All 3 of my children went to Greenvalley Preschool. The staff is wonderful. They are loving and caring. All 3 of my kids were reading and ready for kindergarten by the time they left preschool. They have the same teachers every year not a high turnover like most daycares. My kids looked forward to going to school everyday and knowing they were gonna be well care for was easier for us to be able to go to work everyday. The school is always clean and well kept. Couldn’t ask for a better start for my kids. Thank you Greenvalley owners and staff.

What activities do you offer at Kids Quest?
There are a variety of exciting activities at Kids Quest from physical challenges to video games, tablet play, and crafts. Please visit the amenities page on this website for full details on all of the great things children can experience in our care. The fun varies slightly from center to center, so please visit specific location pages for a list of play events.
What ages does Kids Quest care for?
Kids Quest hourly child care is available for children from 6 weeks through 12 years of age*. Our Tiny Tots room is specifically designed for our smallest guests, ages 6 weeks to 30 months. The main play floor is designed for children from 30 months to 12 years of age. All interest areas and kids’ activities are designed to be age-appropriate.
*Green Valley Ranch provides care to children 2.5 years through 12 years of age only.
Can I stay and play with my kids?
Kids Quest is an hourly child care and entertainment center created so that adults may explore amenities located at our host properties independent of their children. In fact, our mission is to provide “Play time for kids and free time for you!”
Do I need to bring anything for my child?
Kids Quest is a shoe-free environment that requires children to wear socks throughout their stay. Comfortable clothing is recommended, and if you forget socks they are always available for purchase. Other than that, our little guests just need their imaginations and the desire to have a fantastic time.
I have an infant, what do I need to bring to the center?
Parents are asked to provide diapers, formula, a bottle and/or sippy cup, food for infants, a change of clothes, baby wipes, and a pacifier (all if applicable). Diapers are available for purchase at a nominal fee, as well as infant and toddler-friendly snack options.
What if my child has a food allergy?
Please notify our team members upon check-in if your child has an allergy. We offer a variety of food options, but we cannot assure you there will be items to fit your child’s dietary needs.
Does Kids Quest have a behavioral policy?
Maintaining a safe and healthy atmosphere is critical to our mission. We do not discipline children in our care; however, it is appropriate to redirect unwanted behaviors. Ideally, we would like to work with families to prevent these behaviors from occurring. When necessary for the safety of all children in our care, we may need to look at dismissing a child that engages in inappropriate behavior. For further questions please speak with a manager on duty when visiting Kids Quest or call ahead of your visit for further clarification.
What are the qualifications of your employees?
Kids Quest teammates are trained and certified in CPR and first aid, as well as in all forms of play-based activities to engage your child. There are also mandatory ongoing trainings for teammates throughout their employment to supplement and refresh skills or to update credentials.
How do I check the balance on a Kids Quest gift card?
First, ensure that your card is the “new” version. New cards have “Gift Card” in the bottom left corner. If you have the new version, click here and type in the card number and pin. For more information on Kids Quest gift cards, visit our Gift Cards page.
Pricing FAQs
What is included in the hourly price?
All of the games and kids’ activity areas in the center are included in the hourly child care fee including karaoke, large playing structure, dramatic play, video games, and more! Monthly themes and activities are also included in the hourly rate unless otherwise stated in the event details. Snacks, refreshments, and meals are available at our Quest Café for an additional charge.
Is there a time limit on how long my child can stay?
Kids Quest is located throughout the country and complies with all local and state regulations. Please call the center directly before your visit for more information.
Do I need a reservation?
We are currently only taking reservations for Tiny Tots, children 6 weeks through 30 months of age. Tiny Tots are not currently available at all of our centers so please check your location page or call the center for the latest information. Otherwise, we operate on a first-come-first-serve basis. Centers do get busy, so pre-registration is offered and suggested to speed up the check-in process. At this time, reservations are required for children’s birthday parties at Kids Quest. Please see the “Parties” tab for more information on birthday parties.
Loyalty Rewards FAQs
Do you have a Rewards program?
Yes, every guest can participate in the Loyalty Rewards program. To enroll, simply provide a valid email and gaming card number for our files at check-in. Once you enroll you can begin accruing hours. For every 15 hours, a FREE hour of time is earned at Kids Quest.
Does it cost anything to join the Loyalty Rewards program?
No, our program is absolutely free to join. You simply need a valid email address and gaming card on file. Every hour your child spends at Kids Quest is counted towards your FREE hour.
Are there any other benefits to the Loyalty Rewards program?
Besides earning a FREE hour of play after you accumulate 15 hours of paid play, you will be eligible for deals and offers through the program. As well as, be the first to know about exclusive center and community events.
Is there a discount for multiple kids?
Currently, we offer the Loyalty Rewards program as a great way to accumulate free time at Kids Quest. Hours are accrued for all children checked into Kids Quest on the same record. Example: Adult caregiver checks in three (3) children for four (4) hours at Kids Quest, for a total of 12 hours accrued. After that visit, there are only (3) three hours to go for one FREE hour of care.
Through our Loyalty Rewards program, we do also offer various discounts each month.
Registration FAQs
What do I need to bring for registration?
You will need a form of photo identification to check your child in and out of our facility. If it is your first visit, you can pre-register on the location page to streamline the process.
What is the check-in/check-out process at Kids Quest?
On your first visit, you will be asked for essential information regarding pertinent health and allergies**, personal photo identification, email address, gaming card information, emergency contact(s), and a café spending allowance. You will also be asked to review and sign a daily authorization form that explains Kids Quest policies and procedures. Once your child is in our system, two bar-coded labels will be issued, one for you and one for your child. These stickers must be matched and verified with a photo ID at check-out. Upon completion of check-in, a Kids Quest team member will escort your child through the safety gates to the play floor so the adventure can begin!
**Kids Quest is a state-licensed facility that abides by the State of Nevada’s child care licensing regulations. Per state regulations, if you reside within Clark County Nevada, you must provide proper immunization documentation prior to your first visit. Accepted immunization documentation includes; records from a public or private school, records from a local health office or a letter signed by a licensed physician, or records from WebIZ.
If you reside outside of Clark County Nevada and are visiting the property for 15 consecutive days or less, your child(ren) will be conditionally admitted to the center by signing our daily authorization and providing us with documentation of proof of out-of-county residency (i.e. Drivers License, State Issued ID) upon check-in. For more information, contact the center directly.

