    1 – Arrival and accommodation

    1.1 Entry rules

    Citizens of Ukraine with a valid biometric passport can enter Switzerland for up to 90 days without obtaining a permit. Due to the war in Ukraine, entry without a permit is also allowed if Ukrainian citizens affected by the war do not have a biometric passport, but can prove their Ukrainian citizenship in some other way.

    1.2 Protection status S for residents of Ukraine

    Those who seek protection and have been forced to leave Ukraine because of the war receive protection status S in Switzerland. This means that refugees quickly receive the right to reside without having to go through the usual asylum procedure. Additional information
    We encourage all those seeking protection to apply as quickly as possible as a first step online.

    1.3 Family reunification

    Citizens of Ukraine who stay in Switzerland and intend to tie the knot with a person who already has the right to reside here, or persons who want to apply for family reunification, must contact the registration authorities at the place of residence and submit an application to the Migration Office.
    Family reunification, on the basis of the Law on Foreigners and Their Integration, is legally impossible with brothers, sisters and parents, citizens of Ukraine. Therefore, parents, as well as siblings, should independently check the possibility of obtaining protection under one of the above options.

    1.4 Change of canton

    Refugees who have already been sent to the canton can apply to the SEM to change the canton. After the “Distribution Decision” comes into force, applications for a change of canton will only be approved in the following cases:

    • Reunification or growth of the main family: spouses; parents and their minor children; parents and their adult children if they are in Switzerland and do not have a family of their own; as well as grandparents.
    • Contact of vulnerable persons with loved ones who are not the main family (eg, unaccompanied minors, persons with disabilities, persons with serious health or age-related problems).
    • In all other cases, the change of canton is only possible if the respective cantons mutually agree, for example in such situations.

    1.5 Extension of stays

    Citizens of Ukraine who stay in Switzerland without a valid permit and cannot return to their homeland must apply for an extension of the period of stay at the Migration Office: contact the Migration Office and make an appointment by phone (tel. 081 257 30 01) and indicate that you would like to obtain a national visa (Visa D). You will need to show your passport and indicate the address of residence in the canton of Graubünden.

    1.6 Contact points for those seeking protection

    Ukrainians who have arrived in Switzerland can register directly at one of the six federal asylum centers with a procedural function.

    In order to be able to provide the best possible care for refugees, Ukrainians who have already found private shelter in Graubünden are advised to register using the following form.

    2 – Departure and return

    2.1 Leaving Switzerland

    Persons from Ukraine with S protection status can leave Switzerland and re-enter Switzerland after being granted S status. Please check with the competent authorities abroad about the entry requirements that apply to you.
    In the case of long trips to their homeland, the protection status S of refugees can be canceled by the State Secretariat for Migration (SEM) if the persons stay in Ukraine for more than 15 days per quarter. This does not apply to persons who can prove that their stay is in preparation for their return to their home country. Anyone who moves to a third country should also expect their protection status to be revoked.

    2.2 Return to Ukraine

    Citizens of Ukraine with S status, who want to voluntarily and permanently return to Ukraine and really do not have the means to do so, can receive a one-time financial assistance for return after individual consideration of each case. If you leave the country by land, this assistance is provided by the return advice centers Rückkehrberatungsstellen (RKB) in the cantons or, if possible, by the federal asylum centers immediately before leaving the country. Individuals must renounce S status in advance and certify such renunciation with their signature.
    Third-country nationals holding a residence permit in Ukraine who have been denied S status and who wish to return to Ukraine or their home country can apply for assistance to return to Ukraine or their home country at the Rückkehrberatungsstelle (RKB) Return Advice Centre.

    3 – Placement

    It is expected that persons in need of protection with residence status S, as asylum seekers, will be placed in initial reception centres, transit centers or minimum centers if they are unable to finance their own living. (Article 35 of the Aliens Introductory Law and Asylum Law Ordinance (RVzEGzAAG; BR 618.110).
    The scenarios assume that by the end of 2022, more than 7,500 people from Ukraine will be assigned to the canton of Graubünden as in need of protection with S residence status. Due to the large number of people, the government decided that those in need of protection with S residence status can also be placed in rented apartments or private individuals. Apartments for rent are fully lockable living units with their own bathroom and kitchen. In the case of private residences, persons in need of S residence status protection must have at least one lockable room with a window, but must be able to share a bathroom and kitchen with the hosts.

    3.1 Collective living

    The Office of Migration and Civil Law manages collective accommodation throughout the canton. The new locations are currently being evaluated and commissioned. A current overview of locations can be found here: Responsibilities – Sanctuary+Procedures (gr.ch)

    3.2 Renting apartments

    Persons in need of protection with residence status S can rent apartments in the canton of Graubünden. They have the same rights and obligations as the local population: they themselves sign the lease, pay the rent and are responsible for any damage.
    If people with S status of residence are unable to finance their own living, they are eligible for financial support. With regard to housing costs, those in need of protection with S residence status are treated the same as local people receiving social assistance: local rent for an inexpensive apartment for the respective household size plus additional costs are taken into account. The canton follows the recommendations regarding the rent of individual municipalities, some of which are not public. Those concerned are advised to check with the responsible regional social service before signing the lease agreement whether the rent will be paid in the form of support services.

