Canada-Ontario early years and child care agreement
Overview
The Canada-wide Early Learning and Child Care (CWELCC) system will:
- give families access to more affordable and high-quality child care options
- help lower child care fees for parents of children under the age of six
- increase child care spaces
- support the child care workforce
- support inclusive child care
Licensed child care providers can participate in the CWELCC system to help reduce fees. Licensed child care providers must inform parents about their decision to:
- participate in the CWELCC system and the expected or actual date of application
- not participate in the CWELCC system
If your licensed child care provider does not participate, your fees will not be reduced.
As a parent or guardian of a child under the age of six, you do not need to apply to get a fee reduction.
Ontario’s action plan
The agreement focuses on five key pillars:
- lowering fees
- increasing access
- enhancing high-quality child care
- supporting inclusion
- enhancing data and reporting
Lowering fees
To ensure child care is more affordable for families, we will lower average fees for participating licensed child care programs through a phased approach:
- Reduce child care fees by an average of 25% for children under the age of six, retroactive to April 1, 2022.
- By the end of December 2022, further reduce child care fees by 50% on average.
- By September 2025, lower licensed child care fees to an average of $10 per day.
Increasing access
To provide families with more child care options and address increasing demand for child care, we will:
- create approximately 86,000 new licensed child care spaces by the end of 2026 (this includes 15,000 licensed child care spaces created since 2019)
- support expansion of new child care spaces in geographic areas and diverse communities where they are needed most (for example, children with special needs, Indigenous and Francophone communities)
Enhancing quality
To ensure families have access to high-quality licensed child care, we will:
- improve compensation for low wage Registered Early Childhood Educators working with children up to age 12 in licensed child care
- consult on measures to support the child care workforce and improve recruitment and retention of child care workforce, including professional development training opportunities
Supporting inclusion
To support the needs of diverse communities and populations, we will engage with a broad range of partners to:
- ensure space expansion plans and programming support the needs of vulnerable and diverse populations in your communities (such as, Indigenous, Francophone, Black and other racialized groups, newcomers, low-income families and children with special needs)
- gather data and assess the barriers to access for children of diverse populations and children with varying abilities
Enhanced data and reporting
To monitor our progress and support families, we will:
- use evidence-based data to evaluate and improve how the child care system supports children and families
- report regularly on our progress toward meeting federal requirements using enhanced data collection and analytics capabilities
What this means for parents and families
Parents or guardians of children under the age of six do not have to apply to receive a child care fee reduction.
You may be eligible for reduced fees if:
- you pay more than $12 per day for child care and your child:
- is under the age of six
- turns six years old and is enrolled in a licensed preschool, kindergarten or family age group or a licensed home child care premises, until June 30
- your licensed child care provider chooses to enroll in the CWELCC System
The amount that you will save depends on the current fees your child care provider charges and may vary by region.
It may require some time for your child care program to enrol in the new system. If your child care provider applies in 2022, the fee reduction will be retroactive to April 1, 2022. This means that you will be eligible to receive a credit or refund for the higher fees you have paid once your program is fully enrolled.
Examples
Meet Yasmin
Yasmin lives in York Region and has two children. She currently pays $72 per day in child care fees for her 18 month-old son Jacob and $31 per day for her five year-old daughter Isobel.
If her child care centre enrols in the program by December 31, her fees for Jacob will be reduced by 25% to $54 per day and to $23.25 per day for Isobel.
For 2022, she will get a refund of $3,528 in fees for Jacob and $1,519 for Isobel, retroactive to April 1, 2022.
Meet Andrew
Andrew lives in Sudbury and currently pays $31 per day in child care fees for his 18 month-old daughter Renée and $11 per day for his five year-old son Germain.
If his child care centre enrols in the program by December 31, his fees for Renée will be reduced by 25% to $23.25. His fees for Germain will remain the same.
For 2022, he will get a refund of $1,519 in fees for Renée, retroactive to April 1, 2022.
Child care subsidy
The Ontario child care fee subsidy program will continue to be available for families who are eligible to apply for financial support to help you pay for licensed child care.
The fee subsidy will continue to be determined through the income test that is administered by your local service system managers. The amount you will pay depends on your family’s income and will be reduced by 25% for eligible children. To get more information or apply for the child care subsidy, please contact your local service system manager.