Do you host birthday parties at Kids Quest?
Absolutely! Kids Quest hosts parties that are easy for parents and fun for kids. We have teams in place at each center complete with Party Pros to lead the fun and create lasting memories of your child’s special day. Simply call your nearest Kids Quest location to speak to a party specialist, or book online to begin the planning process.

As you step into our Green Valley child care centre, you will experience a world where children are inspired to explore, learn and grow. Our large, natural play outdoor environment includes a dry creek bed, a playground, sandpits, and cubby house to engage all the senses. Children are provided time and space for uninterrupted play as they explore the outdoor spaces to test their limits and develop strength, balance, and self-confidence.
Our indoor environments invite exploration with quality resources and learning experiences. Children marvel, create, and test out their ideas as they play with a range of materials in purposeful play spaces. Our team of experienced educators plan play-based learning experiences around children’s interests and learning goals. Literacy and numeracy concepts are embedded in play-based learning, as children engage as architects, storytellers, scientists, artists and designers. You will also receive daily photos and updates of your child’s learning and development through our parent app – Xplor.
Healthy meals freshly prepared in-house
You won’t need to worry about packing lunch and snacks for your child. We provide healthy, freshly made meals, and halal meal options, created daily by our in-house cook, catering for all dietary requirements. Shared mealtimes between children and educators grow relationships, with opportunities to share stories and experiences, and model healthy eating practices.
Community-based early learning
Each day is a brand-new adventure at Community Kids Green Valley child care centre. We regularly welcome special community guests to the centre based on the children’s interests. These include excursions and incursions such as Mini Rangers, Martial Arts programs, and so much more. Arrival at the centre
Experience a sense of belonging as you are welcomed by our friendly centre teams. On arrival, share information about your child’s specific needs for the day. Our experienced educators will support you and your child with the morning transition from home to centre.
Mealtimes
Your child enjoys a nutritious menu prepared by our centre cooks. Shared mealtimes between children and educators strengthen relationships, with opportunities to share stories and experiences. Educators model healthy eating practices and social behaviours, and support children’s growing independence with mealtime routines.
Infant care
Infants are held in educators’ arms for feeding. Bottle feeding with educators or breastfeeding with Mum provides one-on-one time for connection, talking gently and responding to baby’s cues. Everyday routines provide opportunities to strengthen relationships and build language skills through songs, games, and conversations.
Play-based learning
As your child plays, they develop dispositions for learning including curiosity, problem-solving, confidence and resilience. Educators plan play-based learning experiences around children’s interests and learning goals. Play-based learning supports all areas of children’s development, including language and motor movement, memory, concentration, emotions, and social relationships.
Sleep, rest and relaxation
Sleep, rest and relaxation routines match your child’s individual needs. Effective sleep practices help children feel safe and secure to support better sleep. Opportunities for rest and relaxation are always available across the day. Play-based learning experiences are provided for older children who don’t sleep.

