Early Learning: Head Start/Early Head Start Learning Programs

Pam Houlares is a native Bostonian born into a large Greek family.  She grew up in a large extended family with aunts, uncles and cousins in the Boston area.  Both sisters, including her twin, experienced a strong bond with their Greek culture and identity.  After graduation from UMass Amherst, Pam’s older sister became a nun in Greece and has lived there for about 50 years. Her twin sister, Natalie, is a real estate broker with Sotheby’s in Boston.

In Pam’s 37 years in education, she began as a Spanish teacher, Curriculum Coordinator, and ultimately, a Principal of Jonas Clarke Middle School in Lexington, MA.   After retirement, Pam worked in two colleges as an Adjunct Professor instructing courses in administration and continues as a Spanish tutor in her home -town.

During 2016 – 2020, Pam served as the President of the Hellenic Women’s Benevolent Association, a non-profit that oversees the Hellenic Nursing Home in Canton, MA.   In fact, Pam’s mother, Jennie, was one of the founders of the nursing home in 1973.  Pam continues to serve on the Board of Directors at the Hellenic Home.

Pam and Jim have four grandchildren, James, Conor,  Catherine and Theodore, who live nearby,  Aside from some babysitting, Pam and Jim feel very fortunate that they are very close and celebrate holidays and family events together.

Pam’s husband, James, has devoted his entire career to early childhood education.  Jim displays that same enthusiasm and love of children to this day, and is adored by his children and grandchildren, alike.  Both Pam and Jim are pleased that to continue to be a part of the CTI family and have contributed greatly to the Early Education programs at Community Teamwork.

James Houlares was born and raised in Auburn, Maine, He has a twin sister and also married a twin who has a twin sister as well. James has an older and younger brother as well. James and Pam have been married since 1974 and lived in Wellesley and now South Natick. They have two children, Nathaniel and Elena, named after my father-in-law and mother.   Nathaniel and Christina have two children, Catherine  (2.5 years old) and Theodore (7 months).  Elena and John have two children, James (9) and Conor  (7).

In1962, Jim arrived in Boston to attend the Hellenic College and Holy Cross School of Theology to earn a Bachelors and an advanced degree.  His studies continued at the University of MA in Amherst where he earned his Masters. Jim’s first job with Head Start was as a teacher in Lewiston, Maine 1969 – 1971.  After earning his Masters, in 1973, he was hired as an Education Coordinator at the Head Start program at Community Teamwork.  At that time, CTI served 120 children in six classrooms.  When Jim retired in 2005, the Agency served more than 516 Head Start and Early Head Start children.

During Jim’s 32 years at Community Teamwork, he was involved with many challenging and exciting initiatives including:

Jim presently serves on the following boards: New England Head Start (NEHSA), National Head Start (NHSA), and the Thom Child and Family Services.

The need and relevance of conducting research work on this topic are primarily due to the requirement of the time: the introduction of the academic discipline English in the content of education in primary school from the 2nd grade, the introduction of new educational standards in primary school, as well as the implementation of the educational initiative “Our New School”, on the basis of which new educational standards are built, introduced into the educational process in primary school, as well as the transition of higher education to the educational standards of the third generation.
These changes aimed at modernizing Russian education require the search and scientific justification of new approaches to teaching children foreign languages. At the same time, creating the need to develop appropriate approaches and methods for training teachers in this area, which, in addition, should be based on new state standards of higher education.
Thus, the problem of optimizing the teaching of foreign languages ​​to children is becoming more and more relevant, as is the problem of training teachers.
In connection with the gradual transition of education in accordance with the principles of the Bologna process, with the adoption of a competency-based approach to education, as well as with the implementation of the educational program of the state standard of a new generation and the requirements for the modernization of teacher education, it became necessary to create a new concept of student education, develop a bachelor’s program, specialist, master, development of new training courses that provide this training, revision and adjustment of existing curricula and plans.
The purpose of the research work is the implementation and methodological support of a multi-level training system for the new generation of the Federal State Educational Standards of Higher Professional Education in line with the Bologna process and the competency-based approach.
This stage of the research work is the development of educational and methodological support for a new educational program in accordance with the 3rd generation of the State Educational Institution of Professional Education “Early teaching of foreign languages”; in the development and approbation of educational and methodological complexes of a new type, the development and approbation of information didactic materials, the introduction of active methods in teaching, the main of which was the use of virtual communications based on the Moodle educational platform, as well as the implementation of the international educational master’s program “Early learning of foreign languages and intercultural communication” in cooperation with the University of Eastern Finland.

State and international projects and grants.

The department actively participates in the implementation of the university development program for 2011-2015. and the Strategic Development Program (SDP). According to the program of strategic development, the department takes part in 3 projects: 1.1.1. “Development and implementation of educational programs and modules of individual educational programs focused on innovative activities in education and the social sphere, taking into account the needs of regional labor markets, the requests of employers and the educational needs of students, including joint (network) educational programs and modules”; 1.2.2. “Development of a system of open educational resources for the preparation of masters”; 3.2.2. “Formation of a qualitative composition of students in the master’s program based on the development of joint (network) programs within the framework of a network consortium.”

As a result of project activities, in the new 2013-2014 academic year, for the first time, the Master’s program of the university began teaching under the international program. The master’s educational program “Early learning of foreign languages ​​and intercultural communication” was developed and implemented jointly by the University of Eastern Finland and the Russian State Pedagogical University. A.I. Herzen. The program is built in accordance with the requirements of the Ministry of Education and Culture of Finland and the Federal State Educational Standard of Higher Professional Education of Russia. The implementation of this program became possible thanks to the long-term and fruitful cooperation of the Department of Early Learning in Foreign Languages ​​of the Russian State Pedagogical University. A.I. Herzen and the Department of Applied Pedagogy of the Faculty of Philosophy of the University of Eastern Finland. In RGPU them. A.I. Within the framework of networking, the international master’s program “Early learning of foreign languages ​​and intercultural communication” is being implemented, as well as the international educational module “Early learning of foreign languages” within the framework of the master’s program “Intensive teaching of children in foreign languages” (networking partner — University of Eastern Finland). The department actively cooperates with the University of Eastern Finland on the implementation of networking in the education of undergraduates, as well as the Oslo University College on the implementation of a joint grant for the development and implementation of joint educational programs “Intercultural interaction in educational contexts”.

The department is actively engaged in the development and implementation of modern information technologies and educational resources in the educational process, primarily within the framework of the international master’s program “Early learning of foreign languages ​​and intercultural communication”, within the framework of the international educational module “Early learning of foreign languages” included in the program master’s degree programs “Intensive teaching of foreign languages ​​to children”, implemented jointly with the University of Eastern Finland, as well as in the process of teaching undergraduate academic disciplines under the program “Early teaching of foreign languages.
