Kindergarten – Hume City Council

Preferences for 2023 Kindergarten year

In response to the continued rollout of three-year-old kindergarten and the introduction of free kindergarten in 2023, families who have registered for kindergarten programs in 2023 will be sent an email asking to update their preferences based on session times available. If you have registered and have not received an email or text message, please contact 9205 2538 or e-mail [email protected].

Timetables are subject to change. Sessions may be adjusted or cancelled due to demand, operational requirements, or changes to government funding.

Important information

  • Three-year-old sessions will be delivered as either 7.5 hours per week or 15 hours per week.
  • Families are asked to only select session locations and times that you are willing to attend.
  • Some kindergartens will allocate children to groups – in these instances they are noted as ‘sessions’ rather than days and times. Planned session times have been included in the timetable document for your information.
  • Updating preferences will not change your initial registration date recorded on the system.

Registrations for Kindergarten are always open.  Please contact 9205 2538 or e-mail [email protected] to find out about places available for the remainder of 2022. Registrations for 2023 and 2024 can be made by visiting one of our Customer Service Centres. You will need to complete a separate registration form for each child in your care, e.g. twins.

Step 1.Download the application form

Download and complete the Kindergarten Application(PDF, 6MB).  

Please note, a non-refundable $17.50 fee applies for each application (this only applies for non-concession card holders).

Step 2.Nominate three kindergartens

You will be required to nominate three kindergarten preferences as part of your application. Please try to choose kindergartens that you would be happy to accept a place at. You are welcome to contact any kindergarten you are interested in to arrange for a tour to help you decide which one will best suit you and your child.

Step 3.Prepare supporting documents

To complete your application you will need:

  • Proof of child’s birth. Please provide one of the following:
    • A copy of the child’s birth certificate
    • A copy of the child’s passport
    • An Australian Immunisation Register (AIR) from the Services Australia website
  • Proof of residence in Hume. Please provide one of the following:
    • A copy of your current driver’s license
    • A copy of rates notice
    • A copy of any utility bill.

Step 4.Submit your application

The Victorian Government is introducing funded three year old kindergarten. This will mean an extra year of learning, playing and making friends for all Victorian children.

Hume City Council will be offering five hours per week of funded kindergarten programs across the municipality in 2022, and will be increasing to 15 hours by 2029.

Just like with four year old kindergarten, three year old kindergarten programs will be tailored to meet the needs of children. Three-year-old kindergarten will be led by qualified teachers and will support children’s lifelong learning through play-based programs.

Research shows that two years of kindergarten are better than one and taking part in a quality kindergarten program at an earlier age, increases children’s learning, development, health, and wellbeing. It also benefits vulnerable children who may need extra support to achieve better developmental outcomes.

If your child is born between 1 January and 30 April, your child can begin three year old kindergarten in the year they turn three years of age.

Children are not able to commence three-year-old kindergarten until they turn three years of age. If a place is offered and accepted the place will be on hold until your child is eligible to commence kindergarten.

Four-year-old kindergarten

If your child is born between 1 January and 30 April, your child can begin four year old kindergarten in the year they turn four years of age.

Deciding when your child should start kindergarten

Children are encouraged to start kindergarten when they are 3 years of age. Visit the Victorian Government website to determine what year your child can start kindergarten. Registrations for kindergarten open on 1 March two years prior to your child’s year of attendance.  To find out more, contact Council on 9205 2538 or email [email protected].



 

The Kinder Tick helps Victorian families find a funded kindergarten program for their children.  All Council run preschools provide a funded preschool program.  When you see the Kinder Tick at our services, you can be confident that:

  • The program is led by a qualified early childhood teacher
  • Children will benefit from play-based learning
  • The preschool program is funded and approved by the Victorian Government
  • The program complies with government guidelines and the National Quality Framework.  

Applications open on the first business day in March each year, two years before the year of attendance.

