Essential Functions:
Develops daily and unit lesson plans and a scope and sequence that are thoughtful, goal-oriented and aligned with curriculum and integrate technology; maintains pace of learning and provide opportunities for student differences; and check for student understanding and convey appropriately high expectations for students
Carefully plans for substitute teachers when unable to attend school and relates lessons to the state content standards in the core content areas as well as in specific content area
Creates and maintains a classroom environment to encourage all students to be engaged and work toward meeting the standards; maintains accurate, thorough records of student achievement and behavioral performance; and completes progress and grade reports promptly and as scheduled using automated systems
Promotes a high rate of student interest and provide prompt and specific feedback in a constructive manner and opportunities for active participation; demonstrates fairness and consistency in dealing with students; and speak and write clearly, correctly, and at an appropriate level for student understanding
Performs other related duties as assigned

[26] ProtestsIn 2017 and 2018, there was a marked increase in civic activity in the Navarre area, with three notable protests occurring within 12 months. The first protests recorded in the community took place on June 9, 2017. [27] after the county unilaterally changed the city name and local sign. The change was made without the consent of the citizens. [28] [29] [30] and sparked additional calls for the inclusion of the community in the municipality. [31] The protests were sparked by potential water system violations of the Florida Sunshine Law, which guarantees the rights of citizens and residents to access meetings and public records of government agencies. The alleged violations occurred when the agency’s board of directors met for what they called a “secret” meeting. The president of the board of directors stated that these meetings were closed due to the fact that they discussed legal issues between members of the board of directors and several attorneys and lawyers. [31] [32] The argument against these protests is that the water system is not a government agency, but a public utility contracted to serve the larger area of Navarre. The situation came to an end when the people of Navarre elected a new, more transparent water council. There has been some speculation that this signals a greater change in the region’s ideology as the younger generation begins to reach voting age. [38] On June 3, 2020, a protest was held in Navarre Park as part of the George Floyd protests. It was attended by about 120 demonstrators, after which a candlelight action was held in the main pavilion of the park. Hurricanes
Navarra, located at a low altitude near the Gulf of Mexico, is often threatened by hurricanes. Hurricanes Erin, Opal, Ivan, Dennis and Sally caused significant damage. Many homes and businesses directly along the Santa Rosa Sound (usually south of US Highway 98) suffered storm surge as a result of those storms. Places with a population quickly bought prosperous. This area of Florida is consistently ranked as one of the worst locations for hurricanes. [55]
Navarre Beach
Navarre Beach is the beach area of Navarre. This is on Santa Rosa Island, a barrier island in the Gulf of Mexico. [56]
Immediately east of it Navarra Beach Marine Park, a former Florida State Park. Immediately to its west is part of the Gulf Islands National Coast, and further west is the community of Pensacola Beach.
Recent History
On March 26, 2006, a “beach renewal” project began to restore sand lost due to the 2004 and 2005 hurricanes. Ultimately, this project added about 200 feet (61 m) of sand and 14 feet (4.3 m) of berm height from the bay side of Santa Rosa Island throughout Navarra Beach. The project was completed in December 2006. Another round of beach renovations was completed in 2016.
