Program Description
Full Day 5 to 12 hours per day. Services are offered to children ages 6 weeks to 5 years old
Part Day Preschool 3 hour/day program with choice of 5 days, 3 days, or 2 days per week 
Before and After Kindergarten* Before and after school care provided for children attending Kindergarten. Full day care provided on school “out” days and during the summer following the Kindergarten school year
Hourly  Care Centers offer reserved and drop-off care on an hourly basis
Pre-Kindergarten/Strong Beginnings

Strong Beginnings is a 3 hour/day program 5 days per week that provides school readiness skills for children turning 4 years by August 1.

School Age Centers (SAC): Grades K-5/8*

Army School Age Centers provide care during:

Children have access to computer labs and can receive help on daily homework assignments. Programs are nationally accredited and utilize standard curricula through formal partnerships with nationally-recognized organizations such as 4-H and Boys & Girls Clubs of America (BGCA).

Babysitter Referral Services

Looking for a Teen Babysitter? Looking to be a Teen Babysitter? CYS offers training following the 4-H babysitter curriculum in becoming a certified Teen Babysitter. Teen military family members in grades 7 and up who wish to to expand and market themselves for babysitting jobs can be placed on the babysitter’s referral list with parent permission.

Military parents needing babysitters must complete a request form located at Parent Central Services. Once parents complete the required form, they will receive a list of babysitter information based on specified requirements (location, availability, etc). After receiving a list of babysitters, parents can make arrangements directly with the babysitter. All arrangements and fees for care are between the parent and babysitter.

CYS offers Babysitting Referral Services for registered families. Babysitters on the referral list are 13 years or older, have certification in First Aid and CPR, and are trained in: 

  • Developmentally appropriate play
  • Recognition of child abuse/neglect
  • Emergency procedures and interviewing

Alternative Child Care

CYS provides additional child care beyond the regular facility opening hours.

  • Kids On Site! (KOS) – On-site child care in a room adjacent to the parents attending unit meetings or events  

Kids On Site (KoS) KoS provides child care on site for your unit/organizational event at the location your event is being held. CYS will provide quality child care providers to watch children ages 6 weeks through 12 years on site. Your unit pays for this service through Parent Central Services. KoS is not available at all locations on post. For information, a quote or to schedule an event, contact Parent & Outreach Services.

  • Volunteer Child Care in a Unit Setting (VCCUS) – CYS can help units to train volunteers to provide child care for unit functions

Volunteer Child Care in Unit Settings (VCCUS) VCCUS is a volunteer-based childcare program that allows for on-site care during meetings and events organized by military units, Army Community Service (ACS) groups or Family and Morale, Welfare and Recreation. Through VCCUS, Parent & Outreach Services will provide training to volunteers from the military unit or organization. The program is designed to allow the exchange of free and temporary childcare services during unit sessions when the demand is high or when child development center services are not available. Parents and guardians of children in VCCUS must be attending the same function and must remain at the site while their child is under volunteer care.

The Family Child Care (FCC) program is an integral part of the Child and Youth Services (CYS) child care system available on Army garrisons. FCC provides quality home based care for children 4 weeks to 12 years old and is offered in government owned and government leased housing located on post.


FCC has unique qualities that make it a preferred choice for many families. It offers flexible hours: full day, part day, extended /overnight, weekend and hourly care in a comfortable home setting. FCC also offers a 15% cost savings compared to Child Development Centers and School Age Care fees


FCC Providers are vetted and only the best qualified candidates are recommended for certification. Providers must complete background checks and regular home inspections as a part of certification. They also receive paid ongoing training for professional development.


Army policy requires that anyone providing care on a regular basis for more than 10 hours per week, must be certified through Child and Youth Services as a FCC provider. 


Providing unauthorized child care in government owned/leased housing puts you at risk of losing your housing privileges.   Unauthorized child care by an uncertified person puts your child at risk.

How can I become a certified FCC provider?


To become a certified FCC provider, you must complete a local background check; agree to have inspections conducted by the Fire, Safety and Preventive Medicine Offices; as well as attend a minimum of 38 hours of training.   The training includes child abuse identification and prevention, first aid and Cardio-Pulmonary Resuscitation (CPR) training.


 


1.    Complete FCC Application (DA Form 5219).  Submit application to the local FCC office for processing.


2.    Family Interview-conducted in the home of the applicant.  All family members should be present for the interview.


3.    Background checks-Investigations are completed on the applicant, military sponsor, and children or any bono fide resident in the home 12 years of age and older.


