Interventions / Prekindergarten

The Texas Legislature determines eligibility requirements for free, public prekindergarten in Texas. The Legislature established the prekindergarten program with the intent of providing early learning experiences to students who are most in need.  The Legi​slature believed that a high-quality prekindergarten program could mitigate the impact of the at-risk characteristics, thereby assisting students to become school-ready when they enter kindergarten.  Katy ISD offers a prekindergarten program for eligible students who turn 4 years of age on or before September 1st of the school year in which they intend to enroll.  The District uses PowerSchool, an online registration process, for new student registration.

Parents must complete the online registration process through Katy ISD’s PowerSchool Registration website. Only students whose registration paperwork is complete will be offered the opportunity to be screened for EL eligibility or prekindergarten program eligibility.

Please note that due to the limited number of spaces, campus placement is determined by availability at the time of your completed registration process. If the home campus is full, PreK students will be redirected to the closest available campus.

Language Assessments

If a language assessment is required, the student’s zoned campus will contact the family via email or over the phone to schedule an appointment for testing. Families will be contacted in order that their online registration is received. 

Attendance Guidelines

Bus transportation is not provided for prekindergarten students. Parents or guardians must provide transportation to and from school. 

Prekindergarten is not a mandatory program. However, if your child qualifies and is enrolled, he/she is subject to compulsory attendance law. Your child must attend school each day, Monday – Friday. Prekindergarten is a full-day program.

Free & Reduced Lunch for Prekindergarten Students:

Prekindergarten students registering for the 2022-2023 school year must apply for meal benefits (students do not automatically qualify for meals).  For additional information, view the Income Eligibility Guidelines or visit the Food Services site. ​

New York State Gov. Kathy Hokul announced a new $70 million federal grant to build additional preschools.

Applications have already started on Monday 11 April. Who can receive money from this fund? During the recent census, a map was drawn showing the extent to which certain areas are provided with child care facilities. Some are labeled as child care deserts. The word desert is translated as “desert”. The criterion is as follows: three or more children under five years of age apply for one place in a kindergarten in such zones, or there is nothing at all. It is for these “desert” places, where it is practically difficult or simply impossible for children to attach anywhere, that the new grant is intended. New providers wishing to open a kindergarten are eligible to apply. You must first obtain a license and register a preschool institution in accordance with all the rules.

The $70 million is an additional boost to the $7 billion earmarked for the same purpose in the state’s recently passed budget for the new fiscal year. The impressive size of this sum emphasizes the acuteness of the problem. In the state of New York, the “desert” in the service of children’s institutions occupies almost two-thirds (!) Of the entire territory.

“The development of childcare facilities has been a priority for my administration since day one,” Governor Hokul said. “All parents deserve to have first-class service in this area, wherever they live.”

The budget she proposed raised the income threshold to allow families to access subsidized preschools. Now that’s 300% of the federal poverty level ($83,250 for a family of four). In New York State, more than half of young children fall into this category.

The New York State Office of Children and Family Services will manage the grant. You can get all the information you need, including a map of the “desert” areas, at cfs. ny.gov. Applications are accepted until 19May. But before you submit them, you must go through the orientation. Details can also be found on this website. The information there is given in different languages, including Russian. Applicants identified as eligible for grants from this fund will be announced in June.

They will have the right to use the funds received for start-up expenses, for staff salaries and additional benefits, for hiring and training workers, for their vaccinations, paid holidays, pensions and much more. The money from the grant is allowed to pay for the rent of premises and utilities (heating, electricity, telephone, Wi-Fi).

Not only children will benefit from this grant. Their parents will have the opportunity to work or study more successfully. In addition, the emergence of new children’s institutions guarantees additional jobs.

The issue of preschool placement is not limited to New York City.

“Our country was in crisis in this area even before the COVID-19 pandemic,” said Congresswoman Kirsten Gillibrand. — Today, more than 60% of New Yorkers found themselves in the “desert” service area of ​​child care facilities. And for many of those who have access to them, the services provided are beyond their means. These service providers and working families are critical to our economy. That is why we have no right to leave them to themselves. That’s why I worked so hard to get child care subsidies included in the federal American Rescue Plan.”

This plan aims to rebuild the economy after a devastating pandemic. The money has been flowing well so far this year, including for childcare, which has a hefty $39 billion allotment, and many state governors, Democrats and Republicans alike, are hailing the beneficial effects of the subsidies.

But money has an unpleasant feature: it runs out faster than we would like. $39 billion seems to be not so little, but by the end of 2024, receipts from this item will stop.

States should distribute $24 billion in grants like the one now opened in New York by 2023, and spend $15 billion by 2024 to subsidize families who find it difficult to pay for child care themselves.

The money will run out, but the problems will remain, and already now many far-sighted people are trying to look into the future.

“Federal and state assistance must continue,” urges Keren Devos, daycare owner in Wisconsin. “We can’t just say, ‘We’re nearing the end of the pandemic’ or ‘Well, the pandemic is becoming the norm and we have to adjust to it.’

Of course, it is necessary to think about further steps. In the meantime, hurry up to take advantage of what we have today. New York State grant applicants should note the following dates: NY Child Care will begin on June 30, 2022 and end on June 30, 2024.
