Teaching the kids responsibility and organization is very important in our family… that’s I made this free chore chart to help with accountability around the house! If you’re looking for a way to have your kids keep track of their daily or weekly chores, I have you covered! I created four different versions to choose from, whether you’re looking for something simple or more detailed there’s guaranteed to be a version you love! These printables are very easy to download, to print them off:

Article 103 of the Labor Code of the Russian Federation in the new edition with Comments and latest amendments for 2022

New edition of Art. 103 of the Labor Code of the Russian Federation

Shift work – work in two, three or four shifts – is introduced in cases where the duration of the production process exceeds the allowable duration of daily work, as well as in order to more efficiently use equipment, increase the volume of products or services provided.

During shift work, each group of workers must perform work during the established working hours in accordance with the shift schedule.

When drawing up shift schedules, the employer takes into account the opinion of the representative body of employees in the manner prescribed by Article 372 of this Code for the adoption of local regulations. Shift schedules, as a rule, are an annex to the collective agreement.

Shift schedules are communicated to employees no later than one month prior to their entry into force.

Working two shifts in a row is prohibited.

Commentary to Article 103 of the Labor Code of the Russian Federation

Multi-shift work – work in two, three or four shifts during the day (for example, three shifts of 8 hours). At the same time, employees of the organization work in different shifts for a certain period of time (for example, a month).

The organization of labor when using a multi-shift mode of work is carried out in the manner determined by Article 103 of the Labor Code of the Russian Federation and the Decree of the Council of Ministers of the USSR and the All-Union Central Council of Trade Unions of February 12, 1987 “On the transition of associations, enterprises to a multi-shift mode of operation in order to increase production efficiency.”

Shift work is introduced in enterprises in cases where the duration of the production process exceeds the allowable duration of daily work, in order to more efficiently use equipment, increase the volume of products or services provided.

When using shift work, each group of workers must work during the established working hours in accordance with the shift schedule (for example, 8 hours for a 5-day work week), which determines the order in which workers move from one shift to another.

When drawing up shift schedules, the employer takes into account the opinion of the employees’ representative body. The shift schedule can be either an independent local act or attached to a collective agreement.

Shift schedules must reflect the requirement of Article 110 of the Labor Code of the Russian Federation to provide employees with a weekly uninterrupted rest of at least 42 hours. Daily (between shifts) rest must be at least twice the duration of work in the shift preceding the rest.

Shift schedules are communicated to employees no later than one month prior to their entry into force. Failure to comply with this deadline violates the right of the employee to timely inform him about changes in working conditions. Working two shifts in a row is prohibited.

When using shift work, day, evening and night shifts are allocated. A shift in which at least 50 percent of the working time falls at night is considered night (night is the time from 10 p.m. to 6 a.m.), and the shift immediately preceding the night shift is considered evening.

Another comment on Art. 103 of the Labor Code of the Russian Federation

1. Article 103 of the Labor Code of the Russian Federation regulates both the conditions for the use of shift work and the procedure for approving and introducing shift schedules.

2. Part 1 of Art. 103 indicates two cases when it is possible to introduce a shift work regime:

a) if the duration of the production process exceeds the allowable duration of daily work. The duration of the production process is determined by technological factors; the production process can take part of the day, exceeding the duration of the work shift, or be continuous. Since the duration of daily work is not established by law (with the exception of the duration of daily work of certain categories of workers), the permissible duration of daily work should be understood as the duration of work (shift) established by the internal labor regulations;

b) for the purpose of more efficient use of equipment, increase in the volume of products or services provided.

3. The organization of shift work is based on the shift schedule, which establishes the number of shifts, the beginning and end of each shift, breaks for rest and the order of shift rotation.

The duration of a shift is not defined by the Labor Code or other federal laws. Restrictions on the duration of shifts apply only to underage workers, disabled people and persons employed in work with harmful and (or) dangerous working conditions (see Art. 94 of the Labor Code of the Russian Federation and commentary to it).

4. In continuous production, when it is impossible to observe the weekly norm of working time for each shift of workers, shift schedules are compiled on the basis of the summarized accounting of working time (see article 104 of the Labor Code of the Russian Federation and commentary thereto). The most rational for continuous production is the mode of operation based on the use of a four-team shift schedule. The essence of this schedule is that round-the-clock work is provided by four teams, of which three work daily, and the fourth rests. There are several variants of the four-brigade schedule. The four-day option is widely used: each team works four days in one shift, and then after a rest (one or two days) moves to another shift. With an eight-hour shift, teams will work a different number of hours per month. For example, with a standard of working time per month of 167 hours, the first brigade will work 128 hours, the second – 178, the third – 152, the fourth – 184 hours. Such schedules are introduced, as a rule, for three months or for a longer period, which makes it possible to compensate for processing in one month with underwork in other months and, on average, ensure compliance with the weekly norm of working time (Methodological recommendations for organizing multi-shift work of production associations (enterprises) of the industry // Transition to multi-shift operation: Collection of materials, M., 1988. S. 15).

