Extended Day Program
The extended day program can assist low-income working parents during the regular school year. Many school districts offer this program. The school keeps children before and after school hours for a small monthly fee. A parent can drop a child off as early as 7:00 a.m. and pick the child up as late as 6:00 p.m. This program is excellent for low-income workers with daytime weekday jobs. The cost is approximately $150 per month for before and after school. The weekly rate is approximately $37.50, which is extremely competitive.
The attendants participate in various activities with the children before and after school. They help the children with their homework so that the parents have less stress when they come home from work. They give the children a full breakfast in the morning program and a snack in the evening program. Parents can opt to pay for the morning program only, the evening program only, or both programs. The evening program is the more expensive of the two because it lasts so many hours after the school releases the children. The evening program is $100 while the morning program is $52.
The Child Care Assistance Program
CCAP is a special program that provides childcare assistance to certain low-income families. People who are collecting TANF are automatically eligible to receive this assistance. Teenage parents who are working on obtaining their educations are also eligible for CCAP. Those who are not collecting TANF can still qualify if they are pursuing education that will improve their work skills and job opportunities. Parents can apply for CCAP assistance with the Department of Children & Family Services. The financial guidelines for qualification are along the lines of a $3,000 per month income threshold for a four-person family. The applicant must have proof of income, social security cards, birth certificates, and immunization records for all children. Application processing can take up to 30 days.
Head Start
Head start is a program for children between the ages of three and five. The program provides childcare services and medical services to the children who qualify. It is funded by the Administration of Children’s Services. The Head Start program covers childcare from 7 a.m. to 5 p.m. Teachers work with the children to fine-tune their social and developmental skills. Those who are interested in the program may apply online. Applicants go on a waitlist until there is an available slot in the program. It is best for an interested person to complete an application as quickly as possible since the wait may be extended.
Child Care Voucher Program
The Child Care Voucher Program is in effect in many states throughout the United States. It provides a subsidy of up to 95 percent of childcare cost to low-income families. Subsidy recipients will choose an eligible provider from the list of licensed providers. They may also select a relative or an in-home provider. The Child Care Voucher Program covers the childcare from 7:00 a.m. to 6:00 p.m. on Monday through Friday. This is known as the traditional childcare period. However, the program also covers non-traditional times for parents who work odd shifts. It covers nights, weekends, and evenings.
A wide variety of options is available for low-income childcare. Many stay-at-home moms also run small day care businesses in which they discount their services. There is a way to make working and taking care of your children affordable.

Which course type should I choose?
According to the format and content, training is divided into several types. The first criterion for separation is the intensity of training. The standard course involves 20 academic hours per week, which in itself already equals four full-fledged school lessons of 45 minutes each. Agree, in few Russian schools you can count on the fact that more than half of the school day, 5 days a week, the child is studying a foreign language, moreover, in an international environment and with a native teacher.
However, this is not the limit – for the most motivated children who want to achieve significant results in the shortest possible time, the language centers offer semi-intensive, intensive and super intensive training for 22, 25 and 30 academic hours, respectively. But it is worth considering that not every child is ready for such a load, and for most cases the saying “go slower – you will continue” is as relevant as possible. Indeed, in order to study from morning to evening, especially in the summer, when all peers enjoy relaxation and freedom, you need to have a lot of perseverance and motivation, without which you can discourage a child from studying for a long time.
In any case, choosing the intensity of the course, you need to rely on the age of the child, his / her character and the ultimate goal of training.
When talking about the end goal, it means whether the child simply needs to improve their general level of language proficiency, or prepare for one of the international language exams: FCE, CAE, IELTS, TOEFL, TestDaf, Goethe Certificate, etc. Exam preparation courses are structured in such a way as to prepare the child for the format and content of the exam as much as possible.
Additional options are another selection criterion. In addition to a simple language course, you can choose the type “Foreign language +”, i.e. in addition to studying English, German or French (or any other language), the child will also study additional disciplines of an academic, creative or sports nature in this language. Academic supplementation includes the study of school subjects such as biology, mathematics, chemistry, history, etc. Such a course of study is suitable for children who plan to study abroad in the future, whether in a private school or at a university. Also included in this area are additional classes on leadership development and a business development program. Creative pursuits include classes in art, cinematography, theatre, photography and dance. Sports options offered include football, basketball, tennis, diving, golf and more. Thus, you can find a course that will be of interest to your child. What is the use of this, you ask? After all, at home you can attend extracurricular activities. However, the benefits are enormous, and often exceed even the benefits of a direct language course. The fact is that all additional disciplines are also taught in a foreign language, and children receive a natural motivation to learn. In truth, just like in infancy, children learn language only if they need it, right here and now, to get food, attention, ie. to meet your needs. When transferring language learning to the school audience, the only motivation that remains in the child is the desire to get a good mark, which, you see, does not motivate everyone and not always. When teaching other subjects that are interesting to the child in a foreign language, the focus of learning shifts to the subject being studied, and the language becomes a learning tool that the child needs to master, and as quickly as possible. This is the natural motivation – not understanding itself, the child remembers every word, every phrase, because now he needs them for understanding, communication and self-expression, and not as an abstract set of sounds and letters, the repetition of which the teacher requires.
