Preschool Programs – Cabarrus Partnership for Children

The Cabarrus Partnership for Children is offering a universal application that allows parents to apply for their child(ren) to attend any of Cabarrus County’s free, high-quality preschool programs during the 2022-2023 school year. All information is entered into a single database to determine eligibility for the following programs.

Applications are no longer being accepted for the 2022-2023 school year. Preschool applications for the 2023-2024 school year will begin on January 16, 2023.


The Cabarrus County NC Pre-K program is designed to provide high-quality educational experiences to enhance school readiness for eligible four-year-old children in Cabarrus County . The NC Pre-K Program Requirements are built on the National Education Goals Panel’s premise that to be successful academically in school, children need to be prepared in all five of the developmental domains that are critical to children’s overall well-being and success in reading and math as they enter school:

  • Approaches to play and learning
  • Emotional and social development
  • Health and Physical Development
  • Language development and communication
  • Cognitive development

The NC Pre-K Program Requirements are designed to ensure that a high-quality pre-kindergarten classroom experience is provided for eligible four-year-old children in each local NC Pre-K Program and that, to the extent possible, uniformity exists across the state. Programs are also required to meet the NC Child Care Rules. NC’s Pre-K program meets a number of nationally accepted benchmarks for measuring quality early learning. These include comprehensive Early Learning Standards; staff who are required to meet education/licensure requirements, professional development; 1:9 staff/child ratio; developmental screens and referral; evidence-based curriculum and formative assessments; monitoring and nutritional requirements. The Cabarrus Partnership for Children is the contracting agency that operates the NC Pre-K Program in Cabarrus County.


McKnight Child Development Center is dedicated to providing a high-quality preschool experiences for young children with typical and special needs. Enrollment is open to 3, 4 and 5-year-old children. Mel editor Lyudmila Chirkova found out why she needed it and how kindergarteners help the author write fairy tales.

— Are you originally a writer or a teacher?

— When I was a schoolgirl, I read Janusz Korczak’s How to Love a Child, ran to my mother and said that when I grow up, I will become a teacher. And mom says: “Never with your nerves.” Mom was a librarian. Beloved grandfather – a drawing teacher. It turns out that pedagogy is in my blood. It gradually reeled around me, as events gather around the character, but the author sees it, but the character does not.

I graduated from the Gorky Literary Institute, from the third year I worked as a journalist, I started in Vechernyaya Moskva, then I circled for various publications for 15 years. I left journalism when I started writing, because I realized that I either write or work in the media.

My child left Russia at that moment, and I wanted to find a job where I would have 2–3 months of vacation to visit him. And then in one Moscow school I was offered to lead a children’s literary studio. So I became a teacher. We worked with writing teenagers for three years: we wrote, played.

It was a book club, and the teachers allowed just about everything, except for brewing doshirak after class. I got several texts from there, including the book “Brother of the Dragon”, “The House of Four Palms” and even “Candidates for Departure”, although this is a rather tough book. You can already discuss some serious books with the elders, they are able to analyze what they have read – apply it to their own experience.

While I ran a literary studio, I never interfered with what children wrote. The child wants to write a large text. But then he came up with a novel, he has this novel in his head, he wrote the first 15 phrases. That’s it, I’m tired, I’ll obviously never write again. But we can all discuss this text together, offer some versions.

Then the coronavirus happened and I lost my job. I was offered an adventure – to work with preschoolers, and I love adventures. I called the kindergarten and said: “Hello, I was told that you need a person who will work with children.”

And they say to me: “You have such a magical voice that we are ready to take you right now!”

So I ended up in the White Rabbit kindergarten, it is a state-owned preschool department of school No. 547 in Sosnensky, next to Kommunarka. For some time I was an additional education teacher, then an organizing teacher, and now I am a librarian teacher, because I made a children’s library in our kindergarten.

– Is there a white rabbit in the White Rabbit Garden?

– Initially, this name was given to the garden by the developer of the residential complex in which we are located. But then one teacher bought a real white rabbit in a pet store. They named it Carroll: after all, the garden is dedicated to Alice in Wonderland. Then, at a veterinary appointment, it turned out that Carroll was a girl. One of our colleagues, a well-known mouse breeder and chinchilla breeder, had previously called the rabbit not Carroll, but simply Styopka. As a result, the rabbit turned into Stepanida Carroll.

– In the garden, where everything is connected with Carroll, of course, there is no way without a library. It is probably easier for a children’s writer to organize it. Do you use your literary connections?

– Always, if I go to some publishing house to sign new papers, I come back with books. It all started with me joining the Reading project. There, professional, real kindergarten teachers and just cool adults told how they organized the library in a group, at school, in kindergarten.

It inspired me so much that I thought: “I have an official place in the method room, we have one and a half shelves of children’s books there, why not make a library out of this?”

They come to me, I select for them what is suitable for children by age and by topic. Sometimes just kindergarteners with their parents come in the evenings. Of course, I would like it to be also a family story, so that children and parents go to the library together. As for connections, of course, in our library there are a lot of books by contemporary authors, often with autographs and with wishes for kindergarten. In general, all children already know that I am a kindergarten maniac, and they offer author’s copies.

