatarstan is at the level of statistical error, and this is explained, among other things, by their weak presence in the political life of the city.

It is interesting that if the elections of the mayor of Kazan were held tomorrow, then 69% of respondents would vote for Metshin. Everything is logical – 70.1% of respondents believe that Metshin is generally coping with his duties, and 71.8% of respondents said that, in their opinion, living conditions in Kazan are improving. If we talk about individual areas, then 92.8% of respondents believe that the appearance of the city has improved, 84.8% – its level of landscaping, 74.8% – conditions for sports, 67.6% – culture, conditions for entertainment and leisure, 66.1% – the state of the historical center. Another 62.5% of respondents noted that the city has become cleaner, 59.4% – that roads and transport infrastructure have improved. Nevertheless, the condition of the roads still tops the rating of Kazan’s pressing social problems.
