The goal of the Department of Human Services’ Child Care Licensing Program is to ensure the health, safety, and well-being of children enrolled in registered Family Child Care Homes and licensed child care centers (Before & After School Child Care Facilities, Group Child Care Centers & Group Child Care Homes, and Infant & Toddler Child Care Centers) by developing and enforcing minimum standards for these types of child care. The Department’s Child Care Licensing Units monitor compliance with the child care law and the administrative rules and provides consultation and technical assistance to child care providers.

What types of child care benefits is an employee entitled to receive?

In the United States, there is no federal law mandating employer child care benefits. There may be state or local mandates requiring an employer to provide coverage, but otherwise employer child care benefits are entirely determined by the individual contract between the employer and employee.

Is paid maternity leave or paid adoption leave an employer child care benefit?

Paid maternity and adoption leave are considered a separate benefit from child care. Many employers in the United States are required to provide paid maternity or adoption leave for their employees.

Are employer child care benefits considered taxable income?

In the United States, the first $5,000 of employer child care benefits are not considered taxable income. Benefits over $5,000 are reported as taxable income.

Will an employer pay for a family member to care for my children?

Individual employers may offer some type of assistance for employees that use an informal caretaker for child care. It is important for a working parent that expects this benefit to check with their human resources department about whether this is available.

Do employer child care benefits include school tuition?

Employer child care benefits often include preschool and pre-K tuition, but may not include private elementary school tuition.

Most countries in Eastern Europe and Central Asia are currently experiencing growth, but it is unevenly distributed across countries and economic sectors. This growth is provided by a small number of industries (sectors) of the economy, primarily related to the extraction of natural resources, which is not yet sufficient to overcome the shortage of productive employment and jobs. The process of restructuring industries is far from over. National markets are open to global players and to competition against the backdrop of not always sufficient ability of the state to regulate the economy. Low wages and productivity, a significant informal economy, and high youth unemployment continue to be characteristic features of the entire region. Labor markets are still characterized by a structural imbalance between labor supply and demand. nine0005

The ability of governments to promote economic growth, accompanied by an increase in employment, is sometimes limited due to various factors. The reduction in budgetary funding has affected the functioning of vocational education systems and public employment services. In addition, in a number of countries these public functions have been decentralized and weakened in the course of this process. A large number of workers change jobs, moving from one industry to another and moving from one region to another. At the same time, numerous groups of young workers enter the labor markets every year. Existing institutions and structures are unable to meet the growing need for on-the-job training, as well as the need for retraining and lifelong learning (lifelong learning). These challenges are particularly acute for young people, whose transition from school to work is lengthening and less secure. In light of the above, employment remains a top priority for governments and social partners. ILO constituents recognize the importance of promoting employment in fighting poverty and achieving sustainable economic growth. Nine out of ten countries in the region have acceded to the 1964 ILO Employment Policy Convention (No. 122), which sets out the promotion of full, productive and freely chosen employment as one of its key objectives. In countries where particularly large groups of young people enter the labor market, the promotion of youth employment is seen as a top priority. nine0005

The ILO Office is committed to helping address these challenges through the ILO’s global Employment and Decent Work Agenda. Our position is that employment expansion requires a coordinated, inter-agency approach that considers both the supply side of the labor market (skilling workers and increasing employment opportunities) and the demand for labor (job creation), by promoting a comprehensive policy agenda for employment, taking into account the national contexts of countries. The ILO Bureau provides support to ILO constituents in the following areas:

  • inclusion of the issue of employment promotion as one of the key objectives of the national economic and social policy;

The ILO provides technical support in developing national strategies, policies and programs for employment promotion, improving the system of vocational training and retraining, facilitating the transition from the informal to the formal economy, improving the working methods of public employment agencies, developing and implementation of targeted programs to promote youth employment, strengthening the system of information on the labor market, creating effective systems for monitoring and evaluating policies and programs in the field of employment.
