    While Bethesda is making a service game without a full single-player campaign, a group of enthusiasts from Radian-Helix Media are releasing a massive mod for Fallout: New Vegas on their own. Despite a small team and a modest budget, New California turned out to be quite a full-fledged chapter in the series. It plays almost the same as New Vegas, and in terms of volume and quality it is not inferior to major DLCs like Old World Blues or Dead Money. nine0003

    New History in New California

    New California, originally known as Project Brazil, has been in development for over seven years, mostly by one person, Brendan Lee. Together with Radian-Helix Media, he enlisted friends and acquaintances to help develop the project, and in 2013 he released the first beta version of the mod. In it, players could complete the initial chapter in Vault 18.

    On the eighth anniversary of Fallout: New Vegas, the modification is finally out, and the scale of the work done is truly amazing. The setting is the San Bernardino neighborhood, which is two-thirds the size of the Mojave Wasteland. Most of the dialogues are voiced by professional actors, and beautiful and complex cutscenes squeeze all the juice out of the outdated engine. In the first hours, it seems that you are not playing a fan-made modification, but a full-fledged numbered part of Fallout.

    Union City and Vault 18 are on the edge of the New California Republic, so it has only formal control over this part of California

    The plot of the mod takes place on the outskirts of the New California Republic 20 years before the start of New Vegas and is closely related to the entire Fallout series.     My companion was a semi-savage named Ben from New Vegas. He smears his armor with the blood of defeated enemies, and he can’t stand NCR bureaucrats. But we kind of agreed that we would only cut the bad guys.

Or a smart super mutant who loves long philosophical monologues, talks about the meaning of life and dreams of turning all people into their own kind? Moreover, he lost his legs in battle and therefore walks in huge power armor (just like Frank Horrigan) – a charm, not a character.

    The endings, one for each faction, are also definitely successful. The final part of the mod turned out to be unexpectedly grandiose: with huge battles for 40 people. Moreover, the creators decided to gently connect the events of Project Brazil and New Vegas, so at the end you will find an interesting twist. nine0003

    Problems. Problems never change

    I really don’t want to scold New California, but I still have to. One of the main problems of the mod is a huge map. At first glance, it looks ambitious, but behind this lies a meager content.

    The game world is too big, and that’s the problem. All “life” is concentrated in five or six hubs of the main factions, and between them is a gray and boring desert, while in New Vegas interesting locations were at a distance of five minutes walk in any direction. There is a lack of additional content and random encounters, which makes the world outside of the main quests look inanimate and faded. nine0003

    The Fallout: New California gameplay doesn’t offer anything new either. Shooting is wooden, hits are not felt, artificial intelligence does not know about the existence of shelters and does not use at least some tactics. The version of the engine has not changed since the release of Fallout 3 and became obsolete back in 2010, with the release of New Vegas.

    Now, without graphic and gameplay mods, local landscapes and gunfights do not evoke any emotions. The creators saved time by using existing environment assets, however, in the whole appearance of the game world and in the gameplay as a whole, this feels secondary. nine0003

    With the narration, everything is also not as good as we would like. As you progress, two problems arise: inconsistency with the Fallout lore and the poor quality of the final chapters.

    For unknown reasons, here and there, unpleasant contradictions appear with the events of other games in the series. For example, Shi representatives speak Japanese, although in Fallout 2 they were descendants of the crew of the Chinese submarine Shi Huang Di, who settled in San Francisco. Some canonical events are changed or ignored for the sake of the narrative. nine0003

    Slightly mitigates the problem that the developers themselves are aware of this and are joking with themselves.

    The second problem, unlike the first, has a clear cause. The initial chapters of New California (Vault 18 and a small area above it) were released back in 2013 as alpha. Since then, they have been constantly supplemented and improved – and at the time of release they turned out to be the most elaborate. With great attention to detail, references to previous parts, a bunch of optional activities and almost no bugs. nine0003

    But the further the story goes, the poorer the surrounding world becomes, the less polished the plot seems to be. The final chapters for some factions are bugged in places, and there is not enough variability in them.

    Apparently, the rush affected the quality. The developers really wanted to release by the eighth anniversary of Fallout: New Vegas. They succeeded, but at what cost. On the other hand, the 2.0 beta status gives hope that content will be added and most problems will be solved in the near future. nine0003

    Technical implementation also suffers because of the haste. The game periodically crashes, quests are not activated, and characters fall into textures. To the credit of the developers, it should be said that the licensed parts of the series were full of bugs at the time of release. In addition, the authors of the mod did not have a huge team of testers that would catch all the critical bugs. So players are simply advised to press F5 more often and use different save slots.

    At the very beginning of the game, I hacked two Protectrons and ordered them to follow me. As a result, due to a bug, they appeared in every story cutscene, blocked the view, “climbed” into other characters and spoiled the immersion with their absurdity

    At the fifteenth hour of the game, you no longer notice the missing textures and get used to rebooting when the next plot trigger breaks

    But the main test on the way to New California is the installation process.

    The modification can be downloaded on moddb, there is also a great guide on how to launch it. Russification is here. To play, you will need an official (pirate work is not guaranteed) version of the game – and already here problems can begin. My Steam version of Fallout: New Vegas wouldn’t run due to a complicated relationship with Windows 10, then it turned out that Bethesda hadn’t updated the 4GB RAM version of New Vegas on Steam (the GOG version doesn’t have this issue). To solve these problems, I had to delve into the network for a long time. nine0003

    The slightest mistake at any stage of the installation will stop everything from working. I’m afraid for some, these troubles may be the reason to leave the trip to New California for later.

    But it’s worth a visit no matter what.

    Fallout: New California – like an old friend: with familiar and beloved virtues, and with a bunch of shortcomings that have not been corrected over time. This game is for those who miss the classic adventures, with a well-developed setting, characters and plot, and not like in Fallout 4 with dominance of action and low variability in dialogues. nine0003

    New California may not be as inventive or exciting as New Vegas, but it retains the spirit of the series better and shows the post-nuclear world more honestly than all subsequent attempts by Bethesda. Except maybe Far Harbor.

    Therefore, neither the meager technical implementation, nor the old engine, nor the difficulties in installation should prevent fans from immersing themselves in a full-fledged chapter of Fallout, albeit fan-made. To a world where war never changes.