Excellent cuisine – a huge choice, everything is cooked deliciously at home. The territory is well-groomed, a lot of greenery, a lot of places where you can sit and breathe the cleanest air. The rooms are very clean, cleaned every day, towels can be changed every day, a separate beach towel. Separately, I would like to note the work of the animators, who throughout the day will not let you get bored, for which I thank them very much. Honestly, I want to return to this beautiful place again, again and again! A sanatorium with a solid 4 stars, but from my point of view I will definitely give 5 stars!!! I recommend it as an alternative to Turkey and Egypt!!!

Beautiful, pleasing to the eye territory. Fairly close location to the sea, uncoupled from other boarding houses. Very decent food. We were with 3 children, everyone had something to eat, although they are picky in their choice of food.

When we combined these 3 fees together for daycares and preschools, we saw that the average total fees ranged from $30 to $2,800 — but the average was $367 per year. Diving deeper into each of these fees:
* A number of centers had a “facility fee” that was due at enrollment/registration. For our calculations, we included this facility fee in the enrollment/registration fee. Additional feesMeals. Some early education providers may provide meals. If they do, ask if this is already included in the tuition. We saw a few cases where meals were an added fee. Deposit. Although not technically an additional fee, we have seen a number of daycares and preschools require a deposit. We’ve seen that this is many times one month of tuition that is later applied towards the last month’s tuition. Make sure to ask when and how the deposit will be applied or returned. Penalty fees. There are a number of fees when things don’t exactly go as planned. Here are the main ones we came across when searching each of the websites:

Registration, Tuition and Program Fee Information
Prior to enrollment, parents meet with the Program Director to become familiar with the Center’s policies. We strongly recommend that the parent and child visit the program prior to the first day to help the child (and the parent) adjust to the program.
Registration Process
A $50 non-refundable registration fee and a two-week prepayment are required to enroll your child at Tendercare. If a “free registration” coupon is used, the registration fee must still be paid, but after six months of attendance, the $50 will be credited toward tuition.
All registration forms and medical forms must be on file before the child can begin day care.
Upon receiving at least two weeks’ written notice that your child will be leaving the program, the prepayment may be applied toward any outstanding balance or refunded after all checks have been cleared. If you withdraw from the program and the prepayment is either used for tuition or refunded, and you then decide to return to our program at a later time, the non-refundable $50 registration fee and 2 week prepayment is again required.
Tuition
Tuition is required 52 weeks a year, whether or not your child attends; i.e., vacations, illnesses, etc. All weekly payments must be made on Monday of each week or earlier.
All checks must be made payable to Tendercare Child Center. We also accept, Visa, Mastercard, American Express, Discover, Apple Pay, Google Pay, and Samsung Pay. Receipts are issued upon request.

Second Child Discount
A ten percent second child discount is offered for full-time enrollees only (including school-age programs). The percentage will be applied to the oldest child’s (or children’s) tuition. This discount does not apply to part time enrollment.
Late Fees & Service Charges
An additional $5 tuition fee will be charged if payment is received after 12:00 noon on Tuesday. An additional $5 tuition fee will be charged if payment is not made by Friday. These additional tuition fees accrue for each subsequent week of nonpayment.
If you are consistently delinquent or are more than one week late (except for circumstances discussed with the Director), this may be grounds for immediate dismissal and loss of your prepayment.
If you are late in picking up your child, there will be a $1 per minute charge past 5:30 p.m. and a $5 per minute past 5:35.
There will be a minimum $35 service charge for all checks for which there are insufficient funds. A new check is required, which includes the $35 service charge. The bounced check will then be returned to you. After receipt of two checks returned for insufficient funds, payment must be made in cash.
School-Age & Summer Camp Fees
If your child is currently enrolled at Tendercare and will be continuing with our School-Age or School-Age summer camp programs, a non-refundable $25 registration fee is required each Spring to secure a spot for your child for the coming school year.
When the School-Age children are off from school for winter or spring recess or teacher conference days, or any other time they are not normally scheduled to be at Tendercare, the following additional fees will result:
School-Age Summer Absence Policy
If there is no attendance for two or more consecutive weeks, payment is still required for the first week of absence. If there are additional weekly absences during the summer, tuition is still required for those weeks. This policy applies to full-time summer enrollment only.