4.    Orientation Training- Minimum one week.


5.    Home Inspections- Fire, Safety, Health and Sanitation proponents.

An explanation of the Family Child Care ten hour rule


 


1. At Child and Youth Services, we provide safe child care for military Families – at Child Development Centers, and in Family Child Care (FCC) settings, where certified providers offer child care in their on-post homes.


 


2. The Army has a responsibility to balance the ability of families to rely on one another to meet their short term child care needs with protecting the safety and well-being of children.


 


3. It is not — and never has been — the intent of CYS to eliminate such “good neighbor” favors.

 


4. There is a difference between caring for children a few hours a week and providing child care services on a regular basis.


 


Know the Rules

A 10-hour child care limit has been established by the Department of the Army to protect children from being in unregulated child care settings on a regular basis.


This means any Family member living in government quarters providing child care for more than 10 child care hours per week on a regular basis must be certified as a Family Child Care provider.


“10 Child Care Hours means 1 child for 10 hours per week, 2 children for 5 hours per week, etc.”


 


“Regular Basis” means routinely, for an extended period of time.


SO …

If you care for your neighbor’s child all day, 5 days per week for 9 hours per day, that is a total of 45 child care hours. You must be a certified FCC provider.


OR …

If you care for 6 different children per day, 5 days per week, even if it’s only an hour per day each, that is STILL a total of 30 child care hours. You must be a certified FCC provider.

Transferring your FCC business from one post to another is a snap!


Don’t stress over a PCS move! A few steps can get you set up as an FCC provider at your next duty station.


Here’s what to do:


  • First, make sure your future garrison has an active FCC program. If it does, you may be able to transfer your business.
  • Submit an FCC Transfer Request to the losing garrison’s FCC director/administrator, who will review and send it on to HQ, IMCOM G9 CYS.
  • Receive initial email or phone contact from the gaining garrison’s FCC director/administrator less than 30 days after they receive your inbound transfer.
  • Continue to stay in touch until you arrive and are set up as an FCC provider.

Meanwhile, your gaining garrison’s FCC director/administrator submits a transfer work order ticket to the supporting CDE office. A background check administrator also coordinates with the losing garrison for your file, determines whether re-verification is needed, and issues an updated Background Verification Checklist to the gaining installation.


We want to make the transfer process as easy as possible for you. Because of that, we’re implementing this guidance across all IMCOM garrisons and spreading the news to all current and newly on-boarded FCC providers.


Announcing new bonuses for FCC Providers!


Starting 1 June 2020, we’re offering two new bonuses to qualified FCC providers:


Relocation Bonus: Up to a $1000 relocation bonus will be provided to FCC Providers who successfully relocate their home business to a gaining installation. Providers will receive payments over a twelve month period. Payments will begin upon home certification and enrollment of at least two children who are unrelated to the provider. Payments will be disbursed monthly with an initial payment of $120 and $80 thereafter (for the next eleven months). If the home closes or certification is lost during this time, all remaining payments will be forfeited.

FBI Investigates Presidio Child Molestation Report

SAN FRANCISCO — 

The FBI is investigating allegations that 37 or more children were molested at a child-care center at the Presidio Army base here since mid-1985, authorities said Monday.

At least four children contracted chlamydia, a common, treatable venereal disease, Presidio spokesman Bob Mahoney said. Another child initially tested positive for exposure to the acquired immune deficiency syndrome virus, but a more reliable test showed no infection.

“It is an extensive investigation regarding child molestation at the Presidio,” FBI spokesman John Holford said. “The agents are still conducting interviews and collecting evidence.”

“Because of the long period of time in which this case concerns itself, we simply don’t know how many children are involved,” said Col. Joseph V. Rafferty, commander of the base, which overlooks the Golden Gate.

Mahoney said the FBI has questioned more than 60 children who attended the day-care center between June, 1985, and November, 1986. Parents say they have been told by base authorities that at least 37 suspected victims have been identified.

Mahoney maintained that today, the child-care center, a pleasant wooden structure with a capacity of 300 children, “is a safe place to be.

Word of the continuing investigation was disturbing news at the campus-like fort, where there has never been a shot fired in hostility and which is a center for such pursuits as medical research and language studies. About 6,000 military personnel and civilians work at the base.

‘The Rumors Escalate’

Attendance at the center has dropped to about 150. Although a summer attendance decline is common, some of this year’s has been attributed to fearful parents pulling their children out. Some parents are holding weekly support-group meetings, and some circulated petitions last week calling for a town hall meeting to air the issue.