Child care tax credit
The Ontario Child Care Tax Credit program will continue to be in effect for eligible families.

What this means for child care providers
Every licensed child care provider, whether they are providing centre-based or home-based child care, serving children under the age of six (or turning six before June 30) are eligible to participate in the CWELCC system.
Who is not eligible
Unlicensed programs are not eligible to participate in the CWELCC system. This includes:
- unlicensed home child care providers
- authorized recreation programs
- school board-operated extended day programs
Unlicensed providers who wish to participate should consider applying for a licence. Learn how to apply for a child care licence.
Apply
Apply with your local service system manager by November 1, 2022 to enrol and receive funding this year.
You will be required to provide information about your program such as your:
- current fees
- expenses
- planned operating budget for the next year
Your service system manager will use this information to help determine how much funding you will receive to allow you to reduce fees for parents.
Contact your local service system manager for more information and to apply.
After you apply
After the application process is complete, you will enter into a CWELCC system service agreement with your service system manager. This agreement outlines the amount of funding your program will receive and guidelines you must follow.
Some of the requirements that programs will need to meet include:
- demonstrating that you are financially viable
- setting base fees in accordance with the regulation and agreement with the local service system manager
- following the rules set out in the Child Care and Early Years Act, 2014 rules and its regulations to maintain the licence
- maintaining existing capacity for eligible child care for which they are receiving fee reduction funding
- providing information to support data collection and reporting
If you don’t participate
Licensed child care programs that do not participate in the Canada-wide Early Learning and Child Care System must continue to follow the rules and requirements for operating a child care program. They will not receive funding to reduce child care fees or to increase compensation for low wage Registered Early Childhood Educators.

The Prime Minister, Justin Trudeau, and the Premier of Ontario, Doug Ford, today announced an agreement that will deliver affordable, inclusive, and high-quality child care for families in Ontario.
This Canada-Ontario early learning and child care agreement is a five-year deal to reduce child care fees in the short term, deliver $10-a-day child care for Ontario families, and create 86,000 new licensed early learning and child care spaces in the province.
The agreement will reduce licensed child care fees for children under six years old on average by 25 per cent as of April 1, 2022, saving Ontario families an average of about $2,200 per child. By the end of the year, fees will be further lowered, and families will see a total reduction of 50 per cent on average, saving them an average of about $6,000 per child per year. This agreement will deliver on average $10-a-day child care for Ontario families by the end of March 2026.
With the signing of this agreement, the Government of Canada has signed agreements with every province and territory to deliver on its promise to build a Canada-wide affordable, inclusive, and high-quality early learning and child care system. Our plan is already making life more affordable for families, creating new jobs, getting parents back into the workforce, and growing the middle class while giving every child a real and fair chance at success. More than half of Canada’s provinces and territories have already seen reductions in child care fees and, by the end of 2022, average fees for regulated early learning and child care spaces will be cut in half across the country.
This agreement will improve access to early learning and child care programs and services and grow a strong and skilled workforce of early childhood educators, including through better wages and greater opportunities for professional development. It will also support a child care system that is inclusive of vulnerable children and children from diverse populations, including children with disabilities and children needing enhanced or individual supports.
In addition, the agreement includes a clear commitment to begin discussions with Indigenous partners on developing a collaborative plan that supports Indigenous children’s access to affordable, high-quality, and culturally appropriate early learning and child care.
Building a child care system that works for Canadians in every region of the country is a key part of our plan to make life more affordable for families while creating good jobs and growing the economy. Through these signed agreements, the Government of Canada aims to create 250,000 new child care spaces across the country by March 2026 to give families affordable child care options, no matter where they live.

- Since last summer, the Government of Canada reached similar agreements with the governments of British Columbia, Nova Scotia, Yukon, Prince Edward Island, Newfoundland and Labrador, Manitoba, Saskatchewan, Alberta, New Brunswick, the Northwest Territories, and Nunavut. The governments of Canada and Quebec also reached an asymmetric agreement to strengthen the early learning and child care system in the province.
