For the construction market, the state of instability is perhaps more familiar than some kind of constancy, especially given the time of the project. Does this indicate a special hardening of the largest players?
— Indeed, the construction market is used to living from crisis to crisis. But the main thing is to identify development options in any current situation. In our case, important factors influencing the industry include not only global processes and macroeconomic indicators, but also changes in the regulatory framework by the regulator, as well as the emotional atmosphere in society. There are very few external stabilizing conditions for the market today. This means – according to the classics – we rely on internal forces. Nothing new either: the market can only believe in itself.
As regards the organization of construction processes, as well as the issue of import substitution, the tasks are being solved, one might say, “as planned”. The search for fallback scenarios and options that will allow large developers to meet their obligations on time has become commonplace after 2014. In addition, the constant updating of the range of tools and mechanisms for supporting demand does not stop. So, in terms of creativity and adaptability, the construction market has few competitors. But change is inevitable.
Do you need to remind your target audience about the reliability of the company again and again today? In 2022, the consumer has become especially sensitive to this criterion… The industry today exists in the paradigm of sustainable development principles. And these are not only certain characteristics of the development product. It’s about the core values that a business stands for. If we talk about our company, then the basis on which all processes are built today is responsibility for us. In front of customers, employees, partners, contractors – and, of course, in front of yourself. Fulfillment of professional and personal obligations is our foothold, the foundation for the confidence that we will overcome the difficulties shaped by the current realities, although it will not be easy.

However, this is not just broadcasting one’s own conviction to the audience. What is this assessment based on?
— The real estate market will be kept from falling by market mechanisms, developers’ own capabilities, as well as financial instruments. That is, mortgages, installments, personal offers. This is a solid base. Consumer motivation is the next layer. The improvement of living conditions is one of the most important human needs. A morally obsolete fund, losing in terms of operational characteristics and infrastructural saturation to the primary one, forms the need for continuous creation of a new proposal. More liquid. And the fact that it will become cheaper in the current conditions is an illusion. Prices in the market of new buildings are limited by the conditions of project financing and financial models. At the same time, the segment of secondary housing is predicted by the scenario already won back in 2014: when the soaring prices began to gradually decline.
Transmitting confidence is important today. The buyer needs not just an “island of stability” – they need facts, a clear justification for information. Emotional acquisition is a rarity. And especially in times of crisis. People now, more than under standard circumstances, at the moments of making key decisions, listen to the words of authoritative experts. The audience follows their actions and position. When an emotional safety zone, psychological comfort is formed around them, loyalty to the companies they represent and talk about grows. Communication reaches a trust level.
And how to manage it? What should be the tactics in the current realities?
— We understand that the situation does not always depend on us directly. First of all, you need to give up depressive moods. In conditions where long-term strategies are difficult, it is not advisable to revise the content and parameters of projects. We strive to ensure that through our brand people associate the company with a quality product, a modern offer both in the housing construction market in different segments – from comfort to premium, and in the commercial real estate market.
Therefore, the task remains unchanged – to provide the buyer with the promised result. And to a potential client – confirmation that the obligations will be fulfilled on time and with the appropriate level of compliance. These are, for example, our confirmed contracts with major suppliers of high-quality engineering equipment, window systems, elevators, and so on.
We do not intend to abandon or revise our plans. The current construction and the withdrawal of new facilities will go according to schedule. A pause or, moreover, a suspension of some processes will be a mistake. This is proved by the situation that developed in the spring of 2022: if the developers had “slowed down”, the current market position would have obviously been weaker. To get out of the crisis, constant movement is necessary.
Does this also mean scaling in your case?
— And in several directions. Number one is business processes. At the beginning of 2021, we created our own management company for the Avenir apart-hotel chain. Now she manages apartments in two projects, and at the end of this year their number will double. By the way, the network itself is developing – now we are building the fourth apart-hotel, Ladozhsky Avenir. It will include both residential and office space. If everything is pretty obvious with the former – two years of crisis, service apartments are going very confidently, then the market for relatively small offices is a new investment prospect. This segment, unlike large buildings of this purpose, is much more resistant to crisis phenomena. This means that we can provide our investors with an up-to-date business model. That is, as a developer, we thought about it and made appropriate decisions.
Another direction is the development of a development product: quantitative development determines the need for a qualitative one. We have gone from participating in common CATs to implementing our own residential block development projects, the concept of which we create ourselves in cooperation with architectural bureaus and landscape studios. An example is the Severnaya Korona house and Derevo Park specialists.
In addition, we strengthen our competencies in expensive real estate. Frankly speaking, the Northern Crown project would be “elevating” for a limited number of developers. We are among such companies only due to the experience of building in the historical center and creating expensive real estate projects.
