Child care programs play a critical role in helping young children get sufficient physical activity, and child care providers are instrumental in supporting active play for children. The 2018 Physical Activity Guidelines for Americans recommend that preschoolers are physically active throughout the day with a target of being engaged in light, moderate, and vigorous physical activity for three hours per day (HHS, 2018). The guidelines emphasize the importance of structured activity, including games to help children reach this target. The guidelines also emphasize the importance of adult caregivers in encouraging a variety of types of active play. Although all young children benefit from adults supporting their physical activity, the role of adults is even more important for children with developmental disabilities because oftentimes they are more inactive than their peers without disabilities.

Allowance for child care at home
In Finland, as a rule, one parent takes care of the child at home, at least during parental leave. Maternity leave for parents lasts 320 working days, that is, approximately 14 months. During this period, Kela pays parental subsistence allowance. The parent can continue caring for the child at home after that. In this case, it is possible to receive an allowance for caring for a child at home.

Home care allowance and parental leave
If you are caring for a child at home, you are entitled to unpaid parental leave until the child is three years old. You can apply to Kela for home care allowance (kotihoidon tuki). You can also apply for home care allowance even if you are unemployed. For more information, see the section: Maternity leave.
You may receive home care allowance during the period when your child is not attending a public preschool and is being cared for in some other way, such as in a private preschool. Child home care allowance is always paid to the child’s parent or other guardian. As a rule, childcare allowance is not paid outside of Finland.
Kela pays home care allowance if:
- the child lives permanently in Finland or
- at least one of the parents works in Finland and has an occupational pension insurance policy.
The childcare allowance at home includes the childcare allowance itself and a supplement that depends on the family’s income, as well as a possible municipal supplement. Ask your municipality or Kela if you are entitled to a municipal supplement. The amount of child care allowance is the same for everyone, family income does not affect it.
Child home care allowance is taxable income.
In some situations, home care allowance may be paid to a family member who lives in another EU or EEA country. Please contact Kela for more information.

If your family received parental allowance under the old law (estimated date of birth before September 4, 2022), you can go on parental leave and receive home care allowance after your parental leave ends.
If your child’s estimated date of birth is September 4, 2022 or later, you can apply for child home care benefits up to 160 business days after your child’s birth. By this time, the baby will be about 6 months old.

Flexible and partial parental allowance
Parental leave can also be partial. In this case, you will have a shorter working day and, accordingly, you will receive lower wages.
You can apply for flexible childcare allowance and partial childcare allowance from Kela if your child resides permanently in Finland.
If you are caring for a child under the age of 3 at home and working no more than 30 hours a week, you can apply for flexible child care allowance from Kela. During flexible care allowance, a child under 3 years of age may attend municipal kindergarten for a partial week.
If you are caring for your child who is in grade 1 or 2 and you do not work more than 30 hours a week, you can apply for partial child care allowance from Kela.
