City of Chicago :: Chicago Early Learning (CEL)
The City of Chicago is committed to providing children across the city with access to high-quality early learning through a comprehensive, citywide system of school- and community-based programs known as Chicago Early Learning (CEL). The Children Service Division (CSD) at the Chicago Department of Family and Support Services (DFSS) administers funding to all community-based CEL programs. CSD’s efforts to build this strong system of services are guided by the following three priorities:
- Maximize access to high quality early learning programs by matching investments to the needs of local communities and reducing the barriers to entry for children and families;
- Improve the comprehensiveness and quality of early learning across all programs to ensure that children and families’ needs are met; and
- Create a strong system of service providers by increasing support and reducing the administrative burden for community-based providers of early learning

CEL Program Implementation Manual – Chicago Early Learning Standards Manual (CELS) 2.0
The Manual has been a group effort—the result of thoughtful input from staff of the Chicago Department of Family and Support Services (DFSS) Children Services Division, the Chicago Public Schools Community Partnership Program, and Head Start, Early Head Start, Pre-School for All, and Prevention Initiative delegate agencies. The Manual provides guidance of program implementation for all Chicago Early Learning programs.

The City extended funding for 25 early-learning program providers that saw a decrease of more than 20% in funding as a result of the 2019 CEL RFP process. The City extended funding for those providers to 80% of their existing contract level through June 30, 2020, which allowed children and families to remain in their current programs through the program year.

In an effort to address the integrity of the 2019 CEL RFP process, DFSS retained law firm Baker McKenzie in a pro bono capacity to conduct an independent review of the Early Learning RFP process. Specifically, Baker McKenzie was requested to assess DFSS’s RFP to consider whether DFSS had a process for the RFP and adhered to that process in its selection of provider agencies.
Baker McKenzie concluded that the CEL RFP process was appropriate, fair and unbiased. Baker McKenzie’s determined that the CEL RFP process was reasonably designed, that DFSS adhered to the process set out in the RFP and that DFSS demonstrated a commitment to bring objectivity, impartiality and a level playing field to the RFP process.

In April 2019, DFSS released the Chicago Early Learning RFP. This RFP, the first in roughly seven years, asked early-childhood education organizations to submit proposals that embraced:
- Advancing kindergarten readiness,
- Providing access to high-quality Chicago Early Learning programs in community-based organizations in neighborhoods across the city,
- Improving quality standards: lower child-to-adult ratios, raising staff qualifications, increasing teacher salary minimums, prioritizing education/appropriate early learning services, etc., and
- Maximizing funding streams: blending of federal and state dollars in order to fund early learning at the level necessary to deliver quality education.

The Context
The service philosophy of the City of Chicago and CEL is that children of all backgrounds require quality early learning experiences to promote their social emotional, physical, language and cognitive development. The roll out of Universal Pre-K (UPK4) in communities across the city and new, state policies that allow children to enroll in kindergarten earlier will shape a new early childhood ecosystem that community-based programs and public schools must respond to. In the 2017-2018 school year, all kindergarten teachers in Illinois began observing their students on a common set of developmental measures using the Kindergarten Individual Development Survey (KIDS). According to the KIDS study, only 22% of African-American children and 15% of Hispanic children are considered school-ready when they show up on the first day of kindergarten.
Competitive Process
DFSS received close to 250 proposals from over 150 different agencies.
The Funding
Through this RFP, DFSS distributed to community-based agencies $193,147,500 in funding to support early learning services for children birth to five. In federal funding, this includes $80,884,000 in Head Start, $25,587,000 in Early Head Start, $12,281,500 in Early Head Start-Child Care Partnership, and in state funding this include $32,049,000 in Preschool for All, and $42,346,000 in Prevention Initiative.
The Effective Date
DFSS granted extensions to state funded programs (PFA/PI), and all current grantees will be funded through November 30, 2019. DFSS will work with agencies that are not being funded in the new contract to develop customized transition plans for both families and agencies over the next three months.
The Increased Investment in Early Learning
Across the city there was an increase of nearly 1,600 early learning slots in community-based agencies through the RFP. While some communities did, in fact, see a reduction in funding as a result of the RFP, others saw an increase. Increases and decreases by community were due to many factors, including the quantity and quality of application by community area, the targeted populations by community area, community area need and capacity. Through the RFP, funded agencies are being better compensated for services for each slot. The increased teacher salaries and higher quality standards were the reasons DFSS increased the cost per child, or reimbursement rate, across programs as illustrated below.