— How to lure modern children to the library?

– I set myself the task of creating a real library with forms and beautiful paraphernalia so that I could play librarian. I’ll tell you a secret: for me it’s also a little bit of a game. For example, a fairy tale story came out with Marina Taranenko’s book “Airplane Cat”. Marina signed it for me on Non/fiction, I, joyful, brought the book to the group, started reading, and then the teacher gets up and says: “You know, when I was young, I was a flight attendant. ” And then, of course, there was no time for reading. She told us about the work of a flight attendant, and we played on the plane. We started with the command: “Children, we put the backs of the seats in a vertical position, we are getting ready for take-off.” And everything is like an aircraft team. This, of course, was a great happiness.

I actually understood that children attract magic.

On Christmas Eve I was walking home and I saw children’s books being thrown away. Of course, I grabbed them in an armful. She also once brought kittens home, which someone brought out to die in the cold. She brought the books home, sat down to sort them out, and you know what happened there? The book by Sergei Kozlov “Hedgehog-Yolka” – with an autograph! And the autograph is without a date. Just a caption: “I wish you happiness. Sergei Kozlov. And it was such an incredible feeling to receive wishes of happiness and good luck from Kozlov himself on Christmas night.

— Do parents know that a real children’s writer teaches their children in kindergarten?

– On our bulletin board, where the schedule of circles, I have in parentheses written “children’s writer. ” So, perhaps, those who still managed to read this bulletin board are in the know. In fact, I’m like in the movie “Gentlemen of Fortune”, where Leonov’s hero is offered to play a bandit, and he says: “I can’t. Firstly, I have Christmas trees, and secondly, the whole Cheryomushkinsky microdistrict knows me.

It’s the same with me: when you walk from the bus to the kindergarten, and then back, they jump on you from the side: “Larisa Andreevna!!!” It’s good if you haven’t crashed at full speed yet. And, like the hero Leonov, I had Christmas trees in December – seven pieces, I played Medusa Gorgon. And it was very cool.

— When and how did you write your first book, how did you realize that you wanted to write specifically for children?

– At first I was an adult author. The first book was written on a dare. She left 11 years ago. I worked as a journalist then, and my friend and I walked down the street past a bookstore. There was a book on display in the window, which was written by our mutual friend, a blogger. And I said so sadly: “Look, she is my age, and she already has the fourth book.” And to my whining, my friend simply said: “Listen, why are you whining, go write!”

We made a $100 bet that I would write an urban fantasy in six months. And I wrote

not because I didn’t want to repay the debt, but because this person believed in me. When someone believes in you, it always helps. When I work with writing adults and children, I always say: “Be sure to find someone who believes in your lyrics.”

Adult fantasy came out, I was ordered to continue. While I was writing it, I got so tired of the characters and the universe that I decided to write something else. By that time, my son Mishka was in the second grade. I realized that memories are blurred and sometimes it becomes difficult to separate what was in my childhood and what was in his, and I decided to stop time and write a story in which there would be an average child – something between me and Mishka. This is how the story “The Youngest” appeared – by the time the book was published, the prototypes had already grown.

When my son Mishka read another book, “Vitka-Vintik”, where there were several stories from his preschool life, he was then 14, and he said to me: “Mom, I’m tired that I’m your prototype, never about me again do not write”.

“The youngest” suddenly got into the short list of “Kniguru”. I didn’t write anything at that moment. Could not. The child was taken away from Russia, I thought that I had written myself. And here it is! It was like I was plugged into an outlet. Since then, I have not written for adults anymore. Only for teenagers, now I’m starting to write for younger children.

– The classes you teach in kindergarten are also about books. What is their essence?

– “We dive into the book” – that’s what my classes are called. I come to the group with some book, we sit comfortably on the pillows on the floor. Then active reading begins with looking at pictures and discussing. I read something, ask questions, stop, say: “Guys, what do you think will happen next? What did you like, what didn’t you like? Why do you think the hero did this? But let’s think, and you . .. “This is such an implantation of a child in a book. When it is part of your reality, when the book is, in fact, your being.

We also invented fairy tales with children and an owl. I have a knitted owl, they gave it to me for the New Year. I came to the guys and said: “Here, an owl has arrived, she knows one story, but an owl can only speak owl, so Masha (a schoolgirl, the daughter of a senior teacher) will translate a little from owl, but not all, so we will have to make up the story.”

Masha, who knew a little Korean and Chinese, spoke a few phrases, and the children believed that this was how some distant, fantastic, fairy-tale birds spoke, because the language somehow sounded very incomprehensible. And I translated into the conditional “once upon a time”, and then we came up with a story together. I had two tasks: one – teaching, so that everyone who wants to speak, and the second – literary, from all this to taxi to some kind of plot, so that there would still be a denouement, and not just “then they all went to drink kefir”.