The entire beach of Navarra has been closed during the COVID-19 Coronavirus outbreak and only residents of the beach area are allowed in this part of the island. In addition, it was forcibly checked by the police on one side of the Navarra Beach Causeway. [57] [58]
Demographics
Navarre is a large community with 44,876 people according to several different estimates since 2014. [6] [7] [59] If the city of Navarre were included it would be the largest city between Pensacola and Tallahassee (depending on population). [6] This is a significant increase from 40 years ago, when the population was about 1500 people. [6] [5] The racial characteristics of the community below are from 2017 estimates. [60]

Navarra is located near the junction of U.S. Route 98, the main east-west route between Pensacola and the Fort Walton Beach area, and State Route 87. It is located near several major military installations: Pensacola Naval Air Station to the west; Hurlburt Field and Eglin Air Force Base to the east; and Naval Air Station Whiting Field to the north. [61]
Tourism in the Navarra area has increased since 2010, and the local hospitality business has declared it “Florida’s best kept secret.” Navarra has a park on the mainland next to the Navarra Beach Bridge and Intracoastal Waterway which contains a visitor information center; splash pad, duck pond, butterfly house, playground, gazebos; pier and a small beach area. Boating, surfing, water skiing, kayaking, fishing, bird watching, exploring scenic trails, and walking/jogging are popular among residents and visitors alike. Navarra’s fourth hotel has been the first beach hotel to operate since 2004 when it opened in 2017. [62] [63]
Ecotourism and conservation
Navarra is an increasingly popular ecotourism destination due to its location in the middle of the Gulf of Mexico and several important statues, as well as its location in the south of a large and undeveloped forest area on Eglin Air Force Base. Half a dozen wildlife sanctuaries, conservation and rehabilitation centers have been opened over the previous decade to build on this fact. This includes: Emerald Coast Wildlife Sanctuary, Navarre Beach Marine Science Station, Navarre Beach Sea Turtle Conservation Center, Sandspur Wildlife Sanctuary and Navarre Beach Marine Life Sanctuary. . At 1,545 feet (471 m), it is currently the longest fishing pier in the Gulf of Mexico and the state of Florida. [67]
Butterfly House (1997–2019)
Panhandle Butterfly House on Boulevard Navarre opened at 1997 year. Every year, around 14,000 visitors stop to see butterflies up close, learn about their life cycle, and learn how to attract butterflies to your gardens. The highlight of each year is the monarch’s migration; orange and black butterflies can be seen by the thousands as they travel to and from Mexico to breed. Due to a misunderstanding at the fault of the Santa Rosa County Commission, the Butterfly House closed its Navarra park for the 2019 season and is expected to open in 2021 at a new location in Milton, a few miles north of Navarra. [68] [69]

Parks and Recreation

The Navarre community has several public parks open all year round. These parks are currently owned and operated by the Santa Rosa County Department of Parks and Recreation and are open to the public. [74] The Navarre Sports Complex and the Navarre Football Complex, although owned and largely operated by the county, are operated in part by the Navarre Youth Sports Association. [75]
The largest of the parks are Navarra Beach Marine Park, Navarra Park (currently under renovation) and Navarra Sports Complex.
Navarra Park has a playground for children, basketball courts, picnic pavilions and toilets. [76] The park hosts several major social events each year. In October 2020, the first phase of the park’s renovation began. Improvements at the park include an interactive water pad, ADA-accessible restrooms, play areas for two age groups, shaded plaza, maintenance building, park building, expanded parking, landscaping, and storm sewer improvements. [ citation needed ] Phase 1 to be completed by summer 2021. Phase 2 and 3 renovations include the removal of paving stones, wooden decks, footbridges and piles, improved storm sewers, construction of footpaths, lighting and dams, and the addition of Memory Square with defences. coverings, demolition of existing parking lots, picnic sheds and gazebos, construction of new parking lots, picnic areas, sheds, gazebos, lighting and landscaping. Transportation
Transportation infrastructure in Navarre is relatively limited and is dominated by roads rather than public transport or sidewalks. [77] Some of the locals were upset by this. However, relatively little has been done in the past few years to improve this beyond feasibility studies of possible improvements. [78] [79]