Though tuition plans vary by school and class, as discussed above, additional charges you may pay at Bright Horizons include the following:
Activities
Tuition includes supervised outdoor play and the basic, daily classroom curriculum.
However, some Bright Horizons classrooms offer special activities like field trips, which the base tuition amount does not include.
Fees vary significantly by event and location, ranging from as little as $4 to $20 or more per activity.[2]
Meals
Full-time Bright Horizons tuition typically includes either family-style meals cooked by on-site chefs or two daily snacks at no additional cost. None of the locations we contacted said that they sell meal plans.[2]
Vegetarian and allergen-free options are available, and parents will receive the menu ahead of time.
However, if your local childcare center does not offer meal service or you don’t approve of the menu options, you may also budget for and provide your child’s meals and snacks.[3]
Bright Horizons also requires that parents provide breast milk or formula for infants who are not yet eating solid foods.[4]
Registration Fees

COVID-19
We are taking an active approach in preparation and ongoing understanding of COVID-19. We are monitoring the Centers for Disease Control and Prevention (CDC), World Health Organization (WHO), as well as state and local health departments for live and up-to-date guidance and the newest knowledge related to COVID-19.
Refund Policy:
Our program budget is based on receiving full tuition from all children enrolled. Therefore, there are no refunds due to illness, school closures, vacations, closures due to inclement weather or power outages, holidays or staff illness. We do not refund any prepaid tuition.

Late Pick-Up Fee
$40 per every 5 minutes a child is picked up late, after a 5 minute grace period
Unforeseen emergencies happen; we understand that. Occasionally this may prevent you from picking up your child on time, and that’s ok —however, parents who are habitually late inconvenience the school’s staff and cause concern for their child. Consequently, we have implemented this late pick-up policy. Note that families charged repeated late fees might have their services terminated. Also note: per Federal guidelines, no child may be in care for more than 10 hrs per day.
Deposits
At the start of care, 1st month’s tuition and deposit are due. In the event of departure from the school, 60 days’ written notice is required to receive your deposit back. Depending on your last day, tuition will be prorated and needs to be paid in full. These deposits will be returned within 30 days.