- In total, the Government of Canada is aiming to create approximately 250,000 new child care spaces through Canada-wide agreements with provinces and territories, and already achieved its goal of creating 40,000 more affordable child care spaces before 2020 through the 2017-18 and 2019-20 Early Learning and Child Care Agreements. These new spaces will be predominantly among licensed not-for-profit, public, and family-based child care providers.
- Through this agreement, Ontario will receive $10. 2 billion in federal funding through 2025-26 and an additional $2.9 billion in 2026-27, as part of the annual and ongoing $9.2 billion federal commitment from Budget 2021 for a total of $13.2 billion, to underscore the long-term commitment to building a better early learning and child care system, subject to the renewal of the agreement.
- In addition to the federal contribution, Ontario will provide $267 million under this new agreement in addition to the over $2 billion the province currently invests in early learning and child care annually.
- The governments of Canada and Ontario will create an implementation committee that will monitor progress on child care commitments in consultation with stakeholders. The Government of Canada will be represented on this committee by the Federal Secretariat on Early Learning and Child Care.
- As part of Budget 2021, the Government of Canada made a transformative investment of over $27 billion over five years to build the Canada-wide Early Learning and Child Care system with provinces and territories. Combined with other investments, including in Indigenous early learning and child care, up to $30 billion over five years will be provided in support of early learning and child care.
- Investments in child care will benefit everyone across Canada. Studies show that for every dollar invested in early childhood education, the broader economy receives between $1.50 and $2.80 in return.

Early years

Pomona or Downtown Pomona is a railroad station in Pomona, California, United States, served by Amtrak intercity rail and Metrolink commuter rail. Amtrak operates the Pomona station three times a week. 906
Station 1940 was designed by Donald Parkinson in Mission Revival and Spanish Colonial Revival styles. [3] Details include stucco walls, arcade and red clay roofs. [4] It once served as the main Southern Pacific Railroad line from Los Angeles to New Orleans, and the main Los Angeles and Salt Lake City Railroad line. Currently, both lines are now Union Pacific Railroad lines.
Metrolink train service
has served the Downtown Pomona station since February 5, 2001. [5] [6] In the fourth quarter of fiscal year 2015, an average of 221 passengers boarded. Riverside Line Metrolink trains at Downtown Pomona station daily. [7] Metrolink trains board the south platform, across the footbridge. About 300 parking spaces are available for Metrolink passengers. The center platform was originally created for Metrolink supplemental services facing Route 2, but was abandoned around 2006 due to declining ridership.
The Amtrak train board is located on the North Platform off Track 3 next to the station building. There are no Amtrak personnel at the station, but tickets can be collected from Metrolink ticket machines at the station if pre-booking is made either on the Amtrak website or by phone.
Amtrak serves the station on a freight route owned by Union Pacific that reroutes via El Monte and Baldwin Park to connect to the Monte Vista rail corridor rather than the Riverside line route. Of the 77 stations in California operated by Amtrak, Pomona had the lowest passenger traffic in FY 2015 with 1,812 boarding or disembarking, equating to approximately 5 passengers per day due to inconvenient travel times to and from Los Angeles .
Bus Connection
Foothill Crossing uses the station as a transit hub for the area with extensive connections throughout the San Gabriel Valley. The bus station is located near the main station building, next to the North platform. Foothill operates a transit store and information center in the station building. Lines 195, 197, 286, 291, 292, 480, 482, 852, and 855 provide local bus service, while the Silver Lane provides express service to downtown Los Angeles. Early years
Cleary senior at UC Berkeley, 1938
Beverly Utley Bunn was born April 12, 1916, in McMinnville, Oregon, to Chester Lloyd Bunn, a farmer, and Mabel Utley Bunn, a schoolteacher. Cleary was an only child and lived on a farm in rural Yamhill, Oregon during her early childhood. She was raised a Presbyterian. When she was six years old, her family moved to Portland, Oregon, where her father took a job as a bank security officer.
Cleary found it difficult to adjust to urban life in the countryside and found it difficult to study at school; in the first grade, the teacher placed her in a group for weak readers. Cleary said: “The first class was divided into three reading groups – Bluebirds, Redbirds and Blackbirds. I was a blackbird. Being a blackbird meant shame. I wanted to read, but for some reason I couldn’t.”
