There are more problems, but Putin’s rating does not change – a survey of Irkutsk residents – May 7, 2015

The Who’s Who in the Baikal Region rating agency conducted a study of the political and informational preferences of Irkutsk residents. The most recognizable State Duma deputy in the city was Sergei Ten, the most “approved” party was United Russia, the number one problem was bad roads, and the most popular source of information was news on Pervy.

Another door-to-door survey about the problems of the city of Irkutsk, political preferences and the main sources of information of its residents was conducted by the Foundation’s employees in April 2015. A total of 1,200 people were interviewed. The survey was conducted in different districts of the city, the number of respondents in each particular district depended on the size of its population. Most of the respondents, about 55%, were women, 45% – men, the respondents were distributed almost equally by age groups – from 18 to 60 years and older.

The first and probably the most interesting question was about how the citizens are experiencing the crisis. Most of the respondents showed that their incomes fell during the crisis, but not significantly, 28% felt that the crisis did not affect them at all, and 5% even lost their jobs because of it. About 20% of respondents lost a significant portion of their income. Tellingly, the majority of those who have lost their jobs are men, in connection with which the employees of the fund suggested that builders, who suffered from a sharp drop in housing demand, lost their jobs.

At the same time, the crisis practically did not affect the assessment of the activities of the incumbent president of the Russian Federation, whose work was supported by about 78% of respondents. It is worth noting that this figure is slightly below the national average of support for Vladimir Putin, which can be partly explained by the traditional “opposition” of Irkutsk. There were quite a few residents who were indifferent to the figure of the president – just over 4%, dissatisfied with his activities – almost 16%. Moreover, the answers of respondents over 40 years old differed in “extremes” – they either unconditionally support, or, on the contrary, absolutely disapprove of the work of the president. Younger generations tend to have softer judgments.

The next question, which was answered by the respondents, concerned the support of the governor of the region Sergey Eroshchenko. The governor’s popularity has declined slightly – compared to 62% last year, today 58% of respondents approve of his work. As Maxim Zimin explained, this is most likely due to an information attack against the governor, expressed in the mass distribution of the newspaper Baikal News to Irkutsk residents. 27% of Irkutsk residents gave a negative assessment of his activities, and almost 14% said that they were absolutely indifferent to the figure of the governor. At the same time, women are more satisfied with the activities of the governor than men, which, however, is quite typical – as many theorists of modern sociology show, people in principle tend to subconsciously evaluate the figure of a political leader either as a “father” in the family, or as a potential sexual partner.

The question about urban problems in the survey was open, people came up with answers themselves. The first problem that sounded most often did not surprise anyone, because it is always present in such polls – bad roads, this problem was named by 26% of Irkutsk residents. The next problem can be called seasonal, given the time at which the survey was conducted – the dirt and litter of the city. For example, in July 2014, this problem did not appear so clearly. In third place is the problem of public transport, and here the answers were different, someone is not satisfied that there is not enough of it, someone is not satisfied with its technical condition, and so on. In fourth place is also the “traditional” topic of lack of places and queues in kindergartens. The news was the return to the top problems of high prices and low wages. By the way, these options have practically not been named by respondents since the early 2000s.

Among the local problems associated with the specific area of residence of each individual respondent, the lack of leisure zones for teenagers – sports grounds and clubs – was most often mentioned. It was mentioned that the deputies had enough playgrounds for the smallest ones, but teenagers still have nowhere to spend their free time. In second place is the problem of a shortage of park areas, then queues for schools and kindergartens. The ermine moth was mentioned several times, which has not yet appeared, but, apparently, the inhabitants understand that the invasion of vile caterpillars to Irkutsk is just around the corner. Once again, after a long absence, the topic of crime and the lack of police presence on the streets began to rise.

Interestingly, many respondents are well aware of the elegant intrigue that local servants of the people have recently pulled off: 71% know about the resignation of Viktor Kondrashov and the actual appointment of Dmitry Berdnikov. At the same time, almost half of the residents of Irkutsk believe that “the mayor should be elected only in popular elections”, 21% take this event calmly, because they believe that “the method of electing the mayor has little effect on the work of the city administration”, and 19% percent to change the form local governments are indifferent, because “they do not pin hopes on improving the situation with the city authorities” both in the city and in their lives. Only 8% approved the abolition of direct mayoral elections.

In the context of the upcoming elections to the State Duma of the Russian Federation, the fund’s employees tried to find out which of the Duma deputies representing the interests of the region, its inhabitants still remember. Two points seemed surprising – 23% remember the existence of Ivan Grachev, chairman of the regional branch of A Just Russia, and also the fact that more than half of the respondents named the name of United Russia member Sergei Ten. The latter, however, was explained by the agency staff by the fact that the Irkutsk people remembered the name of Sergei Ten’s father – Yuri, between whom they see no difference. In second place in terms of references is another United Russia deputy Anton Romanov, in third place is communist Sergei Levchenko. However, “I don’t know anyone” was not among the possible answers to this question, which suggests that if the question had been phrased somewhat differently, for example: “Who are all these people,” the result could have been very different.

Among the political parties, United Russia once again received the greatest support from the residents of Irkutsk, surprisingly, the party in power was supported by 42% of respondents, much more than in 2011-2012, during the period of the party crisis, in second place were the Communists, who received almost 14%, with the Liberal Democratic Party in third, and nine percent of the respondents support the Liberal Democrats. Here, practically nothing has changed compared to previous years, except, perhaps, the fact that the Civic Platform was able to win back some of the votes from A Just Russia. However, agency employees explain the “residual” support for the “platform” by a relatively charismatic leader – Vladimir Matienko, whose good personal attitude the respondents project onto the party as a whole.

An equally significant part of the survey was the identification of city residents’ preferences when choosing sources of information. The results showed that the currently widespread point of view that Russians are gradually abandoning television as the main source of information, unfortunately, is not applicable to Irkutsk – most of our fellow countrymen still receive information about the world around them from blue screens. Moreover, most of the traditionally active electorate – people “over 40”, choose TV more willingly than the politically passive “youth”. In terms of popularity, news programs, both local and federal, are in the first place. The most popular TV program among the respondents was Vesti by IGTRK, the events of the week on the TV channel of the same group were in second place, and the news on the AS Baikal TV channel was in third place.

A more complex picture emerges for print media. The demand for newspapers is gradually falling, while online versions of printed publications (except for the most “hyped”) are not popular, from which we can conclude that the audience of newspapers is gradually moving to other electronic media. The situation is further aggravated by a significant increase in the cost of newspapers, as well as a reduction in the advertising market. One way or another, the most popular publications in Irkutsk were the publications of the SM number one group – Friday – it is read by 12% of the respondents and Kopeyka, which was chosen by 14%. At the same time, about 13% of respondents prefer not to read Irkutsk newspapers at all, buying federal publications. It is worth noting that the popularity of Baikalskie Vesti has increased quite sharply, perhaps due to free “custom-made” editions. It is worth noting that newspapers are popular with the most active part of the electorate – women of “middle age” and above, while young people do not read newspapers, neither in print nor in the electronic version.

At the same time, up to 30% of respondents prefer electronic media, and most of them choose the Irk.ru portal, mainly because of the abundance of entertainment content there, such as posters and reports on various events. By the way, the portal has become the second most popular source of information in the city after TV news. The next place in the rating of electronic media is occupied by the Babr portal, followed by Baikal 24 and Baikal-Info. In general, one can note a trend towards an increase in the audience of electronic media, possibly due to the gradual transition of newspaper readers to the electronic network.