Roads
Navarre is at the intersection of US Highway 98 (called “Navarre Parkway” in the city) [77] and Florida State Road 87 (which has no official name, although it is sometimes called “Expressway” by locals). [80] [81] [82] They provide the two largest connections in the city and beyond. The parkway (US 98) connects west to Pensacola, eventually ending in Mississippi, and connects east to Destin and Fort Walton Beach, eventually ending in Lakeland, Florida. The expressway (FL 87) has a southern terminus in Navarre; however, it connects north to Interstate 10 and Milton, then terminates at the Alabama state line. [81]
Navarre also has secondary connections via Florida State Road 399 and Santa Rosa County Road 399. [83] Due to their overlapping shield numbers, residents and tourists often confuse them and are often confused instead. are called “Gulf Boulevard” and “East Bay Boulevard” respectively. [83] Gulf Boulevard, with its northern terminus in Navarre, runs along Santa Rosa Island, eventually passing through the Opal Beach section of the Gulf Islands National Coast, Pensacola Beach, before terminating at Gulf Breeze. East Bay Boulevard, which has its eastern terminus in Navarre, runs roughly parallel to East Bay and East Bay River. It also passes Gable Lake and passes over Tom King Bayou before connecting to US 98 in the adjacent community of Woodlawn Beach, Florida. [83]
Due to traffic problems on both major and secondary highways, a public access road has been proposed by both citizens and county leaders. [84] The county is investigating the possibility of implementing such a plan. [85]
Airports
Navarra does not have a dedicated airport with commercial services. Instead, it is primarily served by Pensacola International Airport (about 25 miles west in Pensacola) and Destin–Fort Walton Beach Airport (about 30 miles east in Valparaiso, Florida).
Navarra has one general aviation airfield with the oddly named Fort Walton Beach: Airport, despite the fact that they are located and registered in Navarre and not in the neighboring city of Fort Walton Beach, Florida. [86] Single airfield. The runway primarily serves as a banner-towing air advertising aircraft that fly advertising along the beach. [86]
Navarra also had an outlying airfield Naval Air Station Whiting Field, Naval Landing Field Holly; however, this airfield has since been transformed into one of the largest solar fields in the region. Currently operated by Gulf Power, in cooperation with the US Navy. [87]
Public transport
Public transport is limited in Navarre despite some public calls for it. However, it is operated by Santa Rosa Transportation which provides some on-demand accessibility services from the city. [88]

Most scenes in Jaws 2 was filmed in and around Navarre and Navarre Beach in 1977. [89] [90] The production of the film “given a boost to the local economy because local boatmen, extras, and stunt doubles or body doubles were hired. Universal invited actors, directors, producers and their wives, cameramen and crew members who needed housing, food and clothing for the film. Services were needed for laundry, dry cleaning and recreation. The Holiday House in Navarra was used as the film’s headquarters and the first floor was converted into production offices, and some bay view suites were remodeled for David Brown and Roy Scheider. Universal rented 100 of the hotel’s 200 rooms for $1 million. The Holiday Inn was destroyed during the 2004 Atlantic hurricane season. Navarre is in a transitional phase between Green Spain and semi-arid hinterland, causing huge landscape differences between different parts of the region. The transition also creates a highly variable climate with cooler spells and mixed heatwaves in summer. Winter is mild for the latitude. Navarra is one of the historical Basque regions with its Basque features visible in the north and almost non-existent in the southern outskirts.

Etymology
The first documented use of a name resembling Navarra , Nafarroa , or This is a reference to EXTROSOVA, Varosov, in egovo. Roman Empire Charlemagne. [2] Another Royal Frankish Annals feature on barros . There are two proposed etymologies for the name. [2]
- Basque nabar (refused absolute singular nabar ): “brownish”, “variegated” (i.e. in contrast to the green mountain lands north of the original county of Navarre).
- Basque naba (or Spanish nava ): “valley”, “plain” + Basque Herri (“people”, “land”).
Linguist Joan Coromines considers Naba to be a linguistic part of the wider Vasconic or Aquitanian substratum, not Basque as such .