Also, the courses differ according to the age of the students. At the same time, each school adheres to its own scale: there are courses for children from 3 to 8, from 9 to 12 or 14, and for older teenagers; and there are schools where children from 8 to 18 years old study at the same time. Despite the fact that children of various ages study in the latter, there is no need to be afraid of this, because, despite this, children are divided into groups depending on age, it is also taken into account when organizing accommodation, and the program of extracurricular activities is adapted. But, of course, the better the program is sharpened for a certain age group, the higher the level of organization.
Homestay or school residence?
Speaking about the host family, our imagination draws friendly and sociable foreigners, intimate conversations and evenings by the fireplace. But reality rarely matches this idealistic picture. It should be borne in mind that each family has its own foundations and traditions that the child will have to follow, each person has his own characteristics that the child will have to put up with. Even with Russians it can be difficult to find a common language, and living with a foreign family, there are much more difficulties: from gastronomic preferences and nutritional habits to using the bathroom outside the allotted time. The host family is a lottery where the winning ticket is different for everyone. If you’re lucky, it will be just an unforgettable time for the child; but if not, it can spoil the whole impression of the trip. But, as a rule, children often complain about unusual and monotonous food and various, seemingly insignificant, but extremely annoying household trifles.
In the residence, children live in an international environment, it is much more interesting for them to communicate with peers from all over the world than even with native speakers, but with adults in the family. It is easier for them to get used to the new environment, routine and nutrition, because everything is the same for everyone, and not like when Sasha has a TV in the room, but Vova does not, or when Katya was given a tuna sandwich and an apple for lunch, and Sveta lush homemade pies and fresh fruit salad.
Living in a family is always cheaper than in a residence, and you should understand that this is no accident. Yes, in a family, children are certainly better imbued with the culture of the country, and hypothetically they have more chances to practice the language directly with native speakers. But how successful this experience will be depends on the luck and the child himself, his character and independence.
Big city or province?
Where to go? Choice makes my head spin! London, Oxford, New York, Munich, Paris – these cities are on everyone’s lips, and this is where children dream of going, and where, for the most part, their parents want to send them. It would seem that the desires of both the older and younger generations coincide, so what else is needed. But, as in all other matters, you need to consider different options and weigh the pros and cons. The larger and more famous the city, the greater the supply and, accordingly, the demand, especially among Russian-speaking students. Most schools try to keep a quota of 20% for one nationality, but since Russian is spoken by Ukrainians, Belarusians, and Kazakhs, the percentage of Russian-speaking children can reach 40%. In addition, popular schools are not so much interested in regular customers, because every year a beautiful city name, such as Los Angeles, provides them with a consistently high number of customers. Such schools are guided by mass demand, and therefore their courses are not so diverse. More distant from the capitals and large cities, training centers offer a more individual approach and at a more attractive price.
In big cities, of course, all sights are close, but from small towns excursions to the same sights are organized. So is it worth overpaying to realize that Big Ben or the Eiffel Tower is 5-10 kilometers away from you, and not 50-100 kilometers away. More often than not, children will not visit them, but they will be able to see them once anyway. Besides, just as Moscow is not Russia, so New York is not the United States. All major cities are similar to each other, in order to feel the true atmosphere of England or Germany, you should choose a less popular place among tourists and visitors.
Traveling in a group or on your own?
The advantage of an escorted group trip is that your child is always supervised, from the moment of departure from Voronezh to the arrival in it. You can rest assured that no matter what happens, an experienced adult group leader will always come to the rescue and find a way out of almost any seemingly hopeless situation. Ireland’s share of hydro in Ireland’s energy mix is very low at just 4%, mostly generated by thermal power, but Ireland is increasing its use of renewable and sustainable forms of energy, in particular wind power, with a large number of Airtricity wind turbines along coastal areas .
From 15 to 19 June, Dublin, the capital of the Republic of Ireland, hosted a combined education and awareness event on the theme of Raising Awareness on Sustainable Energy. The Dublin event was attended by representatives of Georgia, Armenia, Azerbaijan, Moldova and Ukraine. The meeting discussed topical issues of increasing energy efficiency, increasing the contribution to the energy balance from renewable energy sources, as well as climate change issues.
