Russia will classify data on relatives of soldiers killed in Ukraine

The Russian Ministry of Defense has decided to restrict access to information about relatives of soldiers killed in Ukraine. Since 2015, the data on the soldiers who died during “special operations” have become a state secret, but benefits for family members are issued by civil officials of district administrations. Now the Ministry of Defense is asking the government to transfer these powers to the military registration and enlistment offices, which will make information about the dead participants in the war against Ukraine more confidential. nine0012

The certificate of “a family member of a deceased combat veteran” entitles you to the benefits established by the law “On Veterans”, including pension supplements, housing and communal services, vouchers to a sanatorium.

For parents and spouses of the deceased, who receive a regular pension or are not pensioners, certificates of a member of his family are issued by district administrations. They register issued certificates in special accounting books.

This procedure, approved by the government, has been in effect since 2013 for family members of those killed in Chechnya, Syria and other hot spots. However, for the relatives of the military who died in the war in Ukraine, the Ministry of Defense proposes to introduce a special rule – they will have to receive certificates at the military registration and enlistment offices. This follows from a draft published on the government’s legal information portal. nine0005

Now the military commissariats are responsible for assigning pensions and benefits only to disabled relatives of the military in connection with the loss of a breadwinner.

The names of the Russian soldiers killed in Ukraine are now being disclosed by the authorities of the regions, who publicly express their condolences to their relatives, as well as by the relatives themselves. In March, the BBC, based only on reports containing specific information about the deceased, including the full name and rank, compiled a list of 557 dead.

  • Every fifth person is an officer. What do the confirmed losses of Russia in the war with Ukraine say?0026
  • “Load 200”. How many Russian soldiers have already died in Ukraine
  • The FSB asks to increase government spending on the burial of Russian soldiers

The last time the Russian Ministry of Defense reported on losses on March 25, reporting the death of 1351 servicemen.

In the explanatory note to the draft on the new powers of military registration and enlistment offices to issue certificates to relatives, the Ministry of Defense explicitly states that this is necessary “in order to limit the circle of persons who have access to information about family members of servicemen of the Armed Forces of the Russian Federation who died (deceased) while performing tasks in during a special military operation on the territories of Ukraine, the DPR and the LPR. nine0005

The BBC sent a request to the Russian Ministry of Defense to comment on the published draft and to answer the question why the agency proposes to give the military commissariats the authority to issue certificates to a member of a military member’s family. The BBC has also asked to clarify how many certificates have already been issued and is awaiting a response.

How Russia hides data on casualties

In 2015, Russian President Vladimir Putin issued a decree according to which information revealing the loss of personnel in wartime, as well as “in peacetime during special operations” became a state secret. The authority to dispose of this information is vested in the Ministry of Defense. nine0005

The Kremlin then rejected suggestions that there was a connection between the decree and the conflict in Ukraine. A group of activists, human rights activists and journalists unsuccessfully tried to challenge the decree in the Supreme Court of Russia. They argued that the decree was adopted with numerous violations of legislative norms – including the right of citizens to freely seek and disseminate information. The Supreme Court rejected all of the plaintiffs’ arguments.

In the 55 days since the invasion of Ukraine, the Russian authorities have given only two death tolls of Russian soldiers. On March 2, the Ministry of Defense announced that there were 49On March 8, and on March 25, he announced a new figure – 1,351. On April 7, the press secretary of Russian President Vladimir Putin, Dmitry Peskov, in an interview with Sky News, said that the Russian army had suffered “significant losses” in Ukraine.

The BBC estimates that 20% of the deaths reported by the Russian regions are officers. The Ukrainian General Staff claims that by April 19, the death toll of the Russian military exceeded 20 thousand people. Approximately the same figure was given by the Russian military when assessing the losses of the Ukrainian army. In a war situation, the BBC is unable to promptly verify claims made by belligerent officials. nine0005

Ukrainian officials and eyewitnesses claimed that the retreating Russian army could leave the bodies of dead soldiers. President of Ukraine Volodymyr Zelensky said that Kyiv wants to hand over the bodies of the dead to Russia, but Russia “at first refused, then they offered some bags.

In the second half of March, the head of the Nikolaev regional administration, Vitaliy Kim, urged local residents to report the bodies of Russian soldiers in the territories liberated by Ukraine: “They don’t always take their own, and in the spring and summer it will be our problem. Please tell us where they are… If possible, collect them in bags. Therefore, I ask you to collect them and hand them over to refrigerators, send them back so that they can be identified by DNA, because these soldiers also have mothers.” nine0005

What to expect for relatives

It will be more difficult for relatives of the Russian military who died in captivity, abducted and missing in action to receive certificates and benefits than those who received funerals. Indeed, according to the law “On Veterans”, social support measures are provided to members of their families after these military men are excluded from the lists of military units.

According to the law “On military duty and military service” a soldier is not recognized as dead in military service if he voluntarily surrendered, deserted or died in a state of voluntary intoxication. nine0005

At the same time, a lengthy procedure has been established to recognize the military as missing in combat areas. According to the Civil Code of Russia, the court can declare such a person dead only after two years from the date of the end of hostilities. Often relatives have to achieve this through the courts.

