Adult backup days may be utilized for the in-home care needs of any adult whom employees are responsible for, which may include spouses, parents, adult children, or employees themselves. For example, backup adult care may be used if your regular caregiver is unavailable, rides to and from appointments, temporary extra help after an accident or surgery, or temporary care while you schedule a permanent caregiver. Child Care Financial Assistance Options
Paying for quality child care can be a struggle for many families in the United States. The cost of child care is often the biggest part of a family’s budget and can be higher than the cost of housing, food, or even college tuition.
If you need help paying for child care, there are programs that can help. Below is a summary of different programs that may be available to help with the cost of child care.
Note: Your state or territory’s online child care search may indicate if a provider participates in a government financial assistance program or offers its own assistance or discounts. To find your state or territory’s online child care search, visit the “Find Child Care” page.
Government Programs
- Child care financial assistance (also called vouchers, certificates, or subsidies): States and territories receive funding from the federal government to provide child care financial assistance for low-income families in their state. These programs help low-income families pay for child care so they can work or attend school. Eligibility requirements are different in each state. Select your state or territory on the “See Your State’s Resources page and review the “Financial Assistance for Families” tab to find your local child care financial assistance program.
- Head Start and Early Head Start: Head Start and Early Head Start programs help prepare children from birth to age 5 for school and provide services to support children’s early learning and development, mental well-being, and physical health. Head Start and Early Head Start are available at no cost to eligible low-income families. Select your state or territory on the “See Your State’s Resources page and review the “Child Development and Early Learning” tab to find Head Start and Early Head Start programs in your state or territory.
- State-funded prekindergarten: State-funded prekindergarten programs serve children between 3 and 5 years of age and focus on helping children get ready for kindergarten. Some states offer these programs to eligible families at low or no cost. Programs may be part-day or full-day. Select your state or territory on the “See Your State’s Resources”page and review the “Child Development and Early Learning” tab to see if public prekindergarten is available in your state or territory.
- Military child care financial assistance programs: There are several programs that help military families pay for child care, wherever they are stationed. To learn more, visit the Child Care Financial Assistance for Military Families page.
Local and Provider-Specific Assistance and Discounts
- Local assistance and scholarships: Local nonprofit organizations and individual child care providers may offer fee assistance or scholarships. Ask the providers that you are considering if they offer any child care assistance or scholarships.
- Sibling discount: Some child care programs offer a discount to families that enroll siblings. They may take a percentage or a specific dollar amount off of a child’s weekly or monthly fee. They may also waive the registration fee or other fees. If you need care for more than one child, ask providers whether they offer sibling discounts.
- Military discount: Some civilian child care providers (not associated with military child care) offer discounts for military service members. Ask potential providers if they offer a military discount.
Work- and School-Related Programs
- Employer-sponsored Dependent Care Flexible Spending Account: Some employers may allow employees to put a portion of each paycheck into a special fund called a Dependent Care Flexible Spending Account, or “FSA,” to pay for child care services while the employees work. The money you contribute to a Dependent Care FSA is not subject to payroll taxes, so you end up paying less in taxes and taking home more of your paycheck. It can only be used to pay for dependent care, such as child care. Check with your human resources department to see if your employer offers this program.
- Other employer resources: Some companies offer child care onsite for employees’ children. In addition, some child care programs may offer discounts for employees of certain companies. Find out if your employer has relationships with any nearby child care programs that offer employee discounts.
- College or university child care: Some colleges and universities offer child care on campus. These programs may offer special discounts to students, faculty, and staff.
Native Hawaiian, Native Alaskan, and American Indian Programs
- Tribal Child Care Financial Assistance: Many Tribes and Tribal organizations receive child care grants from the federal government to provide child care financial assistance to Tribal families. There are also more than 150 Head Start and Early Head Start programs that serve American Indian and Alaska Native children. Find these programs with the Head Start Center Locator.
- Child Care Assistance for Indigenous People of Hawai’i and other Pacific Islands child care and preschool programs: There are programs in Hawaii that assist with cost of child care and preschool for children of Indigenous People of Hawai’i and other Pacific Islands. Families should contact PATCH (the local child care resource and referral agency) for more information.
