Modern office campuses: a different look

An article about modern office campuses caused a lot of comments and discussions. The fact is that I also have a similar idea, but with some differences. I talked with Roman on this topic, but for him my ideas only add risks in implementation, which is true, but there are also pluses. I will try to share what has settled in my head for two years.

What do I not like about the current concept? Everything is simple. The current concept is building office space for the sake of building office space (hello cap!). Office space is already being built in all cities, in different districts and in different volumes. In addition, since many companies hire students, there are additional problems with transportation. Therefore, investors, and companies themselves, are not particularly interested in them. In order to interest them, you need to think through the entire infrastructure in detail, you need some kind of “trick”.
First, you should decide for whom the city is being built. If the focus is on IT companies, then you need to understand what is important for them. First of all, IT companies are processing and storing huge amounts of data. What can we do to attract such companies? To build one of the few data centers in Ukraine that meets the requirements of Tier 4, which, in fact, will become the heart of our town. In addition, a data center of this level can also serve as a shelter in case of man-made disasters, and a data center located in a shelter is more reliable, but these are my paranoid ideas.
Assume that IT companies themselves need only office and residential space and a data center. But this is not enough for people. Shops, cafes, markets, hairdressers and more are needed. In addition, a hospital, a school, kindergartens, a fire station, and law enforcement are needed. It is foolish to rely completely on the state in this matter. But to cooperate with the state in this matter is another matter.
Create the entire technical base and engage in the selection of personnel, and only lay the salaries of this personnel on the state. Markets and the service sector can raise neighboring settlements, raise the level of education in them, raise agriculture and other areas due to the built town. Since it will be necessary to completely create the infrastructure, it is better not to become attached to the city, but to create something completely new. Therefore, to meet all needs, such a city must be built in a 50-kilometer zone from the regional center, so that it can be reached in an hour, on the banks of a large river to provide water, not far from a major highway and a railway line to provide transport. From my point of view, a place like this would be ideal:
Now that we have dealt with the needs of the people and the tenant, we need to think about the “chip” for investors. If foreign investors are attracted, then such a project may be of interest only to such companies as Google, Microsoft, Facebook, which do not have a special server base in the CIS countries.
All these companies have recently taken a course towards environmental friendliness, therefore, in order to kill two birds with one stone at the same time – to attract investors and spur the development of animal husbandry in the region – it is possible to organize a bioreactor to produce biogas from manure. Biogas can be used as a fuel for cars/buses/equipment, for heating and other things, reducing the purchase of gas from outside, and for generating electricity. The heat from the data center cooling can be used to reduce the cost of heating water for hot water supply and heating. Well, and many other possibilities: wind generators, solar panels on roofs, piezoelectric elements in the road surface.
If you attract not only foreign investors, but also count on Ukrainian companies, then you cannot do without the possibility of using the city as a concession object. And to ensure the possibility of its gradual construction. This can be achieved by making the town round and building it in sectors that would include part of the data center, office space, residential areas, a garden, and much more.
