Child Care | OHSU

Balancing work and/or school and your family can be challenging and expensive. You should realize that at OHSU you can take advantage of OHSU discounts for child care, student financial aid for child care, and priority waitlist, enrollment and discounted tuition rates at Healthy Starts Children’s Center, located at the South Waterfront. And don’t forget to check our resources page, where some resources mentioned are also useful for child care needs.

OHSU discounts

Many companies and organizations offer discounted services and products to OHSU. Although traditionally they’ve been called “OHSU Employee Discounts,” generally these discount offers are for anyone with a valid OHSU ID badge, including employees, students, and volunteers.

The vast array of offers has included daycare, au pair services, and child education (three months and up). These discounts change over time, so check this page often for updates, and please review each offer carefully for details.

Childcare costs and students receiving financial aid

The OHSU Registrar and Financial Aid Office may be able to increase a student’s standard budget by the amount of their child day care expenses. If the budget is increased, in the vast majority of cases, it would result in increased potential loan eligibility. Please be aware there are maximums allowed to be included in the financial aid budget. KinderCare centers

Employees (including postdocs) and students get a 10 percent discount on full-time, part-time and drop-in tuition at KinderCare centers and before- and after-school programs, including the Healthy Starts program at OHSU, across the street from the Center for Health & Healing Building 1. In addition to the daycare discount, Healthy Starts offers priority enrollment to OHSU employees and students; however, there is typically a waitlist — so you should contact them as soon as you are considering this option.

KinderCare’s Champions before- and after-school programs

Your OHSU 10 percent discount applies both to KinderCare daycare centers and KinderCare’s Champions before- and after-school program. Champions provides before- and after-school learning to children K-6, break-time programs to children five to 12 years old, and early learning programs to preschool and pre-K children.

At the entrance to the kindergarten forced to wear shoe covers – Kindergarten and child

Question: Hello! Please clarify the requirements for the premises. We are forced to buy shoe covers at the entrance to the kindergarten, they refuse to let us into the group on the second floor. I always practiced the following: I came to the kindergarten, reached the group and already there, in front of the door, took off my shoes and entered the group barefoot.

From now they say that I am obliged by SanPiN to go around kindergarten either in shoe covers or in changeable shoes. How legal is it? Answer please.

Answered by Sergei Bulatnikov, lawyer:

SanPiN 2.4.1.2660-10 “Sanitary and epidemiological requirements for the device, content and organization of the working hours in preschool organizations” do not contain norms obliging to attend a preschool institution (including the premises of the second floors) in shoe covers. There are no such norms in other regulatory legal acts.

Thus, the question of parents attending a preschool educational institution in shoe covers or without them is, in general, a matter of choice for parents.

However, it must be taken into account that the current legislation is flexible in regulating relations arising in the field of preschool education. And many issues that arise in this area can be regulated at the level of local acts. In particular, the relevant requirements may be contained in the Charter, the contract for the provision of educational services, the approved “Rules of Procedure” and so on.

That is, the management of a preschool institution, putting forward requirements for parents to visit the institution in shoe covers, first of all, takes care of the health of children, because this is a direct obligation of any educational institution (clause 3 of article 32, clause 1 of article 51 of the Law of the Russian Federation ” about education). Moreover, according to the same SanPiN 2.4.1.2660-10 (paragraph 21.1), the head of a preschool organization is obliged to provide the necessary conditions for compliance with sanitary rules (a special visiting regime applies to such conditions). Thus, there is nothing illegal in the actions of the kindergarten management to establish certain rules (including with regard to visiting a kindergarten in shoe covers). Another thing is that these rules should be enshrined in these local acts. And at the same time, the question moves to a slightly different plane – to the question of responsibility for non-compliance with these rules.

In this regard, I would like to draw the attention of parents to the following:

According to item 3. Art. 52 of the Law of the Russian Federation “On Education”, parents (legal representatives) of students, pupils are required to comply with the charter of the educational institution (including the conditions, if any, in the charter, on the rules for visiting a preschool institution in shoe covers).

The same charter, on the basis of clause 5, clause 1, article 13 of the Law of the Russian Federation “On Education”, establishes the procedure and grounds for the expulsion of students, pupils in particular, failure to comply with the provisions of the charter on the rules for visiting a preschool institution in shoe covers).

The rules of the charter may be reflected in the contract. According to clause 39 of the “Model Regulations on a Preschool Educational Institution”, approved by the Decree of the Government of the Russian Federation of September 12. 2008 No. 666, the relationship between a preschool institution and parents is regulated by an agreement that includes mutual rights, obligations and responsibilities of the parties. That is, this agreement may also provide for a corresponding requirement for shoe covers and liability for failure to comply with this requirement – expulsion of the child.

In any case, none of the employees of the kindergarten has the right to force parents to put on shoe covers, not to let them go to the second floor because of this, and even more so – to force them to buy these shoe covers. Such actions are a violation of the constitutional rights of citizens, and above all, the right to public access to education.

The kitchen is equipped with the most modern equipment, which allows our pupils to cook exceptionally healthy and high-quality food. A high level of occupational hygiene, compliance with all sanitary norms and rules, regular cleaning of the premises and fresh products are the conditions that we strictly observe.

Canteen

We have a large and bright dining room with comfortable children’s tables for 4 people. The menu is designed taking into account all children’s needs, so every little visitor to our dining room will definitely be satisfied and full.

Wellness room

You are well aware of the benefits of wellness procedures, and we are ready to provide your child with a qualified specialist and excellent conditions for these procedures. The prevention of scoliosis and flat feet should be taken care of from an early age!

Studios, gym, music room

Since our kindergarten conducts a large number of various developmental activities for its pupils, it is equipped with specialized rooms that have everything necessary for conducting relevant classes: musical instruments, sports equipment and other equipment.

Changing rooms

All locker rooms are equipped with drying cabinets, information stands for parents and individual lockers, each of which is assigned to a specific child.

Our kindergarten has 3 changing rooms.

Game

Game rooms are equipped with everything necessary for a full-fledged children’s leisure: modern furniture that corresponds to the anthropometric data of children, educational games and toys, educational equipment, manuals and various didactic materials that are attractive to children and safe to use. Our kindergarten has 5 playrooms.

Bedrooms

Cozy rooms for a comfortable daytime sleep. Curtains on the windows provide sufficient blackout and a peaceful atmosphere. Comfortable beds and soothing colors of wallpaper and furniture will allow children to get the full necessary rest.
Each bedroom is designed for 12-14 children. There are 5 bedrooms in our kindergarten.

Toilets

Toilets in kindergarten comply with all sanitary and epidemiological rules and regulations of San PiN.