After some work, Cleary’s reading skills improved, but she ended up feeling bored reading, complaining that many of the stories were simple and unsurprising, and wondering why authors often don’t write with humor or about ordinary people. However, on a rainy afternoon at home in Cleary’s third grade, she found herself enjoying reading The Dutch Twins , a book by Lucy Fitch Perkins about the adventures of ordinary children. The book became an epiphany for her, and after that she began to spend a lot of time reading and in the library. By sixth grade, Cleary was approached by a teacher to become a children’s writer based on essays she had written for class assignments.
After graduating from Portland Grant High School in 1934, Cleary went to Chaffee College in Ontario, California, which offered lower tuition than four-year universities, which many students needed during the Great Depression to become a children’s librarian. After two years at Chaffee, she was accepted to the University of California, Berkeley, where at 1938, she received a Bachelor of Arts degree in English. While in college, Cleary worked odd jobs to pay for her tuition, including working as a seamstress and seamstress. housemaid . During what Clary called “the two most interesting years of my life,” she was one of the first residents of the Stebbins Hall sorority and met her future husband, Clarence Cleary, at a school dance. In 1939, she graduated from the School of Librarianship at the University of Washington with a second bachelor’s degree in library science and accepted a one-year position as a children’s librarian in Yakima, Washington. After graduating from the University of Washington in 1939, she worked as a children’s librarian in Yakima, Washington until 1940, and then as a postal librarian at the US Army Hospital at Camp John T. Knight in Oakland , California from 1942 to 1945. She also worked at the Sather Gate bookstore in Berkeley before becoming a children’s writer.
As a children’s librarian, Cleary sympathized with her young patrons who had a hard time finding books with characters they could identify with, and she struggled to find enough books to suggest they would like them. After a few years of giving recommendations and telling real-time stories as a librarian, Cleary decided to start writing children’s books about the characters that young readers might enjoy. Cleary said, “I believe in this ‘missionary spirit’ among children’s librarians. Children deserve literary quality books and librarians are very important in encouraging them to read and choose the right books.”
Cleary’s first book, Henry Huggins (1950), was the first of a series of fiction books about Henry, his dog Ribsy, his neighbor friend Beezus, and her younger sister Ramona. In writing the book, Cleary drew inspiration from her time writing stories for children during the Saturday night story hours when she was a librarian in Yakima. Like many of her later works, Henry Huggins is a novel about people living ordinary lives and based on Cleary’s own childhood experiences, children in her neighborhood growing up, and children she met while working librarian. Although her book was accepted by Morrow, the first publisher she sent it to, it was initially rejected and Cleary added the Beezus and Ramona characters while editing it.
Cleary’s first book about the Quimby sisters, Beezus and Ramona , was published in 1955. A publisher asked her to write a book about a kindergarten student. Cleary resisted because she didn’t go to kindergarten, but later changed her mind after the twins were born.
Cleary also wrote two memoirs, one about her childhood called The Yamhill Girl (1988) and the other about her college and adult years before writing her first book called My own two legs” (1995). During a 2011 interview with Los Angeles Times at age 95, Cleary stated, “I’ve had an exceptionally happy career. ”
Critical
Cleary’s books are historically known for their attention to the mundane details of childhood, especially the experiences of children growing up in middle-class families. Leonard S. Marcus, historian of children’s literature, said of Cleary’s work: “When you get to the age to read Cleary’s books, you are probably at the most exciting time in your life as a reader. [Her books] both entertain children and give them courage and insight into what to expect from their lives.” Critics also noted Cleary’s use of humor; William Grimes of The New York Times wrote that Clear used a “humorous, lively style”, while “ma [the king] is a captivating drama of everyday problems, petty injustices and puzzling mysteries – chief among them adults – that define the childhood of the American middle class. “, while Roger Sutton of The Horn Book Magazine noted that “Clery is very funny in a very sophisticated way. She’s very close to satire and I think that’s why adults love her, but she still has a deep respect for her characters – no one gets laughed at the expense of the other. I think children appreciate that they are on an equal footing with adults.”
