As child care centers struggle to hire staff, some Newton parents face long waitlists

During the pandemic, Emma LaVecchia, co-founder of Pine Village Preschool, said her organization lost 50 percent of its staff across its 10 locations in the Greater Boston Area, including two in Newton.

According to a recent analysis from the University of California, Berkeley, the child care workforce in Massachusetts has shrunk by about 12 percent compared to pre-pandemic levels.

At Bowen After School Care Program in Newton Centre, which provides classes for kindergarteners through fifth-graders, director Ellen Weiss said some parents share frustrations with her when they try to register their children for preschool. Some families new to the Newton school district do not understand how most early childhood programs in Newton are nonprofits and not part of the public school system, she said.

“I have families who are very upset with me because they need to work,” Weiss said. “I understand it but I can’t go above my state ratios.”

In Massachusetts, all center-based child care facilities are licensed by the number of children they can care for, and they must meet specific staffing requirements based on the age of the children.

The pool of early childhood certified teachers had “disappeared,” LaVecchia said. Pine Village Preschool is fully staffed now, but it took LaVecchia a whole academic year to interview and hire more than 30 new teachers.

“Many of the people who are applying for positions are applying either fresh out of college or with little or no experience in early childhood,” LaVecchia said. “We have to hire them to make sure they have the coursework and the experience to work alongside another teacher until they actually have the requirements to get certified.”

LaVecchia said two Newton locations in Pine Village are “heavier on preschool programs” than toddlers’ classes because there is no universal pre-kindergarten system in the city. At the Newton Early Childhood Program, parents can pay nearly $6,000 per school year for part-time child care from 9 a.m. to 12 p.m., with limited financial assistance available.

“There are no free options for early childcare or preschools before public school,” said Nermeen Dashoush, a Newton-based clinical assistant professor of early childhood education at Boston University and mother of two children. “There’s no guarantee for anybody to get into any of these programs. Spots are limited, hours are limited, and everything is limited.”

As the pandemic hit, LaVecchia said, some early childcare teachers left the profession because of the risk involved in the work environment — most young children weren’t vaccinated for COVID-19 at the time.

“I think some teachers in early childhood also went into being nannies and working for private families, which is much less risky as far as COVID goes — and the pay is good,” LaVecchia said.

Andrea Stein, director of early childhood at Temple Emanuel Preschool — a part-time synagogue preschool in Newton Centre — said she thinks, in general, many childcare teachers left their positions because they didn’t “feel valued as educators. ”

“A lot of people view early childhood as ‘babysitters,’ and we’re not,” Stein said. “We’re educators. We set up children with foundations, we give them a place to grow from and a solid basis on which to learn things.”

With 81 students currently enrolled, Susan Benes, the director of Second Church Nursery School in Newton, said people are “tired of being home with their children” — 18 families are waiting to get into her program in the coming school year.

“If they’re working from home, it’s not easy to work with kids underfoot,” Benes said. “So everybody is eager to send their kids back off to school and just get what the kids need — get the kids’ needs met socially, and academically, and be ready for kindergarten.”

Parents like Ricardo Bilonick, a Newton resident who works a full-time job in Boston, said he chose preschool by weighing many factors — including drop-off and pick-up times, age requirement, price consideration, and school availability — much of which have been impacted by staffing shortages.

“We’ve experienced that the school hasn’t been able to accommodate sometimes if we want to do an extra day, or if we want to stay late because there aren’t enough teachers on the school side,” Bilonick said. “There’s life and work to get in the way of that 3:30 or 5:30 pick-up time and having that flexibility would be great.”

Since August 2021, providers licensed with the Massachusetts Department of Early Education and Care have been able to apply for Commonwealth Cares for Children — a stabilization grant to pay staff and support operating costs.

The stabilization grant will be “ending toward the end of August,” said Shirley Rivera, a member of the grant support team at the state’s Early Childhood department.

“A bunch of early childhood educators across the state are petitioning local senators and government officials to help,” Stein said. “It was a huge support and a huge help for us over the past year.”

LaVecchia said childcare centers will need the public’s help to continue operating if the state ends the grant program.

“We should celebrate that early childhood is now on the front burner for everyone instead of the back, and the pandemic has brought to light how essential good childcare is,” LaVecchia said. “If we want equity, and we want opportunities for quality preschool programs, then funds have to be allocated.”

“Goooooooo!” – they answer the question in unison, what do you like most here, “Caterpillars” – this is the name of the youngest group of the new kindergarten. Children are accepted here from 1.5 years old. Surprisingly bright and at the same time completely non-irritating design is a feature not only of the group where the Caterpillars are engaged, but of the entire kindergarten. We are delighted with miniature chairs (of course, with painted funny caterpillars), cubes, multi-colored carpets on the floor, charming shelves for drying shoes (heated). Little Seryozha, one of the pupils of the group, immediately decides to show us the sinks and his soap to the photographer, takes us by the hand, leads (under the supervision of educators) to the next bathroom room. Everything here is like a toy: washbasins barely reach an adult up to the knee, next to it is a rack with tiny pots.

Each group has its own space design theme. Somewhere there are more fluttering butterflies, and somewhere there are cunning chanterelles.