Antiquity
Before and during the Roman Empire, the Vascones inhabited the southern slopes of the Pyrenees, including the area that eventually became Navarre. In the mountainous north, Vascona avoided large-scale Roman settlement, with the exception of some coastal areas, such as Oiasso (in what is now Gipuzkoa) – and the flatter areas further south, Calagurris (in what is now La Rioja), which were subject to large-scale Roman agriculture – vineyards , olives and wheat crops. There is no evidence of battles or general enmity between the Romans and the Basques, as they had the same enemies. [3]
Kingdom of Navarre

Neither the Visigoths nor the Franks ever completely conquered the area. The Vascons (to become Basques) assimilated neighboring tribes in the 7th century AD. In 778, the Basques defeated the Frankish army at the Battle of the Roncevaux Pass.
After the Battle of the Roncevo Pass (824), the Basque chieftain Íñigo Arista was elected King of Pamplona with the support of the Muwallad Banu Kasi of Tudela, establishing the Basque kingdom that was later called Navarre. [4] This kingdom reached its zenith during the reign of Sancho III, including most of the Christian kingdoms south of the Pyrenees, and even the brief reign of Gascony (early 11th century). [5]
When Sancho III died in 1035, the kingdom was divided among his sons. [6] He never fully regained his political power, while his commercial importance increased as merchants and pilgrims (then Franks ) poured into the kingdom via the Way of Saint James. [7] In 1200 Navarre lost the key of the western Basque regions to Alphonse VIII of Castile, leaving the kingdom landlocked. [8] Then Navarre, with a small but symbolic force of 200 knights, contributed to the decisive Battle of Las Navas de Tolosa in 1212 against the Almohada.
The native line of kings ended in 1234; their heirs intermarried with French dynasties. [9] However, the Navarrese retained most of their strong laws and institutions. The death of Queen Blanche I (1441) opened a period of civil war between the confederations of Beaumont and Agramon, with the intervention of the Castilian-Aragonese House of Trastamara in the internal affairs of Navarre. [10] In 1512 Navarre was captured. from Ferdinand the Catholic troops, [11] with the participation of Queen Catherine and King John III the removal north of the Pyrenees, and the foundation of the Kingdom of Navarre-Béarn, led by Queen Jeanne III as of 1555.
South of the Pyrenees, Navarre was annexed to the Crown of Castile in 1515, but maintained a separate, ambiguous status and precarious balance until 1610. King Henry III was ready to march through Spanish Navarre. A charter government was created ( Diputación ), and the kingdom managed to maintain self-government. Tensions with the Spanish government came to a head in 1794 when Spanish Prime Minister Manuel Godoy tried to completely suppress Navarrese and Basque self-rule, with the end of the First Carlist War (1839–1841) definitely brought the kingdom and its domestic rule ( Fueros ) to end. [12]

Loss of the House Rule
After 1839 the Bergar Convention, a shortened version of the House Rule ( Fueros ) was adopted in 1839. However, in 1841 the Fueros Modification Act (later called the “Act about compromise”, Lei Paccionada ) definitely turned the kingdom into a province after the Spanish government reached a compromise with the officials of the provincial council of Navarre. The transfer of customs from the Ebro River to the Pyrenees in 1841 caused the collapse of Navarre’s traditional cross-Pyrenean trade and the rise of smuggling.
With instability in Spain, the Carlists took over. Navarre and other Basque provinces. The actual Basque state was established during the Third Carlist War with Estella as the capital (1872–1876), but King Alfonso XII Restoration of the Russians to the throne of Spain and a counterattack led to the defeat of the Carlists. The end of the Third Carlist War saw a new wave of Spanish centralization directly affecting Navarre.
In 1893-1894 Gamazada A popular uprising broke out in Pamplona against the government decisions of Madrid, which violated the statutory provisions of 1841. With the exception of a small faction (so-called Alfonsinos ), all parties in Navarre agreed on the need for a new political structure based on self-government in Laurac Bat , the Basque regions of Spain. Among them, the Carlists stood out, who politically dominated the province and resented the intensification of the succession of ordinances and laws passed by Madrid, and also left a bent influence. Unlike Biscay or Guipuzcoa, Navarre did not develop a manufacturing industry during this period, remaining a largely rural economy.