Your child must turn three or four years of age by 30 April in the year of attendance.  Please refer to the table below for the eligibility criteria based on your child’s date of birth:

Term fees are non refundable and no pro rata fees are applicable.

If you hold an eligible concession card, you may not be required to pay the application fee and/or term fee for the time you hold a current and valid card and a copy is provided to Council.

Should the card expire during any part of the child’s kindergarten year, it is the responsibility of the parents/guardians to produce another valid card or visa status, otherwise full fees are payable.  A copy of the card or visa must be provided.

Council’s preferred method of payment of fees is by Direct Debit.  Please complete online Direct Debit Arrangement Form. 

Alternatively, you can download the Direct Debit(PDF, 4MB)  form to complete electronically or manually, and submit to Council via email at preschoolaccounts@hume. vic.gov.au or in person at our Customer Service Centres.

In order to be considered in the initial kindergarten placement intake (end of August)**, your application must be submitted by 30 June in the year before your child attends kindergarten. Any applications received after this date will be processed throughout the year. 

Offers will be made by email or mail. Offers are made based on date of application and Priority of Access.

If you are applying two years in advance, you will be offered a place by the end of August in the year prior to your child’s attendance. For example, if you have applied for your child to attend in the 2023 kindergarten year, you will be offered a place in August 2022.

If you are offered a place you will have two weeks to accept and respond.

If there are no places available at your preferred kindergarten, we will let you know of places available at other kindergartens. You may choose one of them or remain on a waiting list.  

If you have received a placement offer for your child, please return your printed form by email to [email protected] or in person at any Customer Service Centre.

To make changes or cancel your child’s application, you may complete the Change, Defer or Cancel your Application/Placement form online.

For any changes to program preferences submitted by 30 June in the year before attendance, the original registration date will be retained.

Changes to preferences submitted after 30 June in the year before attendance will result in a new registration date.

If your concession card details have changed, please complete the Update your Concession Card Details form online and attach a copy of your current, valid concession card.

Your concession card must be valid in order to be eligible for the Kindergarten Fee Subsidy.

You can defer your child’s application to the following year by completing the Change, Defer or Cancel your Application/Placement form online.

A deferral can only be submitted where a kindergarten placement offer was made or accepted, and the child has already attended in Term 1.  Please refer to the Kindergarten Enrolment Policy(PDF, 303KB) for more information or call 9205 2538.

In addition to Council-run kindergartens, Council also assists some non-Council run kindergartens with registrations. You can choose non-Council run kindergartens as preferences in your application. Information about non-Council run kindergartens, session times and fees are available from each kindergarten directly.

We encourage you to visit any kindergarten you are interested in. You can contact the kindergarten to make an appointment to speak with an educator.

What is Early Start Kindergarten?

Early Start Kindergarten (ESK) provides up to 15 hours of free or low cost kindergarten per week to eligible three-year-old children in a four-year-old kindergarten setting, where programs are offered by a qualified teacher.

Is my child eligible?

To be eligible, your child must be three years old by 30 April in the year they start kindergarten and meet one of the following criteria:

  • Be from a refugee or asylum seeker background
  • Identify as Aboriginal or Torres Strait Islander
  • Your family has had contact with Child Protection

 

How do I enrol my child?

To enrol, please complete the Kindergarten Application, attach your supporting documentation and submit it to one of our customer service centres.  

Council has Preschool Field Officers who provide support to children with additional needs, their families and kindergarten staff, to ensure they are included in kindergarten. The Preschool Field Officer can be contacted by calling:

Kindergarten Open Night

Kindergarten open nights are held early in Term 1 each year.

Applications Open

Kindergarten applications open on the first business day in March each year, two years before the year of attendance.

Under the ‘No Jab, No Play’ legislation that came into force on 1 January 2016, children are required to be fully vaccinated for their age before they can be enrolled in any kindergarten program.