“Don’t be embarrassed that there are only four kids in Caterpillars today,” says the head of the kindergarten, Tatyana Shreiner. – Two younger groups – from one and a half to three years old – we are now on adaptation. This is such a procedure when four or five children come to us for a short time: they spend three to five hours here to get used to it. And then we already collect them in a group, in a week. We opened on November 20, the day we received the license. Now the kindergarten is fully staffed – we have 200 children from the Central and Kalininsky districts. Taking this opportunity, can I thank the administration of Chelyabinsk? Still, such a good deed: new districts are being built up, kindergartens are very much needed. Parents are very happy! So far, only emotions: from the fact that they no longer need to wait in line, from the fact that the kindergarten is new and objectively very good. We hope that parents will get to know each other at New Year’s parties, now we are actively preparing: we are learning songs and dances with children. Our assembly hall is very spacious and bright, the Christmas tree has already been installed.

When the head of the city entered the group, the children drew snowmen. “We’re going to have an exhibition,” several artists busily announced.

A few words should be said about the director. Tatyana Evgenievna Shreiner – Master of Pedagogical Sciences in the field of management of the municipal education system. Tatyana Evgenievna has been in the profession for over 14 years. Who, no matter how she, was to be entrusted with the management of Educational Center No. 4? That’s what, by the way, is called “Yablochko” officially. In total, 36 employees work in the new kindergarten, 17 of which are teachers. The kindergarten is planned to be staffed with up to 22 teachers.

In the corridor we meet a young man – his name is Semyon Borisov, his wife Natalia is working as a teacher in the new kindergarten. Semyon’s youngest son – Vanya (he is a little over one and a half years old) – is now also in Yablochka. The head of the family himself is a nurse in the Chelyabinsk intensive care unit.

“We recently moved from Kurgan, bought an apartment in Parkovoe-2,” says Semyon. – And in Kurgan it’s like this: you come to the kindergarten that you like best, and they take you there. I thought it was the same in Chelyabinsk, but no (laughs). First, I turned to the Education Committee, and our eldest son Artyomka was almost immediately given a place in a kindergarten, although in another one, this one had not yet opened at that time. And then we found out that Apple was opening in Newton, my wife went to get a job here and almost immediately our youngest son was given a place here. I didn’t even understand how everything happened so quickly: a coincidence or luck.

We go further through the kindergarten and ask them to show us “the same climbing wall” that we have already heard about. Not every kindergarten has its own climbing coach and a real wall with obstacles and insurance, so rumors spread quickly. We go up to the second floor – here, for a moment, there is not only a gym, but also rooms for three groups, as well as a spacious laundry room with a huge modern washing machine, dryer, steam generator and ironing rink.
We slightly open the door to the hall. Children of four or five years old lined up in two rows, they have “fun starts”: they have to jump on mini-mats, crawl under mini-obstacles, reach the trampolines (of course, jump on them too) and return to the team. At this time, on the side of the relay race, there is a lesson for future climbers. Indeed, the whole wall is: equipped with safety ropes and mounts; embossed, with colored hooks – a dream.

In addition to a platform for fun starts and a wall with a “rock”, the gym is equipped with a choreographic hall, as well as exercise equipment. Here, kids are taught judo and wushu.

At the climbing wall, classes are held under the strict supervision of a coach.

It is impossible not to say that Yablochko was opened today by the head of the administration of Chelyabinsk Evgeny Teftelev. The chief “inspector” personally examined the premises of the groups, technical rooms, an assembly hall, a gym, a laundry, a medical unit, and a kitchen. The latter should be mentioned separately: the kindergarten has a catering unit with the most modern equipment. This includes both a hot shop, a dispensing shop, a cold shop, a meat and fish shop, a primary processing shop, a vegetable shop, as well as a washing of kitchen utensils, several pantries, refrigerators and sanitary facilities for employees.

— Did you notice that once a quarter or at least once every six months we receive and make such gifts as this kindergarten, — Evgeny Teftelev said during the opening of Educational Center No. 4. – We received this gift: the Newton microdistrict is being built up in an integrated manner, which is what we are seeking from developers. Schools are “on the way out” in 2018. A wonderful garden is already open. It is unusual in many respects and, above all, in the fact that here you can teach children rock climbing. This sport is developing throughout the region, and it’s great that we can educate athletes from kindergarten. In addition, the kindergarten is notable for its compactness, novelty, and creative approaches in terms of providing work. There is a magnificent catering department, an excellent laundry. All the latest equipment. Separately, I want to note that the kindergarten is located next to the recently opened Newton Residential Complex Security Center. Children are actually under the supervision of our law enforcement officers. In every sense, the kindergarten is wonderful, and I am sure that we need to continue the work that we are doing under the leadership of the regional government. By the way, the Governor of the Chelyabinsk Region, Boris Alexandrovich Dubrovsky, already next year planned to allocate funds for the construction of a kindergarten in the Churilovo microdistrict. The problem with the road will be solved there next year.

We haven’t talked about one more important “equipment”. In the Yablochko kindergarten, the work of a speech therapist is organized – in a separate office, a specialist works with kids, developing their speech in a playful way.