The Republic and the military uprising
In 1932, the Basque Country with a separate statute failed to resolve differences over the central role of Catholicism, followed by a scene of political radicalization that divided the left and right forces during the 2nd Spanish Republic (1931-1939). Thousands of landless workers occupied the properties of wealthy landowners in October 1933, leaving the latter to seek revenge. [13] The most reactionary and clerical Carlists were known, such ideologists as Victor Pradera, and understanding with General Mola prepared the ground for the uprising of the Spanish nationalists in Pamplona (July 18, 1936).
The victorious military uprising was followed by a campaign of terror in the rearguard against blacklisted individuals who were considered progressive (“Reds”), moderately Republican, or simply inconvenient. [14] The purge especially affected the south of Navarre along the banks of the Ebro River and counted on the active complicity of the clergy, who took the fascist salute and even participated in the murders. [15] [16] Murder claimed the lives of at least 2857 people, plus another 305 people died in prison (maltreatment, malnutrition). [17]
The dead were buried in mass graves or thrown into the abysses formed in the central hilly regions (Urbasa and others). Basque nationalists were also persecuted to a lesser extent, such as Fortunato Aguirre, and the Basque nationalist and mayor of Estella (and co-founder of Osasuna Football Club) was executed in September 1936. The survivors were subjected to humiliation and silence. Pamplona became a base for the rebels against the Republic during the War in the North.
Post-war scene
As a reward for his support in the Spanish Civil War (Navarre mostly sided with the military uprising), Franco allowed Navarre, as happened with Álava, to retain during his dictatorship a number of prerogatives reminiscent of ancient Navarrese freedoms. [18] The bleak post-war years were rocked by shortages, famine and smuggling, when the economy was dependent on agriculture (wheat, vineyards, olive oil, barley) and a negative migration balance.
The victors united around the two main factions: Carlists and Falangists, [19] while the totalitarian ultra-Catholic environment provided fertile ground for another religious group, Opus Dei, to found their University of Navarre (1952), which became increasingly influential in Pamplona.
With the advent of the consumer society and the emerging economic liberalization in the early 1960s, factories and workshops (manufacturing of automobiles and components, etc. ) were also established, especially around the sprawling capital. Labor and political unrest followed. On the eve of Spanish democracy (Constitution ratified on 1978), Navarre was plunged into an atmosphere of violence practiced by the ETA, police forces and state-sponsored paramilitaries that lasted until the 1980s and beyond.
Tensions during the transition period in Spain
Officials and figures who had good connections with the regional government of Navarre joined Adolfo Suarez C UCD, later splitting into the UPN party led by Jesús Aispun Tuero (1979), refusing to join the democratic constitutional process on the grounds that the statutes of Navarre (or Fueros ) remained in place. They also refused to join the Basque process to become an autonomous community in which the newly legalized Basque nationalist and leftist parties had a majority.
The continuation of the institutional structure inherited from the dictatorship and its adaptation to the Spanish democracy was guaranteed by the Betterment (“Amejoramiento”), a Navarre-only solution, considered a “renewal” of its former status, obtained from the (remnants of) charters. Within 3 years, the Spanish Socialists in Navarre changed their position, withdrew from the Basque process and joined the agreement adopted for Navarre (Chartered Community of Navarre, 1982). The reform was not ratified by referendum, as requested by Basque nationalist forces and minority progressive forces.
Politics
Institutions and status
After the end of Franco’s Dictatorship, Navarre became one of the 17 Autonomous Communities in Spain. Public ceremonies, education and social services, as well as housing, urban development and environmental policies are administered by Navarre’s political institutions. Like other communities, Navarre has a Parliament elected every four years, and the majority in this parliament determines the President of the Community, who is in charge of the government of Navarre. Unlike most of the other Autonomous Communities of Spain (but like the Basque Autonomous Community), Navarre is almost entirely responsible for the collection and administration of taxes, which must follow the general guidelines set by the Spanish government, but may have some minor differences.