Tax Credits and Support
Tax credits reduce the amount of tax you owe and may result in a tax refund. To claim tax credits, you need to meet certain requirements and file a tax return, even if you have no other filing requirement or owe no income tax.
- Child and dependent care tax credit: This credit is available to people who had to pay for child care for their children (younger than age 13) so they could work or look for work.
- Earned income tax credit: This tax credit helps low- to moderate-income workers and families get a tax break. If you qualify, you can use the credit to reduce the taxes you owe and possibly increase your refund.
- IRS Volunteer Income Tax Assistance: This program provides free tax help to eligible low-income taxpayers.

Employers sweeten child-care benefits to win over workers

As offices reopen, employers are holding on to lessons they learned from the Covid pandemic about the importance of addressing workers’ needs by offering benefits that stretch into child care more deeply than before.
As working parents juggled their jobs and caregiving during the health crisis, companies took notice. The result is more are looking to provide benefits like backup child care or are planning on-site day-care services. For companies that already offered these services, benefits are being expanded to include options like affordable tutoring as a way to hold on to skilled workers. These benefits, along with reduced hours or work-from-home days, are being crafted to break down barriers that are keeping some parents out of the workforce by doing more to help employees balance their work and caregiving responsibilities.
These benefits are particularly important to women, who are still bearing the brunt of family caregiving responsibilities — a point that became even more clear during the pandemic.
Although women make up less than half of the U.S. workforce, they accounted for a majority of the decrease in the labor force during the first year of the pandemic. Data gathered by the Pew Research Center showed that between February 2020 and February 2021, 2.4 million women left the workforce, compared with 1. 8 million men.
One of the biggest barriers for working parents is lack of access to affordable child care. Only 39% of respondents to McKinsey’s American Opportunity Survey who have incomes below $50,000 and children at home said they could afford child care. The online survey polled 25,109 people over the age of 18 throughout the U.S. between March 9 and April 8.
While lack of affordable child care was a barrier for many long before the pandemic, the crisis put greater stress on parents. Some dealt with closed facilities, more limited services or grappled with worries about the potential spread of Covid-19 at child-care centers.
With the number of Covid cases down sharply from their peak and vaccination rates rising, companies are trying to bring women back to the workforce — such an effort hasn’t happened in a while.
“The last time we really saw child care — and efforts by firms to bend over backwards to increase the participation of women in the labor market — was really the late 1990s,” said Diane Swonk, chief economist at Grant Thornton.
“There’s no muscle memory, to what we’re going through in terms of labor market tightness, there’s something unprecedented about us all trying to open up at the same time,” she said. “Consumers are spending and businesses are scrambling to ramp up faster than workers are either able or willing to come back.”
Backup care usage on the rise
Bright Horizons Family Solutions, which manages employer-based child care and facilitates child-care and educational benefits, is seeing greater demand for its services. Some of its clients include General Motors, Amazon, Apple and Facebook.
More than 100 of Bright Horizon’s new clients added backup care benefits last year. With this service, employees can take their children to a Bright Horizons day-care center at the last minute if their child care falls through.
During the first three months of the pandemic, usage of backup care was about 20 times higher than pre-pandemic levels, according to Maribeth Bearfield, chief human resources officer at Bright Horizons. And it continued to be on the increase throughout Covid, she said.
“People realize that, especially for essential workers, they needed child care in order to be able to come to work,” she said.
In surveying its clients, Bright Horizons learned that without backup care during the pandemic, 50% of employees would have needed to reduce their work hours, 33% would have missed key deadlines, and 20% would have taken a leave of absence or quit their job, Bearfield said.
Companies that already offered backup care are also adding other services, she said. The number of employees covered by Bright Horizons rose by nearly 20% last year, according to Bearfield.
“Ten, 15 years ago, as an employer … we wanted to do everything we can to support our employees, but we didn’t reach as far into family support as we do today,” Bearfield said. “An employer would have never thought that they would need to provide tutoring or nanny networks for their employees.”
The benefits can reach as far as funding or discounting child care.
“Whoever thought your employer would pay your babysitter for you, but employers are starting to do that,” Bearfield said. “Forward-thinking employers knew that, if they could help working mothers … come to work, and help relieve some of that burden, and the mental load of taking care of children, they will have more productive employees.”