“It’s got a lot of people asking a lot of questions. Out of questions come rumors, and the rumors escalate,” said Maj. Dennis Runyon, a base dentist who believes that his two daughters were molested when they were in the center for six weeks last summer.

The allegations began last November, when Capt. Michael and Joyce Tobin’s 3-year-old son complained about being molested by “Mr. Gary.”

In an interview Monday, Joyce Tobin, a nurse, said she examined her son but could not find evidence of such an attack. After he complained a second time, she found marks and reported it to authorities.

Gary W. Hambright, 33, who worked as one of 40 adults at the day-care center from June, 1985, until November, 1986, was put under investigation. Hambright, described by his attorney as an ordained Baptist minister who now works as a handyman at a church here, was indicted in December.

U.S. District Judge William Schwarzer ruled that statements by Joyce Tobin, the boy’s doctor and a nurse regarding the alleged molestation constituted hearsay evidence and could not be used in court. He also decided that the boy was not competent to testify, so prosecutors were forced to drop charges against Hambright.

The investigation into Hambright continues, however. The FBI obtained a search warrant to test the former teacher for chlamydia last month. The test showed that he was not carrying the disease, Hambright’s attorney, Rommel Bondoc, said.

The condition is curable with antibiotics and leaves no trace.

“There are all of these rumors and accusations that seem to spread like a venereal disease,” Bondoc said. “But it turns out they are all negative. He didn’t do it.”

Bondoc said Hambright has no criminal record.

At the Runyon’s home on Monday, as children ran in and out or rode bikes outside, a group of parents discussed the emotional effects on their children, the difficulty in bringing the molester or molesters to justice and the need for parents who fear that their children were molested to speak up. Joyce Tobin said she believes that the wives of some enlisted men fear that their speaking up may damage their husbands’ careers.

“We want the children who were molested taken care of, and you can’t take care of them if you don’t know who they are,” Tobin said.

The Tobins, Runyons and three other other couples sent letters in April to other parents who had children in the center, saying that 37 youngsters have been “identified by authorities as suspected victims.

“It’s the perfect crime,” Runyon said. “You’re dealing with young kids who do not make competent witnesses to testify. What they say to their parents can’t be used in court. You don’t want to taint these kids’ testimony by discussing it, so it’s difficult to spread the word.”

For the military and civilian employees on the eucalyptus-forested base, word of the molestation has been a shock. Capt. Larry Adams-Thompson, a chaplain, said he put in for a transfer and will move to Hawaii because of the suspected molestation of his daughter.

“You get to the point where you just don’t trust anyone to take care of your kid,” the chaplain said.

KinderCare facility at Presidio of Monterey to close by mid-December – Monterey Herald

MONTEREY – A child care facility in Monterey has given notice to parents of children at the center that come mid-December, they will no longer be in business, leaving parents scrambling to find alternatives.

The KinderCare Learning Center at the Monterey Presidio announced in a letter dated Aug. 12 that after 23 years the center will close by the end of the year.

“It’s so upsetting,” said Ferenc Dalnoki-Veress, a Middlebury Institute of International Studies scientist in residence and adjunct professor. “It’s so terrible to get notice a couple of days ago that they’re closing the center at the end of December, giving us four months’ notice.”

The letter sent out by Arlene Delmundo Garcia, KinderCare district leader of Northern California broke the news to families.

Colleen Moran, KinderCare public relations manager, stuck to the text of the letter when she said “it’s become increasingly difficult for us to support our Monterey center in the way we would like to given its distance from our other centers. After careful consideration, we came to the difficult conclusion to leave Monterey at the end of the year.

“At KinderCare, our families are the heart and soul of all we do each day. Between now and our last day, we’re going to do everything we can to support our children, teachers and families as they look for a new child care center,” said Moran.

Dalnoki-Veress, his partner and their 4-year-old son, along with several other families, will be directly affected by the closure of the KinderCare Learning Center at Monterey Presidio. He explained the timing makes it more difficult to find an alternative with the school-year just beginning.

“I think you’re better off asking the city of Monterey” the reason for the closure, said Lilia Perez, KinderCare center director in Monterey. “They’ve been the one to negotiate to find a child care provider for the space” on the Defense Language Institute campus.

The city of Monterey leases the child care facility building from the United States Department of the Army and subleases it to a childcare provider.