The first 3 presidents of the community belonged to the extinct Union Center for Democracy (UCD) party. After 1984, the government was ruled either by the Socialist Party of Navarre (PSN – PSOE, one of the federal constituents of the Spanish Socialist Workers’ Party, the main centre-left party of Spain) or the Union of the People of Navarre (UPN) (a Navarrean party that had long been allied with the People’s Party (PP ), Spain’s main right-wing party). However, in 2015, Uksue Barkos (Geroa Bai) became president with the support of EH Bildu, Podemos and Izquierda-Esquerra. She is the first Basque nationalist president in Navarre.
The Basque nationalist parties also represent a large proportion of the vote (about 31% in the 2015 elections), and a majority in most northern areas. On the agenda of the Basque nationalist parties, the key point is to unite Navarre with the Basque Autonomous Community through a referendum (as stipulated by the Spanish constitution). All parties in Spain, as well as UPN and PSN, oppose the move.

Politics in Navarre was marked by bitter rivalry between two blocs representing different national identities that are part of Navarre society: the Basque nationalist parties of E. H. Bildu and the pro-Basque parties of Geroa Bai on the one hand, and the institutional pro-Spanish parties UPN, PP and PSN on another. Pro-Basque spectrum parties demand further sovereignty in Navarre’s internal affairs and closer relations with the districts of the Basque Autonomous Community. In the past, pro-Basque parties have been excluded from key political positions and institutions. [ citation needed] Another 2013-2014 controversy concerns alleged ideological profiling of Basque language teachers in public schools, claimed as “ETA support for teachers”. [ citation needed]
( Amejoramiento , “Improve”) in 1982, successive regional governments under UPN and PSN were plagued by frequent political instability and corruption scandals, with UPN’s Miguel Sanz term being the most stable and longest, from 2001 to 2011 Between 2012 and 2014, a series of corruption scandals broke out involving regional president Yolanda Barsina and other regional government officials that included influence peddling, embezzlement, misappropriation of funds and mismanagement leading to the bankruptcy of Caja Navarra. [20] [21] By November 2012, PSN – a permanent ally of UPN in Navarre up to this point – withdrew its support for UPN, but refused to impeach Yolanda Barcine or seek new political alliances, leaving the government in a stalemate . The regional president, who was widely polled in Navarre in 2012 and relied only on the support of the central government of the PP, continued to urge the Constitutional Court to challenge several decisions made by the Parliament of Navarre. [22]
Following the recent scandal and allegations of corruption against her cabinet secretary (Lourdes Goicoechea, regional secretary for public finance) in February 2014 [23] Spain’s home office secretary Jorge Fernández Diaz intervened, alerting the presenters PSN members that “Navarre is a strategic region for Spain”, and stated that any other political alliance meant “support for ETA”. The secretary of justice in Madrid, Alberto Ruiz Gallardon, in turn, said that “the worst political mistake is not corruption”, but Bildu (the Basque coalition of independence supporters). [24] In May 2015, the parliamentary elections in Navarre left the best result for the pro-Basque parties, which managed to form an alliance. Uxue Barcos from the election of Jeroa Bay as President of Navarra for the period 2015-2019 However, the June 2019 elections turned the tide, with right-wing forces reunited on the platform. Navarre Suma, made up of UPN, PP and Ciudadanos, and won 20 deputies, 40% of the seats in the Navarre Parliament, although both Jeroa Bai and E. H. Bildu increased their share of the vote. [25] [26] Following PSN’s election, Maria Civite was elected president with the support of progressive forces, transferring the advice of Pamplona to Navarre Suma and explicitly excluding E. H. Bilda from any negotiations or alliances, but relying on her abstention at her inauguration. [27] [28]