Other employers may consider converting office space into day-care centers and hiring a company to come in and manage them.
“It reduces the cost of child care greatly to their employees,” said Cindy Lehnhoff, director of the National Child Care Association. Lehnhoff supervised employer-based child-care centers at Mercedes-Benz and Carnival. The overhead of renting space can be between 25% and 35% of a normal child-care center’s operating cost, but if employer’s cover that expense it can reduce the rate parents pay.
Supporting the whole person
All told, nearly half of companies started offering or expanded access to parenting and home-schooling resources for employees, according to a McKinsey survey conducted from June to August 2020.
Carter’s, a children’s apparel retailer and one of Bright Horizon’s clients, held several sessions last year to hear working parents’ problems. That conversation revealed how important family support was becoming.
“Our employees were looking for mental and emotional health support for both themselves and their children,” said Jill Wilson, Carter’s senior vice president of human interest and talent management. “They were looking for ways to entertain, educate and occupy their children while they were at home instead of at school or day care. They needed options for how to try to work while managing child-care responsibilities.”
Those discussions inspired the creation of a resource list on Carter’s benefits website with tools, resources and organizations that can offer parents support, organized by child age group. The company also added enhancements to the package it offered through Bright Horizons. New benefits were added including tutoring for school-aged students, preferred enrollment and discounts in Bright Horizons’ network of child-care centers, and discounts to enrichment programs and camps.
These family centered perks were added along with additional help for mental and emotional health as well as tips on how to get better sleep.
“We will continue to pursue supporting wellbeing for the whole person – whether physical, emotional, social or financial. When schools and day cares closed, we saw the true value in having a benefit like Bright Horizons’ backup care, and we continue to see valued use of it as employees transition back into more of a routine,” Wilson said.
Services for older children, elders
The shift to a greater focus on family oriented benefits by companies is not just limited to helping workers with young children. Benefits are also expanding to fill the needs of older children or even employees’ parents.
Since many high schoolers were taking classes from home, employers are looking to help parents fill in the gap left by remote learning with tutoring services or access to test prep, assistance in navigating college admissions or writing applications.
“During Covid, those kinds of resources weren’t just available to high school students anymore. So I think that’s where employers are going ‘we have to do whatever we can to retain our employees,'” Bearfield said. “I think bottom line is employers are going to risk losing people if they aren’t flexible.”
Best Buy, which offers backup child care to its employees through Care.com, began to provide $100 monthly reimbursements for tutors for children between the ages of 5 and 18 and the retailer expanded its paid leave program, giving workers up to six weeks of paid leave. And Best Buy became more flexible in offering employees the option to reduce their hours or share a full-time position with another employee.
Its caregiver pay benefit, which provides employees with four weeks of full pay to care for family members, was expanded to include siblings, in-laws, grandchildren, grandparents and children 18 and older. The benefit had previously only included a spouse or domestic partner, parent and children under the age of 18.
The electronics retailer also rolled out Wellthy, a care concierge that helps individuals find care for family members with complex, chronic and ongoing care needs as well as find nannies or child care.
With an aging U.S. population, it is important for companies to offer help with older parents.
“We have an economy where we need all hands on deck because of the aging demographics, and this is across the developed world,” Swonk said.
It is still too early to tell if these efforts at drawing more people back into the workforce are effective. It will likely be more evident around the same time schools reopen, making it hard to disentangle the two, Swonk said.
“One of the things that the pandemic has done is … [push employers to start] seeing workers as human beings that have needs, instead of as commodities that can be swapped out and easily replaced,” Swonk said. “That’s a major shift and it is giving workers a moment of bargaining power they have not had, particularly for women who have already gotten the short end of the stick. “
The shift could be here to stay. Both the government and consumers are putting a greater emphasis on the importance of diversity in the workplace. Expanding family benefits could make it easier for people from different backgrounds to join or rejoin the workforce.
“We’re going to see this become more and more important not only because we know that more diverse labor markets and more diverse employee bases across [companies], particularly in the C-suite, deliver better financial returns, but also we’re seeing the requirements of the market and governments shifting to require more diversity, equity and inclusion,” Swonk said.