Pat Pflieger, professor of children’s literature at West Chester University, commented: “Clery’s books have endured because she understands her audience. She knows that they are sometimes confused or frightened by the world around them and that they feel deeply what adults can allow. Eliza Dresang, professor of child and youth services at the University of Washington School of Information, Cleary’s alma mater, said, “These books don’t seem so radical now, but they were when she wrote them.” Dresang added that Cleary’s writing “in terms of the [covered] topics, honesty, accuracy [and] ability to portray real children” was decades ahead of her time.0313 Twentieth-Century Children’s Writers said, “Beverly Clery’s influence as a children’s writer cannot be overestimated … her exceptional talent for creating memorable young characters whose exuberant spirit and vitality appeal to readers young and old alike. ”
Later life
In 1955 Cleary gave birth to twins Malcolm and Marianne. She has lived in Carmel Village in California since the 1960s. As of 2018, she was living in a nursing home.
Cleary celebrated her 100th birthday on April 12, 2016. On March 25, 2021, Cleary died at her nursing home in Carmel-by-the-Sea, California at the age of 104, three weeks before her 105th birthday.
Honors and Legacy

In 1975, Cleary won the Laura Ingalls Wilder Award from the American Library Association for “substantial and lasting contributions to children’s literature.” In 1984, she was nominated by the United States for the biennial international Hans Christian Andersen Prize. In April 2000, she was named a Library of Congress Living Legend in the Writers and Artists category for her contributions to the cultural heritage of the United States. In 2003, she received the National Medal of Arts.
Cleary’s books have been published in over 25 languages and have received many awards and honors. Dear Mr. Henshaw won the Newbery Medal in 1984, and the Newbery Awards were given to Ramona and her father in 1978 and Ramona Quimby, aged 8, in 1982. She won the 1981 National Book Award in the Children’s Fiction (Paperback) category for Ramona and Her. Mother , William Allen White Children’s Book Award for socks (1973), Catholic Library Association Regina Medal (1980), and Children’s Book Council’s Every Child Award (1985).
In 2012, Ramon’s Pest ranked 24th among all children’s novels in a survey published by School Library Magazine , a monthly publication primarily aimed at American audiences. Mouse and motorcycle (89) and Ramona and her father (94) also made the top 100.
Cleary has been cited as a major influence by other authors, including Laurie Hales Anderson, Judy Bloom, Lauren Miracle, and John Seschka.
HarperCollins is celebrating Cleary’s birthday on April 12 as National Drop Everything and Read (DEAR) Day to promote sustainable wordless reading.
Beverly Cleary School in 2014
In Portland, Oregon, the Hollywood branch of the Multnomah County Library, near where she lived as a child, commissioned a map of the Henry Huggins neighborhood on Klickitat Street for its lobby wall. Statues of her characters Henry Huggins, the Huggins’ dog Ribsy, and Ramona Quimby can be found at the Beverly Cleary Sculpture Nursery, which is part of Portland’s Grant Park in Hollywood-Fernwood. In June 2008, the K-8 District School, formerly Fernwood Grammar School and once attended by Cleary, was officially renamed Beverly Cleary School.
In 1997, the Central Library in downtown Portland, Oregon, which serves as the primary branch of the Multnomah County Library System, dedicated its children’s room as the Beverly Cleary Children’s Library.
In 2004, the Washington University School of Information completed a fundraiser for the Beverly Cleary Department of Child and Youth Social Services to honor her work and commitment to library science. In 2008, the school announced that it had been selected as the next recipient of the university’s Alumna Summa Laude Dignatus Award, the highest honor the University of Washington can bestow on an alumnus.
Cleary has a 220-student residence hall named after her, Beverly Cleary Hall, at her alma mater, UC Berkeley.
In April 2016, on the occasion of her 100th birthday, Oregon Public Broadcasting aired the original half-hour program Discovering Beverly Cleary , which included an extensive interview with Cleary, 99, at her home in Carmel, California, as well as photographs and stories of her life. It aired in the spring of 2016 on PBS TV channels across the country.
On April 22, 2021, following her death, the US Senate passed a resolution “honoring the life and legacy of award-winning children’s author Beverly Cleary. ” It was sponsored by Senator Ron Wyden of Cleary’s home state of Oregon.