Documentation is required by your child’s kindergarten confirming that your child is fully immunised, is on a vaccination catch-up program or is unable to be fully immunised for medical reasons.

Kindergarten Melton City Council

We manage the central registration process for 26 kindergartens within the municipality in order to facilitate the placement of children into funded kindergarten programs in the two years prior to attending primary school.

Melton City Council has a licence agreements with One Tree Community Services, BPA Children’s Services, ECMS, Spakways, Kororoit Creek Primary School, Creekside K-9 College and Springside Prep -9 College to manage the operations of kindergartens from council owned facilities. We also administer kindergarten registrations for Melton Uniting Kindergarten.

We work closely with these early years managers to ensure programs are of a high quality and meet the needs of the community.

The Parent Portal

Kindergarten registrations are linked to a parent portal.  This will provide you with access to your processed application by enabling you to:

  • make changes to Kindergarten preferences (prior to first round offers)
  • acceptance of offer (after offer letters have been received)
  • decline an offer (after offer letters have been received)

How do I register my child for kindergarten?

Melton City Council runs a Central Registration and Enrolment Scheme (CRES) which makes it easier for you to register your child for kindergarten for the 26 services in the City of Melton that participate in the scheme.

What do I need to register?

The registration form will ask you for some contact details, some information about your child and about factors that might prioritise your child’s allocation to a kindergarten.

Melton City Council follows the Priority of Access guidelines that supports the inclusion of children with additional needs, children of Aboriginal and Torres Strait Islander background, asylum seeker and refugee families with an appropriate visa, and children known to Child Protection.

To complete the kindergarten registration form, make sure you have:

  • Proof of residence: a utilities bill, rental agreement or rates notice with your family name and address (this must be the main residence of your child)
  • copy of child’s birth certificate (if the birth certificate is unavailable, a copy of another official document such as an immunisation record or passport will be accepted)
  • Your debit or credit card (to pay the registration fee)
  • Concession cards and immigration visas (where applicable)
  • Documents from Family Support Services or a Maternal and Child Health nurse confirming high support needs and/or disability, or letter from a doctor for complex medical needs (where applicable)

The form will also ask you about preferences for which kindergarten you would like your child to go to. We recommend that you visit the kindergarten and ask questions, to see if the kindergarten is right for you and your child. 

 

Frequently asked questions about kindergarten

How are kindergarten places offered?

Melton City Council allocates kindergarten places fairly and transparently via a priority of access.

All remaining children are randomly ordered via a ballot to be allocated to their highest available preference. There is no ‘first in, first served’ rule.

If your preferred Kindergarten(s) are full, you will remain on a wait list.

Families will receive information from Kindergartens directly regarding orientation details.

Non-resident applications will be reviewed by our General Manager as they are submitted and you will be notified of the outcome.

 

What are the benefits of kindergarten?

Children learn more in their first 5 years of life than at any other time. Kindergarten provides children with an environment that encourages and supports their development. Kindergarten gives children the opportunity to explore the world and provides a solid foundation to learn the skills that are required for Primary School.

Kindergarten provides opportunities to:

  • Develop communication and literacy skills
  • Develop independence and responsibilities to gain confidence and a feeling of self- worth
  • Learn social skills such as listening and respecting other people’s ideas
  • Build self-awareness and respect for others
  • Learn to be creative
  • Experience maths, social studies and science
  • Use technology
  • Discover the joy of learning
  • Make new friends

Children learn these skills through play-based curriculum where they are able to make choices and share in decision making.

Children are provided with the opportunity to develop caring relationships with adults as well as friendships with other children. The best outcomes for children are achieved when Kindergarten staff and parents work in close partnership.

What different kinds of kindergarten services are available?