When normal care arrangements for children or adults are disrupted, Backup Care Services provide last-minute care at a reduced cost. Each eligible member can request up to 15 days of backup care per year.
Care@Work has a network of professional, vetted backup care providers for in-home care and in-center care. As an alternative, you can use your own provider outside the Care@Work network for backup childcare (this is known as Personal Network Care). When you use this option, you must pay the provider or center directly, then submit a receipt to Care@Work within 30 days for reimbursement.

Tax Considerations
The IRS may consider the backup care services provided through Care.com in a given calendar year as a taxable benefit. Beginning with the 2020 tax year, Indiana University will report taxable benefits as follows:
- Adult Care is considered taxable income and will be added to your paycheck at the end of the calendar year.
- Backup and Child Care may be considered a taxable benefit when used in conjunction with a Dependent Care Flexible Spending Account (FSA). The amount of the benefit you received, paid for by Indiana University, will be reported on your Form W-2 in Box 10 as Dependent Care Benefits. If the sum of your Backup Care plus your Dependent Care FSA contributions are greater than $2,500 (for employees who are married but filing separately) or $5,000 (for employees who are either married and filing jointly or single and filing as “Head of Household”), the amount over $2,500/$5,000 will be reported as taxable income.)

Kindergarten benefits: privileges and rights when paying for and entering kindergarten in 2020, who is entitled to and how to get

Sometimes they say that such children get in without a queue, in the first queue or in a priority order.
To enroll a child in kindergarten, parents submit an application to the local authorities. The authorities form a queue of statements. There can be one queue for everyone, and beneficiaries enter the kindergarten through one.
In some regions, two different queues are formed: one for those who have advantages when entering kindergarten, the other for everyone else. How exactly to form a queue for kindergarten is decided by regional and municipal authorities.
The state only makes recommendations in this regard.

But regional and municipal authorities can adopt a regulation and enroll these categories of children not in the first place, but without a queue at all.
In addition, regions can provide benefits for other categories when entering kindergarten.
Benefits for kindergarten teachers. In St. Petersburg, the child of any kindergarten employee is taken to the kindergarten in the first place.
For example, such rules apply in Moscow and St. Petersburg. Children whose siblings are already attending a particular kindergarten have a priority right to go to that same kindergarten.
At the federal level, there is no law that would establish a preferential right to enter kindergarten for a certain category. Whom to enroll in a kindergarten without a queue, and who – in a priority order, is decided by the authorities of the region or municipal district.
Documents for receiving benefits are submitted along with an application for enrollment in a kindergarten. These are documents that confirm the right of the parent that his child can apply for a place in the garden in the first place.
Prosecutors, judges, military, employees and employees of the Investigative Committee of the Russian Federation, police and internal affairs agencies provide a certificate from the place of work or service.
Large families provide a special certificate. Disabled – a certificate of disability.
An application for a kindergarten benefit is submitted electronically or in person, depending on the established procedure in the region. In Moscow, an application for admission to a kindergarten can only be submitted on the website of the Mayor of Moscow. In St. Petersburg – at the MFC or on the local public services portal.
When the turn comes, RONO will send a referral to the kindergarten. Beneficiaries will receive it before the rest. When exactly depends on the region. Benefits for admission to kindergarten
The following have the right to extraordinary admission to kindergarten:
- Children of judges;
- Children of citizens exposed to radiation due to the disaster at the Chernobyl nuclear power plant;
- Children of citizens exposed to radiation;
- Children of the dead (missing) and other persons participating in counter-terrorist operations in the North Caucasus region;
- Children of the dead (missing), etc. on the territory of the Republic of Dagestan;
- Children of citizens discharged from military service and members of their families (within 1 month from the date of application).
The following have the priority right to enroll in kindergarten:
- Children of servicemen at the place of residence of their families;
- Children of police officers, deceased officers;
- Children of employees and military personnel of the federal fire service;
- Children from large families;
- Disabled children and children of one of whose parents is disabled.
Children who find themselves in a difficult life situation, orphans, wards, children of employees of a preschool educational institution and children whose siblings and brothers are currently studying in a particular preschool educational institution have the priority right to receive a place in the kindergarten.