The meeting was held within the framework of the INOGATE (INterstate Oil and GAs Transportation to Europe) program project, which has been implemented since 1996 and provides for cooperation between the European Union and partner countries in the regions of Eastern Europe, the Caucasus and Central Asia. The program secretariat is located in Kyiv and the regional office is in Tbilisi.
One of the projects of this program is to support the participation of cities in Eastern Europe and Central Asia in the Covenant of Mayors (project related to INOGATE, 2011-2015), worth 2 million 150 thousand euros.
In April 2015, a memorandum was drawn up between the Ministry of Energy of Georgia, the Tbilisi Mayor’s Office and the technical secretariat of the INOGATE program. The memorandum became the basis for the development of cooperation in order to create an information center on sustainable energy and energy efficiency in Tbilisi. The Dublin meeting was mainly devoted to the problems of creating such centers. It should be noted that this year Georgia and Moldova signed Memorandums of Understanding on the establishment of information centers on sustainable energy.
The INOGATE program will help establish information centers in Georgia, Moldova and other countries. Giorgi Chachanidze, Head of the Department of Urban Infrastructure and Municipal Services of the City Service for Economic Policy of Tbilisi, who took part in the Dublin meeting, said in an interview with our correspondent: “Tbilisi joined the Covenant of Mayors in 2010. By joining this agreement, Tbilisi committed itself to reducing CO2 emissions by at least 20% by 2020 by contributing to the development of the “green economy” and improving the quality of life. To this end, an information center on energy efficiency will be established this autumn. At the initial stage, the center will be located in the building of the Tbilisi City Hall. The main goal of the center will be to provide the population with information on energy efficient technologies and the benefits of their use. ”
Representative of the Energy Efficiency Agency of Moldova, Nicolae Olari: “The Energy Efficiency Information Center will be located in the building of the Energy Efficiency Agency. At the initial stage, financing in the amount of 50 thousand euros is required. Part of the amount (10 thousand euros) will be provided by the relevant project of the INOGATE program, and the rest of the funds will be allocated by the Energy Efficiency Agency of Moldova. The opening of the center is planned before the end of this year.
In relation to the issues discussed at the meeting, on the first day, presentations were made by a representative of the Department of Energy and Natural Resources of Ireland, who presented the situation in the field of energy policy and energy efficiency.
Representative of the Department of Communications, Energy and Natural Resources of Ireland John Rice presented the main directions of energy policy in his report. He spoke about the targets for 2030, and also presented the prospects for the use of ocean bioenergy. According to him, 45% of the entire heating system in Ireland is the use of petroleum products. Renewable sources account for only 6.8% of the energy mix. According to Rice, raising public awareness has an important role in increasing the use of renewable energy sources. The public was included in the development of the Renewable Energy Consultation Document.
During the workshop a presentation was made on Green Building Practices in Ireland. Irish Sustainable Energy Authority spokesman Chris Hughes noted that the key aspect in Ireland is the introduction of energy efficiency in buildings. In Ireland, an energy performance index certificate is issued for every building that will be offered for sale or for rent. There is an evaluation program for commercial and public buildings that use these technologies. In 2009In 2010, Ireland passed a piece of legislation that provides for energy efficiency indexing for all buildings. The main purpose of the adoption of this document is to inform the population about the level of energy efficiency of buildings. The Irish Sustainable Energy Authority continues to work on improving the methodology for assessing the level of energy efficiency and a number of legislative changes have already been adopted.
The seminar also included presentations on the role of information centers and Ireland’s best practices in this area, issues of developing educational curricula in the field of energy efficiency for primary school students, and more.
Marita Arabidze, Head of the Energy Efficiency and Renewable Energy Department of the Ministry of Energy of Georgia, noted that during the meeting, three main directives were considered, which will be followed in the very near future for Georgia. They also discussed the requirements, the fulfillment of which is necessary for Georgia to join the Energy Community, in particular, the promotion of energy efficiency of buildings and structures, the development of energy-efficient household appliances.
The Irish Government has prepared an Energy Efficiency Action Plan 2010-2020 in line with EU directives. The Irish have committed to achieving at least 33% energy efficiency by 2020. To achieve this goal, it is necessary, first of all, to create an institutional framework for pursuing a policy in this direction.
During the trip of representatives of the countries of the Caucasus, Ukraine and Moldova to Dublin, a meeting and conversation with the head of the Dublin Energy Agency (CODEMA) Gary Vardel took place. The Agency is currently, in addition to local projects, also working on projects of the European Commission that are dedicated to energy efficiency, renewable energy sources, climate change, etc. The agency cooperates with the government, often providing strong advisory assistance in studying issues related to climate change. 9 more were created according to the same scheme.such agencies outside of Dublin.
