New Day Preschool is a faith-based preschool operated by the Rockville United Methodist Church. New Day Preschool holds a Letter of Compliance (License # 57667) through the Maryland State Department of Education, Office of Child Care.

The role and mission of New Day Preschool is to provide a safe and nurturing environment which:

  • Fosters emotional, social, and physical development
  • Cultivates Christian values and practices
  • Inspires the wonder of learning
  • Invites families to participate in our community of faith

It is the concern and direction of the Preschool Ministry Team that the heritage of Christian faith be expressed through the day-to-day relationships between our teachers and their students, as well as in the curriculum.

​We believe that each child is a unique and valuable creation of God, and therefore it is the purpose of the school to provide an environment conducive to developing the “wholeness” of each child. Within this framework, and under the thoughtful and sympathetic guidance of the teacher, we foster the development of each child’s mind, body, and spirit.

We believe that a preschool environment that provides flexibility within a disciplined atmosphere will help each child grow as a whole person and an individual. Through a loving, nurturing, and fun atmosphere, we invite each child to discover who they are, their skills and talents, their rights and limits, and their worth as a child of God.

We believe the preschool experience should allow each child to become independent and confident so they grow in happy and trustful relationships with others while developing a sense of responsibility. It is our purpose to help each child develop their potential while gaining a better understanding and appreciation of themselves as a member of God’s family.

To achieve these goals, we provide a multitude of satisfying experiences for each child to:

  • Play and work in a small group with children their own age
  • Express their feelings, make decisions, and discover their interests
  • Develop their language skills (listening, speaking, writing, and reading readiness), which are the foundation for elementary school learning
  • Verbalize their experiences and the wonders of the world
  • Carry out simple activities involving creative materials, drama, music, and indoor and outdoor play equipment
  • Test their newly developed physical skills
  • Understand the difference between right and wrong through meaningful experiences
  • Respect the rights of others

In short, we believe the preschool should provide a background of first-hand experiences that instill confidence and anticipation while preparing the child for future learning.

5: MHP Goes Green

Earth Day is not the only green day at MHP – green living is a core value. MHP has been recognized as an environmental organization by NeighborWorks, demonstrating a comprehensive commitment to sustainable development. MHP focuses its real estate development activities on meeting Enterprise Green Communities standards through energy efficient retrofits and the use of sustainable building products and processes throughout its portfolio. In 2011, MHP launched the first Youth Green Club for children from families living in the Glenville Road area. Achievements include collecting over 200 pounds of trash, achievement 9A 2 percent resident participation rate in the recycling program and the construction of a new community garden at the Long Branch Community Center yielding 20 pounds of produce per season. 6: Bill’s Grant Reborn

In May 2018, MHP cut the ribbon to reopen the fully refurbished Beall’s Grant Apartments in Rockville after a $4.8 million renovation. The residences offer modern and affordable living in a transit-friendly neighborhood adjacent to the city of Rockville, within walking distance of many major amenities. The building was originally a motel built in 1965, and was purchased by MHP, along with another smaller building directly adjacent to it, to implement the concept of affordable rental housing. The development provides access to affordable housing in an area that has undergone significant transformation, including new high-end apartment buildings. Residents are happy to be there and not be judged by the neighborhood. One resident had previously dealt with homelessness, and he described the impact of being able to call Grant Bill his new home: “When you’re homeless and you move in, that changes everything.” Another resident noted the proximity to public transportation and the modernized downtown Rockville. “It made Rockville a much better place to live.”

7: A Lasting Legacy – The Morgans

Rita and John Morgan were early supporters of the Montgomery Housing Partnership. During her lifetime, Rita was an activist for fair and equal treatment for all residents of Montgomery County, where she and John raised their five children. Rita has advocated for equal housing rights in Montgomery County and has served on the Montgomery County Board’s Zoning Appeals Board. She has also served as president of the volunteer organization Suburban Maryland Fair Housing, was chair of the Dollars for Democrats movement, and was a member of the Women’s Political Caucus. After Rita’s death, John provided significant support to the MHP through the Rita Morgan Charitable Foundation, honoring the memory and legacy of his late wife.