  • Sessional kindergarten programs operate in line with the school terms and usually have a parent fee contribution that is paid on a per term basis (i.e. every three months). This fee is waived for eligible families. Funded 4 year old kindergarten programs run for 15 hours per week, and funded 3 year old kindergarten programs run for a minimum of 5 hours per week.
  • Kindergarten programs in long day care settings can provide flexibility for parents/carers who have commitments during standard working hours. Long day care centres typically operate for at least eight hours a day for a minimum of 48 weeks per year and charge on a per-day basis. Children can access a funded kindergarten program at many long day care centres. Please note that Council does not manage registrations for kindergarten programs at long day care centres. All funded kindergarten programs are delivered by a qualified early childhood teacher.

Is 3 year old funded kindergarten available in the City of Melton?

The Victorian Government is investing in kindergarten for all three year olds; giving all children an extra year of learning playing and making friends. From 2022, children in the City of Melton will be able to access up to five hours of three year old funded kindergarten per week. Registrations for funded three year old kindergarten at 26 kindergarten locations will be managed by the Melton City Council Central Registration and Enrolment scheme.

It is usual for children to attend a kindergarten program in the year before they start primary school. This is often called ‘four-year-old kindergarten’.

Your child can start school if they turn five years old by 30 April of the year they start school. Your child must be enrolled in school by the age of six, unless they have an exemption. So, if your child’s birthday falls before 30 April in the calendar year, you have a choice about whether to enrol your child in school in the year they turn five or the next year.

Children learn at different rates, in different ways, and at different times. In some cases, your child may benefit from starting a kindergarten program later. 

It is important for families to carefully consider if their child is ready for 4 year old kindergarten as the following year, the child will attend school.

Please note children do not need to be toilet trained to attend Kindergarten.

What is the cost of kindergarten?

A one-time fee of $31 for 2022, and $32 for 2023 to process your registration will apply. A fee waiver of the application fee will automatically apply to families eligible for Kindergarten Fee Subsidy and/or Early Start Kindergarten. Families in extenuating circumstances, experiencing financial hardship may apply for a waiver to the application fee.

The Victorian Government subsidises Four-Year-Old Kindergarten fees. Annual fees for four-year-old programs vary depending on the kindergarten provider. Contact your preferred kindergarten for specific information on their fees.

The Victorian Government is rolling out subsidies for Three-Year-Old Kindergarten programs. Annual fees for three-year-old programs range depending on the kindergarten provider.

Can I get help with the cost of kindergarten?

The state government also provides eligible children with assistance to attend low-cost or free kindergarten.

Early Start Kindergarten (ESK) allows eligible 3 year olds to access 15 hours per week of free or low-cost kindergarten. ESK is available for children who are:

  • three years old by 30 April in the year they are enrolled
  • Aboriginal and/or Torres Strait Islander
  • Refugee and asylum seeker children
  • Children known to Child Protection

The Kindergarten Fee Subsidy (KFS) allows eligible 4 year olds to access 15 hours per week of free or low-cost kindergarten. Your child is eligible for the kindergarten fee subsidy:

  • if your child identifies as Aboriginal and/or Torres Strait Islander
  • if your child is identified on their birth certificate as being a multiple birth child (triplets or more)

If your child holds or has a parent or guardian who holds, one of the following:

  • a Commonwealth Health Care Card
  • a Commonwealth Pensioner Concession Card
  • a Department of Veterans Affairs Gold Card or White Card
  • refugee or Asylum Seeker visa (200-204, 786 or 866)
  • bridging visas for any of the above Refugee or Asylum Seeker visas.

How do I choose the right kindergarten for my child?

Each child has unique needs and therefore families are encouraged to contact Kindergartens and/or arrange an appointment to visit preferred Kindergartens prior to completing the registration form.

Some things you might like to consider are:

  • What is the kindergarten quality rating?
  • What are the available sessions days and times and do these suit your family’s needs?
  • What is the physical environment like? Does is feel safe and welcoming?
  • What is the kindergarten philosophy and what types of activities do they provide?

