International Open University (IOU) is the brainchild of Dr. Bilyal Philips, who proposed an institution of higher education offering intensive fully accredited online undergraduate, graduate programs and Ph.D.

MOU’s journey began in 2007 with the launch of free online degree courses at its open campus. In 2010, just 3 years later, the Bachelor’s (BA) program was launched.

The history of the emergence and development of IOU

MOU started with the launch of free diploma courses.

2010

Three years later, the MOU introduced an online Bachelor of Arts in Islamic Studies (BAIS) program based on a modified curriculum from the Islamic University of Medina in Saudi Arabia, the Islamic University of Omdurman in Sudan and Al-Azhar University in Egypt. This pioneering initiative uses cutting-edge open source online learning technologies to make affordable university education available worldwide to anyone with an Internet connection.

2013

In 2013, MOU received a global accreditation and university license from the Ministry of Higher Education of the Government of Somalia and was added to the list of accredited universities in Somalia recognized by the UN as well as worldwide.

In the same year, the MOU began publishing the Internet magazine “Insights” and the Global Quran Memorization Center.

And MoE has also launched a pilot intensive English course for madrasah graduates in the Gambia to meet their needs in this field and enable them to pursue higher education in cooperation with the Ministry of Basic and Secondary Education (MoBSE) and the General Secretariat for Islamic and Arabic Education ( Amanah). This program is currently offered in three different countries: The Gambia, Somaliland and Guinea-Bissau.

2014

In 2014, MOU received a license to operate as an online university in The Gambia from the Ministry of Higher Education, Research, Science and Technology of The Gambia.

2015

MOU has launched many new youth programs, including YDCP and others.

The Open Education Program for non-high school diploma students has also been launched, which allows these students to join various university programs at MOU and receive certified diplomas upon successful completion of the required courses.

In addition, IOU became a member of the International Council for Open and Distance Education (ICDE), founded in 1938 in Canada as the International Council for Distance Education. Today, ICDE is the leading global membership organization for open, distance, flexible and online education, including e-learning, with members from 60 countries from all continents.

Online programs were also launched in 2015, including master’s programs in Islamic studies, diploma and certificate programs in information technology and business administration [in English].

MOU participated in international higher education institutions and quality assurance bodies in 2015, including the Association of African Universities (AAU), International Network of Agencies for Quality Assurance in Higher Education (INQAAHE), African Quality Network (AfriQAN), International Council Islamic Finance Educators (ICIFE), the Association of Quality Assurance Agencies in the Islamic World (Quality Assurance Institute), and the Talloire Network.

In the same year, students and staff were given free access to online journal databases such as JSTOR and Oxford University Press, further strengthening the university’s commitment to offering quality higher education opportunities to all.

In 2015, the University also hosted its first online mental health conference on the topic of “Psychological Wellbeing”. The goal was to raise awareness of psycho-social issues in communities around the world and offer practical solutions for change. The conference discussed various topics such as domestic violence, self-esteem, unhealthy relationships, marital conflicts, sexual abuse, the effects of trauma on children, depression and mental disorders.

2016

MOU joined the Asian Association of Open Universities (AAOU) and added Bachelor of Business Administration (BBA) and B.Sc to its English language programs.

The University has received accreditation for its B.Sc in the Islamic Economics, Banking and Finance program of the International Council of Educators of Islamic Finance (ICIFE) and this year is opening ICIFE chapters in India, Somaliland, Gambia and Sierra Leone.