In accordance with federal law, children in a difficult life situation include children left without parental care, children with disabilities, children who are displaced or refugees, etc. A detailed list is contained in Art. 1 of the Federal Law of 24.07.1998 N 124-FZ “On the basic guarantees of the rights of the child in the Russian Federation”.
Benefits for kindergarten admission in 2020
Many Russian families do not have the opportunity to send their child to kindergarten, despite the fact that they registered him with the Department of Education immediately after his birth. This is due to the acute shortage of places in kindergartens.
It is much easier to get the opportunity to educate children in a preschool educational institution for those categories of citizens who are entitled to benefits when entering kindergarten, but many do not even know that they can qualify for extraordinary, first-priority or preferential enrollment in a preschool educational institution.
Who has the right to enroll in kindergarten without waiting in line

Who has priority enrollment in kindergarten
When there are few places left in a preschool and the question arises of which of the two children to accept, the one who has priority enrollment will be chosen.
However, in general, these children will receive places only after the enrollment of children from privileged categories who have the right to be taken out of turn and in the first place.

What benefits to kindergarten are provided by the state for a certain category of citizens? Who can take advantage of benefits when enrolling in a kindergarten or when paying for a child care institution? In our article you will find answers to many questions of interest in this area.
Benefits – there is a right or advantage that is granted by the state to certain categories of individuals or legal entities. Benefits for Russian citizens come in different levels, including federal, regional and municipal. It is important to know that it is federal benefits for kindergarten that are valid throughout the Russian Federation. In general, all the benefits of preschool educational institutions (DOE) can be divided into two categories: 1. benefits to kindergarten when a pupil enters, the so-called benefits for recruiting a preschool educational institution; 2. benefits to kindergarten when a pupil is in it – benefits that are provided during the educational process in a preschool educational institution.
Benefits for admitting a child to kindergarten
Important! This type of benefits is provided at the stage of paperwork for the child’s admission to kindergarten.
Admission to a preschool institution is a fairly simple process, it is clearly regulated by Russian legislation, but there are also difficulties – this is a catastrophic shortage of places. In accordance with paragraphs. 25-26 of the Model Regulations on the preschool educational institution, the procedure for recruiting a kindergarten is determined by its founder in accordance with Russian law. As a rule, children under the age of 7 are admitted to kindergarten, and their admission is carried out on the basis of the following documents:
- application from parents or other legal representatives;
- medical report on the state of health of the child;
- identity document of one of the parents or other legal representative.
Important! The founder of a kindergarten, which may be a municipality, a federal agency or a commercial organization, has the right to independently decide on the procedure for admitting pupils to a kindergarten, and, consequently, on the issue of admission benefits. However, such decisions must be reflected in the charter of the preschool educational institution.
Since the procedure for admission to a preschool educational institution directly affects the rights of the child, it must be approved by the founder in advance, and also published in the media and on the website of the founder – management, education committee or department. The order of priority for receiving beneficiaries provides for the admission of out-of-turn and first-turners, as well as beneficiaries with a pre-emptive right. At the same time, when establishing the acceptance of beneficiaries, the founder has the right to accept them through one child from the main line in order to avoid violating the rights of children who are not entitled to benefits. Extraordinary and first priority beneficiaries are established by federal law, which makes these categories mandatory for the application of the DOW. Thus, Article 1 of Federal Law No. 124-FZ dated July 24, 201998 “On the Basic Guarantees of the Rights of the Child in the Russian Federation”, identifies the following categories of children who are in a difficult life situation, these are:
- disabled children and children with disabilities, both with physical disabilities and with disabilities mental development, including children with behavioral disorders;
- children left without parental care;
- children in extreme conditions, from families of refugees and internally displaced persons, as well as children – victims of international and armed conflicts, natural disasters and environmental disasters;
- children from poor families;
- children – victims of violence and children whose life was objectively impaired as a result of the circumstances that cannot overcome these circumstances on their own.
Important! If in practice you are faced with violations when, first of all, children from single-parent families, employees of preschool educational institutions and others are accepted, and not children whose parents are indicated in the law, then the actions of the founders of the kindergarten are easy to challenge in court, since federal beneficiaries are priority.
