  Ann Arundel County Public Schools made headlines in March 2013 when the school administration suspended 7-year-old Joe Welch that he was chewing Toast on a pastry shaped that they thought looked like a gun and pretended to shoot at his classmates. The Welch family, represented by attorney Robin Ficker, subsequently petitioned the county to remove the two-day suspension from Josh’s file, but the appeal was denied. The Welch family has filed an appeal against the county school board’s decision. ^[21] which upheld the suspension after a hearing in 2014. ^[22] The Maryland Board of Education also decided to uphold the suspension. ^[23] The suspension was again upheld by the district court in 2016 with an 11-page judgment citing the student’s “past experience of exacerbating behavioral problems” and affirming that “the suspension was appropriately used as a remedy.” ^{[22] [23]} Shortly after this ruling, the parents’ suit was dismissed by mediation in the Maryland Special Court of Appeals with an “undisclosed settlement.” ^{[24] [25]} School and district officials stated that “the case was never related to pastries or weapons, but rather was related to a persistent behavioral problem. They said that the boy repeatedly disrupted the class and that the suspension was a last resort.” ^[25]

Russett is an unincorporated planned community of 613 acres (2.48 km within West City DP 2 within Outer City DP 2 County West) Ann Arundel, Maryland, USA, near the town of Laurel. Russett Community Association, Inc. (RCA) is a homeowners association (HOA) and all homeowners are members. Annual HOA fees paid by homeowners fund a $2.5 million annual budget that goes toward maintaining playgrounds; a lot of; tennis, basketball and beach volleyball courts; four swimming pools and a pool house; hiking trails; community Center; and private security. The county opened a police station near the village in 2006. ^[3]

With the exception of condominiums, which have their own board of directors, each borough has a committee of up to three members (selected at the RCA’s annual meeting). These three elect a chairman who serves as a voting member. Representatives from all districts meet monthly and advise on community matters, with voting members deciding on changes to community documents, special assessments of contributions, and membership on the Board of Directors. ^[4]

Geography

Russet borders the Little Patuxent River and the 70 acres (280,000 m ² ) Oxbow Lake Preserve, ^[5] which attracts waterfowl and other birds. Part of Russett’s land holdings is 78 acres (320,000 m2) untouched. ² ) a package under the control of the Ann Arundel County Office of Education.

Public Services

Russett is home to a $4.3 million library operated by the Ann Arundel County Public Library. Completed at 19’98, Maryland City’s Russett Branch spans over 15,000 square feet (1,400 m ² ) – or four times the size of its shuttered predecessor – with an original collection of 80,000 items. The project was built on two acres (8100 m ² ) donated by the developer Russett Community Limited Partnership (RCLP).

Russet is within ZIP Code 20724 and falls within the Maryland State Senate and House of Delegates District 32. The community is also within Maryland’s 3rd congressional district and Ann Arundel County’s 4th municipal district. ^[6]

History

Russett faced growth pressures caused by the 2005 Base Realignment and Closure process (known as BRAC). Some 22,000 defenders were expected to move to nearby Fort Meade over the next few years. The state forecasts that between 100 and 150 families will move to Russet during this period due to BRAC. ^[7]

Schools

The community is served by Anne Arundel County Public Schools and several private schools.