During a visit to Dublin City Hall, an exhibition dedicated to energy efficiency technologies and renewable energy sources was held in the city government building. The event was held as part of the week of “sustainable energy and energy efficiency” with the participation of organizations working on these issues.
Marita Arabidze: “The guidebook on energy-efficient light bulbs attracted a lot of my attention. The Agency has developed a 5-step process for switching to energy efficient lamps. I think that this will also help Georgia in shaping the creation of a concept for energy-efficient lamps.”
An educational program has been prepared by the Irish government, which is aimed at both elementary and high school students. At school age they receive information on energy efficiency and renewable energy and often take part in hands-on activities to raise awareness. It should be noted that Irish ministries cooperate with non-governmental organizations and often organize joint events in order to raise public awareness.
Liliya Rybenko, a participant in the educational seminar, Head of the Promotion and Media Relations Department of the State Agency for Energy Efficiency and Energy Saving of Ukraine, noted: “The Irish experience of children’s training programs in the field of energy saving is very useful for Ukraine as well. It is very important that literally from the age of five children in Ireland are taught how to save electricity. In Ukraine, work is being done with the population to raise awareness on energy efficiency issues, but not from such an early age. Improving energy efficiency today is one of the main aspects of national security and independence of Ukraine. Gas substitution and the use of alternative forms of energy are a top priority for our government. This year, we have introduced a program of state support and incentives for the population to carry out energy efficiency measures. It is very important in this direction to carry out activities for explanatory work with the population and popularization of energy saving. There is a lot in common between the attitudes of the authorities of Ukraine and Georgia to the issue of energy efficiency. The main differences relate to the amount of funding allocated to energy efficiency projects. However, Ukraine, like Ireland, plans to create an energy efficiency fund in the future, which will accumulate funds received from energy savings. These financial resources will subsequently be channeled into energy efficiency and renewable energy projects.”
Constantin Borosan, Expert on Energy Efficiency and Renewable Energy at the Energy Efficiency Fund of the Republic of Moldova, said that during the meeting there was a great opportunity to listen to representatives of all Irish organizations that are involved in raising awareness in the direction of energy efficiency. According to Borosan, it was very useful for the participants to visit the Energy Efficiency Agency and get acquainted with Irish companies that have introduced energy efficiency technologies. When creating an energy efficiency center in Moldova, the expert expects to use the multifaceted information received during the trip to Dublin and the workshop. Borosan emphasized that all countries of the former USSR participating in the project have similar goals in the direction of introducing energy efficiency and renewable energy sources.
Anja Nozhak, consultant of the Department of Heat Generation and Supply at the Ministry of Economy of the Republic of Moldova, also drew attention to the involvement of the entire population of Ireland in the issue of energy efficiency. According to her, the fact that in Ireland the local authorities and all organizations involved in the issue of energy efficiency are trying to involve the entire population of the country, from young to old, from small children in kindergartens to adults, in understanding this problem, deserves to be studied and implemented. Nozhak believes that it is the right approach to teach children from an early age the principles of reasonable and economical use of electricity. The specialist from Moldova also noted the importance of international exchange of experience. According to her, Moldova is a small country, like Ireland, whose experience will be very useful for Moldova. Mrs. Nozhak at the seminar for the first time had a chance to learn the concept of “energy poverty”, which is relevant for Moldova, which is not rich in energy resources. Ms. Nozhak promised to introduce the concept of “energy poverty” into the legislation of her republic in order to help people, as is done in Ireland. According to her, the problems of energy efficiency of systems such as centralized heating are very important and relevant. Therefore, there is a desire that similar seminars be held in other countries where such systems exist, but their use is not efficient enough from the point of view of energy saving. There is also interest in solving energy efficiency problems for families with limited incomes, since the solution of such problems in Moldova rests on a lack of financial resources.
The workshop participants also benefited from a trip to the Renewable Energy and Energy Efficiency Training Center. This is the world’s first specialized training center for specialized passive houses in Finglas (located near Dublin). Demonstration laboratories are located in the center, where it is possible to gain practical skills in the use of energy-efficient materials and their capabilities.

The five-day meeting concluded with a media presentation from Duncan Stewart, producer of Eco Eye, one of Ireland’s most popular television shows on how to communicate about climate change.
There was some general agreement among the workshop participants that the experience gained during the training workshop in Dublin and networking could contribute to the establishment of the Centers for Sustainable Energy Development in each of the participating countries and subsequently their successful functioning, as well as the organization of successful campaigns for raising awareness about sustainable energy.
It can be noted that within the framework of the program of the European Bank for Reconstruction and Development, 125 million dollars were allocated for issuing energy loans to local financial institutions in the Caucasus region. The Financing Facility for Regional Partner Banks supports the Bank’s Sustainable Energy Initiative, which encourages the spread of sustainable energy investments throughout the region.