The city received notification on Aug. 12 that KinderCare was terminating the sublease effective December 14, 2019, according to Janna Aldrete, city of Monterey property manager.

The city of Monterey also sent an email to KinderCare families, signed by City Manager Hans Uslar, the same day, and Aldrete confirmed the city’s intent.

“The City of Monterey is committed to trying to secure a new (National Association for the Education of Young Children)-accredited child care provider at the center. City staff is currently researching California NAEYC-accredited providers, reaching out to providers to gauge interest to enter into a new sublease agreement before KinderCare vacates the premises,” said Aldrete. “Any new sublease agreement will require approval of the Army.”

Perez said there are more than 50 families that use the learning center now, but would not give an enrollment number or say how many teachers it employs.

According to Aldrete, as of April 30 of this year, 91 children were enrolled in the program but believes current enrollment is lower than that.

Still, the news of KinderCare’s pullout seemed to come out of the blue.

Dalnoki-Veress said his family was shocked by the news they received via email and that the next day a KinderCare representative and one from the city of Monterey were at the center to answer questions. He said he wanted to know why they did not tell parents earlier.

“It does usually take a year or more to get daycare in this area,” said Dalnoki-Veress. “So a lot of parents are left in a lurch.”

Through his experience, he has discovered that finding care for his toddler will be easier than if he was still a newborn. There are not many options for families with newborns and it costs about $200 more a month for their care.

Uslar’s letter said that in the coming weeks the city of Monterey will be issuing a Request for Proposals to find the best-suited child care provider for its partnership with the United States Army and unique community.

“The city knows there are limited child care facilities in the area and we will do our very best to enter into a contract with a new provider before KinderCare vacates the center in mid-December,” said Uslar.

Dalnoki-Veress has only good things to say about the teachers at KinderCare Learning Center and the community that has been built with families. He acknowledged that options for childcare for his family and others are limited. “There’s not much out there.” He said the costs are comparable and depend on the age of the child. Dalnoki-Veress said child care for his son runs between $1,000 and $1,100 per month.

But he will miss many aspects of what KinderCare offered including an on-site cook for the kids who prepared morning snacks, lunches and afternoon bites.

In 1987 allegations of child sex abuse surfaced at the daycare center of the Presidio of San Francisco involving 60 children, some infants. Upon physical examination, four children were diagnosed with chlamydia, a sexually transmitted disease. 

Other children exhibited vaginal discharges, genital soreness, rashes, and psychological symptoms like sleep disturbances, nightmares, and bizarrely inappropriate sexual behavior. 

Military police and CID (Criminal Investigation Command) investigated Army Lieutenant Colonel (LTC) Michael Aquino, a member of Anton LaVey’s Church of Satan between 1967 and 1975, who then founded the the Temple of Set, another Satanic organization.

Officials seized thousands of photographs and videos in a search of his residence, logging and photographing “weapons, masks and ceremonial items.” 

In 1987, LTC Aquino appeared on the Oprah Winfrey Show and explained his Satanic philosophy, saying that Satanists “are not servants of some God; we are our own gods; we are our own decision makers. And people naturally fear this.” He concluded saying that the beliefs of his followers were “most closely aligned to that of Plato.”

In September of 1987, a pair of fires destroyed all records and the daycare center itself. ATF investigators determined that the cause was arson.  

The same month, Mr. Gary Willard Hambright, 34, an employee of the daycare center, was indicted on 10 counts of lewd and lascivious conduct on a child and 2 counts of oral copulation. 

The New York Times reported that “An assistant United States attorney, Peter Robison, said Mr. Hambright was charged with molesting only 10 children because other victims were so young they would not be allowed to testify in court.” 

A Presidio spokesman, Mr. Bob Mahoney, said that “more than 70 children had been interviewed by Army therapists as potential abuse victims. Parents have said as many as 60 children were molested at the center.” 

The Times article states that an Army review team conducted an investigation of nearly 300 child care centers run by the Army, caring for an estimated 94,000 children daily.

“Allegations of sexual abuse have surfaced at more than 10 percent of those centers since 1984. Among them are the centers at Fort Dix in Jew Jersey and the United States Military Academy at West Point.

Despite evidence of child anal abuse, no charges alleging sodomy were filed. Other medical examinations of the children revealed missing hymens and rectal lesions. 

The case against Mr. Hambright was eventually dismissed on numerous technicalities. He ultimately died from AIDS.

