If you are interested in becoming a child care provider but don’t know what type of provider you are, please read the Indiana Child Care Definitions and refer to the information below about the process for becoming a licensed child care home, licensed child care center or unlicensed registered child care ministry.

To become a licensed child care center provider:

  • Complete Orientation 1: Training for childcare providers (start-up process and information). This training can be found within Indiana Learning Paths located at I-LEAD.
  • Complete Orientation 2: Training for child care centers (preparation for licensure). This training can be found within Indiana Learning Paths located at I-LEAD.
  • Submit your application online at I-LEAD.
  • Pass onsite inspection from the Office of Early Childhood and Out-of-School Learning.

To become a licensed child care home provider:

  • Complete Orientation 2: Training for child care home providers (preparation for licensure). This training can be found within Indiana Learning Paths located at I-LEAD.
  • Submit your application online at I-LEAD.
  • Pass onsite inspection from the Office of Early Childhood and Out-of-School Learning.

To become an unlicensed registered child care ministry provider:

  • Complete Orientation 1: Training for childcare providers (start-up process and information). This training can be found within Indiana Learning Paths located at I-LEAD.
  • Complete Orientation 2: Training for unlicensed registered child care ministries (preparation for registration). This training can be found within Indiana Learning Paths located at I-LEAD.
  • Submit your application online at I-LEAD.
  • Submit the completed application packet to the Department of Homeland Security, Fire and Building Safety Division.
  • Pass onsite inspection from the Office of Early Childhood and Out-of-School Learning.

Legally licensed exempt providers

What are the care options? Preschool programs that operate four hours or less per day and school-age programs that aren’t required to be licensed. Providers eligible for state subsidy reimbursement, but are not required to be licensed. Includes family, friends and some program with limited hours. Home-based child care program with up to 10 children. Home-based child care program with up to 16 children. Center-based child care program with number of children determined by floor space and number of staff.
Is this type of care regulated? Recorded Programs:

Regulated Subsidy Providers:

  • meet health and safety standards (on-site inspections)
  • comply with background checks
  • are regularly monitored
  • participate in ongoing training
Licensed child care:

  • meet higher health, safety and program standards (on-site inspections)

Which are eligible to accept subsidy dollars? No. Unless programs meet requirements for regulated subsidy. These types of care can accept subsidy payments as long as they are listed with Department of Human Services.
Which are licensed? No. These programs are recorded with the State. No. Licensed child care:

  • keep attendance records
  • have planned educational activities
  • have a guidance and discipline policy
  • have a daily routine/schedule
  • are certified to handle food preparation
  • are trained in first aid and CPR
  • are trained in child abuse and neglect
  • participate in ongoing training on child development hearth and safety
Which are eligible for quality ratings? No. No. Eligible to apply for quality rating (3, 4 or 5 stars). Licensed child care:

  • employ staff who meet training and education qualifications
  • use materials, curricula, and activities that help child learn and grow
  • make it their policy to follow best practices in adult-child interaction

The city helps: how to open a family kindergarten at home

My Career Center provides comprehensive support to women with children. Today, as part of the “Mom Works” program, the center helps women remove barriers to employment and tells what opportunities for work and development the city provides.

Yulia Tereshchenko is the mother of four children. At the beginning of the year, she organized a family kindergarten at her home, thanks to which she can now raise children and receive money for this. This service is available to Moscow families with three or more children aged from two months to seven years.

“At the end of last year, I received a call from the My Career Center and was told about the city’s Family Kindergarten program. At first I was incredulous about the information, but the specialist told me about the seminar that was held at the center, and I decided to try it. My three children are of preschool age, so we met all the criteria. The seminar turned out to be very useful, everything was simple, and I took up the paperwork” , – says Yulia.

The consultants of the My Career Center also told about the educational opportunities for mothers with children. They suggested where you can take an educational course for an assistant educator in order to understand all the organizational issues. Upon graduation, she received a certificate. Then, with all the necessary documents, Yulia turned to the nearest educational institution to her home, where they were already working with home gardens.

“I was registered and assigned to the municipal kindergarten as an assistant teacher, instructions were issued, and from mid-January my family kindergarten opened! For almost half a year now I have been receiving an official salary, as well as money for the food of each child, ”, Yulia shares her impressions.

Now a mother of many children is engaged only with her children, but in the future she may accept other children from Moscow families into her group. The program for the day is rich, as in a regular kindergarten: games, classes, sleep and lunch according to the schedule. Kindergarten teachers can find out by video link how the day goes for mom and children, but it is important that children are at home and under the supervision of their mother.

Yuliya admits that the money she receives as an assistant teacher is a good support for her family.

“Thanks to the fact that the specialists of the My Career Center told me about the existence of such an opportunity, thanks to the training and courses that I was able to take, today we have this income. My work was connected with mass events, and now all of them, of course, have been cancelled. Therefore, the family kindergarten turned out to be the only source of income for me. I don’t know how we would have got out without this support” , says Julia.

During the paperwork for opening a family kindergarten, Yulia also took part in programs and marathons for mothers under the Mom Works program.

“I am glad that I dared to come to the center. I was pleasantly surprised by how they met me and what kind of help they provided. I went to several classes and consultations for moms, talked to a psychologist, and it helped me a lot! It helped me to look at everything with a fresh look, inspired me, gave me strength – for this I am very grateful to the center. I saw other mothers, the mood in which they went out, how they communicated, exchanged impressions – this is a huge boost of energy! And besides, it is very useful to pull mothers, especially those with many children, out of their routine, to remind them that they are not just mothers, but women who have other desires and talents. It’s great!” , Julia concluded.

Since the beginning of April, all services of the My Career center have been transferred online.