The cost of teaching a child in a private kindergarten for the 2021-2022 academic year
The start of a new school year is just around the corner. This period is awaited with excitement not only by parents of schoolchildren, but also by kids who will go to kindergarten for the first time.
Which institution to choose? In addition to the comfort of the child, parents are concerned about another question – how much will the preschool pastime of their child cost if the choice falls on a private kindergarten?
The search engine provides information on more than 30 private educational institutions of preschool education in the city of Kharkov and its suburbs. The pricing policy for visiting these establishments varies depending on the location, food, training programs, the duration of the establishment’s operation on the market, and its popularity. Having called some of them, we can conclude: in the 2021-2022 academic years, the cost of a monthly stay of a child in a private kindergarten in Kharkiv will cost parents from 5,000 UAH in newly opened ones and up to 23,000 UAH and more in more well-known institutions for a full day.
How is pricing policy formed?
The management of most of the institutions openly announces the price list with fixed prices for services – the child’s stay for a month, day, hourly, provides information on the cost of meals, visits to additional specialists and classes. Some warn that with the beginning of the new academic year, the price will change and will be 20% higher. But many, such as the recently opened Fortuna-kids, promised that they would work at the previously declared cost – UAH 5,000 per month for a child in their institution. Three meals a day is included in the subscription. So far there is only one group of 6 people. The age of the kids is from 2.5 to 4 years. A visit to the kindergarten “Descartes” will cost 11,400 UAH for 21 working days. The kindergarten offers 22 developmental classes per month and a visit to a speech therapist – all this is included in the subscription price. In the kindergarten “Montessori & Me” for a month’s stay of the child will have to pay 9800 UAH Separately, you need to pay for food, but only for those days that the child visited. The highlight of the Kharkiv private institution of preschool education “Islands” is the presence of a swimming pool, a visit to which is included in the subscription price – 8300 UAH. Also here are lessons from choreography, drawing, English, gymnastics, cooking and standard developmental classes. The institution has a psychologist and a speech therapist. There is video surveillance. Each child in the kindergarten is given a set of a backpack, a pool bag and a set of teaching aids for the whole year. For the fact that the family will bring friends to the garden as clients, they promise a 5% discount for each. In the School of Joy, a monthly subscription costs 9500 UAH per month. This includes 4 meals a day, attendance at classes (approximately 16 per month) and the stay of the child from 8.00 to 20.00. In the kindergarten “Marmelandia” in addition to the standard list of classes, they offer a visit to the salt room – 6500 UAH per month. But for food you need to pay separately another 100 UAH per day.
Prices also strongly depend on the duration of the child’s stay in the kindergarten and the number of days he visits. In some institutions, it is possible to leave the kids for a part-time day, or, conversely, for an extension, and even with an overnight stay. A month for a child to visit half a day in private kindergartens will cost from 2500 to 5800 UAH if the child stays there from about 8.30 to 13.30 (+- 30 min.). In the kindergarten “Honey Home” they offer a payment service for a trial week – from 2050 UAH. In the kindergarten of UVK “Harmony” they offer an hourly calculation format – 60 UAH per trial hour. In total, for a month it turns out to be more expensive than a subscription, but it can be beneficial during the adaptation period, when the child rarely visits the kindergarten. If you pay for a subscription immediately for a month, then it will cost 7000 UAH. In “Children`s Land” a month of visiting the garden by a child will cost 8000 UAH from 8.30 to 18.30. If parents for one reason or another decide to take the child until 13.00, you will have to pay 6000 UAH – prices are indicated without meals.
Meals
Maybe 3-4-5 meals a day + snacks. In some kindergartens, it is included in the monthly price list, but in most it is paid separately, at the end of the month, for the days on which the child attended the kindergarten. Prices vary from 100 to 275 UAH per day. If the baby goes to the garden for all 21 days, then you will need to add from 2100 to 5775 UAH per month to the subscription price. The menu is promised to be balanced, with eco-products, selected according to the needs of small growing organisms. In addition, in private kindergartens, parents are often given the opportunity to adjust the menu, taking into account the characteristics of their baby. This is a great option for families who grow up with allergies or children with intolerance to certain foods – after all, they can be cooked individually.
We do not use a subscription
In the “School of Joy” you need to pay not only a monthly subscription – 9500 UAH, but also an annual one-time fee of 5000 UAH. For regular customers, it will decrease by 1000 UAH every year. In “Honey Home”, “Children`s Land” and “Islands” this fee is 3000 UAH. A one-time payment of 9,000 UAH is required when a child enters Descartes. If the parents or the child change their mind about cooperation, the money paid will not be returned.
Services of other specialists and additional classes
May be included in the subscription price or paid separately.
Children staying longer than working hours are also paid separately. Kindergarten “Montessori & Me” is open from 9.00 to 17.00. If parents want to pick up the child an hour later, they will have to pay another 1000 UAH per month. Then their child will be able to stay in the kindergarten until 18.00. In the Descartes kindergarten, a speech therapist is included in the subscription price. All educators have a psychological education, which means that you will not need to pay for the services of a psychologist separately. The “School of Joy” has additional paid thematic workshops – jewelry making, scrubbooking, decoupage, soap making, etc. Their cost needs to be specified individually, but the website notes that prices start from 120 UAH per lesson. Similar services are provided by other private gardens, but not everyone is ready to immediately name the cost. After all, most often they are carried out by invited experts who themselves form the pricing policy for their events.
What else?
In the summer, instead of a garden, children are offered camping. For example, in “Montessori&Me” the cost of the 1st shift lasting 10-14 days varies from 3700 UAH for children 5-9 years old and up to 8900 UAH for teenagers. Parents can choose a shift depending on the preferences of the child – after all, they are thematic. Every week, the camps offer children to delve into the world of nature, human history, music, etc. In the network of kindergartens “Marmelandia” the camp will cost 4000 UAH. For 6400 you can send a child to a summer club in the Aqua Garden “Islands”. Meals and entertainment programs, master classes are included in the declared price. In addition to the standard 5 day visit, some private kindergartens offer childcare on weekends as well. For example, in the kindergarten “Honey home” there is a weekend club. Meetings in it are thematic, only on Saturdays from 9. 00 to 14.00 and will cost parents 550 UAH per visit. Many private kindergartens require the child to be insured. And, therefore, you will also have to spend money on a policy – from 300 UAH.
There is a children’s dentistry and a cafe in the Ostrova kindergarten. Visiting these places is paid separately and is calculated individually for each child.