    3.3 Accommodation with private individuals

    Persons in need of protection with S status may also reside with private individuals. If private residences are long-term, the cost contribution may be paid after three months or later. A prerequisite is the existence of a lease or sublease agreement. A responsible social service can help with this. Exception: An apartment has been designated by a canton.

    3.4 Provision of housing

    The allocation to private housing of those in need of protection and with S status is coordinated exclusively by the canton. The canton of Graubünden is cooperating with a charitable organization regarding distribution to private housing. In this context, there is no cooperation with Campax or with the Swiss refugee service Schweizerischen Flüchtlingshilfe. Accommodation offers still received by Campax cannot be processed by the Canton of Graubünden.

    4 – Care

    Those in need of protection with S residence status receive professional support.

    4.1 In collective housing

    Employees in collective dwellings will answer daily questions for residents.

    Persons with residence status S in rented apartments are supported by the staff of the regional social services and the social service of Davos. Each municipality is assigned to a specific social service. You can find a responsible social service here: Social and Addiction Counseling (gr.ch)

    4.3 Accommodation with private individuals

    Individuals with S status living with private individuals are supported by Regional Social Services and Davos Social Services staff. Each municipality is assigned to a specific social service. Onsite accompaniment with Graubünden host families cannot currently be provided due to lack of resources.

    5 – Financial support

    5.1 Legal basis

    The Confederation reimburses the cantons for the care and accommodation of persons in need of protection with residence status S at a single global rate of 1 (Globalpauschale 1). This does not cover the costs of persons in need of protection with S status in the canton. The canton of Graubünden expects spending by the end of 2022 to be around CHF 53 million, of which CHF 40 million is expected to be covered by the federal government’s global flat rate 1. Canton will pay the remaining 13 million Swiss francs.

    The financing of persons in need of protection with residence status S is regulated by the canton. The amount of support is based on social assistance for people from the asylum sector. It is lower than social assistance to the local population or refugees. Support depends on the individual situation of the person.

    5.2 In collective housing

    Persons in need of protection with residence status S in collective housing receive support in accordance with the “Instruction and principles of action for the support and care of persons in the asylum sector” from the Migration Board.

    5.3 Individually in rented accommodation

    The financial support for people in need of protection with S status who live in private residences is based on the recommendations of the Swiss Social Security Conference SKOS, according to which the basic need is reduced by 20%. Financial support is usually provided from the moment of application to the regional social service, but not earlier than from the moment of granting the status of protection by the State Secretariat for Migration SEM. It will be necessary to prove that the need for support really exists. Basic needs include food, energy consumption, household expenses, personal hygiene, clothing, and other personal expenses.     Health insurance costs, as well as self-paying sums or deductibles for persons in need of protection with S residence status, are paid directly to the insurance company through the regional social service.

    5.4 Accommodation with private individuals

    The financial support for people in need of protection with S status who live in private residences is based on the recommendations of the Swiss Social Security Conference SKOS, according to which the basic need is reduced by 20%. Financial support is usually provided from the moment of application to the regional social service, but not earlier than from the moment of granting the status of protection by the State Secretariat for Migration SEM. It will be necessary to prove that the need for support really exists.
    Persons in need of protection with S status who live with individuals receive basic assistance based on the family community. It includes a contribution for additional living expenses such as electricity and food of about 20%. In addition, those in need of protection are paid 200 Swiss francs per person for accommodation, but not more than 200 Swiss francs per room provided by the host family.

    Ukrainians can stay in Switzerland for three months without a visa or permission, for example, with relatives or private individuals. In this case, the person is not subject to compulsory health insurance. In the best case, you have travel insurance or the host family has taken out insurance for guests. Ukrainian medical insurance is not enough for treatment in Switzerland.
    In this case, Ukrainians are treated in the same way as other tourists, and, as a rule, they must bear the costs of visiting a doctor or staying in a hospital. If open claims cannot be assumed by any authority, the health care provider will apply to the municipality of residence to assume the costs incurred in connection with the emergency (see the brochure on the procedure for claiming additional expenses for emergency medical care). assistance for foreign tourists).

    Once a person in need of protection contacts the federal asylum center and applies for protection status S at the center or online, health insurance can be issued backdated to the date of application.     7 – School/education

    7.1 Comprehensive school

    Access to education is one of the fundamental social rights guaranteed by the Swiss Constitution. The obligation to attend school is also enshrined in the Constitution. This means that schooling is compulsory and free of charge for all children who live long-term in one place in Switzerland.
    Children and adolescents have the right to general education, regardless of their citizenship or residence status.
     Children of school age who live with their parents in the dormitories and centers of the respective canton will be placed in schools by the Office of Migration and Civil Law.
     Children from families in need of protection with S status living in a private residence in any locality in the Canton of Graubünden, in accordance with Art. 11 of the Education Act (SchG) attend school in the community where they live and require the consent of their legal guardians. For such children, the school administration provides offers (art. 39SchG). People with school age children should contact the municipality where they live.