An aide to Senator Jesse Helms filed a complaint with the US Army in 1988, complaining about LTC Aquino’s appearance on an episode of the Geraldo Rivera Show about “Satanism and witchcraft.” 

The San Francisco Police Department ended its investigation of LTC Aquino for lack of sufficient evidence. US Army CID continued its investigation until 1989, when it also concluded its investigation due to a failure of suspects and other involved adults to cooperate, and the expiration of the 3 year statute of limitations.  

Michael Aquino was a Reserve Lieutenant Colonel in the US Army. 

LTC Aquino in the end escaped prosecution, though a continuation board of the Army Reserve recommended his discharge. He was processed out of the Army in 1990.

Combinations of cold ocean water and the high air temperature of mainland California leads to the creation of a unique phenomenon – San Francisco fog, which in summer can envelop the city, especially its western part, for days on end. Fogs, the hot climate of California and the influence of the ocean make San Francisco the owner of a special microclimate. The high hills in the city center seem to be responsible for the discrepancy in the amount of annual precipitation in different areas. They also protect the eastern counties from the fog and cold conditions that prevail in the Sunset area. For those who live on the east side of the city, San Francisco is sunnier and drier.

Today a strong cold wind with drizzle is blowing. I shiver a little, but the desire to find 1090 Grove Street, home of the Russian Society of Culture, is too overwhelming to think about the weather. The tram was not long in coming, and we quickly darted into it, lowering the fare at the entrance. Sitting down, he began to think about the role of Russians in American history. It is well known that even before 1917, about one and a half million immigrants from Russia worked in the New World. For the most part, they were semi-literate and did not leave a noticeable mark, although there are examples when the Russians held high positions, founded cities, and created works of art. But the contribution of those who came after the Civil War turned out to be much more significant. They not only replenished the US middle class, but also introduced Americans to their culture and art. It is no secret that the United States has taken such a prominent place in the world precisely because the most active representatives of different nationalities have gathered there from all over the world. Russians – representatives of art, science, technology, medicine – were in the forefront.

The mission of today’s Russian Americans is very important. It is well known that a view from the outside allows you to better assess the situation. It’s not easy in Russia right now. Of course, there can be no talk of dramatic changes, but there are some problems. In particular, with the construction of a civil society, when each resident understands well his role in the life of the country. This is not yet the case in Russia. Our compatriots abroad have accumulated invaluable experience of living in another country, for example, the unique experience of Orthodoxy.

Emigration will never end. There will always be people who want to go to another country for various reasons, from economic to political. Compatriots are always ready to lend a shoulder to new arrivals. Here the role of preserving Russian culture, including Orthodoxy, is important, as well as the preservation of the Russian language among the younger generation. After all, the knowledge of such a rich language as Russian allows not only to realize one’s role in another country, but can also support in difficult times.

Sometimes one hears about the fading of interest in the Russian language and culture among representatives of the Russian emigration. I assume that this is only at first glance. On the contrary, the natural passing of the baton to the new generation is noticeable. There are many examples when an interest in one’s roots leads Americans to study Russian history, makes them go to Russia to find a house or village where their ancestors once lived. For example, after the Russo-Japanese War, about four thousand Russians came to the Hawaiian Islands to work on sugar plantations. Worried that these islands might become Japanese, the US authorities created special conditions for their arrival, including payment for travel and housing. Of course, over time, these people assimilated or left for other countries, and some repatriated. The University of Hawaii has created a special page on the Internet with a detailed link to one hundred families from this branch of emigration, and recently Americans have been constantly reporting on it about ancestors who came from Russia.

A more difficult question is this: what can be done in order not to disappear into American life? “You can’t live,” wrote one of the leaders of the Russian community, “only with memories of the past and dreams of returning to it, as many of the older generation do. One cannot live by material interests, as many of the capitalists of our younger generation do. Living in America, we must take into account the characteristic features of American life, the American state and make OUR cultural contribution to it, and “not live in someone else’s monastery with our charter. ” It becomes sad and insulting that we Russians, after more than a hundred years of settled life in America, remain the least influential, the least visible of all ethnic groups, and America is not to blame for this, but we ourselves, Russians.”[45]

Caring for the younger generation

Along with the language, the big problem of Russian Americans was the upbringing of the younger generation. There were a lot of children, victims of the recent Civil War, in emigration, and the imprint of the recent tragedy of their parents remained on all destinies. “There are thousands of them,” Russkaya Zhizn wrote on August 30, 1961, “these unfortunate “little ones”, innocent victims of our hard times.
