24-hour Residential Child Care Provider

24-hour residential child care operations provide around-the-clock care for children 17 years or younger whose parents or guardians are temporarily or permanently unable to care for them. Residential child care includes General Residential Operations and Child-Placing Agencies.

General Residential Operations provide 24-hour care for seven or more children 17 years or younger and may provide various treatment services, emergency care services, or therapeutic camps. General Residential Operations include Residential Treatment Centers.

Child-Placing Agencies are persons or organizations other than a child’s parent or guardian who plan for placement of a child or place a child in a child care facility, foster home, or adoptive home. Foster Family Homes provide 24-hour care for six or fewer children 17 years or younger.

Foster Home Sampling

Senate Bill 6 (79th Legislature) amended Texas Human Resource Code (HRC) 42.044(e) to require Residential Child Care Regulation to inspect a random sample of agency foster homes. Information gained during these inspections is used to determine a child-placing agency’s compliance with the law, rules and minimum standards.

From Cologne to Leipzig

Bilingual kindergartens of the MITRA Society operate according to the educational framework plans of the federal states where they were opened (Berlin, Saxony, North Rhine-Westphalia, Brandenburg). The general attitude was the recognition that “The time a child spends in kindergarten is the time of his continuous education.” That is why all pupils are required to participate in the educational programs of the kindergarten, developed taking into account different age categories.

One child, two languages ​​

A distinctive feature of our pedagogical concept was the creation of conditions for the parallel natural acquisition of two languages ​​by children of preschool age. Monolingual children from German families and their peers from Russian-speaking families are brought up and receive preschool education in the context of two cultures – Russian and German, which is implemented by:

  • educators – native speakers,
  • a variety of educational play equipment that arouses interest in children and motivates self-development,
  • thoughtful planning of daily rituals, educational process and various types of gaming activities.

In kindergarten, the child realizes himself as a part of different cultures, gets acquainted with European traditions and modern methods of communication, socializes in modern society, city, country. Interesting projects and traditional holidays lay the foundation for a friendly attitude towards each other, mutual understanding and support.

An important addition to the natural speech development of children is regular classes in various fields of knowledge, conducted in both languages. The pedagogical work of educators is carried out using special didactic materials and games that contribute to the cognitive development of preschoolers and balanced multilingualism.

MITRA bilinguale Kindergärten gemeinnützige GmbH was founded on 26 June 2014 as a subsidiary of the Pedagogical Society MITRA. The Society of Russian-speaking Parents and Educators of Berlin MITRA offers Russian-speaking families with children living in Berlin a variety of services focused on their needs and improving their quality of life. The founder aims to support multilingual education and preserve their own identity for both local children and children of migrants. In addition, one of the central themes of his pedagogical work is the promotion of peaceful and tolerant coexistence in German society of different cultures.

The activity of MITRA bilinguale Kindergärten gemeinnützige GmbH is based on the accumulated experience of the MITRA Society, which was recognized by the Senate of the State of Berlin and since 1999 has been the official interregional organizer for work with children and youth. To date, MITRA bilinguale Kindergärten gemeinnützige GmbH is the founder of ten bilingual kindergartens in four German states (Berlin, Brandenburg, Saxony and North Rhine-Westphalia). At the same time, six out of ten preschool educational institutions are located in Berlin.

The MITRA bilinguale Kindergärten gemeinnützige GmbH has taken over from its “predecessor” such key aspects as the active participation of parents in the activities of the organization, conversations and consultations on a regular basis, as well as events that promote team building and parents, and the organization of traditional holidays.