5. Shift schedules can be drawn up for different periods. If shift work is organized using the summarized accounting of working time, the shift schedule is drawn up for the accounting period.

When drawing up the shift schedule, the employer is obliged to take into account the opinion of the representative body of employees and bring the approved schedule to the attention of employees no later than one month before its entry into force.

6. Prohibition of work for two shifts in a row is an additional guarantee for employees to exercise their right to rest.

Risks: in comparison with the previous rules, the allowed length of the driver’s working day, the duration of rest between shifts and days off have been changed.

The Ministry of Transport of Russia By Order No. 424 dated 10/16/2020 approved the updated Features of the regime of working hours and rest time, working conditions for hired car drivers and self-employed drivers. The document will be applied from January 1, 2021 to December 31, 2026 instead of the Order of the Ministry of Transport of Russia dated August 20, 2004 N 15 “On Approval of the Regulations on the Peculiarities of Working Hours and Rest Time for Car Drivers”.

The new rules do not apply to drivers of official cars of authorities, drivers engaged in international transportation, drivers of cars of departmental security, drivers of firefighters, ambulances and rescue vehicles, drivers of cars of bodies engaged in operational-search activities, drivers-military personnel .

Peculiarities of the working regime of drivers

  • working hours (shifts):

As before, a driver’s normal working hours cannot exceed 40 hours per week. Driving time must not exceed: 9 hours within a period not exceeding 24 hours from the start of driving after completing a daily or weekly rest. For all drivers, from January 1, 2021, this time can be increased to 10 hours, but no more than twice during a calendar week (now this rule works for drivers of buses and trucks with a maximum permissible weight of more than 3.5 tons). The driver has the right to increase this time, but not more than two hours, in order to complete the transportation and (or) go to the parking lot (now this rule only works with the summarized accounting of working hours for drivers).

With the summed accounting of working time, the duration of the daily work (shift) of drivers cannot exceed 10 hours.

Taxi drivers and drivers working in shift teams have been added to the list of drivers for whom the employer can increase the duration of daily work or shift up to 12 hours.

  • irregular working hours

As before, drivers of passenger cars (except for passenger taxis), as well as some drivers of vehicles of expeditions and survey parties engaged in certain types of work in the field, may be set an irregular working day.

  • division of shifts into parts

For all drivers, from January 1, 2021, the working day can be divided into parts with their consent. At the same time, the time of breaks between parts of the working day (shift) in total per day should not exceed:

three hours – for drivers engaged in regular transportation of passengers and luggage in urban and suburban traffic;

five hours for other drivers.

The first break must be no later than five hours after the start of work.

Time between parts of a shift is not included in working time.

Now such a three-hour rule works for transportation by buses on regular urban and suburban routes, and a five-hour rule for transportation of government officials in official cars.

Features of the driver’s rest regime

  • daily (between shifts) rest

As before, daily rest, including a break for rest and meals, must be at least twice the length of the working day (shift) on the eve of rest.

From January 1, 2021, with the summarized accounting of working time, the duration of the rest between shifts must be at least 11 hours (now at least 12 hours).

Allowed for all drivers:

– reduction of this time to not less than nine hours, but not more than three times during the period between the completion of one weekly rest and the beginning of the next;

– division of the daily rest into two or more parts, the first of which has a duration of at least three hours, and the last of which is at least nine hours.

The features of daily (between shifts) rest for drivers in crews are also established.

Previously, the features of daily (between shifts) rest were established for drivers on regular transportation in urban and suburban traffic, on intercity transportation with a summarized accounting of working hours, on intercity transportation.

  • weekly uninterrupted rest (weekends)

The driver’s weekly rest from 1 January 2021 must be a minimum of 45 hours (currently a minimum of 42 hours). It has been established that a weekly uninterrupted rest must be provided at least every six work shifts. The rest period can be reduced to 24 hours, but a maximum of once every two weeks. At the same time, the driver must use the saved hours within the next three weeks. They join the daily or weekly rest.

  • rest and meal break and special break

As before, break times for rest and meals should be no less than 30 minutes and no more than two hours, and should be provided to drivers, as a rule, in the middle of the working day (shift).