In recent days, relatives have been looking for crew members of the cruiser Moskva, which sank on April 14, trying to find out their fate. So, a resident of the Crimea, Yulia Tsyvova, told the BBC that she was 19-year-old son Andrey served in the Navy as a sailor on military service and after the crash of the cruiser “Moskva” is listed as missing. The mother of 20-year-old sailor Nikita Syromyasov, Olga Dubinina, who lives in Sevastopol, also cannot find her son.

  • “A positive outcome is almost zero.” What is known about the missing sailors from the cruiser “Moskva”
  • “Missing Child”. Sailors’ mothers about the search for their sons after the sinking of the Moskva
  • “The chain broke, your son remained on the ship.” Another conscript missing after the death of “Moscow”

Press Secretary of the Russian President Dmitry Peskov at a briefing with journalists suggested asking the Russian Defense Ministry about the missing conscript sailors from the cruiser Moskva.

“All information in this regard is issued by the Ministry of Defense, and here we are not authorized to report anything,” Peskov said in response to a request to comment on reports of missing sailors who served on the Moskva cruiser.

The BBC sent a request to the Russian Ministry of Defense to comment on the information about the presence of Andrey Tsyvov, Nikita Syromyasov and other conscripts on board the Moskva. No response had been received at the time of publication. nine0005

Aluminum price hits 13-year high: is it worth buying UC Rusal shares

      org/BreadcrumbList”>

    • Business

Photo by Lev Fedoseev / TASS

The price of aluminum and shares of metal producers are breaking records. What is growth based on and how long will it continue?

    What happened

    Finished reading here

On Monday, September 13, the price of aluminum during trading on the London Metal Exchange (LME) reached $3,000 per ton. This is the highest since 2008. As of 15:00 (Moscow time) on September 14, the cost of a ton of aluminum was $2891. Since the beginning of the year, the metal has already risen in price by 42%, and from its local minimum in May 2020 (about $1,470) it has almost doubled.

Following the price of aluminum, the shares of its producers are growing. Since the beginning of the year, the capitalization of the Russian UC Rusal has grown by 102%, the American Alcoa – by 110%, the Chinese Aluminum Corporation of China – by 155%.

    What does it mean

The key reason for the rise in aluminum prices is the shortage of the metal, due to the active post-pandemic recovery and lack of supply. “Despite the growth in aluminum production in China, aluminum consumption in the domestic Chinese market recovered quite quickly and continued to grow at pre-crisis rates,” explains Yury Vlasov, an analyst for the metallurgical and mining sectors at Sova Capital. nine0157 According to the International Aluminum Institute, China produces 58% of the world’s aluminum, Vlasov notes: “The rest of the aluminum producers are still exposed to the effects of the pandemic, and this is reflected in the balance of supply and demand.”

    Related material

“We should not forget that the US still has a 10% duty on aluminum imports, and the US has long closed the vast majority of aluminum production capacities,” says Vlasov.

Another reason for the growth is also related to China, or rather, its policy of reducing atmospheric emissions. “While renewable energy sources and energy-saving technologies require a large amount of aluminum, the capacities for the production of this metal consume a lot of electricity, including from traditional sources: coal and gas generation,” says Igor Galaktionov, an expert on the stock market at BCS Mir Investments . nine0005

Why do I need to know this

    Details

In one day on September 8, UC Rusal’s shares on the Moscow Exchange grew by almost 10%, to 69.7 rubles. This is how the company’s quotes reacted to the military coup in Guinea that happened the day before – the rebels, led by the commander of the Groupement des forces spéciales (GPS) army special forces unit, Lieutenant Colonel Mamady Dumbua, overthrew the incumbent President Alpha Conde.

Oleg Deripaska, the founder of UC Rusal, soon reacted to the coup. “The aluminum market can be seriously shaken up by this situation, because 20% of the world’s aluminum production uses bauxite from this small and very poor country,” the billionaire wrote on his Telegram channel. UC Rusal owns the Friguia bauxite mining complex in Guinea, which accounts for almost 40% of the company’s alumina production. nine0005

    Related material

The situation in Guinea really provoked a panic reaction in the aluminum market, Vlasov believes. The analyst does not dare to guess how much more metal will rise in price, but notes that the aluminum market is in a situation of deep backwardation: “The price for delivery in three months is $2,896 per ton, and the price for delivery in 27 months is $2,594.” Backwardation is also typical for cases when the market includes its further decrease in the price of a product. “It is also worth paying attention to the fact that aluminum stocks in LME warehouses are among the highest in the last five years,” Vlasov notes. nine0005

    Investor

Investment strategist of Arikapital Management Company Sergey Suverov believes that due to the political situation in Guinea, the price of aluminum is now unstable, [the metal] is overbought. “There is a possibility of a correction, in my opinion, the fair price is $2,500 per tonne of aluminium,” says Suverov. He notes that not only aluminum has risen in price, but also alumina raw materials, which means that aluminum producers do not have a strong increase in margins. “In the short term, it is too late for an investor to enter the shares of aluminum producers,” Suverov argues. “The price will be corrected, and the quotes of companies will fall.” At the same time, he considers UC Rusal a good company for the long term. nine0005

Igor Galaktionov believes that the shortage of aluminum, which supports its prices, may persist over the 2022-2023 horizon, primarily due to China’s emission reduction: “China’s policy limits the ability to increase production using coal energy, which will not allow to balance the market in the short term and will maintain a deficit in the medium term.” Taking this into account, the expert believes, shares of aluminum producers look attractive.