Let’s consider the procedure for determining the priority for admission to a preschool educational institution using the example of the Mytishchensky district. The regulation on the recruitment of municipal preschool educational institutions of the Mytishchi district, which can be found on the website of the relevant department of education, and as categories of beneficiaries there are defined:
- out of turn – children of persons who died in the line of duty, as well as employees of the RF IC and judges, children of Chernobyl victims;
- priority – children from families of disabled people, police and drug control officers, military personnel, children from large families, etc. ;
- persons with the priority right of admission are children of employees of a preschool educational institution.
90,051 persons with the priority right to receive children from single-parent families, orphans and wards, children who are in a difficult life situation;
Benefits during the educational process in kindergarten
In the course of the educational process, kindergarten payment benefits can be applied – compensation for services provided, for maintenance in a preschool educational institution, for food and more.
As mentioned earlier, this type of benefits is divided into federal and established by municipalities and regions. Benefits that are mandatory on the entire territory of the Russian Federation include:
- reduction in fees for the maintenance of a child in preschool educational institutions of state and municipal significance;
- provides for compensation for the maintenance of a child in a preschool educational institution of federal and municipal significance;
- provides for monthly monetary compensation for the nutrition of children in preschool institutions, including sanatorium type and specialized children’s institutions – Art. 25 of the Law of the Russian Federation “On the social protection of citizens exposed to radiation as a result of the disaster at the Chernobyl nuclear power plant.”
Consider each of these benefits in more detail. The following categories of citizens can take advantage of the fee reduction for the maintenance of a child in kindergarten :
- Parents or legal representatives of three or more children who have not reached the age of majority can reduce half the fee;
- parents or legal representatives of children with disabilities, including those with tuberculosis intoxication, can completely reduce the cost of maintenance. Children with disabilities include:
- children with poor hearing and vision, with leukemia, neurological diseases, with disorders of the cardiovascular or musculoskeletal system – letter of the Ministry of Education and Science of the Russian Federation No. 06-1277 dated 11.07.2011;
- visually impaired and completely blind children, with severe hearing and speech impairments, with disorders of the musculoskeletal system, with asthma, ulcers, with an acute form of osteochondrosis and others – letter from Rosobrnadzor No. 02-52-3 / 10-in of March 5, 2010 .
Important! The payment for the maintenance of a child in a kindergarten includes only a fee for the implementation of the main program of preschool education and does not apply to additional paid services that can be used in their work by preschool educational institutions.
Compensation for the maintenance of a child in kindergarten is:
- for the first child – 20% of the fee paid by the parents;
- for the second child – 50%;
- for the third and subsequent children – 70%.
Important! Only one of the parents (legal representative) can receive this compensation, it is paid regardless of the affiliation of the preschool institution, moreover, compensation is required by law for a fee in a commercial institution. Compensation for paying for a kindergarten is not subject to taxation – clause 42 of Art. 217 of the Tax Code of the Russian Federation. In case of disputes with the receipt of compensation, applicants must contact the regional administration.
Payment every month of monetary compensation for food in kindergarten is made to one of the parents or guardian or grandparents of the child who have the appropriate status – exposed to radiation due to the Chernobyl accident. The procedure for making such payments is established by Decree of the Government of the Russian Federation No. 907 of December 31, 2004. All of these benefits can be assigned both by regional or municipal authorities, and by legal entities. Therefore, in order to know about all the benefits that are due to a particular family with children, it is necessary to apply personally to the administration of the region or district in writing or electronic form, where they must accept and register this appeal, and give an exhaustive answer about all the required benefits within the appropriate time frame.

This year, September 1 was a very long-awaited day for the children, parents and employees of our kindergarten: in the summer they replaced the roof on the building! The builders are finishing work, and the kindergarten meets pupils on Knowledge Day!
The children missed their teachers, friends, toys, fun games and fun, so they were happy to hurry to their favorite kindergarten this morning. At the entrance, everyone was greeted by Malvina and Pinocchio, congratulated on the holiday and wished them a good mood! Again in our garden sounded cheerful children’s laughter!
Some babies came in timidly, cuddled up to their mommy because they are newbies! This is their first day in kindergarten. Moms were just as worried! All newcomers were warmly welcomed and accepted by the head of the kindergarten Inna Vladimirovna Chernyaeva, teachers and their assistants.