Families are encouraged to ‘look for the Kinder Tick’ logo displayed at a service. When you see the Kinder Tick you can be confident :

  • the program will be led by a qualified teacher
  • children will benefit from play-based learning
  • the kindergarten program is funded and approved by the Victorian Government
  • the program complies with government guidelines and the National Quality Framework

Please note: when filling out the registration form ensure you only write down Kindergarten preferences that you are willing to accept, as not everyone will receive their first preference.

Does my child need to be immunised to attend kindergarten?

Under the ‘No Jab, No Play’ legislation, before enrolling a child into Kindergarten you must first obtain evidence that the child is:

  • fully immunised for their age OR
  • on a vaccination catch-up program OR
  • unable to be fully immunised for medical reasons.

‘Conscientious objection’ is not an exemption under the ‘No Jab No Play’ legislation.

You will be required to provide your selected Kindergarten with a copy of your child’s immunisation status to confirm registration.

What is Early Start Kindergarten?

Early Start Kindergarten (ESK) was introduced in response to research showing that two years of quality education and care prepares children for success at school and leads to positive impacts later in life.

ESK provides free or low cost Kindergarten for:

  • All three year old Aboriginal and Torres Strait Islander children
  • Three year old children known to Child Protection or referred from Child Protection to Child First
  • Refugee and asylum seeker children

Children must be aged at least three years by 30 April in the year they enrol to be eligible for a place.  Children can only start ESK after they have turned three years of age.

Children participating in ESK may also be eligible for the Access to Early Learning Program.

What is the Koorie Kids Shine Initiative?

Koorie Kids Shine was launched by the Victorian Government to help promote participation by Aboriginal and/or Torres Strait Islander children in kindergarten.

Aboriginal and/or Torres Strait Islander children can get up to 15 hours of free kindergarten each week. To be eligible, your child must turn three or four years old by 30 April in the year they go to kindergarten.

What if my child has additional needs?

Melton City Council is committed to supporting children with additional needs in State Government funded Kindergarten programs.

The information collected on the registration form ensures families and children have access to additional assistance with the transition of their child into Kindergarten programs, regardless of the family’s circumstances or background. This includes families whose children have significant disabilities, developmental delays, refugees and asylum seeker families.

If you would like to discuss your child’s additional needs further and find out how Council may be able to assist you and your child please contact our Pre School Field Officer service on 9747 7200.

The role of the Pre School Field Officer program is to support the access and participation of children with additional needs in State Government funded 3 and 4 year old Kindergarten programs and to build the capacity of educators working with children. The program supports children with a range of developmental and additional needs who are not receiving supports from Early Childhood Intervention Services or Kindergarten inclusion support services.

Parents and guardians are encouraged to discuss any concerns about the child with their Kindergarten teacher.

Once a referral is received, a Preschool Field Officer will contact the Kindergarten to discuss support options, as this is often individual to each educator and child.  A visit to the service is then usually organised to observe the child & environment, and work with educators to increase their skills and knowledge to help ensure the delivery of an inclusive program. The PSFO will also assist with parent meetings and linking children and families in with any relevant community or specialist services who can provide further support or assessments.

What if my child needs a second year of funded 4 year old kindergarten?

During the Kindergarten year, the early childhood teacher and the child’s parent will work together to plan for the child’s transition to school. This will involve open and honest communication about the child’s learning and development and strategies to facilitate a smooth transition.

Where a child is observed to display delays in key outcome areas of learning and development, the possibility of a second year of funded Kindergarten may be considered. However, a second year should only be considered if Kindergarten will be the most appropriate environment to address the child’s delays in development. Children can develop at different rates and some children may develop at a slower rate than others.

From the time of registration, regular communication between the parent and the early childhood teacher in relation to a child’s learning and development is important. If a parent and/ or early childhood teacher observes any concerns with a child’s learning or development, strategies can be planned and implemented to support the child in those specific areas.

