How many kindergartens will be built in 2013, 2014 and 2015 under the Governor’s program “Kindergartens”: 85 + 85 + 85
Municipalities should ensure priority in allocating kindergarten places to families permanently residing in the Moscow region. Given these measures, the shortage of kindergartens should be eliminated by the end of 2015.

STEP 1 – ACCELERATE CONSTRUCTION AND STRONG CONTROL OF DEADLINES


It takes six to nine months to build a good kindergarten. The first kindergarten built according to the governor’s program was opened on the first of July in Podolsk.

Minister of the Construction Complex Marina Ogloblina: The heads of municipal districts and cities must submit copies of contracts to the regional Ministry of Construction along with the attached schedule of work, which will show when the “zero” cycle ended, what time – “box” , and in which – the delivery of the object.

STEP 2 – VIDEO CONTROL OVER THE PROGRESS OF CONSTRUCTION OF KINDERGARTEN

In order for any resident to monitor the pace of construction of kindergartens in real time, the Government of the Moscow Region organized the installation of video surveillance cameras.

STEP 3 – UNIFIED INFORMATION SYSTEM “ENROLLMENT IN DOE” OR ELECTRONIC QUEUE

From the first of July, the Unified Information System “Enrollment in preschool educational institutions” in the Moscow region began to function – a new system for enrolling a child in kindergarten via the Internet.

This service allows parents to see how the electronic queue is progressing, to exclude the filing of repeated applications for the same child, and to effectively use municipal property and budget funds.

“Electronic queue” allows you to choose 3 preferred institutions, and during the period of movement of the queue, it is possible to temporarily send the child to an alternative kindergarten, keeping the queue to the preferred one.

After submitting an application online, parents need to confirm the data with the municipal education authority (MOE) within 30 days, and after enrolling in a kindergarten, visit it for paperwork.

In addition to submitting an application via the Internet, all the traditional methods of enrolling in kindergartens remain: a personal appeal to the Moscow Regional Educational Institution, sending an application by mail or contacting the multifunctional center of the Moscow Region (MFC).

QUESTION № 3: How can I find out the place in the queue for kindergarten?
You can check the status of the queue for kindergarten through the Services Portal of the Ministry of Defense according to your child’s birth certificate (series and number), or another document proving the identity of the child, the details of which were indicated when applying for registration in kindergarten, as well as through district department of education.
At the same time, the specified electronic service is available regardless of the method of application submission (in electronic form through the Services Portal of the Ministry of Defense or directly through the Department of Education).

QUESTION #4: How is a queue formed and what does a place in the queue mean?
The unified information system “Enrollment in a preschool educational institution in the Moscow region” (hereinafter referred to as the EIS preschool educational institution) takes into account the date of application and the age group of your child. Based on the date of birth of your child, his age is calculated on September 1 of the current year (the exact date of calculating the age must be specified in your district education department) and based on this age, the EIS preschool educational institution issues a position in the queue for this kindergarten among the children of your age group, taking into account the date of setting on account. The date of registration is the date of submission of the application. Place
in line is the number of children in line in your child’s age group.

QUESTION No. 5: How is the distribution to kindergartens? When will your child enter kindergarten?

EIS preschool educational institution automatically distributes places in kindergartens according to the following algorithm:

  • EIS DOW sorts the list of applications for enrollment by category of applications, i.e. “preferential” and applications on a general basis. They are automatically sorted by priority.
  • In each category, the queue is built based on the date of application and the category of benefits,
  • Places are being vacated in a specific kindergarten in a certain age group,
  • EIS preschool selects applications that were submitted to this kindergarten and in the same age group. The calculation of age goes to the date adopted by the date of calculation according to the administrative regulations of the municipal district, then according to this algorithm, there is a sequential distribution of places in the specified kindergarten in this age category for vacant places.


QUESTION No. 6: Why is your child’s place in the electronic register of future pupils of preschool educational institutions changing?

  • When registering a child in the AIS “Enrollment in a preschool educational institution”, there were 2 children in the family. Then the third child was born, the family became large and, in accordance with the Decree of the President of the Russian Federation, received the primary right to enroll in a preschool educational institution. This child immediately rises higher in the register, and the rest of the children move lower.
  • After registering the child in the AIS “Enrollment in a preschool educational institution”, the parent got a job in the prosecutor’s office, the court, the Investigative Committee or the police. The child receives an extraordinary or priority right to enroll in a preschool educational institution in accordance with Federal laws, rises higher in the register, and the rest of the children move lower.
  • After registering a child in the AIS “Enrollment in a preschool educational institution”, the parent or child received a disability. The child receives the primary right to enroll in a preschool educational institution in accordance with the Decree of the President of the Russian Federation. The child rises higher in the register, and the rest of the children move lower.
  • After registering the child in the IS of the preschool educational institution, the family moved to another municipality in the Moscow region. Children in the municipality who follow the child first go up in the queue.

QUESTION No. 7: The data on the Portal of State and Municipal Services of the Moscow Region (pgu.mosreg.ru) is incorrect. What to do?
