Ulyanovsk | What is wrong with the deputies’ interest in the building of the former kindergarten on the Upper Terrace?

Photo: simbirsk.city

Let’s figure out why the situation on the Sirenevoy passage is more like a PR technology for artificially escalating a problem that does not exist

On March 24, a group of deputies of the Regional Legislative Assembly and the City Duma held a public event, hardly coordinated with law enforcement officers, on the Sirenev passage in the Zavolzhsky district of Ulyanovsk. The deputies discussed with local residents the fate of the building of the former kindergarten. It was leased to private individuals many years ago, as it was not used for its intended purpose. Actually, like many other similar institutions throughout the city. Now it is privately owned. As it became clear, this worries the deputies. According to them, a private owner can dispose of his property as he pleases, including building a house here. nine0003

We decided to raise the issue of transferring the kindergarten building from private ownership to city ownership by legal means, for its intended use ,” told following the meeting, Deputy Justice Andrey Sedov . Another deputy of the Legislative Assembly from the Liberal Democratic Party Dmitry Grachev attended the meeting, but his position was not published.

« … there are not enough places in the existing kindergartens, and with the construction of the Lilac residential complex, the level of relevance of places in kindergartens will increase. During his speech, deputy Kuzin noted that the practice of replacing social institutions with other buildings is absolutely absurd, and the repair of an already built building will cost much less than the construction of a new one. 0008 ”, – were written by representatives of the Communist Party. Two deputies from the party, Vitaly Kuzin and Roman Sultashov , were at the meeting. N

« I believe that the most ideal option would be… a ransom in order to restore the kindergarten. A similar practice has already been successfully implemented in micr. UlGU, where the previously constructed building was bought by the region for the child development center, ”Deputy Anton Antipov wrote in his telegram channel. nine0010

Fragment of the map of the Verkhnyaya Terrasa microdistrict in the Zavolzhsky district of Ulyanovsk. Hereinafter, the building, near which the meeting of the deputies with the residents of

took place in the red circle

A Simbirsk.City correspondent decided to study the situation in this part of the Verkhnyaya Terrasa microdistrict. Directly on the ground, we managed to find out what is happening with the buildings of kindergartens in the nearby district, whether it is really necessary to buy some objects from private individuals. nine0003

Looking ahead, we note that in order to find out whether the need for additional places for children in preschool institutions is urgent, the editors sent inquiries to the education department of the Ulyanovsk administration and the Ministry of Education and Education of the Ulyanovsk region.

Department of the Treasury (11A Sirenevy passage)

There is a similar building in the immediate vicinity of the privately owned immovable property that interested the deputies. Judging by the sign, here is the department of the federal treasury for the Ulyanovsk region, department No. 22. nine0003

A grocery store is organized from the end, a hairdresser’s from the back. On the outer walls of the building there are interesting drawings, which are slightly spoiled by time. The building was presumably also used as a kindergarten, around an approximately identical territory and outbuildings.

The Rectangle marks the Treasury building on Sirenevoy passage

Justices of the peace (Proezd Mendeleev, 5)

A bit further away, also in the building of the former kindergarten, there are sections of justices of the peace of the Zavolzhsky district of Ulyanovsk. As residents of the surrounding houses specified, before the servants of Themis, a children’s art school worked here.

No one remembers the current abode of justices of the peace as a garden, but the building as a whole is also visually very similar to the building located behind the fence. This is clearly visible in the last photo.

A rectangle with smoothed corners marks the building of the former children’s art school and the former kindergarten, where the justices of the peace of the Zavolzhsky district of Ulyanovsk are now located

“Malvina” (proezd Mendeleeva, 3)

A full-fledged functioning kindergarten.

The building was built in 1969. The windows in it are new, but the appearance, the fence around the territory clearly deserve an update. Parents and employees of the institution know better about the technical condition.

Kindergarten “ Malvina ” on Mendeleev Ave. , 3 taken in a rhombus

Kindergarten building No. 148 (10 Mendeleeva proezd)

A well-repaired second building of preschool educational institution No. 148 is located across the road from Malvina.

