During the week, an inspection was carried out in 14 budgetary institutions of the region

A working group was created under the chief federal inspector for the Samara region to analyze the payroll of state employees

In order to implement the instructions of Mikhail Babich, Plenipotentiary Representative of the President in the Volga Federal District, to organize the analysis of wages and achieve target indicators for increasing the wages of certain categories of employees in the budgetary sector of the region’s economy, a special working group was formed under the Chief Federal Inspector for the Samara Region, which included representatives federal and regional structures, the state labor inspectorate, the prosecutor’s office.

In May 2012, President of the Russian Federation Vladimir Putin signed Decree No. 597 “On measures to implement state social policy”, which pays special attention to raising wages for citizens working in the public sector. First of all, we are talking about employees of educational and preschool institutions; medical, social workers; cultural workers.

It should be noted that in order to implement the Presidential Decree, the government of the region in the Samara region has developed appropriate “road maps” that set target values ​​for the average wages of certain categories of workers. Last year, 2013, the Samara region achieved good results: for all categories of employees of regional and municipal budgetary institutions, there was an increase in the average wage compared to 2012. The growth was 103%.

At the same time, the implementation of the Presidential Decree is hindered by a number of factors that must be excluded. Among the problem areas are some methodological inaccuracies, inconsistency in the principles for determining the average wage of employees. The statistics and appeals of citizens entering the reception of the President of the Russian Federation in the Samara region indicate that people often work more and get less. This factor ultimately affects the quality of the work performed.

During the inspections, special attention is paid to the reason for the deviation of the salary of a particular employee from the target value of wages set by the government of the Samara region; on the types and amounts of compensatory and incentive payments, taking into account the results achieved and the quality of the employee’s work; the ratio of the salary of the head of the institution and other employees; to the management payroll.

For several days, the chief federal inspector for the Samara region Sergey Chaban visited 14 objects. V. Samara – 7 institutions: GBUZ SO “Samara Children’s City Clinical Hospital No. 1”; GBDOU – kindergarten of the combined type No. 368; GU SO CSO Kirovsky district, MBOU secondary school No. 99; Samara Theater for Young Spectators “SamArt”, SBEI DOD TsRTDYU “Center for the Socialization of Youth”; SBEI SPO “Samara State College of Service Technologies and Design”. In the city of Otradny – GBOU SPO “Otradnensky Oil College”; MBOU DOD “Children’s School of Arts”; GBOU SO Secondary School No. 10 “Educational Center “Lik”, “Kindergarten No. 16”; GBOU SO Secondary School No. 8; MBUK DK “Russia”; GBUZ SO “Otradnenskaya City Hospital”.

In all institutions, the chief federal inspector not only got acquainted with the results of the inspections of the working group, but also talked with the staff. All the wishes, problematic issues and suggestions of employees and heads of institutions Sergey Chaban took control. On a number of issues, requests have already been sent to the relevant executive authorities.

The task of the working group under the chief federal inspector is to assist in the joint identification and elimination of existing problems. The results of the joint work will be presented to the Plenipotentiary Representative of the President of the Russian Federation in the Volga Federal District.

The average monthly salary is paid to the manager on the same grounds as for ordinary employees. We analyze how to calculate it correctly and what nuances need to be taken into account.

Why is it necessary to calculate the average monthly salary

There are several situations when it is necessary to calculate the average monthly salary:

  • the employee is going on vacation, it is necessary to make the appropriate payments;
  • the company intends to compensate the employee for unused vacation days;
  • accountant calculates severance pay;
  • the company pays for on-the-job training, etc.

Calculation of the average salary for a business trip

Another reason why the average salary is calculated is to determine the maximum ratio of payments to the director and ordinary staff. We’ll talk about this in the next section.

What is the limit ratio and why is it needed

The amount of financial remuneration of an ordinary employee may differ significantly from payments to directors of institutions. This is natural: the head and the chief accountant have solid experience, carry a serious burden, and the level of their responsibility is incomparable with the responsibility of ordinary employees.

It is quite logical that incomes will also differ. But there are situations when the legislation sets a limit on the ratio of income. In other words, the salary of the director of an institution may exceed the salary of an ordinary employee up to the limit established by law.

New payroll rules 2019

Law No. 347-FZ of 07/03/2016 determined the list of organizations that are required to comply with this same ratio limit.

The requirement applies to public institutions that are financed from budgets of different levels.

So, for the directors of the Federal State Unitary Enterprise and their deputies, the limit varies from 1 to 8, for the heads of state. extra-budgetary funds, the requirements are different – from 1 to 10.

To find the limit value, it is necessary to preliminarily calculate the indicators of the average monthly earnings of employees operating in managerial positions and other employees, on the basis of which the salary ratio is determined.

The calculation of the maximum level of the ratio of the average wage must be made based on the results of the calendar year.

Formula for calculating average monthly earnings

There is a generally accepted procedure for calculating the average salary. You can learn more about it by reading article 139 of the Labor Code.

In any situation, the average salary is determined based on the employee’s actual earnings and the time he actually worked for the twelve calendar months that have elapsed before the period in which the accountant calculates the average monthly salary.

The accountant must understand that the above calculation is carried out in relation to each unit of management personnel. If the employee combines positions, then the calculation includes both payments at the main place of activity and an additional payment for combining. In the case of part-time employment, only payment for the main activity is accepted for calculation.