8: A Revolutionary Vision – Bonifant

In June 2014, a revolutionary affordable housing concept began to take shape, marking a milestone for MHP as a non-profit residential developer. The ground was laid for The Bonifant, MHP’s first expansion into senior housing. Located in the heart of downtown Silver Spring, The Bonifant is a beautifully designed 11-story mixed-use building that has 149apartment buildings for the elderly. The mixed-use complex is a national model of what affordable housing can and should be. It is the first affordable housing development to be located on the same site as the county’s Silver Spring Public Library. Bonifant, developed in partnership with Donohoe Construction Company, is also a model of affordable, transit-oriented construction in the heart of a vibrant, senior-level walking area.

9: Golf to Support Youth Programs

Norman Christeller’s annual golf tournament, named after MHP’s first president and longtime chairman of the board, provided the seed money that launched MHP. Kristeller was a vocal supporter of affordable housing and co-founded the MHP in 1989, working with affordable housing community advocates. He passed away in 1999 leaving a lasting legacy in Montgomery County. Today, annual golf tournament revenue supports our community life programs, including preschools, homework clubs, and high school programs for low-income residents in our communities. The tournament has grown from a small community event with a handful of sponsors to a major event with over 30 sponsors and 120 golfers. A highlight of recent tournaments is the Youth Golf Clinic, which opened in 2010 to teach basic golf techniques to children aged 11 to 17 living at MHP facilities. For many, this is their first introduction to golf.

10: Dring’s Reach Apartments

Dring’s Reach Apartments was MHP’s first new build and was completed in the late summer of 1992. They are named for Montgomery County social justice leader Rev. Lincoln S. “Lon” Dring, Jr. home to 219 residents in the Briggs Cheney neighborhood of Silver Spring, offering one and two bedroom apartments, some with dens, and a few affordable apartments. Dring’s Reach is conveniently located within walking distance of schools, libraries, retail stores and parks, and close to major transportation routes.

11: Community Life Programs

MHP’s community enrichment programs were launched in 1998 to help support the growth and development of all residents. Students have access to local MHP community center programs from preschool to middle school age during the school year, as well as summer professional development programs. Over the years, students have made significant improvements in academic performance. The program has expanded over the years to serve over 300 students annually during the academic year and 200 during the summer. Adult programs are also run through parent-teacher conferences and other events, including flu clinics and financial literacy training.

12: Real Estate Transformation – Blair Park

MHP has intervened from time to time in difficult situations to provide residents with safe and quality affordable housing. MHP’s acquisition of Blair Park Apartments resulted in the transformation of 52-unit garden-style apartments in Silver Spring, near the Montgomery College Takoma campus. Prior to the MHP purchase, Montgomery County inspectors found almost 600 violations of housing, fire and other safety regulations. The complete refurbishment of MHP included major system upgrades and new accessible public space. The newly refurbished Blair Park Apartments were unveiled at the ribbon cutting ceremony in September 2005.

13: Affordable Housing Policy Tools – LIHTC

The Low Income Housing Tax Credit (LIHTC) program was created under the Tax Reform Act of 1986. Tax incentives provide an important incentive to encourage individuals and corporations to invest in the purchase, construction and rehabilitation of affordable rental housing. The program is run by the states and has been instrumental in facilitating the development of many of MHP’s projects.

14: Amherst-Pembridge Community

Pembridge Square Apartments, Amherst Square Apartments and Amherst Garden Apartments, grouped side by side, are the center of MHP housing and services, providing affordable housing and programs enrichment for about 280 families in Wheaton. These residences are located close to public transportation, schools and the Wheaton business district. MHP Community Life programs are offered to preschool, elementary and high school students. In partnership with the Wheaton and Kensington Chamber of Commerce, the Wheaton Volunteer Rescue Squad and many volunteers, the MHP helps run the annual Angels for Kids toy action, which brings neighborhood kids holiday gifts for 20 years.