Our charming infant program is guided by kind gentle experienced caretakers, remarkably high staff ratios, and engaging lesson planning. We work with parents to plan the nursery schedule around each families personal needs. Every infant’s daily itinerary is designed to comfortably conform with their individual dosha. An All-Natural Culinary Delight
More energy and planning has been put into the meals a Rainforest than any other childcare lunch program in the universe….really! Years ago, we brought in some of the greatest culinary minds in Chicago to help in the development of an all natural and organic lunch program. In the process Rainforest became a launching pad for several of Chicago’s premier school caterers, including our current partner, the greatest school caterer in Chicago, Green Monkey Catering. All of them learned their trade cooking exclusively for the students of Rainforest.
Our full kitchen crew personally gets to know the needs of every child at Rainforest. They then create an all natural lunch program, every day completely from scratch, using natural and organic ingredients. CYC’s Early Learning Program engages children early and works with families so children enter kindergarten ready and eager to learn and successfully transition through all phases of their academic experience.
CYC’s Early Learning Program enables children to develop the cognitive and social-emotional skills needed to persist and succeed in school. Through our expert staff, commitment to research, intentional program delivery, and collaborative partnerships, we provide transformative education and support so children can begin to experience their possibility and promise.

CYC offers Early Learning programs in Riverdale, Humboldt Park, North Lawndale, and South Shore. Please contact the Center you are interested in learning more about how to get your child enrolled. We offer rolling applications for youth between the ages of 15 months to 5 years old.

Family Engagement
Family Engagement is a especially important to our Head Start program. We empower families to create a sense of well-being at home and nurture strong relationships between parents and children. We work with a Parent Policy Committee to ensure that we are meeting the most pressing needs of our families and communities. We also conduct home visits, host parent conferences, and work with parents as volunteers at our Centers. Teaching Philosophy
At Chicago Youth Centers, we provide comprehensive services around social, emotional, physical and intellectual growth in young children. Our program fosters curiosity, creativity and self-esteem by encouraging children’s abilities and interests through child-initiated and teacher-supported play. Through research-based curriculum and assessments, children become kindergarten-ready while also developing into explorers and lifelong learners. Our classroom environment is carefully designed to reflect the children’s interests and support social-emotional development, including positive self-image, independence, and interdependence. This focus also equips children with the tools to regulate their emotions, communicate with others, and use compassion and empathy. Additionally, our program provides children with a safe space and nutritious meals.
Our program is reliant on open communication with caregivers, for they ultimately play the most vital role in their child’s development as they are the child’s first teacher. As much as we love to care for and guide children, we know that we cannot do this work alone – it is equally important that caregivers are supported as active participants in their children’s education. Caregivers and teachers share a common priority: providing the best that they possibly can for their children.
Through vibrant and holistic partnerships with local community organizations, and a focus on supporting the whole child, our families are best served. With all these pieces working together in harmony, we believe our children will reach ideal development.

One Hope United Child Development Centers cater to the individual needs of each community, child and family in our care. We nurture children’s growth and partner with parents to help children become independent, self-confident, inquisitive learners. Active Learning
At One Hope United, your child will be actively learning throughout the day. Using the Creative Curriculum, our teachers design classroom environments with learning centers based around math and science, literature, music and movement, art, dramatic play, computers, and more. Through hands-on activities and the Respectful Infant Environment approach, children of all ages learn to explore, make choices, and understand the world around them.
Healthy Living
We believe in nurturing each child’s mind, body and soul. Our proprietary Healthy Lifestyles curriculum emphasizes exercise, healthy routines, nutritional practices and environmental awareness. Daily indoor or outdoor activities that promote this philosophy include cooking, maintaining center gardens, recycling, and gym or playground time.
Technology in the Classroom
Technology is a crucial part of any education today. Many of our classrooms incorporate computer activities and SMART Boards—interactive digital screens that support a range of learning styles, from tactical to visual to audio. Our Des Plaines, and Wilmette centers use Tadpoles, an app that allows teachers to send you photos, videos, and updates on your child’s day, straight to your email or smart phone. More centers will begin using tadpoles soon!