The Constitution of the Russian Federation states that all citizens of the Russian Federation have the right to education. The Basic Guarantees of the Rights of the Child Act and the Education Act establish the right of everyone to an accessible, free education.
The Convention on the Rights of the Child establishes that all actions concerning children must be directed to their observance and best interests. The Family Code says that the choice of a garden is the right of parents.

But in reality, it often happens like this: mom decided to get out of maternity leave, but there are no vouchers for kindergarten and are not expected until next year. Depending on the region, this can last for more than one year, until the exit to school.
In this article we will figure out what to do if you want to arrange a child in a kindergarten, but there are no places or there are, but the garden is given 3-5 kilometers from the house over rough terrain – and this is even in the best case.
How to get in line
If your friends and acquaintances already have parents with experience, then you know that you need to get in line for kindergarten as early as possible – so the chances of getting a place on time (this is usually before the child turns three years old) rise.
Because it’s the electronic queue that parents are told about at the education department that determines who gets who in the garden. Masha followed Vasya, Vasya followed Petya, Petya followed Lena, and so on.
Actually, no.
The waiting list everyone is referring to is not a waiting list at all, but a tracking system designed to keep track of the number of children who need to be placed in a given school year. Those. even if you “put the child in line” six months before you need a garden, this is not a reason to refuse to provide you with a place. Refusal with the argument “before it was necessary to stand in line” has no legal basis.
Moreover, the automatic recruitment referred to by the staff of the department violates the rights of children, since the realization of the right of one child cannot depend on the realization of the rights of other children. Those. places in the garden should be provided for all children who need it. And with automatic picking, this is impossible, because the system does not take into account those who “stand far in line”, but need a place right now.
The second point, which is often referred to in departments for preschool education: “there are still many beneficiaries in front of you, they have an advantage.”
That’s right. Children of privileged categories of citizens do have an advantage in enrollment.
The following persons are eligible to enroll out of turn:
- children of citizens affected by radiation at the Chernobyl nuclear power plant,
- children of citizens from special risk units, as well as families who have lost their breadwinner from among these citizens,
- children of judges, prosecutors, employees of the Investigative Committee.
First of all credited:
- children from large families,
- disabled children and those with a disabled parent,
- children of military personnel, police officers and employees with special ranks serving in the institutions and bodies of the Penitentiary Service, in the federal fire service, in drug control bodies, in customs units;
- children of single mothers (if there is no entry in the birth certificate or the entry was made at the direction of the mother).
But does this mean that those who do not have these benefits should stay at home until school? .. No. According to the Letter of the Ministry of Education and Science “On recommendations on the procedure for recruiting preschool educational institutions”, in one group the number of beneficiaries cannot exceed the number of children who are not included in any of the beneficiary categories. Those. the maximum ratio of beneficiaries and everyone else is 50/50.
So, in order to register a child (let’s say it right), you need to submit the following package of documents:
- application for registration,
- copy of the passport of one of the parents,
- copy of birth certificate,
- proof of benefits, if you have any.
Notice that registration is not needed? Because the right to pre-school education, according to the law, can be exercised even without a residence permit.
There are three ways to register a child with the department: directly with the department, through the MFC or through the State Services portal.
Unfortunately, each method has its own catch. For example, in the MFC or on the portal, it may be difficult to register an appeal without a residence permit. The department may refuse to personally accept documents due to the epidemiological situation and offer to leave them in a box.
Of course, you can do this, but it is still better to insist on a personal appointment to make sure that your application is accepted and registered (ie, the employee must stamp and assign an incoming number to your copy of the application). If at this stage there are difficulties, you can refer to the Federal Law on the Consideration of Citizens’ Appeals.
Regardless of how you apply, your application must be processed within 30 days. Those. if you were not notified of registration in a month, take your copy of the application (if submitted through the department), receipt (if through the MFC) or printout (if through the State Services) and go to your department to figure it out.
Why file another application
You have registered your child. He grows. A year, one and a half, two, two and a half passes and you think: “Well, it’s probably time to send the child to kindergarten and go to work.”
Go to the State Services to check the status of the application, and see your number – 258. Shock, panic – what to do?.. Apply for a place in kindergarten!