Finally, quantitative development – an increase in the areas for development with which we work, as well as the volume of real estate being built at the same time. And all this while meeting the deadlines – as before. According to the rating of the Unified Resource of Developers, in 2022 we climbed to the sixth line in the top 10 companies in the region in terms of commissioning – with an indicator of 79.9 thousand m2 as of October of this year. In terms of the volume of current construction, we are also gaining positions: according to the results of the third quarter, our result was 150.9 thousand m2.
We also continue to develop those, say, “non-core” areas that are a reflection of our sustainable development policy. In 2021, we opened the Legend Theater, which successfully operates under our patronage. Throughout the year, the troupe pleases the audience with premieres – and the performances pleasantly surprise even the most sophisticated audience. This project has become a contribution of the PSK group to the cultural life of the city, it is not commercial. However, it is important for the company, since it performs such a significant social function. The repertoire includes more than 20 performances, a children’s theater studio operates, and charity events are organized. The theater unites young names and real stars under the banner of creation. And this applies not only to stage activities: specialists from other fields are involved in the creation of projects. This is a space for the implementation of bright creative ideas. But at the same time, it is no less comfortable meeting place for the business community.
The scale of the company’s plans has increased many times over in comparison with the volume of construction that we have implemented over the past 5 years. Now more than 400 thousand m2 are in the active design stage. Among them is the project at 87, Polyustrovskiy pr. In addition, there will be a kindergarten and a school. This project allows PSK Group of Companies to increase its presence in the “comfort” segment, as well as to realize our vision of a quality development product in this niche.
Are you considering other integrated development projects?
— For us, the prospects of such projects became obvious after the targeted, but within the framework of a comprehensive, construction in Slavyanka. The next such facility was the Friends Residential Complex in the area, also designed as a whole. Again, our interest is based on the development of a development product. We see an opportunity to work on the principle of both the construction of large residential parts of a large whole, and the creation of such microdistricts from scratch on our own. This is an opportunity to offer customers a new quality of life.
Therefore, we are preparing to present new projects in both directions – block development with a full set of infrastructure support and unified landscaping.
In one of your interviews, you said that today the most important trend is to meet the needs of the buyer. And, perhaps, it has found a very vivid expression in terms of creating tools to support demand: the renaissance of installment plans, new mortgage products. What to expect next?
— Development of instruments to stimulate demand. We continue to make them more flexible – focusing on the possible financial situations of buyers. Today, the arsenal of individual developers’ offers is expanding, and conditions for acquisition are being formed that had no precedent before. For example, if a buyer wants to enter into a deal with new real estate – but with the calculation of the amount from the sale of an existing property on the secondary market. If he fails to realize it quickly, then there are still several available options for making a timely purchase: an installment plan with a choice of down payment and a minimum payment or a mortgage program with a monthly payment of one ruble until the new building is put into operation, that is, within 1– 3 years.
The buyer’s arsenal is expanding. He can choose the conditions that suit him. At the same time, the use of new products does not imply an increase in the cost of the property, which caused the short life of programs with near-zero rates. On the contrary, with our “Customize Your Installment” offer, the final price is reduced by 4-15% of the base price according to the down payment option chosen and depending on the project. The buyer himself forms comfortable conditions for himself, the settings are basic – but with the option of fine adjustment. It is important that these products are available for different segments.
PSK Group’s own program “Set up your installment plan” and jointly with PJSC “Sberbank” “Mortgage in installments” apply to three projects of the company: comfort-class residential complex Friends, premium house “Severnaya Korona” and apart-hotel Ladozhsky Avenir . We announced the launch of sales in the latter literally in September – therefore, here, the available mechanisms for maintaining demand are also superimposed on the benefit of the price at the start. Considering that a new business cluster is now beginning to form in the Bolshaya Okhta location, and we have identified Ladozhsky Avenir as the first multi-format project in the Avenir apart-hotel chain, this implies a high capitalization of the project and, in general, opens up good prospects for the investor.
So the toolkit is designed for both residential and commercial real estate?
— And separately for entrepreneurs: PSK Group of Companies also works under the business mortgage program from Dom.RF. The program greatly simplifies the purchase of apartments, apartments and premises for free use by SMEs. In the future, as the key rate of the Central Bank decreases, it becomes possible to refinance the loan. Apartments and flats are in demand as private real estate to accommodate employees on business trips and during relocation. And also as a possible collateral for securing other possible future loans and investments.

Today, a long-term investment strategy is relevant, allowing you to evaluate the result in 3-5 years. Real estate is the acquisition of a guaranteed income in an obvious asset. And investors with a cool head, soberly reading the situation and evaluating all possible prospects, will only benefit from the results of the next crisis period.