    7.2 High schools

    Upon admission to a university, the rules for admission to the respective university apply. In order to attend an upper secondary school, it is important that students have already attended an upper secondary school before they left their home country and that they have knowledge of German and/or English at B1 level.
    Gymnasium applications are submitted to schools through the Office for Migration (AFM).

    7.3 Education

    Access to educational programs that provide preparation for basic vocational training does not require permission. These include, for example, pre-integration training. Permission is required to start basic vocational training.     8 – Work

    The confederation promotes social and professional integration in Switzerland. All people with protection status S receive support from the canton – and can immediately start working (including self-employment). However, employment requires a permit. Children can go to school.

    8.1 Working with protection status S

    Persons with protection status S can work in Switzerland. Local and sectoral conditions of remuneration must comply with the requirements of qualifications and the profile of the workplace.
    In order to employ refugees, the employer must send an application (Form B1) to the Office of Migration and Civil Law through the municipality. In order to protect against abuse and social dumping of vulnerable persons, the conditions of payment and work are mandatory checked (art. 53. 1 VZAE).
    The following documents must be submitted to the municipality:

    • Copy of residence permit (status S)
    • Passport copy
    • Signed employment contract
    • Form B1

    Those in need of protection receive what is known as an S permit from AFM, which is issued in credit card format and may take some time to be issued. If such a card is not yet available at the time of application, the decision of the State Secretariat for Migration, entitled “Affirmative decision on provisional granting of protection”, may be attached to other documents. Other similar confirmations of protection status S will not be accepted.

    8.2 Self-employment

    When submitting an application for starting a business as a private entrepreneur, the following additional documents must be submitted to the Application Form:

    8.3 Internship

    Applications for internships must also be accompanied by an internship agreement (limited to a maximum of 6 months) and a vocational training plan.

    10.4 Unaccompanied minors

    If minors come to Switzerland unaccompanied by their parents and apply for protection status S, the Federal Asylum Center (BAZ) or the Child and Adult Protection Authority (KESB) will check whether the child has legal rights to represent the child and whether there is a valid power of attorney or should be representation of interests (according to Art. 306 para. 2 LGB) or guardianship (according to Art. 327a LGB) has been appointed.     In Switzerland, the adoption of minor children for care outside the parental home requires permission under the Foster Children Ordinance (PAVO) and is subject to supervision.     So far, people living in Ukraine can use their Ukrainian cars in Switzerland for six months without customs formalities.

    If persons with protection status S use their foreign-registered vehicles in Switzerland for more than 6 months, they must file a application for a customs permit 15.30 for a period of two years from the date of entry into the customs territory .

    Customs permit is issued at 15.30 at customs posts during business hours.

    The use of a car in Switzerland is only permitted for private purposes. The vehicle cannot be used by residents of Switzerland. No formalities are required when returning to Ukraine for permanent residence.

    12.4 Car insurance

    Ukrainian cars require an international insurance card (formerly green card) valid in Switzerland to be able to enter Switzerland. Border insurance issued in one of the EWR countries is also valid in Switzerland.

    For two millennia, trade caravans, warriors and Christian pilgrims have passed along the roads and mountain passes of the Valais.     Climb to the biggest glacier

    In Upper Valais, do not be too lazy to climb to the largest glacier in the Alps – Aletsch, its length is about 24 km, volume – 86.63 sq. kilometers. It descends from the south side of the Jungfrau massif and stores 27 billion tons of ice! Unfortunately, every year it becomes shorter by 50 meters. The Great Aletsch Glacier was included in the UNESCO World Heritage List as part of the Jungfrau-Aletsch-Bietschhorn region. The panorama platforms of the glacier can be reached by lifts from three stations: Fiescheralp, Bettmeralp and Riederalp.

    Saint Maurice Abbey in Saint Maurice is one of the most revered places of Christian pilgrimage. It is considered a miracle that in the 4th century, believers chose this place to worship the great martyrs who performed a feat that led to the mass conversion of the inhabitants of these regions to Christianity. The story tells that in the year 286, 6600 mighty warriors of the legion from Thebes, the Roman province of Egypt, under the command of the baptized Mauritius, refused to carry out the order of their emperor Maximian to kill Christians – the inhabitants of the Valais valley. For disobedience, the emperor ordered the legion to be decimated ( execution of every tenth by lot Note . ). The legionnaires accepted death, becoming holy martyrs in the minds of the people.

    The Abbey of Saint Maurice was founded on the burial place of Christian martyrs in 515 by Sigismund, son of King Gundobad of Burgundy. Since then, the monastery has played an important role, becoming the center of the veneration of the martyrs, as well as the main abbey in the Burgundian kingdom. Many holy places in the canton of Valais are associated with the names of the Agaun martyrs and their followers (during the Roman era, the place where the Abbey of Saint-Maurice later appeared was called Agaunum), and the flow of pilgrims never dries up.