We support your child’s healthy development both at our centers and while they’re at home. Our centers build deep relationships with the communities they’re in and customize their care to each individual child and family who attends. The world is a new and exciting place for an infant! Our infant program offers a safe and stimulating environment which allows children to move freely and explore materials. Nurturing staff engage in meaningful interactions with infants during this critical period of learning. Teachers work closely with families to create an individualized schedule to meet the needs, development and growth of each infant.
Social-Emotional Development
Infants develop feelings of trust in others as their needs for food and comfort are met. The routines of primary caregiving are enacted by caregivers through individualized responsive interactions. Social development begins when infants smile, recognize, and seek out familiar faces.
Intellectual Development
Infants learn through their senses and by active exploration. They are provided opportunities to move about and experience a variety of textures, sounds, tastes, smells, shapes and colors that are challenging and enjoyable. The role of caregivers is to talk, sing and play simple games to stimulate curiosity and to provide materials appropriate to each stage of infant development.
Physical Development

Toddlers want independence as they are now walking and beginning to talk. Our toddler program allows children the freedom to attempt new experiences through the use of carefully selected materials and equipment. The toddlers and two year olds will gain confidence in knowing what will come next through a flexible yet structured schedule which will include time for self-exploration and group experiences.
Social-Emotional Development
Toddlers develop feelings of independence as they learn to do things for themselves and use language to express themselves. Giving opportunities to make choices, helping children label things and feelings, and giving comfort when children become frustrated are fundamental to the daily routine. Social learning includes being kind to friends, playing side-by-side, turn-taking and simple role-playing.
Intellectual Development
Toddlers learn through manipulating objects and opportunities to find out how things work. They are provided materials for building, for putting together and taking apart and for exploring. The role of caregivers is to ask and answer questions, to acknowledge learning, to model language and to provide appropriate materials to foster curiosity.
Physical Development
Toddler activities encourage children to develop strength, balance and coordination as they practice jumping and running, as well as more controlled activities like moving to music. Small muscles develop through activities such as playing with playdough, interlocking blocks and coloring with crayons. Children gain independence through self-help skills such as using the toilet, washing hands, using a spoon and fork, and dressing and undressing themselves, with the assistance of teachers as necessary.

Our preschool program builds a foundation for a child’s future success in school. The children are active learners, meaning they will learn through hands-on experiences. Every classroom has the following areas: art, science, math, language, and dramatic play. Within the centers, materials are available for children to use independently or in small groups. On any given day, walking into one of our preschool programs you may see children tracing letters at the writing table, exercising self-expression through art materials, or sorting items according to color and size.
Social-Emotional Development
Preschool children develop feelings of competence through successful accomplishment of tasks and positive play experiences with others. Social learning includes taking direction from others, as well as being a leader, and using language to promote friendship and problem solve. Providing opportunities for children to appropriately express their feelings is fundamental to the daily routine.
Intellectual Development
Preschool children learn through experiences and opportunities to integrate them into what they already know. Children’s readiness for formal schooling is most effectively promoted by play experiences in which they feel the freedom to try out new ideas, practice skills and imitate teachers roles. As part of our play based philosophy the children’s knowledge and skills in literacy, prereading and prewriting, mathematical concepts, scientific methods and social studies are expanded. They are provided materials for pretending and role playing, as well as for drawing, writing and creating. The role of teachers is to provide experiences that will challenge children to ask questions, to risk trying new ideas, and to encourage problem solving and teamwork.
Physical Development
Preschool children gain strength, coordination and mastery through games that involve running, skipping and hopping, through balance and creative movement. Small muscle development is facilitated through activities of writing, cutting and building with small manipulatives and zipping, buttoning and tying shoelaces.
Moral Development and Guidance
Preschool children begin to develop feelings of empathy for others and are developing greater control of their emotions and behavior. Teachers guide children with firm, consistently applied limits and use instances of inappropriate behavior as teaching opportunities to help children learn self control and respect for the rights of others. Teachers serve as role models providing necessary reinforcement to positive behaviors. Principles of equity, tolerance, honesty, honor and loyalty are demonstrated by teachers and reinforced through play experiences, appropriate discussion and children’s books. Techniques for guiding behavior include setting clear limits, providing positive redirection, helping a child express feelings and offering alternatives to inappropriate behavior. After School, Vacation and Holidays, Summer Camp
One Hope United’s School Age Program offers children a well-rounded before and/or after education that includes academic enhancements, group activities to promote social and emotional development and plenty of exercise. Our school-age children have opportunities to choose activities that will provide a change of pace from the structured school day. We promote self-expression through art, singing, dancing and drama. Cooperative group activities build language and social skills, while time in the gym and on the playground strengthens their bodies. One Hope United’s School Age Program emphasizes healthy lifestyles and proper nutrition with the understanding that a healthy body fuels a healthy mind. The centers also follow the hands-on Science, Technology, Engineering and Mathematics (STEM) philosophy where children learn problem-solving skills that help bolster their academic performance. Additionally, homework time is provided with assistance by qualified teachers.
Social-Emotional Development
School-age children have opportunities to work together on creative projects, play board games and be with friends in a supervised setting.
Intellectual Development
School-age children can choose activities to challenge their developing skills. The role of teachers is to seek out their ideas and involve them in setting up the program.