15: Rev. Dr. Bill Murry – MHP Chairman

Under Bill’s leadership, MHP successfully lobbied to increase the amount of low-income housing available in the county by changing Montgomery County’s Moderately Priced Housing (MPDU) laws passed on 1970s. The changes allowed MHP to purchase or build below-market homes and rent them out to low-income families. The MHP dedicated a community room at Beall’s Grant Apartments in Rockville to the Rev. Murry in gratitude for his important role in expanding affordable housing affordability and laying the foundation for MHP’s current success.

16: Neighborhood Revitalization Program

In 1997, MHP launched a new community revitalization program to meet the needs of targeted neighborhoods. These include Long Branch, Glenville Road, Connecticut Avenue Estates, and areas near the Wheaton metro station. Today, the program has expanded to include Green Clubs for youth, leadership training for residents, the creation or expansion of local citizen associations to address neighbors’ problems, and frequent celebrations to strengthen a sense of community and social connection.

17: Inclusive Zoning Ahead

The Montgomery County Moderate Housing Act is recognized as the first successful mandatory inclusive zoning program in the nation. Inclusive zoning requires developers to make a percentage of housing units in residential complexes affordable for low- and middle-income households. In return, the residential developer is entitled to benefits such as a density bonus or more flexible building standards. Since the adoption at 19In 73, the program has produced more than 11,000 affordable apartments, and more than 125 communities have followed suit with inclusive zoning programs.

18. Peg McRory – Founder of MHP

Margaret “Peg” McRory – Founder of MHP. McRory, a longtime supporter of affordable housing in Montgomery County, was president of Suburban Maryland Fair Housing in the late 60s and early 70s. Her fierce advocacy and leadership led to the adoption at 1973 of the Reasonably Priced Housing Act, which is widely recognized as the first inclusive zoning law in the nation. Shortly thereafter, the McRory neighborhood in the village of Montgomery was named after McRory. In 1988, McRory brought together Rev. Lincoln “Lon” Dring and other housing advocates to form the Montgomery Housing Partnership, a non-profit housing organization.

19: Providing Over 1000 Affordable Homes

With the acquisition of the Takoma Park Preservation Project in 2007, MHP reached a milestone by providing more than 1,000 affordable homes to low- and middle-income Montgomery County residents. The project included the purchase of the Merrimac Gardens, The Crossroads and Sligo View apartments. These properties, which were renovated in 2008, offer a total of 75 affordable apartments.

20: County Conscience: Rev.

Lon Dring

Rev. Lincoln “Lon” Dring is one of the founders of the MHP. After his ordination at 19In 1960, he eventually moved to Washington, D.C. to become a chaplain at Howard University. He then focused his efforts on poverty and homelessness in Montgomery County, Maryland. Reverend Dring became known as “the conscience of the county”. He was a founding member of the MHP and served for many years as Executive Director of the Montgomery County Public Ministry (now Interfaith Works). He helped create the Manna Food Center to combat hunger and Habitat for Humanity Montgomery to combat housing instability. He stood for the dignity and rights of all citizens. MHP’s Dring’s Reach property, the organization’s first, is named after him.

21: Home Ownership – Olney Springs

In 2012, MHP laid the groundwork for Olney Springs and began construction on a mixed income community for sale. The 32.6-acre lot includes 57 single-family homes and 57 townhouses, of which 30 percent are selling at Moderately Priced Residential Unit (MPDU) prices, 30 percent at workers’ housing prices, and 40 percent at market prices.

22: Ted Baldwin, President of the MHP from 1990 to 2001.

Under the leadership of Ted Baldwin, who succeeded Norman Kristeller as President of MHP, the organization has grown to offer more than 300 affordable housing units. New developments included Beall’s Grant, Connecticut Avenue Estates and Edinburgh House Apartments. He led the launch of the Community Life and Neighborhoods programs, which today are vital components of the MHP’s holistic approach to family empowerment and neighborhood strengthening. More than 300 young people participate in MHP Community Life student programs. Prior to joining MHP, Mr. Baldwin served on the Montgomery County Housing Opportunity Commission.