When considering whether a second year of funded Kindergarten will benefit a child, the early childhood teacher and parent must ensure that the child meets the eligibility criteria for a second year.

Determining eligibility for a second year of funded 4 year old kindergarten

An assessment of the child is undertaken and a Declaration of Eligibility for a second year of funded Kindergarten is completed and sent to the appropriate Departmental regional office. DET is responsible for approving second year requests.

It is important that teachers ensure the plans and forms are completed accurately as they will be subject to annual audit processes undertaken by the Department.

Eligibility criteria

The early childhood teacher can deem a child is eligible to receive a second year of funded 4 year old Kindergarten if:

  • the child is observed as having delays in at least two outcome areas of learning and development detailed in the Victorian Early Years and Development Framework, and
  • there is evidence to suggest that the child will achieve better outcomes if he/she attends a second year of Kindergarten to strengthen the learning and development of skills in these areas and better facilitate transition to school the following year.

Children who have been granted early entry to Kindergarten (i.e. children who are less than four years of age by 30 April in the year they attend a funded Kindergarten program) are not eligible to apply for a second year of funded Kindergarten, unless they are enrolled under the Early Start Kindergarten criteria.

What is the National Quality Framework?

A Regulatory Authority in each state and territory will be primarily responsible for administering the National Quality Framework.

The Australian Children’s Education and Care Quality Authority  will oversee the National Quality Framework and ensure the consistent and effective implementation of the new system.

The Y is part of the Victorian Government’s rollout of funded three-year-old kindergarten. This plan is investing almost $5 billion over ten years so that children across the state will have access to two years of funded kindergarten programs.

Research shows that structured quality play-based early learning supports young children’s development and provides benefits into school and adult years. The government reform recognises the importance of this and the 3-year-old funded kindergarten rollout will help provide Victorian children with these advantages.

The funding is provided directly to kindergartens and supports additional hours for a qualified early childhood teacher.

3-year-old kindergarten programs

3-year-old kindergarten programs are available as a part of long-day care services or standalone programs. Long day care kinder is often called integrated kindergarten as the kinder program takes place within the same early learning childcare service and facility. Standalone kindergarten programs are also known as sessional kinder, which is where children attend on specific days and times.

The Y provides integrated 3-year-old kindergarten programs at all our 18 early learning centre locations across Melbourne and Victoria as well as sessional kindergarten for 3-year-olds at 5 of these locations: Derrimut, Lightning Reef, Mernda, Truganina South, Torquay.

The Y 3-year-old kinder program is delivered by bachelor qualified early childhood kindergarten teachers. Whether you attend our sessional or integrated kinder services your child will receive the same high quality, government approved kindergarten program.

    • is Aboriginal and/or Torres Strait Islander
    • is a triplet or quadruplet
    • is covered by a Health Care Card
    • holds an eligible concession card or refugee, humanitarian or asylum seeker visa, or their parent or guardian does.
    Integrated kinder fees

    The fees for integrated 3-year-old kindergarten are charged at the standard daily rate for the service, and are specific to each site location in Victoria. The fee is the same whether you drop your child off for the 5-hour kindergarten program between 9am and 2pm, or whether your child attends the centre longer hours between the opening times of 6:30am and 6:30pm.     Childcare subsidy for integrated kinder

    The Child Care Subsidy (CCS) is available to be applied to these integrated 3-year-old kindergarten daily fees. This subsidy is provided by the Australian Federal government.   • Vaccination

    ‘No Jab, No Play’ is Victorian Government legislation that requires all children to be fully vaccinated unless they have a medical exemption to be enrolled in childcare or kindergarten in Victoria. Parents or guardians are responsible for providing an Immunisation History Statement from the Australian Immunisation Register (AIR) and this must be provided within the two months prior to the child starting at the centre. The statement must show that the child is up to date with all vaccinations that are due for their age, or they are able to receive, as per the National Immunisation Program.