The first application is about registering your child. To them you tell the department that in the future your child will need a place in such and such kindergartens, and it will be taken into account when planning the number of places. With the second application – for the provision of a place – you say that you need a garden right now.
If you’re reading this right now and you’re asking, “Why is this necessary – I’ve already written one application, it’s obvious that I’m waiting for a job. ” Unfortunately, it’s not obvious. There are many children, there are few places in the gardens, there is not enough for everyone. And if you do not declare yourself, then the department will give you a place not when you need it, but when the department has the opportunity. And if it does not appear in the next year or two?.. Or will they give a place not in the garden that you have noted as a priority, but in the one that is 5 kilometers away?..
Therefore, if you understand that, for example, six months are left before going to work, and there is no progress in the queue, write an application for a place so that the department knows about your need.
If you approach the application in detail, you will save yourself time. You can’t just write “I ask you to provide my child with a place from such and such a date in such and such a garden” and wait for a ticket to be sent to you. In our case, in detail means justified from the point of view of the law. How exactly to build a statement, what to emphasize – depends on your situation.
There is a kindergarten in the courtyard of Alina’s house, and she planned to take her son there. But the queue doesn’t move! Alina decided to call the department and find out what was happening with the places.
« There is no room in garden N, but there is room in garden M! Will you go?” – Alina was asked in the department. And garden M, for a moment, is 7 kilometers away. And get there by bus + walk 40 minutes. And with a three-year-old child – the whole hour. And so every weekday 2 times. Of course, this is not an option when there is a garden closer – right in the courtyard of the house.
In our example, Alina, after the conversation, understood what objections she would have to face from the employees of the department. It was on their overcoming that she decided to build a statement.
In addition to the general provisions for any situation that, according to the Constitution of the Russian Federation, every citizen has the right to receive an education, that, according to the Family Code, the choice of a kindergarten is the exclusive right of parents, etc. , etc. Alina will also write that her child only needs Garden N, because it is he who meets the requirements of safety and physical accessibility, which are prescribed in the new Sanitary Rules, Building Regulations and Rules and are supported by the decision of the Constitutional Court of the Russian Federation.
An application for a place in the garden must be submitted directly to the office. Just as in the first case, ask to register an appeal and put down the incoming number.
Remember, the broader the regulatory base (ie the number of references to applicable law) of your application, the more likely you are to get a spot right away. But do not give up and do not give up if a month later you were told that there are no places in the garden and when they will not be known. This reason for refusal is illegal. Indeed, Art. 67 of the Law on Education says that admission to a particular kindergarten may be refused if there are no places in it. But in this case, the department is obliged to offer an alternative option.
Please note that the law specifies that the garden must be within easy reach of the child’s place of residence. And accessible proximity, as mentioned above, is physical accessibility as well. If you need to get there by car or public transport, then this no longer meets the requirements of safe physical reach.
Therefore, the garden for 3, 5, 25, etc. kilometers is not an alternative available to you, but a convenient option for the agency to close your request.
I see, the refusals are illegal. But how to prove it to the department?
If there is no available space in the vicinity, the department, anticipating the need thanks to the same accounting system, must take timely measures to increase the number of seats. Therefore, the lack of places in the garden cannot be a legitimate reason for refusal. Rather, it is evidence of the department’s inaction.
Call on the law
The agency’s denial of your kindergarten application violates the law and the rights of the child. Therefore, your next step will be a complaint to the prosecutor’s office about the inaction of a state body.
In the complaint, it is obligatory to state not only the essence of the problem (for example, they do not give a place in the garden), but also the rationale for your position from a legal point of view: what rights were violated, what exactly the violation consists of, etc. Just like in the application , we refer to the current legislation, and the more complete and detailed, the better.
In addition, the complaint will need to summarize what actions you expect from the prosecutor – conducting an audit, bringing to justice, etc.
Please note that the prosecutor’s office does not have to forward the complaint to the agency whose actions you want to appeal. If the prosecutor’s office ignored this rule, most likely you will not receive a quality answer, the department will simply duplicate the refusal. In this case, you will need to draw up a statement of claim and file it with the court.