23: Outreach

Since the organization’s inception, MHP leaders and residents have been actively involved in advocating for solutions that meet the need for quality affordable housing. MHP leaders were central to the passage of Montgomery County’s groundbreaking inclusive zoning law requiring developers to include affordable units when developing real estate. Recent successes include expanding funding to the Montgomery County Housing Initiative Fund to develop and maintain affordable housing, and easing zoning restrictions that limited the availability of additional housing units.

24: Youth Leadership – Jason Ambu

When Jason Ambu was 11, he was playing tag outside the MHP apartments on Glenville Road when one of his friends cut himself on a piece of glass. They were angered by the amount of rubbish scattered around the neighborhood. Jason suggested forming a “green team” and encouraged others to join. He brought this idea to MHP and MHP officially launched the Green Club in 2011. The program continues to this day. “My experience with Green Club has been a pleasant one. I met new people and learned new things to improve myself and those around me. MHP has made me a more accountable and responsible person,” says Jason. He became the youngest recipient of the Dorothy Richardson Resident Leadership Award, a national community service award presented annually by NeighborWorks America. He also continued to participate in the MHP aftercare programs as a volunteer and employee. Jason is a student at Montgomery College where he is studying business administration with an additional French language. His goal is to study abroad, earning a bachelor’s degree and then going on to graduate school.

25: Robert A. Goldman, Esq.

, MHP President, 2001 –

Robert A. Goldman, who became MHP President in 2001, led the organization through its growth from 300 available homes to over 2000. Growth included developments in Prince George’s County and the District of Columbia. He has worked in federal and local housing policy and is a recognized expert in affordable housing. In 2017, he was named Practitioner of the Year by the NeighborWorks® Association. Prior to joining MHP, Goldman worked as a Senior Development Specialist for the Enterprise Social Investment Corporation (ESIC), where he was involved in syndication of low income housing tax relief projects. He received a Juris Doctor from UCLA School of Law, a Masters in Real Estate from Johns Hopkins University, and a Bachelor of Public Policy from Duke University.

26: Science Education

Through our many partnerships, MHP has fulfilled its mission of empowering families through our community life programs, with a strong focus on science, technology, engineering and mathematics (STEM). Programs offered included Girl Scout presentations to increase students’ knowledge of science and related professions. The Audubon Natural History Society took preschoolers on tours of the neighborhood to discover nature in the students’ backyards. Students also visited the Children’s Museum to engage in critical and creative thinking by taking part in physics and engineering activities.

27: Open Spaces

Recognizing the critical role that open spaces can play in the lives of healthy families, many MHP residences include community meeting spaces. These include renovated playgrounds and community gardens such as Sandy’s Garden at Halpine Hamlet Apartments in Rockville. The garden was created in honor of MHP benefactor Sanford Slavin and was built with the support of many partners.

28: Wide Horizons & 2275+ Homes

MHP took some major steps in 2019 with the completion of a complete renovation of the Parkview Manor apartments in Hyattsville, Prince George’s County and the purchase of the Worthington Apartments Woods in District of Columbia. This is MHP’s first acquisition in the District of Columbia, bringing the total amount of affordable housing we provide to over 2,275. MHP is firmly committed to its deep roots in Montgomery County. We are also aware of the regional pressures that are increasingly arising from the issue of affordable housing and will seek opportunities throughout the metropolitan area to provide better quality affordable housing and comprehensive programs for low- and middle-income neighbors.

29: Community Centers

MHP has community centers in nine residences. Through our many partnerships, we are able to provide year-round programs for youth and adults, such as pre-school programs, after-school programs for professional development, and arts education, as well as parent-teacher conferences, holiday parties, wellness classes, and financial literacy workshops. These interior spaces create a greater sense of community.