The last picture shows that the territory of the kindergarten borders on another similar institution.

The triangle on the map marks the second building of kindergarten No. 148

Rehabilitation center for minors (proezd Mendeleev, 12)

Adjacent to the kindergarten is the regional state state institution of social services “Social and rehabilitation center for minors “Scarlet Sails” in Ulyanovsk”. The founder of the organization is the Ministry of Family, Demographic Policy and Social Welfare of the Ulyanovsk Region. They turn there in case of leaving the child without care (for example, hospitalization of parents), the impossibility of parents in a given period of time to carry out the maintenance and upbringing of the child (loss of work, housing), and so on. nine0003

School of Arts (Proezd Mendeleeva, 7)

Opposite the center “ Scarlet Sails ” there is a branch of the children’s art school named after M.A. Balakirev. It is marked with a red arrow on the map.

Kindergarten “Hedgehog” (Proezd Mendeleev, 9)

Functioning institution of preschool education. It also geographically borders on the children’s art school.

A little further there are 3 more buildings, which were also once used or are used to this day as a kindergarten. nine0003

The rectangle on the map marks the kindergarten « Hedgehog »

Employment Center in Zavolzhye (Telmana Street, 36)

The correct name is the branch of the regional state state institution “Personnel Center of the Ulyanovsk Region” in the Zavolzhsky district of the city of Ulyanovsk. The Employment Office has recently been completely refurbished. It was visited in January of this year by Governor Aleksey Russkikh , who was personally convinced of the comfort of visiting the building, which was also once used as a kindergarten. However, in recent decades, it has always been the location of employees involved in job search assistance and unemployment benefits.

From the adjacent former kindergarten and the current kindergarten, this building separates the passage to the gymnasium No. 59. All three objects are located nearby, therefore they are marked with arrows on the same map.

Bailiffs (Telman street, 36)

Also a former kindergarten. Here are the departments No. 1 and No. 2 of bailiffs in the Zavolzhsky district of Ulyanovsk.

The main building of kindergarten No. 148 (Telman street, 32)

This is the main building of a preschool educational institution. Working, possibly in need of cosmetic repairs. On the facade there are drawings, which are very rare in our time. nine0003

Thus, within a radius of 600-800 meters of walking distance from Lilac Passage there are 10 more similar buildings. All of them are former and current kindergartens:

  • 4 continue to be used for their intended purpose for preschool education
  • 4 – for authorities
  • 1 – for additional education
  • 1 – for social care
  • Which is cheaper and more profitable for the budget the city of Ulyanovsk and the Ulyanovsk region: to buy a building from a private owner, or to find alternative places of deployment for the placement of government officials and employees is rather a rhetorical question. A direct study of the facts, the study of the territory, as they say, “with one’s own feet” allows us to conclude that the “people’s representatives” are not particularly immersed in the context. nine0003

On the one hand, the fate of the former kindergarten may well disturb the residents of nearby houses. On the other hand, if the point is only to escalate political tension, these are manipulative technological methods. In any case, it will not be possible to build a populist trap for the governor of the region and other responsible persons. The mathematics of buying out a former kindergarten and carrying out repairs in it loses to the mathematics of moving some of the authorities and all the same repair of the building. And if it is unlikely that Alexei Russkikh will be misled, then using people’s anxiety for PR is quite possible. nine0003

Schematically it looks like this. Artificially create a problem using “popular unrest” -> offer a populist, economically untenable solution, passing it off as the only right one -> hype and PR regardless of the decision made, because there is no problem.

    10 unusual terraces in Moscow

Where you can spend time by the pool on a sun lounger, where to go for a great view and which terrace is immersed in greenery and flowers. nine0010

The season of terraces continues: in the last selection, we talked about 11 Moscow terraces that are hidden in courtyards. This time they chose unusual verandas: they put sun loungers on them, install fountains and hold festivals. Wow Moscow Lounge

The menu at the lounge bar in Bersenevsky Lane includes European and Asian dishes: they cook tartare and tataki, roast meat or fish steaks, and serve bruschettas. nine0003
